The financial system is one of the primary users of information technology, which in recent decades has experienced phenomenal progress. This chapter discusses how information and communication technology has changed the financial system, and what policy challenges arise from the interactions of information technology progress and financial innovation. I focus on the asset management and banking industries. In the case of asset management, progress in information technology has partially transformed the industry, and potentially made it more efficient. In the case of banking, the industry has been changed profoundly, has grown significantly, but at the same time it has become more fragile. The chapter discusses the implications of these phenomena for policymaking.

We are surrounded by digital computers. They do many things well that humans do not and have transformed our lives. But all computers are not the same. Although digital computers dominate today’s world, alternative ways to “compute” might be better and more efficient than digital computation when mechanically performing those tasks, important to humans, that we think of as “cognition.” Cognition, after all, was originally developed to work with our own specific biological hardware. Digital computers require elaborate detailed instructions to work; they are flexible but not simple. Analog computers are designed to do specific tasks. They can be simple but not flexible. Hardware matters. The book discusses two classic kinds of computer, digital and analog, and gives examples of their history, functions, and limitations. The author suggest that when brain “hardware,” with its associated brain “software” work together, it could form a computer architecture that would be useful for the efficient performance of cognitive tasks. This book discusses the essentials of brain hardware—in particular, the cerebral cortex, where cognition lives—and how cortical structure can influence the form taken by the computational operations underlying cognition. Topics include association, understanding complex systems through analogy, formation of abstractions, and the biology of number and its use in arithmetic and mathematics. The author introduces novel “brain-like” control mechanisms: active associative search and traveling waves. There is discussion on computing across scales of organization from single neurons to brain regions containing millions of neurons.

The received model of evolution sees all inherited features resulting from deterministic networks of interacting genes, implying that living systems are reducible to information in genetic programs. The model requires these programs and their associated phenotypes to have evolved by an isotropic search process occurring in gradual steps with no preferred morphological outcomes. The alternative is to recognize that clusters and aggregates of cells, the raw material of evolution, constitute middle-scale material systems. This implies the necessity of bringing the modern physics of mesoscale matter into the explanatory framework for the evolution of development. The relevant, often nonlinear, physical processes were mobilized at the inception of the phyla when their signature morphological outcomes first appeared and remain as efficient causes, albeit transformed, in present-day embryos. This physicogenetic perspective reengages with concepts of saltation, orthogenesis, and environment-induced plasticity long excluded from evolutionary theory.

How does inanimate matter become transformed into animate matter? Living systems evolve by replication and selection at the molecular level and this chapter considers how to establish a synthetic, minimal system that can support molecular evolution and thus life. Molecular evolution cannot be explained by starting with high concentrations of activated chemicals that react toward their chemical equilibrium; persistent non-equilibria are required to maintain continuous reactivity and we especially consider thermal gradients as an early driving force for Darwinian molecular evolution. The temperature difference across water-filled compartments implements a laminar fluid convection with periodic temperature oscillations that allow for the melting and replication of DNA. Simultaneously, dissolved molecules are moved along the thermal gradient by an effect called thermophoresis. The combined result is an efficient molecule trap that exponentially favors long over short DNA and thus maintains complexity. Future experiments will reveal how thermal gradients could actively drive the Darwinian process of replication and selection.

This chapter argues for a greater commitment to water equity and a transformation of water governance. Marrying contradictory principles flawed the global water governance paradigm that emerged in the 1990s. Efficiency and equity are often incompatible, and unequal power relations are embedded in many longstanding water institutions and concepts. The chapter suggests that the epistemology of water and the vocabulary and fundamental concepts used to understand water, including its socio-nature and close relation with politics, must be transformed. It introduces five “directional principles” to guide thinking about a transformational governance. It also reviews these principles in light of four real-world cases. Decades of water scholarship provide a critical lens to search for equity, but recognizing equity when it occurs in specific contexts, such as the Colorado River Delta or the city of Detroit, where new networks have emerged to challenge existing rules and power relations, is also vital.

This article reviews the transfer of goods and services between the continents bordering the Atlantic Ocean. It shows that the demands of long-distance trade, particularly but not solely across the Atlantic, encouraged innovation in technologies and methods, transformed commercial institutions, and required traders to develop novel ways of managing their businesses. After regaining independence from Spain in 1640, Portugal created a transatlantic trading system that was more vigorous than what had existed before 1580. The long eighteenth century witnessed a precipitate decline of France as an Atlantic commercial power and a steady rise of England. Paradoxically, France's Atlantic trading burgeoned, at least at first. While Britain and France struggled for Atlantic control, the Netherlands flourished, albeit in slightly different channels than before. The increase in the efficiency of shipping, the dematerialisation of finance, and the spread of information were substantial results of a burgeoning Atlantic trade. They also forced changes in traders' and governments' ideas about how commerce should be managed.

The scope of criminal justice surveillance, from policing to incarceration, has expanded rapidly in recent decades. At the same time, the use of big data has spread across a range of fields, including finance, politics, health, and marketing. While law enforcement’s use of big data is hotly contested, very little is known about how the police actually use it in daily operations and with what consequences. This book offers an inside look at how police use big data and new surveillance technologies, leveraging on-the-ground fieldwork with one of the most technologically advanced law enforcement agencies in the world—the Los Angeles Police Department. Drawing on original interviews and ethnographic observations from over two years of fieldwork with the LAPD, the text examines the causes and consequences of big data and algorithmic control. It reveals how the police use predictive analytics and new surveillance technologies to deploy resources, identify criminal suspects, and conduct investigations; how the adoption of big data analytics transforms police organizational practices; and how the police themselves respond to these new data-driven practices. While big data analytics has the potential to reduce bias, increase efficiency, and improve prediction accuracy, the book argues that it also reproduces and deepens existing patterns of inequality, threatens privacy, and challenges civil liberties.

The modern world was created through the combination and complex interactions of five grand transitions. First, the demographic transition changed the total numbers, dynamics, structure, and residential pattern of populations. The agricultural and dietary transition led to the emergence of highly productive cropping and animal husbandry (subsidized by fossil energies and electricity), a change that eliminated famines, reduced malnutrition, and improved the health of populations but also resulted in enormous food waste and had many environmental consequences. The energy transition brought the world from traditional biomass fuels and human and animal labor to fossil fuel, ever more efficient electricity, lights, and motors, all of which transformed both agricultural and industrial production and enabled mass-scale mobility and instant communication. Economic transition has been marked by relatively high growth rates of total national and global product, by fundamental structural transformation (from farming to industries to services), and by an increasing share of humanity living in affluent societies, enjoying unprecedented quality of life. These transitions have made many intensifying demands on the environment, resulting in ecosystemic degradation, loss of biodiversity, pollution, and eventually change on the planetary level, with global warming being the most worrisome development. This book traces the genesis of these transitions, their interactions and complicated progress as well as their outcomes and impacts, explaining how the modern world was made—and then offers a forward-thinking examination of some key unfolding transitions and appraising their challenges and possible results.

This book develops a model of language which can be characterized as functionalist, usage-based, dynamic, and complex-adaptive. Its core idea is that linguistic structure is not stable and uniform, but continually refreshed and in fact reconstituted by the feedback-loop interaction of three components: usage, i.e. the interpersonal and cognitive activities of speakers in concrete communication; conventionalization, i.e. the social processes taking place in speech communities; and entrenchment, i.e. the cognitive processes taking place in the minds of individual speakers. Extending the so-called Entrenchment-and-Conventionalization Model, the book shows that what we call the Linguistic System is created, sustained, and continually adapted by the ongoing interaction between usage, conventionalization, and entrenchment. The model contributes to closing the gap in usage-based models concerning how exactly usage is transformed into collective and individual grammar and how these two grammars in turn feed back into usage. The book exploits and extends insights from an exceptionally wide range of fields, including usage-based cognitive linguistics, psycholinguistics, interactional linguistics and pragmatics, historical linguistics, sociolinguistics and the sociology and philosophy of language, as well as quantitative corpus linguistics. It makes numerous original suggestions about, among other things, how cognitive processing and representation are related and about the manifold ways in which individuals and communities contribute to shaping language and bringing about language variation and change. It presents a coherent account of the role of forces that are known to affect language structure, variation, and change, e.g. economy, efficiency, extravagance, embodiment, identity, social order, prestige, mobility, multilingualism, and language contact.

European imperialism was extraordinarily far-reaching: a key global historical process of the last 500 years. It locked disparate human societies together over a wider area than any previous imperial expansion; it underpinned the repopulation of the Americas and Australasia; it was the precursor of globalization as we now understand it. Imperialism was inseparable from the history of global environmental change. Metropolitan countries sought raw materials of all kinds, from timber and furs to rubber and oil. They established sugar plantations that transformed island ecologies. Settlers introduced new methods of farming and displaced indigenous peoples. Colonial cities, many of which became great conurbations, fundamentally changed relationships between people and nature. Consumer cultures, the internal combustion engine, and pollution are now ubiquitous. Environmental history deals with the reciprocal interaction between people and other elements in the natural world, and this book illustrates the diverse environmental themes in the history of empire. Initially concentrating on the material factors that shaped empire and environmental change, Environment and Empire discusses the way in which British consumers and manufacturers sucked in resources that were gathered, hunted, fished, mined, and farmed. Yet it is also clear that British settler and colonial states sought to regulate the use of natural resources as well as commodify them. Conservation aimed to preserve resources by exclusion, as in wildlife parks and forests, and to guarantee efficient use of soil and water. Exploring these linked themes of exploitation and conservation, this study concludes with a focus on political reassertions by colonised peoples over natural resources. In a post-imperial age, they have found a new voice, reformulating ideas about nature, landscape, and heritage and challenging, at a local and global level, views of who has the right to regulate nature.

The world's largest demonstrator of a revolutionary energy system in desalination for drinking water production is in operation. MIDES uses Microbial Desalination Cells (MDC) in a pre-treatment step for reverse osmosis (RO), for simultaneous saline stream desalination and wastewater treatment. MDCs are based on bio-electro-chemical technology, in which biological wastewater treatment can be coupled to the desalination of a saline stream using ion exchange membranes without external energy input. MDCs simultaneously treat wastewater and perform desalination using the energy contained in the wastewater. In fact, an MDC can produce around 1.8 kWh of bioelectricity from the energy contained in 1 m3 of wastewater. Compared to traditional RO, more than 3 kWh/m3 of electrical energy is saved. With this novel technology, two low-quality water streams (saline stream, wastewater) are transformed into two high-quality streams (desalinated water, treated wastewater) suitable for further uses. An exhaustive scaling-up process was carried out in which all MIDES partners worked together on nanostructured electrodes, antifouling membranes, electrochemical reactor design and optimization, life cycle assessment, microbial electrochemistry and physiology expertise, and process engineering and control. The roadmap of the lab-MDC upscaling goes through the assembly of a pre-pilot MDC, towards the development of the demonstrator of the MDC technology (patented). Nominal desalination rate between 4-11 Lm-2h-1 is reached with a current efficiency of 40 %. After the scalability success, two MDC pilot plants were designed and constructed consisting of one stack of 15 MDC pilot units with a 0.4 m2 electrode area per unit. This book presents the information generated throughout the EU funded MIDES project and includes the latest developments related to desalination of sea water and brackish water by applying microbial desalination cells.
