What does the future of cyberspace look like? The idealistic notion of cyberspace as a 'free' and 'open' global infrastructure is progressively challenged by projecting territoriality and conveying traditional nation-state models of governance into cyberspace. The aim of this interdisciplinary paper is to examine the process of cyberspace territorialisation and to present a conceptual definition of a theoretical 'cyberterritory' as a bounded sovereign entity that operates under the jurisdiction of a certain nation-state. Firstly, we explain the different views of the cyberspace governance and summarize the latest developments in the UN's efforts to bring order over cyberspace. Secondly, we analyse the different views on 'digital sovereignty' and show how several nations have felt the need to express publicly their views on sovereignty in cyberspace. Thirdly, we discuss the possibility of new techno-economic alliances, because only few (if any) nation-states could have sufficient resources to be 'sovereign' in cyberspace. Finally, we present a conceptual definition of a theoretical 'cyberterritory' that encompasses political, legal and technical aspects. The significance of this paper is in its contribution to the discussion of future cyberspace governance by presenting a definition of a theoretical 'cyberterritory' as an entity of its own - a new nation-state 'digital terrain' of the future.

Digital Sovereignty must be on the agenda of every modern nation. Digital technology is becoming part of our life details, from the vital essentials, like food and water management, to transcendence in the Metaverse and Space. Protecting these digital assets will, therefore, be inevitable for a modern country to live, excel and lead. Digital Sovereignty is a strategic necessity to protect these digital assets from the monopoly of friendly rational states, and the threats of unfriendly Malicious states and behaviors. In this work, we revisit the definition and scope of digital sovereignty through extending it to cover the entire value chain of using, owning, and producing digital assets. We emphasize the importance of protecting the operational resources, both raw materials and human expertise, in addition to research and innovation necessary to achieve sustainable sovereignty. We also show that digital sovereignty by autonomy is often impossible, and by mutual cooperation is not always sustainable. To this end, we propose implementing digital sovereignty using Nash Equilibrium, often studied in Game Theory, to govern the relation with Rational states. Finally, we propose a digital sovereignty agenda for different country’s digital profiles, based on their status quo, priorities, and capabilities. We survey state-of-the-art digital technology that is useful to make the current digital assets sovereign. Additionally, we propose a roadmap that aims to develop a sovereign digital nation, as close as possible to autonomy. Finally, we draw attention to the need of more research to better understand and implement digital sovereignty from different perspectives: technological, economic, and geopolitical.

The article explains the impact of globalization on state sovereignty. The globalization is the dominant force which has shaped a new era of interaction and interdependence among nations. It has many dimensions such as economic, political, military, social and cultural dimension. It creates both opportunities and costs to the nation state. Sovereignty is the most essential element of the state. Globalization contributes to the change and reduction of the scope of state sovereignty. The scope of the inner sovereignty has legally narrowed to a large degree due to the international agreements including global financial flows, activities of International Organization and Multinational Corporation, Information communication technology and issues concerning human rights and in connection with already formed models and traditions of states' behavior. At the same time increasingly more states quite often give away some of their sovereign powers voluntarily for certain reason.

Black sovereignty in the Atlantic world pivots, as in the case of Haiti, from a haunting apparition to a haunting recognition, never quite forming a tangible, and legal, sovereignty unto itself. Haiti's tangled and complicated geopolitical positioning within the Atlantic world gives this spectral state of being meaning. Sovereignty, or, as I will suggest, the processes of recognizing sovereignty and the material shape of its appearance, imbues Haiti's sovereign claims with a specific racialized threshold. Reading along Haiti's racio-national edge also illuminates the tenuous position on the international stage of Liberia and Abyssinia – two nations, along with Haiti, that represented the only nation-states in the Atlantic world by the end of the nineteenth century with a majority black population and independence. Although a small representative group, these sites deserve far more scrutiny within the fields of race and sovereignty studies by legal scholars and scholars of transnational American studies, especially because of the ways the nations battled for recognition and respect amongst other nation-states who may have attached derogatory notions of humanity onto the political work and rights of these self-avowed black nations. Haiti is an important example of this phenomenon.

Various questions lead me to this Comment. I began by asking what makes a nation? What grants sovereignty? What limits sovereignty? Does a border define a nation, or the nation define the border? Further, does a nation have a sovereign right to define and enforce a border? Is the border meant to include or exclude? Who is included, or excluded? Are we citizens by virtue of the border, or does something else define both citizenship and a border? What is citizenship? Exploring those questions, of course, will not fit in a single law review Comment. While I touch on some, I have left many topics for future writings.

Unfortunately, I do not have the competence to engage with it. But I do have a few things to say about his more general claim regarding the possibility of nationalism being dissociated from sovereignty.

This article considers Indigenous people as political actors in their quest for sovereignty within the liberal democracies of Canada, Australia, Aotearoa New Zealand and the USA (the CANZUS nations). I aim to show that, despite the structures of settler colonialism that both resist and then co-opt dissent, seeking sovereignty is, as political philosopher Jacques Ranciѐre outlines, an act of Indigenous politics that challenges and shifts these structures. While the fundamental colonising logic of the nation state does not change, through the Indigenous sovereign voice, a reframed understanding of democracy is revealed which in turn creates an enlarged space for Indigenous peoples.

The article examines the mechanisms of quasi-voluntary and coercive dissemination of neoliberal models of development at the global level through the targeted activities and agendas of international organizations. At present, the legitimacy of both the process of promoting global neoliberalism itself and its results appear contradictory and widely challenged. This process has been accompanied by a decades-long erosion of state sovereignty, mandates and powers of nation-states. The result has been a “vacuum” in their ability to fully implement the sovereign state doctrine. However, today, with a multipolar world order transit states are again claiming the need to implement sovereign approaches to their own development, actively forming strategies and operational development plans alternative to neoliberalism. The author extensively analyzes neoliberal models of intervention, as well as those spheres in which there has been the greatest weakening of state powers. The article puts forward the thesis of the necessity for states to formulate national independent models of development alternative to the neoliberal programs globally imposed. This involves providing a broad ideological and philosophical framework and understanding of sovereign development for restoring the nation-sates ability to formulate sovereign state doctrine, vision, and strategy. In order to design and implement operational plans to revitalize the functional capacities of nation-states, it is important to restore relevant knowledge and practical skills, platforms and tools. It seems that this is what will allow nation-states to formulate their own development strategies in the context of dynamically emerging multipolarity. The article puts special emphasis on the doctrine of a sovereign state in the sphere of the economy. However, a similar approach can and should be applied in related spheres of social and political development.

BACKGROUND: Indigenous populations in the United States (US) experience worse health outcomes and higher disease prevalence compared to the US all race population. The World Health Organization (WHO), Canadian research on Indigenous-specific determinants, the Harvard Project on American Indian Economic Development, and the Native Nation's Institute have all identified governance as a determinant that impacts community health and development. This dissertation explored the active and potential role of Indigenous nations' governance, since the Native nation building era commenced in the 1970s, in protecting and promoting family and community health. OBJECTIVES: The dissertation aims were to: (1) describe the state of population data for US Indigenous nations and benefits of engaging with data, data sovereignty, and data governance for US Indigenous nations, (2) outline the history and current state of tribal public health relative to other US public health systems, and (3) elucidate the assumptions and applicability of the social determinants of health framework to Indigenous health contexts. METHODS: This mixed-methods study integrated retrospective quantitative and primary quantitative and qualitative data from case studies with six reservation-based American Indian tribes with qualitative data collected in a focus group and two consensus panels of public health practitioners and scholars. RESULTS: The results by aim were: (1) self-determination with regard to health and other population data offers Indigenous nations opportunities to create and access relevant and reliable data to inform policy and resource allocations, (2) the federal government and others have not invested in tribal public health authority infrastructures in ways similar to investments made in federal, state, and local public health authorities, resulting in tribal public health systems falling below other public health authorities in function and capacity, and (3) underlying Euro-Centric assumptions imbedded in the social determinants of health framework reduce its applicability in Indigenous health contexts. CONCLUSIONS: This study contributes to understanding the roles of Indigenous nation self-determination and sovereignty in defining health to align with Indigenous philosophies of wellness. Guided by Indigenous-specific determinants of health, tribes can set community-based, culture-informed methods and metrics for establishing, monitoring, and assessing public health policies and programs to support healthy communities and families. RECOMMENDATIONS: Indigenous nations, in partnership with researchers and other governments as appropriate, should develop framework(s) for tribal health that include broad, shared, and nation-specific definitions of health, healthy families and communities, and health determinants. Federal, state, and local governments should partner with Indigenous nations to improve tribal public health infrastructures and to support tribal data sovereignty and data governance through building tribal data capacity, aligning data with tribal self-conceptions, and forming data sharing agreements.

La présente étude se propose de revisiter la doctrine classique des droits fondamentaux des États, et cherche à vérifier si c’est à raison qu’elle fut rejetée, ou si elle trouve désormais quelque environnement juridique plus favorable à son redéploiement. Opposés trait pour trait aux droits dits relatifs ou accessoires qui trouvent leur source dans le droit conventionnel et coutumier, les droits de conservation, de souveraineté, d’égalité, de respect et de commerce, sont conçus comme fondamentaux dans un sens évidemment matériel – ce sont des droits constitutifs de l’État-nation et, inversement, des droits dont l’aliénation totale ou partielle anéantirait ou diminuerait la personnalité de l’État qui y consentirait –, mais également dans un sens formel – la violation d’un droit fondamental étatique emportant des effets juridiques spécifiques comme la nullité des traités et le recours à la guerre. Or, en raison de la contradiction entre l’horizontalité de l’ordre juridique international et la fondamentalité des droits étatiques, ainsi que du fondement très individualiste de la doctrine, celle-ci subit les attaques des écoles positivistes et néo-naturalistes durant l’entre-deux-guerres, et finit par être absolument rejetée au sortir du deuxième conflit mondial. This thesis revisits the classical doctrine of fundamental rights of States, and attempts to determine whether it was rightly rejected, or if it could now be redeployed within a more adequate legal framework. In contrast with the so-called relative or accessory rights, which find their source in customary and conventional law, the rights to self-preservation, sovereignty, equality, dignity and mutual commerce are conceived as fundamental in a material sense – because they are inherently linked to the Nation-State and, conversely, a Nation-State could not dispose of them without affecting its statehood –, but they are also conceived in a formal sense – because their violation implies specific legal effects as the rights of the affected State to invoke invalidity of rules found in contradiction of them and, ultimately, to resort to war. In that respect, while classical internationalists hand down to posterity a notable theory of fundamental rights of States, they paradoxically claim to deploy it in the international legal order, which is radically horizontal. Therefore, somehow resisting from doctrinal attacks, the theory of fundamental rights of States was finally abandoned in the second half of last century. Nevertheless, acknowledging the renewed doctrinal interest in state rights, both in international law, in European Union law and in constitutional law, in the context of an evolving international society, the point is to question whether these states’ rights meet the materiel and formal criteria of the fundamentality of rights. In a federalist perspective, namely an institutional protection of state rights, do States obtain, for instance, a protection of their right to survival within the United Nations and a protection of their right to respect for national identity within the European Union ? From a statist point of view, namely a unilateral protection of state rights, if classical internationalists correctly theorize that the alienation of sovereign and identity rights undermine the quality of a Nation-State, does the protection of such rights fall within the international legal order or rather within the national legal order ?

What is the relationship between environment and tribal sovereignty, and what is the value of tribally-controlled land in the twenty-first century? This dissertation turns to the Meskwaki Nation, the only resident Native American community in Iowa, to provide a long-term perspective on the benefits and pitfalls of tribal land reclamation. Rather than focusing on dispossession, it emphasizes how one tribe reacquired its land base following removal. In the process, it shows how environment and sovereignty are sources of political and economic leverage for Native communities. They are useful categories for organizing Native histories and understanding how environmental, political, and economic interactions have shaped and been shaped by Indigenous struggles for sovereignty and self-determination. This work examines how the unique status of the Meskwaki “settlement,” which is not a “reservation” because the tribe purchased it with tribal money in 1857, has expanded the tribe’s capacity for self-determination. The Meskwaki story confirms that increasing tribal land holdings—as well as tribal control over them—provides an anchor from which tribes can maintain their sovereignty, creates opportunities for self-determination, and offers tribes political and economic leverage. But land reclamation is not a silver bullet that can solve the many problems faced by Native Nations today. Rather, tribal land (and by extension, the environments on it) is a political tool that can be deployed in defense of tribal sovereignty. By recognizing the potential of tribally-controlled land to create leverage within the paradigms of state/tribal and federal/tribal politics, tribes can utilize their land bases as sovereign, political territory and pursue economic and political strategies that can empower their continuing recovery from the processes of colonization.

The purpose of this study was to investigate whether Kenya's national policies of education are consistent with the principles of nation building and state sovereignty. The investigation involved developing eight multiple regression models. Each model utilized one dependent variable, one independent variable and two control variables. The dependent variables were the average boys and the average girls public primary education gross enrollment ratios for 2000-03, the boys and the girls public primary education completion rates for the class of 2003, and the boys and the girls public primary education gross enrollment ratios for 2003. The independent variables were the public primary education pupil/teacher ratios for 2000 and the public primary education pupil/teacher ratios for 2003. The two control variables were the percentage of the population living in towns in 1999 and the percentage of the population in wage employment in 1999. The only significant results were a negative relationship between public primary education pupil/teacher ratios for 2003 and the girls public primary education completion rates for the class of 2003 and, a positive relationship between the percentage of the population in wage employment in 1999 and the girls public primary education completion rates for the class of 2003. The results suggested that Kenya's national policies of education are not consistent with the principles of nation building and state sovereignty and led to the conclusion that Kenya's public primary education may not be playing the nation-building role that it should play.

This dissertation examines 'sovereignty' as not only a theoretical abstraction of power relations within finite territories, but also as a very alive practice, a daily defense of inherent rights based on Indigenous philosophical notions of power and space. I examine the perspectives of Indigenous practitioners who either through their conversations and/or life ways cultivate an original conception of sovereignty, specifically the governance of the Gwich'in people, a nation of 15 villages in the Arctic Circle. As an Indigenous nation living within legal structures of a settler state, they offer an alternative understanding of collective political power, rooted outside the western European paradigm but simultaneously confronting those ambits. I argue that rather than an alternative narrative of resistance towards secession or segregation, the Gwich'in Nation provide a viable, pro-active and realized form of co-existent sovereignty. This sovereignty is a form of political collective identity and a relationship with the environment and non-human actors, as well as other governments, that is productive, creative and focused as much on future generations as drawing from tradition.

“This book offers an account of the life of Shibusawa Eiichi, who may be considered the first ‘internationalist’ in modern Japan, written by his great grandson Masahide and published in 1970 under the title, Taiheiyo ni kakeru hashi (Building Bridges Over the Pacific). Japan had a tortuous relationship with internationalism between 1840, when Shibusawa was born, and 1931, the year the nation invaded Manchuria and when he passed away. The key to understanding Shibusawa’s thoughts against the background of this history, the author shows, lies in the concept of ‘people’s diplomacy,’ namely an approach to international relations through non-governmental connections. Such connections entail more transnational than international relations. In that sense, Shibusawa was more a transnationalist than an internationalist thinker. Internationalism presupposes the prior existence of sovereign states among which they cooperate to establish a peaceful order. The best examples are the League of Nations and the United Nations. Transnationalism, in contrast, goes beyond the framework of sovereign nations and promotes connections among individuals and non-governmental organizations. It could be called “globalism” in the sense that transnationalism aims at building bridges across the globe apart from independent nation-states. In that sense Shibusawa was a pioneering globalist. It was only in the 1990s that expressions like globalism and globalization came to be widely used. This was more than sixty years after Shibusawa Eiichi’s death, which suggests how pioneering his thoughts were.” [Akira Iriye]

The authors of the article analyze the view of the World-system of I. Wallerstein, the F. Fukuyama concept of the “end of history” and the W. Beck concept of globalization. The authors focus not only on the concept and essence of globalization, but also on the problem of opposition of modern nation states to globalization processes that negatively affect the statehood and culture of sovereign states. The process of globalization is objective, but the loss of the country's sovereignty threatens to destroy its original culture. The authors show that globalization also carries threats that must be neutralized if we want to survive as a country and as a people. These are threats associated with the widespread dissemination of Western values (Westernization), models of upbringing and education, with Western sanctions against Russia. The neoliberal reforms of the 90s brought our country to its knees. Over the past twenty years, something has been corrected. The authors show that in the current situation it is necessary to make efforts to ensure the sovereignty and defense of the country, its economic growth and protection of the original values of our civilization.

Abstract The United States Environmental Protection Agency (U.S. EPA) supports a number of local community initiatives to encourage public involvement in decisions regarding environmental waste management and remediation. Native American tribal communities, in most cases, operate as sovereign nations, and thus have jurisdiction over environmental management on their lands. This paper provides examples of initiatives addressing Native American concerns about past radioactive waste management practices — one addresses uranium mining wastes in the Western United States and the other, environmental contamination in Alaska. These two projects involve the community in radioactive waste management decision-making by encouraging them to articulate their concerns and observations; soliciting their recommended solutions; and facilitating leadership within the community by involving local tribal governments, individuals, scientists and educators in the project. Frequently, a community organization, such as a local college or Native American organization, is selected to manage the project due to their cultural knowledge and acceptance within the community. It should be noted that U.S. EPA, consistent with Federal requirements, respects Indian tribal self-government and supports tribal sovereignty and self-determination. For this reason, in the projects and initiatives described in the presentation, the U.S. EPA is involved at the behest and approval of Native American tribal governments and community organizations. Objectives of the activities described in this presentation are to equip Native American communities with the skills and resources to assess and resolve environmental problems on their lands. Some of the key outcomes of these projects include: • Training teachers of Navajo Indian students to provide lessons about radiation and uranium mining in their communities. Teachers will use problem-based education, which allows students to connect the subject of learning with real-world issues and concerns of their community. Teachers are encouraged to utilize members of the community and to conduct field trips to make the material as relevant to the students. • Creating an interactive database that combines scientific and technical data from peer-reviewed literature along with complementary Native American community environmental observations. • Developing educational materials that meet the national science standards for education and also incorporate Native American culture, language, and history. The use of both Native American and Western (Euro-American) educational concepts serve to reinforce learning and support cultural identity. The two projects adopt approaches that are tailored to encourage the participation of, and leadership from, Native American communities to guide environmental waste management and remediation on their lands. These initiatives are consistent with the government-to-government relationship between Native American tribes and the U.S. government and support the principle that tribes are empowered to exercise their own decision-making authority with respect to their lands.

The notion of developing sustainable communities is generally accepted as a way to reduce the negative environmental impacts associated with human activities, increase the health of citizens, and increase the economic vitality of communities within a country. In order to further the development of sustainable communities, federal and local governments have placed significant attention upon designing sustainability and renewable energy technologies, such as photovoltaic (solar) and grey water recycling systems to reduce (1) fossil fuel based energy consumption, (2) water consumption, and (3) climate changing greenhouse gas (GHG) emissions associated anthropogenic activities. The Pinoleville Pomo Nation (PPN) of Ukiah, CA, is an example of a Native American government and community that has embarked upon an infrastructure development program to design and build culturally appropriate, sustainable housing for its members. This paper describes the co-design methodology created by the authors to partner with communities that have historical trauma associated with working with outsiders on projects that involved substantial usage of engineering and scientific artifacts, renewable energy technologies for example, that have not integrated their value system or has been historically denied to them. As a case study, we present the lessons learned from a partnership with the Pinoleville Pomo Nation and UC Berkeley’s Community Assessment of Renewable Energy and Sustainability (CARES) team to develop sustainable housing that utilizes sustainability best practices and renewable energy technologies as well as reflect the long-standing culture and traditions of the PPN. We also present the Pomo-inspired housing design created by this partnership and illustrate how Native American nations can partner with universities and other academic organizations to utilize engineering expertise to co-design solutions that address the needs of the tribes. As a result of this partnership, the Pomo-inspired house design was utilized to secure federal funding to create housing that will aid the PPN in their tribal sovereignty, economic self-sufficiency, and environmental harmony goals.

Ankara, the capital of Turkey, experienced a fundamental spatial structuring process after the proclamation of the Republic. The vision of modernity and protective economic structure of the Early Republican era determined the spatial configuration of the city and produced public buildings as the icons of the young regime. City planning and architecture had been used as the instruments of the new regime in making itself visible, concrete, and symbolized. The buildings and urban plans transmitting the foundation ideals of Republic together with modernity have contributed to the creation of national sovereignty and a modern society. After the span of eighty years, the new politic-economic climate of Turkey redesigned the urban regime of Ankara and its symbols. One of the most concrete transformations is observed in the public offices which convey the political and economic intents of each period through their spatial and architectural organizations, and symbolic meanings. This study examines the change in the urban symbols with an emphasis on public offices; their spatial organization, their archistar buildings, and their messages conveyed to public with respect to the change in political and economic systems. This article concludes that public offices and their relations with urban space and public are considered as the icons in representing the dominant political power in both the early republican period and post-2000s; the former period benefited them as the visual representations of national sovereignty while the latter used them as the landmarks of the authoritarian and neoliberal political power over the nation.

In the last two decades, we have seen the rise of companies providing digital services. Big Tech firms have become all-pervasive, playing critical roles in our social interactions, in the way we access information, and in the way we consume. These firms not only strive to be dominant players in one market, but with their giant monopoly power and domination of online ecosystems, they want to become the market itself. They are gaining not just economic, but also political power. This can be illustrated by Donald Trump’s campaigns, in which he attempted to influence the sovereign will, as the sovereign power is vested in the people. The Trump campaigns' use of Facebook's advertising tools contributed to Trump's win at the 2016 presidential election. After criticism of that election, Facebook stated that it would implement a series of measures to prevent future abuse. For example, no political ads will be accepted in the week before an election. Another example of how Big Tech firms can effect the sovereign is by national legislator. For example, Australia had a dispute with digital platforms such as Facebook and Google. That was because Australia began to develop a News Media and Digital Platforms Mandatory Code. To persuade the Australian legislature to abandon the idea of this code, Facebook prevented Australian press publishers, news media and users from sharing/viewing Australian as well as international news content, including blocking information from government agencies. Such action demonstrated how large digital platforms can affect the flow of information to encourage the state and its legislature to change their position. Because of such pressure, Australia eventually made adjustments to the code in order to find a compromise with the digital platform. Also, when we are referring to political power, it should include lobbying and the European Union legislator. Tech giants are lobbying their interests to influence the European Union’s digital policy, which has the most direct effect on member states, given that the member states are bound by European Union law.

В статье исследуются закономерности развития современного национального информационного пространства в контексте эффективности государственного управления рисками в условиях продолжающейся цифровой трансформации общественных отношений. Автором предлагается концептуальный проект формирования перспективной конституционно-правовой модели защиты информационного пространства (среды) Российской Федерации. Автор доказывает необходимость устранения пробелов в конституционно-правовом регулировании, которые создают благоприятные условия для экстерриториального применения норм иностранного права, необоснованного применения локальных нормативных актов транснациональных корпораций для обоснования дискриминационных мер к российским гражданам, организациям при их вступлении в гражданско-правовые отношения с иностранными лицами в пределах национального информационного пространства (среды). The article examines the patterns of development of the modern national information space in the context of the effectiveness of public risk management in the conditions of the ongoing digital transformation of public relations. The author proposes a conceptual project for the formation of a promising constitutional and legal model for the protection of the information space (environment) of the Russian Federation. The author proves the need to eliminate gaps in constitutional and legal regulation, which create favorable conditions for the extraterritorial application of foreign law, the unjustified application of local regulations of transnational corporations to justify discriminatory measures against Russian citizens and organizations when they enter into civil relations with foreign persons within the national information space (environment).

Subject of the article’s study – journalism of Ukrainian diaspora publications on the topic of liberation struggle of Ukrainian nation. The author emphasizes on variations of such a struggle, in particular on traditions of militarism and pacifism. A lot of Ukrainians who lived outside of Ukraine, because of third wave of emigration, used to believe that the USA will start another world war, will deal with the USSR and in this way will help Ukraine become independent. Similar thoughts were fundamental thesis of so-called «liberation conception». Such theories and hopes were outlined in columns of such magazines as «Visti Combatanta», «Vyzvolnyi Shliakh». But another part of political emigrants, concentrated around OUN (w) and URDP, positions of which were represented in such publications as «Ukrainskyi samostiynyk» and «Nashi posytsii», problem of Ukrainian independence tried not to deceive to war between the USA and the USSR and considered nonviolent methods of government change. Similar thoughts had the authors of «Suchasnist» and «Lysty do Pryiateliv». Time and historical realities showed that were right those journalists who believed in evolutionary, not revolutionary, theory of state development. Ukraine was able to become independent peacefully after the USSR decay and creation of sovereign states. Among this, modern Ukrainian society still lacks respect to Ukrainian army, nurturing of traditions of military valor, honor and justice, to which even diaspora journalists paid attention in the previous century.

The world is urgently facing the need for a “green transformation”, involving not only a transition towards the use renewable energy and reduction of biodiversity loss, but a deep social change towards social justice and sustainability. Such action requires social compromises between elites and popular sectors that allow the building of strong institutions to implement changes. Latin America is faced with huge tasks to increase equality, justice and sustainability, but it also plays a pivotal role in the global green transformation. The region is further characterized by both strong elites, strong socio-environmental movements and deep environmental conflicts making social compromises difficult. This Working Paper discusses elite reactions to the most advanced regional agreement on environmental regulation and conflict resolution, the Escazù Agreement. In many countries, elites opposed it vehemently referring to national sovereignty, but particularly rejecting the institutional implications of the agreement involving a stronger compromise to allow popular participation. This was opposed by economic elites in democratic countries (Chile, Colombia, Costa Rica and Peru) as well as governmental elites in authoritarian countries (El Salvador and Venezuela). However, in various cases, elite opposition was overcome after popular mobilization and dialogue. The paper discusses what we can learn from elite reactions to the Escazú Agreement of importance for future social compromises as a basis for the emergence for transformative states in Latin America.

Information security and associated vulnerabilities have long been a pressing challenge, from the fundamental scientific backstage to the frontline across the most diverse sectors of society. At the tip of the iceberg of this problem, the citizens immediately feel that the reservation of privacy and the degradation of the quality and security of the information and communication on which they depend for the day-to-day activities, already of crucial relevance, are at stake. Naturally though, the challenges do not end there. There is a whole infrastructure for storing information, processing and communication, whose security and reliability depend on key sectors gearing modern society – such as emergency communication systems (medical, civil and environmental protection, among others), transportation and geographic information, the financial communications systems at the backbone of day-to-day transactions, the information and telecommunications systems in general. And crucially the entire defence ecosystem that in essence is a stalwart in preventing our civilisation to self-annihilate in full fulfilment of the second principle of thermodynamics. The relevance of the problem further encompasses the preservation of crucial values such as the right to information, security and integrity of democratic processes, internal administration, justice, defence and sovereignty, ranging from the well-being of the citizen to the security of the nation and beyond. In the present communication, we take a look at how to scientifically and technically empower society to address these challenges, with the hope and pragmatism enabled by our emerging pathways in information physics and complexity. Edging beyond classical and quantum frontiers and their vulnerabilities to unveil new principles, methodologies and technologies at the core of the next generation system dynamic intelligence and security. To illustrate the concepts and tools, rather than going down the road of engineered systems that we can ultimately control, we take aim at the bewildering complexity of nature, deciphering new secrets in the mathematical codex underlying its complex coevolutionary phenomena that so heavily impact our lives, and ultimately bringing out novel insights, methods and technologies that propel information physics and security beyond quantum frontiers.

This report is part of a larger cross-country comparative project and constitutes an account and analysis of the measures comprising the Norwegian national response to the COVID-19 pandemic during the year of 2020. This time period is interesting in that mitigation efforts were predominantly of a non-medical nature. Mass vaccinations were in Norway conducted in early 2021. With one of the lowest mortality rates in Europe and relatively lower economic repercussions compared to its Nordic neighbours, the Norwegian case stands unique (OECD, 2021: Eurostat 2021; Statista, 2022). This report presents a summary of Norwegian response to the COVID-19 pandemic by taking into account its governance, political administration and societal context. In doing so, it highlights the key features of the Nordic governance model and the mitigation measures that attributed to its success, as well as some facets of Norway’s under-preparedness. Norway’s relative isolation in Northern Europe coupled with low population density gave it a geographical advantage in ensuring a slower spread of the virus. However, the spread of infection was also uneven, which meant that infection rates were concentrated more in some areas than in others. On the fiscal front, the affluence of Norway is linked to its petroleum industry and the related Norwegian Sovereign Wealth Fund. Both were affected by the pandemic, reflected through a reduction in the country’s annual GDP (SSB, 2022). The Nordic model of extensive welfare services, economic measures, a strong healthcare system with goals of equity and a high trust society, indeed ensured a strong shield against the impact of the COVID-19 pandemic. Yet, the consequences of the pandemic were uneven with unemployment especially high among those with low education and/or in low-income professions, as well as among immigrants (NOU, 2022:5). The social and psychological effects were also uneven, with children and elderly being left particularly vulnerable (Christensen, 2021). Further, the pandemic also at times led to unprecedented pressure on some intensive care units (OECD, 2021). Central to handling the COVID-19 pandemic in Norway were the three national executive authorities: the Ministry of Health and Care services, the National directorate of health and the Norwegian Institute of Public Health. With regard to political-administrative functions, the principle of subsidiarity (decentralisation) and responsibility meant that local governments had a high degree of autonomy in implementing infection control measures. Risk communication was thus also relatively decentralised, depending on the local outbreak situations. While decentralisation likely gave flexibility, ability to improvise in a crisis and utilise the municipalities’ knowledge of local contexts, it also brought forward challenges of coordination between the national and municipal level. Lack of training, infection control and protection equipment thereby prevailed in several municipalities. Although in effect for limited periods of time, the Corona Act, which allowed for fairly severe restrictions, received mixed responses in the public sphere. Critical perceptions towards the Corona Act were not seen as a surprise, considering that Norwegian society has traditionally relied on its ‘dugnadskultur’ – a culture of voluntary contributions in the spirit of solidarity. Government representatives at the frontline of communication were also open about the degree of uncertainty coupled with considerable potential for great societal damage. Overall, the mitigation policy in Norway was successful in keeping the overall infection rates and mortality low, albeit with a few societal and political-administrative challenges. The case of Norway is thus indeed exemplary with regard to its effective mitigation measures and strong government support to mitigate the impact of those measures. However, it also goes to show how a country with good crisis preparedness systems, governance and a comprehensive welfare system was also left somewhat underprepared by the devastating consequences of the pandemic.
