Abstract The purpose of this research is to analyze the content and form of Liberty Times and Apple Daily reporting concerning elementary and junior high school safety. From January 1, 2007 to January 31, 2008, there were 601 news reports on the issue, with 294 in the Liberty Times and 307 in the Apple Daily. These reports were categorized according to topic, subject of the report, message method, source of information, time, location, result, cause, post-incident management and resolution, prevention, parties held responsible, coverage pattern, publishing layout, and pictures. This paper found that regarding the topic of reports, the Apple Daily was more likely to follow stories about violence, deviant behavior and teaching conflicts, whereas the Liberty Times focused on accidents, safety maintenance issues, diseases, and natural disasters. Subjects of report in the Apple Daily were mainly faculty and students, while the Liberty Times focused on school and official representatives. The Apple Daily’s headlines had negative messages, whereas the Liberty Times leaned toward neutral or positive messages. Sources of information for the Liberty Times included official and civil organizations, while the Apple Daily used experts, scholars, parents, and students. There were no major reporting differences between the two newspapers regarding campus safety incident occurrence times, locations, or results. Concering campus safety causes, the Apple Daily focused on faculty factors; the Liberty Times on official regulation factors. Regarding post-incident management and resolution, the Apple Daily focused on investigations and punishments given by the school, whereas the Liberty Times focused on improvements to the environment’s facilities. In terms of campus safety prevention reporting, the Apple Daily focused on strengthening guidance and assistance; the Liberty Times on environmental improvements. Finally, Apple Daily reporting mainly blamed faculty for campus safety incidents, while the Liberty Times did not name specific culprits. In terms of campus safety news reporting patterns, the Liberty Times maintained straight news reporting, whereas the Apple Daily mixed news with commentary. In terms of publishing layout, the Liberty Times placed reports mainly in the society section, while the Apple Daily placed reports in the second or third section. Finally, the Apple Daily usually has many more pictures than the Liberty Times. Keywords: campus safety, content analysis

The study analyzed public opinion news─news generated from polls on controversial public issues. The objective was to find if any bias existed. The process included observing the news in subject for a long timeframe, analyzing the content, and then detecting if results of public polls regarding the same issue differ because of the issue or media. The analysis in the research examined headlines and content of the news in order to identify the bias. It was found that structural bias usually existed in the news but often neglected, which is worrisome. Public polls, after all, should represent the public opinion, rather the media’s. Therefore, it is very important that the media balances between the media’s function of breaking news and delivering information such as the context and the limit public polls so as to decrease the bias. The research also found that different newspaper holds different views on the same public poll news and the newspaper’s stands were discovered. Not only the terms used in the reports but also the emphasis exposed by the headlines were dissimilar despite from the same poll.
