Abstract:
The article examines the development of the regional elite in the Soviet historical era using the example of the supreme state administration authority of a one particular autonomous republic. Several transformation stages in the elite of functionaries that was in power in Mordovia from the 1930s to 1991:
 
 1) early 1930s – mid-1937 The national elite, formed during the Mordovian statehood formation, consisted, first, of autonomy supporters who were active in the 1920s; secondly, of people who came to the system of power as a result of Soviet «localization policy» applied to the control organs. They held leading positions until mass political repressions of 1937–1938.;
 
 2) the end of the 1930s – the first half of the 1950s. There was an advancement of representatives of the so-called Stalinist control organs. Soviet «localization policy» was curtailed, and the number of the Moravians in the Soviet authorities decreased; the majority in the Council of People’s Commissars of the Mordovian ASSR was relatively young managers aged 30–40 years. Despite a frequent change of personnel, already in the second half of the 1940s there was a tendency of relative stabilization in the government composition;
 
 3) mid-1950s – late 1960s. A core of experienced leaders who were working in their positions for quite a long time formed in the Council of Ministers. Its chairman I.P. Astaykin, who held this position for more than 15 years, had a great influence on the government;
 
 4) the 1970s – late 1980s. After the change in the Republican party leadership, representatives of a new generation came to power. However, renewal of personnel was subsequently replaced by «stagnant» phenomena: a long stay in power of individual managers, gradual aging of the Council of Ministers members, the growth of the total number of managers;
 
 5) late 1980s – 1991 As a result of the union center’s initiatives, as well as attainment of the maximum age by many regional leaders, there was some renewal in the composition of the Council of Ministers. But the old party and economic nomenclature continued to maintain its position in the republic until the very end of the Soviet system.

Abstract:
The introduction of the long-playing record in 1948 was the most aesthetically significant technological change in the century of the recorded music disc. The new format challenged record producers and recording artists of the 1950s to group sets of songs into marketable wholes and led to a first generation of concept albums that predate more celebrated examples by rock bands from the 1960s. Two strategies used to unify concept albums in the 1950s stand out. The first brought together performers unlikely to collaborate in the world of live music making. The second strategy featured well-known singers in songwriter-or performer-centered albums of songs from the 1920s, 1930s, and 1940s recorded in contemporary musical styles. Recording artists discussed include Fred Astaire, Ella Fitzgerald, and Rosemary Clooney, among others.

Abstract:
The question of the possibility of analyzing texts to identify their axiological content based on keywords is considered. It is argued that linguistic units characterized by high frequency denote axiologically important concepts and form cultural attitudes in the reader. The characteristic features of the common cultural code for the nation and its unique features in a particular era are determined. The poetic texts of anthologies on literature of the 19th — early 20th centuries that have survived many editions, as well as textbooks of the 1930 — 1940s and 1970-1980s for primary school are analyzed. The research showed that the keywords of the lexical-semantic groups “Nature” (forest, land, field, sea) became common for the poetic texts studied in the elementary grades; “Light” (light, sun, day), “People” (person, child, people, country); that is, these are the words that are leading in the formation of the cultural code of the Russian people of the XIX—XX centuries. The “key words of the era” for the Russian Empire are the words soul, tsar, god; for the 1920s — labor; 1930s — song, Stalin; 1970s — mother, spring. The relevance of the study lies in its focus on identifying the basic concepts, meanings and values that form the cultural code of the nation, as well as on describing the dynamics of the cultural code in different historical eras.

Abstract Japanese interests in Chinese cinema go as far back as to the 1910s, when film magazines reported on the situation of Chinese cinema. Discussions of Chinese cinema began to flourish in the 1920s, when intellectuals wrote travelogue essays on Chinese cinema, particularly on Shanghai cinema. In the mid-1930s, more serious analytical discourses were presented by a number of influential contemporary intellectuals, and that trend continued until the end of WWII. Post-War confusion in Japan, as well as political turmoil in China, dampened academic interests of Japanese scholars on Chinese cinema somewhat, but since the re-discovery of Chinese cinema in the early 1980s with the emergence of the Fifth Generation, academic discussions on Chinese cinema resumed and flourished in the 1980s and the 1990s. In the past decade or so, interesting new trends in studies of Chinese cinema in Japan are emerging that include more transnational and comparative approaches, focusing not only on film text but the context of production, distribution, and exhibition. Moreover, scholars from outside of the disciplines of literature and film studies—such as cultural studies, history, and sociology—have begun to contribute to rigorous discussions of Chinese cinema in Japan.

Abstract LGBTQ older adults present a range of biopsychosocial needs and life experiences that may differ from the general population of older adults. Researchers have broken LGBTQ older adults into three age brackets: the Invisible Generation born before the 1920s; the Silent Generation born in the 1930s and 1940s; and the Pride Generation born in the 1950s and 1960s (Fredriksen-Goldsen, 2016). Research is emerging on health disparities and is fueling calls for inclusive services for this population. This paper session reports on the work of a research collaborative between social work and public health (two universities and a statewide advocacy organization). A qualitative study, designed as phase one a statewide need assessment, engaged ten focus groups (N=48 participants) throughout a mid-Atlantic state. Study aims were to better understand the experiences and perceptions of LGBTQ older adults now and expectations and plans for care as they age. Findings included (1) emphasis on the nuance of connection as an ageing LGBTQ adult; (2) expectations for quality of services; (3) realities of planning for future living arrangements; and (4) two sides of advocacy, as both a personal responsibility and a call for allyship. Recommendations will be made on how attendees can: evaluate agency policies and procedures to create safe spaces and inclusive services, engage in needs assessments of older LGBTQ+ adults in their own communities, and advocate at the State and Federal levels to strengthen services in the aging network to better serve this group, with specific focus on the Older Americans Act.

Abstract:
Mahmud Taymur was one of the founders of the Egyptian realistic short story, also known as Syaikh al-Qisasah alQashīrah. Remaining productive over a long life Taymur wrote extensive literary criticism and was the author of short stories, novellas, and plays totaling a score of volumes. Most notable for his skill in characterization, he achieved a literary eminence shared by few other Arabs of his generation in Cairo in 1947, and individual stories by him gave and appeared widely in English and European Anthologies. Taymur’s early works were influenced by Chekhov and Maupassant. His short stories of the 1920s and 1930s portrayed various social strata in Egypt. Taymur’s prose is marked by humanism and psychological subtlety. In the late 1930s and in the 1940s his prose was influenced by symbolism but after the revolutionary coup of 1952, Taymur’s works were predominantly realistic.

Abstract:
When is it better to retrofit a building as opposed to demolishing and rebuilding it? Life cycle environmental and economic analyses are used to address this question through the study of a typical four bedroom detached house in Toronto. Three vintages of the reference house are used: 1930s solid masonry; 1960s wood frame; and post oil crisis, 1980s wood frame. Retrofit studies considered include insulating the attic and basement walls and air leakage sealing. Over a 40-year life cycle, the rebuild option has lower life cycle energy, global warming potential, and air pollution, which are predominantly associated with building operation. But the retrofit options have lower water pollution, solid waste generation, and weighted resource use, associated with material flows. The retrofit options also have lower life cycle economic costs than rebuilding. In this respect, the preferred options are basement plus air leakage sealing retrofit for the 1930s house, basement retrofit for the 1960s house, and no change for 1980s house. There are ways to overcome the trade-off in negative environmental impacts between retrofitting and rebuilding, such as use of renewable energy sources or re-use and recycling of deconstruction and demolition materials in new construction.Key words: life cycle assessment, life cycle costing, building retrofits, sustainable development.

The article examines the different uses made of the concept of social class by researchers of the Chicago School between the turn of the century and the 1940s. The concept of social class is found in Small and Cooley, rarely referred to by Park, and not found at all in the urban sociology work he inspired in the 1920s (Shaw and McKay, etc.) However it reappears in the work on race relations at the end of the 1930s (Frazier, Hughes). Substitutes were introduced in the 1920s to explain internal differentiation within American cities. The spread of new methods of documentation favoured its reappearance in social-political and scientific contexts at the end of the 1930s. This example suggests that an order of phenomena which aims to explain a concept like social class—which is both a scientific and a lay person's concept—can only be ignored for a short time by a program of empirical research. The conclusion stresses the heterogeneity of factors which take into account the transmission and non-transmission of this type of idea from one generation of sociological researchers to another.

Att ge anställdaen möjlighet att främja samhället var en faktor som var förbisedd och något som varjeenskild individ fick ta eget ansvar för.Eftersom motivations och engagemangs-strategier används kontinuerligt i allaorganisationer så är denna studie påverkad av banksektorn, då detta är området som harvalts vid undersökningen. Denna sektor kan ha en direkt nytta av deresultat som har tagits fram, vad studien påvisar gentemot vad som är de optimalamotivations-strategier för generation Y, men kan även implementeras i organisationertillhörande skiljande sektorer.

L’objectif de ce travail est l’étude de la démarche artistique du mouvement surréaliste et de la peinture métaphysique en Grèce pendant la période des années 1930. En particulier la thèse étudie le cas des peintres Nikos Engonopoulos, Gerassimos Steris et Georges Gounaro. Tout en examinant « l’idiome pictural » des artistes, ce travail vise également à élucider les influences reçues des artistes Grecs tant par le mouvement surréaliste en France que par les aspirations métaphysiques de la peinture de Giorgio de Chirico. Ainsi orientée, la mise en relation s’effectue sur deux axes, premièrement thématique et deuxièmement stylistique. Dans la première partie, la thèse considère la réception du surréalisme et de la peinture métaphysique en Grèce, effectuée dans des conditions hostiles. Il s`agit donc d`étudier le concept de la « Grécité » et le contexte historique et sociopolitique qui a marqué l’implantation retardée et l’expression affaiblie de cette peinture qui, affranchie des contraintes de l’académisme, a provoqué un scandale sans précédent, combinant Modernisme et Tradition. Dans les parties suivantes, ce travail aborde des thèmes communs dans l`œuvre des artistes du corpus, à savoir l`espace pictural surréel, méta empirique, et onirique, les visions métaphysiques, le rôle du Mythe Orphique, et finalement la représentation et le symbolisme de la figure humaine, historique et mythique, dans son inquiétante étrangeté. De surcroît, la thèse révèle l’originalité de cette création artistique subversive (thèmes choisis, techniques, dessin, et couleurs utilisées) qui a oscillé entre les influences occidentales et la revendication d`une spécificité nationale et culturelle<br>The objective of this work is the study of the artistic process of the surrealist movement and the metaphysical painting in Greece, during the 1930s. In particular, the thesis examines the case of painters Nikos Engonopoulos, Gerassimos Steris, and Georges Gounaro. While examining the artists’ « pictorial idiom », it also seeks to elucidate the influences received from Greek artists by the surrealist movement in France and by the metaphysical aspirations of Giorgio de Chirico’s painting. The method of approach is based on the parallel, performed on two axes, firstly thematic and secondly stylistic. In the first part this work considers the reception of surrealism and the metaphysical painting in Greece, at the time of the inter-war period, which was carried out in adverse conditions. The reasons for the weak expression of Surrealism and its delayed implantation in Greece are attributed to the socio-political context and the imperatives of the time. This surreal and metaphysical creation, freed from the constraints of academic painting, caused a scandal as she approached Greek tradition in an innovative way. In the following sections the research deals with common topics in the pictorial work of Greek artists’, namely the surreal, meta-empirical, and dreamlike pictorial space, as well as painters’ metaphysical visions, the role of the Orphic myth, and finally the presence and the symbolism of historical and mythical human figures which often follow the principle of metamorphosis. In addition this work reveals the originality of this art (topics, drawing and colours used) mainly due to its Greek character. It’s a particular case study of that thoroughly subversive artistic creation, oscillated between Western influences and claims of national and cultural specificity

Tra le teorie oltre il Modello Standard il modello 331 risulta essere una motivata estensione del Modello Standard. Tale modello è di grande interesse fenomenologico e sperimentale poiché costituisce l'unica estensione del Modello Standard che introduce nella teoria sia un bosone doppio carico scalare ($H^{\pm\pm}$) che un bosone doppio carico vettore ($Y^{\pm\pm}$). Lo studio presentato in questo elaborato ha come scopo il determinare una modalità per discriminare il segnale associato al bosone scalare $H^{\pm\pm}$ dal segnale relativo al bosone vettore $Y^{\pm\pm}$, nel caso in cui ad LHC si abbia evidenza sperimentale relativa ad un generico bosone doppio carico, con una trascurabile contaminazione da parte del fondo dal Modello Standard. Si impiegano campioni MC generati per un'energia del centro di massa di $\sqrt{s} = 13$ TeV considerando un benchmark point tale da porre i valori per le masse dei bosoni a $m_{H^{\pm\pm}} = m_{Y^{\pm\pm}} = 1000$ GeV. Il processo preso in esame è $pp \longrightarrow Y^{++}Y^{--}(H^{++}H^{--}) \longrightarrow \ell^+\ell^+\ell'^-\ell'^-$, dove lo stato finale risulta essere comprensivo di due coppie di leptoni aventi uguale sapore e medesima carica elettrica. Tutti i sapori dei leptoni sono considerati. L'analisi, volta a discriminare i due bosoni menzionati, è condotta basandosi sulle distribuzioni ottenute al truth level relative alle variabili associate allo stato finale considerato. Poiché le distribuzioni risultanti non risultano essere sufficientemente differenti da consentire una discriminazione tramite un approccio cut-based, si svolge una analisi multivariata impiegando diversi classificatori: BDTs, MLP e discriminante di Fisher. I tre metodi, allenati e testati, risultano avere prestazioni simili. Sebbene i segnali associati ad $Y^{\pm\pm}$ e $H^{\pm\pm}$ risultino simili, è possibile discriminare il bosone vettore dallo scalare. In particolare, si ottiene un massimo potere di rigetto dell'ipotesi spin 0 al $80\%$ CL.

<p>The Swedish old-age care will in the near future face an extensive need to recruit enrolled nurses by virtues of the demographical development. The generation born in the 1940s will soon retire, and at the same time the rest of the population is growing older. One thing that becomes more important in how to draw more people to the old-age care, is to understand how the ones who allready work there experience their own worksituation.</p><p>The purpose of this study was to find out how enrolled nurses from two different generations experienced their own occupational role and make similarities and differences between the two generations experiences visible. The topics of interest in our study are the respondents own thoughts about their education, their worksituation today, what they think of the future and how they believe others regard their work. To fulfill the purpose of our study we used qualitative interviews. We have performed interviews with three enrolled nurses between 50 and 57 years of age and four enrolled nurses between 20 and 25 years of age.</p><p>The result was then analyzed with the help of Ingleharts theory “The silent revolution” and the concept of generations. The results showed that there were differences between the two generations. We can´t either on the basis of the small selection of respondents in our study draw any general conclusions. But some differences that show is that the older generation in a larger extent identify with their own occupational role. We also experience that the older are more satisfied with their work situation. They see possibilities to develop in their profession, which the younger don´t. The younger make demands on more possibilities and are more restless then the older generation. From the result we can also see that eatch generation is relative homogeneous. When their is differences between the generations their is often similarites within the own generation. One thing that both generations have in common and that shows clear in the interviews are the importens of empathy and good treatment.</p>

Abstract:
Bakgrund till studien: I och med uppkomsten av ett modernt, eller senmodernt, samhällehar förutsättningarna förändrats dramatiskt för den enskilde individen som tvingas handskas med en stress och kravfylld verklighet för att få en plats i samhället. Det är denna verklighet som ungdomen av idag möter och tvingas bemästra. Sett till de ökade kraven och den förhöjda stressen tyckte vi det var intressant att undersöka hur tron på en gud påverkar upplevelsen och hanteringen av stress för dessa ungdomar. Har man som frikyrklig en bättre grund att stå på i jämförelse med icke kristna ungdomar och påverkas detta av hur man låter sin identitet komma till uttryck?Syfte: Syftet med vår uppsats är att undersöka om det finns någon skillnad mellan de intervjuade frikyrkliga ungdomarna och de intervjuade icke kristna ungdomarna i hurderas identitet tar sig i uttryck, sett till relationer, andlighet, intressen, åsikter samt val av klädstil? Ytterligare ett syfte är att ta reda på om det finns någon skillnad mellan dessa två grupper vad gäller upplevelsen av stress. Slutligen vill vi undersöka om det finns någon skillnad grupperna emellan i hur de hanterar den stress de upplever.Frågeställningar: Finns det någon skillnad mellan de två intervjuade grupperna i hur deras identitet tar sig i uttryck, sett till relationer, andlighet, intressen, åsikter samt val av klädstil? Finns det någon skillnad mellan de två intervjuade grupperna vad gäller upplevelsen av stress? Finns det någon skillnad mellan de två intervjuade grupperna i hur de hanterar sin upplevda stress?Metod och material: Vi har använt oss av kvalitativ metod med intervju i vår undersökning. Sammantaget har vi intervjuat tio respondenter, varav fem var frikyrkliga och resterande fem var icke kristna. Samtliga undersökta var i åldern 20-24 år.Huvudresultat: Det som enligt oss varit synligt är att frikyrkliga ungdomar tenderar att känna och visa mer empati i jämförelse med den icke kristna gruppen. Som en konsekvens av deras kristna värderingar känner de en medkänsla för omvärlden och oroar sig för mänskligheten, medan de icke kristna mer har fokus på det egna livet och det som står dem närmast. De frikyrkligas fokusering på meningen med livet samt, relationer och medmänsklighet medför, enligt oss, att de känner en högre grad av stress och då framförallt långtidsrelaterad stress. De upplever att de måste vara goda kristna som gör världen bättre och känner krav på att alltid finnas där för andra, samt krav på att åstadkomma storheter i sitt liv. Bland de icke kristna kunde vi istället se mönster som pekade på att de utvecklat en blasé inställning till omvärlden, vilket gjorde att de upplevde en lägre grad av stress. Att de inte verkade bry sig om det utanför deras egna liv medförde, menar vi, att de kunde bemästra stressen på ett mer fullgott sätt eftersom ingenting berörde dem nämnvärt. Vid hanteringen av stress kunde vi se tendenser på att de frikyrkliga ungdomarna hade fler gynnsamma faktorer för att kunna bemästra stress i jämförelse med den icke kristna gruppen. Bland annat hade de ett högre socialt stöd och en större KASAM vilket skulle kunna vara en hjälp som leder till att de klarar av att ta inomvärlden och visa empati. De intervjuade frikyrkliga verkar således, enligt oss, ha enförmåga att möta fler stressorer eftersom de har faktorer som hjälper dem, medan de ickekristna ungdomarna visar tendenser till att inta ett blasé förhållningssätt till livet vilket skulle kunna vara en strategi för att klara av att möta stressen och kraven som finns i samhället.

Turkey is an arena of social struggles for young people who have often been repressed, marginalized, invalidated,isolated and stereotyped by the dominant discourses that shape the existence of youth. This could be related to the rapidly changing circumstances that anticipate the milieu of frequent crises Turkey has been associated with. This thesis is an attempt to contribute to an understanding of the social patterns that are reflections of the mediated crisis and their role in identity formation processes of youth in the 1980s. It focuses on the post-1980 generation in Turkey. The study analyzes constructions and representations of youth in Turkey, particularly between 1980 and 1990. Institutional ethnography was used in order to understand the emergence of the post-1980 generation, as well as to draw a picture of politics and culture in the 1980s, focusing on identity politics to comprehend the public discourse in which this generation was represented.

Abstract:
The characteristics of early generation pipelines (i.e., “vintage pipelines”) reflect the rapid evolution of pipeline materials, welding, and inspection practices that occurred during the first half of the twentieth century. The diverse range of welding and inspection practices and the unique characteristics of early generation pipeline welds can influence pipeline segment risk ranking and integrity assessment. This paper summarizes some of the key findings regarding girth weld fabrication, performance and integrity assessment determined during the course of a literature review performed as part of a recently completed PRCI project. Some of the key findings include: 1. The failure rate of early generation girth welds is low, particularly for welds made by arc welding and for welds made after 1930. This is especially true when considering the rate of catastrophic failures (ruptures or nearly full circumference breaks). Welds are typically reported to be responsible for no more than about 6% of significant pipeline failures. 2. Pipeline girth welds are unlikely to fail unless subjected to axial strains that far exceed the strains related to internal pressure alone. Girth welds containing significant workmanship flaws are likely to be resistant to failure at stresses less than the pipe yield strength unless the welds are undermatched and/or are susceptible to brittle fracture initiation. Common mechanical tests, such as Charpy impact testing or CTOD tests may result in grossly conservative indications of the likelihood of brittle fracture occurring in vintage girth welds. 3. A diverse range of early generation girth weld joint designs exist, some of which hamper effective inspection using ILI or represent challenges to effective assessment using conventional fitness-for-service or engineering critical assessment methods (ECA). Effective probabilistic ECA is further hampered by wide variations in workmanship and difficulty in determining mechanical property distributions. 4. Pipeline vintage is a poor indicator of girth weld integrity. Pipeline girth weld integrity is more likely related to project-specific inspection and testing practices than to pipeline age. Welding and inspection practices evolved very quickly in the 1920s through the 1940s and a wide range of practices were used on different pipelines that were constructed in the same time period. Girth weld integrity is typically highest for post 1930s pipelines that were subjected to radiographic inspection.

Steam generators placed in service in the 1960s and 1970s were primarily fabricated from mill-annealed Alloy 600. Over time, this material proved to be susceptible to stress corrosion cracking in the highly pure primary and secondary water chemistry environments of pressurized-water reactors. The corrosion ultimately led to the replacement of steam generators at numerous facilities, the first U.S. replacement occurring in 1980. Many of the steam generators placed into service in the 1980s used tubes fabricated from thermally treated Alloy 600. This tube material was thought to be less susceptible to corrosion. Because of the safety significance of steam generator tube integrity, this paper evaluates the operating experience of thermally treated Alloy 600 by looking at the extent to which it is used and recent results from steam generator tube examinations.

Since the invention of the gas turbine engine, engineers have continuously strived to achieve higher operating temperature and improved thermal efficiency. Ceramic-based materials were considered in the 1940s and 1950s, but did not have adequate properties to survive the thermal shock and high temperature conditions. By the end of the 1960s, new materials were developed in the silicon nitride and silicon carbide families that appeared to have potential. Substantial efforts have subsequently been conducted worldwide. These efforts have identified and sought solutions for key challenges: improvement in properties of candidate materials, establishing a design and life prediction methodology, generating a material database, developing cost-effective fabrication of turbine components, dimensional and non-destructive inspection, and validation of the materials and designs in rig and engine testing. Enormous technical progress has been made, but ceramic-based turbine components still have not reached bill-of-materials status. There are still problems that must be solved. In addition, metals-based technology has not stood still. Implementation of sophisticated cast-in internal cooling passages, development of directionally solidified and later single crystal superalloy hot section components, improved alloys, and use of ceramic thermal barrier coatings have combined to allow thermal efficiency increases that exceed the 1970s goals that engineers thought could only be achieved with ceramics. As a result of these metal and design advances, the urgency for use of ceramics has decreased. Emphasis of this paper is on review of the key challenges of implementing ceramic components in gas turbine engines, progress towards solving these challenges, some challenges that still need to be resolved, and a brief review of how technology from the turbine developments has been successfully spun off to important products.

In the 1970s, power generation from gas turbines was minimal. Gas turbines in those days were run on fuel oil, since there was a so-called “natural gas shortage”. The U.S. Fuel Use Act of 1978 essentially disallowed the use of natural gas for power generation. Hence there was no incentive on the part of gas turbine manufacturers to invest in the development of gas turbine technology. There were many regulatory developments in the 1980s and 1990s, which led to the rapid growth in power generation from gas turbines. These developments included Public Utility Regulatory Policy Act of 1978 (encouraging cogeneration), FERC Order 636 (deregulating natural gas industry), Energy Policy Act of 1992 (creating EWGs and IPPs) and FERC Order 888 (open access to electrical transmission system). There was also a backlash from excessive electric rates due to high capital recovery of nuclear and coal-fired plant costs caused by tremendous cost increase resulting from tightening NRC requirements for nuclear plants and significant SO2/NOx/other emissions controls required for coal-fired plants. During this period, rapid technology developments took place in the metallurgy, design, efficiency, and reliability of gas turbines. In addition, U.S. DOE contributed to these developments by encouraging research and development efforts in high temperature and high efficiency gas turbines. Today we are seeing a tremendous explosion of power generating facilities by electric utilities and Independent Power Producers (IPPs). A few years ago, Merchant Power (generation without power purchase agreements) was unheard of. Today it is growing at a very fast pace. Can this rapid growth be sustained? The paper will explore the factors that will play a significant role in the future growth of gas turbine-based power generation in the U.S. The paper will also discuss the methods and developments that could decrease the capital costs of gas turbine power plants resulting in the lowest cost generation compared to other power generation technologies.

In order to understand how the concept of national identity, currently included in national legislation and curricula, has been formed, our research focuses on the recent history of national identity formation in the absence of the nation-state “frame”, i.e. in Latvian diaspora on both sides of the Iron Curtain – in Western exile and in Soviet Latvia. The question of our study is: how was national identity represented and taught to next generations in the national community that had lost the protection of its state? As primers reveal a pattern of national identity practice, eight primers published in Western exile and six primers used in Soviet Latvian schools between the mid-1940s and the mid-1970s were taken as research sources. In primers, national identity is represented through the following components: land and nation state iconography, traditions, common history, national language and literature. The past reverberating with cultural heritage became the cornerstone of learning national identity by the Latvian diaspora. The shared, idealised past contrasted the Soviet present and, thus, turned into an instrument of hidden resistance. The model of national identity presented moral codes too, and, teaching them, national communities did not only fulfill their supporting function, but also took on the functions of “normalization” and control. Furthermore, national identity united generations and people’s lives in the present, creating memory-based relationships and memory-based communities.

Ceramic gas turbine development that started in the 1950s has slowed considerably since most of the large-scale ceramic gas turbine development programs of the 1970s–1990s ended. While component durability still does not meet expectations, the prospect of significant energy savings and emissions reductions, potentially achievable with ceramic gas turbines, continues to justify development efforts. Four gas turbine applications have been identified that could be commercially attractive: a small recuperated gas turbine (microturbine) with ∼35% electrical efficiency, a recuperated gas turbine for transportation applications with ∼40% electrical efficiency with potential applications for efficient small engine cogeneration, a ∼40% efficient mid-size industrial gas turbine and a ∼63% (combined cycle) efficient utility turbine. Key technologies have been identified to ensure performance and component durability targets can be met over the expected life cycle for these applications. These technologies include: a Si3N4 or SiC with high fracture toughness, durable EBCs for Si3N4 and SiC, an effective EBC/TBC for SiC/SiC, a durable Oxide/Oxide CMC with thermally insulating coating, and the Next Generation CMCs with high strength that can be used as structural materials for turbine components for small engines and for rotating components in engines of various sizes. The programs will require integrated partnerships between government, national laboratories, universities and industry. The overall cost of the proposed development programs is estimated at U.S. $100M over ten-years, i.e. an annual average of U.S. $10M.

Advanced 9–12%Cr martensitic stainless steels to enable extension of steam turbine operating temperatures beyond 565°C have been under development since the 1980s. Steam turbines with operating temperatures approaching 600°C based on the first generation of these improved alloys, which exploited optimised levels of Mo, W, V, Nb and N, entered service in the 1990s. Around the same time a second generation of advanced alloys was developed incorporating additions of Co and B to further enhance creep strength. These alloys have recently been exploited to enable steam turbines with operating temperatures of up to 620°C and this new generation of steam turbines is now beginning to enter service. This paper describes the background to the development of these alloys and the experience gained in their application to the manufacture of high temperature rotor forgings and castings.

This paper argues that, while most countries in Latin America and the Caribbean have managed to significantly improve the short-term efficiency of their infrastructure services since the widespread liberalization of the 1990s, they have been slow to ensure a fair distribution of the gains. They have also been slow in making the investments needed to ensure the prospects of future generations, including by protecting the environment for the long term. The paper places at least part of the blame on regulatory failures. It also shows how past mistakes can be corrected by the significant sectoral transformations, driven by new technologies, now underway. Digitalization is altering the economic characteristics of infrastructure services. Resulting changes in governance and financing options demand adjustments to economic regulations, including by broadening the regulatory toolkit to integrate new insights offered by developments in behavioral economics.
