Abstract:
Summary. The research aims at defining the key methods Yanukovych’s regime applied to fight the opposition parties and their top leaders. The research methodology is based on historicism and objectivity principles, comprises general scientific (analysis, synthesis, comparison) as well as specified historic methods (those of diachrony, synchrony, historical genesis and retrospective). The article’s scientific novelty is determined by a system analysis of the methods Yanukovych’s retinue applied against his political opponents highlighting their role in building up the fourth President of Ukraine’s authoritarian rule. Conclusions. The specificity of Ukraine’s political and legislative climate under Yanukovych’s rule has been demonstrated. The patterns of the criminal proceedings against the opposition leaders have been defined and researched. The criminal prosecution against Yuliya Tymoshenko, the Preimer and the leader of Batkivshchyna party, following her government’s management audit, serves as a case of Ukraine’s political field’s prime cleanup. The key phases of the criminal prosecution against Yurii Lutsenko, the Orange Top leader, have been defined. The political repressions of more than twenty Tymoshenko’s supporters, the article suggests, serves as a background for preparing and implementing the tax overhaul project authored by V. Yanukovych and S. Tigipko. The fundamentals of this reform, as well as its reception by Ukrainian business elite, have been analyzed in brief to provide the necessary context, i.e., to demonstrate the roles the agents affiliated with the Regions Party had taken and the methods they applied to break the so-called Tax Maidan and to subsequently persecute its organizers and participants. Specific attention has been paid to the fight Yanukovych’s regime initiated against the radical right and nationalist movement, forging the criminal cases against the members of certain nationalist organizations and movements functioning in Zaporizhzhya and Kyiv regions, i.e., "Tryzub" ("The Trident"), "Ukraine’s Patriot", "Social National Assembly". Restraining the forces opposite to the Regions Party and the regime was done through bribing or granting governmental preferences to the business elites. The secret ledgers of the Regions Party serve as an important source for identifying the officials thus corrupted by the regime. To define the corruption scales and the key bribery initiators identities, a thorough analysis of these ledgers (known as "the spreadsheets") has been provided.

Abstract:
This is in two parts and provides a background to national curriculum developments mainly from 1967 to 2010 as well as a focus on debates since 2010. It seeks to make links between previous curriculum debates and the current ones in the areas of pedagogy, method and content. The earlier debates had features of many issues that would arise again in the 2010-2013 period, especially: quantitative versus qualitative approaches to education; the place of nation vis-a-vis the rest of the world; the relationship between a disciplinary approach and substantive contexts; the role of historians, government and professional associations; and the role of the media. Progress in planning for the 2013 draft history curriculum in England has been slow, but the nature of the speculation before, and of the reaction after the publication of the draft shows that there are some strongly held and deeply entrenched positions about what function a national history curriculum should fulfil. The debate has involved a Government Minister (Michael Gove) and a range of teachers and academics, and – particularly – historians: from the celebrity academics chosen by him to advise, to others whose response has been divided but public, involving letters and articles in the media. A major concern has been how to organise and rationalise for an English curriculum a national narrative for students 7-14 that encompasses not only a disciplinary approach but also both British and international contexts. Complaints from all groups however show disappointment that the Minister failed to secure his earlier interest in extending compulsory school by two years to the age of 16.

como Colombia son escasos.Objetivo. Describir la prevalencia de anomalías congénitas en el departamento de Risaralda, Colombia.Materiales y métodos. Se incluyeron los neonatos con defectos estructurales y funcionales entre junio de 2010 y diciembre de 2013, cuyos casos fueron notificados al Instituto Nacional de Salud por ser de interés en salud pública. Se compararon con los nacidos en el mismo periodo en una clínica de la región inscrita en el Estudio Colaborativo de Malformaciones Congénitas. Los datos se analizaron con el programa Stata 10®.Resultados. La prevalencia entre los nacidos vivos en el periodo de estudio fue de nueve casos por cada 1.000 recién nacidos en el departamento. En la clínica inscrita en el Estudio Colaborativo de Malformaciones Congénitas, se encontró una prevalencia de 34 casos por cada 1.000 nacimientos; el primer lugar lo ocuparon las cardiopatías, seguidas por el labio y paladar hendido, los defectos de la pared abdominal (no especificados), la displasia esquelética, la hidrocefalia, la polidactilia y el síndrome de Down.Conclusión. El establecimiento de una línea de base sobre la prevalencia de los defectos congénitos en Risaralda es de gran utilidad para la adopción de políticas preventivas que lleven a la disminución de la incidencia y de la gravedad de las discapacidades; la inclusión de los hospitales materno-infantiles en la red del Estudio Colaborativo de Malformaciones Congénitas mejora el registro nacional y la notificación de los defectos congénitos.

Abstract:
Background: Cancer is one of the leading causes of death throughout the world. Analyzing the incidence of cancer by site, sex and age is essential to detect the burden of cancer. Throughout the twelve hospital based cancer registries of Nepal, a total of 29,802 cancer cases with known age, were registered from January 1st 2010 to 2013 December 31st. The purpose of this retrospective study is to present the incidence of all cancer sites in both males and females for this period.Materials and Methods: This paper reviews data from all the hospital based cancer registries over a four-year period. This retrospective study has illustrated the number of cases, frequencies and crude incidence of all cancers by sex and site. For statistical analysis, SPSS (version 23.0) and Microsoft Excel 2010 were used.Results: Over the four-year period from January 1st 2010 to 2013 December 31st the major cancer in males was identified as follows: lung cancer (17.5%) followed by stomach cancer (7.6 %) and larynx cancer (5.4%). Among females, for the same four-year period, the three common cancers were identified as cervix (18.9 %) followed by breast (15.6 %) and lung (10.2%).Conclusion: This retrospective study concluded that cancer is being increased by calendar years both in males and females however, the incidence of cancer is higher in females compared to males.

Purpose – In 2010 and 2013, the libraries in the Association of Southeastern Research Libraries (ASERL) were surveyed to identify benchmarks and programs to support resource sharing. Benchmarks and challenges identified generate discussions regarding programming, networking, and other support to improve resource sharing operations. This paper seeks to address these issues. Design/methodology/approach – This study compares and contrasts the two surveys using mixed methods data analysis. This study assesses ILL performance and explores the challenges and trends interlibrary loan practitioners see today. Findings – The article identifies changes and trends in consortia-wide transaction volumes; staffing levels; campus document delivery; professional issues and challenges; and library organizational schemes. Research limitations/implications – The study did not include data from constituencies outside of interlibrary loan. It also did not include interview follow-ups with survey participants to discuss challenges and reorganizations in greater detail. Future interlibrary loan research could focus less on operational metrics and more on broader issues such as e-resources and change management. Mixed methods are effect tools for benchmarking and comparative case studies. Practical implications – Individual libraries can compare themselves to the operational benchmarks and use insights drawn from comment analysis to stimulate conversations regarding current and future roles for interlibrary loan. Consortia can duplicate the study to understand their operational benchmarks and their particular contexts. Originality/value – The study provides comparative benchmarks for research libraries and consortia spanning three years. It demonstrates substantial shifts in issues faced by libraries and librarians.

Background: As part of a coordinated effort to expand our research activity at the interface of Aging and Energetics a team of investigators at The University of Alabama at Birmingham systematically assayed and catalogued the top research priorities identified in leading publications in that domain, believing the result would be useful to the scientific community at large.Objective: To identify research priorities and opportunities in the domain of aging and energetics as advocated in the 40 most cited papers related to aging and energetics in the last 4 years.Design: The investigators conducted a search for papers on aging and energetics in Scopus, ranked the resulting papers by number of times they were cited, and selected the ten most-cited papers in each of the four years that include 2010 to 2013, inclusive.Results: Ten research categories were identified from the 40 papers. These included: (1) Calorie restriction (CR) longevity response, (2) role of mTOR (mechanistic target of Rapamycin) and related factors in lifespan extension, (3) nutrient effects beyond energy (especially resveratrol, omega-3 fatty acids, and selected amino acids), 4) autophagy and increased longevity and health, (5) aging-associated predictors of chronic disease, (6) use and effects of mesenchymal stem cells (MSCs), (7) telomeres relative to aging and energetics, (8) accretion and effects of body fat, (9) the aging heart, and (10) mitochondria, reactive oxygen species, and cellular energetics.Conclusion: The field is rich with exciting opportunities to build upon our existing knowledge about the relations among aspects of aging and aspects of energetics and to better understand the mechanisms which connect them.

Background of the Study. Following a large West Nile virus (WNV) epidemic in Northern Greece in 2010, an active mosquito surveillance system was implemented, for a 3-year period (2011, 2012, and 2013).Description of the Study Site and Methodology. Using mainly CO2mosquito traps, mosquito collections were performed. Samples were pooled by date of collection, location, and species and examined for the presence of WNV.Results. Positive pools were detected in different areas of the country. In 2010, MIR and MLE values of 1.92 (95% CI: 0.00–4.57) and 2.30 (95% CI: 0.38–7.49) were calculated for the Serres Regional Unit in Central Macedonia Region. In 2011, the highest MIR value of 3.71(95% CI: 1.52–5.91) was recorded in the Regions of Central Greece and Thessaly. In 2012, MIR and MLE values for the whole country were 2.03 (95% CI: 1.73–2.33) and 2.15 (95% CI: 1.86–2.48), respectively, forCx. pipiens. In 2013, in the Regional Unit of Attica, the one outbreak epicenter, MIR and MLE values forCx. pipienswere 10.75 (95% CI: 7.52–13.99) and 15.76 (95% CI: 11.66–20.65), respectively.Significance of Results/Conclusions. The contribution of a mosquito-based surveillance system targeting WNV transmission is highlighted through the obtained data, as in most regions positive mosquito pools were detected prior to the date of symptom onset of human cases. Dissemination of the results on time to Public Health Authorities resulted in planning and application of public health interventions in local level.

Abstract:
Abstract Public participation in constitution-making is now both an established international norm and a widespread practice. But what does public participation really mean and when can it be said to matter? This article documents the case of public participation in constitution-making that took place in Iceland between 2010 and 2013. The Icelandic case is interesting both for the innovative ways in which the public was involved but also because public participation in the process can be shown to have made a causal difference to the resulting text. The quasi-natural experiment setup of the Icelandic constitutional process makes it possible to compare the textual output of expert groups and that of the non-professional politicians on the Constitutional Council who crowdsourced their work to the larger public. The comparison suggests that on some crucial aspects the more inclusively written text is marginally but significantly better than that written by experts alone.
