The Technology System of Systems (TSoS) studies the technologies, as well as the connections among these technologies which were derived from the capabilities requirements and systems requirements. The TSoS related Concepts and studies are introduced. A methodology to the generation and assessment to TSoS is proposed. The generation of TSoS is based on the characteristics of different technologies and corresponding capabilities/systems requirements. The assessment of TSoS is divided as the readiness assessment and the satisfaction assessment. Only the satisfaction assessment is concerned in this study. The TSoS satisfactions assessment studies how well certain technologies can satisfy varied TSoS requirements. A case is studied to validate the efficiency of the proposed methodology using sixty technologies derived from the US weapon acquisition report for the 2012 fiscal year.

Abstract In Europe, gas market mergers aim at reducing restrictions on gas wholesale markets. Market mergers also allow network users to book transport capacity at different gas transmission system operators (TSOs), which may give rise to inter-TSO competition. Our theoretical analysis reveals the incentive for TSOs, operating under a revenue-cap regulation in merged markets, to charge lower tariffs at borders where different TSOs offer capacity, compared to borders where only one TSO offers capacity. This incentive does not directly result from revenue-cap regulation but is due to efficiency benchmarking. We test this hypothesis by applying a panel data analysis to tariffs charged at German border points between 2015 and 2018. In line with our hypothesis, we find lower tariffs at those border points where network users have a choice between different TSOs. An additional sensitivity analysis differentiating between transit and meshed networks confirms this result. We conclude that German TSOs, operating in merged markets and under a revenue-cap regime with efficiency benchmarking, compete for demand at borders at which different TSOs offer capacity.

The implementation of information and communication technologies (ICT) in power systems increases the risks of cybersecurity threats, requiring protection measures that should reflect the multi-actor environment of the contemporary power systems. This paper provides a critical assessment of the cybersecurity practices of the transmission system operators (TSOs) from South East Europe (SEE) and the implementation of obligations for TSOs emerging from the complex set of cybersecurity and electricity legislation. The analyses of TSO cybersecurity practices are based on a survey conducted with the TSOs from SEE and show there is a lack of consistent cybersecurity policy at the TSO level. These analyses demonstrate that the differences between TSOs from the SEE region are not very significant with regards to implementation of technical protection and defense measures for critical infrastructures (CIs) and assets. The comprehensive analyses of electricity and cybersecurity legislation uncover the obligations of TSOs emerging from legislation and relate them to current TSO cybersecurity practices, confirming the necessity to boost existing practices. Considering the analyzed legislation and implemented practices, this paper presents a proposal for a cybersecurity framework for TSOs that should improve their organizational and operational response to the evolving cybersecurity challenges.

Transportation Security Officers (TSOs) and Behavior Detection Officers (BDOs) are an integral part of the Transportation Security Administration’s (TSA) multilayered security program. Both officers are required to visually search their environments for prohibited items and cues that might be indicative of a threat. The purpose of this project was to identify factors that predicted the visual search success of these officers. A simulated visual search task was completed by 375 TSOs and BDOs, along with a battery of surveys designed to measure individual differences in personality traits, abilities, hobbies, and spatial ability. Results showed that TSOs and BDOs were highly accurate in their searches but that TSOs searched images faster than BDOs without sacrificing accuracy. Additional results showed that the strongest predictors of visual search accuracy were search speed and search consistency, but spatial ability emerged as a significant predictor for TSOs and frequency of video-game play emerged as a significant predictor for BDOs. Additional traits were also correlated with search performance but did not emerge as significant predictors in our regression models. Practical implication and directions for future research are discussed.

AbstractRural development has significantly benefited from intensifying relations between the government and third sector organizations (TSOs) during the last several decades. TSOs can induce innovation in rural development in a variety of ways including advocacy, awareness raising, contracting, and direct delivery of public goods. However, there is a growing concern that these partnerships may be prone to inefficiencies due to adverse fundraising incentives. Utilizing Young’s (2000) typology in a literature review, this paper illuminates potential causes for mission and goal displacement due to adverse incentives generated by public funding programs. The paper suggests that complementary and supplementary TSOs are generally more likely to suffer from adverse incentives in comparison to adversarial ones. Institutional merging between the TSOs and the state may significantly limit the scope for innovation in rural development.

AbstractThe impacts of government contracting on third sector organisations (TSOs) have attracted much discussion; however, the diversity of the organisations that comprise the third sector means that these impacts in fact vary considerably between TSOs. In order to better understand this complexity and to analyse and articulate TSOs’ experiences more effectively, it is useful to think about different response types. Based on empirical evidence from a study of homelessness TSOs in two South East England local authorities, this paper presents a typology of organisational responses to contracting. The four types identified are: Comfortable Contractors, Compliant Contractors, Cautious Contractors, and Community-Based Non-Contractors. The varied experiences of these different types of organisation with regard to contracting are described in the paper and point to the need for greater precision and differentiation within academic debates, and in the formulation of social policy relating to the third sector.

Power systems rely on ancillary services (ASs) to ensure system security and stability. Until recently, only the conventional power generation resources connected to the transmission grids were allowed to provide these ASs managed by the transmission system operators (TSOs), while distribution system operators (DSOs) had a more passive role, focused on guaranteeing distribution capacity to bring power to final consumers with enough quality. Now, with the decarbonization, digitalization and decentralization processes of the electrical networks, the growing integration of distributed energy resources (DERs) in distribution grids are displacing conventional generation and increasing the complexity of distribution networks’ operation, requiring the implementation of new active and coordinated management strategies between TSOs and DSOs. In this context, DERs are becoming potential new sources of flexibility for both TSOs and DSOs in helping to manage the power system. This paper proposes a systematic characterization of both traditional and potentially new ASs for TSOs, and newly expected DSO local system services to support the new distribution grid operation paradigm, reviewing, in addition, the main TSO-DSO coordination mechanisms.

AbstractAlthough mixed public–private provisions of welfare have always been a typical characteristic of continental welfare states, recent international scholarship has pointed to a historically new process of institutional hybridisation, with a more systematic intermingling of rationalities of the state, market and third sector within one and the same organisation. In this article, we address two limitations in the current knowledge: first, the absence of an indicator-model for exploring organisational hybridity empirically; second, the lack of sensitivity to cross-national variation depending on the welfare regime. We develop a multi-dimensional analytical framework that takes regime differences into account and empirically assess organisational hybridity in a (post-)corporatist welfare regime. Based on a survey of 255 third-sector organisations (TSOs) in Flanders (Belgium) and using latent class analysis, we find three clusters of TSOs that reflect different types of organisational hybridity. Contextualising our results further shows that the positioning of TSOs in our cluster model to a large extent results from the institutional context in which TSOs operate.

This article highlights the importance of crisis-related transformations experienced during the 2008–2016 period by transnationally oriented, citizen-led solidarity organisations, a topic that has received scant scholarly attention. It offers an exploratory, comparative analysis of the main features of these Transnational Solidarity Organisations (TSOs) which rests on a comprehensive conceptual framework of ‘alternative forms of resilience’, referring to the ability to bounce back from hardship and meet human needs in challenging times. We apply a new methodology, Action Organisation Analysis, which is based on information coded from organisational websites of solidarity organisations retrieved from online directories. Using a sample of 1753 TSOs, we examine two types of approaches: adaptive (philanthropic, formal, or reformist) and autonomous (mutual-help, informal, or contentious) ones. We document differential transformations for adaptive and autonomous TSOs, as reflected in their major characteristics, that is, their value frames, partners, and routes to achieve their goals and supplementary actions, across time and in three different issue fields: migration, disabilities, and unemployment. Notable are the increasing shifts towards social change and protests, especially for unemployment TSOs, and less so for migration ones. The findings contribute to debates on the impact of crises on activist solidarity organisations by documenting the dialectics of autonomy and adaptation across contemporary social issues, as well as by highlighting the importance of TSOs’ hybrid features. This analysis will also be useful for future work on transnational solidarity organisations and their transitions in a rapidly evolving global society.

Power system transmission is undergoing rapid changes by the advent of renewable resources of energy, distributed generation, market integration, etc. Transmission planning is, nowadays, about building more inter-connections between adjacent regions or connecting off-shore wind farms to the grid or augmenting the network to support new path flows of energy and is still almost entirely the responsibility of regulated transmission system operator (TSO). Moreover, a well-developed transmission planning includes anticipating the generation investment decisions made by profit-maximizing generation companies (Gencos). Ensuring sustainable development of the power system necessitates coordination between TSO transmission investment with Gencos generation investments. Moreover, coordination between inter-connected TSOs in planning the network is also required in order to hunter the economic benefits of a robust and efficiently planned multi-area power system. Driven by the need for more coordination of the long-term planning of the inter-connected power systems, this thesis aims to develop models to be used in analysis of the multi-TSO multi-Genco transmission and generation planning and suggest mechanisms and coordination approaches for the better functioning of the power system. This includes mathematical models for transmission planning in the context of multiple TSOs and generation-transmission investment planning based on the game theory concepts in applied mathematics and evaluating mechanisms and approaches.

In future, computing platforms will invoke massive parallelism by using a huge number of processing elements. These elements need broadband interconnects to communicate with each other. Following More-than-Moore concepts, soon large numbers of processors will be arranged in 3D chip-stacks. This trend to stack multiple dies produces a demand for high-speed intraconnects (within the 3D stack) which enable an efficient operation. Besides wireless electronic solutions (inductive or capacitive as well as using antennas), optical connectivity is an option for bit rates up to the Tbit/s range, too. We investigated different candidates for optical TSVs. For optical transmission via optical Through-Silicon-Vias, we were able to demonstrate negligible losses and dispersion.

This thesis examines how the type of waste recycled into textiles influences consumers’ contamination perceptions and other responses to sustainable clothing. Two experiments were conducted through online surveys to examine consumers’ responses to clothing made from materials like recycled coffee grounds and used plastic bottles. The use of recycled waste that is perceived to be more natural in manufacturing sustainable clothing reduces consumers’ negative contamination perception but does not increase the product’s attractiveness. To overcome contamination concerns, visual signalling of environmental consciousness through a logo on the clothing was investigated; however, this strategy should be undertaken with caution.

A methodology to obtain design guidelines for gate oxide input pin protection and high voltage output pin protection in Electrostatic Discharge (ESD) time frame is developed through measurements and Technology Computer Aided Design (TCAD). A set of parameters based on transient measurements are used to define Transient Safe Operating Area (TSOA). The parameters are then used to assess effectiveness of protection devices for output and input pins. The methodology for input pins includes establishing ESD design targets under Charged Device Model (CDM) type stress in low voltage MOS inputs. The methodology for output pins includes defining ESD design targets under Human Metal Model (HMM) type stress in high voltage Laterally Diffused MOS (LDMOS) outputs. First, the assessment of standalone LDMOS robustness is performed, followed by establishment of protection design guidelines. Secondly, standalone clamp HMM robustness is evaluated and a prediction methodology for HMM type stress is developed based on standardized testing. Finally, LDMOS and protection clamp parallel protection conditions are identified.

Through Silicon Vias (TSVs) are vertical interconnections providing the shortest possible signal paths between vertically stacked chips in 3D packaging. In this thesis, TSVs are fabricated and two novel approaches for the metal filling of TSVs are investigated. A wire bonder is utilized to apply TSV core material in the form of gold stud bumps. The metal filling approaches are carried out by 1) squeezing stud bumps down the TSV holes by utilizing a wafer bonder and 2) stacking stud bumps on the outer periphery of the TSV holes and thereby forcing the material further down. Both approaches have successfully filled TSV holes of varying depths and no voids have been observed. The squeezing approach reaches measured depths of up to 52.9 μm and the stacking approach reaches depths of up to 100 μm.

This study investigated the feasibility of using a portable geotextile fabric based filtering device to remove suspended solids from raw sewage. This device was considered to replace a conventional primary clarifier. The proposed filtration process directs wastewater influent through a geotextile fabric filter. As filtering progresses, and solids accumulate on the fabric, the loaded fabric is scrolled to present a fresh surface. Only non-woven polypropylene geotextile fabrics were investigated. These products are constructed by spunbonding or needle-punch technique. Needle-punched fabrics proved superior in terms of Total Suspended Solids (TSS) filtering performance and fabric usage rates. Spunbonded products absorbed less moisture, reducing loaded fabric weight. Fabric thickness did not affect filtration efficiencies for either type of geotextile. Process variables affecting unit performance were investigated. Flow rate, head level, and fabric tension did not affect TSS removal. Fabric tension, however, is limited by tensile strength of the geotextile material. Two wastewater receving basin configurations for the device were investigated. An influent basin with two 450 angled walls forming a V-shape performed better in terms of fabric feed rates. It is recommended for full-scale applications. Finally, several methods were used in an effort to improve treatment performance. Polymer use, and polymer use in conjunction with pre-screening of wastewater, were both used. Polymer use alone did not increase the operating efficiency. Polymer use, along with pre-screening, was promising enough to consider this as a stand-alone treatment system.

Companies within the high-technology industry are largely dependent on a specialised knowledge base to make advances in technological innovations and maintain a competitive advantage. Technology start-ups (TSUs) have limited resources and face various organisational challenges which place them at a disadvantage in the recruitment of skilled knowledge workers. This research investigates the factors which attract highly skilled knowledge workers to technology start-ups (TSUs) in South Africa, despite their numerous challenges. This study used a mixed method design involving 129 knowledge workers. Exploratory interviews were conducted in the first phase to investigate which factors attracted knowledge workers to TSUs. An Adaptive Choice-Based Conjoint (ACBC) experiment in the second phase tested the relative importance of the attributes that were identified during the interviews and in the literature. The findings revealed that intellectual challenge and financial package were the most important individual attributes while non-financial job attributes were most important overall. Different preferences existed between genders although not between job types. The entrepreneurial aspirations of the knowledge worker were also found to be a significant factor in their attraction to a TSU. Recommendations are made to TSUs for recruiting talent based on the findings.Copyright

Depuis plusieurs années, la complexité des circuits intégrés ne cesse d'augmenter : du SOC (System On Chip) vers le SIP (System In Package), et plus récemment les circuits empilés en 3D : les 3D SIC (Stacked Integrated Circuits) à base de TSVs (Through Silicon Vias) interconnectant verticalement les tiers, ou puces, du système. Les 3D SIC présentent de nombreux avantages en termes de facteur de forme, de performance et de consommation mais demandent aussi de relever de nombreux défis en ce qui concerne leur test, étape nécessaire avant la mise en service de ces systèmes complexes. Dans cette thèse, nous nous attachons à définir les infrastructures de test qui permettront de détecter les éventuels défauts apparaissant lors de la fabrication des TSVs ou des différentes puces du système. Nous proposons une solution de BIST (Built In Self Test) pour le test avant empilement des TSVs. Cette solution est basée sur l'utilisation d'oscillateurs en anneaux dont la fréquence d'oscillation dépend des caractéristiques électriques des TSVs. La solution de test proposée permet non seulement la détection de TSVs fautifs mais aussi de renseigner sur le nombre d'éléments défectueux et leur identification. D'autre part, nous proposons une architecture de test 3D basée sur la nouvelle proposition de norme IEEE P1687. Cette infrastructure permet de donner accès aux composants du système 3D avant et après empilement. Elle permet d'autre part de profiter du recyclage des données de test développées et appliquées avant empilement pour chacun des tiers puis ré-appliqués durant ou après l'empilement. For several years, the complexity of integrated circuits continues to increase, from SOC (System On Chip) to SIP (System In Package) , and more recently 3D SICs (Stacked Integrated Circuits) based on TSVs (Through Silicon Vias ) that vertically interconnect stacked circuits in a 3D system. 3D SICs have many advantages in terms of small form factor, high performances and low power consumption but have many challenges regarding their test which is a necessary step before the commissioning of these complex systems. In this thesis we focus on defining the test infrastructure that will detect any occurring defects during the manufacturing process of TSVs or the different sacked chips in the system. We propose a BIST (Built In Self Test) solution for TSVs testing before stacking, this solution is based on the use of ring oscillators which their oscillation frequencies depend on the electrical characteristics of the TSVs. The proposed test solution not only allows the detection of faulty TSVs but also gives information about the number of defective TSVs and their location. On the other hand, we propose a 3D DFT (Design For Test) architecture based on the new proposed test standard IEEE P1687. The proposed test architecture provides test access to the components of the 3D system before and after stacking. Also it allows the re-use of recycled test data developed and applied before stacking to each die in the mid-bond and post-bond test levels. AbstractThis chapter discusses a social anthropological research study that considers the place of third sector organisations (TSOs) in society, particularly for those who have been in contact with the criminal justice services. The work is based on insights from journeys through Norway, and to a lesser extent the UK, captured as narratives by a TSO caseworker in partnership with other research team members. The insights were drawn from interactions with those along the journey such as ex-prisoners, volunteers, charity workers, members of religious communities and so forth. What these revealed were the many and sometimes hidden universes that exist in and outside TSOs. This chapter offers deep and sometimes different perspectives, asking the reader to consider the range of opportunities TSOs can offer and sets these against concepts of self and other, place, boundary crossing and organisational learning. The work speaks to those seeking to reintegrate into society after prison, their families, significant others, professional practitioners, students and academics, and although primarily based around Norway, the content resonates internationally.

Abstract In her study of the German case, Zschache shows that the activism and discourse of local transnational solidarity organisations (TSOs) in Germany display a considerable amount of similarities. In particular, the author argues that solidarity work has become more political, insisting more strongly on an advocatory, rights-based approach. She also draws attention to the importance of collaboration as a means to enhance the effectivity of solidarity work and to promote mutual empowerment as a crucial principle of solidarity. Moreover, the author offers new insights into how TSOs react to changing circumstances, engage in joint learning and promote innovations. In this context, the discourse of solidarity that seeks to transcend specific target groups and commits to a more integrated, cross-sectoral approach is particularly salient.

Abstract This chapter is devoted to an in-depth analysis of qualitative interviews about practices of solidarity in Switzerland among the fields of (un)employment and immigration. The chapter shows how institutional arrangements (policy frameworks) shape organisational solidarity within and across these two fields. The history of immigration in Switzerland goes hand in hand with the development of labour policies. This entrenchment is reflected in the activities held by the transnational solidarity organisations (TSOs) and the type of beneficiaries they support. The current research assesses TSOs’ solidarity practices while focusing on their networks of cooperation. Findings reveal that although “immigrants” and “workers” are not mutually exclusive groups, there is an implicit boundary between (un)employment and immigration associations. This translates into an organisational gap where people in situations of multiple sources of vulnerability lack full organisational support (e.g., precarious immigrant workers).

Abstract This chapter investigates transnational solidarity action across the fields of unemployment, disability and immigration in Denmark. It discusses how solidarity is manifested and organised by civil society, focusing on 30 qualitative interviews conducted with the so-called transnational solidarity organisations (TSOs). The chapter explores solidarity challenges that Danish TSOs were facing in the context of the welfare retrenchment and the structural reform in 2007, as well as the 2008 financial crisis and the migration crisis of 2015. Our interviews confirm that the effects of the financial crisis, austerity measures and the migration crisis were not easy to separate from the welfare retrenchment in the Danish system. These recent changes to the welfare state have been experienced as dramatic as they have loosened the traditionally close ties between the Danish civil society and municipalities in providing welfare services. The voluntary sector has, in response, become more political, not only providing services to affected groups but also increasingly seeking to defend their social rights, as well as entering into conflict with the government.

AbstractExperimental studies on transcutaneous spinal cord direct current and magnetic stimulation (tsDCS and tsMS, respectively) show promising results in the neuromodulation of spinal sensory and motor pathways, with possible clinical application in spinal functional rehabilitation. Modelling studies on the electric field (EF) distribution during tsDCS and tsMS can be powerful tools to understand the underlying biophysics and to guide stimulation protocols for a specific clinical target. In this chapter, we review modelling studies of tsDCS and report on our own modelling findings on tsDCS and tsMS. We discuss the main differences between the EF induced by these two stimulation techniques and the implications for clinical practice, addressing the relevance of modelling studies for more personalized target protocols and individualized dosing.

The International Atomic Energy Agency (IAEA) organized an international Coordinated Research Project (CRP) on qualification, condition monitoring, and management of low voltage cables for life management in nuclear power plant. A total of 16 organizations from Technical Service Organizations (TSOs), and Research & Development Organization participated in the CRP and tested and presented their experimental results. The CRP members are actively engaged in providing cable samples, thermal and radiation ageing of cables, and electrical, mechanical, and chemical testing of cables samples. Preliminary analysis of the test data received show that, for some of the Condition Monitoring (CM) methods, good correlation is observed with ageing time and there is consistency in measurements between the different test labs carrying out the tests. The level of correlation with ageing time and the degree of variability between labs is dependent on the material being tested and the CM method being used.

Meristems were the central issue of our project. Genes that are required for cell division, cell elongation, cell proliferation and cell fate were studied in the tomato system. The analysis of the dUTPase and threonine deaminase genes, along with the dissection of their regulatory regions is completed, while that of the RNR2 and PPO genes is at an advanced stage. All these genes were isolated in our laboratory. In addition, 8 different MADS box genes were studied in transgenic plants and their genetic relevances discovered. We have also shown that a given MADS box gene can modify the polarity of cell division without affecting the fate of the organ. In vivo interaction between two MADS box genes was demonstrated and the functional dependency of the tomato agamous gene on the TM5 gene product established. We have exploited the Knotted1 meristematic gene in conjunction with tomato leaf meristematic genes to show that simple and compound leaves and, for that matter, sepals and compound leaves, are formed by two different developmental programs. In this context we have also isolated and characterized the tomato Knotted1 gene (TKnl) and studied its expression pattern. A new program in which eight different meristematic genes in tomato will be studied emerged as a result of these studies. In essence, we have shown that it is possible to study and manipulate plant developmental systems using reverse genetic techniques and have provided a wealth of new molecular tools to interested colleagues working with tomato. Similarly, genes responsible for cell division, cell proliferation and cell fate were studied in Arabidopsis floral meristems. Among these genes are the TSO1, TSO2, HANABA TARANU and UNUSUAL FLORAL ORGANS genes, each affecting in its own way the number of pattern of cell divisions, and cell fate, in developing Arabodopsis flowers. In addition, new methods have been established for the assessment of the function of regulatory gene action in the different clonal layers of developing floral meristems.
