Abstract:
Polityka rządu polskiego w latach 1918-1939 wobec szkół żydowskich była zróżnicowana. Opisując politykę wobec szkół żydowskich, można ją podzielić na trzy okresy. W pierwszym okresie – od 1918 do 1926 roku – władze polskie prowadziły lojalną politykę wobec trzech typów szkół żydowskich – polsko-żydowskich, religijnych i z nauczaniem w języku hebrajskim. Nielojalna polityka dotyczyła szkół z językiem jidysz jako językiem nauczania. W latach 1926-1932 rząd polski aktywnie wspierał ruch syjonistyczny i partię "Agudat Israel". Na uwagę zasługuje rozwój sieci szkół "Tarbut" w języku hebrajskim, która była podporządkowana ruchowi syjonistycznemu. Rozwijały się też szkoły religijne. W tym samym czasie wzrosła liczba szkół w języku jidysz, które były ostro ścigane przez władze lokalne i były nielegalne. W drugim okresie wzrasta liczba szkół dwujęzycznych z językiem polskim i hebrajskim, polskim i jidysz, hebrajskim i jidysz jako językami nauczania. Lata 1932-1939 charakteryzują się dalszą polityką lojalności wobec szkół hebrajskich, wyznaniowych i dwujęzycznych. Polityka rządu polskiego wobec szkół żydowskich była zdeterminowana ogólną polityką wobec różnych partii i ruchów politycznych żydowskich.

Abstract:
<p>This article describes the life and medical activities of Jadwiga Olszewska (1855–1932) in Serbia from 1895–1899, Austro- Hungarian (AH)-occupied and annexed Bosnia and Herzegovina (BH) from 1899–1918, and the newly founded Kingdom of Yugoslavia, from 1919–1932. In summer 1899, Olszewska replaced Teodora Krajewska as an AH official female physician in Tuzla. Born in Congress Poland, Olszewska had enrolled in 1873 in the medical courses for women in St. Petersburg but had left Russia in 1880 to study medicine in France. She had lived as a student and single parent in Paris since 1883, and she was awarded her Doctorate in Medicine from the University of Paris in 1894. She could not practice medicine in Russian-occupied Poland because of her French diploma, and she could not practice in most Western countries due to her gender. Therefore, she decided to move to Serbia, where she worked as an assistant physician in the district hospitals of Loznica (1895–1897?) and Požarevac (1897–1899). Driven by the need for a higher income to fund her son’s education, she engaged her network of Polish compatriots and procured the position of an AH official female physician of Tuzla in 1899, where she performed her duties in an exemplary manner. After the breakdown of the Austro-Hungarian Empire (AHE) in 1918, Olszewska remained in Tuzla and retired as a Yugoslav official physician in 1923. When she died in Tuzla in 1932, local colleagues had to arrange for a proper fu- neral because Olszewska did not leave any savings due to her insufficient pension. Olszewska’s grave never received a tombstone, and it is untraceable today.</p><p><strong> Conclusion</strong>. Jadwiga Olszewska (1855–1932) was a woman pioneer of medicine from Poland, who practiced her profession first as an assistant physician in Serbia (1895–1899) and then as an AH and Yugoslavian official female doctor in Tuzla, BH (1899–1923).</p>

From 1932 until the outbreak of war he served in leadership positions in the ordnance branch.

Przedstawiono krótko ustrój szkolnictwa na ziemiach poszczególnych zaborców, a następnie zaprezentowano kolejno uchwalane akty prawne, mające na celu ujednolicenie oświaty w Rzeczypospolitej. Niewątpliwie najwięcej uwagi poświęcono ustawie z 11 marca 1932 r. o ustroju szkolnictwa, której uchwalenie było momentem przełomowym w rozwoju oświaty w dwudziestoleciu międzywojennym. Do 1932 r. prawo oświatowe tworzyły pojedyncze ustawy przedwojenne, obowiązujące na określonym obszarze, ustawy obejmujące tylko nieliczne dziedziny szkolnictwa oraz rozporządzenia i zarządzenia Ministra Wyznań Religijnych i Oświecenia Publicznego, które wydawane były doraźnie i w samym założeniu miały charakter tymczasowy. W tym między innymi Przepisy tymczasowe o szkołach elementarnych w Królestwie Polskim z 1917 r., Dekret o obowiązku szkolnym z 1919 r. czy dwie ustawy z 1922 r. – o zakładaniu i utrzymywaniu publicznych szkół powszechnych oraz o budowie publicznych szkół powszechnych.

This paper summarizes the development of Ramanujan expansions of arithmetic functions since Ramanujan's paper in 1918, following Carmichael's mean-value-based concept from 1932 up to 1994. A new technique, based on the concept of related arithmetic functions, is introduced that leads to considerable extensions of preceding results on Ramanujan expansions. In particular, very short proofs of theorems for additive and multiplicative functions going far beyond previous borders are presented, and Ramanujan expansions that formerly have been considered mysterious are explained.

Spiders of the family Philodromidae are free-living active predators, with laterigrade legs, eyes without tubercles, two tarsal claws and claw tufts. Although very common in zoological collections, their systematics is poorly known, especially in the Neotropics, and their specimens are usually identified only at family level. In this paper, the genus Gephyrellula Strand, 1932 is revised and the type species, G. violacea (Mello-Leitão, 1918) is redescribed and illustrated. Gephyrellula paulistana (Soares, 1943) is considered a junior synonym of G. violacea and thus, the genus becomes monotypic. In addition, the geographical distribution is extended and an updated distribution map is provided.

WWP w Warszawie była jedną z kilku szkół wyższych w Polsce, w których w okresie międzywojennym wykładano prawo rzymskie. Zajęcia z tego przedmiotu prowadzili: Feliks Szenwic (1918-1932); Borys Łapicki (1924-1939); Zdzisław Zmigryder-Konopka (1932-1937); Włodzimierz Kozubski (1934-1936). W 1928 r. powstał oddział WWP w Łodzi, gdzie do wybuchu II wojny światowej także wykładano prawo rzymskie. Bez cienia wątpliwości uczonym, który położył największe zasługi zarówno w zakresie dydaktyki, jak i nauki prawa rzymskiego w WWP był B. Łapicki. W okresie międzywojennym napisał on kilka wartościowych prac. Pomimo że model kształcenia słuchaczy w WWP różnił się od schematu obowiązującego na uniwersyteckich wydziałach prawa, to uczelnia ta odegrała ważną rolę w życiu naukowym i społecznym II Rzeczypospolitej. Nauczanie prawa rzymskiego w WWP przyczyniało się do poszerzania horyzontów myślowych słuchaczy i pozwalało uświadomić im, jak ważną rolę odegrało prawo rzymskie w kształtowaniu kultury prawnej Europy.

Protection of officials in the criminal codification binding on the territories of the former Russian partition in Poland in the years 1918–1932The protection of officials is aimed at ensuring the functioning of the state which is a common good of all citizens. Protection based on criminal law regulations is a special kind of protection. In the lands of the former Russian partition after 1918, until the adoption of the Polish criminal code in 1932, it was granted on the basis of the provisions contained in Part Six of the Russian Criminal Code of 1903 the so-called Tagantsev code. It was not straightforward because the Russian code was characterized by excessively detailed regulations which created problems with its application in practice. The application of this code required adapting its old content to new conditions. Providing protection to civil servants was, however, one of the main tasks of the revived Polish state.

Starting in the late-nineteenth century, Polish national elites considered emigration a ‘necessary evil’ that alleviated local economic pressures. In the face of an exodus from all of the partitions, leaders of many political persuasions worked to channel the emigration of peasants towards destinations such as Paraná, where a ‘New Poland’ could be built. In the 1920s, the emerging inter-war Polish state created a sprawling emigration apparatus that adjusted the old policies to the new circumstances. This article traces the consecutive turns in the Polish government’s attitude towards emigration to South America, demonstrating the ways in which they mirrored broader European discourses and responded to systemic changes around the globe. Moreover, in line with the recent scholarship that points to the legacies of empire in inter-war Eastern Europe, the article also examines the relationship between the post-imperial nature of the nascent Polish state and its ‘colonial’ emigration policies.

This article provides an overview of Latvian-Brazilian economic relations in the interwar period. In the interwar period, economic relations between Latvia and Brazil were mainly confined to foreign trade. Latvia declared its independence in 1918, however Latvians had been emigrating to Brazil from 1890 and establishing farming colonies. By the end of the 1930s some 8000 Latvians had settled in Brazil. Latvia’s foreign trade in relation to Brazil was regulated by the 1932 Commercial Agreement. Latvia’s main imports from Brazil in the interwar period were coffee, cocoa, hides and furs, tobacco, raw rubber, and cotton, whilst Latvia’s main exports to Brazil were fish conserves, paper, and rubber goods. In general, trade and thus economic relations were of marginal significance to both countries in the interwar period due partly to some similarities in their economic structures, but mainly because of geographical distance.

The Romanian diplomat of European stature, born on March 4, 1882 (died abroad, on March 17, 1941 in Cannes, France) on the coast of France, in a family of Oltenian owners; left without a father (former Deputy and Prefect) at just one year old, Nicolae Titulescu will study law in Paris, and when he returns to the country he will enter political life, in Take Ionescuʼs party (the Conservative-Democratic Party). He will be a Deputy, Minister of Finance (1917-1918), Minister of Foreign Affairs (1927-1928, 1932-1936), Romaniaʼs Envoy Extraordinary and Minister Plenipotentiary to London (1921-1927, 1928-1932), Romaniaʼs representative in the League of Nations and its President (twice: 1931 and in 1932). He was member of the Romanian Academy (elected in 1935). This paper presents some opinions (with more recent detailed bibliographic references) excerpted from the book – in 3 volumes, published (under the auspices of the European Titulescu Foundation) in 2012, Pro și Contra Titulescu, edited by George G. Potra – of some people politicians, diplomats, and journalists, Romanians and foreigners – contemporaries of him –, relative to the personality of the greatest diplomat of Romania, and one of the most famous of interwar Europe, whose birth marks, in 2022, 140 years.

Od „Biuletynu Bibliograficznego” i „Przewodnika Bibliograficznego” do „Urzędowego Wykazu Druków”.PROBLEMS OF THE STATE PRINTS REGISTRATION IN POLAND 1918–1939: LEGAL DEPOSIT, NATIONAL BIBLIOGRAPHY, PUBLISHING STATISTICSThe author of the article analyses the history of official state registration of prints in Poland in 1919–1939. The main problem was to correlate the collecting of legal deposits as well as compile the current national bibliography and credible state publishing statistics. A signifi cant difficulty involved in compiling official book records was caused by the fact that had been no National Library before 1928. The article draws on the writings of bibliographers from the period Stefan Vrtel-Wierczyński, Jan Muszkowski, Władysław Tadeusz Wisłocki, Eustachy Gaberle, Jadwiga Dąbrowska, Helena Hleb-Koszańska. The author’s starting point is an analysis of legal deposit regulations issued three times: in 1919, 1927 and in 1932. According to the first regulations, legal deposits were to be given to university libraries in Kraków, Warsaw, Lviv, Lublin as well as the Public Library in Warsaw and the library of the Society of Friends of Sciences in Poznań. The main problem was that the regulations covered only part of the country formerly annexed by Russia and there was no specialist bibliographic institution Bibliographic Institute. Under the 1927 regulations, legal deposits were to be sent to the National Library, additionaly all journals were to be sent to the Ossolineum Library in Lviv. One legal deposit was also granted to five regional university libraries Warsaw, Vilnius, Lviv, Poznań, Kraków and two public libraries Warsaw, Toruń.Thus the legal deposit regulations were extended across the country. Under the 1932 regulations, legal deposits were to be given to the National Library, university libraries Jagiellonian Library, Warsaw University Library, Lviv University Library, Poznań University Library and Library of the Silesian Parliament later Silesian Library in Katowice, City Public Library in Toruń as well as the Wróblewski Library in Vilnius today Wroblewski Library of the Lithuanian Academy of Sciences. The main problem in that period was the collecting of legal deposits.

Cercomacra cinerascens Hellmayr 1905 is a medium-sized species of antbird distributed throughout the Amazon Basin in South America. It comprises a complex of four currently recognized taxa, C. c. cinerascens (Sclater 1857), C. c. immaculata Chubb 1918, C. c. sclateri Hellmayr 1905 and C. c. iterata Zimmer 1932, all characterized by the grey coloration of males and brownish olive coloration of females, long and graduated white-tipped tails, hidden white interscapular patch and distinct stiff rictal bristles. All subspecies primarily inhabit unflooded terra firme forests, the former two occurring north of the Rio Amazonas and the latter two in southern Amazonia (Fig. 1, Zimmer & Isler 2003).

The area of today's Vojvodina in the Kingdom of Yugoslavia was the scene of the development of quite dynamic social and political ideas for the purpose of ensuring a better-quality approach to the constitutional and national questions. After the Decision on the accession of Vojvodina to the Kingdom of Serbia and subsequently the Decision on the unification of Yugoslavia, issued by the Great National Assembly on 25th November 1918, the national zeal was gradually replaced by realistic political ideas with the intention of finding the social identity of Vojvodina in the newly-created Yugoslav circumstances. In the 1918-1929 period of parliamentarism, these ideas had an exceptionally dynamic course and were directed towards democratic tolerance, but after the introduction of the 6th January Dictatorship in 1929, the political and party life was forbidden. Due to the new constitutional circumstances and political consolidation, Alexander Karađorđević, certain of the success of his state politics, tacitly allowed the restoration of the party life. The Sombor Resolution as well as the Novi Sad Resolution, both enacted in 1932, played the role of the moderator of the party and political life of the opposition parties with an extremely active attitude towards social circumstances dominated by the state party.

It is widely assumed that after 1918 the British general staff ignored the experience it had gained from fighting a first-class European enemy and that it was not until the establishment of the Kirke committee in 1932 that it began to garner the lessons of the Great War and incorporate them into its doctrine. This article demonstrates that in fact British military doctrine underwent a continuous process of development in the 1920s. Far from turning its back on new military technologies, the general staff rejected the manpower-intensive doctrine that had sustained the army in 1914 in favour of one that placed modernity and machinery at the very core of its thinking. Between 1919 and 1931 the general staff did assimilate the lessons of the First World War into the army's written doctrine. But what it failed to do was to impose a common understanding of the meaning of that doctrine throughout the army.

Macrocyttara Turner 1918 gen. rev., with two species, M. expressa (Lucas, 1902) comb. rev. and M. pamphaea Turner, 1945 comb. rev., is resurrected from synonymy with Culama Walker, 1856. Cossodes White, 1841, here tentatively considered to belong to Cossinae, is characterized and the genitalia of the only species in this genus, C. lyonetii White, 1841, are figured. Furthermore, we review some smaller species of Zeuzerinae, all belonging to Sympycnodes Turner, 1932, which is redefined here. We describe another six new species, Sympycnodes dunnorum sp. nov., S. digitata sp. nov., S. interstincta sp. nov., S. adrienneae sp. nov., S. salterra sp. nov., and S. uptoni sp. nov. This text, dealing with the private confinement of the mentally ill at home, or shitaku kanchi, has often been referred to as a ‘classic text’ in the history of Japanese psychiatry. Shitaku kanchi was one of the most prevalent methods of treating mental disorders in early twentieth-century Japan. Under the guidance of Kure Shūzō (1865–1932), Kure’s assistants at Tokyo University inspected a total of 364 rooms of shitaku kanchi across Japan between 1910 and 1916. This text was published as their final report in 1918. The text also refers to traditional healing practices for mental illnesses found throughout the country. Its abundant descriptions aroused the interest of experts of various disciplines.

Security of the Second Polish Republic: Polish ideas and geopolitical realities (1919–1932) The aim of the paper is to provide a critical perspective on the concepts of the international security of Poland as defined by the policy makers responsible for the international policy in 1918–1932, that is, before Józef Beck became the Minister of Foreign Affairs, which gave rise to the doctrine of balance between Germany and the Soviet Union. The author’s main conclusion is that the attempts to provide the Polish state with real “material”security in the reality of unstable international order were like squaring the circle. The hopes for alliance with the victorious superpowers of the Entente were not fulfilled because the United States had returned to isolationism and Great Britain did not give any guarantees to any state of continental Europe except France in Locarno. The multilateralism offered by the League of Nations did not yield any fruit because the idea of the collective security turned out to be an illusion. Both the Central-European Bloc and the Intermarium project were merely theoretical concepts. Basically, it is impossible for a historian to provide an ex post outline of a convincing alternative to the activities of Polish diplomacy in relation to those of which we know, no matter how critical their assessment of those actions would be.
