To estimate the reliability of a repairable system, the present statistics methods such like Probability distributions, Non-Parametric methods, Graphic solutions and Mixture of populations to figure out the reliability value are not suitable. In order to determine whether the prototype products or weapon system used in a demonstration test meet the specified reliability requirement, we here establish a suitable life data analysis procedure which based on Non-Homogeneous Poisson Process with Weibull Intensity Function and can estimate the reliability reasonably. During the research and development stages, we can also get some valuable information about parts life then to suggest a preventive maintenance. Furthermore, it will conduct us to make an optimum acceptance specification under a given producer''s and customer''s risks.

A disastrous earthquake struck central Taiwan at 01:47 of September 21, 1999 (Taiwan local time). The Seismology Center of the Central Weather Bureau (CWB) determined the magnitude of this earthquake to be ML 7.3 (CWB) and MW 7.7 (Harvard CMT). The earthquake caused heavy casualties and structural damages to bridges and buildings. In the damaged areas, the only cable-stayed bridge, called Chi-Lu, was in the final stages of completion at the time of the earthquake. This bridge connected Chi-Chi to the small town of Lu-Ku across the Juoshuei River. Viaducts ran from both banks of the river to the ends of the cable-stayed bridge. The bridge, designed by T.Y. Lin International, was supported on a single pylon, which was connected to the center of the girder by two rows of cables. In this article, the damages suffered by the Chi-Lu cable-stayed bridge are reported. Severe damage occurred in the deck on the southern side of the bridge. Additional damage occurred in the pylon. Below the girder, the central pier showed evidence of only minor cracking. However, above the girder there were severe spalling of the cover and a crack extended upward nearly to the level of the lowest cables. The seismic performance of the bridge was evaluated by computer modeling. The damages predicted by the computational results were compared to those incurred on the bridge. Besides, in order to provide limited transportation service for small car after completing first stage retrofit, the Taiwan government asked NCREE to plan a loading test for traffic safety. In this test, there were four parts of design loadings would be considered, torsion, full loading on one span of the bridge, full loading on both spans of bridge and increasing loading gradually. About the results of the loading test, it will be compared with the numerical analysis results, and find the reason for the difference between the two results. To evaluate the structural safety of the bridge during retrofit phases, the ambient vibration method was applied to measure the time-history vibration data for identifying the dominant frequencies. Then, an empirical method was used to calculate cable forces from measured frequencies. Further, several important parameters used in calculation formula were verified in the arranged tests stage-by-stage in accordance with the retrofit schedule. In the future, for the safety purpose of the long-term service, it is important to realize the stress status of Chi-Lu cable-stayed bridge. Because of the change of the structural system during retrofit, it is difficult to determine the internal force of the Chi-Lu cable-stayed bridge by only numerical analysis. Therefore, a procedure for determining the internal force of the bridge is brought out in the article. It firstly transfers the structure of the Chi-Lu cable-stayed bridge to be determinate status by using the experimental data of lift-up test and amberiment vibration measurement, and then the stress status of the bridge can be obtained conducting through numerical analysis.

Regrading the geographical environment in western Taiwan, there are few plains and the open fields for vehicles to pass through. The communications and transportation still main depend on the roads. Thus the roads, especially the arteries, will play a key role on troops moving, logistics supplying and civil goods transporting during the war. Therefore, under the battlefield environment, it is an extremely important topic to maintain the arteries’ transportation function work normally. This study put the focus on estimating and proceeding the semi-permament or permanent repair methods when arteries were interrupted by bomb attack. The dam-age of arteries under the bomb attack will divide into four types: (1)spall, (2)small crater, (3)large crater, and (4)roadbed collapse. Then according to the repair time, road class and geological condition, to choose an appropriate repair method from the arteries repair technologies, including the quick coagulate concrete, controlled low strength materials (CLSM), asphalt concrete, soil cement, geocell and in situ soil backfilling, considering the battlefield environment. Thereafter, the minimum pave-ment thickness will be calculated by utilizing the software PCASE, developed by the U.S. Army Corps of Engineers Research and Development Center, considering the vehicle category, traffic and repair material. This estimation procedure is simple and convenient, so it possesses the time efficiency under emergency condition in battle-field, and then helps the blocked artery to reopen as soon as possible.

A precise product reliability prediction model can provide useful information enhance product quality and reduce product cost for manufacturers. Current analyzing and forecasting methods have following three drawbacks: first, complete failure data is required. Otherwise, statistical methods must be employed for analyzing the incomplete field data. Second, a large amount of historical failure data is required. Third, the seasonal effect of failure data was not considered by almost all existing methods. This study proposes three methods for analyzing and predicting reliability for repairable systems. The proposed methods require only number of units and number of repairs in unit time to predict the failure data. The first method utilizes grey system theory to construct a new predictive model for failure data. This model can forecast system’s reliability with just few historical data. The second method utilizes the seasonal autoregressive integrated-moving average(SARIMA)model to build the predictive model for failure data. The second model considers the seasonal effect of the field failure data. The third method constructs the predictive model by combining SARIMA model and neural network model. The third model can not only analyze the trends and seasonal vibration of the data, but also forecast the short and long term reliability of the system using only a small amount of historical data. Finally, a real case of the repairable system is presented to illustrate the feasibility and effectiveness of the proposed methods.

Reference victim compensation provisions of our country, many of the victims did not give them proper assistance or compensation, in such cases, for more than a crime victim causing greater harm, restorative justice philosophy, considered tackling crime the approach is not to punish the offender by the state, but through the victim, offender and community participation, the actual impact of the crime clarification and assistance in the community requires the offender to repair. This article hopes that through the introduction of restorative justice replanning victim protection system in our country, hoping to give the system a specific and clear and feasible improvement direction, in order to implement the real victim protection services. With the concept of restorative justice into victim protection policy, the protection given to victims of crime complete, accurate this through the concept of restorative justice into various stages of the judicial process which, in the criminal acts occurred, how countries in various stages of the judicial process restoration of social order after the destruction of a state of conflict with the best interests of the victim at the same time to give. Hoping can be contacted by restorative justice for the victim's point of view to find a broad road protection and deep hope in the future to the country where the view of the implementation of restorative justice in the protection of victims of criminal policy, the experience of other countries can do to our model.

Taiwan After-Care Association is the key agency providing welfare and rehabilitation services for ex-offenders, to give discharged offenders the chance to reintegrate into society successfully thereby reducing the chances of recidivism. But the great ideal cannot be execution in our society, because our criminal justice system is full retributive, and we also think offenders deserve punishment. People do not realize what the imprisonment real means, so they do not believe offenders will be correction from jail. From 1997 to 2004, the average of recidivism rate reaches as high as 50%. Since 2005, the average of recidivism rate reaches over 50% to 60%. Such high recidivism rate shows that our criminal justice system must change, at least after-care and correction system has the very big improvement space. Restorative justice theory emphasis absolution, equality and reintegration is correlative to the goal of after-care system. Therefore, this research try to combine restorative justice with after-care and use it to reform after-care system, provide an outlet for the obstacle of our country.
