一直以来政府在科技创新融资(science, technology and innovation:“STI”)中发挥关键和决定性的作用。政府主要通过政策激励使政府能够选择优先投资领域,而财政激励使市场能够决定哪些领域是未来成功的最大机会。大多数国家选择同时提供这两种激励措施。研究表明,各国应优先考虑采用更具效率的财政激励措施来刺激各国的创新,而这些国家更倾向于采用更具效率的财政激励措施来刺激经济。随着科技创新成本的上升和政府预算的缩减,研究和创新变得更加合作化和网络化。纯粹和简单的政府补助金和补贴开始让位于使用更复杂的资助方式。其中,公私合作伙伴关系(PPP)在STI中越来越受欢迎,PPP项目通常通过项目融资安排进行融资。本文讨论了政府改善创新融资的不同手段和激励措施,对科技创新融资的现状及未来趋势进行探讨。

随着经济全球化的推动,科学技术的发展和资本要素的自由流动,越来越多的企业实现跨国贸易,推动了跨境电商的迅速发展。本文以G20集团数据为样本,利用主成分分析法(PCA)得到G20集团各个国家的贸易便利化指数,并通过实证分析验证贸易便利化对跨境电商的促进作用,可以得出如下结论:高水平的GDP、人口数量的增加对跨境电商具有促进作用,以及贸易便利化水平的发展对跨境电商具有重要的积极影响等。最终通过PCA中得到的结论从基础设施建设、简化通关流程、国际合作、电子商务环境这四个方面提出促进跨境电商发展的政策建议。

海洋渔业的发展不仅为人类提供优质蛋白质补给,更为国民经济的发展贡献重要力量。文章立足于福建省,首先对福建省海洋渔业发展的政治、经济、社会、自然及科技等宏观环境进行系统分析,结合《中国渔业年鉴》,搜集2012-2017年中国11个海洋渔业大省相关数据,对福建省海洋渔业发展现状进行研究,总结出福建省海洋渔业综合实力位居全国前列、海洋渔业集约化程度高、海洋渔业发展稳定等优势。通过采用对比分析和聚类分析法,得出福建省海洋渔业存在市场范围有待扩展、海洋渔业加工程度较低、综合环境治理水平有待提升等发展问题,并提出加大海洋渔业政策支持有力度、不断拓宽福建省海洋渔业市场范围、加快海洋渔业多元化发展、完善海洋渔业物流网络配套等发展建议。

LANGUAGE NOTE | Document text in Chinese; abstract also in English.新冠病毒疫情催生了以中國的“健康碼”和新加坡的“TraceTogether”為代表的接觸者追蹤應用程式在全球的應用和擴散。如何利用人工智慧科技,在資料治理中平衡效率與隱私倫理的闢係,成為使用數位追蹤工具進行疫情治理的國家共同面對的難題。兩國法律都規定,在收集個人資訊前必須向個人資訊主體明確告知所收集的個人資訊類型、使用個人資訊的規則,並獲得個人資訊主體的授權同意。本文通過對“健康碼”和“TraceTogether”隱私政策的對比分析發現,在應用 上,中國健康碼的使用有效幫助防控疫情,但是收集的個人資訊範園廣、處理目的多、存儲時間不明確、隱私政策内容較含糊、知情同意流於形式。新加坡的“TraceTogether”則更好地遵守了資訊收集最少夠用、資訊處理目的限定、資訊存儲時間最小化、隱私政策公開透明、知情同意等原則。中國和新加坡兩種利用資料抗疫的糢式表明,風險社會裡的資料治理需要進一步調和公共利益與個人權利,平衡治理效率和資料倫理的邊界。The COVID-19 pandemic has spawned the spread of contact-tracing applications such as China's “Health Code” and Singapore’s “TraceTogether.” Balancing efficiency and privacy ethics in data governance has become a common problem faced by all countries using digital tracing tools to control the pandemic. The laws of both China and Singapore stipulate that prior to collecting personal information, organizations and institutions must clearly inform individuals about the types of personal information collected and the rules for the use of personal information, and must obtain authorized user consent. This article analyzes the privacy policies of Health Code in China and TraceTogether in Singapore and identifies five potential problems in Health Code’s privacy policies: the broad collection of personal information, multiple processing purposes, indeterminate storage time, ambiguous privacy policy content, and the ineffectiveness of informed consent, although Health Code has been deemed an efficient tool to fight against the pandemic. Singapore’s TraceTogether adheres to the principles of minimum information collection, limited information processing purposes, minimum duration of information storage, openness and transparency of privacy policies, and informed consent. This study describes changes that have been made in Japan’s National Center Examination for University Admissions (hereainfter Senta Shiken) by comparing the 1981 and 2006 versions of the test. An analytical outline of both tests was performed primarily with a top-down focus upon the categories of text type, topic and genre, task type, and skills required. Consideration was also given to the weighting of the various sections and tasks. The purpose of the study was not only to note new developments made in line with recent Japanese Ministry of Education, Culture, and Technology (MEXT) measures regarding university entrance exams and English education policy in general, but also to update the seminal work of Brown and Yamashita’s (1995) analysis of Japanese university entrance exams and recommendations later made by Brown (2000). This study also briefly comments on positive washback that the Senta Shiken could have on high school English pedagogy in Japan. 本論文は1981年と2006年の大学入試センター試験を比較検討したものである。分析結果を基に、テキストの型、トピックとジャンル、タスクの型、測定対象となっている技能について変化しているのか否かを検証した。検証の主な目的は最近の大学入試の傾向を、英語教育全般に関する文科省の政策に照らして検討するものであった。さらにBrown & Yamashita (1995) による日本の大学入学試験に関するデータを再度検証した。

More and more people, mainly young men or women use drug and are infected with HIV, while the effective intervention is short. The preventive measures usually are aimed at the target of the general public, but cannot meet the demand of diverse social groups.Traditional ideology in China is that individual should be subordinated to community, community to the society at large, and marginalized group to mainstream group. It follows from th.is ideology that preventive method is stereotyped with same pattern to everyone and cannot meet various demands of various target groups.In China drug use is traditionally deemed as a sin or crime to her/his family, country and nation, and should be severely punished. But this attitude toward drug users is unfair. Drug use itself does not offend China's criminal Jaw, and does not do harm to others, society and country. There is no legal basis to treat drug users as criminals, and put them into addiction release rehabilitation farms that are built with the money of taxpayers. This practice is useless to control drug use and spread of HTV infection. The moral judgment of drug use as moral deterioration also caused negative impact on the control of drug use and HIV prevention.The change of a fixed behaviour is very difficult, but substituting a behaviour with another is easier than prohibiting it. It has been shown by the success of programmes providing methadone, clean needles or/and syringes, disinfected water etc. However, all of these programmes are difficult to be introduced and implemented in China, because one concept has to be built, i.e. a drug user is a patient, but not a criminal.DOWNLOAD HISTORY | This article has been downloaded 19 times in Digital Commons before migrating into this platform.
