Context: Black women are dramatically underrepresented in the health care profession of athletic training. The research identifies impeding barriers such as racism, sexism, lack of support, and unpreparedness to the successful college completion of ethnically diverse students. However, there are black women who have successfully overcome those impeding barriers to become athletic trainers (ATs). Mentoring is one factor that has been identified as supportive to the retention of ethnically diverse college students. Objective: The purpose of this qualitative study was to identify impeding barriers and promoting factors affecting the retention and credentialing of black women ATs. Design: Qualitative. Setting: Education. Patients or Other Participants: Ten certified ATs who self-identify as black women and matriculated through athletic training programs over the last 4 decades. Main Outcome Measure(s): The perceived factors that impede or promote successful college retention and attainment of the Board of Certification credential of black women athletic training students. Results: There are barriers that impede and factors that promote the successful matriculation of black women athletic training students. Impeding barriers include a lack of support, sexism, and racism. Factors that promote include personal characteristics; experience with white culture; faculty, preceptor, and peer support; and the clinical education experience. Conclusions: Recognizing the factors that impede or promote the academic persistence of black women in athletic training programs allows athletic training educators and preceptors to improve the experiences of black women enrolled in those programs and potentially increase their participation and advancement in the athletic training profession.

Анотація:
The banking sector plays a vital role in growth-supporting factor for economic growth in the world’s fastest-growing economies like India. Recently, Islamic banking has become an increasingly popular method for alleviating poverty, financial inclusion and economic development around the world. Its importance is highly needed in developing and emerging countries such as India. The main purpose of the paper is to identify and prioritize the critical impeding factors for Islamic banking growth in India. The study is conducted in two stages: the first stage involves investigating the current literature works regarding the challenges facing Islamic banking industry in India, while the second stage is based on identifying and prioritizing these challenges according to its importance in hindering Islamic banking growth by Analytic Hierarchy Process (AHP). AHP is a multi-criterion decision making tool for organizing and analyzing decisions, based on qualitative and quantitative measures. The results show that the regulatory environmental challenge is the most significant factor among other factors in impeding the growth of Islamic banking in India followed by lack of Islamic banking experts and scholars. The third main challenge is lack of awareness for Islamic banking instruments followed by lack of standardization and the last is lack of cooperation and coordination between Islamic banking authorities. This study is considered the first one to address empirically the challenges facing Islamic banking industry in the world and particularly in India.

The prone position may cause cardiovascular system depression. Yet, the mechanisms involved and preemptive measures are not well understood (Edgcombe et al. (2008)). During spinal surgery in the prone position, hypotension may occur. Implicated factors include prolonged abdominal compression impeding venous return resulting in increased blood loss, decreased cardiovascular reserve, and the use of total intravenous anesthesia (TIVA) which has been shown to blunt the sympathetic response more than inhalation anesthesia. We present a case of hypotension during spinal surgery with all its challenges. Hypotension and acidosis persisted despite all supporting measures, and only to improve with supine positioning. Differential diagnosis for such an event are discussed. Although abdominal compression may not be obvious before the start of surgery, compressing the spine during surgery may lead to abdominal compression and hypoperfusion to abdominal organs.

This study explored factors promoting and impeding formerly homeless permanent supportive housing tenants from moving into more independent community housing. Interviews were conducted with 10 current and 11 former residents. Facilitators included support received during supportive housing tenure, a focus on set goals, supportive housing as a stepping-stone, and a willingness to fight for what they hope to accomplish. Barriers included lack of affordability and rental assistance, fear of becoming homeless again, unacceptability of available housing, and limited help facilitating the transition. Permanent supportive housing residents may benefit from expanded use of support received during tenure. Affordability will likely remain a barrier. Given federal disinvestment in rental subsidies, growth in locally funded programs and other strategies will likely be required.

Tumors often secrete wasting factors associated with atrophy and the degeneration of host tissues. If tumors were to be affected by the wasting factors, mechanisms allowing tumors to evade the adverse effects of the wasting factors must exist, and impairing such mechanisms may attenuate tumors. We use Drosophila midgut tumor models to show that tumors up-regulate Wingless (Wg) to oppose the growth-impeding effects caused by the wasting factor, ImpL2 (insulin-like growth factor binding protein [IGFBP]-related protein). Growth of Yorkie (Yki)-induced tumors is dependent on Wg while either elimination of ImpL2 or elevation of insulin/insulin-like growth factor signaling in tumors revokes this dependency. Notably, Wg augmentation could be a general mechanism for supporting the growth of tumors with elevated ImpL2 and exploited to attenuate muscle degeneration during wasting. Our study elucidates the mechanism by which tumors negate the action of ImpL2 to uphold their growth during cachexia-like wasting and implies that targeting the Wnt/Wg pathway might be an efficient treatment strategy for cancers with elevated IGFBPs.

Анотація:
The policy integration of spatial planning and flood risk management is a promising approach to mitigate flooding. Scholars indicate that the absence of appropriate information base and technological capacity is among the factors impeding this integration. This study found that what needs to be improved is the access to geographic information and geographic technologies by individual policy makers, rather than the ownership of such resources by one organisation as a whole. Based on this finding, we designed the goals and functions for a Spatially Integrated Policy Infrastructure (SIPI) which shares not only geographic information but also models and analysis tools. A prototype of SIPI was also developed as an illustration of the selected functions of this SIPI. The design of SIPI is consistent with other frontier studies and projects in the field of GIS and planning. The development process also provides experience for future studies and development of infrastructures that aim at supporting policy integration.

Hypoxia (low O2) is a ubiquitous microenvironmental factor promoting cancer progression, metastasis, and mortality, owing to the ability of cancer cells to co-opt physiological angiogenic responses. Notwithstanding, the pathophysiological induction of angiogenesis results in an abnormal tumor vasculature, further aggravating hypoxia in a feedforward loop that limits the efficacy of molecular targeted therapies. Recent studies suggest that, besides their canonical roles, angiogenic factors promote a panoply of immunosuppressive effects in the tumor microenvironment. Therefore, intratumoral hypoxia emerges as a hitherto unrecognized mechanism evolutionarily repurposing angiogenic molecules as (patho)physiological immunomodulators. On the other hand, antiangiogenic therapies could be aimed at impeding both tumor growth and immunotolerance toward cancer cells, a beneficial effect that can be countered if hypoxia signaling pathways are left unchecked, leading to therapeutic failure. This review summarizes evidence supporting the hypothesis that hypoxia acts as a common pathophysiological mechanism of resistance to immunotherapeutic and antiangiogenic agents while proposing potential strategies to curtail resistance and mortality in patients bearing solid malignancies.

Background and objectives. Participation is a fundamental right of the child, regardless of his health status. Assessing and supporting the participation of children with spina bifida (SB) presents a significant challenge for practitioners. The purpose of this study was to examine what is known about the participation of children with SB. Materials and Methods. The framework for scoping reviews from Arksey & O’Malley was used. A literature search in Cumulative Index to Nursing and Allied Health Literature (CINAHL), Medical Literature Analysis and Retrieval System Online (Medline), PsychINFO and the Education Resources Information Centre (ERIC) databases retrieved 136 papers, 10 of which met the criteria for inclusion and were selected for analysis. Synthesis of the results on participation within occupational domains of leisure, school and community, and factors influencing participation of children with SB was performed. Results. All the included studies were non-experimental and used cross-sectional, population-based or qualitative design. Most studies analysed social participation or participation in physical activities, except one that focused on school participation. Data from these studies have shown that children with SB experience greater participation restrictions compared to their typical peers or children with other chronic diseases. The participation was mainly affected by contextual factors. Relationships between pathology and participation were not sufficiently validated. Conclusions. There is little research on the participation of children with SB. Future studies must consider contextual factors and interventions facilitating or impeding participation.

This thesis aims to explore what factors support aid workers to continue in the humanitarian sector, even with the knowledge that their personal well-being, and sometimes their lives, may be in danger due to risk-filled settings and assignments. To find out what factors that encourage aid workers to continue, the thesis also examines their backgrounds and paths into this profession. It further aims to determine what factors the aid workers find difficult in their work and what coping strategies they use to deal with the difficulties in order to prevent and recover from exhaustion and burnout. Data was derived from semi-structured in-depth interviews with experienced aid workers from both global south[1] and global north[2] countries, working in different organizations, countries and contexts. This material was complemented by an unstructured literature review. The theories that have been used for the analysis and as a guiding framework is mainly the notion of habitus by Pierre Bourdieu (1986, 1996) and, as a complement, the theory of intersectionality (Mattsson, 2010). A number of factors that encourage humanitarian aid workers throughout their careers have been identified. In the research findings, the following themes were distinguished to answer the aim and questions at issue; impeding factors, social background and supporting factors. Impeding factors are included and investigated since they can help to explain what it is that encourage aid workers to persist despite the difficulties they face. Results indicate that the aid workers to a certain extent have been affected by role models and cultural, social and economic conditions and experiences in their upbringing, which have all played a role throughout their careers. Other supporting factors have been gained through the aid work over time, such as developing ways to make it more effective to avoid exhaustion and burnout. The study further shows that a person’s background, as understood via Bourdieu’s concept of habitus, may affect the supporting factors over time. The initial motives to engage in aid work tends to perpetuate throughout the career, and aid workers return back to, and find strength in, such motives after facing burnout. Moreover, it is demonstrated that finding one’s personal coping strategies is essential, such as hobbies and spending time with loved ones. When recovering from exhaustion and burnout, innovations in behavior and more efficient ways to work can be developed. Hence, the supporting factors can change with time.

Organizations are changing and growing constantly, which leads to higher complexity in development processes. For the development of complex products in a systematic way, requirements provide support. At Scania, it is of interest to investigate how engineers in the company work with requirements since a new safety standard is set to be implemented, which entails a change in the work with requirements. Thus, the purpose of this study is to investigate the ambition for working with requirements at Scania and to identify factors that can impede a change improvement in requirement engineering. This study aids in providing support for applying new practices when implementing a new safety standard. Literature within the fields of organizational change, change management and requirement engineering are considered. A qualitative case study at an automotive OEM has been conducted, where data was collected through 21 semi-structured interviews and internal documents. The findings show that the ambition level from the company perspective is not clear at Scania, thus engineers and units at the company set their own individual ambition for working with requirements and work in different ways across the organization. Also, several impeding factors such as standardization and different processes have been identified that could impede a change initiative for an improvement in the requirement engineering process. The findings contribute to the understanding of engineers purposes and motivation for requirement engineering. Furthermore, a change initiative in requirement engineering is investigated, where the impeding factors for the change are identified. Also, safety critical system development using requirement engineering is explored. It is suggested that future studies could compare other units and companies requirement engineering, and also leverage qualitative methods. Originality – To the best knowledge of the authors this is the first study to examine change initiative using Schein’s change model in a requirement engineering setting.

Hos Scania är det av intresse att undersöka hur ingenjörer arbetar med krav i företaget eftersom en ny säkerhetsstandard är på väg att implementeras, vilket innebär en förändring av kravarbetet. Syftet med denna studie är därför att undersöka hur ambitionen att arbeta med krav är hos Scania och att identifiera faktorer som kan hindra en förbättring av arbetet med krav. Denna studie bidrar med att ge stöd vid tillämpning av nya metoder under implementeringen av en ny säkerhetsstandard. Litteratur inom områdena organisationsförändring, förändringshantering och kravhantering beaktas. En kvalitativ fallstudie hos en fordonstillverkare har genomförts där data samlades in genom 21 semistrukturerade intervjuer och från interna dokument. Resultaten visar att ambitionsnivån från ett företagsperspektiv inte är tydligt på Scania, vilket gör att ingenjörerna eller avdelningar sätter en individuell ambition för att arbeta med krav och arbetar på olika sätt inom organisationen. Dessutom har flera faktorer så som standardisering och olika arbetssätt identifierats, vilka kan förhindra ett förändringsinitiativ för en förbättring av kravhanteringsprocessen. Resultaten bidrar till att förstå ingenjörers syften och motivationen för kravhantering. Vidare undersöks förändringsinitiativ inom kravhantering samt faktorer som kan förhindra förändringen. Dessutom undersöks hur säkerhetskritiska system utvecklas med användning av krav. Det föreslås att framtida studier kan jämföra andra enheters och företags kravhantering, och även utnyttja kvalitativa metoder. Originalitet – Enligt författarnas uppfattning är detta den första studien som undersöker förändringsinitiativ med Scheins förändringsmodell i samband med kravhantering.

This study investigates the factors impeding organisational change in the public educational sector of Saudi Arabia. It does so to avoid the waste of financial resources by proposing solutions for better management of change in the public education sector. It also identifies the sources of resistance to change, approaches used to control them, and explores the role of internal and external communication in stakeholders’ engagement and in the management of change initiatives. A case study approach was adopted, focusing on the King Abdullah bin Abdul Aziz Public Education Development Project (Tatweer), the most comprehensive reform initiative introduced in the Saudi educational system to date. Data collection occurred via semi-structured interviews, focus groups, and reviewing documentary evidence. The research used snowball and maximum variation sampling to interview key informants from officials from the Ministry of Education, as well as teachers and head teachers at Tatweer pilot schools and private schools, to provide in-depth insights into the context of change and to explore the factors limiting implementation. The software package Nvivo10 was utilised to aid analysis. This commenced by coding to explore and compare perspectives. Matrices were developed for comparative pattern analysis at the Ministry of Education and school levels. Private schools do not perceive public schools as competitors and competition is not visible between public schools. The analysis of the management of the project revealed several problems surrounding the project’s implementation, particularly insufficient communication, lack of incentives, limited training, and improper resource allocation. Resistance to change emerged due to insufficient communication and incentives. The culture and social norms of Saudi society interfere with effective organisational management. Internal and external communication plays a crucial role in change initiatives and minimising resistance to change. However, in the Saudi public educational system, external communication is limited and tends to be viewed as superfluous, competition between schools does not exist, and external stakeholder participation is minimal. The findings revealed that parents’ minimal involvement impeded the implementation of change initiatives. Schools seldom engage in strategies to enhance student recruitment and without providing incentives, schools are less interested in enrolling additional students, which reduces competition, and consequently external communication remains of marginal importance in Saudi Arabia.

Dissertation submitted in partial fulfilment of the requirement for the degree Master of Technology: Business Administration in the Faculty of Business at the Cape Peninsula University of Technology
This study focuses on the various factors that have a negative effect on performance management within the municipalities of the Western Cape as identified by the provincial Department of Local Government and the Auditor General. The research attempts to validate these findings and identify additional factors influencing effective performance management in the municipalities in the Western Cape. The Municipal Systems Act, 2000 (Act No. 32 of 2000) places a legal obligation on local municipalities to establish, develop and implement a performance management system. It further suggests that the system must be devised in such a way that it may serve as an early warning indicator of underperformance. Distinguishing the inhibiting factors to effective municipal performance management may increase the level of effectiveness of service delivery to the community. The research was conducted in the Western Cape province of South Africa and included all categories of municipalities in the province. The data collection relied on the completion of e-mail surveys and targeted municipal and Integrated Development Planning (IDP) managers, irrespective of the category of the municipality. Each municipality was provided with an electronic copy of a descriptive-based questionnaire. The questionnaire followed the positive approach and made use of closed and open ended questions during the survey. The study recognised and validated factors which have an effect on the management of performance of the municipalities in the Western Cape. Factors presented as obstacles for effective performance were found not to be justified in the research study. However, the findings arising from the research confirmed the assertion that having the correct systems, policies and processes in place is not a guarantee for effective municipal performance management. How these systems, policies and processes are implemented, managed and used to effect enhanced performance management is a greater obstacle than just having the correct or prescribed performance management system. The results arising from the research found that there are more intricate characteristics related to municipal performance management than those dictated by legislation and recommended by the literature with specific reference to the municipalities located in the Western Cape province of South Africa.

This study is a qualitative research on the faciliating and impeding factors that influence Hong Kong citizen's adoption of Electronic Health Record Sharing System (eHRSS), the principal electronic health record (EHR) system in Hong Kong.  A majority of the previous studies of EHR among information systems (IS) literature either focused within the institutional or technological perspectives, or on the perspectives of healthcare institutions or healthcare professionals. Little research has been done from citizens' perspective on factors of their adoption of EHR. There is also little research specific to Hong Kong's circumstances. This research aims to provide an enhanced understanding on the factors that influence citizens' EHR adoption through looking into eHRSS adoption in Hong Kong. It aims to provide contributions to bridge the knowledge gaps by providing a better understanding on adoption factors from citizens' perspective, and investigate into whether there are any unique factors applicable to Hong Kong. In this study, semi-structured interviews had been performed on participants covering various age groups to collect their views and opinions concering their adoption of eHRSS. With reference to theoretical constructs on user acceptance and adoption, this study identifies four facilitating factors for citizens' adoption of eHRSS, namely (i) knowledge, (ii) trust, (iii) perceived potential health benefits and (iv) flexibility and "stickiness" of continual use. Four impeding factors for citizens' non-adoption were also identified, namely (i) difficulty in registration, low level/lack of trust in EHR implementation, (iii) negativity on acceptance of new technology and (iv) perceived difficulty in usage.  In the concluding remarks, way forward for future research has been outlined. Practical recommendations have also been formulated for reference by relevant authorities in administering eHRSS in Hong Kong.

To explore the non-purchase intention, the relationship between perceived risk and tourist non-purchase intention to use peer-to-peer accommodation, as well as the relationship between impeding factors and perceived risk were tested. The study employed survey data (N = 280) gathered from active adult U.S travelers who have never used peer-to-peer accommodation before and have no intention to use peer-to-peer accommodation in future. The results showed that six impeding factors (i.e., lack of trust, perceived cognitive effort, perceived cost, perceived safety and security, perceived service quality, perceived cleanliness) had significant effects on tourists’ perceived risks. Two perceived risks (i.e., Performance Risk, Psychological Risk) had significant effects on tourist non-purchase intention. Based on the results. both academic and practical implications are provided.

This phenomenological study describes the lived experience of ten registered nurses who provided a standard of nursing care that they perceived to be impeded because of their negative reactions to their patient's condition. Purposeful sampling was used to recruit participants via an advertisement in a local nursing organisation's newsletter. In-depth interviews generated data about the nurses' personal and professional experiences. Data analysis incorporated the qualitative methods of Huserrlian (descriptive) phenomenology and Colaizzi's method of data analysis. Findings revealed that during some stage of the nurses' careers they had reacted negatively to a patient's condition. These negative reactions included frustration, annoyance, nurses fearing for their own safety, revulsion, sadness and feelings of guilt that impeded care had been provided. These reactions translated into behaviours that were associated with providing nursing care to the patient that the nurses themselves perceived to be of impeded quality. Behaviours included not being there or spending less time with the patient, not communicating well and having less rapport with the patient, not meeting the patient's psychological and social needs and not meeting the patient's spiritual needs. The nurses found their awareness that this had occurred disturbing and they devised strategies to cope personally and also to ensure that a better quality of care was provided in subsequent situations. Strategies included discussions with colleagues, arranging for colleagues to provide care for the patient, mental preparation, and using individual coping strategies.
There was a pattern of contextual factors impeding the provision of good care. These factors included an existing poor rapport with the patient, a bad experience with a patient with similar characteristics, time pressures and a lack of autonomy, chronic work stress, low staffing levels, a lack of clinical experience, negative reactions to the patient's condition by other staff members, a lack of visits by the patient's significant others and disagreement with the patient's medical treatment.

During past decades manufacturing companies started opening new plants and transfer their manufacturing to other countries in order to increase their competitiveness in the market. An important area in today’s complex business environment became manufacturing location decisions that have a direct impact on companies’ future success. Many scholars introduced suggestions in what factors should be considered in manufacturing location decisions when opening new plants. However, less research has been done by identifying what critical factors should be considered in manufacturing reallocation[1] decisions when a company operates within a manufacturing footprint and intends to move manufacturing activities between existing plants. In order to fulfil this gap the study was conducted by developing a conceptual framework for supporting manufacturing reallocation decisions. The main factors, evaluation and effects were explored. In order to conduct the study three cases were analysed in two Swedish manufacturing companies, where one of the companies was currently executing a manufacturing reallocation to another plant. It was found that sometimes companies are forced to reallocate manufacturing unwillingly due to currency value changes or local governmental regulations. A tendency was noticed that some of the factors are considered at the strategic level and some are left to be handled at the operational level. However, operational level factors have a great impact on the long term strategy and future costs and should be included when making manufacturing reallocation decisions. The evaluation of factors is mostly based on assumptions and intuition. Only evaluations of economic factors are based on facts. Improvements of economic factors’ evaluations could be made by closer collaboration between plants and involvement of the right people at the right time during data collection before making a decision. Manufacturing reallocations could have effects on the sending plant and long term strategy that increases the importance to include it during decision making since hidden costs and future risks could be prevented. Finally, the conceptual framework for manufacturing reallocations is presented that could be used as a support for manufacturing reallocation decisions. ENGLISH ABSTRACT: This research assignment is a qualitative study into the common factors supporting the matching between coach and coachee. The research purpose was to contribute to the lack of understanding of common coach and coachee matching factors based on the views of coaches and coachees respectively, and to provide guidelines for matching to key stakeholders that participate in the practice and profession of coaching. To do this, the available literature on the coach-coachee relationship and matching was reviewed in parallel with the psychotherapeutic literature on the subject. The literature informed the semi-structured interview guide, which was used to interview three coaches and eight coachees following their introductory meetings. The eight introductory meetings between coaches and coachees were the basis for the 16 interviews with the individual coach and coachee participants, and comprised the data used in the thematic analysis. The coach and coachee data were compiled on spreadsheets, allowing key themes to be identified. These themes were interpreted making reference to the literature and then synthesised into super-ordinate themes, from which guidelines were extrapolated for coaches, coachees and client and coaching organisations. It was found that there were two super-ordinate themes common to both coaches and coachees: relational chemistry and perceived personal benefit. These super-ordinate themes were however comprised of different factors for coaches and coachees. Relational chemistry for coachees comprised coach similarity, openness, ability to build rapport, empathy and assurance of confidentiality. Relational chemistry for coaches comprised below-the-line similarity with coachees, a distinction from above-the-line similarity aligned to the literature. Perceived personal benefit to coachees included coach difference, confidence, credibility and derived and expected personal benefit. Perceived personal benefit to coaches included coachee challenge, coachee motivation and fitting the coach’s area of speciality. It was found that matching factors could be grouped generically and specifically. Generic factors could easily be applied in all matching situations and were therefore useful in coach training and coachee match preparation, and specific factors posed the greater matching challenge requiring considered attention by those charged with matching. Relational chemistry, an almost elusive notion in the literature, was found to be the result of particular coach and coachee matching factors. A surprising result was the importance of the coaches’ views, found to be the more tenuous and influential in matching with coachees. It seemed that coaches could regulate the coachee’s matching experience if they were sufficiently motivated to do so based on their perception of personal benefit. The key recommendations of this research are encapsulated in the guidelines developed from the findings. Essentially, stakeholders in the practice and profession of coaching are encouraged to utilise the common factors identified in this research in coach training, coachee preparation, and coach-coachee matching situations.

In Japan, a number of three-dimensional base isolation systems have been studied for application to new nuclear plant concepts such as the FBR, but these efforts have not so far yielded practically applicable results. The impeding factor has been the difficulty of obtaining an adequate capacity on the vertical isolator for supporting the mass of an actual structure and for suppressing rocking motion. In this paper, we propose a new three-dimensional base isolation system that should solve the foregoing problem. The system is constituted of a set of hydraulic load-carrying cylinders connected to accumulator units containing a compressed gas, another set of rocking-suppression cylinders connected in series, and a laminated rubber bearing laid under each load-carrying cylinder. The present paper covers a basic examination for applying the proposed system to a commercialized FBR now under development in Japan, together with static and dynamic loading tests performed on a scale model to verify expected system performance. Response analysis reflecting the test results has indicated the proposed system to be well applicable to the envisaged commercialized FBR. The study was undertaken as part of an R&D project sponsored by the government for realizing a three-dimensional seismic isolation system applicable to future FBR’s.

Health Care Workers (HCWs) are the backbone of Ontario’s COVID-19 pandemic response and are a key vaccination priority group. About 80% of Ontario HCWs intend to receive COVID-19 vaccine.1 Challenges include the logistics of delivering the vaccine to this mobile and diverse group and improving vaccine confidence in the remaining 20%. These challenges can be overcome by allaying safety concerns and highlighting personal benefits; tailoring messages to factors associated with lower intention (e.g. age, gender, ethnicity and work setting); employing trusted leaders to set the tone and peers to build social norms; and leveraging public health organizations and health institutions as existing channels of influence.

This report details both the process undertaken to develop an evaluation instrument that can collect feedback from children in the Love of Learning program and feedback the children have provided. A total of 178 children who are beneficiaries of the program completed the survey, and 91% confirmed the program was positively supporting them. They provided their feedback using a 20-question survey which measured four protective factors that previous research suggests supports children to engage with and enjoy learning, helping them to thrive in school and life. The protective factors are known to foster social, emotional, and academic development and success. There is a strong positive association between these factors, and the results of the survey suggest the Love of Learning program is influencing children's attitude towards learning and school. This report highlights some of the design challenges and complexities when engaging children in participatory evaluation. Importantly, to ensure children are given an opportunity to provide feedback, they must be supported by their foster carer who need to also feel informed and confident to be part of the evaluation process and empower children to speak up. Further research will now be conducted to implement the evaluation process more widely and ascertain if the protective factors improve a child’s health, educational engagement, and performance.

This rapid review searched for literature on how and why women continue to struggle in Somaliland to achieve formal political representation and to take on informal decision-making roles on local peace and political matters, from community to national levels. Women’s participation in peacebuilding and political decision-making in Somaliland is very limited. A key barrier is the clan system underpinning Somaliland’s political settlement. Entrenched and politicised, patriarchal clans exclude women (and other minority groups) from formal and customary leadership and decision-making roles. Other contributing factors are conservative religious attitudes and traditional gender norms. Structural inequalities – such as low levels of education, lack of funds, and high levels of violence towards women and girls – impede women’s participation. Some women are more disempowered than others, such as women from minority clans and internally displaced women. However, there is increasing disillusionment with clan politicisation and a growing recognition of women’s value. There are opportunities for framing gender equality in local cultural and religious terms and supporting grassroots activism.

In this paper we investigate how the fiscal authorities, through tax policies or fiscal incentives, can play an important role in supporting digitalisation of the economy (digital transformation) to exploit its opportunities. Our approach is to track the influence of these policies indirectly through relevant determinants of internet adoption (connectivity and user enablers). Hence, we first establish empirically the influence of these enablers on internet use by estimating a reduced form equation of determinants of internet adoption (both demand- and supply-side factors). Then we assess the influence of a country’s fiscal policy stance on some of these enablers or determinants (direction and extent) throughout the internet value chain. Using these transmission mechanisms, we estimate the influence of the fiscal regime on digitalisation. We draw on our own empirical analysis and other relevant studies to support our recommendations to the fiscal authorities. Our findings emphasise the importance of trade-offs between short-term revenue objectives and the longer-term opportunity costs of higher revenue, enabled by the large positive externality effects of the sector, generating higher social returns than those accruing privately.

The IDB has been a predominant partner supporting Haiti development efforts for many years. Nowadays, the IDB is the main source of investment for the country. Considering the vital weight of road transport sector in the socio-economy of the country, the IDB has concentrated a large part of investment efforts in rehabilitating and improving national road infrastructures. In the same time, a rapid increase of motorization and relatively higher speeds have contributed to increasing the number of traffic fatalities and injuries. In 2017, road injuries were the fifth cause of mortality in Haiti. The Road Safety situation of the country is preoccupying with many Vulnerable Road Users involved, in particular pedestrians and motorcyclists. The country is facing multi-sector challenges to address this Road Safety situation. Despite recent efforts, high political will has not been continuous in promoting a multi-sector coordination and the success of technical efforts remained mitigated over the last years. Road user awareness is still weak in the country. Risk factors include dangerous driving, bad safety conditions of vehicles, together with limited law enforcement and poor maintenance of safety devices on the roads. In this context, the Road Safety situation of the country may be getting worse in the coming years if no action is taken. However, the new Decade provides with a unique opportunity to achieve Sustainable Development Goals (SDGs) including significant progress in reducing the burden of traffic crashes. The IDB has already initiated vital investments in modernizing crash data collection, promoting institutional dialogue and supporting capacity building in the area of Road Safety. Future actions to address Road Safety challenges in Haiti in the framework of the five UN five pillars would require a range of investments in the area of political commitment, institutional coordination and technical efforts. A change of political paradigm from making roads for travelling faster to making roads safer for all users is highly needed at national level. This technical note on Road Safety in Haiti present the current situation of the country and provides with recommendations for future actions on Road Safety.
