AbstractThe future of space-based astrometric missions appears to be very promising. Three missions were described at IAU Colloquium 180. These are the Full-sky Astrometric Mapping Explorer (FAME), the Space Interferometry Mission (SIM) and the Global Astrometric Interferometer for Astrophysics (GAIA) missions. These missions will substantially improve the accuracy of global astrometric measurements made by the Hipparcos space mission by factors of 20 to 250. A brief summary of these projects is given.

As we enter the 21st century, we can expect an increase of international spaceflight missions made up of crew members from different cultures. This study assesses the potential effects of cultural and interpersonal communication factors on crew interaction and crew operations for multicultural spaceflight crews. During international missions, crew members from different countries will be living and working together within the confined and isolated quarters of their spacecraft. On many International Space Station Alpha missions, a crew will consist of Canadian, European, Japanese, and U.S. personnel. Mission duration can range from 90 to 180 days for International Space Station Alpha and approximately two years for a round-trip manned mission to Mars. Effective and efficient multicultural crew interaction and operations will assume a major role in flight safety and mission success. By means of a questionnaire and personal interviews, information was gathered, indicating cultural characteristics considered to be most relevant for future spacefarers from the various nations involved in future International Space Station Alpha missions.

Background: Unit cost estimation is one of the key planning tasks of organisation in order to allocate resources to each activity properly. Therefore, this study was conducted applying top-down costing approach, for academic unit cost estimation. Objective: To estimate the unit costs using top-down allocation costing approach for academic and operational purposes of the Department of Clinical Epidemiology and Biostatistics (CEB) at Faculty of Medicine, Ramathibodi Hospital, Mahidol University. Methods: A cross-sectional study of the cost of CEB in fiscal year 2018 was retrieved. Direct and indirect costs were allocated to CEB based on 3 main missions (education, research, and academic services) considering staffs’ activities and time spent for each mission. Three cost per unit of measures (cost per student, cost per publication, and cost per research consultation) were estimated accordingly to these 3 main missions. Results: In the fiscal year 2018, direct and indirect costs were ฿15 178 761 and ฿737 496, respectively. As for staffs’ time spent for each mission activity, CEB mission costs were ฿6 807 282 for education (฿3 914 187 and ฿2 893 095 for MSc and PhD, respectively), ฿5 912 895 for research, and ฿2 186 280 for academic services. Conclusions: Unit cost should be estimated properly to minimise and optimally allocate resources to each activity. This study should be useful for other departments as a guideline for their cost management and resource planning.

As the international space community plans for manned missions to Mars, spaceflight-associated immune dysregulation has been identified as a potential risk to the health and safety of the flight crew. There is a need to determine whether salivary antimicrobial proteins, which act as a first line of innate immune defense against multiple pathogens, are altered in response to long-duration (>6 mo) missions. We collected 7 consecutive days of whole and sublingual saliva samples from eight International Space Station (ISS) crewmembers and seven ground-based control subjects at nine mission time points, ~180 and ~60 days before launch (L−180/L−60), on orbit at flight days ~10 and ~90 (FD10/FD90) and ~1 day before return (R−1), and at R+0, R+18, R+33, and R+66 days after returning to Earth. We found that salivary secretory (s)IgA, lysozyme, LL-37, and the cortisol-to-dehydroepiandrosterone ratio were elevated in the ISS crew before (L−180) and during (FD10/FD90) the mission. “Rookie” crewmembers embarking on their first spaceflight mission had lower levels of salivary sIgA but increased levels of α-amylase, lysozyme, and LL-37 during and after the mission compared with the “veteran” crew who had previously flown. Latent herpesvirus reactivation was distinct to the ~6-mo mission crewmembers who performed extravehicular activity (“spacewalks”). Crewmembers who shed at least one latent virus had higher cortisol levels than those who did not shed. We conclude that long-duration spaceflight alters the concentration and/or secretion of several antimicrobial proteins in saliva, some of which are related to crewmember flight experience, biomarkers of stress, and latent viral reactivation. NEW & NOTEWORTHY Spaceflight-associated immune dysregulation may jeopardize future exploration-class missions. Salivary antimicrobial proteins act as a first line of innate immune defense. We report here that several of these proteins are elevated in astronauts during an International Space Station mission, particularly in those embarking on their first space voyage. Astronauts who shed a latent herpesvirus also had higher concentrations of salivary cortisol compared with those who did not shed. Stress-relieving countermeasures are needed to preserve immunity and prevent viral reactivation during prolonged voyages into deep space.

Abstract:
Maintaining astronaut health during space travel is paramount for further human exploration of the solar system beyond Earth’s orbit. Of concern are potential dysregulations in immunity, which could increase the likelihood of cancer and latent viral reactivation. Natural killer (NK) cells are critical effectors of the innate immune system, and their function and phenotype are important to immunosurveillance of nascent tumors and latent viral infections. We compared changes in NK cell phenotype and function in eight crew members who completed an ~6-mo mission to the International Space Station (ISS) with healthy controls who remained on Earth. Assessments were made before (180 and 60 days before launch), during [flight day + 90 days (FD+90) and 1 day before return (R−1)], and after the mission (at R+0, R+18, R+33, and R+66). These samples, plus an additional in-flight sample (FD+180), were collected from a crew member who spent 340 days (~1 yr) on the ISS. NK cell cytotoxic activity (NKCA) against K562 leukemia targets in vitro was reduced by ~50% at FD+90 in ISS crew but not controls. This decrease was more pronounced in “rookie” compared with “veteran” crew members. The ~1-yr mission crew member did not show declines in NKCA against K562 until late in the mission (R−1 and R+0). NK cell numbers, expression of activating and inhibitory receptors, target cell binding, and expression and degranulation of perforin and granzyme B were unaltered with spaceflight. Similarly, when we exposed an immortalized NK cell line (NK-92) to sera collected at different mission time points (before, during, and after flight), there was no effect on NKCA. This is the first study to report impaired NK cell function during long-duration space travel. Countermeasures may be needed to mitigate immune system impairment in exploration class mission crew during long-duration spaceflight missions. NEW & NOTEWORTHY Immune system impairment may inhibit future human space exploration missions to Mars. Natural killer (NK) cells are key components of immunity and vital for tumor surveillance and the prevention of latent virus reactivation. We report that NK cell function is impaired in astronauts during an ~6-mo orbital space mission compared with preflight levels and ground-based controls. Declines in NK cell function were more marked in first-time “rookie” fliers. Countermeasures are needed to preserve NK cell-mediated immunity during spaceflight.

The study is devoted to the activities of an official on special instructions B.P. Mansurova in Palestine and his relationship with the chiefs of the Russian Ecclesiastical Mission - Archimandrite Porfiry (Uspensky), Bishop of Melitopol Kirill (Naumov), Archimandrite Antoninin (Kapustin). The relevance of the chosen topic is determined by the need to restore the overall picture of the Russian presence formation in the Holy Land. The novelty of the study consists in introducing into the scientific circulation sources from the personal fund of the Mansurovs’ documents from the State Archives of the Tambov Region (F. 978). It is shown that a significant part of B.P. Mansurov correspondence with Porfiry (Uspensky) was devoted to the problem of finding and organizing a marina for the reception of Russian pilgrims on Mount Athos. The Russian Society of Shipping and Trade was to act as a carrier of pilgrims. We reveal that B.P. Mansurov relations with Kyrill (Naumov) and Antonon (Kapustin) were accompanied by constant conflicts. The reason was the discrepancy between the interests of the Church and the state in the Holy Land. The church was oriented toward caring for the Mission, spiritual enlightenment, the life of pilgrims, and the state pursued the goal of protecting the interests of the Russian Empire in the Middle East. We establish that in the relations of B.P. Mansurova with the leaders of the Russian Ecclesiastical Mission clearly manifested the problems of church and state relations of the Synodal period. In its activities, the Mission had to be guided by the instructions and consent of state institutions of the Russian Empire, sometimes to the detriment of inter-church relations, the cause of Christian enlightenment of the people.

Historically, the U.S. Navy has utilized Full Mission Capable (FMC) as the standard metric in assessing aviation readiness, but an alternative to FMC has been introduced by air wing commanders: Ready for Tasking (RFT). RFT is a less demanding standard for readiness that provides a better representation of mission success than FMC. Since FMC is used as an input to aviation repairable sparing models, before RFT can replace FMC in funding models it is necessary to analyze the linkage between RFT and FMC. This thesis explores the relationship between RFT and FMC based on five years of data from the East Coast Carrier Air Wings flying F/A-18E/F Super Hornets. Linear and logistic regression models are developed to analyze the impacts 11 common variables have on RFT. It also examines readiness trends throughout the Fleet Response Training Plan.

Elle s'appuie à la fois sur la correspondance des missionnaires présents au Sichuan et sur le journal de 830 pages du prêtre chinois André Li. Cette étude vise donc à appréhender le point de vue d'un représentant du clergé indigène, alors que l'histoire des missions s'est principalement faite à partir des récits de missionnaires européens. Le XVIIIe siècle fut, en Chine, une époque de proscription du christianisme. Cette thèse a pour objectif l'étude des moyens mis en œuvre par les missionnaires du Sichuan (grande province de l'ouest de la Chine) et les chrétientés qu'ils administraient pour faire face aux persécutions et organiser la mission. Son second objectif est de mettre en évidence les particularités du christianisme tel qu'on le pratiquait dans le Sichuan du XVIIIe siècle, ainsi que la progression de la religion au sein de la mission. Nous éditons ici des documents grecs se trouvant aux archives provinciales des Capucins de Paris. A partir de ces documents, nous avons étudié l’action apostolique, et principalement le terrain sur lequel les missionaires rencontrent les futurs convertis, là où la légitimité de leur action se confronte aux réactions des fidèles. L’activité apostolique en Orient de la branche française des Capucins qui commence durant les trentes premières années du XVIIème siècle est expliquée et resituée dans la politique générale de la mission capucine française de cette époque. Dans un autre temps nous étudions les structures d’accueil et les alliances qui se tissent sur place et qui facilitent l’établissement d’un relais. Nous étudions par la suite les méthodes d’évangélisation et les stratégies de séduction. A travers les témoignages publiés nous faisons l’analyse des armes dont les Capucins disposent : la prédication, la confession, la cathéchèse, l’éducation. Les missionnaires arrivent dans la région de la mer Egée dans un moment crucial : la récupération de l’espace par les ottomans impliquerait la récupération religieuse par le patriarcat de Constantinople. Ce qui appairait comme priorité est de récupérer un troupeau de fidèles, auquel il faut inculquer une série de comportements pour qu’il devienne orthodoxe
We edit Greek documents found in the Provincial Archives of the Capuchins of Paris. Thanks to these sources we studied the apostolic action, and we mainly described the land in which the legitimacy of their action was confronted to the faithful’ reactions. The apostolic action of the French Capuchins in Orient which has started during the early thirties of the 17th century, is explained here by the general politics of the French capuchin mission. More over we describe the structures of reception and the relations settled which facilitated the establishment of the mission. We also study the strategies of seduction. Through the testimonies of our documents we analyze the methods used by the Capuchin missionary: the preach, the confession, the catechism and the education. . The catholic missionaries arrive in the Aegean islands during a crucial period. The Ottoman conquest means the religious recuperation of this space by the Patriarchate of Constantinople. Their first aim is to recuperate the Christians and to teach them how to become orthodox

Ce travail replace la vie et la pensée d’un maître de conférences de l’université de Leipzig dans le contexte de son temps. Il retrace le parcours d’un orphelin pauvre, né à Eisleben comme son héros Martin Luther. Bénéficiaire de nombreux soutiens, il devint un lettré dont l’ambition fut une carrière universitaire, mais qui devint finalement pasteur de la principale des paroisses luthériennes germanophones de Londres, sans pour autant perdre de vue sa Saxe natale, ni l’ensemble du continent. Piétiste convaincu qu’il fallait lire Luther sous cet éclairage, Burckhardt vit dans Wesley et sa religion du cœur la continuation de ce qu’eut souhaité le Réformateur. Notre travail s’appuie sur un corpus documentaire rassemblant la totalité de ce qui sortit de sa plume, et analyse ces sources en relation avec les réactions qu’elles suscitèrent dans son entourage. En un temps marqué par la violence guerrière, notamment la Révolution française et les diverses remises en cause du passé, Burckhardt apparaît comme exemplaire du sort et des combats intérieurs des innombrables ecclésiastiques de son temps, obligés de se positionner au risque d’entrer dans des polémiques. Habité par le désir de voir la chrétienté se réveiller, il devint une passerelle entre le réveil anglo- saxon et celui du continent européen. Placing the life and thought of a former teacher at the university of Leipzig in the context of his time, this study develops the career of a poor orphan, born in Eisleben like his hero Martin Luther. Having been socially helped in various ways, he became a scholar whose ambition was to make a professional career at his Saxon university. His way brought him finally to London, where he became the pastor of the main of the local German-speaking Lutheran parishes. Keeping in touch with the continent, Burckhardt read Luther in the light of his Pietism and made the acquaintance of Wesley. He saw in his pietistic religion of the heart the continuation in Great-Britain of what he wished for his Lutheranism. Our study explores his writings as well as the numerous reactions to which they lead in the environment of the author and in the press. In his time marked by many wars between the nations, and by a deep questioning of the past, Burckhardt appears to have been exemplary for the lot of the most of his colleagues, obliged to take position at the risk to be involved in polemics. Wishing to see a renewed Christianity, he accepted the official role of being a link between the British revival and that of the European continent. The writings of the Historian that he has been occasionally carry the image of how Burckhardt saw the end of his century

Cette étude porte sur l’apostolat des récollets de l’Amérique française puis anglaise aux XVIIe et XVIIIe siècles. La principale originalité des frères réside dans la diversité des champs d’apostolat et dans les changements de priorité qu’ils accordent à chacun d’entre eux. A travers l’apostolat, c’est l’identité franciscaine qui se joue : comment les frères expérimentent-ils, en Nouvelle-France, une autre façon d’être et de se vivre récollet ? Il s’agit de s’interroger sur la réforme des récollets au sein du mouvement de la stricte Observance franciscaine et sur son évolution dans un contexte colonial. Notre objectif est donc de saisir le double mouvement à l’œuvre dans l’histoire des récollets en Nouvelle-France : dans quelle mesure l’identité de ces franciscains réformés permet-elle de comprendre leur pratique missionnaire outre-Atlantique entendue au sens large ? Et comment la mission sous ses différentes formes, dans le contexte spécifique de la colonie, influe-t-elle en retour sur l’identité des frères ? Ce double mouvement – transformer le monde et être transformé en retour par le monde – est au fondement même du franciscanisme. Le cas des récollets de la Nouvelle-France donne à voir cette dialectique à l’œuvre. This study deals with the apostolate of the Recollet brothers in French then English America in the seventeenth and eighteenth centuries. The diversity of their fields of action as well as the change of priority they granted to each one in turn, makes for the most part the originality of their work. Through the apostolate, Franciscan identity is at stake; how do the brothers experiment their being Recollet in New France and cope with their new way of life ? The reform of the Recollet rule within the larger and stricter Franciscan Discipline, and its evolution in the colonial context, raise questions. The purpose of this study is thus to show the double movement at work in the history of the Recollets in New France: in what measure the identity of these reformed Franciscans allows us to understand their missionary work overseas – missionary work being taken in a large sense – and how, in the specific context of the colony, their mission in their various forms can in return influence the identity of the brothers ? This double movement – changing the world and being changed by the world – is at the roots of the Franciscan order. The history of the Recollets in New France clearly shows that dialectic. Though the brothers still wobble between the opening to the world and the reclusion into monastery life in the seventeenth century, a century later they are so opened to the world that a number of them have left the convent for the parish

We present a tool for graph coverage with a fleet of UAVs. The UAVs must achieve the coverage of an area under the constraint of staying connected with the base, where the mission supervisor starts the plan.
