In recent years, the effort of countries world wide for the biotechnology industry become more common practice. After two decades of efforts, Taiwan’s biotechnology industry is still no significant results, how much effort will be put in order to have a successful achieve is still unknown. In this study, the biotechnology industry cluster interaction, to explore the biotechnology industry cooperation factors. The research methods of AHP (Analytic Hierarchy Process)and FAHP (Fuzzy Analytical Hierarchy Process)are adopted in this study to explore and analyze the data collected from expert questionnaires. This study divides the influential factors of Cluster Cooperation of Biotechnology Industry in Taiwan into 4 major factors and 16 sub-factors. The results reveal that there was a high degree of "enterprise innovation ability" between the overall biotechnology industry cluster, followed by "business management ability" and "government resource utilization", and "mutual trust". In this study, the quantitative analysis of various influencing factors was carried out by Fuzzy Analytical Hierarchy Process(FAHP). Through the network graphic description, it was found that the factors affecting Taiwans biotechnology industry cluster cooperation are enterprise innovation ability, enterprise management ability, government resource utilization and mutual trust. The ability of enterprise innovation is the goal of government resource utilization, and also is the spirit of the ability of enterprise management. In the early stage, the biotechnology industry needs to focus on innovative R&D technology and actively strive for or use government resources to save costs and build strength. From the network graph analysis, this research finds that through the combination of the business management ability and government resource utilization and the relationship between the above two factors and mutual trust, it can quickly enhance the impact of Taiwans biotechnology industry clusters. The improvement of capabilities has become an important part of promoting the current biotechnology industry cluster. This study also reveals that talent training is the main goal of government resource utilization. It also shows that R&D incentives and entrepreneurship coaching are effective measures to achieve talent training in the short term.

Grade 1-9 Curriculum, had been formally implemented since 2001 school year, gave teachers more independency and more capacity in teaching. Consequently, all kinds of teaching resources, such as instructional media, were in great demand for teachers. The researcher attempted to treat computer as the main role in the classroom besides teachers and students. The scope of this research was to integrate computer and traditional audio-visual instructional media (such as projector, videotape recorder, tape recorder and microscope ) into instruction. The object of this study was an elementary school teacher who taught in science and technology area. The researcher introduced theory to the case teacher and they investigated together the ways, problems, and solutions of integrating technology into instruction by the method of co-operative action inquiry. The data were collected through classroom observation, interviews with the case teacher and students and document collection. The researcher understood the difficulties and the demand of the case teacher encountered in the process of applying instructional technology by observing the case teacher’s instruction. Then they investigated together the process and strategies of developing the ability to apply instructional technology. The results showed that it could effectively promote teachers’ information technology literacy, enhance the ability to apply instructional technology, and improve science education by participant co-operative action inquiry and applying many instructional strategies derived from constructivism. It was expected that we could understand the problems and difficulties of the elementary school teachers encountered and suggest feasible strategies for them to integrate instructional technology into instruction. It was also expected that this study could be valuable and informative to educational administrator, teachers and help educational reform of Grade 1-9 Curriculum.

The purpose of the research was to get the experimental results of cooperative learning of accounting subject in practical arts education at vocational senior high school. According to the experimental results and findings, the research try to figure out the possible reasons and made recommendations for suitable teaching approach in the practical arts education at vocational senior high school. The research started from constructing the foundation of research by briefly describing the theoretical background and the meaning, characteristic, methodology, flow of application of cooperative learning, and reviewed the results of practical studies of other research. Finally, applying experimental approach into "student teams-achievement divisions" to achieve the objectives of the research. The experiment was proceeded by quasi-experimental pretest-posttest design. The samples, consisted of two classes in grade-11, 92 students in total, were from accounting affairs department of practical arts education at vocational senior high school. The experimental class and control class were given by cooperative learning approach and traditional instruction respectively and the experiment last for 6 weeks. The instruments of the research included "achievement in accounting learning", "classroom climate questionnaire", "self-efficiency questionnaire". The analysis were conducted by independent sample t-test, paired-sample t-test, two-way analysis of covariance, and one-way multivariate analysis and one-way multi-variant analysis of covariance. The major findings of the research were as follows: 1. The achievement of "accounting" learning of cooperative learning approach: a.The low-achievement samples in both experimental and control class showed significant differences between cooperative learning approach and traditional instruction. The results also showed the former were higher than the latter. b.The high-achievement samples in both experimental and control class showed no significant differences between cooperative learning approach and traditional instruction. 2. The results of "self-efficiency" of cooperative learning approach: The efficiency of pretest and posttest results of "self-efficiency" as well as of scales of "instruction learning" and "accounting learning" showed no significant difference between experimental and control class. 3. The "classroom climate" in "accounting" class of cooperative learning approach: a.The pretest results in "classroom climate" as well as in the scales of "classmate''s support", "teacher''s support", "satisfaction" and "cohesion" showed the control class was higher than experimental class. b.After experiment, the posttest results showed there were significant difference between experimental class and control class. The level of consciousness of "classmate''s support" in experimental class was higher than that of control class. c.There was no significant difference in the posttest results of "classroom climate" as well as of the scales of "teacher''s support", "satisfaction", "cohesion". Finally, recommendations were made, based on the findings and conclusions, for application of cooperative learning approach in practical arts education in vocational senior high school, and for further study.

Abstract By-turn cooperative education has distinguished contribution for our vocational high school education and industries. However following the change of society and economy environment; the number of schools, factories, and students, which participated in By-turn cooperative education, is decreasing in the past few years. The purpose of this research report is to investigate vocational high school students’ satisfaction for industrial By-turn cooperative education. Through documents investigation and discussion; here are six constructing conceits, which are school courses and teaching materials, teachers, studying environment, surroundings, educational training, and student counseling, for being the basis of investigation design and weaving subjects of survey. The objects of this investigation are students who participated in industrial By-turn cooperative education course which were transacted in Taiwan at 90 year. We obtain satisfaction and background information, which is related to the six constructing conceits, through survey; to gather all information for analyzing results by statistics analysis methods to catch main conclusions as follow: 甲、 “ The Whole Learning Satisfaction” of Students in industrial By-turn cooperative education course trends to “Satisfied”. 乙、 The high-low sequence of “The Learning Satisfaction “ of students in industrial By-turn cooperative education course is “Life counseling”, ”Skill education training”, “Teaching environment”, “Teacher’s teaching”, “Teaching materials of course”, “Life environment”. 丙、 There are differences in “The Whole Learning Satisfaction” of students in industrial by-turn cooperative education course because of the differences of background factors. 丁、 Even although the background factors in “The Whole Learning Satisfaction” of students in industrial By-turn cooperative education course are different; there is no remarkable difference. 戊、 Their “Parents’ expectation” and “Self-expectation” of students in industrial By-turn cooperative education course are different because of the difference of background factor. 己、 For students in industrial cooperative By-turn education course; except “Public Private difference”, “Studying background”, and “Studying trade”, there is no remarkable difference in other background factors for “Parents’ expectation” and “Self-expectation”. I hope the result of this report could provide assistance for schools, enterprises, school administration aspect, teaching aspect, working and learning aspect, life counseling aspect, work-turning aspect, skill learning. Also give a way to have a good combination of vocation cooperative education theory and practice, and strengthen quality of vocation cooperative education.

The purpose of this study is to understand the learning effects of cooperative learning pedagogy in technological concept learning activities for junior high school students. By designing systematized instruction course and analyzing the students’ concept maps before and after the technological concept learning activities, we attempt to understand the learning efficiency of junior high school students in technological concept learning activities. Three primary purposes in this study are: (1) to analyze the learning efficiency of students in technological concept learning; (2)to explore the technological concept learning effects of cooperative learning pedagogy; and (3) to analyze the technological concepts of junior high school students in technological concept learning activities. Three classes of eighth graders were chosen by purposive sampling. The researcher collected and analyzed the designed technological concept activities according to the literature and relevant materials. Quasi-experiment was used in this study and the researcher designed the systematized hands-on instruction course for seven weeks about the production process of solar cooker and the drawing of Concept Maps by students. Afterwards, the researcher analyzed these concept maps with the content analysis method. The results of this study were as follows. (1) Students demonstrated great learning efficiency in solar cooker technological concept learning activities. (2) In cooperative learning pedagogy, the way of grouping affected technological concept learning efficiency in technological concept learning activities. (3) Students grouped by Academic Achievement in cooperative learning pedagogy demonstrated poor learning efficiency in technological concept learning activities. (4) Students grouped by Technological Concept Test Achievement in cooperative learning pedagogy showed better learning efficiency than those who received their instruction with traditional teaching methods and those grouped by Academic Achievement in cooperative learning pedagogy in technological concept learning activities. (5) “Resources” is the primary technological concept of students and the concepts of “optimization” and “trade-off” are secondary. The concepts of “processes”, “control”, “requirements” and “system” appear less.

The impact of climate change has been urged most countries in the world to sign up the United Nations Framework Convention on Climate Change (UNFCCC), so as to fulfill the “common but differentiated responsibility”. In the context of climate change, how to develop an environmentally-friendly low carbon society and how to stimulate green technology innovation will be the key issues. This thesis discusses the green technology access gap problem under UNFCCC and tries to figure out an effective way to encourage the cooperation between private sectors and the government. To this end, this thesis first makes a comparison between the green technology access gap and the medicine access gap, then introduces an innovative and feasible solution for the green technology access gap. In the end, this thesis introduces two Public – Private Partnerships (PPP) models for accelerating technology research and develop in the United States; meanwhile, it reviews the issues discussed above then concludes with different suggestions. The findings unveiled in this thesis hopes to provide useful information for forming a feasible PPP system of green technology research and development between government and small businesses in Taiwan.

大型桥梁是城市道路跨河工程建设的重要组成部分,其作为连接河流两岸陆域的重要通道,是支持人员、装备与物资频繁往来与大规模流动的可靠载体。它不仅在国民经济生活中发挥着积极的交通功能,而且在防洪、抢险与救灾工作中也显示出强大的支撑作用。但是,桥梁对防洪产生的负面影响以及洪水对桥梁的不利影响也不容忽视和低估,必须予以认真对待、妥善处理,否则有可能给国家和人民的生命财产安全带来严重危害。在新郑市城市道路项目的开展过程中,对于桥梁的防洪影响做相应的研究工作,并将研究成果予以分析,同时总结取得的工程实践经验,为相关项目的开发建设提供参考,具有十分重要的意义。针对本课题所制定的研究技术路线,我们利用生产单位的技术力量和水文水资源局的科研优势,组成了专题研究课题组,并制定出详细合理的工作计划,共同开展了新郑市城市道路跨河工程防洪影响研究。根据城市道路工程建设需要,针对城市道路跨河工程建设项目具体情况,采用数学方法和模型方法,对城市道路跨河工程对河势、堤防、行洪、水位、流态、流速的影响进行研究和相关评价,运用水力学原理,结合河道各项特性、特征,预测洪水对工程的影响以及工程建成后对防洪的影响,提出对策和建议,为工程建设和防洪安全提供可靠的技术依据。

水是生命之源、生产之要、生态之基。兴水利、除水害,事关人类生存、经济发展、社会进步,历来是治国安邦的大事。然而,近年来随着人口的不断增长和经济社会的迅速发展,用水量在不断增加,废、污水的排放也在不断增加,水资源与经济社会可持续发展、生态环境保护和生态文明建设之间的不协调关系表现十分突出,比如出现的水环境问题、水资源短缺和水资源分配不均等。根据新形势下水利的战略地位,为解决影响和制约经济社会发展的水问题,2011年以来,中发[2011]1号《中共中央、国务院关于加快水利发展改革的决定》、国发[2012]3号《国务院关于实行最严格水资源管理制度的意见》、国办发〔2013〕2号《国务院办公厅关于印发实行最严格水资源管理制度考核办法的通知》等文件,提出了确立水资源开发利用控制红线,建立取用水总量控制指标体系;确立用水效率控制红线,坚决遏制用水浪费,把节水工作贯穿于经济社会发展和群众生产生活全过程;确立水功能区限制纳污红线,从严核定水域纳污容量,严格控制入河湖排污总量。 本书主要是摸清郑州市主要水功能区的主要污染物的排放现状,根据郑州市相关环境管理要求对境内主要河流水污染源排放的污染物进行了纳污能力分析与测算,并进行了总量控制计算,根据计算结果初步提出水环境纳污能力分配和排污口控制方案,为全市功能区水环境管理工作科学化提供了重要依据,同时也为今后郑州市政府完成“最严格水资源管理制度”考核等工作提供有力的参考依据。 本书的完成主要依托于2018年度河南省水利科技攻关计划项目,项目编号GG201840,郑州市城市河道综合治污调控技术及国家自然科学基金资助项目(41402225)。尽管做了努力,但是书中不足之处仍在所难免,恳请尊敬的读者和使用本书的人随时批评指正。
