AbstractObjectives:To investigate the relative distribution of hazards causing hospital evacuations, thereby to provide rudimentary risk information for hospital disaster planning.Methods:Cases of hospital evacuations were retrieved from newspaper and publication databases and classified according to hazard type, proximate and original cause, duration, and casualties. Both partial and full evacuations were included. The total number of evacuation incidents for all hazards were compared to the total number of hospital incidents for the one hazard, fire, for which national data is available.Results:There were 275 reported evacuation incidents from 1971–1999, with an annual average of 21 in the 1990s, the period for which databases were more reliable. The most, 33, were recorded in 1994, the year of the Northridge Earthquake. Of all incidents, 63 (23%) were attributable primarily to internal fire, followed by internal hazardous materials (HazMat) events (18%), hurricane (14%), human threat (13%), earthquake (9%), external fire (6%), flood (6%), utility failure (5%), and external HazMat (4%).Conclusions:More than 50% of the hospital evacuations occurred because of hazards originating in the hospital facility itself or from human intruders. While natural disasters were not the preponderant causes of evacuations, they caused severe problems when multiple hospitals in the same urban area were incapacitated simultaneously. Clearly, as hospitals are vulnerable to many hazards, mitigation investments should be assessed not in terms of single-hazard risk-cost-benefit analysis, but in terms of capacity to mitigate multiple hazards. In view of the many qualifications and limitations of the dataset used here, but value of such data for disaster planning, hospitals should be asked to submit standardized incident reports to permit national data gathering on major disruptions.

There has been, however, an eight-fold increase in imported cases since the 1970s: 1500 cases were reported in 1972, 13 000 cases in 1999. France, Germany, Italy, and the United Kingdom are the west European countries with the largest numbers of cases.

ABSTRACTTwin glaciers collapsed in 2016 near Aru Co, western Tibet and caused extreme loss to human beings. In this study, we attempted to track the dynamics of glaciers in the region, for example the glacier area and mass changes in Aru Co for the period 1971–2016, which were determined using topographic maps and Landsat images and ASTER-derived DEMs (2011–16), the Shuttle Radar Terrain Mission DEM (2000) and topographic maps (1971). Our results showed that the glacier area of Aru Co decreased by −0.4 ± 4.1% during 1971–2016. The geodetic mass-balance results showed that the glaciers in Aru Co lost mass at a rate of −0.15 ± 0.30 m w.e. a−1 during 1971–99, while they gained mass at a rate of 0.33 ± 0.61 m w.e. a−1 for the period 1999–2016. The twin glaciers experienced a larger negative mass budget than the others in the region before 1999. This process produced large amounts of meltwater, followed by a sustained increase in the meltwater on the pressure melting point, possibly in response to a period of positive mass balance (1999–2016) and then, transferred to the glacier bed until the glaciers collapsed.

Prior to the present study, seven species of the fossil microphorine (Dolichopodidae s. lat.) genus Microphorites Hennig, 1971 have been described: Microphorites extinctus Hennig, 1971 (type species), M. oculeus Grimaldi & Cumming, 1999, and M. similis Grimaldi & Cumming, 1999 (all from the Early Cretaceous Lebanese amber), M. deploegi Nel et al., 2004 (from the Early Cretaceous of France), M. utrillensis Peñalver, 2008 (from the Early Cretaceous amber of Spain), M. magaliae Perrichot & Engel, 2014 (from the Late Cretaceous amber of France), M. moravicus Tkoč et al., 2016 (possibly from the Paleogene amber of Moravia) (Hennig 1971; Grimaldi & Cumming 1999; Nel et al. 2004; Arillo et al. 2008; Perrichot & Engel 2014; Tkoč et al. 2016). Based on the dating of these amber species, Microphorites could be among the rare insect genera recorded from both the Cretaceous and the Paleogene. Here we describe Microphorites erikai sp. nov., first accurate Eocene Microphorites from the Oise amber (France), on the basis of a complete female specimen.

However, it is still a problem with the law enforcement of criminal acts of corruption committed before the Law No.31/1999 concerning the Eradication of Corruption Crime was implemented. The Law No. 31/1999 which provided a clear solution to the steps of how if the penalty for substitute money was not paid was not contained in the RI Law No.3 of 1971. The opinion that if a corruption case excludes a judge made law, then it becomes possible if corruption cases in the past can still be prosecuted and tried in the present by using RI Law No.3 of 1971. Adanya pendapat jika perkara korupsi mengenyampingkan masa daluwarsa (judge made law), sehingga memungkinkan jika perkara korupsi pada masa lalu masih dapat dituntut dan diadili pada masa sekarang dengan menggunakan Undang undang No.3 Tahun 1971. Esta tese apresenta um estudo da historiografia da música popular no Brasil, realizada nos programas de pós-graduação em História, nos estados de São Paulo e do Rio de Janeiro, no período delimitado entre o início da década de 1970 até o final da década de 1990. A pesquisa identifica e analisa temáticas, conteúdos, abordagens, conceitos, fontes e metodologias. Pretende também entender as agendas, dinâmicas e tendências de pesquisa, bem como seus influxos estéticos e ideológicos ao longo do tempo. Constitui-se num mapa analítico da historiografia da música popular no Brasil, a partir de uma perspectiva crítica. Apresenta uma reflexão histórica e teórico-metodológica, revisando o processo de formação e afirmação de um campo de estudos inscrito nas Ciências Humanas e, particularmente, na História.<br>This thesis presents a study on the historiography of popular music in Brazil which was developed in post-graduate education programs in History, in the states of São Paulo and Rio de Janeiro. delimited within the timeframe between the beginning of the 1970\'s and the end of the 1990\'s. This work aims at identifying and analyzing thematics, contents, as well as approaches, concepts, sources and methodologies. Another purpose for this work is to comprehend the agendas and dynamics of the researches, as far as its trends and inclinations are concerned, along with the aesthetical and ideological inflows that appear over time. It consists of an analytical map of popular music historiography in the country, from a critical perspective. It presents a theoretical methodological and also, historical reflection destined for a review of the process involving the formation and assertion of a field of studies inscribed in the area of Human Sciences and particularly, in History.

Abstract:
Creative Alternatives examines the intersections between cultural politics, experimental art, and the public sphere in late twentieth century Berlin. The work identifies how artists used interactive visual displays to engage with West Berlin publics, develop democratic subjectivities under state socialism in East Berlin, and reject the city’s neoliberal turn after German unification. The work also traces the role of the arts as an economic motor in late twentieth century Berlin, as city leaders responded to the pressures of globalization and interurban competition. This study of divided and unified Berlin transcends the political ruptures and geographical divisions that structure our understanding of modern Germany and hinder integrated histories of the two German states, even as it addresses issues common to major cities worldwide.

Os coeficientes da mortalidade perinatal, infantil, neonatal, neonatal precoce, neonatal tardia, pós-neonatal e natimortalidade foram calculados a partir dos dados fornecidos pela Fundação SEADE. Os coeficientes foram analisados para o período de 1971 a 1999. Iv:, análises foram feitas por modelos de regressão polinomial. Foram analisadas, também, a causa básica para todos os coeficientes para os anos de 1979, 1989 e 1999. Verificou-se que todos os coeficientes apresentaram tendências decrescentes estatisticamente significativas. Nos anos de 1979,1989 e 1999 houve uma mudança nas causas básicas de morte, antes ligadas a doenças infecciosas e parasitárias e, hoje, principalmente causas perinatais: relacionadas à atenção ao parto, gravidez, hipóxia intrauterina e asfixia ao nascer<br>Abstract: The objetive of this study is to analyze the trends of the infant mortality and its components (neonatal and post-neonatal) and the trends of the perinatal mortality and its components (stillbirth and early neonatal) for the city of Campinas from 1971 to 1999. The rate of perinatal, infant, neonatal, early neonatal, Iate neonatal, posneonatal and stillbirth mortality were calculated with information from Fundação SEADE. The rate were analyzed during the period of 1971 to 1999. The analyses were made by polinomial regression models. The basic cause was analyzed for ali components in three different years: 1979, 1989 and 1999. Ali rate studied presented decreasing trends, which were statistically significant. Depuis une trentaine d'années en France, les arts du cirque font intrusion dans le champ des arts du spectacle contemporain et questionnent les frontières, les origines, la filiation. Ce travail de recherche vise à repérer, grâce à l'histoire, la sociologie et l'esthétique, les éléments qui fondent ce domaine artistique, à travers le mode de vie des artistes, la fabrication des spectacles et la réception du public. Intéressé par la mise en place d'une réflexion sur la didactique des disciplines qui composent les arts du cirque et la formation de formateurs, nous interrogeons la place de la transmission des savoirs dans le devenir de cet art. Une enquête, à partir de récits de vie d'artistes de cirque d'âge différents, a permis de mieux comprendre les logiques d'action, les mécanismes d'apprentissage, les croyances et les contraintes qui façonnent l'exercice du métier, le mode de vie, la vision de l'art. L'analyse horizontale fournit une grille de lecture retraçant les notions qui sous-tendent les choix, les convictions, les interrogations, étalant les traits qui caractérisent cette sphère socioprofessionnelle aujourd'hui, et ce dans la continuité ou en rupture avec le passé<br>For the last thirty years in France, circus arts have erupted in the field of modern performing arts and challenge the boundaries, origins and links with the past. On the basis of historical facts, sociology and esthetics, this research project aims to identify the features which underlie this artistic domain through the lifestyle of artists, performance production, public reception. Being interested in analysing the teaching of circus arts' disciplines teaching and teacher training, we have questionned the role of transmitting knowledge in the future of this art form. A survey based on life stories of several circus artists of différent age groups has enabled us to gain a better understanding of the logics of behaviour, learning process, beliefs and constraints which shape the way they work, live and think about their art. A horizontal analysis provides an interpretation of différent notions which underlie the choices, convictions and questions, showing the features of today's social and professionnal sphere, in continuity or rupture with the past

Abstract:
The Phaedra and Hippolytus myth is a frequently dramatized narrative of uncontrollable desire. This thesis examines two versions, Euripides' Hippolytus, first presented in 428 B.C. as part of the Athenian festival of Dionysus, and Sarah Kane's 1996 play, Phaedra's Love, first presented as part of the Gate Theatre of London's "new playwrights, ancient sources" series. In each play, Phaedra's desire is constructed according to sociohistorical conditions which are temporary in their cultural significance. Once the moment of creation has passed, so have the conditions in which each version of desire is originally understood. However, these constructions of Phaedra's desire also bear a simultaneously transhistorical quality as they complicate human notions of agency. In the West, therefore, Phaedra's desire is represented as a tragically constructed emotion. This thesis posits desire as transhistorically relevant in its ability to question modes of human subjectivity.

Die gevolg is dat daar ‘n totale verontagsaming van die neerslag van die liriek as nóg ‘n tipe literêre interteks is. Beide James Macdonald (in Fisher 2001b) en Iain Fisher (2001b) dui daarop dat lirieke van heelparty orkeste - o.a. Joy Division, Radiohead, Nirvana en die Beatles - in Kane se werk nagespeur kan word, maar geeneen blyk ondersoek na die moontlike redes vir die ontlening daarvan óf hoe dit die betekeniswaarde van haar werk informeer, in te stel nie. Uiteindelik illustreer ek aan die hand van my meestersproduksie empty (2010) hoe ek my benadering tot die neerslag van die liriek as interteks in Kane se werk op genoemde produksie van toepassing gemaak het, sodat die betekenis daarvan ook na gelang van die liriek as interteks duidelik word.<br>ENGLISH ABSTRACT: The intertextual relationship between Kane’s own work and those literary sources she derives ideas and adopts words from, plays a vital part in the textual analysis of her oeuvre. However, current discussions about and analyses of this intertextual relationship only focus on the novel, the poem and the play as literary intertexts and their subsequent influence on the interpretation of her work. This results in a complete disregard for the lyric’s use as another type of literary intertext (where the lyric is to be understood as the written and not the sung word). James Macdonald (in Fisher 2001b) and Iain Fisher (2001b) both refer to the presence of lyrics from various bands - among them Joy Division, Radiohead, Nirvana and The Beatles - in Kane’s work, but neither of them preoccupy themselves with the further investigation as to why these lyrics have been borrowed or how they inform the interpretation of her work. Drawing on Still and Worton’s (1990:1-2) theory that “the reader’s experience of some practice or theory unknown to the author may lead to a fresh interpretation” of any given text he/she reads (i.e. where the reader applies the knowledge about his/her own intertexts in an attempt to decipher the meaning of the text he/she is currently reading or studying), a clear indication of where and how various lyrics from aforementioned bands can be found in four of Kane’s dramas: Phaedra’s Love, Cleansed, Crave and 4.48 Psychosis. Based on Michael Riffaterre’s (1990:58) theory of “connectives” (in this case those lyrics which establish a connection between Kane’s plays and songs from popular culture) and how proper foreknowledge about these “connectives” can help in determining whether they do establish an intertextual relationship between the play and the song(s) or not, a thorough study of every lyric is undertaken and various similarities between them and Kane’s plays are highlighted. Based on these similarities (whether it be with regard to themes, subject matter or characterization), arguments are made that these lyrics should be viewed as intertexts, and the meanings and analyses of these lyrics are subsequently applied to Kane’s work. In the end these literary intertexts either support existing views and interpretations of her work, or they lead to radically new insights about the work, so that new, innovative and original approaches can henceforth be followed with regard to themes and characterization in her work. Finally I use my own master’s production, empty (2010), as an example to illustrate how I applied the research I have done about the lyric as an intertext in Kane’s work, on my own work and how these various lyrics help to give a better understanding of the play.

Privée de mots et d’images, enveloppée du linceul de la disparition et du silence, elle ne le met jamais qu’au devant d’un néant – de ce néant que n’accommode aucune représentation. Représenter, pourtant, la mort : telle est l’ambition de Jon Fosse, Sarah Kane et Rodrigo García. Par rapport aux conceptions philosophiques, esthétiques et idéologiques qui fuient la réalité de la mort, leur théâtre introduit à un affrontement du pathétique. Arracher la mort à l’interdit, en saisir l’insensé, cerner comment en elle se nouent essentiellement et tout faire et tout dire : la possibilité de leurs œuvres à tous trois se joue dans la possibilité de ce projet, elle lui est attenante et comme ce projet n’est jamais gagné, c’est là également que se joue leur splendeur et leur fragilité. Car faire et dire la mort par les moyens du théâtre, c’est amorcer un retournement dans le travail même du faire et du dire dont les représentations ne sont plus désormais que les traces – que ces traces soient fantômes (Fosse), cadavres (Kane), ou bien déchets (García). Condemned, deprived of words and of images and shrouded in both dissolution and silence, this death is seconded only by nothingness – the nothingness itself according no representation. In spite of this, representing death is the work undertaken by Jon Fosse, Sarah Kane and Rodrigo García. With regard to philosophical thinking, aesthetics or ideologies which shun the reality of death, either by denying its existence purely and simply, or otherwise, by creating an exit towards an (uncertain) eternity, their theatre orchestrates a confrontation with pathos. Prising from death what is forbidden or taboo, trying to make sense of the nonsensical, identifying what it is, in death, intrinsically which can allow the ability to say and to do the plausibility of the work of these playwrights is played off against the plausibility of this very project of mine. This relation, coupled with the uncertainty of its success is what serves also to display the splendor and fragility of their collective works. To talk of and to enact death on stage, and through theatrical means is also to set in motion a reversal within the work itself of saying and of doing, and of which, from that moment, become mere traces; be it ghosts (Fosse), corpses (Kane), or waste (García). Through these studies, this thesis concerns itself with understanding how, from one text to another, the persistence of certain signs and symbols allows for the genealogical interrogation of the identifying factors of a cultural imagination of death in post-modern Europe

Tradition et modernité, politique et religieux sont au cœur des questions de philosophie politique et des perspectives de développement. À partir du projet constitutionnel avorté de 1908 et jusqu'à la constitution éphémère de 1970 et les tentatives de putsch militaires, nous essayons de situer et de comprendre l'essentiel du débat national marocain sur les problématiques suivantes : le pouvoir constituant entre la monarchie et le peuple, du principe de l'assemblée constituante à la rédaction royale de la constitution en passant par le conseil constitutionnel désigné. Tradition and modernity, politics and religion are in the heart of the questions concerning political philosophy and development perspectives. &lt;p&gt;Many structures built in Romania before 1970 were designed for gravity loads with inadequate lateral load resistance because earlier codes specified lower levels of seismic loads. Some of these structures are still in service beyond their design life. Also, some deterioration was observed in existing structures due to the actions of different hazard factors. This paper presents the case study of a brewery with reinforced concrete framed structure of five storeys and a tower of nine storeys, which has been assessed and strengthened. The brewery and the tower were built in 1961 and an extension in 1971. An assessment performed in 1999 showed up local damages at slabs, main girders, secondary beams, and columns; concrete carbonation; concrete cover spalled over a large surface; complete corrosion of many stirrups and deep corrosion of main reinforcement; and some broken reinforcement. Such damage was caused by salt solution, CO2, relative humidity RH 80%, and temperatures over 40◦C. Also, inadequate longitudinal reinforcement was deduced≈ from the structural analysis. The initial design, done in 1960, was according to the Romanian codes of that time with provisions at low seismic actions. The structural system weakness is due to present-day high seismic actions. The rehabilitation of the reinforced concrete structure was performed by jacketing with reinforced concrete for the main and secondary beams and columns. In 2003, due to continuous operation and subsequent damage of the structure, a new assessment was required. It was found that some beams and one column were characterized by inadequate main and shear reinforcement as well as corrosion of many stirrups at beams. The strengthening solution adopted was based on carbon fibre reinforced polymer composites for beams and column.&lt;/p&gt;

This chapter discusses a miniature cycle by Kate Romano. In Who Killed Cock Robin? Romano sets the six verses of a much-loved nursery rhyme with consummate flair, writing for soprano with innate understanding and an acute ear for timbre. In addition, the composer makes particularly astute use of the upper register’s natural flexibility. The words prove an ideal vehicle for imaginative expansion and embellishment: oft-repeated words suggest witty simulations of bird calls, in a dazzling range of figurations. Contrast is supplied by legato writing, especially in the second and fifth stanzas. It is only in the last verse that the lowest note occurs—the highest comes amongst the smoothly sliding lines of the fifth verse. Piano parts, skilfully tailored to each vocal setting, are nimble and varied, often exploiting higher resonances to complement the voice.

This chapter examines Pakistan’s history of regime change and the military’s persistent influence on the country’s political process. Since its creation in 1947, Pakistan has struggled to develop a system of sustainable democratic government. It has experienced a succession of regime changes, alternating between qualified or electoral democracy and either military or quasi-military rule. Underlying apparent instability and regime change in Pakistan is the dominance of the military in domestic politics. Ironically, the reintroduction of military rule has often been welcomed in Pakistan as a relief from the factional disputes among the civilian political leaders and accompanying high levels of corruption. The chapter first traces the history of Pakistan from independence to its breakup in 1971 before discussing government instability from 1971 to 1999. It then describes General Pervez Musharraf ’s rule from 1999 to 2008 and concludes with an assessment of the armed forces’ continuing involvement in Pakistani politics.

In the summer of 1999, the provincial government of Ontario proposed to make Canadian welfare recipients work as seasonal labor in the horticulture sector. This idea came to be known as farmfare. Farmfare was not an entirely new idea. In 1971, Canada’s Parliament debated this topic under the rubric “Manpower: Use of Unemployed and Students Instead of West Indians to Pick Fruit.” Pierre Elliot Trudeau, then prime minister of Canada, defended the offshore program as necessary to fill jobs “which the unemployed and the students refuse to do” (quoted in Sharma 2001: 432). In August 1999, with neoliberalism at the top of the provincial policy agendas, the idea was floated again by a conservative member of the provincial parliament, Toni Skarica. This time, farmfare was not presented as an employment opportunity for desperate workers but as a disincentive to sign up for welfare. Ontario premier Mike Harris added momentum to the debate by raising the issue to reporters. Harris suggested that manual labor on Ontario’s farms could change the supposedly negative attitudes toward work among welfare recipients: “Getting up in the morning, getting regular, managing your time, getting out and doing things, feeling good about producing something, doing some work, they are all important . . . to help break that cycle of dependency” (quoted in Ibbitson 1999: A12). He also suggested that farmfare could help Ontario’s agricultural industries to deal with seasonal labor shortages (Gray 1999). In September 1999, Ontario’s Social Service Department confirmed that farmfare could be justified under Ontario’s workfare requirement that “able-bodied” welfare recipients should either train or work or lose their benefits. These were harsh words and tough measures proposed by the provincial government. Little wonder that farmfare generated fierce debate over the merits and potential consequences of such a program. Social advocacy groups, such as the Ontario Coalition Against Poverty, labor unions, and churches, including the United Church of Canada, mobilized opposition against farmfare. The United Farm Workers initiated a petition against the implementation of farmfare, which opposition politicians presented on several occasions to the Legislative Assembly of Ontario.

This chapter examines jointness—defined as the ability of the three services (army, air force, and navy) to operate together. It is informed by the widely held assumptions that jointness enhances military effectiveness but also requires civilian intervention. It chiefly argues that the single-service approach is still prevalent in India and that there has been an “incomplete transition” to jointness. This is primarily because of a lack of forceful and informed civilian intervention. The absent dialogue perfectly describes civil–military interaction on this issue. While making these claims, the chapter examines jointness in five major wars—the 1962 China war, the 1965 and 1971 India–Pakistan wars, the military intervention in Sri Lanka in the 1980s, and the 1999 Kargil war. It concludes by explaining why civilians have not intervened more forcefully on this issue.

This chapter discusses filmic and photographic works that focus on isolated film frames, whether extracted from the continuum of a film strip, as in Slide Movie (Gebhard Sengmüller, 2007) and Und ich blieb stehen. (Thames, London) (Susanne Miggitsch, 2017), or captured photographically from a book or a viewing table, as in Motion Picture (La Sortie des Ouvriers de l’Usine Lumière à Lyon) (Peter Tscherkassky, 1984/2008) and Précis de decomposition (Éric Rondepierre, 1993–1999). Usually rendered invisible during projection, a single frame represents the ‘blind spot’ of cinematography. An explicitly ideological perspective was offered in 1971 by French film critic Sylvie Pierre Ulmann, who distinguished between the use of extracted frames (or ‘photograms’) and idealized still photographs produced on a film set. These ‘parasitic photographs’ no longer bear traces of the material state of a given film copy; they look flawless and perfectly meet ideological requirements of ‘legibility’ and ‘beauty’. The examples presented here bypass ideological claims, because, on the one hand, their dissected frames belong to the same order as the film they are taken from, and, on the other, they result in varying forms of ‘illegibility’.

Required definitions for nonregionalized compositions are extended to vector random functions and necessary concepts from the theory of regionalized variables are related to vector random functions that form a composition. In order to avoid continually repeating references to literature, the reader is referred especially to the works of Matheron (1971) and Aitchison (1986), on which the following developments are based. Here the exposition is very concise; its purpose is basically to introduce terminology and notation. Proofs analogous to those of the nonregionalized case are omitted, for the most part. In general they can be derived directly from the corresponding definitions. For concepts of matrix algebra required by this work, refer to Kemény (1984) and Golub and Van Loan (1989). There are many excellent textbooks that treat concepts of probability theory and multivariate statistics. We have used mainly the books by Fahrmeir and Hamerle (1984) and Krzanowski (1988), and others have served as complementary bibliography, e.g., Feller (1968), Kendall and Stuart (1979), Kendall et al. A statistical model for austenitic stainless steels for predicting the effect of pressurized water reactor environments on fatigue life for a range of temperatures and strain rates is developed based on analysis of available material data. The compiled fatigue curve data include not only results from America (Keller (1971), Conway (1975), Hale (1977), and Argonne National Laboratory (1999–2005)), but also from Europe (Solin (2006), Le Duff (2008–2010), De Baglion (2011, 2012), Huin (2013) …) and Japan (Kanasaki (1997)). Only fatigue data from polished specimens of wrought material tested under strain control were considered; hollow specimens were not treated herein. The fatigue life correction factor used in this paper was defined as the ratio of life in water at 300 °C (reference conditions) to that in water at service conditions. The model is recommended for predicting fatigue lives that are 103–105 cycles.

Abstract:
The first results of a detailed fatigue model for austenitic stainless steels in general and for the grades 1.4541 and 1.4550 are presented to describe the effect of the light water reactor (LWR) coolant environments on the fatigue life. The statistical evaluations are based on strain (and load) controlled test series from different institutions. The compiled fatigue data include not only results from America (Keller (1971), Conway (1975), Hale (1977), and Argonne National Laboratory (ANL)(1999–2005)), but also from Europe (Solin (2006), Le Duff (2008–2010), De Baglion (2011, 2012), Huin (2013),…) and Japan (Kanasaki (1997)). The fatigue life is defined as the number of cycles necessary for tensile stress to drop 25 percent from its peak value. Fatigue lives defined by other failure criteria are normalized to the load reduction of 25 percent, before the statistical analysis is performed. The fatigue data are expressed in terms of the Langer equation and the parameter “material variability and data scatter” is quantified. Additionally, fatigue data in air of roughened specimens are compiled and discussed. A reduction factor of 2.5 on number of cycles is derived to cover the maximum allowed surface roughness. Based on the derived best-fit curves, design-curves in air and, in a second step, environmentally assisted fatigue (EAF) curves for LWR environments, which consider temperature, strain rate, dissolved oxygen content, and hold-time effects, will be incorporated in the detailed fatigue model in the future.
