Research on self-directed learning skill, job involvement, and school administrative effectiveness of administrators Adviser: Dr. Tsai Pei-tsun Student: Chen Yu-ju Content of Abstract: This research was designed to understand the effect of the self-directed learning skill and job commitment of school administrators on their school administrative effectiveness, and it was conducted to achieve four main objectives: 1. Investigate the self-directed learning skill, job involvement and school administrative effectiveness of existing school administrators; 2. Investigate the differences between administrators with different backgrounds in self-directed learning skill, job involvementt, and school administrative effectiveness; 3. Understand the relationships between self-directed learning skill, job commitment, and school administrative effectiveness; 4. Put up suggestions, based on the findings, to aid future administration in junior high and elementary school. This research adopted the questionnaire survey method and used public junior high and elementary schools in Kaohsiung County and Kaohsiung City as the population. Deans, teachers with section directorship, were selected, by using clustered random sampling, as the subjects. A total of 926 forms were distributed, and 724 were retrieved, accounting for 78.2% recovery rate. The research used the tool, “Questionnaire on Self-directed Learning Skill, Job , and School Administrative Effectiveness,” and the collected data were processed with the software package SPSS 8.0 for Windows. Factor analysis, frequency distribution, mean, standard deviation, T-test, one-way ANOVA, Pearson correlation, and two-way ANOVA were used to conducted statistical analysis. This research came up with the following conclusions: 1. The existing self-directed learning skill, job involvement, and school administrative effectiveness are good for the better part. 2. There exists a significant relationship between self-directed learning skill and school administrative effectiveness, demonstrated by teachers and administrators of junior high and elementary schools. 3. The self-directed learning skill and school administrative effectiveness of teachers and administrators of junior high and elementary schools vary with their background variables. Senior teachers, deans and section directors, those with graduate degrees, and those serving at elementary schools composed of 25-60 classes have achieved higher school administrative effectiveness. 4. Those with better self-directed learning skill or higher job involvement have achieved better school administrative effectiveness. 5. Female administrators at elementary school have achieved better school administrative effectiveness than their female counterparts at junior high school. At junior high school, female administrators have achieved better school administrative effectiveness than their male counterparts. Based on the conclusions, this research has thus put up the following suggestions: I. Suggestions for administrators: 1. Develop a self-directed learning habit through continuing education. 2. Enhance self-directed learning skill by making use of self-based contract learning. 3. Elevate the ability to conduct independent learning through learning on the Internet. 4. Encourage colleagues to commit to job and strengthen professional knowledge and skill in order to improve job performance. Suggestions for administrative authorities: 1. Open the channel to strengthen professional knowledge and skill 2. Establish a practical system for in-service education and training with the purpose to elevate . administrative effectiveness. 3. Develop the democracic school management to accelerate job involvement. 4. Provide in-service education for female administrators to ensure and promote sex equality. 5. Help young administrators use resources to solve problems. 6. Make a more effective research and evaluation system so as to help elevate school administrative effectiveness. II. Suggestion for follow-up research Put up suggestions as to research subject, research method, research tool, and content of research that should be taken in studies in the future.

This study aimed to understand the relationship between elementary school teachers’ self-perceived administrative effectiveness and teaching effectiveness in Taipei city. The instrument “Elementary School Administrative Effectiveness and Teaching Effectiveness Questionnaire” was used in the study. The subjects in this study were 600 teachers from 36 schools in Taipei City and the data analyzing were using descriptive statistic, standard deviation, t-test, one way ANOVA, and Pearson's product-moment. The following are the preliminary results of this research: 1.Current status of elementary teachers’ administrative effectiveness in Taipei city showed intermediate-high. 2.There was a significant difference between teachers’ self-perceived administrative effectiveness in the term of work positions and school scale; however, there was no significant difference between teachers’ self-perceived administrative effectiveness among gender, education, age differences and years of service. 3.Current status of elementary teachers’ teaching effectiveness in Taipei city showed high. 4.There was a significant difference between elementary teachers’ teaching effectiveness and school scale. The results showed there was no significant difference between teaching effectiveness in gender, education, age differences, years of service, and work positions. 5.The results showed there was an intermediate-low degree of positive relevancy between the administrative effectiveness and teachers’ teaching effectiveness. Indicated from the findings, specific suggestions have been made for educational administration authority, school administration and elementary school teachers respectively in the study for references of direction toward future research.

The offices of executives, weekdays apart as a teaching work, in the promotion of administrative work on the occasion, must always face the principals and educational administration agencies all the requirements, "work pressure" has become as a school administrator who must face the inevitable phenomenon. Researchers and teachers in the country serve as administrators, that have in-depth study and research work of school administrators and school performance stress the need and value the relationship. Hope that through this study, the work can be informed of the relationship between stress and school performance, how to effectively apply knowledge, to improve school effectiveness, is concerned about the issues in this study. Work stress and school performance has its relevance, when school administrators are facing pressure to work when appropriate, can enhance attention, to make the executive officer for more investment in the work itself, and to stimulate more effective work force. But when the working pressure in excess of certain limits, can not afford, it will have to avoid the phenomenon of leaving the administration to reduce performance, but also affect the quality of their teaching, student learning indirectly, will be negatively affected, prompting the poor performance of students in the learning , also affect the parents do not trust the school. This paper Hualien County Junior High School-based research area, but because of the time, manpower restrictions failed to include other cities and counties of the junior high school executives in-depth interviews or questionnaires, and the institute sent questionnaires object Adjunct administrative staff of teachers, which were limited to teachers and part-time administrative worker, it does not include the administrative work of civil servants or those who only worked as a teacher. Finally, this study found that the entire sum, Hualien County Junior High School administrative staff working pressure no significant correlation of school performance; natural part of the positive correlation between the level or negative correlation, the working pressure in the "professional competence" dimension and performance in school "teaching quality" is presented by the phenomenon of positive correlation; and "role conflict" and "administration" are negatively related phenomena. This summarized form conclusions and makes specific the recommendations, as educational agency or school's administration to improve school performance reference. The purpose of this study was to explore the relation between parent involvement and administrative effectiveness in elementary schools. First, to understand the current situation of parent involvement and administrative effectiveness in elementary schools ; Secondly, to explore the differences between parent involvement and administrative effectiveness that elementary school education staff and parents perceived ; Finally, to analyze the relation between parent involvement and administrative effectiveness, and to explore the predictive power of parent involvement and administrative effectiveness at all levels. The research objects were public elementary school education staff and parents in Taoyuan County. The research instruments arranged by the researcher were Parent Involvement and Elementary School Administrative Efficiency Scale. In this study, there were 520 valid samples, including 278 education staff and 242 parents. According to the consequence of survey, there came out a returned data which were analyzed by statistical methods, such as “Average”, “Standard Deviation”, “T-test”, “One-way ANOVA”, “Canonical Correlation” and “Stepwise Multiple Regression Analysis”. The results were summarized as the followings: 1. The perception level of elementary school education staff and parents in Taoyuan County toward parent involvement and administrative effectiveness is generally medium-high. 2. Significant differences were found on the part of Taoyuan County elementary school education staff’s and parents’ perceived parent involvement, given the consideration of different background variables 3. Significant differences were found on the part of Taoyuan County elementary school education staff’s and parents’ perceived administrative effectiveness, given the consideration of different background variables 4. There was a significant canonical correlation between parent involvement and administrative effectiveness in Taoyuan County elementary schools. 5. Parent involvement has predictive power on administrative effectiveness in Taoyuan County elementary schools. Finally, specific recommendations based on research results are provided for administrative education authorities, elementary school administration, elementary school parents and future researchers as references.

Abstract The purpose of this research was to explore the current situation of the elementary school administrators’ team learning, organizational climate, administrative effectiveness, and the relationship among them. To achieve the objective, the method of survey was employed. The instrument was“the questionnaire of the elementary school administrators’ team learning, organizational climate and administrative effectiveness”. The subjects of this research were 720 administrators of 77 elementary schools from Kaohsiung country. The data was analyzed via SPSS statistics software and processed by descriptive statistics, t-test, one-way ANOVA, Pearson’s product-moment correlation, and multiple stepwise regression analysis. Conclusions were made as follows: 1. The administrators of the elementary school had a determinate basis in the function of the team learning, but the level of knowledge shared still had room for improvement such as holding study group periodically. 2. The administrators of the elementary school had sufficient awareness of actual organizational climate of schools, especially the level of intimate behaviors,as well as agreeable relationships among colleagues. 3. The administrators of the elementary school had sufficient awareness of actual administrative effectiveness, but the level of equipment and environment still had room for improvement such as available equipment enough to satisfy teachers and students’ demand. 4. The elementary school administrators’ sense of team learning varied with the variable of gender, age, service seniority, position type, location, and scale of the school. 5. The elementary school administrators’ sense of organizational climate varied with the variable of gender, age, service seniority, position type, location, and scale of the school. 6. The elementary school administrators’ sense of administrative effectiveness varied with the variable of gender, age, service seniority, position type, location. 7. Among all dimensions of team learning, cohesion can best explain and predict administrative effectiveness. 8. Among all dimensions of organizational climate, supportive behaviors can best explain and predict administrative effectiveness. 9. Among all dimensions of organizational climate, collegial and supportive behaviors can best explain and predict team learning. 10. The enhancement of government administrative efficiency to satisfy public demand has been of paramount concern to public administration. Tax administration is a very special part of government work because of its close connection to the general public. This is why the constitution has been particularly designed to make tax legal positivism, one of the most important administrative principles in modern democratic Taiwan. Tax administrative remedy is a balancing measure between the fundamental rights and obligations of taxpayers. However, in recent years, disputes over tax administrative measures have become commonplace, with the number of cases still on the rise. The new laws-the Petition law and the Administrative Litigation Law-went into effect on July 1, 2000, and the Administrative Procedure Law was Promulgated on January 1, 2001. How such laws, designed to the rights of citizens, will affect government administrative efficiency, especially in tax administration, is worth pondering, Whether disputes can be resolved through improved management remains to be seen. The aim of this study is to provide an economic analysis of tax administration from a legal viewpoint and suggest ways in which it may to rationalized according to the evolution of the legal system, of what is to make the tax administrative remedy effectively meet the principles of fairness and justice while developing and enhancing efficiency so as to make the tax administrative remedy system more comprehensive. This thesis uses the remedy of national tax collection as a proxy for tax administrative remedy. Furthermore, the organization of the National Tax Administration of Taipei, Ministry of Finance and its administrative remedy are cited for examples. This study course scientific principle, organization, authorization, and remedy, collocated with theory, scientific principle and practice. It includes information gleaned from interviews with concerned personnel and explores issues related to management efficiency concerning the tax administrative remedy of national tax collection. The findings include the following: 1) Due to information asymmetry, communication with and management of agencies are more important than direct management of tax collection personnel or taxpayers; 2) There is an urgent need for legalizing the arbitration system in areas such as compromise and negotiation; and 3) The ultimate results of the tax administrative remedy show improvement in the enforcement of the law by administrative units. An analysis of a 2-year period indicates that taxpayers win approximately one out of 100 cases. This serves as a good reference as taxpayers must first evaluate whether it is necessary to file an administrative remedy petition. From these important discoveries, this study raises a few suggestions for the reference of related government agencies and staff. In addition, this study points out the possible direction of future studies.

The purpose on this study was to understand the situation of the office of college student affairs’ administrative decision-making and organizational effectiveness, and it was used to research on the various variables of personal background (including sex, age, educational level, year of service, position, school type, full time and part time, public and private.) of student affairs in the administrative decision-making and organizational effectiveness and its impact on the differences. The main research method was survey, and the samples came from the office of college student affairs in Taiwan. The research was developed and distributed to the 210 copies of effective questionnaire. After collection of survey samples, the author put the raw datum into the models such as the descriptive statistics, t-test、analysis of variance (ANOVA)、Pearson correlation, and regression analysis, to run the procession of analysis. The results of the study showed that: 1. In the administrative decision-making models, the highest score for the participation model, showing mode of participation is extremely important; in administrative decision-making affecting factors, the highest score for the organizational factors, suggest that organizational factors is extremely important. 2. In organizational effectiveness, the highest score for the organization and management, show organization and management is extremely important. 3. Administrative decision-making was significantly related to organizational effectiveness in the office of college student affairs in Taiwan. 4. Administrative decision-making had prediction power to organizational effectiveness in the office of college student affairs in Taiwan. Finally, the results and the suggestions of the research also would be proposed to the policy of the Ministry of Education, the office of college student affairs, and the future researchers.

After the implementation of the government procurement law on May 27, 1987, the procurement practices of the government became more professional, which in turn affected the efficiency of procurement. The purpose of this study is to explore the relationship between the status quo of the procurement system of local representative offices, the pressure of procurement staff, the discretion of the procurement staff, judicial investigations, and the administrative effectiveness of the organization. Summarize domestic and foreign literature data and this study provides concrete suggestions on empirical investigation results for the procurement personnel to adjust work pressures and strengthen the reference of the organ procurement system, and provide effective information to Hualian County and its related procurement units for reference to reduce the turnover or change of procurement personnel. Such issues will help improve the organization's administrative effectiveness and work life quality, and improve the physical and mental adaptability, procurement efficiency, and service quality of procurement personnel, and provide reference to human resource management and administrative effectiveness of the organization.     This study uses the characteristics of qualitative research in-depth interviews to present a study on the “government procurement system and organizational administrative effectiveness - taking Hualien County's representative office of local public opinion as an example” and uses a semi-structured approach to conduct targeted conversations and two-way exchanges. Process As a method of collecting data, the qualitative method can help researchers deeply and carefully study the issues that they are interested in, and has the characteristics of depth, richness, openness, thoroughness, and so on. Although the number of samples obtained is small, the content is exhaustive. Richness allows researchers to increase their understanding of respondents. Therefore, this study uses in-depth interviews of the “Qualitative Research Method” to conduct interviews with semi-structured interview syllabuses, collect relevant research data, collate and analyze them, and hope to use this research to interpret the experience and feelings of local public opinion representative procurement personnel. Further understanding of sources of work pressure for procurement personnel, and exploring the findings of event experience, and looking forward to providing this study to the local public opinion representative agencies and relevant units in the counties and cities, such as the Public Works Committee of the Executive Yuan, and other reference applications.     The results of the study found that the local procurement representative of Hualien County has a medium to high level of work pressure. Its work pressure is not only due to "excessive workload," but because of the different nature of the organization's attributes and the administrative agencies, the "presiding authority" and " "The pressure of judicial investigation" has a great influence on cross-examination. Due to insufficient staffing of purchasing licenses, and most of them regard the procurement business as a fearful way, the turnover rate of procurement personnel of the organization is high. Furthermore, since the internal organization of local public opinion representative organs is not similar to the administrative organs without an administrative style unit, only the chief accounting unit is involved. Therefore, the respondents believe that there are pressures caused by judicial investigations, changes in laws and regulations, and job characteristics. Finally, based on the results of the study, we will provide appropriate suggestions and measures to serve as a reference for local public opinion representatives and relevant organizations and follow-up researchers in each county and city, and provide possible future research directions. Abstract The objectives of this research are: 1.to find out the operation status of participatory decision-making of elementary schools in Taipei County; 2.to explore the involved condition of different school partners in participatory decision-making; 3.to explore the relationships among school partners’ role perception, participatory degree and decision effectiveness; and 4.to render suggestions for improving participatory decision-making of elementary schools. The method adopted for the research was questionnaire survey. Based on the results drawn from the literature review, a questionnaire named "The questionnaire for participatory decision-making of elementary schools "was developed. Questionnaires were delivered to 34 elementary schools in Taipei County by multistage sampling. 453 of the 688 questionnaires sent out were effective. The statistics software tool used for the questionnaire analysis was the SPSS for Windows version 11.5. The conclusions derived from the literature review and the questionnaire survey in the participatory decision-making are as follows: 1. Generally speaking, the participatory decision-making of elementary schools is compliant with democracy principle. 2. In elementary schools, the highest participatory ratio conference was periodic faculty meetings; and the lowest participatory ratio conference was student rights meetings. 3. School partners’ role perception, participatory degree and decision effectiveness varies significantly with different personal backgrounds. 4. School partners’ role perception, participatory degree and decision effectiveness shows no significance with different school backgrounds. 5. School partners’ participatory desire has to be improved. 6. Parents function is the most positive yet the most weakness. 7. There lies space for elementary schools to improve decision effectiveness. 8. The excitation of decision creativity shows insufficient. 9. School partners’ role perception and decision effectiveness are closely related. 10. The participatory degree and decision effectiveness are related but not closely. 11. The straits of participatory decision-making are "too many meetings becoming school partners’ burden", "the process of decision-making waste of colossal time", and "the inadequate information of meetings ". According to the results of the study, following propositions are rendered: 1. For educational authorities, they should: simplify the participatory decision-making conferences and empower school autonomy; increase elementary schools’ manpower and organizational flexibility; increase participatory opportunity of parents. 2. For elementary schools, there are three aspects: (1) For school principals, they should: control the issue and time efficiently; avoid too many meetings; increase teachers’ participatory desire; encourage younger teacher to express opinions to improve decision creativity; and decide in advance the meetings of student rights. (2) For school staffs, they should: enhance communication, planning, and integration the opinions of school partners; take turns in the jobs and establish knowledge sharing channels; build trust mechanism between teachers and parents; provide adequately information of meetings; and select properly meeting time for parent participators. (3) For school teachers, they should: engage in advanced studies; actively participate in school decision-making; and female teachers should improve self role perception. 3. For parents, they should: enhance their participatory intellectual; supervise and urge educational authorities to revise the regulations; and strengthen the organization of parents. 4. For further researchers, they may: expand a long term theme study; progress on female school partners study and use a qualitative research. Abstract The purposes of this study were: (1) to discuss various management theories for possible application in schools; (2) to discuss various management theories for introduction models in schools in order to improve administrative effect; (3) to offer references to related educational units and educational studies. The management theories described in this study included following key points such as target management, time management, knowledge management and human resources management; and system management concepts such as full quality management, ISO quality confirmation and school —based management. From analyzing the concepts and models of various management theories, we used elementary schools as our start to introduce one model for improving their administrative effect. The results and suggestions of this study were as followings: I. Results 1. The administers and teachers in elementary schools were highly identical for business management theory introduced to schools. 2. The administers and teachers in elementary schools showed difference in key points and system management and they were more confused with system management. 3. Management theories were helpful to administrative effect in schools. II. Suggestions 1. Suggestion to educational administrative units To loosen education was not just words. Schools themselves should have power to manage their schools and educational administrative units would inter into schools. If not so, various school egoisms were not practical. As long as making various target principles and evaluation mechanism followed by schools, schools would develop their ability as possible as they could. Besides this, educational budget should share equally. Don’t let educational budget become payment attached to policy. If it happened, many principles wouldn’t get enough money to build schools and finally students couldn’t get any benefit. At the same time, we should encourage principles to develop management models and creation effect to ask higher educational quality. 2. Suggestions to schools It was a flow to ask educational effect. To improve educational quality was a duty to everyone in schools. By methods which business used to ask for quality and effect and introduced them into schools would be helpful to control administrative effect, and it was a test to principles. III. Introspection in this study 1. For purposes, we could make narrower range and do more discussion. 2. For content, we could try to construct standard for administrative quality and effect, further to develop management systems. 3. For methods, we could extend our subjects to test our study. A Study on Relationship among Kaohsiung Junior High School Administrators’ Work Value, the Organizational Culture of Schools and Administrative Effectiveness Abstract The purpose of the study was to discuss the relationship among work value, organizational culture and administrative effectiveness in teachers who have part-time administration job in Kaohsiung junior high schools .A total of 578 questionnaires were distributed to the staff with a return of 550. Among the samples, 532 were effective, and the questionnaire response rate was 92%.The collected data were analyzed by means of average, standard Deviation, t-test, one-way ANOVA, Pearson product-moment correlation analysis, Canonical Correlation and Stepwise Multiple Regression. As a result, some conclusions were made by the study: 1. The score of work value was above the average. In particular, the teachers ranked the sense of “social relation” the highest, but perceived the least sense of “organizing safety”. 2. The score of organizational culture was above the average. In particular, the teachers ranked the sense of “hierarchical culture” the highest, but perceived the least sense of “Innovation and progress”. 3. The score of administrative effectiveness was above the average. In particular, the teachers ranked the sense of “organizational climate” the highest, but perceived the least sense of “leadership”. 4. The subjects, who are married directors with longer administrative experience, have higher sense of cognition of work value. 5. The subjects, who are directors, have higher sense of organizational culture. 6. The subjects, who are directors, have higher sense of cognition of administrative effectiveness. 7. The more positive work values teachers perceived, the higher the organizational culture. 8. The more positive work values teachers perceived, the better the administrative effectiveness. 9. The more positive organizational culture teachers perceived, the better the administrative effectiveness. 10. The higher consensual culture teachers performed, the higher administrative effectiveness teachers perceived. 11. Teachers’ work values and organizational culture possess the significant predicting power on administrative effectiveness. Consensual culture was the most significant predicting factor. A RELATED STUDY BETWEEN DIRECTORSʹ SERVANT LEADERSHIP AND ADMINISTRATION EFFICIENCY OF PUBLIC PRESCHOOLS IN NEW TAIPEI CITY WU, LI-MIN ABSTRACT This study aims to investigate the relationship between directors' servant leadership and administrative efficiency of public preschools in New Taipei City. This research is conducted in questionnaire method. The targets are public preschool educators, and samples are selected randomly according to the nine districts of New Taipei City.We distributed 330 questionnaires and recovered 315, of which 298 were valid. The collected data are analyzed by descriptive analysis, One-way ANOVA, Pearson’s correlation and multiple regression analysis. The results of the study indicated that public preschool directors’ servant-leadership in New Taipei City was above the average level and the building community and acquiring and applying resources got the highest scores. Among all background variables, seniority of preschool directors and school size had significant influences on early childhood edu-carers’ perception of preschool directors’ servant-leadership and administrative effectiveness. Furthermore, the preschool directors’ servant-leadership significantly correlated with school administrative effectiveness. The school administrative effectiveness could be predicted by every dimension on preschool directors’ servant-leadership, such building community, communication, enthusiasm and awareness. According to the findings, it is reasonable to provide some suggestions to early childhood edu-carers, the preschool directors, the principals of the elementary schools and the Bureau of Education. First, early childhood edu-carers are encouraged to participate in on-job training programs. The functions of preschool directors and the duties for different positions of early childhood edu-carers should be highly respected. The value of expertise and service needs to be recognized. The learning community in the preschool should be established. Second, the principals in the elementary schools should think highly and take good care of the preschools. The Bureau of Education should provide the preschool directors a variety of courses to promote expertise and leadership. As to the preschool directors, the position should be changed into a full time job. Besides, the directors should consistently hold growing course for the early childhood edu-carers and pay more attention tothe workload of early childhood edu-carers. In the end, in this study hope that researchers in the future can expand the area and the subjects of the study, and encourage more early childhood edu-carers to share their study on the early childhood education in public. It will be a great help for every early childhood edu-career to improve their working performance and enhance the visibility of early childhood education. The purpose of this research is to study the influence of the directors of the student affairs leadership style on governmental effectiveness in the elementary school.   This study employed literature review, questionnaire surveys those were collected from the teachers in elementary school. The tool of the study is the survey of” The Leadership Style of the student affairs and Governmental effectiveness”. The range of the study is the elementary schools of Changhwa County. A total of 57 schools inclu- -ding 813 teachers are given surveys. The major statistical techniques were Percentage, Mean, standard deviation, t-test, one-way ANOVA, Pearson product-moment corre- -lation, regression analysis. The major conclusions were: 1. There were 94.48% of directors of the student affairs belong to both high initi- -ating structure and consider leadership style. The governmental effectiveness is positive. 2. According to the results of this study, the researcher tried to make some suggestions for directors of the student affairs, and the future study. To give some suggestions for his administrative organization, an elementary school, and the follow-up researchers.

The research aims to investigate the effects of practicing deliberative democracy on students’ sense of political efficacy and attitudes towards public affairs engagement. The researcher applies theories of deliberative democracy and political efficacy as research foundation. The research is conducted by means of action research. The participants are junior high school students who are members of school municipality. The purposes of the research are divided into five parts: to develop a process model of deliberative democracy which can be applied in junior school students, to detect students’ practice of municipality, to analyze the effects of deliberative democracy on students’ political efficacy, to understand students’ viewpoints of research process, and to provide information about the integration of deliberative democracy and education for future reference. The research is conducted in the form of scenario workshop. It attempts to conform to the essence of deliberative democracy, avoid shortcomings known beforehand, and eliminate irrelevant factors to ensure the practice of deliberative democracy and political efficacy. The topic of deliberation is “A Get-Together Party Hold by Members of School Municipality.” The researcher observes the whole process, interviews students, codes obtained material, and analyzes data. After the discussion in scenario workshop, the researcher assists students hold the activity and interviews them to better understand their psychological states in terms of political efficacy. It is found that the equalization and reciprocation on which deliberative democracy emphasizes are influencial on students’ inner efficacy. In addition, the constraint of deliberation and the results of it are effective to students’ outer efficacy.

A Study on Relationships Among Elementary School Teachers’ Participation in Administrative Decision-Making, Teachers’ Organizational Citizenship Behavior and School Effectiveness in Taoyuan County Abstract This thesis aims to investigate the relationship among the elementary school teachers’ participation in administrative decision-making, teachers’ organizational citizenship behavior and school effectiveness. This thesis builds the theory, the study structure, and the basis of designing the study instrument by the review of the literature and the survey. Subjects were sampled from sixty-five elementary schools in Taoyuan county. Eight hundred seventy-eight copies of formal questionnaires were delivered to the subject and there were seven hundred eleven valid copies and the retrieved rate is 80.1%. Moreover, the number of valid questionnaire is 612, so the usability rate was 86.1%. The collected data were analyzed by using the statistical methods of reliability analysis, factor analysis, descriptive statistics, T-test, one-way ANOVA, Pearson product-moment correlation, canonical correlation and multiple regression(step-wise-regression procedure). According to the result of the data analysis, the main findings are as follows: 1. The whole performance of the elementary school teachers’ participation in administrative decision-making in Taoyuan county is high level. Among the sectional scores, “the dimension of Curriculum and Instruction, ” was the highest. 2. The whole performance of the elementary school teachers’ organizational citizenship behavior in Taoyuan county is good. Among the sectional scores, “the dimension of respect-work action” was the highest. 3. The whole performance of the elementary school teachers’ school effectiveness in Taoyuan county is middle-high level. Among the sectional scores, “the dimension of teacher’s professional development ” was the highest. 4. The male, the elder ,the married, the master’s degree , the remote districts ,and the administrator have a higher sense of the teachers’ participation in administrative decision-making. 5. The elder, the high-educated, and the administrator have a higher sense of the teachers’ organizational citizenship behavior. 6. The elder, the high-educated, and the administrator have a higher sense of the school effectiveness. 7. The better the teachers’ participation in administrative decision-making will be, the more the teachers’ organizational citizenship behavior will be. 8. The better the teachers’ participation in administrative decision-making will be, the more the school effectiveness behavior will be. 9. The better the teachers’ organizational citizenship behavior will be, the more the school effectiveness will be. 10.The teachers’ participation in administrative decision-making and the teachers’ organizational citizenship behavior can predict the school effectiveness, and “attach importance to schools benefit” is the primary predictable variable. Findings and conclusion in this research could be used as a reference for school, teachers and researchers to promote practice in operation and future research. This research aimed to understand at the present time, the relationship between the work pressure and teaching efficiency among teachers who hold both positions in teaching and administration at Kaohsiung County elementary school in terms of each individual background of the teachers. This research conducted a method of designed survey. The methodology of interview was to create a scanning questionnaires and took the teachers who are currently taking parts in both teaching and administration departments as the target population. The questionnaires included the following three parts:1.Basic materials.2.Work pressure measurement chart.3.Teaching efficiency chart. There are 663 retrieved valid samples from 742 formal questionnaires. The statistical methods contained t-test, one-way ANOVA, and the Pearson Product-Moment Correlation, etc. The conclusions of this study were listed as follows: 1. TPTAs who work under moderately degree stress feel the most “work-loading”. 2.TPTAs with highly teaching efficiency in teaching get the opposite efficiency in “teaching plans”. 3. Different TPTAs share the same work stress. 4. TPTAs’ teaching efficient is obviously different and influenced by age, marriage condition, and years for teaching. 5.TPTAs’work stress is not related to the teaching efficient, and only shows a little positive or negative relationships. According to the results, the study serves as a reference for the administrative organizations, educational superiors, schools, TPTAs and more researchers in the future.

The main purpose of this study is to investigate the present situation of principal transformational leadership, school organization change, and administration effectiveness in Kaohsiung county`s junior high schools. It also aims at analyzing the different situations with the different background variables, and at comprehending the correlations among principal transformational leadership, school organizational change, and administration effectiveness. Finally, this study hopes to figure out how much school administration effectiveness could be predicted by principal transformational leadership, and by school organizational change. The questionnaire survey is adopted as the research method in this study and the faculty of Kaohsiung county`s junior high schools are picked as subject of this survey. After convenience sampling according to school sizes, the researcher sends out 702 questionnaires to 39 schools(about half of Kaohsiung county`s junior high schools). And 646 responses are retrieved, 565 of them valid for this study, at a rate of up to 87.5%. The collected data are analyzed by means of average, standard Deviation, t-test, one-way ANOVA, Pearson product-moment correlation analysis, Canonical Correlation and Stepwise Multiple Regression. The main findings of this research are presented as follows: 1. The score of principal transformational leadership is above the average, of which the “active care” is relatively better. 2. The score of school organizational change is above the average, of which the “work technique” is relatively better. 3. The score of administration effectiveness is above the average, of which the “environment and resource” is relatively better. 4. The subjects, who are directors or teachers working in “under 12 classes” small schools, have higher cognition of principal transformational leadership. 5. The subjects, who are males, directors or teachers working in Kaohsiung city`s junior high schools, have higher cognition of the school organizational change. 6. The subjects, who are males, directors, teachers working in “under the 12 classes” small schools, or teachers working in Kaohsiung city`s junior high schools, have higher cognition of administration effectiveness. 7. Transformational leadership and organizational change present medium positive correlation. 8. Transformational leadership and administrative effectiveness present highly correlation. 9. Organizational change and administrative effectiveness present highly positive correlation. 10. Thus, the higher level the principal transformational leadership's "charm impact" is, the better administration effectiveness appears. 11. The principal transformational leadership and school organizational change can apparently predict the administration effectiveness, and the “organization structure” can best predict the administration effectiveness. According to those conclusions, some useful suggestions are presented to the junior high school principals, school management, education administration authorities and future studies.

The main purpose of this research was to explore the related research of junior high schools, teacher’s participation in administrative decision-making and school effectiveness. Secondarily, it let us understand present circumstances, differences, relationships, and every variables of the teacher participation in administrative decision-making and school effectiveness of junior high schools. Also, it analyzed and predicted the differences of the two under different background variables, and discussed their relationships to provide suggestions for educational administrative institutions, schools, administration leaders and the relative studies for reference. The questionnaire survey was explored in this study. The data were collected through a specific questionnaire which was designed by researcher. The questionnaires were sent to the sample of 702 teachers in 55 public and private junior high schools of four counties and cities of central Taiwan. Both the stratified random sampling and purposive sampling were adopted in this study. A total of 634 questionnaires were returned, and the effective questionnaires were 623, so the real useful questionnaire percentage was 88.7%. Analysis of the survey data used the application software of SPSS\PC for windows, and were analyzed with frequency distribution, percentile, mean, standard deviation, t-test, and one-way ANOVA, Scheffe’s method, Pearson’s product-moment correlation, and Stepwise multiple regression analysis. According to the results of the research, we made the following conclusions: 1. The present circumstances of the junior high school teachers’ participation in administrative decision-making were in good condition. The highest participating decision-making was “execution efficiency”, and the lowest one was “decision maintenance”. 2. The present circumstances of the effectiveness of junior high schools were in good condition, the higher one was “curriculum & teaching quality”. 3. The junior high school teacher’s participation in administrative decision-making with obvious differences depended on “duties” and “school properties”. 4. The school effectiveness with obvious differences depended on “duties”, “school sizes”, “school locations”, “school properties”, and “school histories”. 5. These results provided positive relationship between the junior high school teachers’ participation in administrative decision-making and school effectiveness. 6. The teacher’s participation in administrative decision- making presented the obvious predictability to the school effectiveness. Abstract A Study of Relationship between the Elementary Administrative Teachers perceive the Principal’s Motivation Strategy of the School Organizational effectiveness The purposes of the study were: (1) to explore the relevant theories on the elementary administrative teachers perceive the principal’s motivation strategy of the school organizational effectiveness. (2) to set up instructions of this study and take preparation test further. (3)to establish the “questionnaire of the relationship on the elementary administrative teachers perceive the principal’s motivation strategy of the school organizational effectiveness”. It is used by stratified random sampling. The sample consists of 1058 administrative teachers of the elementary schools in Kaohsiung city and Kaohsiung county. Among all the retrieved questionnaires, 854 of them are valid, reaching a valid rate of 80.72﹪. The datas are analyzed by t-test, ANOVA, Pearson’s product-moment correlation and stepwise multiple regression. Based on the results of the study, the following conclusions are reached: 1.The elementary administrative teachers feel medium degree of the principal’s motivation strategy. The item of “improve fringe benefit ” are the lowest. 2. The elementary administrative teachers feel satisfaction in school organizational effectiveness, especially in the item of “administration effectiveness.” 3. The elementary administrative teachers do not have significant difference in the variable of gender. 4. The teachers’ ages between 41 to 50 who are graduated from teacher college and carry concurrent administrative tasks feel satisfaction with the principal’s motivation strategy. 5. Female administrative teachers, younger than 30 ages, who are graduated from teacher college and advanced school feel better in school organizational effectiveness. 6. The elementary administrative teachers who feel better on the principal’s motivation strategy have better feeling of the school organizational effectiveness. 7. Awareness of the principal’s motivation strategy is predictive to the school organizational effectiveness, and the item of “promote professional development” is the most important variables to predict. Based on the conclusions of the study, the following suggestions are reached: 1. Suggestions for elementary principles: (1) The principles should use the motivation strategy of “improve fringe benefit” well, and console the administrative teachers’ toil. (2) The principles should build good school climate, and promote the school organizational effectiveness. (3) The principles should make teachers’ ability and talent suitable, and promote their job satisfaction. (4)The principles should combine community resources to ensure the power of support. 2. Suggestions for education authorities and school: (1)The education authorities should keep the treatment and welfare to improve the degree of the job involvement. (2)The education authorities should realize the organization characteristics of multiple indicators and to improve the feasible strategies of school quality. (3)The education authorities should establish the system of job rotation system and aggrandize the paths to participate in school affairs. (4)The education authorities should set up multiple accesses for advanced study to improve the school organizational effectiveness. (5)The education authorities should set up a system of evaluation to toughen all organizational environment. (6)The education authorities should encourage meritorious opportunities of administrative teachers to encourage their achievement motivation. 3. Suggestions for future researchers: (1)The future researchers should increase research objects. (2)The future researchers should include multiple research variables. (3)The future researchers should emphasize both quality and quantity of research methods. (4) The future researchers should choose suitable research method. Abstract This research aims to discuss teach belife and cognition of educational policise from the view of Taipei county elementary teachers. The samples of this study includes those who have the qualification of formal teacher and teach in Taipei counties, but excluding the president of school.The research tool is the questionnaire - Teach belief and educational policies cognition of Taipei county elementary teachers. Sampling is based on scale of the school and location of the school by way of dividing floor and gathering together and sampling.In total, 750 questionnaires were distributed, and 658 were valid samples.Statistical tests included sample t-test, one-way ANOVA, and two-way ANOVA.The findings of this research are as below: 1. As a whole, Taipei county elementary teachers held an advance toward the current condition of teach belife. 2. The cognition of educational policies from Taipei county elementary teachers, tend to execute easily. 3. There are significant differences on teach belief of Taipei county elementary teacher, due to gender, age, working year, education background, teaching subject, major, and scale of the school. 4. A Research on Investigation of Taipei and Keelung Public Junior High School Directors of Teaching Affairs' The objective of this research is – in Taipei and Keelung’s public junior high schools – to investigate Director of Teaching Affair’s work values and administrative effectiveness, and thus analyze the correlations and differences of these Director’s work values and administrative effectiveness. Finally, carry out the conclusion of this research along with suggestions. The method of this research is by article analysis and by questionnaire survey. The Directors of Teaching Affairs from 165 public junior high schools in Taipei and Keelung in the semester year of 98 serve as research population. The questionnaire, titled “Taipei and Keelung public junior high school Directors of Teaching Affairs work values and administrative effectiveness survey;” there are 165 copies distributed, 142 copies returned, the valid sample ratio was 86.08%. The method for data analysis, including descriptive statistics, one-way ANOVA and Pearson’s product-moment correlation, is used. According to the analysis mentioned above, 5 conclusions are deduced: Ⅰ、Director of Teaching Affairs from Taipei and Keelung public junior high school, rate “work values” as “of major significance.” Ⅱ、Director of Teaching Affairs from Taipei and Keelung public junior high school, have “excellent” performance of administrative effectiveness. Ⅲ、Director of Teaching Affairs from Taipei and Keelung public junior high school of different age, administrative experience and educational background have no significant difference among work values and administrative effectiveness. Ⅳ、Director of Teaching Affairs from Taipei and Keelung public junior high school who planned to participate principal selection have best performance on both work values and administrative effectiveness. Ⅴ、Director of Teaching Affairs from Taipei and Keelung public junior high schools; after observation, the more positive their work value is, the more efficient their administrative effectiveness are. According to above conclusion, four suggestions are proposed: Ⅰ、Suggestion to Junior High School Principals i.While managing school affairs, one should regard “Interpersonal Care” and “structuring efficient administrative faculty” as equally important. ii.Positively assist Directors who have a future career plan on the “passing down” of administrative practice and conventions. Ⅱ、Suggestion to Director of Teaching Affairs i.Cultivate open-minded attitude, adjust pressures derived from the work, and relieve passive emotions. ii.Cultivate down-to-earth and prominent teaching faculty, performing professional expertise in lecturing. The administrative team is an important human resource in the school organization. How to promote the achievements of school management and then enhance the competitive ability of the organization through perfect human resource management is a significant issue in leading schools to better efficiency. The school administration is the key factor of success in school education since the policy execution directly or indirectly impacts the outcomes of school education. Comprehensive junior-senior high schools include junior high department and senior high department, so the thought of how to run this school, the innovation of management and operation are different from those in traditional junior or senior high schools. This study takes the “human resource management” as the main axis to seek every possible measure to promote the efficiency of school education and further to refine the management strategy. This research makes reference to the related documents. The questionnaires are designed as the research tool, titled “the research of the relationship between human resource management and school effectiveness for comprehensive junior-senior high schools in Kaoshiung”, and the samples are selected from the staffs of comprehensive junior-senior high schools in Kaoshiung. The conclusions of this research provide practical suggestions for the school or education executive managers. The results from the questionnaires are summarized as follows. 1. The average degree of staffs’ perceptions toward school effectiveness of comprehensive junior-senior high schools is at intermediate-upper level. 2. The average degree of staffs’ perceptions toward school effectiveness is highly depending on sex, seniority, educational background, and official duties in school. 3. The evaluated performance of human resource management in comprehensive junior-senior high schools is at intermediate level. For more details, the best performance from staffs’ perception is “human resource examination”, and then is “human resource development” and “human resource employed”. The last is “human resource evaluation”. 4. The perceptions about human resource management between educational staffs with diverse backgrounds have significant differences. 5. The relationship between the performance of human resource management in comprehensive junior-senior high schools and the efficiency of school execution is absolutely positive. The following suggestions are given according to the findings of this research: 1. For schools: l Design the scheme of human resource management for comprehensive junior-senior high schools involved with the plan of school development. l Integrate the strategies of human resource management by the school leader. l Train the staffs’ skills in order to promote the efficiency of human resource management. l Encourage staffs to participate in the system of human resource management. 2. For educational administrative organizations: l Improve the process of human resource evaluation. l Put the control on staffs’ number into practice. l Integrate the strategies between schools and educational administrative organizations. l Include notion of human resource management into the program for training the school leaders. l Include the performance of human resource management into the items for evaluating the school administration of comprehensive junior-senior high schools. In the future, this study can be extended to investigate the quality research, increase the sample size, build evaluating criterion, and explore other variations.

Study on School Democracy and Efficiency with Elementary School Teachers’ awareness of Principal’s Administrative Decisions in Pingtong County Chen, MingLong Abstract The study expects to explore school democracy and efficiency with elementary school teachers’ awareness of principal’s administrative decision in Pingtong County. It applies literature analysis and questionnaire investigation, constructs the proper research frame based on literature reviews and theory exploration, and develops the questionnaire of ‘survey on school democracy and efficiency with elementary school teachers’ awareness of principal’s administrative decisions in Pingtong County’ which sets up its subjects of elementary school teachers in Pingtong County, totaling 650 teachers from 56 schools, and collects 580 effective samples as 89.23% effective rate from 589 responses. The response data is analyzed by arithmetic mean, standard deviation, t-test, 1-Way ANOVA, Scheffe' method, Pearson product-moment correlation through SPSS computer software. The research then concludes as below: 1. Elementary school principals may differentiate on different administrative items in decision making. Teachers may sense the higher democracy on principal’s administrative decisions on aspects of management and techniques, but relevantly lower on policy issues. Overall speaking, the ‘medium to higher’ level is defined by teachers for principal’s administrative decisions. 2. Teachers of different genders, ages, education backgrounds, service years, and school tasks may conduct significant differences on judging democratic levels for principal’s administrative decisions. Usually, female teachers over 51 years old with master degree (40 school-credit study included) and 16-25 service years, and undertaking both works of teaching and department director may define the higher democratic level for principals’ administrative decisions. 3. Teachers from schools of different scales and regions may conduct significant differences about democratic levels on principal’s administrative decisions, for example, teachers from schools with over 25 classes and in distant regions may define higher levels for that. 4. Teachers define school efficiency as the ‘medium to higher’ level, amongst ‘teacher efficiency’ is concluded magnificently positive while ‘student efficiency’ and ‘community participation efficiency’ are conducted as in need of further enhancement. 5. Teachers of different genders, ages, service years, and undertakings may conduct significant differences on school efficiency. Male over 51 years old with over 26-year teaching experiences and undertaking both teaching and department director may sense higher school efficiency. 6. Teachers from schools of different scales, regions, and development history may conduct significant differences about school efficiency, for example, teachers from schools with less than 12 classes, in distant regions, and with 11-20 year history may define higher levels for the efficiency. 7.Democratic level of principal’s administrative decisions performs significantly relevant to school efficiency. Based on the conclusions, the study would like to produce suggestions for further references of education administrative entities, elementary schools, and relevant researchers. The purposes of this study were to investigate the situation, to analyze the differences, explore the relationship, to construct the structural model which administrative staffs in the universities perceived their presidents’ positive leadership, psychological capital, work engagement, and job effectiveness, and then to explore the mediation effects of psychological capital and work engagement on presidents’ positive leadership. This study adopted the questionnaire survey to investigate 900 administrative staffs from 31 universities as research participants. There were 847 retrieval questionnaires, but there were 802 useful ones. The availability of questionnaires was 94.7%. This study was to test the hypotheses with statistical methods, including descriptive statistics, t test, one-way ANOVA, Pearson’s correlation, and structural equation modeling. The findings of this study were as follows, 1. Administrative staffs in universities were a high-intermediate perception of presidents’ positive leadership, psychological capital, work engagement and job effectiveness on university administrative staffs. 2. There were significant differences on presidents’ positive leadership, psychological capital, work engagement, and job effectiveness for different background staffs. 3. There were significant correlations among presidents’ positive leadership, psychological capital, work engagement, and job effectiveness. The higher presidents’ positive leadership, psychological capital, and work engagement staffs perceived, the higher job effectiveness they performed. 4. The structural equation model were a goodness of fit indicators among presidents’ positive leadership, psychological capital, work engagement and job effectiveness. 5. There were significant mediation effects of presidents’ positive leadership on job effectiveness through psychological capital or work engagement. It also can be linked to psychological capital and work engagement both produce more critical mediation effect, the indirect effect was higher than the direct one. Finally, based on the findings and conclusions, some comments and suggestions were provided for presidents, administrative presidential, and research in the future.

A study of the effects of the primary school administration adjustment on school efficacy─take the integration of teaching, discipline and counseling experimental program as an example The study aims to investigate the effects of the primary school administration adjustment on school efficacy. First, we expect to understand the present primary school administrative organization and find what problems exist in the current system. Further, the researcher tries to use school efficacy as the indicator and investigates whether the administration adjustment affects the school efficacy in the twenty-six experimental schools, where “new student counseling program” is implemented. Last, we hope to develop “school administration development integrated model” for restructuring the administration. We desire to know the appropriate administrative organization for schools of different scales. The purpose is to promote school efficacy. The study is based on the data collected in the questionnaires, and the interviews and observations conducted in some selected schools. “The primary school administration adjustment” and “the subjects’ background information” are the dependent variables. Based on the subjects’ perception on each independent variable, we can understand how the primary school administration adjustment affects school efficacy. As to restructuring primary school administration, through literature review and data analysis, we develop a concept structure (integrated model) and finally construct the best model for schools of different scales. The results of the study are summarized as follows: 1. A lot of problems exist in the present primary school administrative organization and they affect school efficacy. 2. Adjusting the primary school administrative organization can obviously enhance school efficacy. 3. After the primary school administrative organization is adjusted, the school can take good care of each student. 4. After the primary school administrative organization is adjusted, there will be better interactions among school administrators and a consensus will be reached. 5. Adjusting the primary school administrative organization can obviously increase teachers’ teaching and counseling knowledge. 6. Adjusting the primary school administrative organization can improve school administrative efficiency and service. 7. Adjusting the primary school administrative organization will help integrate the resources of parents and communities. 8. Develop a concept structure for restructuring the primary school administration. According to the analysis of the present school administrative organization, the school administration adjustment, and the relationship between the school administration adjustment and school efficacy, we can develop a new concept structure for restructuring the primary school administration. 8.1 Under the concept structure, adopting “the integrated model” is the best, “the organic model” is the second choice, but “the mechanic model” is not recommended. 8.2 The factor “ the integration of the resources of parents and communities” has obvious influence on “the integrated model”. When the factor increases one unit, the model will increase 9.32 units. Therefore, the integration of the resources of parents and communities should be encouraged. 8.3 On the premise of total quantity control, the education executive institution should authorize the school development committee to develop the school administrative organization. 8.4 Primary schools should set up “school board” or “school development committee” so that schools can decide their own administrative organization without unnecessary law limits. 8.5 To facilitate the integration of resources of communities, families and schools, the school administration should have an appropriate unit for integrating the resources. 8.6 The setup of “single window service” will enhance school efficacy. 8.7 The primary school administration adjustment should take the school’s goal and school’s features into consideration. Primary schools of different scales can flexibly design their own organization based on their individual needs. We have the following suggestions: 1. For education executive institutions: 1.1 Revise the obligatory education law and its detailed regulations. In the present obligatory education law, the regulation concerning the organization is out of date and lacks flexibility. We suggest the Ministry of Education revise it as follows. Under the principle of total quantity control, the Ministry of Education authorizes the local education executive institutions to enact the primary school organization principles. Following the principle, each school can have its own organization. 1.2 Include the teachers association and the parents association as part of the formal organization. The design of “multi-division of labor” and “integrated development” can promote the school’s interaction with the teachers association and the parents association and enhance the communication. Besides, “single window service” can be set up for the members of each association. 1.3 Revise the present division of labor in the primary school administration. Compared with the administration twenty years ago, there are many new items (including the six issues in the nine-year consistent curriculum) and unnecessary items in the current organization. The division of labor is overlapping and neglected. The school administration is out of date and some sections should be merged, some should be given new titles and new sections should be set up. The whole organization should be restructured and the operation should also be adjusted. 1.4 Increase the staff quota and professional counselors The administrative work overloads teachers and more than half of the teachers are not willing to take the administrative work. If the staff quota can be increased, the administration efficiency will be enhanced and the teaching quality will also be better. Moreover, more counselors are necessary for reinforcing the second and third rate counseling function. 2. For schools: 2.1 Adjusting the school administrative organization and establishing the integrated model can enhance school efficacy. 2.2 Adopt the multi-division of labor and set up sections or professional staff according to each school’s needs. 2.3 Adjust the interaction among the school administrators, teachers and parents. Teaching, discipline and counseling are centered around student counseling. Reinforce the counseling function and set up the best interaction model. 2.4 The administrative affairs are too complicated and there are too many kinds of committees. Time and resources are wasted on meetings. The administrative work which is irrelevant to teaching should be simplified. 2.5 Promote the interaction between schools and communities, and reinforce the integration of the resources of parents and communities. 2.6 Suggest the addition of the vice principal and reinforce communication and integration. 2.7 The division of labor is unequal in the administrative divisions. Adjustment and integration are necessary. 2.8 Set up “school development committee” and involve more people in the school development.
