Abstract:

This study in contemporary history describes the transformation of the public sphere in Sweden during the period 1969-1999, and analyses the role of information technology and politics in the process. The overall aim of the study is to explain how, and why, the public sphere in Jürgen Habermas sense has deteriorated during a period of rapid technological and political change, when increasing attention has been given to information technology as a new tool for improving democracy and empowering citizens.

Theoretical inspiration is drawn from two perspectives within the modern history of technology and sociology of technology; the LTS (Large Technical Systems) and STS (Science, Technology and Society) approaches, as well as from the regime theory concept within political science. This multidisciplinary framework provides the theoretical basis for the study, including terms as socio-technical systems, system builder, technification, interpretative flexibility, stabilization, closing and regime change. In addition, the analysis draws upon previous research in economic history, where focus often has been on the important role of institutions. The term path dependence is central in this tradition.

The starting point for the study is the process of a mutual legitimization between citizens and political actors that traditionally has taken place within the public sphere. In return for citizens support and trust, political actors have granted format rights to the public space. Two aspects of this interdependence are addressed: Freedom of speech and citizen’s access to public information, and their access to arenas where an exchange of political ideas and opinions is taking place. In the study, the former is a question of the legal system and the limits to freedom of speech in new medias such as the Internet, while the latter concerns citizen’s technical means and possibilities to connect to electronic networks.

Research interest is concentrated on the formal political system, focusing both actors and structural factors such as technological development, media convergence, ideological change and international integration in the transformation process. Four case studies of institutional changes during formative moments, within what is defined as the legal and the technical infrastructures, are conducted and represent the empirical base of the thesis. The case studies are centered on Swedish governmental commissions, on the government itself and on proceedings in the parliament, and concerns formation and transformation of computer law, as well as the deregulation and privatization of the technical infrastructure.

In the latter process Televerket (Swedish Telecom) has been an influential promoter of competition and institutional separation between tele- and data communications, representing a major regime change in favour of market relations in the technical infrastructure. In the area of computer law, the Swedish regime dominated by SCB (Statistics Sweden) was incorporated into a joint European data protection regime, resulting in limitations of freedom of speech on the Internet. These regime changes have also transformed the role of the state, constituting a “net watchers state”.

Another important finding is that promotion of democracy and improvement of access to the public sphere, never was on the agenda in the political transformation processes studied, although a parallel discourse on democracy and information technology existed throughout the period studied.

L’œuvre de Jaime Siles oscille entre une poésie abstraite et philosophique sur l’Être et une poésie sensuelle, proche du discours « du » corps. Autour de ce concept fondateur s’articulent les concepts de temps et d’espace. Dans une démarche philosophique, nous nous intéressons aussi aux zones seuils où s’entrecroisent et naissent diverses notions, afin de dévoiler une pensée en devenir et le processus de formation d’un univers personnel et poétique. Le corps, l’espace et le temps sont plus que des concepts : la pensée poétique de Siles tente de les cerner, sans les couper de toute réalité. Le corps du texte, révélateur du chiasme de la poésie et de l’homme, demeure le point d’ancrage de notre analyse. Il se trouve d’ailleurs au centre de la dimension métapoétique de l’œuvre. Celle-ci n’est pas qu’une simple théorisation. Certes, elle révèle une « torsion », un « retournement » sur soi de la voix poématique. Mais, elle participe également d’une réflexion ontologique sur l’homme de notre fin de siècle et de tous les temps. Son détachement du contexte historique n’est qu’apparence. La métapoésie témoigne davantage d’une attention de la voix poématique aux questions de la cité. Les liens que cette voix tisse avec la cité se manifestent sous forme d’échos, évoquant un rapport au monde empreint du souvenir de la nymphe mythique. Rupture et entrelacement deviennent alors les signes d’un corps incarné dans la Chair du monde et du poème. Cette incarnation implique une expérience du temps intrinsèque, à travers laquelle le corps réel et le corps du signe se manifestent comme des êtres de désir
The works of Jaime Siles waver between an abstract philosophical poetry about the Being and a sensual poetry close to the language of the body. Such concepts as time and space revolve round this founding concept. In a philosophical approach, our study also focuses on fields in which different notions spring up and intermingle so as to uncover constant thinking and the development of a personal poetic universe. Bodies, space and time are more than merely concepts: Siles’s poetic thinking aims at determining them without disconnecting from the real world. The body of the text, a clear indication of the chiasmus man and poetry, remains the core of our study: that is the reason why it can also be found at the centre of Siles’s metapoetic works. Metapoetry is not simply a theorizing of notions. Though it shows a poematic voice retiring within oneself, it also reveals some ontological thinking about man at the turn of the century as well as at any period of time. Its being cut off from any historical background is not real. Metapoetry shows interests in the questions of the community from the poematic voice. The bonds that voice may create with the community can be found through echoes, showing a connexion to the world stamped with the memory of the myth of the nymph. Breaking up and intermingling then become the signs of a body represented in the flesh of the world and the poem. That representation implies experiencing specific time : it is through this process that real bodies and bodies of signs appear as desiring entities

The present master's degree dissertation has for study object the protection proposals of cultural goods presented by political and social agents of the municipal districts in western São Paulo State to Condephaat (Conselho de Defesa do Patrimônio Histórico, Artístico, Arqueológico e Turístico), organ that institutes and preserves the heritage from São Paulo. In the work, windows and protection processes were analyzed where was approached the ideary that was present in the discussions and decisions of Condephaat, in the manifestations of those involved and in the initiatives of the local societies when requesting the protection, arguing on in value. It was possible to identify the resistences for the preservation of the heritage among the several agents of the process, with emphasis for the technicians and counselors of Condephaat. The western region of São Paulo was the last to be occupied and integrated into the rest of the state, being formed by municipal districts that were constituted in the first few decades of the XX century under the sign of the modernity and of the progress and those concepts conflict with the history notion while past vision and it can be considered that the present history is not recognized as preservation object, neither by the public power nor by the local society.

Abstract:
For most of the 20th century the dominant aim of Swedish educational policy was an integrated public school system under national state control. During the post-war era (1945–1989) this policy led to Sweden having one of the most centralized and integrated school systems in the world. In the 1980s and 1990s, however, there was a profound change in Swedish education policy towards decentralization, deregulation and marketization of the school system. The aim of this thesis is to provide a deeper understanding of the nature and causes of this shift in education policy. The thesis draws from a theoretical framework consisting of Critical Realism, curriculum theory and Neo-Marxism. From a Neo- Marxist perspective the configuration of state education policy is understood as a dominant education ideology. The empirical material consists of state policy documents which are understood as an expression of the dominant education ideology in society. The results indicate a shift in the dominant education ideology in Sweden between 1969 and – 1999: from an emphasis on state governance and goals of equivalence, equality and participation in the school system during the 1970s, towards increasing skepticism regarding state regulation and an emphasis on decentralization and aims to increase parental and pupil influence in the school system during the 1980s, to a dominance of private influence via school choice and competition in the school system during the 1990s. From a theoretical perspective consisting of Critical Realism and curriculum theory, this shift in education policy and restructuring of the school system is understood in relation to economic crises, a rightward shift in politics and the dominance of neoliberal ideas in Sweden during the 1980s and 1990s.

The Northern Ireland conflict has often been viewed as parochial, closed off from the currents of international opinion and foreign influence. Yet nationalists, unionists, and pacifists consistently recruited supporters and confronted their adversaries on an international stage. The relative success or failure of these groups within the Northern Ireland political system was based in large part on their ability to navigate the changing global context. This dissertation demonstrates that to understand the development of the conflict and that of the peace process, it is necessary to take a comprehensive look at the role of the international community. The conflict in Northern Ireland was fundamentally international from its inception in the late 1960s and grew increasingly so over the next thirty years. Many of the ideas that motivated the groups involved in the Northern Ireland conflict were global in nature and origin, as were the institutions and organizations that became important players in the conflict and its resolution. Given that international ideas, institutions, and organizations were so central in forming the contours of the conflict, the conflict must be analyzed within a framework of international history

This thesis explored the significance of the 1969 Woodstock festival and its anniversary festivals as indicated through media use of iconic and popular photographs. The literature review examines the role of iconic and journalistic images in the collective memory of historic events. The dynamic interplay of collective memory and images forms the theoretical backbone of the thesis, which applies semiotic analysis to interpret the meaning and significance of three significant photographs from the festivals. Results indicate that photographs from the original festival are icons forming the template against which photographs from later festivals can be understood and read. Images from anniversaries of the festival reflect a ritualistic repetition of themes from the original festival, as well as its increasing commercialization.

Abstract:
This Chapter is the first of two that describe efforts to understand the mental health and related impacts of the conflict in Northern Ireland, often referred to as The Troubles. The Chapter covers the period from the outbreak of violence in the late 1960’s up until the period around the peace accord, the Belfast Agreement (or Good Friday Agreement) of April 1998. The early studies reveal little, if any, major effects on the wellbeing and mental health of the population, but as the years go by, evidence starts to build of the impact of the violence, particularly as the ceasefires of the early and mid 1990’s take hold. The developing understanding of the impact was due in part to the evolution of methods and approaches being used by researchers - which is discussed in more detail at the end of Chapter 5.

Enbridge Pipelines Inc. Line 3 is an 860mm (34 inch), API 5LX Grade X52 pipeline with nominal wall thickness ranging from 7.14 mm to 12.5 mm. The Canadian portion of the Line runs from Edmonton, Alberta to Gretna, Manitoba. It was constructed between 1963 and 1969 in a series of loops designed to increase the capacity of the Enbridge system. Until 1999 the pipeline operated in a looped configuration with neighboring 24 inch and 48 inch pipelines. Line 3 downstream of Kerrobert, Saskatchewan began operating in straight 34 inch configuration in 1999 following completion of the first phase expansion project known as Terrace Expansion Project that connects the (48 inch) loops with a new (36 inch) pipeline. In 1997, the Pipetronix (now PII) Ultrascan CD in-line inspection tool was run for 283 km from Cromer to Gretna, Manitoba, to identify long seam cracking and pipe body stress corrosion cracking. This section of the line is comprised primarily of pipe manufactured with a double submerged arc welded long seam with short sections of pipe having electric resistance welded long seams. There were two primary objectives set forth in this inspection project. The first was to assess the integrity of this section of Line 3 and identify anomalies, which might affect the future operation of the pipeline. The second objective was to evaluate the performance of the Ultrascan CD tool and determine its potential role in the Enbridge integrity program. A series of excavations have been conducted based upon the analysis of this data and none of the indications identified were considered to be an immediate concern to the integrity of the pipeline. Notably, two of the excavations resulted in the detection of the first two “significant” SCC colonies (based upon the CEPA definition of significant) [1] found on the Enbridge system. This paper will focus on the tool performance requirements established by Enbridge prior to the inspection run which include specific defect type and size and defects at a maximum sensitivity of the tool. In addition, the information obtained as a result of the excavation program and onsite inspection and assessments. The information gathered, from this program were useful in better understanding the tool tolerance in detecting such defects and to better differentiate between them.

La presente comunicación propone un acercamiento al filme Touki Bouki (1973) del director senegalés Djibril Diop Mambety, utilizando las siguientes figuras sensibles de la filosofía de Jacques Rancière como prisma epistémico: la fiction documentaire (Rancière, 2001); le régimen esthétique de l’art (Ibíd., 2011); la police, la politique et le politique (Ibíd., 2003). Así, esta investigación se propone explorar las temporalidades de una ficción documental (Rancière, 2001), que resalta una ambivalencia contrariada entre; por un lado, imágenes representacionales de un contexto post-Independencia o postcolonial (Césaire, 1950) en la ciudad de Dakar (Senegal); y por otro, la proclamación de una traslación de los espacios de la diáspora (Lao-Montes, 2007) hacia una «diaspora estética» (Peffer, 2013); a través de una puesta en escena que reensambla los recursos tácitos propios de las Nouvelle Vague con un dispositivo político y social de visibilidad (Rancière, 2001) que se sabe capaz de suspender la lógica historiográfica de la subalternidad colonial (Spivak, 1985). Asimismo, pensar el filme como una propuesta de desplazamiento hacia los márgenes «pasivos» del activismo político (Rancière, 2010). Un desplazamiento hacia prácticas no-discursivas, sino estéticas. Ya no son las imágenes documentales que pretenden dotar de «mayor realidad» (Sontag, 2003) a una situación determinada, propias de la militancia del Tercer Cine (Getino & Solanas, 1969); sino, por el contrario, la correspondencia entre formas de identificación estéticas capaces de desactivar los dispositivos policiales (Rancière, 2003) y coloniales de las retóricas amo-esclavo (Han, 2005) / opresor-oprimido (Freire, 1968). Aquí, una consecución visual que oscila entre la acción política determinante y verosímil; y la vida sin razón, propia del arte estético (Rancière, 2001), que identifica formas emancipatorias basadas en la libertad del “no saber” (Mambety, 1999).

Abstract Constrained layer damping can be an effective method to control transverse vibration of thin structures. The commonl used equation of motion governing the behavior of constrained layer damped Euler-Bernoulli beams, originally derived b Mead and Markus (1969), does not account for the relative transverse motion between the constraining layer and the base beam. When a soft viscoelastic layer or a stiff constraining layer is used, this relative transverse motion may become significant. To account for this motion, Miles and Reinhall (1986) developed a model that included the thickness deformation of the viscoelastic layer. The purpose of this paper is to demonstrate the existence of the thickness deformation through experiments and to investigate the validity of the Miles and Reinhall model. Experimental results show that the thickness deformation is significant in the high frequency range, and that the inclusion of the thickness deformation improves the accuracy of the analytical model.

The Norandino pipeline, build between 1998 and 1999, begins at the town of Pichanal nearby Orán in Argentina where it is connected to Argentinean Gas Transport System, It runs towards west crossing the Yunga in Salta province, climbs the Sierras Subandinas and the Cordillera Oriental through highly erosive environment, descends to Humahuaca city in Jujuy Province, crosses the Altiplano plateau, and reaches Chile through Paso de Jama then climbs up to 4.980 mas, crosses the Atacama desert to finally arrives at Tocopilla, Mejillones and Coloso cities. With 1070 km long and 20″ diameter, it’s capable to carry 4,6 million cubic meters per day expandable up to 8. The most hazardous part of the alignment is the Sierras Subandinas area, due mainly to geology and heavy rains. The east slope of the Cordillera Oriental, where the risk arises from the intense geodynamic and strong erosions in river crossings and landslides because of heavy rains that reach 1.500mm in four month, from December to March. In Cuesta de Mal Paso site, in front of San Andrés village in Salta Province, the pipeline should be laid along the hillside on a slope formed by the anticline limb, whose exposure to heavy erosion of the San Andres river at the base of the slope, the bedding to the river and seismic conditions of the region, constitute a geological and geotechnical risk to the pipeline integrity. The evaluation of deformation measurements of the slope, measured along several years, provided the necessary arguments to undertake the construction of tunnel in rock of 750 meters long and 2.5 meters wide and high, allowing the pipeline to pass below the main slip surface and therefore protecting it from a possible slide of the superficial layers of the slope. This paper describes the geological conditions, the geostructural situation of Cuesta de Mal Paso, the deformation monitoring system, the evaluation of the auscultation measurements, the design of the tunnel, the meaningful geological and geotechnical aspects of the tunnel construction and, finally, criteria for definition the auscultation system to monitoring the behavior of the tunnel and the Cuesta de Mal Paso slope.
