Opening ParagraphFreetown City Council, established in 1893, was the victim of a colonial government which concentrated authority in white hands and resented the survival of a municipality run by Africans. Successive governors regularly presented it as a scapegoat, along with the whole Krio community, for disturbances in Freetown, notably the 1919 anti-Syrian riots and the 1926 railway strike. In 1925 financial malpractices in the council were disclosed and some officials were prosecuted. The following year the Mayor, Cornelius May, editor of the leading newspaper, the Sierra Leone Weekly News, and a highly respected public figure, was charged with conspiracy to defraud, along with the Town Clerk and the City Treasurer, and was given a nine-month prison sentence. Then, on the recommendation of a Commission of Inquiry, the City Council was dissolved and replaced by a Municipal Board.

The city of Lisbon, as any other capital of a European country, has a large number of issues regarding managing waste and recycling containers spread throughout the city. This document presents the results of a study promoted by the Lisbon City Council for trialing LPWAN (Low-Power Wide-Area Network) technology for the waste management vertical under the Lisbon Smart City initiative. Current waste management is done using GSM (Global System for Mobile communications) sensors, and the municipality aims to use LPWAN in order to improve range and reduce costs and provisioning times when changing the communications provider. After an initial study, LoRa (Long Range) and LoRAWAN (LoRa Wide Area Network) as its network counterpart, were selected as the LPWAN technology for trials considering several use cases, exploring multiple distances, types of recycling waste containers, placements (underground or surface) and kinds of commercially available waste level measurement LoRa sensors. The results showed that the underground waste containers proved to be, as expected, the most difficult to operate correctly, where the container itself imposed attenuation levels of 26 dB on the LoRa link budget. The successful results were used to promote the deployment of a city-wide LoRa network, available to all the departments inside the Lisbon City Council. Considering the network capacity, the municipality also decided to make the network freely available to citizens.

Анотація:
Urban green spaces support the development of cities in diverse ways. Considerable work has been done in recent years exploring the value of urban green space for health and wellbeing of urban centres across the world and in Sub-Saharan African countries in particular. This study is designed to examine the contribution of green spaces to city liveability in Bafoussam I Council. Data for the study were obtained through primary and secondary sources using a mixed design method of inquiry which combines both quantitative and qualitative approaches to explore data on urban green spaces in Bafoussam I. Purposive and simple random sampling techniques were used to select households for questionnaire administration. The data engendered were analyzed with descriptive and inferential statistics. The outcomes indicated that green spaces have significantly contributed to the health and wellbeing of the city dwellers in Bafoussam I Council. The main actors responsible for green spaces management in the municipality include government agencies, Bafoussam City Council, Municipal Council, the civil society, and Non-Governmental Organizations. In line with the 2022 African Nations Cup (AFCON) in Cameroon, this city-centre beautification has been stepped up. The Pearson moment Correlation used to test the hypothesis indicated a strong positive correlation at a calculated P-value .001, thus, green spaces have significant effects on the health and wellbeing of urban dwellers in Bafoussam I. The study concluded by emphasizing that stakeholders of green spaces in the municipality need to collaborate to take effective decisions that can be sustainable to ensure protection and equitable management of urban green environment to meet the need of the future generations in line with Sustainable Development Goal (SDG) 11.

By looking at the relationships between philanthropists and institutional of city council (gemeenteraad) it is expected to clarify their position and function in the early 20th century of colonial cities. In addition to indicating the strengthening of civil society, the case is part of the urban community’s efforts to contribute various forms of participation that are not merely interested in politics or the movement of the nation.

The initial design is inspired by a flower bud and the various stages of the design are described using actual images, 2-D plans and 3-D models. An extra focus is given to sustainable elements. Overall the design aims to deliver an energy sufficient yet aesthetically pleasing building.

By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.

In 1998, a unique collaboration commenced between the Performing Older Women's Circus (POW), older residents of the municipality of Maribyrnong, and the Maribyrnong City Council. This collaboration culminated in the circus show The Art of Falling is Never Landing. The show, combines a positive ageing message with the message that falls amongst older people are preventable in a way that crosses linguistic and cultural barriers.

Анотація:
Purpose: Rural Government is considered as a way to extend democracy, empowering villagers to choose their way of life and organize their living space, increase prosperity, make opportunities, and promote teamwork, and it can be concluded that in new rural government theories, rural municipalities are the new paradigm and one of the main pillars of rural management and development. By the end of September 2009, there were 898 villages with more than 20 households and 194 authorized rural municipalities in Zanjan province, Iran and the number of rural municipalities compared to villages with more than twenty households was about %21.6. This study aimes to investigate the rural municipality performance in the rural government of Zanjan province. Methods: Our research method is of documentary-field type and the study population consists of 194 rural municipalities from which 114 rural municipalities were selected as the sample using stratified sampling with proper allocation. SPSS was used to analyze the data. For stepwise regression, the variables entered the equation as factors affecting rural municipality performance in rural government by which 89% of Zanjan rural municipality performance variance was clarified. Results: The results show that the performance of rural municipalities in the selected area can play a critical role in villagers’ participation in rural management and development. Conclusion: Based on the results, the variables with a significant effect on rural government are the cooperation of rural council, villagers’ participation, rural equipment and facilities, and rural municipality consultation with local leaders and council members.

Анотація:
The article presents the legal activities of the city of Bialystok related to building its image using the brand Esperanto over the past years. The text deals with the complicated side of building the image of the city which is legal actions using the asset of the city which the case of Bialystok is the brand Esperanto. These actions were taken both by the executive body of the municipality – the Mayor – and the legislative body – the City Council. The following activities were discussed: the activity of the Bialystok City Council, the activity connected with the celebration of the 100th anniversary of Ludwik Zamenhof’s death, the organisation of the Esperanto Congress in 2009 and the significance of the so-called participatory budget for the discussed issue. In the analysis of the topic, only those activities undertaken in Bialystok and related to Ludwik Zamenhof, his successors and the Esperanto language were chosen, which are not only based on but have their source in legal acts and are of direct or indirect legal character. The article also briefly discusses the aspect of life history of Ludwik Krzysztof Zaleski Zamenhof in connection with granting him the Honorary Citizenship of the City of Bialystok. The article discusses the legal activities of the city of Bialystok connected with building its image with the use of the Esperanto brand in the perspective of the last years, touching upon an interesting matter which is the promotion of the Municipality on the basis of the only universal language in the world. The legal actions described in the article reflect the perspective of young Ludwik Zamenhoff, which led to the creation of Esperanto language. The text combines two matters, the creation of a supranational language, with legal actions that are used to promote the small homeland of its creator.

World urban areas are increasingly dabbling with the triple challenge of pollution, congestion and environmental degradation. The quest for sanity and healthy urban living led to the introduction of urban green space initiatives. Green space has become primordial in urban areas as it enhances public health, recreation, amenities and property values through its location, accessibility, proximity and serviceability. In a bid to develop an urban green space in Bamenda, the City Council identified the Bamenda escarpment in 2011 for protection. This was followed by a Green City Initiative now captioned the Green City Project. The Bamenda City Council partnering with the UN-Habitat and the Dordrecht/Gorinchem City Councils of the Netherlands seeks to implement an urban greening project with major focus to map out potential areas for creating parks in Bamenda. This project which is a novelty in the rapidly changing urban landscape of Cameroon seeks to contribute to building a green economy that enhances nature, environmental protection and at the same time offers economic and social benefits to its citizens. In this study, we examine the opportunities and challenges of urban greening in Bamenda. Some 50 inhabitants around the escarpment were purposively sampled while council authorities and other stakeholders were interviewed in the Bamenda I municipality in order to assess the opportunities, challenges and prospects for the project. This was complemented by secondary data obtained from the Bamenda City Council. The conclusion drawn is that the initiative will provide opportunities for employment, generate revenue for the City Council and prevent uncontrolled city sprawl against the backdrop of the relatively unstable nature of the foothills (due to mass wasting processes) and land use competition, largely driven by population growth and the daunting task of relocating prior users. We therefore argue in favour of the effective application of urban development policies to restrict encroachment around the area and to engage in slope stabilization where necessary.

South Africa faces major challenges for public service delivery to its citizens. It is crucial to monitor service delivery needs through effective governance and service administration. Local government is the key functionary of the delivery and development of transformational South Africa. The Municipal Infrastructure Grant (MIG) is a conditional grant to municipalities and it complements the equitable share grant for local government. South African municipalities participating in the Municipal Infrastructure Grant (MIG) programme are required to establish or share project management units (PMUs). The former Department of Provincial and Local Government (DPLG) issued guidelines known as MIG Guidelines (2004) for the establishment of the PMUs. The Municipal Infrastructure Investment Framework (MIIF) covers the maintenance of roads. The framework for the delivery of municipal infrastructure is based on Chapter 3, section 41 (j) of the Constitution. The purpose of this study is to explore the functioning of the PMU on the basis of the theories of project management and the MIG Guidelines, and to identify its service delivery function with regard to road maintenance. The main contribution of this study is to provide a framework and guidelines for the PMU to extend its further development with regard to the maintenance of roads.

The purpose of this study was to investigate community development through the ward committee structures in the Northern Areas of the Nelson Mandela Bay Municipality. Community development through the ward committees is the key principle in the democratisation process, as well as the promotion of good governance. Community development is an opportunity for both local government and the community to strengthen the democracy that is being enjoyed; and simultaneously to promote accountability. In terms of the Local Government: Municipal Systems, 2000 (Act 32 of 2000), the role of local communities in the particular interests of their municipality must take place, among other things, by the ward councillor – as well as all other suitable procedures, mechanisms and processes set up by the municipality. Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. If implemented, these recommendations could also enhance community development through the ward committee structures. Thus, the relationship between the ward committees and the ward councillor should be harmonious; and subsequently, they should also strengthen trust between them. Then the flow of communication will improve.

This treatise investigates the role of Community DevelopmentWorkers, with reference to the Bitou Municipality. The treatise comprises five chapters. The concept of Community Development Programme is fairly new in South Africa; therefore, further research is needed on the subject. A literature review was done to establish the concept and the background of the CDWP. A questionnaire was developed in order to obtain primary data from a selected sample group. The data obtained from the questionnaire was statistically analysed and interpreted. The core findings from the analysed questionnaire indicated the following: (a) CDWs clearly understand their role and responsibility, but there is a need for roles and functions to be clearly defined, with detailed terms of reference, to ensure a common understanding with other stakeholders, e.g. Ward Committees, Councillors, Non-governmental organisations, Communitybased organisations, and members of the community. (b) living conditions in the wards improved following the introduction of the CDWP. (c) there is a good relationship between CDWs, Ward Committees and Ward Councillors, but there is also a perception that Ward Committees and Community Development Workers constantly clash or compete in the wards in which they serve. (d) CDWs should not be affiliated to the ruling or any political party. (e) CDWs are confused regarding who is responsible for their remuneration (the Municipality or the Provincial Department of Local Government).

This study was conducted at Intsika Yethu Local Municipality of Chris Hani District Municipality in the Eastern Cape Province, in the Republic of South Africa. The study has as its main thrust: The role of councillors in service delivery: The case of the Intsika Yethu Local Municipality of Chris Hani District Municipality. This municipality consists of 21 wards and 21 ward councillors. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. The legislative prescriptions that underpin the operations and activities of municipal councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies are therefore crucial. In this study, the role of ward councillors in service delivery was interrogated and investigated to establish whether the Intsika Yethu Local Municipality community in Tsomo and Cofimvaba has benefited in accessing basic services. Furthermore, the study seeks to find ways through which the relationship between community and ward councillors could be managed to harmonise the relationship between them in order to improve service delivery in Intsika Yethu Local Municipality. In this regard, a legislative framework regulates and guides municipal councillors in performing their developmental duties to achieve local government developmental outcomes.

A pesquisa enfoca a contribuição da Câmara Municipal na formulação de políticas públicas de educação no município de Porto Alegre, no período de 2001 a 2008, que abrange o último governo da coligação liderada pelo Partido dos Trabalhadores (PT) e o primeiro governo da coligação liderada pelo Partido do Movimento Democrático Brasileiro (PMDB). O processo da produção legal é analisado com apoio na abordagem do ciclo de políticas públicas, considerando três etapas: a justificação do problema, a agenda governamental e a tomada de decisão. O foco da análise recai sobre o teor dos projetos de lei, com a descrição das preferências dos vereadores em relação aos temas educacionais e das intervenções de atores diretos e indiretos nos processos de tramitação. Além disso, o estudo mostra como os atores usam os recursos disponíveis para afetar o processo de tramitação de proposições na esfera legislativa. Foram observadas semelhanças e diferenças na produção legislativa de cada legislatura, com base na elaboração de categorizações de temas, de justificativas e de argumentos, o que permitiu também reconstruir o movimento textual sofrido pelas disposições normativas sobre educação. A análise evidencia dissensos entre os atores no que diz respeito às propostas de lei e às estratégias de obstaculização impostas pelos diversos atores aos projetos. Discute também a função simbólica de parte das proposições legislativas no campo educacional e a contribuição do legislador no campo das condições da oferta educacional por meio da edição dos pedidos de providência. O debate sobre as competências do Legislativo local no campo educacional, delimitadas pelo ordenamento legal nacional e municipal, é central para problematizar a contribuição do Legislativo no campo de formulação de políticas públicas de educação, já que os vereadores sofrem limitações em seu poder de legislar nesse campo, decorrentes da relação com o Poder Executivo. O trabalho sugere a adoção de uma política colaborativa no jogo político, capaz de superar a luta partidária, bem como uma reforma da Lei Orgânica no que se refere às competências legislativas no campo educacional. Há um potencial represado de contribuição do Legislativo no ordenamento legal da educação, em função das proposições em condições de entrar na pauta que se encontram arquivadas, razão pela qual são sugeridas providências a tomar por parte das lideranças políticas com a finalidade de otimizar a produção legislativa.
The research focuses on the contribution of the City Council in the formulation of public policies for education in the city of Porto Alegre, from 2001 to 2008, covering the last government coalition led by the Workers Party (PT) and the first coalition government led by Brazilian Democratic Movement Party (PMDB). The process of legal production is analyzed based in the policy cycle approach, considering three stages: the justification of the problem, the government agenda and the decision making. The focus is on the bills‟ content, with the description of councilors‟ preferences related to educational issues and interventions of direct and indirect actors in the reviewing processes. Furthermore, the study shows how actors use available resources to affect the reviewing process of proposals in the legislative scope. Similarities and differences were observed in the legislative production of each legislature, based on the elaboration of theme categorizations, justifications and allegations, which also led to reconstruct the textual movement sustained by normative provisions on education. The analysis highlights disagreements among actors regarding to the bills and the hinder strategies imposed by various actors to projects. It also discusses the symbolic function of part of legislative proposals in the educational field and the contribution of councilmen in the conditions of educational offer by editing providences requests. The debate over the jurisdictions of the local legislatives in educational field, bounded national and municipal legal systems, is central to discuss the contribution of the legislature in formulating public policies in education since the councilmen are limited in their power to legislate in this field arising from the relationship with the executive power. The work suggests the adoption of a collaborative policy on the political game, able to overcome the party struggle, as well as a reform of the Organic Law with regard to the legislative competence in the educational field. There is a dammed contribution potential of the legislature in legal system of education, due to the propositions able to get on the agenda that are archived, and because of that providences are suggested to be taken by political leaderships in order to optimize legislative production.

The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Various reports and media statements were also used to augment this empirical study. The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.

A pesquisa que dá lugar a presente tese de doutorado tem como seu objeto de estudo a carreira política dos vereadores paulistanos eleitos para seis legislaturas que compreendendo o período que vai da eleição de 1982 até a de 2004. A hipótese principal é de que a Câmara Municipal de São Paulo (CMSP), a maior do país em Magnitude (55), caracteriza-se como sendo um incentivo político para a vida política daqueles que em sua maioria procuram progredir em direção a outros cargos públicos, mas precisam do capital político necessário para tornar tal empreendimento viável. Tal incentivo, embora não seja uma exclusividade da câmara paulistana, encontra-se nas poucas edilidades de maior Magnitude. The subject of the present research is the political career of the São Paulo councilors elected along six terms, from 1982 till elections of 2004. The main hypothesis is that as the largest City Council of Brazil, with magnitude of 55 seats, the municipal legislative branch is eventually an important incentive to those whom want to go ahead in the political career, as getting an incumbency of state legislative, federal representative or in the executive branch. Besides, São Paulo municipality is the richest of Brazil local governments, its public budget is around R$ 15 billions (2004), and its councilors are able to pass bills of several different important matters. Paradoxically, the City Council is not being a sufficient incentive to develop a permanent career, once the most councilors have only one term (although law affords they can run for office any time they want) or run for state and federal levels.

In the Master‘s Thesis, the principles of health policy development and implementation from Health Community Council of Siauliai city municipality are analyzed. In the theoretical part, analysis of the Health Community Councils activity of Lithuanian municipalities, the European Union and the Lithuanian health policy documents and their implementation in the community are investigated in a theoretical aspect. Data results on Health Community Council health policy activities and inter-agency cooperation are analyzed as well. In the fourth part, there is considered the approach of Health Community Council members to state their opinion about health policy development and implementation, collaborative capabilities and performance assessment in Siauliai city.

In 2009 Operation Clean Audit was launched with the objective that all municipalities must achieve a clean audit by the 2014 financial year. A clean audit is an audit opinion when the financial statements are unqualified; no adverse findings were identified on compliance with laws and regulations as well as on predetermined objectives. The overall aim of the programme is to clean up the governance of municipalities and to enhance service delivery. In both the public and the private sector internal control is crucial. It is seen as one of the key elements of good governance, it provides assurance of the rendering of reliable financial statements, of compliance with legislation and it also indicates how the organisation performs against its objectives. Budgetary control in local government can be used as an effective internal control method by legally limiting the authorised expenditure and to monitor the actual service delivery against the budgeted targets. If variances are identified in the budget or with regard to service delivery objectives, remedial action can be taken. If municipalities do not provide services to communities in a sustainable manner, it contravenes its constitutional mandate as stipulated in section 152(1)(b) of the Constitution of South Africa. The qualitative research method, in the format of a case study of the Tlokwe City Council, a local municipality in the North West Province, was chosen for this research. In the 2010 financial year, the Auditor General reflected that the Tlokwe City Council experienced deficiencies in the key fundamentals of internal control: leadership, financial and performance management, and governance which could directly be linked to the basis of the qualification of the financial statements, findings on predetermined objectives and compliance with legislation. The material underspending of the capital budget was also found to be affecting service delivery negatively. The purpose of this study is to benchmark the internal budgetary control systems of municipalities in South Africa, which have already achieved clean audit reports for consecutive years, to improve the internal budgetary control system of the Tlokwe City Council. This research was formulated in such a way that — through the findings obtained in the literature study with regard to the legislative framework regulating the budget formulation, internal and budgetary control of the local government sphere in South Africa, analysis of the internal budgetary control deficiencies at the Tlokwe City Council and the benchmarking exercise with the Swartland and Steve Tshwete local municipalities — a strategy can be developed to provide for effective budgeting and to improve the internal control system of the Tlokwe City Council. Potential benefits that can arise from the implementation of the recommended strategy to improve the internal budgetary control system of the Tlokwe City Council are the attainment of a clean audit opinion by the Auditor General and subsequently the enhancement of service delivery to the community.

Mackay City Council introduced a Domestic Waste User Pays System in late 2006. The rationale behind this decision was to reduce waste being sent to landfill and to recover some of the costs associated with waste management. A User Pays System involves the costs associated with the management of waste being borne by those persons who generated the waste.

Community opposition to the introduction of Domestic Waste Fees included perceptions that illegal dumping would increase within the municipality, that there would be a rise in recycling contamination, and that residents would be unfairly impacted upon socially and environmentally. This research project attempts to identify any impacts on illegal dumping and recycling activities following the introduction of a Domestic Waste User Pays System at Mackay City Council Waste Disposal Facilities. It also discusses the effectiveness of associated Waste Education Programs and Environmental Compliance Activities, to determine whether the initial community opposition to the fees was in fact justified.

In order to investigate the issues further, a large quantity of data were collected, including Council illegal dumping complaints data, recycling volumes data, recycling contamination data, and a large amount of literature and reports relating to the issues in general, and more specifically relating to the Mackay City Council Integrated Waste Management Strategy.

The sixth chapter describes the making of a concrete document for a designated time, i.e., the Strategic plan for gradual removal of barriers in 2021–2030, which was created for the Brno City Advisory Board for Accessibility. The authors chose to introduce it via the perspective of a dialogic space that enables to organize the procedure composed from a variety of voices, opinions, and arguments. The heteroglossia metaphor is exemplified by the concept of “carnival” of Mikhail Mikhailovich Bakhtin, when “strangers” speaking in different “voices” are brought together. At the beginning, there were activities by several individuals mostly from NGO and academic environment, who started to integrate and institutionalize accessibility policies. For the latter, political support of established actors was necessary, and thanks to it, the above-mentioned Advisory Board was founded. Therefore, the positions of the bursar and the chair of the board are labeled “victorious voices” in our “carnival”. Subsequently, the semi-structured interviews tried to determine visions, attitudes and priorities of all involved persons, namely “the voices of Advisory board members”. Their strategic plan defined target groups, on whom the accessibility policies would focus (senior citizens, parents with strollers, wheelchair users and people with sight or hearing impairment). At the same time, the “legislative voices” needed to be respected, which were to ensure accessibility for all social groups. The principles of tactical urbanism were used to make space accessible within functional wholes and according to societal needs. The final document was also influenced by the “voices of users” that helped to identify spaces, which should be prioritized. Our “voices of producers” had a dominant influence over the working draft of all three parts of the document (analysis, suggestions, and implementation). What appeared to be of crucial importance, was the definition of individual goals, measures and activities leading to the realization of the vision (processional, realization and educational priorities in the document). The process of creation also allowed “expert voices”, who modelled the final form of the document in meetings and workshops. Last but not least, “voices of approval“ (namely, the city council and municipality) took part in the process that authorized the strategic plan and rounded off more than three years of its complex construction.

Industrial and technological growth and development, with an intense urbanization process, cannot be carried out only by the economic aspect, exposing natural resources to contamination. The release of effluents, without proper treatment, impairs the quality of the water, and it is up to the public power to effectively comply with the inspection and awareness of civil society, aiming at the preservation of water resources. For the development of this article, applied, explanatory research was used, characterizing itself as a case study, selecting for this study a lake located in the municipality of Caucaia, state of Ceará. Thus, the general objective of this work was to study the microbiological quality of water in a pond, located in the municipality of Caucaia, state of Ceará, based on Resolution Nº 396, of the National Council for the Environment (CONAMA). The experimental study was carried out by studying the microbiological analysis of the water, detecting the presence of total coliform microorganisms, thermotolerant coliforms, and the presence of E.coli. It was observed that the tests were positive for the detection of total and thermotolerant coliforms and Escherichia Coli. One of the main reasons that may have influenced the positive results is the presence of solid and liquid waste, including sanitary sewage, capable of offering health risks or making the water degradable for recreation and fishing. Therefore, more effective action by the government is needed concerning the inspection of effluent treatment, as well as carrying out environmental education campaigns and sanitation and cleaning actions around this water body.

This chapter recounts the author's first introduction to religion. She was raised by her religious nanny who took her to church, not only on Sundays, but whenever the nanny had a bit of time. However, when the author started attending school at the City School of Work, which was created by the socialist municipality, she experienced discrimination for being a Jew. The chapter then describes the author's father, who was a doctor and worked in a hospital but had a private practice at home as well. Though he did not know a word of Yiddish, he was active in the Jewish socialist organization, the Bund. That was how he became an alderman in the socialist city council of Łódź in the last years before the war. He was charged with matters related to public health, which took up an enormous amount of his time. The chapter also describes the author's brother and mother, and looks at the author's experiences during the German occupation of Łódź and at the School of Nursing.

Accessibility of the built environment, including open spaces, products and services, is essential for people with disabilities and people with special needs such as the elderly and children to access, move, use and enjoy the services and the urban spaces, exercise their rights and fully participate in social life. Local administrations can, and must, identify strategies and tools that are useful for achieving this goal, with effectiveness, efficiency and satisfaction. The case study of the “Lombardy Region Guidelines for Accessibility Plans” that each Municipality of the Region is required to draw up and implement will be illustrated. The Guidelines were drawn up in a very short time, promoting a participatory method, involving decision makers and stakeholders since the very beginning, and providing indications for building up Accessibility for All, inclusive and non-discriminatory. The founding concept was that of a City for All or of a “Plan for the accessibility and usability of the built environment, social inclusion and environmental well-being”. Considering the different characteristics, abilities, needs, conditions and preferences of people, this concept extends the recipients of the Plan to all citizens, as well as to occasional visitors such as tourists. They were approved by the Regional Council in November 2021. The approach adopted complied with the most recent normative, legislative and cultural indications, both national and international. Training courses have been scheduled for municipal officials, technicians and plan editors. Synergies have been established with universities and UNI, the Italian standardization body.

The accelerated urban growth of the last decades in Europe has caused, especially in the Spanish Mediterranean coast, a paradigm shift in much cities, moving from a mostly compact urban form to a more diffuse one. The concept of city has changed so much that even in a lot of dispersed municipalities, it becomes difficult to define its limits. This change implies not only ecological and economic impacts, but also, social effects. Urban sprawl makes difficult social interaction and reduces the community feeling, and therefore, social cohesion and identity. This produces also changes in the relations of citizens between them and with the city council. The research propounds a discussion about the challenges that the urban sprawl causes for the application of participative models in the decision making, understanding them as basic criterion of good government. We analyze a case study to extract the complexity of articulating processes of citizen participation in territory with high dispersion based on a project carried out in the municipality of La Pobla de Vallbona (Valencia) on participatory budgets. It analyzes the results of the process carried out in relation to the urban model, the morphology of their urban pieces and spatial structure, and the demographic and social characteristics of the municipality. The question is identifying the problematic for the articulation of participative processes in territories with this idiosyncrasy. Finally, the article suggests a series of strategic lines as starting points to achieve participatory processes in the city characterized by urban sprawl.

From war machine to “decorous backdrop”: the Citadel of Turin in the nineteenth centuryThe citadel of Turin, built in the sixteenth century by the duke Emanuele Filiberto, became an expensive and obsolete object that hampered the enlargements during the nineteenth century. The Enlargement Plan for the capital designed by Carlo Promis (1851-1852) progressively reduced the military constraints facing the citadel. In 1856 the City Council decreed the demolition of the defensive structure. During the demolition one section of the building was spared: the donjon. In 1864 it became the urban background of the statue erected in honor of Pietro Micca, the “soldier mineworker” hero of the siege in 1706. Therefore, this project became an opportunity for the Municipality and the Ministry of War to discuss two central issues. On one hand, the need to set up a “decorous backdrop” to the Piedmontese hero, and on the other hand keeping the costs of the restoration project to a minimum. A well-known architect from Turin named Carlo Ceppi presented an accurate report about the choices of the “restoration” works. Finally, in 1892 the responsibility of the work was given to the engineer Riccardo Brayda, who was an expert in medieval and modern architecture.

Kenya’s Nakuru Municipal Council (NMC) operates five clinics located primarily in residential areas with high concentrations of people. The clinics provide basic antenatal, child welfare, STI, and other curative services, and family planning services are available at four of the clinics. One provincial referral hospital operated by the Ministry of Health also provides MCH-FP and HIV/STI services in a special STI treatment clinic. The seven public health facilities in Nakuru Municipality are participating in a collaborative project with the Department of Community Health at the University of Nairobi, the University of Manitoba in Canada, and the Nairobi Municipal City Council. The goal is to reduce the incidence of STD's, including HIV/AIDS in Kenya, through strengthening management of STDs and AIDS at the health facilities and establishing sustainable community-based STD/AIDS control activities with an emphasis on women's participation. This report describes a case study of the integration activities being undertaken by the NMC. NMC clinics have adequate basic infrastructure to provide MCH-FP and STI/HlV/AlDS services using an integrated approach, however they lack basic equipment and supplies to support the integration of these services.
