随着云计算、人工智能、无线通信等技术的发展，水上安防领域也将迎来智能化的新变革。无人艇技术提供了一种智能解决方案，可以颠覆传统的海上安全监管方法。作为具有自主导航能力的水上运动平台，无人艇可以从第一角度反馈水域的真实场景，在目标水域形成移动的高密度覆盖范围，并进行巡航监督，调查取证、救生和危险管道的污染预防等，所有领域都可以发挥重要作用。海上航行的安全性对于无人艇来说非常重要。针对无人艇协同避险软件系统的需求，首先提出了无人艇协同避险软件系统的总体框架，并将总体框架划分为无人艇层、岸基层和云系统层3个层级，然后，详细设计了岸基监测软件的岸基数据处理和显示，自主导航路径规划模块；然后，建立Hadoop数据收集两层Flume架构，并基于HSTMHadoop数据存储，基于LSTM实现，以实现Hadoop风险规避预测。最后，验证了该软件系统能够满足无人艇的实际需要，从而可以协调风险规避。

A case study of yet unpublished material from the French colonial archives shows that the administration carefully watched the work of Christian missionaries in Cameroon. This surveillance stemmed from the administration’s fear of local rebellion due to the missionaries’ influence. LANGUAGE NOTE | Document text in Chinese; abstract also in English.當代西方面臨多重挑戰，有些是理論層面的，有些是實踐層面的。目前佔主導地位的西方世俗文化的普世主義的道德和生命倫理學工程認為道德基礎可以從道德哲學系統中的有效論證來獲得。這種思維方式源於西元前5 世紀希臘的世俗化，並在13 世紀的西方獲得新生。其後的體系基於對理性的信仰，喪失了維繫西方基督教信仰的承諾，導致康德的理性主義道德工程。1970 和80 年代出現的西方生命倫理學對個體自主性的強調試圖得到這一道德工程的印證，但這種努力已經擱淺：期望依賴普世主義的術語，通過有效理性論證來確保具體內容的所有嘗試，到頭來都不過是乞題論證、循壞論證、或無窮後退，因為人們沒有可能通過對基本前提和證據規則的理性反思來必然地達成共識。人們總是需要進一步的背景前提和規則。從歷史的脈絡來看，一旦西方世俗道德反思拋棄其上帝之眼的視角，標杆化的世俗道德體系就會陷入麻煩。一切強調無名氏的道德視角，無論是以沒有境遇的道德主體身份出現，還是以大多數人的最大利益原則出現，都無法提出標杆化的規範內容。文章認為，西方現代社會-民主制福利國家醫療資源的配置方式所引發的財政上的不可持續的危機帶來三個基本難題：(1) 醫療權利一旦確立，它們所帶來的道德風險；(2) 依靠後人為今人交付醫療服務的做法所

摘要当前“半正式行政”有异化的倾向。很多时候，其不再是基层治理中低成本高效率沟通民众的正面技术，反而成为地方政府规避政治风险的负面技术。“半正式行政”应放在“正式行政”-“半正式行政”-“社区（村庄）”三者关系中分析。发挥正面效用的“半正式行政”，需要“正式行政”的监督，更扎根于运行良好的“社区（村庄）”生活场和政治场。当前的吊诡之处在于，中央政府在“正式行政”体系中对地方政府设置了严格量化的监督指标，结果地方政府却进一步权宜性地滥用“半正式行政”，并抑制和封闭“社区（村庄）”的政治运行空间。“半正式行政”的改进，由“事”而起的可以走科层和技术路线，由“人”而起的则需要“社区（村庄）”生活场和政治场的重塑。
