Abstract:
Abstract. Stratospheric ozone profiles are retrieved for the period 2002–2009 from SCIAMACHY measurements of limb-scattered solar radiation in the Hartley and Chappuis absorption bands of ozone. This data set is used to determine the chemical ozone loss in both the Arctic and Antarctic polar vortices using the vortex average method. The chemical ozone loss at isentropic levels between 450 K and 600 K is derived from the difference between observed ozone abundances and the ozone modelled considering diabatic cooling, but no chemical ozone loss. The results show chemical ozone losses of up to 20–40% between the beginning of January and the end of March inside the Arctic polar vortex. Strong inter-annual variability of the Arctic ozone loss is observed, with the cold winters 2004/2005 and 2006/2007 showing the largest chemical ozone losses. The ozone mass loss inside the polar vortex is also estimated. In the coldest Arctic winter 2004/2005 the total ozone mass loss is about 30 million tons inside the polar vortex between the 450 K and 600 K isentropic levels from the beginning of January until the end of March. The Antarctic vortex averaged ozone loss as well as the size of the polar vortex do not vary much from year to year. At the 475 K isentropic level ozone losses of 70–80% between mid-August and mid-November are observed every year inside the vortex, also in the anomalous year 2002. The total ozone mass loss inside the Antarctic polar vortex between the 450 K and 600 K isentropic levels is about 55–75 million tons for the period between mid-August and mid-November. Comparisons of the vertical variation of ozone loss derived from SCIAMACHY observations with several independent techniques for the Arctic winter 2004/2005 show very good agreement.

On 11 March 2004, 10 bombs exploded on different commuter trains in Madrid. These attacks caused 191 deaths – plus a policeman who died in a related explosion on 3rd April – and more than 1800 injured. The inquiry started that day, and after 3 years of investigation, 29 people were brought to trial and finally 18 were convicted. The management of the case was correct even if some significant difficulties were caused by the particularities of the inquiry and the magnitude of the process and other common wrong practices in the Spanish criminal justice system regarding identification.

We document the fate of a female Eastern Coyote on Cape Cod, Massachusetts that was a breeding resident of a ~30 km2 territory for at least six years (1998 – 2004) and then became nomadic. Her behavior dramatically changed in January 2005, when she was located on six occasions sleeping under sheds and/or decks in highly residential neighborhoods at the southeastern edge of her range. On 11 March 2005 she localized in a small area (95% MCP range = 5.85 km2) at the northeastern edge of her old territory, where she remained until 1 March 2006. After briefly associating with other Coyotes (late-February 2006), her movement patterns changed again. She used a much larger area (~200 km2) until she was shot dead in February 2007. Tracking data indicated that she lived in localized areas during this nomadic period, possibly to avoid resident Coyote packs.

Abstract:
How can we understand the major contradiction that seems to exist between the unilateral global strategies of certain actors and a world which is now, for the first time, largely interdependent. This question has undoubtedly been among the key themes of the globalization debate in the post 9/11 world. While writers on globalization have tended to focus their attention on the incoherencies and eventual failures of the Bush Administration's policies, the structural role that the 9/11 terrorist attacks played in the whole process has been largely overlooked by systematic scholarly research. This Master's dissertation attempts to explore the mechanism of social change that is implicit in the latter perspective. Building on Anthony Giddens' methodology of episodic characterization, global events are defined and studied as starting points of contingent, unpredictable and highly strategic sequences of structural transformation. The exploratory framework is applied to the study of the realization and aftermath of the Madrid 2004 terrorist bombings in order to give a flavour of how global event episodes can be individually characterized. The London 7/7 terrorist attacks episode is also explored, with the aim of outlining a program of comparative research towards a possible theory of the 'global event'.

Article 222 TFEU as a general solidarity clause was introduced by the ToL. Relevant provisions were contained in Articles I-43 and III-329 of the ConstT (not entered into force). Article 222 TFEU can be seen as one of the political responses to different terrorist attacks, such as those in New York on 11 September 2001 or in Madrid on 11 March 2004, but also of natural disasters such as in particular the floods in Central Europe in 2002. The location of Article 222 TFEU in Part V TFEU (external action by the EU), despite the fact that the events dealt with in that provision occur on the territory of the MS and not externally, underlines that the sources of these threats are, at least in part, seen to be seated outside the Union.

This book addresses the question of space and territory in globalization. It takes as a case study the jihadis who declared jihad, a global war, on states. Through an analysis of the trajectories and burials of the suicide bombers who carried out the attacks of 11 September 2001 in New York (9/11), 11 March 2004 in Madrid (11-M) and 7 July 2005 in London (7/7) (and updated with the Paris attacks of January and November 2015), this study highlights forms of spatiality in globalization, underscoring the nature of the issues states are now obliged to face: global, transnational and diasporic. The issue is global when suicide bombers move freely from place to place, leaving no trace, as was the case for 9/11. It is transnational when the jihadis are first-generation immigrants and maintain permanent relations with their country of origin, such as the perpetrators of the Madrid bombings. And it is diasporic when young jihadis are recognize as “homegrown”, born in the country of immigration, socialized and radicalized in the country where they hold citizenship, coming and going between their real “ancestral” land—or an imagined one, such as Pakistan or Syria—and their country of citizenship, as was the case of the London bombers and the attackers in Paris....

Chapter five explores the “aesthetic frames” that constitute the sensory configuration of security and justice in the post-9/11 “age of terror,” through Enrique Urbizu’s film No habrá paz para los malvados (2011). The film exposes what Michael J. Shapiro (2009) has called the “violent cartography” of national security in the context of the Madrid terrorist attack on March 11, 2004. The chapter shows how, while at the narrative level the film seemingly reinforces the ideological discourses of security and justice constituted by the state and the media, at the level of aesthetics the film disturbs and reconfigures the frames within which the former discourses are to be understood. The film uses a post-Western aesthetics that recycles themes, tropes, and styles of classical Western cinema to actively interrupt and modify its assumptions, ideology, and values. Against the state’s rhetoric of safety, protection, and prevention, the film makes visible both the failure of the law to respond to violence and the inability of the police to intervene in it effectively. By leaving the viewer with a disquieting feeling of uncertainty and danger, the film asks the question, is there a place for justice between violence and the law?

As de facto ruler, Crown Prince Abdullah aided the Taliban, a hard line Islamic fundamentalist party in Afghanistan, created by Pakistan in 1994 during the civil war. Assisted by Islamabad and Riyadh, the Taliban captured Kabul in September 1996. In their spring and summer 1998 offensives, they seized more territory. During their capture of Mazare Sharif, eleven diplomats from Iran’s consulate “disappeared”. The subsequent tensions between Iran and the Taliban escalated to the point when Iran’s Islamic Revolutionary Guards carried out military exercises near the Afghan border. Thus pressured, the Taliban handed over the Iranian diplomats’ corpses. President Khatami was quick to condemn the 9/11 attacks masterminded by Osama bin Laden based in Afghanistan. In contrast, the widely shared view of senior Saudi princes was that 9/11 was part of the Zionist conspiracy to get Washington fired up to launch a worldwide campaign against Islamic terrorism. Iran clandestinely supplied intelligence on the Taliban on the eve of Washington’s anti-Taliban campaign in October 2001. Yet in January 2002, President George W. Bush included Iran along with Iraq in his “Axis of Evil.” Ignoring Abdullah’s opposition to aggression against any Arab country, Bush ordered invasion and occupation of Iraq in March 2003.

The Cold-War era English-language promoters of Nostradamus (Orson Welles and Erika Cheetham) had strong Leftist-Marxist connections including ties to the Cambridge 5 spy ring. Nostradamus was the top search anomaly of Sept 11, 2001. Interest was driven by a surge in emails and text messages via the internet. This behavior is discussed in relation to known cyber threats from 2001. Similar spikes in Nostradamus searches (Google Trends) emanated from Poland (April 2010), Ukraine (March 2014), and in Hungary (August 2015). Nostradamus mirrors proven Russian disinformation operations, such as those that today implicate 9/11 as being an “inside job” by the US government, or that the CIA killed JFK, or that the CIA engineered the AIDS virus. Noting the use of Nostradamus by both the Allies and the Axis powers as a psychological warfare tool in World War 2, the case is made that it was the Russians carrying out an “information attack” on 9/11 that is consistent with Russian cyber warfare and active measures strategy and that they may have used similar techniques elsewhere since 2001.

Abstract:
Sea Surface Temperature Anomalies (SSTA), in four coastal hydrographic stations of Colombian Pacific Ocean, were analyzed. The selected hydrographic stations were: Tumaco (1°48'N-78°45'W), Gorgona island (2°58'N-78°11'W), Solano Bay (6°13'N-77°24'W) and Malpelo island (4°0'N-81°36'W). SSTA time series for 1960-2015 were calculated from monthly Sea Surface Temperature obtained from International Comprehensive Ocean Atmosphere Data Set (ICOADS). SSTA time series, Oceanic Nino Index (ONI), Pacific Decadal Oscillation index (PDO), Arctic Oscillation index (AO) and sunspots number (associated to solar activity), were compared. It was found that the SSTA absolute minimum has occurred in Tumaco (-3.93°C) in March 2009, in Gorgona (-3.71°C) in October 2007, in Solano Bay (-4.23°C) in April 2014 and Malpelo (-4.21°C) in December 2005. The SSTA absolute maximum was observed in Tumaco (3.45°C) in January 2002, in Gorgona (5.01°C) in July 1978, in Solano Bay (5.27°C) in March 1998 and Malpelo (3.64°C) in July 2015. A high correlation between SST and ONI in large part of study period, followed by a good correlation with PDO, was identified. The AO and SSTA have showed an inverse relationship in some periods. Solar Cycle has showed to be a modulator of behavior of SSTA in the selected stations. It was determined that extreme values of SST are related to the analyzed large scale oscillations.

Abstract:
Sea Surface Temperature Anomalies (SSTA), in four coastal hydrographic stations of Colombian Pacific Ocean, were analyzed. The selected hydrographic stations were: Tumaco (1°48'N-78°45'W), Gorgona island (2°58'N-78°11'W), Solano Bay (6°13'N-77°24'W) and Malpelo island (4°0'N-81°36'W). SSTA time series for 1960-2015 were calculated from monthly Sea Surface Temperature obtained from International Comprehensive Ocean Atmosphere Data Set (ICOADS). SSTA time series, Oceanic Nino Index (ONI), Pacific Decadal Oscillation index (PDO), Arctic Oscillation index (AO) and sunspots number (associated to solar activity), were compared. It was found that the SSTA absolute minimum has occurred in Tumaco (-3.93°C) in March 2009, in Gorgona (-3.71°C) in October 2007, in Solano Bay (-4.23°C) in April 2014 and Malpelo (-4.21°C) in December 2005. The SSTA absolute maximum was observed in Tumaco (3.45°C) in January 2002, in Gorgona (5.01°C) in July 1978, in Solano Bay (5.27°C) in March 1998 and Malpelo (3.64°C) in July 2015. A high correlation between SST and ONI in large part of study period, followed by a good correlation with PDO, was identified. The AO and SSTA have showed an inverse relationship in some periods. Solar Cycle has showed to be a modulator of behavior of SSTA in the selected stations. It was determined that extreme values of SST are related to the analyzed large scale oscillations.

Abstract:
This paper applies Big Data concept to an emerging economy stock exchange market by examining the relationship between price and volume of the Banking index in BIST-100. Stock markets have been commonly analyzed in big data studies as they are one of the main sources of rich data with recordings of hourly and minutely transactions. In this sense, nowcasting the economic outlook has been related to the fluctuations in the stock exchange market as news from companies open to public became important sources of changes in expectations for economic agents. However, most of the previous studies concentrated on the main stock market indices rather than the major sub-indices. This study covers the period 13 December 2017 – 12 March 2018, with minute data and approximately 31000 observations for each of the 11 bank stocks. The effects of stock market movements on exchange rates and interest rates are also examined. The methodologies used are frequency domain Granger causality of Breitung and Candelon (2006) and wavelet coherence of Grinsted et al. (2004). The main finding is the supremacy of the banking index as it seems to have great influence on economic fluctuations in Turkish economy through other high frequency variables and the households’ expectations.

Abstract:
Due to significant developments in power electronics since the 1980’s, a row of new components are being used for both utility [1] and traction power substations, leading to new concepts in their design and construction. Among others, such innovations as incorporation of microprocessor-based multifunction protective relays and programmable logic controllers are changing traditional substations’ equipment layout and inter-connections; the development and experimental use of thyristor rectifiers and solid-state DC circuit breakers is under way. A significant reduction in the amount of protective and control devices (and associated wiring) has been achieved by introduction of multi-function relays (MFR or MPR – Multi-Purpose Relay), capable of replacing a whole group of relays used for equipment protection and automated control; for example, one MFR may perform functions of overcurrent and ground fault protection, over- and undervoltage protection, fault sensing and reclosing. Plus, it may be used for data logging and data recording purposes [2]. Additionally, high end MPRs have remote access features allowing not only to set any parameters, but even provide firmware upgrade without visiting the substation, thus providing labor savings. Therefore, one MFR may replace about a dozen of traditional relays and devices, along with their wiring and save maintenance expenses as well. Thyristor Controlled Rectifiers (TCR’s) are another significant innovation in traditional DC traction power substation design. Thyristor rectifiers are offering very important benefit of regulated DC voltage: at the substation’s bus output, the voltage may be constant from 0 to a 100% or even 150% load, which means improved train performance in terms of speed and reliability, as well as lower losses of energy in third rails, and possibility of raising third rail system voltage in the future, thus further lowering losses of energy in the system. Alternatively, it allows to increase the distance between the substations and thus reduce total number of substations. LIRR installed one thyristor rectifier for experimental use in 2003. Flywheel-based energy storage system is another important innovation that is being installed by the LIRR for experimental use. LIRR is installing for experimental use trackside fly-wheel energy storage system developed and tested by the British uranium enrichment company URENCO. According to Tarrant [3], in March 2002 the company successfully tested the KESS – Kinetic Energy Storage System and demonstrated 11% to 18% energy savings in different conditions of operation, because of the lower losses due to higher voltage during the acceleration period.

Abstract:
An intergovernmental agreement on cooperation about chemical weapon destruction was signed between France and the Russian federation on 14th February 2006 in the context of a Global Partnership dedicated to preventing catastrophic terrorism and the proliferation of weapons of mass destruction. It came into effect on 25th April 2007 after ratification by both countries. The present demonstrated project was launched as part of this collaboration on the Shchuchye site (Russia – Kurgan Oblast). The project concerned the environmental surveillance system for the Shchuchye site required for the safe operation of the installation used to destroy chemical weapons. The aim was to implement equipments and methods of analysis for very low concentrations of pollutants in the three environmental compartments: air, water and soil. This has been achieved with the help of industry and other organizations in France (Environment/SA for supplies, INERIS and Antea Group) and Russia (ROST Association and EKROS Engineering). This system takes account of the normal operation of the installation as well as incident management. It includes 11 stationary atmospheric measuring stations constructed by Environment/SA and EKROS Engineering including ASTEK dedicated toxic gas detector: “Terminator FOV-1”, 3 mobile atmospheric measuring stations, 2 mobile soil & water measuring stations, 4 sampling cars constructed by Environment/SA and EKROS Engineering, a complete Chemical analysis laboratory which can handle ppb analysis of toxic gases, organics and minerals pollutants, an information collection center and a meteo station which can retrieve, display and archive all the datas or alarm from the stationary and mobile stations. Antea Group has provided a technical expertise and various negotiations during the negotiation phase, the project initiation files & contracts redaction, the project Monitoring and reporting to stakeholders, the REX. Up to 2009, No other site of the world uses such an innovative system. Antea Group worked on this project for 4 years. It successfully began operating in March 2009, before the start of destruction operations, after 15 months of work on the site.
