Everyone needs social resources, and the elder are no exception. No one is willing to age, when a man is getting older and his intelligence, physical functions are getting worse, he may face the economy difficulties, health is out of condition, relatives decreased and feels maladaptive to the environment. Once in such situations, it will lead to raise the social burden, adjust social structure, increase the requirement of health care, increase the leisure spaces and avoid the population of vagrant increasing. In the future, takind the population of elders will reflect on allocation of social resources, especially in demographic trends, living arrangements, degree of disability, and income tax allocation. Aging society for sate economy and social development is invisible but also foreseeable. Governments all over the world will take some actions for the aging society becoming. Aging is an irreversible process, how the senior citizens' welfare policies enable the elder's life quality be created and enhanced in the relevant political and economic environment and policy networks is a nationally prior task. This study illustrates the historical development of senior citizens' welfare of our country and a brief description to see if the current senior citizens' welfare policies of our country in compliance with the international basic needs.

From the world trend, we can see the more progressive countries, the more welfare. The goal of this research was majored in, as a welfare economy view, whether the nursery educational voucher (NEV) policy should continue via investigating the performance of this welfare policy carried out in I-Lan County. The assumption is under other situations have no change, means that NEV policy doesn’t make any supplants of other government funds. If the NEV policy can improve the social welfare by increasing others utility, it should be supported to continue. If the NEV policy can not work, it should not be supported to continue. The methods of literature review and survey method were adopted. A questionnaire and interview were made in I-Lan county, then this research also used some statistical methods to analysis the collected data. As a welfare economy view, the performance of the NEW policy in I Lan county carried out well. It can improve the preference and utility of consumers (children’s parents) and producer (nursery institutions) in the private nursery market. According Pareto Optimality, the NEV policy can improve the social welfare, it shoulde continue. But the NEV policy has many disadvantages such as the amount of money is too little, and the parents of the subsidies were limited to just five years old. The research results are suggestions for our government policy makers and can be used as a reference for future studies.

The object of this thesis is to explore if party ideologies and election campaign under the social structure of aging population affect the the elder welfare policies of the different parties in Taiwan. The Delphi method is adopted to compare and analyze the strategies of the aging population between of KMT and DPP. The research programs focus on economy safety, elder health maintenance and life care, as well as education, leisure and social participation. The database collected by second-hand information, questionnaires, and interviews with opinion leaders and experts who concern about this kind of issues. The conclusion of the research is divided into three parts: firstly, for economy safety, DPP inclines to generalization, but KMT inclines to individualization.Secondly, elder health maintenance and life care, the more aging population grows up, the more social works need to be supplied for. Finally, the education, leisure and social participation, the elder devote themselves to many non-profit social works due to the experiences before. Therefore, the elder’s welfare will be paid much more attention in the future.

The purpose of this study is to understand whether the Government implements the Long-Term Care 2.0- ABC-level community overall care service system policy, whether it applies social welfare resources to those who really need it, and solves the problems of disabled and disabled families. The effectiveness of the implementation of the policy on the aging people, and how to make the disabled elderly living in Yunlin County can live more independently and dignifiedly, from the perspective of policy planners, policy implementers, policy target population and other stakeholders. It is expected that ABC-level community's overall care service system policy in Yunlin County will be responsively evaluated, and relevant policy recommendations will be made based on the research findings, in order to meet the needs of the people and enable the long-serving service to operate sustainably. Through the literature review, we will sort out the development of long-term care policies, the English, Japanese and American community care policies and related laws and regulations, and interview different stakeholders to conduct a responsive assessment. The research findings are as follows: The failure of the inter-ministerial resources to integrate, resulting in repeated waste of resources, and the failure to actually integrate social and administrative affairs, resulting in separate departments, and the Long-Term Care 2.0 service projects are diversified, and some projects are in short supply; with the policy implementers, there is a one-stop service which advantages and disadvantages of the service model, as well as the single window application mode is very convenient, but the long-serving service manpower is significantly insufficient. In addition, in the policy-oriented population orientation, the concept of users’ payment is gradually accepted by the public, but there is a cognitive bias and reflection on the responsibility of care. Finally, it should be included in the “Long-Term Care 2.0” payment project, the need to establish a professional counseling service for family caregivers, and the institutional services of the disabled. In addition to the above research findings, this study proposes four policy recommendations based on research findings and recommendations for future research.

The East Asian countries have won widely attention among the scholars of comparative social policy after 1990s. Although many researches discussed the social policy restructuring in East Asia after the financial crisis of 1997-98 and attempted to answer whether the East Asian welfare model experienced structural change, most of them used single-case study approach and concentrated solely on South Korea. This resulted in the fact that the aforementioned research issues cannot be sufficiently explained. By analyzing the social policy restructuring in South Korea and Hong Kong after the Asian Financial Crisis, this master thesis aims to answer whether the East Asian welfare model experienced structural change. This will be done with both micro and macro perspectives. Firstly, the author analyzes the social policy reform in both countries with the gradual institutional change theory developed by Mahoney & Thelen (2010). Secondly, by comparing the background factors and core social policy characteristics indicated in the existing East Asian welfare regime theories with those after the reform, the author will show the transformation of the East Asian welfare model. Researches findings are as follows. Social policy reforms in South Korea and Hong Kong represented "Layering" and "Drift" respectively. Background factors and core social policy characteristics underpinned the welfare regime theory changed in both countries as well. With this development the sub-systems in the East Asian welfare regime represented by South Korea and Hong Kong respectively become more diverse. While the building of welfare systems in East Asian countries are not yet setting down, welfare typologies will be confronted with the problems caused by dynamic characters of social policy in East Asia.
