This research conducted with document analysis and semi-structured interviews methods, trying to view the empirical outcomes by central educational authorities, administrative authorities to promote understanding of gender mainstreaming issues and make implementation of the recommendations. Through document analysis, sorting the development dimension of gender mainstreaming in the United Nations, as well as the promotion of gender mainstreaming in the overall profile with the central education authority for individual praxis situation, then using semi-structured interviews, interviews with central education authority gender equality and participation of members of the ad hoc group sex promote the mainstreaming work colleagues analyzed the status of implementation and the problems and propose possible breakthrough strategies. The main conclusions of this study are threefold: First, the central educational authorities to promote gender mainstreaming in the ability to establish the most important type of tool. Second, the central educational authorities to promote the implementation of gender mainstreaming system using a top-down approaches. Third, the central educational authorities to promote gender mainstreaming in its effectiveness is affected internal and external conditions. Fourth, the central educational authorities to promote gender mainstreaming in the use of policy instruments, can be taken to strengthen data collection and feedback and gender implications of deepening policy Finally, this study for the promotion of gender equality to grasp the spirit of gender mainstreaming implementation of gender mainstreaming, as well as follow-up studies of gender mainstreaming suggestions, as future policy to promote, praxis and research of important reference.

Incinerators are so-called ‘NIMBY (Not In My Back Yard)’ facilities which the general public does not want to be built nearby their homes. However, the government has to implement such public policy to resolve the issue of garbage processing for the general public. As a result, it is not easy for the government to get supports from all policy stakeholders, particularly the local residents, during the implementation of such policy. This study selects two incinerator cases, one located in the Lu-cao Township and the other located in the Da-lin Township, as case studies. The construction policies of both incinerators are both proposed by the Jia-yi County government. The culture and local environment in both townships are similar. However, the implementation results are completely different. The Lu-cao incinerator was built in November 2001 smoothly by achieving the mutual agreement with the local residents. But the Da-lin incinerator was not able to be constructed and functioned due to the violent protests by the local residents. This study applies policy instrument theory and policy implementation theory to analyze the construction policies of the Lu-cao and the Da-lin incinerators. The aim of this study is to understand the effects and impacts of applying different policy instruments on the construction policy of incinerators, as well as the key factors affecting the successful implementation on the construction policy of incinerators. The research findings show that the construction policies of the Lu-cao and the Da-lin incinerators apply different policy instruments. There are different contextual factors, such as social, political, economical conditions and political leadership of the implementing governmental bodies, affecting the successful implementation of the construction policy. The successful construction of the Lu-cao incinerator is due to the appropriate application of appropriate policy instruments, as well as the supporting social, political, and economical conditions during the implementation of the policy. As for the construction of the Da-lin incinerator, the use of the compulsory policy instrument under inadequate social, political, and economic conditions has led to the failure of the implementation of the policy. This study concludes that for successful implementation of the construction policy for incinerators, the application of policy instruments needs to be linked and coordinated closely with the adequate contextual factors.

Due to its high share in total air pollutant emissions, mobile pollution source is an issue of particular consideration. Vehicles produce large volumes of emissions such as CO, CO2, and so on. These gases can be detrimental to local, regional and global environment. With the increasing concern over rising pollution levels and greenhouse effect, the purpose of this study is to evaluate the effectiveness of different environmental policy instruments which are used to reduce mobile source air pollution.   For this paper, a case study of Taiwan is demonstrated for the estimation. Using the first-differenced panel data collected from 1998 to 2006, we use two models, namely “Ordinary least square model” and “Seemingly unrelated regression model” to investigate whether the command and control policy or the economic-incentive tax strategy is better for emission abatement. The first-differenced ordinary least square model can be used to avoid spurious regression, and the seemingly unrelated regression system integrates four sub-equations by assuming their disturbances are correlated, explaining some phenomenon in different areas.   The result shows that both control and tax strategies are worthwhile to be adopted. However, regulation policy results in cutting down much more CO and CO2 than using the excise taxes and fuel fees as an environmental instrument. Therefore, we conclude that it is required to implement the green tax system reform in order to create beneficial changes in our life.
