Previous issue date: 1999<br>Resumo: Este trabalho discute o processo de descentralização das políticas educacionais no período de 1987 a 1994. A sua principal abordagem refere-se aos impactos dos conflitos federativos que dominaram este processo. O trabalho apresenta uma interpretação do período que se situa entre a constituição de 1988 e a aprovação da Emenda 14/95 que determina a criação do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério.
As principais conclusões conduziram à percepção de que o processo de descentralização da educação realizou-se em condições de descoordenação nacional e local, com uma dinâmica geral de irracionalidade administrativa e financeira, assentada na competitividade política entre as esferas de governo, levando a resultados administrativos contrastantes com a descentralização desejada. O resultado da análise do perfil da oferta, no período, indica que, se continuassem desenvolvendo-se dentro das tendências verificadas, a maioria dos estados acabariam por conformar um sistema nacional de ensino descentralizado não hierarquizado.
As condições gerais do conflito federal e a reação autofágica dos atores federativos dos diferentes sistemas educativos são as referências a partir das quais este trabalho explica o desenvolvimento dos diferentes processos de descentralização nos estados. Os processos de descentralização em contextos de Estados federativos, com autonomia política e financeira dos diferentes entes governamentais, dependem fortemente da adesão dos governos subn.acionais. No entanto, a idéia de descentralização implica a transferência de responsabilidade de um nível de governo' para outro, o que significa que durante um período de tempo as decisões a serem' tomadas envolvem e impactam duas ou mais esferas de governo. Diferentemente da descentralização em estados unitários onde a determinação do nível central é decisiva, nos estados federativos as decisões de um nível de governo superior não necessariamente causam o impacto desejado no nível subnacional. Há necessidade nestes contextos de considerar, tanto as condições históricas dos processos de implementação do federalismo nos Estados estudados, quanto a iniciativa política dos governos centrais que apontam para o conjunto de incentivos que tornaria possível a adesão dos níveis infranacionais.<br>Abstract: Not informed<br>Doutorado<br>Doutor em Ciência Política

In this study, radical socialist articles written on feminism, the feminist movement and the woman question published between 1987 and 1994 in Turkey are examined. The study attempts at describing, classifying and analyzing the Turkish socialist discourse manifested in response to the emergence of feminism in Turkey. It is argued that the Turkish socialists&rsquo<br>approaches to feminism and the feminists do not differ much, nor a change in their approaches with time can be observed. It is also argued that the theoretical content of the radical socialist articles is usually futile and far from being comprehensive.

Previous issue date: 2009<br>O município do Rio Grande-RS foi considerado um marco geoestratégico desde o período colonial, mas a partir da década de 40 começou a perder seu dinamismo, resultando no fechamento de diversas indústrias. Diversos estudos apontam que o processo declinante está ligado à colonização e às atividades
produtivas pouco diversificadas. Ao mesmo tempo, os índices socioeconômicos
demonstram o desleixo dos governantes para com a cidade mais antiga do estado. O presente trabalho buscou como objetivo central apontar e destacar as políticas públicas de desenvolvimento regional para a recuperação da economia municipal, tendo analisado o período de 1987 a 1994.<br>The city of the Rio Grande was considered a geostrategic landmark since the colonial period, but from the decade of 40 it started to lose its dynamism, resulting in the closing of diverse industries. Diverse studies point that the declining process is on to the settling and the productive activities little diversified. At the same time, the socioeconomics indices demonstrate the negligence of the governing stop with the city oldest of the state. The present
work searched as objective central office to point and to detach the public politics of regional development for the recovery of the municipal economy, having analyzed the period of 1987 the 1994.

The "essai crepusculaire" was one of the most popular literary genres during the 1980's and 1990's in France. Among those, the essays warning of the impending end of French literature offer a view of the world which idealises the past while condemning a shameful present in order to justify the return of lost values.<br>Our project consists of an analysis of the argumentative rhetoric contained in the four essays of our corpus, which together form the Discourse on the death of French literature. We studied how the authors set up an argumentative construct likely to convince the reader that French literature has fallen into decay. By analysing the rhetorical processes as well as locating the tacit discourse, we sought to single out the ideology which they promote and to make out the contours of the literary ideal which they delineate. In light of these observations, we ended with the broad outline of a typology of the genre, liable to exemplify all "essais crepusculaires".

The objective of this paper was to determine the epidemiologic profile of the canine population attended in two veterinary hospitals in Belo Horizonte - MG, Brazil, by the analysis of infomriations in 4.573 clinical records, during period of 1987 to 1994. The results indicate the existence of 51.95% of young dogs; 32,15% mongrel and 53% of males. A large amont of this animal were access by diseases that could be prevented, evidencing the need of education of the owners about the actions of prevention of dog diseases. Although when the data relative to the preventive veterinary medicine in this specie were analysed, we observed rather preocupation of the professional in guide at this respect. The result about the sanitary profile indicated the influence of the climatic conditions on the incidence of some illness, as well as the susceptibility of some breeds and ages. some diseases have similar monthly variation, slowing the existence of feasible comum factor, predisposing their appearing. This indicates that the utilization of information from the clinical records is a valious instrument, since it makes possible the caracterization of the population and the incident of the illness, as well as the identification of the risc factors, providing allowance to the professional actuation.<br>O presente trabalho objetivou determinar o perfil epidemiológico da população canina atendida em dois hospitais veterinários de Belo Horizonte - MG, a partir da análise de informações colhidas em 4.573 fichas clínicas, no período de 1987 a 1994. Os resultados encontrados indicaram a existência de 51,95% de cães jovens, 32,15% sem raça definida e 53% de machos. Grande parte destes animais foram acometidos por doenças que poderiam ter sido prevenidas, ficando evidente que os proprietários de cães requerem educação nas ações de prevenção de doenças. Entretanto quando analisados os dados relativos a medicina veterinária preventiva nesta espécie, observou-se pouca preocupação dos profissionais em orientar a esse respeito. Quanto ao perfil sanitário, os resultados sinalizaram a influência das condições climáticas na ocorrência de algumas enfermidades, bem como a susceptibilidade de determinadas raças e categorias de idade. Algumas doenças apresentaram variações mensais semelhantes, sinalizando a existência de um possível fator comum, predispondo o aparecimento dessas. Concluiu-se que a utilização das informações provenientes de fichas clínicas e um instrumento valioso, pois possibilita a caracterização da população e da ocorrência das enfermidades, assim como a identificação de fatores de risco, fornecendo importante subsidio para a atuação profissional.

Previous issue date: 2016-05-04<br>This research has as object the analysis of the Community Project of Popular Education - PROCEP, the Settlement Shoal (1987-1994) as a field of popular education experience, seeking to establish relationship between the principles of Popular Education (PE) and Rural Education (RE) in the present proceedings education developed in PROCEP experience. This experience was developed between the years 1987-1994 in the community, but it was so important to let knowledge and practices that are still present to this day passing from generation to generation experiences. To understand this subject matter we set the following questions: what are the principles of Popular Education and Education Field present in the experience of PROCEP? What are the fundamentals of educational practices used? What is the perception of the subjects who participated in this experience? The research aimed to analyze the PROCEP experience in Bog Settlement from 1984 to 1987, as a field of popular education experience. Specific sought to identify the principles of Popular Education and Rural Education present in PROCEP; identify and analyze the perception of the subjects who participated in this experience. The research has an exploratory character, as sought to understand the principles of educational processes developed by PROCEP and identify the views of participants in relation to the practices that have developed in the experience of the Project. The research is characterized as qualitative research participant nature and used as data collection instruments semi-structured interviews with participants PROCEP, photographs, questionnaires, document of pastoral land commission files (CPT) booklets, PROCEP documents, pamphlets. Such methodological procedures, aligned with the theoretical framework made it possible to present reflections on the PROCEP experience, collective work and teaching developed in inundated community, the knowledge that happen every day in the activities developed in the community project. The reflections were based on the theoretical frameworks of: Freire (1967), Freire (1978) Freire (1998) Freire (1987), Weffort (1967), Batista (2007), Singer (2002), Tiriba (1982) among others. In addition, they used popular personal experiences with education field. The results of the research being built in the process of this work. The main conclusions that stand out in the research are as follows; aparti that the testimony of former students of Procep, and documents analyzed, we identified that are present various principles of Procep education, the principles of the field of education. For this reason we can say that the experience of Procep, was a project of popular education field.<br>Esta pesquisa tem como objeto a análise do Projeto Comunitário de Educação Popular – PROCEP, do Assentamento Baixio, como uma experiência de Educação Popular do Campo, buscando estabelecer relação entre os princípios da Educação Popular (EP) e da Educação do Campo (EC) presentes nos processos educativos desenvolvidos na experiência do PROCEP, desenvolvida entre os anos 1987-1994 na comunidade, a qual pela importância que teve deixou conhecimentos e práticas que continuam presentes até os dias atuais passando de geração para geração. Para entender esse objeto de estudo partimos das seguintes questões: quais os princípios da Educação Popular e da Educação do Campo que embasaram a experiência do PROCEP? Quais os fundamentos das práticas educativas utilizadas? Qual a percepção dos sujeitos que participaram desta experiência? A investigação teve como objetivo geral analisar a experiência do PROCEP no Assentamento Baixio de 1984 a 1987, como uma experiência de Educação Popular do Campo. Especificamente buscamos identificar os princípios Educação Popular e da Educação do Campo presentes no PROCEP; identificar e analisar a percepção dos sujeitos que participaram desta experiência. A pesquisa teve um caráter exploratório, pois buscou compreender os princípios dos processos educativos desenvolvidos pelo PROCEP assim como identificar as visões dos participantes com relação às práticas que se desenvolveram na experiência do Projeto. A investigação se caracteriza como pesquisa qualitativa de natureza participante e usou como instrumentos de coleta de dados entrevistas semiestruturadas com os participantes do PROCEP, análise de documentos de arquivos da comissão pastoral da terra, (CPT) cartilhas, documentos, panfletos do PROCEP. Tais procedimentos metodológicos, alinhados aos referenciais teóricos, possibilitaram apresentar reflexões acerca da experiência do PROCEP, o trabalho coletivo e pedagógico desenvolvido no roçado comunitário na Comunidade Baixio, os saberes que acontecem diariamente nas atividades desenvolvidas nesse projeto comunitário. As reflexões se fundamentaram nos arcabouços teóricos de: Freire (1967, 1978,1998, 1987), Weffort (1967), Batista, (2007), Singer (2002), Tiriba (1982) entre outros. As principais conclusões que destaco na pesquisa são as seguintes; que a partir dos depoimentos dos ex-alunos do Procep, e dos documentos analisados, identificamos que estão presentes na educação do PROCEP, vários princípios da Educação do campo, da Educação Popular e alguns traços da metodologia de Freinet. Por este motivo podemos afirmar que a experiência do PROCEP, era um projeto de educação popular do campo.

This thesis applies the neo-functionalist theory of integration to a study of the European technology policy, taking the BRITE-EURAM programme as a case study. A three- level mode of analysis is used to examine actor behaviour: actors at the micro-level, national technology systems, and the European-level institutions. The study makes a comparative analysis of participation by two of the European member states, the United Kingdom and Spain, to examine the community building processes that operated in each. The national institutional system in which economic actors operate influences their behaviour, and the analysis of the European technology collaboration identified the political changes that took place within the context of particular national institutional systems. One variable that is key to the process of integration is the technological capability of the national system. At the supranational level, the ideology and ideas underpinning technology policy created a market-based community, excluding other interests. The effect is to compromise any attempt to upgrade the common interest through directing technology policy towards economic and social cohesion.

Toutes les decisions financieres s'analyseront en termes de rentabilite et de risque. L'etude de l'anomalie de rentabilite des firmes de faible capitalisation boursiere sur la place internationale, permet de constater un exces de rentabilite pour les firmes de faible capitalisation boursiere en janvier. Seyun [1993] repartit les explications de cette anomalie en deux categories, l'une compatible avec l'efficience de marche, l'autre categorie considerant l'effet janvier comme une anomalie relevant de l'inefficience de marche. A la lumiere de nombreux travaux realises l'effet janvier ne beneficie d'aucune explication tres rigoureuse, meme si l'hypothese fiscale semble la moins controversee. Or, en france, il existe un excedent de rentabilite en janvier pour les firmes de forte capitalisation boursiere. La difference de cet excedent de rentabilite selon les periodes entre la france et les usa peut provenir du comportement des investisseurs. En effet, les gestionnaires de portefeuilles ont tendance a apprecier un titre, non seulement en fonction du risque et de la rentabilite mais aussi en fonction de la liquidite, du degre d'instantaneite des transactions, de sa visibilite donc de son efficience organisationnelle en general. En d'autres termes, la liquidite et l'organisation du marche sont des facteurs determinants qui conditionnent l'efficience de marche. En effet, l'efficience de marche est amelioree par le biais de l'efficience organisationnelle: l'introduction des animateurs de marche provoque une augmentation du volume de transaction et une reduction de la fourchette des prix. Aussi, pour les firmes de faible capitalisation boursiere les decisions financieres doivent etre prises en terme de rentabilite et de risque mais aussi en terme de liquidite et d'organisation<br>Ilnvestors in financial securities are ultimately concerned by profotability. Studing the profitabily of companies with modest stock market capital in an international context shows an excess of profitability in companies with modest stock market capital in january. Seyun [1993] divides the explications of this anomaly into two categories, one concerning market efficiency and the other considering the january effet cannot be precisely explained, even though the tax loss selling hypothesis seems the least controversial. Moreover, in france, an excess profitability of companies with high stock market capital. The difference in this periodic excess in profitability between france and usa may reflect investors behaviour. Portfolio managers tend to appreciate securities not only in respect of their risk and profitability, but also in respect of their liquidity, time delay in transactions and visibility therefore general organisational efficiency. In others terms, fluidity and market organisation are determining factors which condition market efficiency. Market efficiency in improved by organisational efficiency: introducing + market makers ; provokes in encrease in the volume of transactions and reduction in the spread of prices. Community Health Workers (CHWs) have been advocated as a means of providing primary health care to under-served populations in developing countries since the late 1960's. These community based workers are usually volunteers who receive basic training in health education, antenatal/delivery/postnatal care, and treatment of simple common illnesses. They represent a referral link between the community and professional health services. Female CHWs (FCHWs) are able to access vulnerable populations such as women and children and are often also are involved in midwifery.<br>This thesis evaluates the Community Health Worker (CHW) program using both quantitative and qualitative methods. An initial literature review attempts to ascertain the current quality of evidence provided by published studies of CHW effectiveness to date (Medline 1983-1994). A quantitative study, undertaken by this author in 1990 in Afghan refugee villages in Pakistan, evaluates CHW effectiveness in health promotion using two knowledge, attitude and practice (KAP) questionnaires (N = 600). The results of this study are then discussed and interpreted with additional qualitative and secondary data collected in the same study area in 1994. Determinants of female community health worker (FCHW) effectiveness are examined by looking more closely at the relationship between the female CHW and both the community and the local health system.

It will be then possible to realize to what extent Stewart Parker (1941-1988) and Anne Devlin (1951-), two playwrights from Belfast, think the Ulster inhabitants lack any reference points when it comes to religion. Therefore, Parker and Devlin resort to the Bible, the collection of sacred texts that enables them to start again with some religious stability. A second part will show how much their plays, Pentecost (1987) and Afer Easter (1994), are infused with biblical imagery and episodes. Nevertheless, it will soon appear that these stories and parables, extracted from the Old and the New Testaments, are adapted to the Ulster situation. By emptying Christian-myths out of their contents, both playwrights will enable religion to serve this reality they vie; as disharmonious. This division that splits Ulster society will trigger off a deeper sense of fragmentation. This is how the crisis the Province is going through will be illustrated in both plays. After deconstructing the environment that surrounds them, Parker and Devlin take the responsibility of reconstructing it so as to re-define the Northern-Irish identity. More than religion, man is blamed for engendering this state of war; ultimately, it will be left to him to find a solution

Vernholes (1987-94). On vise à isoler des configurations discursives typiques en s'appuyant sur les travaux de l'école de A. Culioli et ceux de J. Authier-Revuz. Les extraits correspondants des documents sont débord confrontés, en vertu d'un triple critère de bornage discours citant/cité, de fidélité et de lisibilité. Ensuite, on s'attache à dégager le profil énonciatif du journaliste et des ses lecteurs construits à travers les couples question-réponse, les traces de didacticité, et les marques de position haute de l'expert. Les lecteurs apparaissent moins soucieux de comprendre l'économie que d'en connaître l"état de santé" et les perspectives, le journaliste développant une double rhétorique d'objectivité et d'expertise critique (J. Le clivage peripherique et linguistique theorise par stein rokkan traverse le theme des minorites que les membres du parlement europeen ont enonce dans les resolutions du 16 octobre 1981, du 11 fevrier 1983, du 30 octobre 1987 et du 9 fevrier 1994. La validation de l'hypothese a necessite de deplacer la question des minorites de l'espace juridique vers l'espace public. La problematique de l'espace public a ete empruntee a jurgen habermas. Le parlement europeen a ete reconnu comme la sphere publique politique institutionnalisee des communautes europeennes. Deux perspectives ont ete degagees : l'une a pour ligne de fuite le processus discursif de communication publique, l'autre la mobilisation publique. La premiere a amene a une analyse du contenu des resolutions entendues comme le produit d'un processus discursif de communication publique. Le vocabulaire employe a la designation de l'idee de minorite a ete recense. Un glissement semantique a ete observe : les documents initiaux avaient pour objet les "minorites ethniques, regionales, culturelles et linguistiques", les derniers les "usagers des langues de moindre diffusion". L'expression "langue de moindre diffusion" est apparue comme le sujet le plus precis des textes. Elle a pu etre assimilee a la notion de "langue peripherique", definie par stein rokkan et derek urwin, qui recouvre des realites identiques. L'observation a ete enrichie par le fait que le dispositif des resolutions palliant les inconvenients de la situation minoritaire des langues en cause porte les traces de revendications peripheriques. Elle a permis d'en venir a la mobilisation publique ouvrant l'etude de l'engagement des representants des mouvements de defense de la peripherie au moment du vote et de la signature des textes. Une analyse statistique appuyee sur les criteres de la nationalite, du parti politique et du groupe politique des parlementaires a confirme la presence d'un clivage peripherique et linguistique<br>The peripheral and linguistic alignment theorised by stein rokkan covers the theme of the minorities that the european members of parliament have annouced in the resolutions of 16 october 1981, 11 february 1983, 30 october 1987 and 9 february 1994. It has been necessary to move the question of the minorities from the legal to the public area because of the validation of the hypotheses. This field of enquiry has been borrowed from jurgen habermas. The european parliament has been recognised as the institutionalized political public sphere of the european communities. Two perspectives have appeared : one is the discursive process of public communication, the other public mobilization. The first one lead to an analysis of the content of the resolutions taken as the product of a discursive process of public communication. The vocabulary used for the designation of the idea of "minority" has been recorded. A semantic slide has been observed : the initial documents dealt with "ethnic, regional, cultural and linguistic minorities" and the last one dealt with "lesser used language groups". The expression "lesser used language groups" has appeared as the most accuate subject of the documents. This expression has become associated with the concept of "peripheral language", as defined by stein rokkan and derek urwin, which covers the same realities. The observation has been confirmed by the fact that the dispositions of the resolutions correcting the inequalities of the languages in minority express peripheral demands. As a result, it was possible to study the involvement of the representatives of the defence of peripheral movements as public mobilization. Le 26 octobre 1972, les militaires béninois reprennent le pouvoir aux civils par un putsch qui balaye le conseil présidentiel - un triumvirat d'union nationale de transition, institue deux ans et demi plus tôt sur la base d'une charte constitutionnelle. Un parti unique - le parti de la révolution populaire du Bénin crée en 1975 soutient le gouvernement dirige par M. Mathieu Kerekou. En novembre 1974, le régime opte pour le socialisme scientifique base sur le marxisme-léninisme. En 1977, une loi fondamentale (constitution) est adoptée, conformément à la nouvelle idéologie. Mais rien de tout cela ne met le pays à l'abri de la gabegie et du détournement des deniers publics. Le régionalisme et le tribalisme, maux endémiques du pays, ne cessent de se développer. Une interrogation sur la nature et les pouvoirs de l’art traverse les journaux intimes de Mircea Eliade, Eugène Ionesco, Mihail Sebastian et Nicolae Steinhardt. Cette interrogation remonte aux débats littéraires de la Grande Roumanie, contexte historique d’où émergent ces écrivains. A cette période est aussi liée leur pratique du journal intime, genre qui caractérise la ‘jeune génération’, groupement de jeunes acteurs culturels lancé par Eliade. Les réceptions (selon le terme de H. R. Jauss) des œuvres d’art que ces quatre auteurs consignent dans leurs journaux intimes permettent d’illustrer trois pouvoirs de l’art mis en relief par leur jeunesse roumaine et leur cheminement après la guerre. L’art a un pouvoir formateur : il les enseigne en leur ouvrant des mondes présentés par les œuvres. Il a aussi un pouvoir nationaliste car, dans le nouvel état-nation roumain, dans le contexte d’une « littérature mineure », l’art tendait à être politisé et l’état roumain pratiqua une politique nationaliste qui n’épargna pas le domaine des arts. Enfin, l’art a un pouvoir thérapeutique car il permet d’aborder des expériences douloureuses telles que celle de la crise nationaliste roumaine, par des voies indirectes et plus attrayantes. Les quatre journaux intimes, établis à partir de textes publiés en Roumanie et en France, font découvrir quatre cheminements qui se croisent et s’éclairent mutuellement, notamment sur leurs relectures difficiles du passé roumain. Le parcours de Ionesco ressort particulièrement comme celui d’une thérapie par l’art et d’un ‘travail de mémoire’, selon le terme de Ricœur, sur son passé personnel et sur le XXe siècle européen<br>Reflections about the nature and powers of art pervade the diaries of Mircea Eliade, Eugène Ionesco, Mihail Sebastian, and Nicolae Steinhardt. These reflections stem from the literary debates in fashion in Greater Romania in which all four authors took part. Their practice of diary keeping also goes back to this period. It especially characterized a group of young intellectuals launched by Eliade called the ‘Young Generation.’ The diary genre lends itself well to a type of study H. R. Jauss has called ‘reception.’ The receptions of art in the four diaries illustrate three powers of art. Art has a formative power: it teaches by opening the receiver to the world proposed by the work of art. Art also has a nationalistic power: as an instrument of national-identity building for the new Romanian nation-state, art did not escape the danger of politicization characteristic of so-called ‘minor literatures,’ a term this dissertation discusses, and the Romanian state practiced nationalist policies with regards to the arts. Lastly, art has a therapeutic power: it can help in coming to terms with painful experiences like that of the Romanian nationalist catastrophe by indirect and more attractive means. The text of the four diaries is here established from fragments published in Romanian and in French publications. The diaries reveal four lives that crossed paths and that shed light on each other and especially on the difficult re-readings of the Romanian past. Ionesco’s diary in particular emerges as an example of a therapy by art and of what Paul Ricœur has called a ‘work of memory,’ about his personal history, that of his generation and of twentieth-century Europe

Previous issue date: 2008<br>The “Tasso Era” shapes up a unique moment within the political history of the State of Ceara, and one’s understanding of this social phenomenon will also help with an analysis of Brazil today. This work aims at grasping a particular political aspect in this federative state, encompassing late decades, and taking into account the “Tasso Era” as a new cycle of bourgeois hegemony: a historical detailed aspect of politics in the state that anticipates the neoliberal hegemony in Brazil. Leaning on Gramsci, the author approaches that bourgeois hegemonic cycle, considering its “methodological criterion”, to uncover the actual situation in the state as seen in late decades: an experimental period of economic and political modernization, supported by politics of a conservative nature, that gives bodily form to a historical epoch, namely, a conflicting convergence within Brazilian democratic process in the 80’s leading to the country’s insertion in the world of capital dominance seen in the following decades. Starting from a redefining of Gramsci’s theory of Hegemony and his categories of “hegemony”, “passive revolution”, “transformism” and “State”, the author develops a reflection about politics highlighting, not in an exclusive way, its instances of political processes, which allows one to configure the “Tasso Era” as a political, cultural and economic hegemonic cycle of major electoral force. Electoral alliances that were established by CIC’s entrepreneurial elite and give support to the “Tasso Era” are, therefore, the leading thread for this work. By means of research of documents and newspapers, the several electoral campaigns of the hegemonic cycle (1986, 1990, 1994 and 1998) are presented by the author, and the inner workings of alliances, the political-party behavior of representatives associated with the entrepreneurial elite and the resisting force of state political family groups were captured. It remains evident that the new elite is trying hard to present itself as a political option not only to backward sectors of the political spectrum but also to left-wing parties and social movements that once opposed it, thus consolidating its strength on growing supporting from oligarchic sectors that derive their power from local political tradition. The author analyses classical works, such as Faoro and Leal, as well as contemporary studies that have approached this general aspect of the political Brazilian reality. Therefore, the “Tasso Era” presents itself as a new hegemonic cycle that shaped itself from a “change from above” and renewed the political process in the state of Ceara and at the same time reestablished several elements of traditional politics: a new hegemonic cycle that promoted a reshape of forces within the dominant classes at a time of huge social mobilization.<br>A “Era Tasso” caracteriza um momento ímpar da história política do Ceará e sua compreensão como fenômeno social abre também as possibilidades para se pensar o Brasil contemporâneo. Este estudo busca captar a particularidade da política neste Estado federativo nas últimas décadas, considerando a “Era Tasso” como um novo ciclo de hegemonia burguesa: particularidade histórica da política cearense inserida em um processo de caráter nacional, antecipando a hegemonia neoliberal no Brasil. A partir de Gramsci toma-se este ciclo de hegemonia burguesa enquanto “critério metodológico” para desvelar a realidade cearense das últimas décadas: um período experimental de modernização econômica e política de caráter conservador que encarna uma época histórica, a da convergência contraditória do processo democrático brasileiro dos anos 1980 com a inserção do país na mundialização do capital nas décadas seguintes. A partir do resgate da teoria gramsciana da Hegemonia com as categorias de “hegemonia”, “revolução passiva”, “transformismo” e “Estado” desenvolve-se uma reflexão sobre a política, privilegiando, de modo exclusivo, seus momentos de processos eleitorais, o que permite configurar a “Era Tasso” como um ciclo de hegemonia político-cultural e econômica com extraordinária força eleitoral. As alianças eleitorais, estabelecidas pela elite empresarial do CIC que suporta a “Era Tasso”, são, assim, o fio condutor desse estudo. Através de pesquisa documental e de jornais, apresentam-se as várias campanhas eleitorais de todo o ciclo de hegemonia (1986, 1990, 1994 e 1998), captando a dinâmica de constituição das alianças, o perfil e o comportamento político-partidário dos deputados aliados eleitorais da elite empresarial, bem como a força resistente dos clãs familiares na política cearense. Resta evidente o esforço da nova elite em se constituir como alternativa política tanto aos setores mais atrasados da política, como aos partidos e movimentos sociais de esquerda que lhes fizeram oposição, consolidando sua força no apoio, cada vez mais, dos setores oligárquicos com forte poder na tradição política local. Para tanto, estabelece-se ainda um debate com autores clássicos, como Faoro (2001) e Leal (1997), e, ao mesmo tempo, com estudiosos contemporâneos que têm analisado esse aspecto geral da realidade política brasileira. A “Era Tasso”, enfim, aparece como um novo ciclo de hegemonia que se constituiu a partir de uma “transição pelo alto”, renovando a política cearense, ao mesmo tempo em que restabeleceu diversos elementos da política tradicional: um novo ciclo hegemônico que possibilitou uma recomposição de forças das classes dominantes em um momento de grande mobilização social.

A l'été 1994, une Autonomie palestinienne est instaurée sur une partie des territoires occupés par Israël depuis 1967. L'Autorité palestinienne s'efforce de canaliser la violence des chebab de l'intifada à son profit. Bien que ceux-ci soient réduits à une position d'exécutants, notamment au sein des services de sécurité, la captation de leur soutien constitue l'axe central de l'entreprise de légitimation du pouvoir. Les militants islamistes sont, pour leur part, victimes de l'efficacité de l'appareil militaire et de leur exclusion du système de prébendes et d'emplois. Le Hamas croit pouvoir mener de front la poursuite de la lutte armée contre Israël et son insertion sur la scène politique de l'Autonomie. Ces deux orientations révèlent la contradiction du Hamas tiraillé entre plusieurs composantes d'électorat. Le Hamas peut, toutefois, à terme exploiter le mécontentement des exclus du système de pouvoir. The Palestinian Authority concentrates on canalysing the violence of the intifada's chebab and on using it for its own benfit. Even if the chebab are just executants, especially in the security services, the Authority builds up its legitimacy by obtaining their support. Islamists are facing an efficient military system and they are excluded from a neo-patrimonial network. Hamas believes he can pursue at the same time armed struggle against Israel and its integration on the Palestinian Autonomy's political scene. These two orientations show the difficulty for Hamas to surmount the inherent contradictions among diverse kinds of its supporters. Though, in the long term, Hamas can exploit different excluded social groups'unsatisfiedness. A core group inside the Palestinian Autonomy bases its force on dealing with the Israeli restrictions on economic exchanges and security regulations. These prerogatives allow this core group to dominate the political, economic and social scene and to marginalise the political forces and the ancient elites

The mother-daughter relationship is dual, ambivalent, a hall of mirrors; it is at once the site of the womb and maternity, a veritable matrix of meaning. The mother-daughter pairing moves through the body, constantly calling attention to its origins and valorising a transmission au féminin even from within a patriarchal society. However, it can also prove catastrophic. Though the mother is the first person with whom the daughter identifies—her first link to life—the daughter not only reacts to her, but also pushes against her. It would appear that this confrontation is necessary, that it allows the child to detach herself from the mother even as she models herself on her. In order to avoid a destructive union, the daughter must become conscious of the maternal love from which she must take her distance if she is to become someone, and more precisely, a woman. In the novels analysed here, the daughter’s flight—her quest for independence from her mother—points to her need to create herself, to come into her own without destroying the mother-daughter bond. The notion of space is of the utmost importance in the discovery and (re-)establishment of this exclusive filial/maternal relationship. Space becomes the symbol of the mother and the antidote to filial solitude, a site of resistance, one to be conquered and understood, and thus an incentive to write the mother-daughter relationship. The symbolic matricide—depicted in these novels through the absence of the mother during the process of identification and the liberation of the daughter—ensures, a posteriori, the continuation rather than destruction of the filial/maternal relationship, as well as the affirmation of a female lineage. La relation mère-fille est duelle, ambivalente, jeu de miroirs. A la fois lieu de la matrice, lieu de maternage, et de matriçage. Le couple mère-fille en appelle en effet au corps, revenant à l’origine de cette relation qui valorise une transmission au féminin, et ce à l’intérieur-même d’une société patriarcale tendant à assujettir les femmes. Il peut toutefois aussi devenir désastre. La fille réagit face à sa mère, première personne à laquelle elle peut s’identifier, premier lien à la vie. La confrontation est, semble-t-il, nécessaire, elle permet à l’enfant de se détacher de la figure maternelle tout en s’en servant de modèle. Afin d’éviter une union destructrice, la fille doit prendre conscience d’un amour maternel envers lequel il faut qu’elle prenne ses distances de façon à être, à son tour, quelqu’un, et plus précisément une femme. La fuite des filles, ou du moins leur recherche d’indépendance face à leur mère dans les romans analysés indique cette nécessité de se construire soi-même sans pour autant détruire le lien à la mère. L’espace prend alors une place prépondérante dans la découverte et le rétablissement de cette relation maternelle exclusive. Il s’avère être symbole de la mère, antidote contre la solitude filiale, espace à conquérir et à comprendre, lieu de résistance, incitation à écrire cette relation mère-fille. Previous issue date: 2015-08-28<br>In order to building a spoken or written text, regardless of gender that it is being carried out, the speaker uses linguistic features such as semantic-argumentative strategies intending to guide the interlocutor to certain conclusions. The modalization and polyphony, accordingly, are phenomena that allow the speaker to leave printed his subjectivity in the content of the statements, while acting according to his interlocutor. Focusing in these discussions, this investigation aims to show that modalization and polyphony reveal, linguistically, subjectivity in the digest genre, acting therefore as argumentation features. It is a qualitative research, descriptive and interpretative, which adopts the theoretical and methodological principles of Argumentative Semantics. The corpus consists of ten digests collected in six editions of the Jornal de Resenhas, of the Discurso Editorial, ISSN 1984-6282, published in 2009, 2010 and 2012. The theoretical discussions concerning the Argumentation Theory of Language have based in Ducrot (1994, 1987, 1988), Espíndola (2004), Nascimento (2005, 2009), Koch (2006a, 2006b) and others arguing about the theory approach. The modalization is discussed under the postulates of Castilho and Castilho (1993), Koch (2006b), Cervoni (1989), Nascimento (2009), Neves (2011a), Palmer (2011) and García Negroni (2011). Besides, it was used as theoretical basis, Foucault (2011), Bakhtin (2010a, 2010b), Marcuschi (2008) and others to the formulations about the digest genre. The analysis reveals that digesters use modalization and the polyphony of speakers as phenomena that ultimately report the speakers‟ subjectivity in relation to the view of the voices of other speakers, that is, as a discursive strategy that guides the way the text of the digest should be read. Thus, the gender digest is defined as a place of interaction of voices and subjective impressions through which the speaker summarizes praises, criticizes and evaluates the most diverse academic intellectual productions.<br>Pour construire un texte parlé ou écrit, indépendamment du genre qui réalise, le locuteur utilise des fonctionnalités linguistiques comme les stratégies sémantiques argumentatif afin de guider les appelants à certaines conclusions. La modalisation et la polyphonie, en conséquence, sont des phénomènes qui permettent au locuteur laisser imprimé sa subjectivité dans le contenu des déclarations, tout en agissant en fonction de son interlocuteur. Avec l'accent dans ces discussions, cette recherche vise à ètidier les annonceurs de modalité et de la polyphonie, comme des phénomènes qui révèlent, linguistiquement, la subjectivité dans le genre compte-rendu, s‟agissant, de cette manière, comme des marques d'argumentation. Il est une recherche qualitative, descriptive et interprétative, qui adopte les principes théoriques et méthodologiques de la sémantique argumentative. A modalização e a polifonia, nesse sentido, são fenômenos que possibilitam ao locutor deixar impressa a sua subjetividade no conteúdo dos enunciados, ao mesmo tempo em que age em função de seu interlocutor. Com o foco nessa discussão, esta pesquisa objetiva investigar a modalização e a polifonia de locutores como fenômenos que revelam, linguisticamente, a subjetividade no gênero resenha acadêmico-científica, funcionando, portanto, como marcas de argumentação. Trata-se de uma investigação qualitativa, de caráter descritivo e interpretativista, que adota os princípios teórico-metodológicos da Semântica Argumentativa. O corpus é constituído de dez resenhas, coletadas em seis edições do Jornal de Resenhas, da Discurso Editorial, ISSN 1984-6282, publicadas nos anos de 2009, 2010 e 2012. Para as discussões teóricas concernentes à Teoria da Argumentação na Língua, embasamo-nos em Ducrot (1994, 1987, 1988), Espíndola (2004), Nascimento (2005, 2009), Koch (2006a, 2006b) entre outros que discutem a respeito da teoria em abordagem. A modalização é discutida sob os postulados de Castilho e Castilho (1993), Koch (2006b), Cervoni (1989), Nascimento (2009), Neves (2011a), Palmer (2011) e García Negroni (2011). Ainda servem de embasamento teórico, Foucault (2011), Bakhtin (2010a, 2010b), Marcuschi (2008) e outros, para as formulações acerca do gênero textual resenha. As análises revelam que os resenhistas utilizam a modalização e a polifonia de locutores como fenômenos que acabam por denunciar a subjetividade dos locutores das resenhas em relação ao ponto de vista das vozes de outros locutores, ou seja, como uma estratégia que orienta discursivamente a forma como o texto da resenha deve ser lido. O gênero resenha, nesta investigação, é visto como um lugar de interação de vozes e, portanto, de impressões subjetivas, através do qual o locutor resume, elogia, critica e avalia as mais diversas produções intelectuais acadêmicas.

This thesis is a study of the apocalyptic visions and forms that cropped up in
the British cinema of the late 1980s and early 1990s with great frequency. It is my
belief that this apocalypticism was directly related to the socio-political situation in
Britain during this period—a situation that was largely the result of the rule of Margaret
Thatcher and John Major, a situation that was largely the result of "Thatcherism."
Furthermore, I believe that such a turn towards apocalyptic form fits into a tradition
wherein crisis, sectarianism/radicalism/leftism, and apocalypticism have been closely
tied over the course of history. Thus, my argument proceeds in the following manner.
Chapter one takes a look at the roots of the apocalyptic tradition within Judeo-
Christian culture and attempts to specify this tradition's principal characteristics, and
how this tradition was linked with sectarianism and crises—both "real" and
"perceived"—from its inception, even if the tradition has been largely dominated by
more conservative interests ever since. Chapter two provides a "case example" of this
particular branch of the apocalyptic tradition, examining the English Revolution and
how it generated radicalized forms of apocalypticism. This chapter then devotes
special attention to what Christopher Hill has termed the "experience of defeat"
amongst the Revolution's radical Nonconformists—the political and spiritual swoon
that occurred when the tide turned against the radicals, and the Restoration was
established—and how this experience, too, resulted in apocalyptic texts. Chapter three
is a study of "Thatcherism": where it came from, how it made its way through the
1980s and into the 1990s, how it sowed crisis all along this path. This chapter lays
stress upon how Thatcherism provoked a "crisis of the left" that creates a resonant
parallel with Hill's "experience of defeat." Chapter four focuses on the films of Derek
Jarman, Peter Greenaway, Patrick Keiller, and Mike Leigh during this period: how
they frequently turned towards apocalyptic visions, how these visions were directly
linked to Thatcherism, and, especially, how these visions were the result of the "crisis
of the left" provoked by the rule of the Thatcher and Major administrations.

碩士<br>高雄醫學院<br>醫學研究所<br>87<br>Standardized mortality ratio (SMR) for leading cause of death and standardized incidence ratio (SIR) for malignant neoplasma were analyzed among aboriginal tribes in Taiwan. There are three parts in this study.
The first part, sex and tribe specific SMR were calculated from death certificate data and compared with the number of expected death derived from the mortality of the total population in Taiwan between 1991 and 1997. In all, 15137 cases of death in Aborigines were contrasted with 792722 cases of death in the total papulation in Taiwan and the results were shown following: The most common causes of death in Taiwan Aborigines were accidents, malignant neoplasmas, cerebrovascular disease, chronic liver disease and cirrhosis, heart disease, ill-defines, tuberculosis, bronchitis, emphysema and asthma, diabetes mellitus and pneumonia. All these ten causes of death were significantly higher than expected except diabetes mellitus. In man, the moralities due to accidents, tuberculosis, chronic liver disease and cirrhosis were significantly higher among Atayal, Bunun, Rukai and Paiwan. The mortality due to suicide was significantly higher among Atayal and Bunun. The mortality due to bronchitis, emphysema and asthma was significantly higher among Rukai, Paiwan and Tsou. In woman, the mortalities due to tuberculosis, chronic liver disease and cirrhosis, bronchitis, emphysema and asthma were higher among Atayal, Bunun, Rukai and Paiwan. The mortality due to accidents was significantly higher among Atayal, Bunun, Rukai and suicide was significantly higher among Atayal and Bunun, but diabetes millitus was significantly lower among Paiwan. The SMR for ill-defined conditions was particular significantly higher among Tao tribe (5.17 for male and 6.62 for female) and indicating insufficient medical care.
The second part, leading causes of death among Taiwan Aborigines were analyzed from 1971 to 1995, and we separated these twenty five years to five periods, including 1971-1975, 1976-1980, 1981-1985, 1986-1990 and 1991-1995. The sex specific standardized mortality ratios were also calculated from death certificate data and compared with the number of expected death derived from the mortality of the total population in Taiwan, and the results were shown following:
The mortalities due to accidents, malignant neoplasmas, chronic liver disease and cirrhosis, tuberculosis and suicide were persistent significantly higher than expected in all the five periods. In the first four periods, mortality due to diabetes millitus was lower than expected, but it was no significantly difference in the last period (1991-1995). The mortality due to hypertensive disease was no significantly difference in first two periods and significantly higher than expected since 1981-1985 periods. The moralities due to cerebrovascular disease and heart disease were both significantly lower in early periods but significantly higher than expected since 1976-1980 and 1981-1985 period respectively.
The third part, SIR of malignant neoplasmas in Taiwan Aborigines were analyzed. In all 1911 cases of cancers had been reported in thirty Taiwanese Aboriginal communities between 1987 and 1994. In the same period, 159215 cancer cases were registered in Taiwan and categorized according to race, gender, site and frequency of occurrence. Sex and tribe-specific SIR with 95% confidence interval were calculated and the results were shown following:
In male, the most common cancer sites of Taiwan Aborigines were stomach, liver, lung, nasopharynx, colorectum, oral cavity/pharynx, esophagus, urinary bladder, prostate, hematopoietic and reticuloendothelial systems. In female, the most common cancer sites were cervix uteri, stomach, lung, colorectum, breast, liver nasopharynx, oral cavity/pharynx, hematopoietic and reticuloendothelial systems, and unknown primary site. In male, the SIR of gastric cancer and nasopharyngeal cancer were significantly higher than expected and the all sites cancer, hepatoma, lung cancer, colorectal cancer, oral cavity/pharynx cancer, urinary bladder cancer, hematopoietic and reticuloendothelial systems cancer were significantly lower. In female, gastric cancer, nasophayngeal cancer, oral cavity/pharynx cancer, esophageal cancer were significant higher, and all sites cancer, colorectal cancer and breast cancer were significantly lower. In male, SIR of gastric cancer is significantly higher among Atayal and Bunun and SIR of naspharyngeal cancer was significantly higher among Bunun, Paiwan and Rukai. from the party's inception to the present, and analyses the various influences upon,
and shifts within, the ANC's thinking with regard to liberal democracy over this
period. The paper argues that the years between 1987 and 1994 represented a critical
and dramatic shift in the ANC's relationship with liberal democratic values in which it
came to openly state its acceptance of institutionalised pluralism and rights. It also
argues, however, that despite the momentous and extremely valuable nature of these
commitments for the consolidation of liberal democracy in South Africa, there remain
suggestions within the language and discourse of the ANC that are problematic for its
full realisation, the essence of which lies in the ANC's own understanding and
interpretation of the meaning of liberal democracy

Text in French; abstract in French and English<br>Observatrice des réalités quotidiennes camerounaises, Calixthe Beyala a publié, en 1987, un roman intitulé C’est le soleil qui m’a brûlée. Dans ce roman, elle montre au lecteur comment la femme, victime de la tradition, utilise, avec l’apport de la modernité, son corps comme moyen pour reconquérir son moi profond, et retrouver sa liberté. En 1994, elle a écrit et publié Assѐze, l’Africaine. Et en 2003, elle a publié Femme nue, femme noire.
Après une lecture minutieuse de ces trois livres, le lecteur peut facilement découvrir que Calixthe Beyala place la femme au centre de sa préoccupation littéraire. Et elle examine, dans sa fiction, deux thѐmes: la tradition et la modernité. Qu’entend-elle par tradition et modernité? Comment examine-t-elle ces deux thѐmes dans les ouvrages de notre corpus? Quelles solutions propose-t-elle à la femme, d’une part, pour se libérer du joug de la tradition et de la domination masculine, et d’autre part, pour (re)conquérir son corps, son moi profond et pour son émancipation?<br>Observer of the daily Cameroonian realities, Calixthe Beyala published, in 1987, a novel entitled C’est le soleil qui m’a brûlée. In this novel, she shows the reader how a woman, victim of tradition, uses her body as means to reconquer herself and to find her freedom. In 1994, she wrote and published Assèze, l’Africane. And in 2003, she published Femme nue, femme noire.
After a careful reading of the three novels, the reader can easily discover that Calixthe Beyala places woman in the center of her literary preoccupation. And she examines, in her fiction, two themes, tradition and modernity. What does she mean by tradition and modernity? How does she examine these two themes in the novels of our study? What solutions does she propose to the woman, firstly, to liberate herself from the yoke of tradition and male’s domination, and secondly, to reconquer her body, herself and her emancipation?<br>Classics and World Languages<br>M.A. (French)

Cette étude cherche à comprendre comment un secteur agricole particulier évolue dans le contexte de libéralisation actuellement conduit par les négociations du Cycle de Doha. Nous avons choisi le secteur laitier car il nous semblait riche de sens pour les deux sites de l'étude: le Canada et l'Union européenne. Mais l'étude terrain permet également d'analyser deux cas intra-sites : le Québec et la France. Cette recherche se fixe trois objectifs principaux: (1) Le premier est de découvrir les motivations qui poussent un pays à adopter telle ou telle position lors de négociations; (2) Le second est de connaître les positions actuellement défendues à Genève sur la libéralisation de l'agriculture et notamment sur le secteur laitier; (3) Le troisième est de découvrir quels sont les résultats escomptés par les différentes parties. La méthode d'analyse de données est qualitative, elle est basée sur une série de huit entretiens semi-dirigés. L'analyse de contenu a été sélectionnée, elle suit une progression analytique, ce qui signifie que nous allons de la description à l'explication. La comparaison du Canada et de l'Union européenne tout le long du processus de négociations nous a permis d'élaborer dix propositions qui pourront être généralisées grâce à de nouvelles recherches. A la lumière des motivations et des positions découvertes, elles stipulent qu'une protection nulle du secteur agricole est difficilement envisageable. Cette recherche analyse l'évolution des relations internationales du Québec sous le gouvernement libéral de Robert Bourassa de 1985 à 1994. Nous y traitons des relations que le Québec entretient avec l'Europe, les États-Unis et la francophonie. Le but de cette recherche est de distinguer les similarités et les différences entre les actions de ce gouvernement par rapport à celui de René Lévesque après la défaite référendaire de 1980. Nous cherchons à savoir s'il y a rupture ou continuité des relations politiques et commerciales dans les années quatre-vingt et du début des années quatre-vingt-dix. Dans un premier temps, nous faisons l'historiographie au sujet des relations internationales du Québec de 1965 à 1994. Dans la première partie, nous analysons les actions gouvernementales de 1985 à 1994 en distinguant les priorités du gouvernement. La deuxième partie porte sur les rapports du Québec avec l'Europe, en excluant les pays qui font partie de la francophonie. Nous y traitons des angles politiques et économiques. La troisième partie concerne nos rapports avec notre voisin immédiat, les États-Unis. Dans cette partie, nous analysons plus particulièrement les États de la Nouvelle-Angleterre, de l'Atlantique et du Centre-Nord-Est. En autres, nous étudions les dimensions politiques dans les milieux de l'énergie et de l'environnement. La quatrième et dernière partie traite de la francophonie. Ces relations mènent à l'établissement des premiers sommets francophones. Dans cette partie, nous regardons plus particulièrement les relations multilatérales, le commerce et la culture. Les relations privilégiées avec la France prendront une part importante dans cette section. Cette analyse aborde aussi les relations du Québec avec les autres pays francophones.
