Анотація:
The article studies the procedure for appointing the chairmen of the Antimonopoly Committee and the State Property Fund of Ukraine. It is emphasized that nowadays there are many administrative procedures. One of them is the procedure for appointing the heads of central executive bodies in particular heads of CEBs with special status. This procedure is enshrined by the current legislation of Ukraine, namely the Constitution of Ukraine, the General Law of Ukraine "On Central Executive Bodies", special laws of Ukraine "On the Antimonopoly Committee of Ukraine", "On the State Property Fund of Ukraine" and others. To date, some of these procedures do not comply with the Constitution of Ukraine; there are conflicts; the relevant laws of Ukraine are not harmonized with the Basic Law of Ukraine. The article generalises the provisions of the Constitution of Ukraine, the Law of Ukraine "On Central Executive Bodies", the Law "On the Antimonopoly Committee of Ukraine", the Law "On the State Property Fund of Ukraine", bylaws and practice for their application to the procedure for appointing the chairman of the Antimonopoly Committee of Ukraine as well as the chairman of the State Property Fund of Ukraine. The attention is drawn to the conflicts in the legislation on these issues. It is established that in practice the appointment of the chairmen of the Antimonopoly Committee of Ukraine and the State Property Fund of Ukraine occurs not within the procedure provided by the special law "On the Antimonopoly Committee of Ukraine" and "On the State Property Fund of Ukraine", but within the law on central executive bodies and the Constitution of Ukraine, which is stated in the relevant Resolutions of the Verkhovna Rada of Ukraine on the appointment of the chairmen of these executive bodies with special status. The conclusion is made that there are two absolutely opposite administrative procedures for the appointment of the chairmen of the Antimonopoly Committee of Ukraine and the State Property Fund of Ukraine: the first one is provided by the Constitution of Ukraine, Laws of Ukraine "On the Cabinet of Ministers of Ukraine" and "On Central Executive Bodies"; the second one is provided by the special laws of Ukraine "On the Antimonopoly Committee of Ukraine" and "On the State Property Fund of Ukraine". These procedures contradict each other. As a result of the study, it is proposed to harmonize the provisions of the Law of Ukraine "On the Antimonopoly Committee of Ukraine" and the Law of Ukraine "On the State Property Fund of Ukraine" with the Constitution of Ukraine, decisions of the Constitutional Court of Ukraine, recommendations of international experts; to amend Article 9 of the Law of Ukraine "On the Antimonopoly Committee of Ukraine" and Article 7 of the Law of Ukraine "On the State Property Fund of Ukraine", enshrining in them the norms according to which the Chairman of the Antimonopoly Committee of Ukraine and the Chairman of the State Property Fund of Ukraine are appointed by the Verkhovna Rada of Ukraine on the proposal of the Prime Minister of Ukraine. In this case, the administrative procedure for appointing the chairmen of these central executive bodies with special status will be the same in all regulatory legal acts of Ukraine, and the norms of these laws will comply with the norms of the Constitution of Ukraine.

Анотація:
The paper raises problematic issues of the management of protective structures of civil protection service. It is researched that for many years the State Property Fund of Ukraine has acted as the owner and governing body of protective structures for civil protection of the state form of ownership, which were on the balance sheet of business entities, but did not enter their authorized capital in the process of their privatization. However, over the years, the Fund has not taken measures to ensure the proper maintenance of the above mentioned structures. A part of the regulatory legal enactments governing the issues of property, property and business transactions has been analyzed. It is concluded that without the Fund's finding solution to problematic issues,it is impossible to complete transferring of the functions of managing property – protective structures of civil protection, which were not included in the authorized capital of economic companies in the process of privatization – to regional state administrations. At the same time, some of the problematic issues can be solved by the territorial communities, on the territory of which these structures are located. If they transfer the property into communal ownership, they will independently, by their own decisions, be able to lease it, resolve issues of allocation of land plots for these objects, pension-off or sale entities. Meanwhile, local executive authorities are deprived of these functions, since the only owers of state property, which is on business entity balance, is the State Property Fund of Ukraine, its regional branches and representative offices, and only the Fund has the power to decide on the privatization, sale and transfer of the above mentioned structures to other owners, which can be done only if the State Emergency Service of Ukraine approves of their being excluded from the reserves of protective structures.

Анотація:
The author's vision on the process of estimating the value of real estate objects for the purposes of taxation is given. It is established, that the current norms of valuation of property for taxation purposes, established by the main regulator of valuation activity in Ukraine − the State Property Fund of Ukraine, deprive transparency the process of valuation of property in our state, and offset personal accounting judgments when assessing real estate. Opacity and distortion of the current norms of normative legal acts regulating the process of valuation of property and property rights in Ukraine, as well as the norms of the International Financial Reporting Standards (further − IFRS) 13 «Fair Value Measurement» during the valuation of real estate objects, consists, according our opinion, representatives of the State Property Fund of Ukraine during the approval of property valuation reports for tax purposes are based on the estimated value of the objects, which should be determined solely on the basis of the prices of real estate offers and solely by means of a comparative approach. But, IFRS 13 «Fair Value Measurement» and National Standard 1 «General Principles of Valuation of Property and Property Rights» demand to determine the value of objects of evaluation in three methods: costly, cost-effective and comparative. Recommendations are introduced, implementation of which will allow to observe the transparency and correctness of determining the value of property for tax purposes.

Анотація:
The main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations, which are considered as one of the elements of the legal regime of state property, are studied. According to the results of the study, the following main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations are identified: a) control by authorized bodies over compliance with the contract concluded with the head of the state enterprise; head of the preservation and effective use of state property; b) control by the State Property Fund of Ukraine over the use of leased integral property complexes of state enterprises and leased state property; c) accounting and financial reporting of business entities, as well as control and supervision over their condition and reliability; d) audit of financial statements; e) state financial audit; f) internal control and internal audit in the budget process. It is noted that the current legislation does not make a clear distinction between the functions of control and supervision, especially in cases where it concerns the powers of authorized public authorities, which in accordance with Part 2 of Art. 19 of the Constitution of Ukraine are obliged to act only on the basis, within the powers and in the manner prescribed by the Constitution and laws of Ukraine.

Анотація:
The article analyses the state and development of the fund of land of the Ministry of Defense of Ukraine in the course of theyears of Ukrainian independence in accordance with the data presented by the State geographical cadstre and the Ministry ofDefense of Ukraine, particularly: the peculiarities of their extortion and return as a result of court investigations. The main issuesof the circulation of land are presented, as well as the mechanism of its introduction and the fact that it is economicallyappropriate, together with ways for solving the issues mentioned. The order for assessing the value of land property has beendetermined and proven by arguments, both the necessity and effective methods of further using the lands of the Ministry with aperspective of increasing the possible income to the special fund of the Ministry of Defense of Ukraine by selling or leasing them.The most attractive method to increase the income of the special fund of the Ministry of Defense has been chosen due to thecirculation of land used mentioned for defense purposes. The legal subjects to use the land, presented for defense purposes aremilitary units, facilities, military-educational institutions, enterprises and organizations of the Armed Forces of Ukraine, othermilitary formations, that are functioning as independent judicial entities. Pieces of land property to the mentioned subjects areusually given for permanent use. Regardless of the tasks and functions, the users of the land for defense purposes areresponsible for, they enjoy and are entitled to overall rights granted to all the land users, and do also perform the appropriateduties concerning the assurance of rational using and the appropriate defense of land resources.

Анотація:
The article defines the peculiarities of managing the financial and material base of territorial communities of Ukraine in the conditions of decentralization. The economic essence of the term «financial and material base» is given and the main components of this indicator are allocated, allowing to assess the financial security of territorial communities. The main factors of influence on the financial and material base of territorial communities related to the implementation of the decentralization reform in Ukraine are determined. New financial opportunities and responsibilities of administrative and territorial units are allocated, which is reflected in strengthening the own financial base of local self-government. A dynamic analysis of the ratio of incomes of the general fund of local budgets to the GDP of Ukraine during 2014–2020 was carried out. The process of transfer of the joint ownership objects to communal property of territorial communities in the context of regions of Ukraine as of 05.03.2021 is considered. Since the assessment of the state of financial and material resources of territorial communities is a complex process and includes the management of communal property, the main ways of using communal property are defined, among which it is worth to highlight: rent, privatization, independent use of property by the territorial community, leasing, concession and others. The assessment of the ways of using communal property objects on the example of the territorial community of Lviv for 2018–2019 was carried out. It is proved that the analysis carried out is evidence of an increase in the level of financial security of local budgets and a justification of positive trends in the growth of their resource base as a result of financial decentralization. Negative factors of influence on the main indicators of financial and material base of local budgets are determined. Also a number of problems faced by local self-government bodies are specified and ways to solve them are suggested.

Today it is necessary to improve the legislation of Ukraine in the sphere of budgetary control, namely: it is expedient by joint implementation of the Ministry of Finance of Ukraine, the State Tax Service and the Accounting Chamber of Ukraine common standards of control over the use of budgetary funds and objects of state (municipal) property. An important requirement to build a modern system of state financial control at all levels of management is to exercise control on the basis of ensuring clear interaction and coordination of efforts of all participants of financial and budgetary relations to solve the problems of budgetary control of Ukraine. The current system of budgetary control of Ukraine must be designed in such a way that it can be quickly and effectively adjusted to meet new challenges and challenges.

Introduction. In modern conditions the problem of the land relations arrangement in Ukraine is extremely important, because the development of the economy sector depends on its solution. The fact that Ukraine is an agrarian country and one of the most fertile land in the world, actualizes the issue of creating an effective mechanism of land relations, which would stimulate the most effective increase ofthe country budget. In fact, this is the main task of financial regulation in Ukraine.The issues of developing the rent land relations concerning formation of market value of land as an effective factor of economic development, working mutually beneficial rules out of the game between tenants and land owners, establishing the optimal amount of rent, forms of its payment and terms oflease require furtherresearch. Purpose. The purpose of this article is formulation the ways to solve the problem of financial regulation in Ukraine. Results. This research gives a concept of renting. It allows reaching the optimum amount of land use without advancing funds for purchase of land, because expenses will not pay for itself at ratherlow income level soon. Conclusion. This research suggests the following conclusions and recommendations for improving the financial regulation ofland relations in Ukraine: • the role of the state should be decisive in land regulation • it is necessary to carry out activities aimed at creation of effective and adjustable land turnover • financial regulation of property relations should be improved it is necessary to create a fund of state-owned land.

В сучасних загострених суспільно-політичних умовах, умовах підвищеної уваги до державної служби та сфери державного управління, особливої актуальності набирають питання управління фінансовою системою держави, як основоположною системою успішного функціонування головних фінансових, економічних інститутів держави. У цьому процесі актуальності набирає питання адміністративно-правового статусу Фонду державного майна України як суб’єкта, що здійснює управління фінансовою системою нашої держави. Проголошення Незалежності України в 1991 році ознаменувалось не лише створенням нових держав на мапі світу та припиненням існування «імперії зла», а й складною економічною та суспільною ситуацією. Україна «успадкувала» від Української Радянської Соціалістичної Республіки (Далі – УРСР) зруйновану економіку, збідніле населення. Курс на капіталістичні засади економічного ладу, які були закладені наприкінці існування Союзу Радянських Соціалістичних Республік (Далі - СРСР) в період політико-економічних реформ під назвою «Перебудова», потребував радикальних рішень та значних жертв.
В современных заостренных общественно-политических условиях, условиях повышенного внимания к государственной службе и сферы государственного управления, особую актуальность приобретают вопросы управления финансовой системой государства, как основополагающей системой успешного функционирования главных финансовых, экономических институтов государства. В этом процессе актуальность приобретает вопрос административно-правового статуса Фонда государственного имущества Украины как субъекта, осуществляющего управление финансовой системой нашего государства. Провозглашение независимости Украины в 1991 году ознаменовалось не только созданием новых государств на карте мира и прекращением существования «империи зла», но и сложной экономической и общественной ситуацией. Украина «унаследовала» от Украинской Советской Социалистической Республики (далее - УССР) разрушенную экономику, обеднелое населения. Курс на капиталистические основы экономического строя, которые были заложены в конце существования Союза Советских Социалистических Республик (далее - СССР) в период политико-экономических реформ под названием «Перестройка», потребовав радикальных решений и значительных жертв.
In today's aggravated socio-political conditions, in conditions of increased attention to the civil service and the sphere of state administration, issues of management of the financial system of the state as a fundamental system of successful functioning of the main financial, economic institutions of the state are of particular importance. In this process of actuality, the issue of the administrative and legal status of the State Property Fund of Ukraine as a subject, which manages the financial system of our state, is gaining momentum. The proclamation of Ukraine's independence in 1991 marked not only the creation of new states on the map of the world and the cessation of the existence of an "evil empire" but also a difficult economic and social situation. Ukraine "inherited" from the Ukrainian Soviet Socialist Republic (further - the Ukrainian SSR) the ruined economy, the poor population. The course on the capitalist principles of the economic system, which was laid at the end of the existence of the Union of Soviet Socialist Republics (hereinafter - the USSR) during the period of political and economic reforms entitled "Perestroika", required radical decisions and significant casualties.

In this work there has been conducted the research of the objective and subjective signs of corpus delicti foreseen by article 233 of the Criminal Code of Ukraine. It contains a complex analysis of the principles of illegal privatizing of state communal property. There have been considered the main approaches to normative securing of the indicated legal signs in the current national criminal legislation. The author gives essential proposals concerning the perfection of the criminal legislation of Ukraine in the part of the illegal privatization of state, communal property and the practice of its application.

With the measures mentioned in the Strategy of increasing the efficiency of public sector entities economy, in Ukraine must be improved corporate governance, implemented separation of functions between the Government and ministries as agents of the state property and the regulator increased transparency economic entities, coordinated the interests of management and owners of economic entities established supervisory boards and independent directors implemented restructuring and privatization of state property.

The urgency of this topic is that in the global economic crisis one of the main functions of the state is to provide and support the poor in order to prevent growing social tensions over property inequality, ensuring population development, improving labor relations, creating an effective pension system, reforming the system pension provision. The purpose of the qualification work is to develop and substantiate the development strategy of the Main Department of the Pension Fund of Ukraine in Chernihiv region. The object of research is the processes of pension development in Ukraine. The subject of the research is theoretical and methodological aspects and practical recommendations for the analysis of the current state and formation of trends in the development of pensions in Ukraine. The information basis of the study is the Constitution of Ukraine, current regulations governing the functioning of the pension system; reporting data and analytical materials of the Pension Fund of Ukraine, materials of the State Statistics Service of Ukraine.

In various public actions in defense of individual interests has been common goal setting daily fine in case of noncompliance with court decisions, as well as judicial or extrajudicial agreement they signed last adjustment in terms of conduct. Also in cases where the recovery to the previous state of diffuse damages to property and collective proves unfeasible, there is condemnation in damages in money payments. In these cases, in overall, the calculated values should revert to a fund for the repair of diffuse and collective interests (national and state), according to article 13, caput , of Law n. 7.347/85. Of course, these funds is intended not only to repair the damages caused to the environment, but also to consumers, taxpayers, the disabled, the elderly, public health, housing and town planning, citizenship, assets and rights of artistic, aesthetic, historical, tourist, natural, per violation to the economic and other diffuse and collective interests, according to article 1º., §1º., of Law n. 9.008/95, which regulates the Defense Fund of Diffuse Interests in the São Paulo State. We must also mention that such funds exist at the federal and state areas, were created by the article 13 of Law n. 7.347/85, after being regulated by others laws. It is also to stress that the collected resources by such funds will be primarily for the purpose of repairing diffuse and collective interests, scientific and education events, and editing informational material related to the nature of the breach or damage caused, and may also be used to improve the administrative public departaments. Our goal is the choice of subject to analyse in depth the creation of such funds for repair, looking for a paradigm in American institutions, from where the legislation has inspired. It is, also, our goal to examine how resources are being used and the actual results of its use. This review should be performed in our study, with a focus on practical questions. With this aim, if not exhaust the matter, at least to reflect about the subject and a humble contribution to the improvement of the forms of a repair individual goals interests.
Em diversas ações civis públicas para a defesa de interesses metaindividuais tem sido comum a fixação de multa-diária para o caso de descumprimento de decisões judiciais, bem como de acordo judicial ou extrajudicial, estes últimos firmados em termos de ajustamento de conduta. Também nos casos em que a recomposição ao estado anterior dos danos a bens difusos e coletivos mostra-se inviável, há condenação em indenização em pecúnia. Nestes casos, em regra, os valores apurados deverão reverter a um fundo de reparação de interesses difusos e coletivos (nacional e estadual), conforme artigo 13, caput , da Lei nº. 7.347/85. Evidentemente que tais fundos têm por finalidade não só a reparação dos danos causados ao meio ambiente, mas também ao consumidor, ao contribuinte, às pessoas com deficiência, ao idoso, à saúde pública, à habitação e urbanismo, à cidadania, a bens e direitos de valor artístico, estético, histórico, turístico, paisagístico, por infração à ordem econômica e a outros interesses difusos e coletivos, conforme artigo 1º., §1º., da Lei n°. 9.008/95, que regulamenta o Fundo de Defesa dos Direitos Difusos, e artigo 2º. da Lei Estadual nº. 13.555/09, que regulamenta o Fundo de Defesa dos Interesses Difusos no Estado de São Paulo. Há que se mencionar, ainda, que tais fundos, existentes nas esferas federal e estadual, foram criados pela norma do artigo 13 da Lei n°. 7.347/85, sendo regulamentados por leis posteriores. Também é de se frisar que os recursos arrecadados por tais fundos terão a finalidade precípua de reparação de bens e interesses difusos e coletivos, realização de eventos educativos e científicos, bem como a edição de material informativo relacionado com a natureza da infração ou com o dano causado, podendo ainda ser utilizados para a aquisição de bens para a modernização administrativa de órgãos públicos. Nosso objetivo na escolha do tema é analisar, com profundidade a constituição de tais fundos de reparação, buscando um paradigma nos institutos norte-americanos, posto que serviram de inspiração ao legislador pátrio. Também é nosso objetivo analisar de que forma tais recursos estão sendo empregados e os efetivos resultados de sua utilização. Esta análise crítica deverá ser realizada em nosso estudo, com um enfoque prático sobre as questões colocadas. Com isso, pretendemos, se não esgotar a matéria, pelo menos trazer uma reflexão sobre o tema e uma humilde contribuição para o aprimoramento de uma das formas de reparação de interesses metaindividuais

State Land Office Abstract This thesis is dedicated to the State Land Office of the Czech Republic, which was established on the basis of Act No. 503/2012 Coll. As an administrative office with a broad scope, it is impossible to deal with all the aspects of the State Land Office in detail and thus provide a thorough analysis within this thesis. Therefore, the aim of this thesis is to provide a general introduction of the State Land Office - its establishment, place within the system of state administration, organisational structure and its main scope. This thesis is divided into six parts. The first part is dedicated to a general characteristic of the State Land Office. First of all, the transformation of the Land Fund of the Czech Republic and the establishment of the State Land Office of the Czech Republic is briefly described, following its placement within the system of public administration, respectively government of the Czech Republic. A large segment of the first part of the thesis then follows a detailed description of the organisational structure of the State Land Office. This thesis follows the historical development of real estate tenancy in the Czech Republic from its origin to present days, including the state interventions into the property relations, and describes and defines the transfer of state property to other subjects by means of state agencies authorized to transfer such property. The thesis is divided in seven chapters. The first chapter deals with the historical outline of the development in ownership and user relations in the territory of the Czech Republic that were suppressed as a result of real estate conscript by the state. The issue of so called {\clqq}restitution stop`` is also mentioned as well as acquisition of real estate by foreigners. The second chapter pursues the procedures and methods used with transfer of real estate of the Czech state to other subjects by means of Land Fund of the Czech Republic. It analyses in detail sale and transfer of real estate in accordance with Act No. 95/1999 Coll., on Conditions for the transfer of agricultural land and forests from the state ownership to ownership of other persons, in accordance with Act No. 229/1991 Coll., on the Arrangement of ownership relations towards agricultural land and other agricultural property, in accordance with Act No. 569/1991 Coll., on Land Fund of the Czech Republic, in accordance with Civil Code No. 40/1964 Coll., and in accordance with Act No. 92/1991 Coll., on Conditions of transfer of state property to other persons. The third chapter deals with the current issue of transferring real estate from the Czech Republic to other subjects through the Office of the Government Representation in Property Affairs. The fourth chapter offers an outline of valid legal enactments related to transfer of real estate of the Czech Republic, which the state enterprise Forests of the Czech Republic has the right to manage. The fifth chapter observes the procedure of selection of the agricultural land transferee in accordance with section 7 of Act No. 95/1999 Coll., at the District Office of Land Fund in České Budějovice. It provides information about the number of agreements regarding the transfers of state-owned real estate that were concluded at this office in the year 2006. The sixth chapter addresses the transfers of state-owned real estate in some neighbouring countries of the European Union. It considers especially the legal regulations in Slovakia. Poland and the Federal Republic of Germany are also mentioned. The thesis is accompanied by appendices related to the selection of transferee and transfer of land in accordance with section 7 of Act No. 95/1999 Coll., referred to in the fifth chapter.

AbstractSentenza 238/2014 has led to a sharp dissonance between the international law of state immunity as interpreted by the International Court of Justice (ICJ) and Italian constitutional law as understood and applied by the Corte Costituzionale. While the interpretation and application by the Italian Constitutional Court (ItCC) of the access-to-courts provision in the Italian Constitution may not have been inevitable, this does not remove the need for finding a solution to the stalemate between international and domestic law. On the one hand, the easy solution, namely that the rejection of German state immunity from jurisdiction does not necessarily remove immunity from execution into German property, appears unlikely to be accepted by the ItCC because it would give stones rather than bread to the complainants and render court access a futile exercise. On the other hand, bringing Sentenza to its logical conclusion would result in Italy having to return to Germany what Italian courts took from her by requiring compensation—either by way of the general international law of restitutio in integrum, which the Corte Costituzionale has neither contemplated nor contradicted, or by way of the 1961 Treaty between Germany and Italy in which Italy promises to indemnify Germany against any further claims. Thus, a compromise would have to distinguish between full access to the Italian courts notwithstanding international immunity—as required by the ItCC—and substantive law, which could accept a more symbolical recognition of the suffering of the victims. That recognition could stem from a direct source other than the two states involved, such as a common fund, and address only the small group of immediate victims who were unjustly, if arguably legally, excluded from the previous compensation scheme of the 1960s. It is by no means certain, however, whether such an outcome would be acceptable to all sides—including the Corte itself. Thus, legal certainty would have to be established as quickly as possible so that the victims can still receive at least symbolic compensation.

Анотація:
The purpose of the article is to analyze the impact of decentralization on the local financial system of Ukraine and developing the recommendations for strengthening the financial autonomy of local self-government bodies. By writing the article, the following basic methods of research were used: the methods of abstraction, generalization, induction, deduction, synthesis were applied in the study of the role and place of local budget in the financial system of the state, as well as the system method. The object of research is theoretical and practical aspects of decentralization in the framework of the transformational change of the system of local self-government in Ukraine. Practical implications. The article examines the impact of administrative and financial decentralization processes on the local financial system of Ukraine. It defines the main transformational changes in the local financial system because of the implementation of the restructuring measures. It identifies the risks that affect the financial autonomy of local self-government bodies, and, in particular, the formation of local budget revenues under decentralization: formation of local budget revenues from personal income tax; reduction of income of certain territorial communities as a result of cancellation of the gasoline excise duty income to local budgets; insignificant or missing tax revenues from public utilities; imperfect mechanism for administration of real estate tax and land fees. There are the measures suggested to minimize these risks. In particular, it is necessary to: change the procedure for personal income tax charge (at the place of residence of the natural person); to enhance the control over the effective use of funds by the public utilities; to take stock of all real estate property as well as to make changes to the process of immovable property tax administration other than land tax, in particular, in the taxable base (establishment of the taxable base in terms of market or estimated value of real estate property). Conclusions. Institutional restructuring of the national system of local taxes and fees under decentralization should be considered in the context of building the model of local taxation, in terms of which the powers of local self-government bodies will include the right to introduce a list of local taxes and fees, and tax rates in accordance with the limits established by the law.

Анотація:
The print crisis – caused, it seems, by the digitization and transformation of digital media – is one of the problems of contemporary journalism. For this reason, over the past three years, the circulation of the printed press in Ukraine has sharply decreased (by 3 million copies, ie 27%). The most difficult situation is that of local media, which since 2016 have gradually been transformed into private ownership by the authorities. The delayed reform has led to a situation where publishing houses with no experience in business are going through a serious recession: some have already closed, some have barely survived under modern market conditions. The convergence of the media carries the risk of marginalization of smaller publishers and, consequently, of their recipients, whose voices will not be heard. This is already the case with the central press, as the most powerful print media belong to the largest companies: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media and Media Group Ukraine, whose owners are involved in Ukrainian politics. On the other hand, support for the local independent press is refused. Ukraine can follow the path of many other European countries following the „circular spiral” theory. According to her, the highest circulation newspapers receive more advertising funds and subscriptions, while smaller titles receive state aid in order to maintain pluralism of thought, prevent the disappearance of small publications and avoid excessive media concentration. This project was developed in 2016, but it was not approved by the government as it maintained the news-papers' dependence on public authorities and a corrupt model of fund distribution. The situation of uncertainty is beneficial for the authorities as it allows publishers to be influenced, especially during elections. During a financial recession, publishing houses easily succumb to politicians' suggestions and make abuses consisting in releasing materials designed to support their image. Media researchers recorded 28.1% of such publications in the regional press. The media sector is also negatively affected by the steady increase in the postal tariff for delivering the press and the reduction of Ukrposzta's stationary branches, which are also in the financial recession. Another problem is the lack of regulation on the status of electronic media, which is often involved in piracy of intellectual property, which negatively affects the print media. Young and middle-aged audiences are seldom readers of newspapers, so they need to transform their content into online material. The press is looking for additional channels, attracting readers' attention on the Internet, using websites, social networks, video hosts, various convergence models, various technologies. Central media – as opposed to smaller, regional ones – quickly adapted to the prevailing trends. More than half of the local media still doesn’t have a website. Due to the low tabloidization of printed media, it is of little use to create popular news channels such as infotainment. Only in isolated cases do publishers make an effort to shift from traditional information to communicating with readers, and editors try to use crowdsourcing and croudfunding models to generate content and raise funds to support and develop new ideas. Since 2017, the Local Media Support Agency has been teaching how to create modern content and profit on advertisements - the result is 23 agency websites with 1,307,000 users and 6,200,000 views (2018). Despite the crisis, the need for information has not diminished, so time will show the format in which the Ukrainian press will exist. It is possible that – as in Poland – it will be primarily an online newspaper.

The insurance market in each country is an indicator of the economy and sustainable business development. When the stability and well-being of a country reaches a certain level, both workers and employers begin to think about their future, to ensure their old age, to finance the risks that exist in everyone’s life, property insurance, and so on. The rapid aging of the world’s population is depleting the financial capacity of citizens, leading to low levels of health care and pensions. Insurance makes it possible to provide daily human protection – both today and in the future. This leads to two effects – the state has additional long-term funds that provide financing for investment projects, which contributes to the further development of the country’s economy; citizens receive insurance protection, savings for future periods, and thus – protection of human interests. The insurance market in Ukraine is at the stage of constant formation. The main obstacles and problems of its development are the unstable socio-economic situation at the present stage and the peculiarity of the cultural and historical traditions of Ukrainian society, the problems of the COVID–19 pandemic and unstable economic development. Therefore, even with significant changes in the legal framework, the insurance market is quite weak in the economy and requires changes in government regulation, namely: strengthening legal and economic mechanisms to protect the interests of the insured and encourage the public and employers to conclude contracts; improvement of investment and credit legislation, directions and spheres of activity of the insurer.

Анотація:
Prospects for the implementation of the Export Strategy of Ukraine are analysed. Specific features of institutional support of export activities, which are carried out by state institutions and public and non-governmental organizations, are studied. The activity of the State Institution “Export Promotion Office of Ukraine” is examined. The Office is designed to strengthen the export potential of Ukrainian enterprises, promote Ukrainian goods and services abroad, establish cooperation and partnership between domestic and foreign businesses. The paper investigates the work of the institutions aimed at promoting the export activities of domestic enterprises, including the Exporters and Investors Council under the Ministry of Foreign Affairs of Ukraine, the Ukrainian Venture Capital and Private Equity Association, the Small and Medium-Sized Enterprises Development Office, the Investment Promotion Office, the State Finance Institution for Innovations, Ukrainian Startup Fund, etc. A set of measures to stimulate domestic exports has been developed. A characteristic of innovation activity in Ukraine is presented and its influence on the formation of export potential is revealed. The priority directions of export stimulation are outlined, which envisage the application of technological platforms by Ukrainian exporters, establishment of a system of institutional support as a complex of interaction for consulting, information, marketing and technical support of exports, use of economic incentives for innovative enterprises.

The article provides the functional analysis of the regional distribution of the territory of the Nature Reserve Fund of Ukraine for the optimal conservation and protection of protected landscape diversity. Assessment of the representation of landscapes in the modern network of Nature Reserve Fund is based on natural and biosphere reserves, national nature parks, which has the status of the highest category in accordance with regional physical and geographical areas – natural areas (subzones), provinces (country), landscape divisions. The constant monitoring analysis of the state of representativeness of the nature reserve fund on the basis of geographical criteria is considered relevant and at the same time difficult. The aim of the research was to assess the degree of representativeness of the modern network of biosphere and nature reserves, national nature parks in accordance with the system of physical and geographical zoning of Ukraine. The main method used was the identification and accounting of nature reserves at the levels of physical-geographical regions, provinces, zones and mountainous countries. These physical and geographical ranks are not equally provided by the studied objects. Most biosphere and nature reserves, national nature parks are located in the steppe zone (24) and the Ukrainian Carpathians (15). The highest reserve index (10,4 %), which is formed by biosphere and nature reserves, national nature parks, was found for the zone of deciduous forests. Slightly more than a third (36 %) of the physical-geographical provinces are provided with biosphere reserves and reserves. A much higher (80 %) degree of representativeness of branches of biosphere and nature reserves, national nature parks has developed at the level of physical and geographical areas. Categorically the most developed and territorially dense regional networks of objects are observed in the Ukrainian Carpathians and Polissya province. Accordingly, most of the biosphere and nature reserves, national nature parks have the following physical and geographical areas of these two natural regions: the Outer Carpathians (8 sites), Polonynsko-Chornohirska (7 sites) and Volyn Polissya (7 sites). In the steppe zone of Ukraine, the highest levels of representativeness of protected landscapes are observed in Starobilsk slopeupland (5 objects) and Lower Dnieper terrace-delta (5 objects) regions. Five regions of the Dniester-Dnieper forest-steppe province do not have biosphere and nature reserves, national nature parks, which indicates the lowest level of representativeness of protected landscapes in the foreststeppe zone of Ukraine.

Анотація:
This chapter highlights Article XXV of the Oklahoma constitution, which concerns Social Security. Section 1 provides for a separate state program to help the needy and also provides for cooperation with federal programs to provide such aid. It was adopted in 1936 and amended in 1941 for the purpose of permitting full participation in the federal program. The state may not spend ad valorem taxes, which are taxes imposed upon the value of real or personal property, to fund the programs contemplated by this section. Section 2 through Section 4 of this article are repealed. Meanwhile, Section 5 is merely a housekeeping provision to ensure that the timing of passage of the sections in this article did not interfere with the validity of the sections.

Анотація:
The article, based on legislative acts and normative legal documents, considers the issues of organizing access to archive documents by archive institutions in the conditions of spread on the territory of Ukraine of respiratory disease COVID-19. Immediately after the reports of the spread of the infection appeared, the archival institutions had to orient themselves quickly and develop a strategy for further action, without violating the adopted laws and acting within the orders issued by the central government. Given the recent increase in interest in information from archival documents among researchers, scholars and parties involved, an important task for archivists was to arrange access to archival documents under quarantine restrictions. Therefore, it is important to analyze the specific steps taken by the management and staff of archives, as well as research institutions subordinated to the State Archival Service of Ukraine to ensure researchers’ access to archival documents without harm to their health and life. The present paper demonstrated the network of archive institutions of Ukraine and information about their work on providing users with access to the documents of National Archival Fund under conditions of restricted operation of reading rooms. It also analyzed the content of the orders adopted by the State Archival Service of Ukraine on counteracting the spread of coronavirus disease on the territory of archival institutions of Ukraine. Key areas were identified in the provision of access to archival documents on condition of complete shutdown of reading rooms. The authors evidenced an increase in online activity of archivists in the way of placing copies of archival documents, fund descriptions for use by the research community

Анотація:
The chapter deals with the formation and functioning of the fiscal space of the state and peculiarities of the mutual influence of its main components—political, economic, social, and financial ones—in order to ensure their effective interaction in the projected development of the state. The author's interpretation of the definitions of “the fiscal space” and “the fiscal environment” has been presented, which made it possible to clarify their theoretical basis and outline prospects for practical research. The key factors of influence upon the formation and functioning of the fiscal environment as a basic element of building the eponymous state space within the legal field have been established. There have been reasoned the mechanisms of mutual influence of complementary components of the fiscal space on the basis of dynamics of investigated statistical indicators of revenues and expenditures of the State Budget of Ukraine and with the help of correlation coefficient which made it possible to draw certain conclusions about the efficiency of taxpayer fund use in Ukraine.

Анотація:
The article considers the Internet communications of the archives of Ukraine on the presentation of archival information resources in cyberspace. Digital communication tools of archives for popularization of national cultural heritage are characterized. It was found that electronic information resources of archives in the form of digitized documents are currently the most effective form of attracting to scientific circulation huge arrays of documents contained in the state archives of Ukraine; they provide the general public with socially significant retrospective documentary information and are an important tool for quality remote user service. Each state archive of Ukraine has a website, which is an integral part of its information activities and multifaceted interaction with society and the state. A content analysis of the Ukrainian state archives' websites as an important tool for presenting electronic information resources of the National Archive Fund to the users of archival information services was carried out; its results are highlighted. It is established that the effectiveness of the website as a tool for interaction with the general public depends on the constant updating and filling it with quality information content, especially digitized documents representing the national historical and cultural heritage

To promote intellectual property concepts to wider public and to support the inventive activity, the All-Russian Patent and Technical Library of the Federal Institute for Industrial Property has been developing multimedia materials for the users. The target groups and user-specific services are described. The multimedia are based on the documents of the State Patent Fund, one of the most complete collection of patent documents. The Library provides free access to its materials. Advantages and drawbacks of library-user interaction are determined.

Анотація:
The evaluation of the property of road economy is a complex and important issue for the road sector. During carrying out the evaluation of the property, it is recommended to use regulations, provisions of national standards on property evaluation and regulations of the State Property Fund. Since the property of road economy can be attributed to a specialized type of property, which is the most useful in an integral property complex, then for its evaluation it is necessary to use cost approach methods. The article describes the methodical approaches and mechanisms of their implementation for evaluation of property of road economy. The basis of each of the methods is a set of evaluation procedures that will allow carrying out the evaluation. Practical approaches to property evaluation will promote a good coordination of the evaluation results and drawing up the reports and conclusions on their basis about evaluation of road economy property.

Founded in 1995, the mission of the Learning Factory at the Pennsylvania State University has been to integrate real-world, hands-on design/build experience into the engineering classroom through industry-sponsored capstone design projects. While the Learning Factory began like many other capstone design programs, a new college-wide capstone model emerged over the past five years to enable interdisciplinary design teams across multiple departments. First 3, then 4, 5, 8, and now 12 engineering majors regularly collaborate in what has become the largest industry-supported and college-wide capstone design program in the nation. Now more than 70% of the capstone design teams involve students from two or more disciplines, with some teams consisting of 4–5 different engineering majors. At the same time that we improved our ability to work across disciplinary boundaries, many entrepreneurs and start-up firms became aware of our capstone design program, and we found ourselves working with more and more of them on projects involving concept development and prototyping. In fact, the more interdisciplinary the program became, the better we could meet their needs, which often required input from 3 or more engineering disciplines as well as non-engineering disciplines. As a result, the number of capstone design projects sponsored by “real” entrepreneurs and start-ups has increased eight-fold over the past five years: from 5 projects in 2007/08 to over 40 projects in 2011/12. We discuss the factors that contributed to this growth, including industry-friendly intellectual property and non-disclosure agreements, a low-cost sponsorship model, a multidisciplinary capstone design section that satisfied the ABET requirements among all participating departments, and student interest in making a significant and immediate impact on their industry-sponsored project. The risks and challenges of working with start-ups and entrepreneurs is also discussed, namely, managing sponsor’s expectations, working with non-technical sponsors, clarifying project scope, avoiding project creep, and emphasizing the educational experience over project outcomes. Recent start-up successes are discussed along with a student entrepreneurial team’s capstone project prototype that lead to a successful fund-raising campaign on Kickstarter.
