Abstract Article 10 of the Constitution of the Republic of China dictates that the people shall have freedom of residence and of change of residence; of which, the former is a fundamental freedom and protection that the people shall enjoy. With that in mind, the government proposed an affordable housing policy to calm the public discontent over skyrocketing housing prices. The policy incorporates the use of land from the government and funds and professional skills from non-governmental organizations in joint housing projects. The intention was that affordable housing units, in Fujhou, Banciao District and at Station A7 in Linkou District, could offer eligible citizens a housing option at a price 20% to 30% lower than the market, and hopefully, that can then calm the public discontent and curb skyrocketing housing prices. However, over the inspection and acceptance phase before the handover in 2014, there was non-stop media coverage on scandals involved in the affordable housing complexes, where there were: collusion between contractors and government officials; mismatches in land measurements; balcony drainage problems; cracked titles; peeling paint. Media also deemed the project a lottery, where winning citizens could make a windfall profit from the price difference, hence hindering the policy’s capacity to resolve soaring housing prices. With reference to the research methods and procedural steps considered by the author, reasons contributing to the failure are proposed in this paper. One example would be that affordable housing lottery winners can resell their units after a restricted no-sell period, which allows affordable housing units an entry into the market and causes the policy to fail to serve its purpose of lowering housing prices. Also, the construction company heading the project was profit-oriented, and that further contributed to problems involving: construction quality; the integrity of the government; collusion between contractors and government. All these factors played a part in undermining the good intention of the affordable housing and halting the project as a result. After exclusive in-depth visits to the affordable housing sites and the authorities in charge, a consensus is that affordable housing policy should take a new direction--leasing out the units, not selling them. At the same time, taxes on the sale of houses should see a reform, where there should be deliberation on whether housing and land taxes are to be integrated as one while implementing a graduated tax system to improve the government's current housing policy. This paper presents a study of the foregoing and is available for the reference of the authorities.
