Rad je uz uvod i zaključak, podijeljen na dva dijela. U uvodu autor ukratko rekapitulira stanje filozofskih časopisa kod nas u razdoblju od 1945. do 1991. godine. U prvom poglavlju predstavlja se kratko osnutak Organa Saveza kulturnih-prosvjetnih društava Hrvatske te se progovara o nastanku i svrsi pokretanja časopisa Kulturni radnik. U drugom poglavlju autor kronološkim redom donosi popis čitave filozofske produkcije u cjelokupnom vremenu izlaska časopisa Kulturni radnik (1948. – 1990.). U zaključku autor daje skupnu ocjenu filozofskih tekstova, kao i procjenu važnosti časopisa Kulturni radnik za filozofsko stvaralaštvo u razdoblju nakon Drugoga svjetskog rada pa sve do 1991. godine.

Abstract:
The article analyzes land use changes and their influence on landscape development in Czechia during the complex period of transition after 1990 to a democratic system with a capitalist economy. To analyze the database of cadastral data on land use of about 13,000 comparable basic territorial units (CTU) and their regional differentiation the typology method (the establishment of types of changes in CTUs and their portion of all CTUs) was used above all. At the same time tables follow the periods which formed over the long-term the preceding land use situation in Czechia at the start of the transition (1845–1948 and 1948–1990). Ascertained changes and trends in land use changes are then interpreted on the basis of searching out and explaining the main political, economic and social factors (or societal driving forces) that caused them. Their interaction with natural conditions is taken into account as well.

Abstract:
This paper, based on World Health Organization and Sri Lankan sources, examines the attempts to control tuberculosis in Sri Lanka from independence in 1948. It focuses particularly on the attempt in 1966 to implement a World Health Organization model of community-orientated tuberculosis control that sought to establish a horizontally structured programme through the integration of control into the general health services. The objective was to create a cost- effective method of control that relied on a simple bacteriological test for case finding and for treatment at the nearest health facility that would take case detection and treatment to the rural periphery where specialist services were lacking. In the late 1940s and early 1950s, Sri Lanka had already established a specialist control programme composed of chest clinics, mass X-ray, inpatient and domiciliary treatment, and social assistance for sufferers. This programme had both reduced mortality and enhanced awareness of the disease. This paper exposes the obstacles presented in trying to impose the World Health Organization’s internationally devised model onto the existing structure of tuberculosis control already operating in Sri Lanka. One significant hindrance to the WHO approach was lack of resources but, equally important, was the existing medical culture that militated against its acceptance.

In this article, the author introduces into scientific circulation new information about the director of the Sukachev Irkutsk Regional Art Museum – Alexei Fatyanov (1948–1977), relying on archival sources as well as personal memories. The material available to the author for the study of the Fatyanov personality allows to talk about him as a multi-faceted person: an artist, art critic, cultural historian, museum director, honored worker of culture of the RSFSR, Honorary Citizen of the city of Irkutsk (1990), a participant in the Great Patriotic War, and a public figure.

Molostovskaja (1979, p. 54) described without illustrations the family Darwinuloididae Molostovskaja, 1979. The following year, Molostovskaja (1980, p. 33) described the family again as new [Darwinuloididae fam. nov.]. She included the genus Whipplella Holland, 1934, in the family and illustrated Darwinuloides svijazhicus (Sharapova 1948) (Molostovskaja, 1980, p. 28, figs. 5a, b, 8). Schneider (1948, p. 29, pl. 2, figs, 1a, b) originally described and illustrated this species as “Darwinula svijazhicus Sharapova n. mns.” Two years later, Molostovskaja (1982, p. 158) illustrated cross-sections of the adductor muscle attachment scar patterns in the families of the Darwinulacea Brady and Norman, 1889. Later Molostovskaja (1990, p. 166) erected the superfamily Darwinuloidacea Molostovskaja, 1979 to include Whipplella Holland, 1934, Vymella Kalis and Mischina in Mischina and Kalis, 1975, and questionably Pruvostina Scott and Summerson, 1943. In the same paper, she illustrated Whipplella sp. The East Asian summer monsoon (EASM), which is an important influencing summer climate of East Asia, is associated with large-scale change of the land-sea thermal contrast. The Asian-Pacific Oscillation (APO) can modulate the EASM because it not only represents the upper-tropospheric zonal land-sea thermal contrast over Asia and the Pacific region, but it also affects the sea surface temperature (SST) over the North Pacific, which can tune the land-sea thermal contrast for the EASM. This study revealed weakening of the APO-EASM relationship since the 1990s. It was found that the relationship between the APO and the EASM during 1948–1990 (1991–2016) was statistically significant (insignificant). Further study indicated that the APO was concurrent with significant positive SST in the central North Pacific and subtropical central-western Pacific during 1948–1990, which contributed to the shift of the Pacific Decadal Oscillation (PDO) from its cold to warm phase and led to a weakened EASM. The APO-related SST and atmospheric circulation anomalies were found statistically to be insignificant during 1991–2016, which indicates a weakening of influence of the APO on shift of the PDO, and even a weaker link to the EASM.

ZusammenfassungAm 20. Juni 1948 fand im Westen des besetzten Deutschlands eine Wirtschafts- und Währungsreform statt, mit Freigabe der Preise und Einführung der Deutschen Mark (DM). Das Datum markiert den Beginn des marktwirtschaftlichen Wiederaufstiegs der westlichen Besatzungszonen und der späteren Bundesrepublik Deutschland. Das Wirtschaftssystem, das mit der Reform eingeführt wurde, die „Soziale Marktwirtschaft“, bewährte sich. Dies gilt für die beiden Dekaden der dynamischen Re-Integration Deutschlands in die Weltwirtschaft der fünfziger und sechziger Jahre; es gilt aber auch – trotz zeitweise aufgestautem Reformbedarf – im Wesentlichen für die Zeit des Strukturwandels ab 1973 im Gefolge der beiden globalen Ölkrisen. Auch die deutsche Wiedervereinigung 1990, insbesondere die Architektur der im Juni 1990 geschaffenen Wirtschafts- und Währungsunion, wurde von den historischen Lehren Westdeutschlands tief geprägt. Der darauf folgende Aufbau Ost war dabei im Wesentlichen erfolgreich, wenn auch Flurschäden von 40 Jahren Planwirtschaft und Isolierung vom Weltmarkt für die ostdeutsche Wirtschaft auf absehbare Zeit verbleiben. Karl-Heinz Paqué zieht eine insgesamt positive Bilanz der vergangenen 70 Jahre. Er deutet aber die Entwicklungen der Jahrzehnte nach 1948 und 1990 als Schritte und Stufen einer Rückkehr Deutschlands in die Rolle des wirtschaftlichen Wachstumspols in der Mitte Europas, wie sie bereits vor dem Ersten Weltkrieg angelegt war, aber in der Zwischenkriegszeit durch ungünstige politische Rahmenbedingungen und in den beiden Weltkriegen durch Gewalt, Zerstörung und Autarkiepolitik nicht zum Zuge kam. Die Vorstellung von einem radikalen Bruch, wie sie bekennende Ordnungspolitiker und Ordnungstheoretiker in der deutschen Tradition pflegten, ist insofern nicht haltbar. Sie liefert gleichwohl mehr als einen politischen Mythos, weil sie die Bedeutung des Vertrauens in marktwirtschaftliche sowie rechts- und sozialstaatliche Prinzipien in den Vordergrund rückt. Mit Blick auf die anstehenden Herausforderungen der Zukunft – demografischer Wandel, Digitalisierung und Globalisierung – bleiben diese Prinzipien von überragender Bedeutung. Sie müssen aber zeitgemäß weiterentwickelt werden.

Global drylands encompassing hyper-arid, arid, semiarid, and dry subhumid areas cover about 41% of the earth's terrestrial surface and are home to more than a third of the world's population. By analyzing observations for 1948–2008 and climate model simulations for 1948–2100, we show that global drylands have expanded in last sixty years and will continue to expand in the 21st century. By the end of this century, the world's drylands under a high greenhouse gas emission scenario are projected to be 5.8 × 106 km2 (or 10%) larger than in the 1961–1990 climatology. The major expansion of arid regions will occur over southwest North America, the northern fringe of Africa, southern Africa, and Australia, while major expansions of semiarid regions will occur over the north side of the Mediterranean, southern Africa, and North and South America. The global dryland expansions will increase the population affected by water scarcity and land degradations.

Tras una breve introducción en la que se traza la huella de este tipo de poesía icónica (o diagramática), de la Antigüedad a los ejercicios del OULIPO, se realiza una “operación” exhaustiva en el cuerpo del texto, procurando atender a sus incitaciones y generando lecturas múltiples que tal vez se acerquen a su sentido. La conclusión subraya la perdurable condición revolucionaria de todo texto difícil, de la que no abdica tampoco la práctica literaria más actual. We examine the relationship between military expenditures and economic growth in the United States from 1948 to 1990, in order to gauge the potential peace dividend. Our main results suggest that military spending is a significant drain on the economy. We then examine the implications of a restructured international system for U.S. military expenditures and their resultant impact on economic growth in the 1990s. Simulations of Democratic and Republican proposals for cuts in defense spending suggest increases in economic output of between 2.5% and 4.5% over the period 1993–96.

According to the state action doctrine, the Constitution restricts the activities of governmental but not private entities. Despite this rule's apparent simplicity, the Supreme Court has been clearly uncomfortable with precedents like Shelley v. Kraemer (1948) and has varied considerably in its receptiveness to state action claims from 1940 to 1990. The attitudinal model provides barely a beginning in accounting for both Shelley and changes in state action limitations. While liberal justices did initially relax state action requirements and conservative justices subsequently tightened them, that explanation ignores changes in the NAACP's litigation strategy, the Court's creation of doctrinal alternatives, and powerful civil rights legislation that together produced a sharp decline in state action claims involving race after 1970. These nonattitudinal “regime politics” factors enable a more complete and nuanced understanding of the state action field and help us to see the Court as collaborative rather than independent, dependent, or countermajoritarian.

AbstractBefore the enactment of the Companies and Allied Matters Act (CAMA) 1990, receivership in Nigeria was governed by case law, informal rules (of practice) and the Companies Decree 1968. Nigerian judges were heavily influenced by British case law, precedents were British and the Nigerian Companies Decree was a transplant of the British Companies Act 1948. Against this background, the Supreme Court of Nigeria delivered the Intercontractors decisions in 1988, which subsequently governed the nature, status and powers of Nigerian receivers. In 1990, CAMA introduced a more robust receivership regime which prescribed the nature, status and powers of the receiver, reversing some of the Intercontractors principles. However, the courts, particularly the Supreme Court, failed to enforce the relevant provisions of CAMA or to examine the applicability of the Intercontractors principles that they conscientiously enforced. This article examines the validity of the Intercontractors principles and their continued relevance under CAMA 2004.

The Danish Multiple Sclerosis Registry was established in 1948 in continuation with a nationwide survey of the prevalence of Multiple Sclerosis (MS) in Denmark. The register has since collected information on MS patients from all Danish departments of neurology, practising neurologists, MS rehabilitation centres, the National Patient Registry, the Danish MS Society, and departments of neuropathology. The registry is linked with the Danish Central Population Registry. The completeness has been estimated at more than 90%. All cases are reclassified by two neurologists as to diagnosis and year of onset. 12 070 cases with a confirmed diagnosis of MS are kept in the databases. They were prevalent in 1949 or have had onset in the period 1948-1993. The registry is continuously updated with new information on registered cases and new cases. The crude average annual incidence rate 1980-89 was 4.99/105; the prevalence rate was 112/105 by 1 January 1990. Cross-linking with other registers have enabled analytical prospective epidemiological studies, and the registry has provided population based unbiassed samples of patients for a number of clinical studies.

The presented article deals with the migration of the Czech and Slovak sportsmen out of former Czechoslovakia within the years 1948–1989, i.e. under the rule of the so called „working mass dictatorship“. The sportsmen recruited from the elite level, minimal level was the winning in national championship, European or World level success, only in Olympic sports. Heuristic historical method and documents analyses were used for data collection. 271 sportsmen were found (212 male, 59 female) in 37 Olympic sports. Survey of frequency of sportsmen-migrants involved in sports types, destination of domestication, motives and gender differences are described. The majority of elite sportsman-migrants were successful in new life both in sports and professional domains. Some of them never came back, some of them returned after political changes in free Czechoslovakia 1990 or they have been living alternately in each country.

AbstractAlthough the impact of Thompson’s work outside the UK has been recognized and pointed to many times, the ways in which Thompsonian categories and concepts, or Marxist thought from the West more broadly, was received in the countries of the former Eastern Bloc remain rather unclear. AlthoughThe Makinghas never been translated into Polish, Czech, or Slovak, the historians of East-Central European countries were not totally cut off from Western scholarship. Major academic institutes and universities throughout the communist bloc maintained basic contacts with colleagues in the West, and Thompson’s work was known among some local social historians. Marxism from the West in general and Thompson’s work in particular posed challenges that had to be dealt with. This paper traces the ways in which historians of Poland and Czechoslovakia responded to these challenges to the official position of Marxist orthodoxy. TakingThe Makingas an example, it highlights the reception (or lack thereof) of Western influences on local scholarship, and the dynamics of these encounters – whether they were affirmative or critical – in relation to the changing political landscape of East-Central European countries after World War II.
