Abstract:
PurposeThis paper explores trends over time in library staffing and staffing expenditures among two- and four-year colleges and universities in the United States.Design/methodology/approachResearchers merged and analyzed data from 1996 to 2016 from the National Center for Education Statistics for over 3,500 libraries at postsecondary institutions. This study is primarily descriptive in nature and addresses the research questions: How do staffing trends in academic libraries over this period of time relate to Carnegie classification and institution size? How do trends in library staffing expenditures over this period of time correspond to these same variables?FindingsAcross all institutions, on average, total library staff decreased from 1998 to 2012. Numbers of librarians declined at master’s and doctoral institutions between 1998 and 2016. Numbers of students per librarian increased over time in each Carnegie and size category. Average inflation-adjusted staffing expenditures have remained steady for master's, baccalaureate and associate's institutions. Salaries as a percent of library budget decreased only among doctoral institutions and institutions with 20,000 or more students.Originality/valueThis is a valuable study of trends over time, which has been difficult without downloading and merging separate data sets from multiple government sources. As a result, few studies have taken such an approach to this data. Consequently, institutions and libraries are making decisions about resource allocation based on only a fraction of the available data. Academic libraries can use this study and the resulting data set to benchmark key staffing characteristics.

Abstract:
This paper estimates the Brazilian economy’s rate of surplus value as well as its underlying determinants, i.e., wage rate and labor productivity between 1996 and 2016. In addition, it builds a theoretical narrative of the Brazilian economy that integrates its political successions, highlighting the governments of Fernando Henrique Cardoso (1995–2002), Luiz Inácio Lula da Silva (2003–2010), Dilma Rousseff (2011–August 2016), and the parliamentary coup d’état (December 2015–August 2016). The findings are presented based on the classical political economy tradition, which sees capital-labor struggle as a key, albeit nonexclusive, condition that frames the economic, political, and ideological disputes of society. Abstract:
State repression covers several and many aspects such as wrongful detention, harassment, intimidation, torture, beating, and killings within state boundaries. This study adopted a desk survey qualitative research design to document state repression acts during five presidential elections. Secondary and primary data were gathered from Uganda Electoral Commission presidential elections results, African Elections Database, and Inter-Parliamentary Parline database. This was augmented by interviews carried out with purposively selected political activists from different political shades and members of civil society organizations. The data collected from documentary reviews and interviews were thematically analyzed using the content analysis method. The findings were that successive presidential elections won by National Resistance Movement (NRM) were characterized by state repression acts amounting to human rights abuse such as torture, denial of political gatherings, wrongful arrest, and detention, intimidation, and killings. Drawing from the study findings, the conclusion is that NRM has used state institutions to repress opposition to shield its regime and to lure mass support to remain in power, undermining democratic dispensation it restored in the country.

Abstract:
This study is based on the daily sea ice concentration data from the National Snow and Ice Data Center (NSIDC; Cooperative Institute for Research in Environmental Sciences (CIRES), Boulder, CO, USA) from 1979 to 2016. The Arctic sea ice is analyzed from the total sea ice area, first year ice extent, multiyear ice area, and the variability of sea ice concentration in different ranges. The results show that the total sea ice area decreased by 0.0453 × 106 km2·year−1 (−0.55%/year) between 1979 and 2016, and the variability of the sea ice area from 1997 to 2016 is significantly larger than that from 1979 to 1996. The first-year ice extent increased by 0.0199 × 106 km2·year−1 (0.36%/year) from 1997 to 2016. The multiyear ice area decreased by 0.0711 × 106 km2·year−1 (−0.66%/year) from 1979 to 2016, of which in the last 20 years is about 30.8% less than in 1979–1996. In terms of concentration, we have focused on comparing 1979–1996 and 1997–2016 in different ranges. Sea ice concentration between 0.9–1 accounted for about 39.57% from 1979 to 1996, while from 1997–2016, it accounted for only 27.75%. However, the sea ice of concentration between 0.15–0.4 exhibits no significant trend changes.

Abstract:
Twenty years ago in the South Chinese province of Guangdong the epizooty of highly pathogenic avian influenza (HPAI) H5N1 virus, which has laid the foundation of the largest epizooty in the contemporary history, has flashed. Hemagglutinin of prototype A/goose/Guangdong/1/1996 (H5N1) changing many times and generating new genetic subgroups participated in various reassortations; it still exists today. The present review is devoted to the retrospective analysis of HPAI/H5N1evolution for the last twenty years in the territory of Eurasia, Africa and America. The basis for the discussion is ecological model according to which new genetic variants are formed in the migration pathways with close contacts between different bird populations and in the overwintering areas where the maximum values of the immune layer occur; amplification of virus variants occurs in nesting areas among juvenile populations. The updated system of designations of genetic groups introduced by WHO/OIE/FAO H5 Evolution Working Group in 2015 is used.

I use portfolio tests and Fama-MacBeth regressions, find that gross-profit-to-market-capitalization ratios significantly predict returns on sampled stocks. I also find that sorting portfolios by gross profitability and size outperforms in the Chinese market. Hence, I create a Market-Profitability-Size model that captures profitability and size premium among returns of sampled stocks. Based on Gibbons-Ross-Shanken test and economic value, I demonstrate that my enhanced model outperforms Fama-French multiple-factor model in isolating influences on equity returns.

Abstract:
Innovation enables organizations to achieve increased competitiveness, through increased productivity, organization and marketing, with the possible consequence of opening new markets. The case of agro-industrial chains it’s not different, in which the innovations along the chain have repercussion in the whole sector. In this way, this article aims to analyze the contributions of innovation in the groundnut production chain between 1996 and 2016, which went from culture with an import profile in the late 1990’s to the export profile in the 2000’s. It was used a qualitative approach and a descriptive research based on bibliographic research in databases, such as FAOSTAT and CONAB. Through the research it was possible to verify that the technological, marketing and organizational innovations were of great contribution to the recovery of the groundnut culture.

Abstract:
ObjectiveTo examine whether the incidence, comorbidity, and mortality of first-time ischemic stroke changed in Denmark between 1996 and 2016 overall and according to age and sex using a nationwide cohort design.MethodsIn this cohort study, 224,617 individuals ≥18 years of age admitted with first-time ischemic stroke between 1996 and 2016 were identified through Danish nationwide registries. We calculated annual age-standardized incidence rates and absolute 30-day and 1-year mortality risks. Furthermore, we calculated annual incidence rate ratios using Poisson regression, odds ratios for 30-day mortality using logistic regression, and hazard ratios for 1-year mortality using Cox regression.ResultsThe overall age-standardized incidence rates of ischemic stroke per 1,000 person-years increased from 1996 (2.70 [95% confidence interval [CI] 2.65–2.76]) to 2002 (3.25 [95% CI 3.20–3.31]) and then gradually decreased to below the initial level until 2016 (1.99 [95% CI 1.95–2.02]). Men had higher incidence rates than women in all age groups except 18 to 34 and ≥85 years. Absolute mortality risk decreased between 1996 and 2016 (30-day mortality from 17.1% to 7.6% and 1-year mortality from 30.9% to 17.3%). Women between 55 and 64 and ≥85 years of age had higher mortality than men. Similar trends were observed for all analyses after multivariable adjustment. The prevalence of atrial fibrillation, hypertension, diabetes mellitus, and use of lipid-lowering medication increased during the study period.ConclusionsThe age-standardized incidence of first-time hospitalization for ischemic stroke increased from 1996 to 2002 and then gradually decreased to below the initial level until 2016. Absolute 30-day and 1-year mortality risks decreased between 1996 and 2016. These findings correspond to increased stroke prevention awareness and introduction of new treatments during the study period.

Abstract:
Background: Spending on cardiovascular disease and cardiovascular risk factors (cardiovascular spending) accounts for a significant portion of overall US health care spending. Our objective was to describe US adult cardiovascular spending patterns in 2016, changes from 1996 to 2016, and factors associated with changes over time. Methods: We extracted information on adult cardiovascular spending from the Institute for Health Metrics and Evaluation’s disease expenditure project, which combines data on insurance claims, emergency department and ambulatory care visits, inpatient and nursing care facility stays, and drug prescriptions to estimate >85% of all US health care spending. Cardiovascular spending (2016 US dollars) was stratified by age, sex, type of care, payer, and cardiovascular cause. Time trend and decomposition analyses quantified contributions of epidemiology, service price and intensity (spending per unit of utilization, eg, spending per inpatient bed-day), and population growth and aging to the increase in cardiovascular spending from 1996 to 2016. Results: Adult cardiovascular spending increased from $212 billion in 1996 to $320 billion in 2016, a period when the US population increased by >52 million people, and median age increased from 33.2 to 36.9 years. Over this period, public insurance was responsible for the majority of cardiovascular spending (54%), followed by private insurance (37%) and out-of-pocket spending (9%). Health services for ischemic heart disease ($80 billion) and hypertension ($71 billion) led to the most spending in 2016. Increased spending between 1996 and 2016 was primarily driven by treatment of hypertension, hyperlipidemia, and atrial fibrillation/flutter, for which spending rose by $42 billion, $18 billion, and $16 billion, respectively. Increasing service price and intensity alone were associated with a 51%, or $88 billion, cardiovascular spending increase from 1996 to 2016, whereas changes in disease prevalence were associated with a 37%, or $36 billion, spending reduction over the same period, after taking into account population growth and population aging. Conclusions: US adult cardiovascular spending increased by >$100 billion from 1996 to 2016. Policies tailored to control service price and intensity and preferentially reimburse higher quality care could help counteract future spending increases caused by population aging and growth.

Abstract:
Background In Japan, which has the most rapidly aging population worldwide, the number of geriatric health service facilities (GHSFs) has been increasing. GHSF physicians play significant roles in integrated care for the elderly. However, little is known about the temporal trends of physicians working in GHSFs. Objectives We aim to examine temporal trends in the characteristics of GHSF physicians and identify physician factors associated with starting work at GHSFs. Design Cohort study. Setting and participants Physicians responding to biennial national physician census surveys conducted by the Ministry of Health, Labour and Welfare of Japan from 1996 to 2016. The response rate was approximately 90%. Methods We estimated temporal trends in the number, proportion, and characteristics of GHSF physicians. A multivariable logistic regression analysis identified physician factors associated with starting work at GHSFs 10 years after 1996–2006 and 2006–2016 among physicians not working in GHSFs at baseline (1996 and 2006). Results GHSF physicians rapidly increased in the first decade from 1,127 (0.47%) in 1996 to 2,891 (1.04%) in 2006; this trend then slowed and was almost proportional to that of all physicians, reaching 3,345 (1.05%) in 2016. GHSF physicians aged ≥65 years increased from 61.2% in 1996 to 68.5% in 2016, while those aged <40 years decreased from 13.8% to 1.9%. The sex ratio (male vs. female physicians) increased from 5.7 in 1996 to 6.4 in 2016. Physician factors associated with starting to work at GHSFs included older age, female sex, rural area, working at hospitals, and majored in internal medicine and surgery specialties. Conclusions The proportion of GHSF physicians among all physicians has stagnated, and GHSF physicians are aging. Facilitating the transition of younger physicians from clinical practice in hospitals to GHSFs will increase the number of GHSF physicians and improve the quality of care in GHSFs.

Abstract:
e16064 Background: Upper gastrointestinal cancers are rising in prevalence and associated with high healthcare costs. We estimated trends in the US healthcare spending in patients with esophageal and stomach cancer between 1996 and 2016. Methods: We used data on national healthcare spending developed by the Institute for Health Metrics and Evaluations Disease Expenditure Project. Corresponding prevalence of esophageal and stomach cancer was estimated from the Global Burden of Diseases Study. Prevalence-adjusted, temporal trends in the US healthcare spending in patients with upper gastrointestinal cancer, stratified by age and setting of care (ambulatory, inpatient, emergency department, pharmaceutical prescriptions, nursing care and government administration) were calculated using joinpoint regression, expressed as annual percent change (APC) with 95% confidence intervals. Results: Overall, annual US healthcare spending on esophageal cancer increased from $0.76 billion (95% CI 0.68-0.86) in 1996 to $1.06 billion (95% CI 0.88-1.29) in 2016, although after adjusting for increasing prevalence, there was a significant decrease in per capita spending of -0.4%/year (95% CI -0.7%, -0.1%). Annual US healthcare spending on stomach cancer increased from $1.23 billion (95% CI $1.14 billion - $1.34 billion) in 1996 to $1.49 billion (95% CI $1.20 billion - $2.03 billion) in 2016. Per capita spending increased by 1.8%/year (95% CI 1.4%, 2.1%) between 1996 and 2011, followed by a decrease in gastric cancer-related per capita spending after 2011 (APC -4.4%/year [95% CI -5.8%, -2.9%]). Inpatient care was the largest contributor to total cost of both cancers between 1996-2016: 61.9% for esophageal cancer and 73.1% in gastric cancer in 2016. The rising price and intensity of care (defined as the cost per encounter) was the largest driver of change from 1996-2016 for both cancers, accounting for $0.28 billion (95% CI 0.12-0.41) for esophageal cancer and $0.95 billion (95% CI 0.41-1.39) for stomach cancer. Conclusions: After adjusting for rising prevalence, US per capita healthcare spending on esophageal cancer has decreased significantly since 1996, while per capita spending on gastric cancer has remained stable. Inpatient care was the most significant contributor to costs for both cancers over the time period studied.

Abstract:
Abstract. Pine Island Glacier in West Antarctica is among the fastest changing glaciers worldwide. Over the last 2 decades, the glacier has lost in excess of a trillion tons of ice, or the equivalent of 3 mm of sea level rise. The ongoing changes are thought to have been triggered by ocean-induced thinning of its floating ice shelf, grounding line retreat, and the associated reduction in buttressing forces. However, other drivers of change, such as large-scale calving and changes in ice rheology and basal slipperiness, could play a vital, yet unquantified, role in controlling the ongoing and future evolution of the glacier. In addition, recent studies have shown that mechanical properties of the bed are key to explaining the observed speed-up. Here we used a combination of the latest remote sensing datasets between 1996 and 2016, data assimilation tools, and numerical perturbation experiments to quantify the relative importance of all processes in driving the recent changes in Pine Island Glacier dynamics. We show that (1) calving and ice shelf thinning have caused a comparable reduction in ice shelf buttressing over the past 2 decades; that (2) simulated changes in ice flow over a viscously deforming bed are only compatible with observations if large and widespread changes in ice viscosity and/or basal slipperiness are taken into account; and that (3) a spatially varying, predominantly plastic bed rheology can closely reproduce observed changes in flow without marked variations in ice-internal and basal properties. Our results demonstrate that, in addition to its evolving ice thickness, calving processes and a heterogeneous bed rheology play a key role in the contemporary evolution of Pine Island Glacier.

Abstract:
The government made a decision to terminate the development of the service pension in 1997. However, during 1998–2016 the scope of service pension beneficiaries was extended. Thereby along with the overall social insurance pension system, the social pension scheme has been established and developed for a certain range of people funded by the state budget – the system of the service pension. The aim of the article is to explore the development of the service pension policy during 1996–2016. To accomplish it, in the framework of the study concepts related to the service pensions and the tendencies of reformation of the service pension schemes were studied. The international practice and the experience of several countries were explored, as well as the analysis of legal acts, policy planning papers and statistics was performed. The purpose of the service pension has changed and diversified, moreover, the issues regarding the service pension coverage are promoted by a group of politicians, escaping a wider discussion in public and even in the government.
