Since the Government Procurement Law (GPL) was enforced on May 27th 1999. After four amendments, it established a fair and public procurement procedure. This research aimed to investigate the malfunction, inefficiency and administrative cost raised due to inner coordination failure on public high schools. The purpose of this research is to analyze the following issues of procurement procedure in public high schools based on three aspects: legal norms, operations management and organization communication. 1. Discussing the existing discrepancy between enactment and reality and recommending the measures to simplify procurement procedure increase the elasticity of laws and improve the efficiency of procurement procedure. 2. Analyzing the involved business units in procurement procedure, finding an operations management mechanism to integrate demand unit, procurement unit, examination unit and accounting unit. 3. Discussing the problems of organization communication and content should be communicated in public high schools procurement procedure. In the end, via analyzing the combination of the literature review of government procurement, observation and questionnaire of practical purchasers, this research conducted the results and suggestions. The findings of the survey are shown in the following: 1. in legal norms: those questioned thought that discrepancy existing between enactment and reality is due to different business unit had different opinions in performance measurement and conflicts between enactment and recognition of procurement demand. 2. in operations management: most questioned people thought the quality and efficiency of procurement could not correspond with procurement goal, only price cost down had been achieved, meanwhile they thought that “malpractice prevention” is more important than “profit making” in procurement procedure. 3. in organization communication: the conflicts among units, staff change frequently and bad communication skills are the main causes of communication inefficiency , therefore good communication are necessary in planning, execution and control steps of procurement procedure. In According to the finding of research, suggestions are brought forward as follows: 1. in legal norms: (1) Increasing the amount of small purchase and lower the restriction of directly contacting with firm. (2) Canceling the regulations of firm’s number need above 3 to increase the elasticity of laws. (3) Expanding service items of Inter-entity supply contracts and ordering. (4) Using expand right to simplify the follow-up tendering procedure. 2. in operations management: (1) Implementing division of labor depends on different responsibility and characters. (2) Holding different procurement courses based on different scope and character of business. 3. in organization communication: (1) To abandon selfish departmentalism and enhancing communication and coordination. (2)Strengthening purchaser’s training program and increasing communication and coordination courses.

The thesis attempts to build teaching evaluation indicators for senior high school teachers. The indicators will be the reference both for teachers who want to self- assess, and for senior-high school administration which want to evaluate performance of teachers. The teacher evaluative indicators are derived from famous teaching evaluative indicators: “Professional practice-a framework for teaching”(Danielson, 2007), “Texas teacher appraisal system, TTAS” (1986), and “Principles of effective teaching from Massachusetts Department of Education”(2005). Later, the raw indicators are reviewed, revised, and decreased by “semi-open Delphi”. After analysed by SPSS, here comes 7 conclusions below, according to analyse the outcomes of questionnaire survey: 1) On importance of teaching evaluation area, the sequence is: planning and preparation, the classroom environment, effective instruction, professional and responsibility. 2) On importance of planning and preparation, the most important indicators are consistent of “1-1-2,1-2-1,1-2-2,1-2-4,1-3-1,1-4-4”, the second important indicators are consistent of “1-1-3,1-1-4,1-2-3,1-3-2, 1-3-4,1-4-2, 1-4-3,1-5-1, 1-5-2”. 3) On importance of the classroom environment, the most important indicators are consistent of “2-1-3,2-2-2,2-3-1,2-3-3, 2-4-2,2-4-4, 2-5-2”, the second important indicators are consistent of “2-1-1,2-1-2,2-1-4, 2-2-4, 2-3-4,2-4-1, 2-5-1”. 4) On importance of effective instruction, the most important indicators are consistent of “3-1-1,3-1-2,3-3-3,3-4-1,3-4-4, 3-5-1, 3-5-2”, the second important indicators are consistent of “3-1-3,3-1-4,3-2-1, 3-2-2,3-2-4,3-3-1, 3-3-2,3-3-4,3-4-3, 3-5-3”. 5) On importance of professional and responsibility, the most important indicators are consistent of “4-1-3,4-1-4,4-3-1,4-4-1”, the second important indicators are consistent of “4-1-1,4-1-2,4-2-1,4-3-3,4-5-1, 4-5-3,4-5-4”. 6) On coherence of professionals, lies between.000 and.500, shows highly coherence among professionals. 7) On content of teaching evaluation indicators, the evaluative indicators for senior high school teachers include 4 areas: 1. Planning and preparation, 2. the classroom environment, 3. Effective instruction, 4. Professional and responsibility. These 4 areas are consistent of 20 standards and 57 indicators. The purpose of this research is to explore the experience of founding a public senior high school. The main goals are as follows: 1.to learn the components of the construction process including designing, contracting, implementation, and evaluation 2. to explore experiences of the formation of administrative leadership and culture 3. to analyze the interactions between the founding principal and the neighboring communities 4. to learn the principals’ strategies for marketing 5. to propose conclusions and suggestions for founding a school in the future. This research is conducted through a qualitative case-study approach by interviewing three senior high school principals who provide profound insights as the database. Through the analysis of the data of the interviews, this research is to explore the beliefs the principals adhere to, the resources they have access to, the obstacles they confront, and the strategies they apply in the process of establishing a public high school. The conclusions the research has reached are as follows: First, the designing and planning of school buildings and facilities are a display of collective efforts, combined with the beliefs the principals firmly hold, the insights and experiences scholars and experts share, and the expertise architects possess. Second, a founding principal is likely to face setbacks caused by lack of expertise and experience as well as understaffing problems. Third, the successful leadership of the principal’s administrative team is determined by the discreet selection of the members and the humane management. Fourth, the founding principal is the foremost power engine of the formation of the organization culture, and yet the teachers play a significant part in the process of formation. Fifth, the principal’s realization that school campus is extensions for community activities, and well-functioning strategies of interaction do help build a partner-to-partner relationship between school and community. Sixth, as the main marketer and manager for the promotion of their school, the principals tend to put more efforts in advertising to junior high schools rather than introducing their graduates to colleges. Ultimately, this research, based on the findings and conclusions of the study, proposes suggestions for the administrative authorities, prospective founding principals and future researches in the field.

The prupose of this study is to analyze the conditions of the school door in order to get some references about the layouts of school door throught survey research and interview research. The major findings of this study are xhown as follow: 1. The school door possesses both concrete and abstract functions. 2. The scope of the school door consruction must involve all elements that can convey both concrete and abstract functions. 3. The image of the school door consruction is diversified. 4. The FengShui elements related to the school door are the situation and the FengShui totem. 5. Most of the Taipei municipal high school doors’ gate are metal fences, and the method of opening doors is push—pulling. 6. Most of the Taipei municipal high schools have even doorjambs. 7. Most of the Taipei municipal high schools have no lintel. 8. The Taipei municipal high schools using accessory constructions to express the features of school and convey informations are few. 9. The relation of most Taipei municipal high school doors and the FengShui situation are not significant. 10. The Taipei municipal high schools using FengShui totem to decorating the school door are few. 11. The style of the principal, age, and culture are the possible factors to affect the style of the school door. Based on the previous findings, the fllowing recommendations are proposed: 1. To combine the layout of the school door and all the school constructions. 2. To use marks and accessory constructions to express the features of school and convey informations in the school door consruction. 3. To consider the style, materials, traffic line, security, and so on, when adapting the school doors. 4. To involve the factors about FengShui when adapting the school doors. 5. To integrate the opinons of the community to display the local feaures when adapting the school doors. 6. To pursue the conception of “nowall school” to increase the interaction between the community and the school. 7. To establish the resource centers of school constructions.

The purpose of this study was to investigate the influential factors which are variable of exercise social support and personal–inner psychological variable of the Public senior high school students’ sport values in Taipei. Questionnaires were adapted to the data-collecting. The study distributed 600 questionnaires, 536 questionnaires returned and 518 questionnaires were valid. The valid rate arrived at 90.8%. Reliability, descriptive statistics, t-test, one-way ANOVA, Scheffe’s method, Dunett T3 test as well as Pearson’s correlation coefficients were applied to data-analysis. The results of this study are: 1.The cognition of Personal–inner psychological factor and the cognition of sport values of the public senior high school students in Taipei are high. But, in exercise social support of is somewhat low. The teacher’s exercise social support is lowest. 2.In differences of the exercise social support, the personal–inner psychological factors that gander, parents occupation, exercise expenditure, parents education level, exercise time, exercise intensity, exercise frequency, exercise time interval, exercise team experience make the significant differences on the exercise social support and the personal–inner psychological factors.In differences of the sport values that gander, parents occupation, exercise expenditure, parents education level, exercise time, exercise intensity, exercise frequency, exercise time interval, exercise team experience make the significant differences on the sport values. 3.The exercise social support make the significant differences on the sport values. 4.The personal–inner psychological factors make the significant differences on the sport values. The purpose of this study was to explore the roles, organizational structure, states of arts, and difficulties in relation to Association of Senior High School Teachers in central part of Taiwan. Within this structure, researcher investigated the reasons that influenced public school operational status. Several recommendations would be proposed as a reference for Association of Teachers, school, teacher and educational administration sectors. The study was proceeding with two stages. At first stages, researcher made a literature review made and the four-point Likert-type scale was utilized. Each survey requested demographic information to include the respondent’s gender, age, degree earned, current position, scale of school and questions regarding personal opinions. 27 School were chosen randomly and 590 questionnaires were sent. 433 questionnaires were collected and all the data was analyzed by statistical method such as chi-square method, t-test, one-way ANOVA, scheffé method. With the preliminary result, an interview was conducted with outline so as to know more about the state of the arts of school association. The following conclusions are drawn form research findings: 1. Most teachers thought that the main purposes of establishing Association of School Teachers were to promote professional growth of teachers, to fight for professional freedom and privilege of teachers, and to get more chance of participating in school decision making. 2. The teachers in vocational senior high schools were more active in operation of teacher groups than those in general senior high school. 3. The teachers in general senior high schools met more approval for the factor of members’ social function than those in vocational senior high schools. The teachers in larger schools gave more approval for the factor of members’ social function, too. 4. The teachers in general senior high schools and larger schools gave more approval for inner operation of Association of School Teachers. Besides, the teachers in general senior high schools gave more approval for the profession of the associations. 5. There was no significant difference among teachers with different genders, positions, working years, and final diplomas in the opinion of operation of Association of School Teachers. 6. The teachers in general senior high schools gave more approval for administrative participation and improvement. 7. There was no significant difference among teachers with different service schools, genders, positions, working years, final diplomas and school scales in the opinion of the influence on school operation after the association was established. Based on the finding, several recommendations are made for future implement. Key word: association of teacher, public senior high school

The purpose of this study was to investigate the relationships among the parents’ rearing attitudes, parent-child relationship and prosocial behavior of public senior high school students in Kaohsiung. The subjects were composed of 766 eleventh graders in public senior high schools in Kaohsiung. The tools utilized in the research were “Scale of Parenting Attitude,” “Scale of Parent-child Relationship,” and “Scale of prosocial behavior.” The collected data were analyzed by the SPSS software program, yielding the results of descriptive statistics, t-test, one-way ANOVA, Pearson’s product-moment correlation, and stepwise multiple regression analysis. This study had reached the following conclusions: 1. Senior high school students’ perception of their parents’ rearing attitudes scored higher in attitude of “democracy and respect.” 2. The students without siblings scored higher than middle children in their perception of parents’ rearing attitude as “indulgence and over-protection. ” 3. Senior high school students and their parents had good parent-child relationship, with the highest score in “the sense of admiration.” 4. Female students tended to have better parent-child relationship than their male counterparts. 5. The prosocial behavior of senior high school students reached the upper middle level. 6. The female senior high school students had better prosocial behavior than the male. 7. The senior high school students whose parents were democratic in child rearing appeared to be more prosocial. 8. There was a significant positive correlations between parent-child relationship and prosocial behavior. 9. Prosocial behavior could be predicted from parents’ rearing attitudes and parent-child relationship. Finally, according to the results of the research, some suggestions were proposed for parents, schools, related organizations and further studies.

Abstract With the intent to research the status quo of the marketing strategy for the public and private senior high and vocational senior high schools in Taipei City and Taipei County, this study is initiated into a profile of the development of the senior highs in Taipei, which explores the effect of the development of regions and populations on that of senior highs, moreover, probing into the managing difficulties resulted from decreased births and the liberalized educational market. By using poll-taking method, which employs the statistical analysis of percentage, frequency distribution, average, standard deviation, t-test and single-factor-coefficient of variation。 This survey quests for senior high schools’ optimal marketing strategies, the first-priority marketing target, major effect of school marketing, varied practical adaptation in marketing based on different factors of school background, hence, a reasonable guideline emerges for schools to constitute their most adapted marketing strategies that facilitate their sustainable management. The principal conclusions extracted from this research are as follows: 1. As far as school marketing is concerned, the following are currently being widely regarded as best approaches among the senior high schools in Taipei City and Taipei County: A. Setting up a school marketing section or PR section with a section chief concurrently assumed by vice-principal or secretary of the principal. B. Instituting a trans-departmental marketing section with a concurrent chief directly assigned by the principal from one of the section chiefs of the faculty. C. Being under the charge of the principal’s own fair hand. 2. Among the senior high schools in Taipei, the prevailing marketing strategies are highly universal, among which the “product strategy” and “pricing strategy” are especially emphasized, while “marketing channels,” “sales force strategy” and “promotion strategy” are ranked in lower priority. 3. In both Taipei City and Taipei County, with regard to the cognition, promotion and execution of school marketing, private senior high schools perceive more difficulty than public ones, hence, vocational schools appreciate stronger sense of crisis, revealing the crucial pressure on the survival of the private vocational senior highs. The promotion of labor education is aimed at achieving the goal of Decent Work. "Decent Work" is included in the curriculum objectives of 12-Year Basic Education Curriculum Guideline. Therefore the study is to explore the specific content of labor education in high school, as well as the current Taipei City and the New Taipei City public high school and vocational high school students on the degree of cognition of labor education. And to explore the factors that affect the degree of cognition of labor education in public high school and vocational high school in Taipei and New Taipei City by different students' backgrounds. Finally, based on the results of the quantitative analysis to explore what the current high school and vocational high school students need to strengthen the content of labor education. This study first defines the concrete connotation of labor education according to the results of literature analysis and connotation analysis. And according to the literature established "The Degree of Cognition of Labor Education in Public High School and Vocational High School Students in Taipei City and New Taipei City" test.This study is a questionnaire survey. A total of 1243 valid questionnaires were collected from 12 public high schools and vocational high school sophomore students in Taipei City and New Taipei City in 105 academic years. Using descriptive statistical analysis, independent sample t-test, one-way ANOVA, Pearson product- moment correlation, statistical analysis and comparison of questionnaire data. The results of the study are as follow: 1.The specific content of labor education is (1) to understand the content of labor and the value of working; (2) to understand basic labor's right; (3) to understand the labor and workplace ethics; (4) to understand the globalization and the changes in the labor market. 2.Taipei City and New Taipei City public high school and vocational high students on the degree of cognition of labor education are generally lower than the middle level. 3.The school area, gender, school system, mother's work, working experience have significant differences in the degree of some of labor education's cognition in public high school and vocational high school students in Taipei City and New Taipei City. 4.The labor education cognition of high school students and vocational high school students in Taipei City and New North City were significantly positively correlated with the frequency of watching news media. There are significant correlations between the four structural aspects of labor education. 5.Labor education of high school and the vocational high school has to emphasize content are the work of equality, labor relations, gender equality in the workplace, the situation of different national workers.

This study aimed to survey a young public high school principal and his career self-efficacy about career awareness and leadership style. This study was both a case and narrative study. The study analyzed relevant literatures and proposed the research framework and interview outlines to interview with the object.After analysis, two conclusions were as follows. First, the subject had a high degree of career self-efficacy and chose to serve for education lifetime. The principal established the successful confidence because of his pleasant experience in teaching and would work harder to face difficulties. In sum, the subject was confident as a principal. Second, his leadership style was flexible, pluralistic, open, and professional. Besides, he demonstrated professional with equal and constructive dialogues with others. At the same time, he intergrated “level 5 leadership”, “contingency theory”, “happiness leadership”, and “the servant leadership” as his own leadership styles. He balanced the teaching leadership and administrative leadership and aimed to be a "head teacher".

The survey research was done in this study and the subjects were selected from The teachers of 33 Kaohsiung City public senior high schools and vocational schools.8 institutions were included and 600 questionnaires were distributed in this study.Research tools in this study were designed by researcher,after the analysis of experts and pretest the result showed average high reliability and validity. There were total 557 valid questionnaires used in statistic analysis,and the usable rate is 93%. The questionnaire data were analyzed by descriptiv statistics,t-test.chi-square test,one way ANOVA, Pearson’s correlation and Stepwise multiple regression . The results and conclusions drawn in this study are: 1.Towards leadership styles of the principals, the current perception degree of the teachers of Kaohsiung City public senior high schools and vocational schools was above medium, with their tendency to relationship orientation being greater. 2.Towards leadership styles of the principals, the current perception degree of the male teachers, the teachers having female principals and those teaching at the schools with a size of 25-48 classes was higher. 3.Towards organizational climate of the schools, the perception degree of the male teachers and the teachers teaching at the schools with a size of 25-48 classes was higher. 4.Towards the willingness to take administrative work concurrently, the current perception degree of the male teachers, the teachers at the age of above 51 (inclusive), those concurrently acting as supervisor or section head, those with seniority of over 26 years (inclusive) or less than 5 years (inclusive), and those teaching at the senior high schools and vocational schools with a size of 25-48 classes, was higher. 5.Leadership styles of the principals of Kaohsiung City public senior high schools and vocational schools and organizational climate of the schools had the greatest power to predict the teachers’ willingness to take administrative work concurrently, is “human relationship.” 6.There was significant correlation between the perception of the teachers of Kaohsiung City public senior high schools and vocational schools towards organizational climate of the schools and their perception towards the teachers’ willingness to take administrative work concurrently. Finally, according to the conclusions of the study, the paper proposed some relevant suggestions to the competent educational authorities, principals and teachers of senior high schools and vocational schools, and also future studies for reference. The purposes of this study were to investigate the personal background factors, socio-psychological factors and environment for exercise in relationship with regular exercise behavior. The subjects were the public Senior High School Teachers of Taipei Teachers’ Association’s members. The instrument for the study was a questionnaire, and the valid samples were 338. The findings are as follows: 1. About 40% of the subjects exercise regularly. 2. Subjects who were male, perceived their health status to be better or have experiences in clubs were more likely to exercise regularly. 3. Regular exercise was positively correlated with social support for exercise, self-efficacy for exercise, sport enjoyment and outcome expectation value for exercise. 4. Environment for exercise, including exercise facility and sport venue near resident, was positively correlated with regular exercise. 5. Self-efficacy for exercise, exercise facility near resident and self-perceived health status could predict regular exercise and explain 49% variance.

The purpose of this research explores the relationship between the academic achievement and educational resources among urban/ rural schools, public /private schools and different size of senior secondary schools in Taiwan. The raw data offered by the College Entrance Examination Center is analyzed in this study. By three-way ANOVA, we found the academic achievement of urban schools is better than that of rural schools. The academic achievement of the public schools is better than private ones. Furthermore, the academic achievement of the large-sized schools is better than that of the medium and small-size ones. In addition, the academic achievement of the urban public schools is better than that of rural public ones. The academic achievement of the large-sized public schools is better than that of the medium and small-size public ones. The result shows the same order while it comes to the difference of academic achievement among private school of different size. There is significant canonical correlation between educational resources and academic achievement in the public school. Finally by t-test, the research’s result represents that pupil-teacher ratio and class size have no significant difference between urban schools and rural ones. And the class size of the private schools is larger than in public schools. In Taiwan, the performance of academic achievement and educational resources in public schools are better than private ones that differ from some previous foreign studies.

All-out National Defense Education Act has been implemented for more than seven years. In order to catch up with the current trend and suite the practical needs, cooperating with the adjustment and planning the Minister of Education has made on the all-out national defense education, the 95-school-year implemented “All-out National Defense Education” syllabus has been amended to “All-out National Defense Education” syllabus, and the new syllabus has been officially implemented since 98 school year. The adjusted 99 Course Guide, to respond to the deduction of total credits, aims to cut out partial theoretical courses and replace them with courses targeting the Five Core Values, expecting to truly realize the goal of teaching defense-related skills, cultivating students’ patriotic spirit, enhancing students’ defense-related knowledge, and strengthening the awareness to defend national security. Therefore, All-out National Defense Education has become especially important. It will influence the way how the public aware, acknowledge and support All-out national defense policy, and further urge the public to participate in defense affairs. Meanwhile, using educational policy planning to cooperate with defense development reform, strengthening the role of All-out National Defense Education in school systems, is the most effective educational activities and the most fundamental education. Based on the understanding, this study aims to follow the spirit of the All-out National Defense Education Act, taking the public and private high schools in Changhua County as examples, to examine the current condition of All-out National Defense Education promotion and adopting in-depth interview, a qualitative study method, to make interviews with military training supervisors, military instructors and students. Through data analysis and arrange findings are as follows: 1. The implementation of All-out National Defense Education courses in high schools can be affected by schools’ different characteristics and ideas, as well as students’ personal factors. 2. The promotion of All-out National Defense Education courses can be affected by Committee of Curriculum Development and the existence value of military instructors in schools. 3. The effectiveness of All-out National Defense Education can be affected by total teaching hours, students’ personality and learning attitude. According to the research findings, the study concludes: 1. To high schools, they should fulfill optional course mechanism and attach great importance to All-out National Defense Education. 2. To military training supervisors and military instructors, they should broaden educational activities and policy promotion, design diversified All-out National Defense courses and enhance All-out National Defense Education. 3. The recommendations for future research.

The purpose of this study is to explore the effects of public high school students’ math tutoring behavior and the cultural capital on students’ learning attitude and their academic achievement in mathematics. The study also includes comparisons between Yilan County and Taipei City as well as their correlations. The researcher uses the questionnaire survey with a self-made scale as the research tool. The research objects are a group of high school freshmen in Yilan County and in Taipei City for the academic year 2011. The researcher sent out 700 questionnaires with 672 questionnaires returned. Among them, 337 were from Yilan County and 335 from Taipei City. The data were then analyzed by the chi-square test, t test, ANOVA and hierarchical regression analysis. The results are as follows: 1. Overall, female students from a better socioeconomic family background have more cultural capital, better math-learning attitude and higher academic achievement in math. 2. Overall, students who have more siblings turn out to have fewer tutoring behaviors. 3. For students who have math tutoring or used to have math tutoring, male ones have a higher degree of satisfaction than females. Besides, those who used to have math tutoring have lower academic achievement in math. 4. Students from Taipei City have better cultural capital, better math-learning attitude and higher academic achievement in math compared to students in YIlan County. 5. Overall, female students from Yilan who used to have math tutoring but don’t have it now have poorer math-learning attitude. Students from Taipei City whose family have better reading habits have a more positive math-learning attitude. 6. For students who now have math tutoring, those in Yilan who have a father with higher level jobs, who have a higher willingness for tutoring and a higher degree of satisfaction, they have better math-learning attitude; students in Taipei City who have a higher willingness for tutoring and a higher degree of satisfaction and who come from families with good reading habits, have better math-learning attitude. 7. Overall, male students in Yilan who participate in high-level cultural activities and who have a poorer grasp of learning methods have a negative effect on their academic achievement. Students in Taipei City whose mothers have higher level jobs, coming from families with good reading habits, having less understanding of learning methods and less self-confidence in learning, perform worse in academic achievement. 8. For students engaging in tutoring, female ones in Yilan who have a higher degree of satisfaction toward tutoring and who have a better grasp of learning methods perform better in academic achievement. Students in Taipei City who have a mother with lower level jobs, more voluntary in tutoring, have poorer family reading habits, better grasp of learning methods, more confidence in learning, and more anxious in math-learning, perform better in math academic achievement.
