Th e monograph is the fi rst source to fully introduce into scientifi c discourse the results of the comprehensive studies of the representative item of the Early Modern Period in the Upper Ob region, the Umrevinsky ostrog, that were conducted in 2010–2017 and are still under way. It is discovered that the cultural layer of this archaeological monument contains structures and artifacts dating back by their traditions to the Moscow Tzardom and the Peter I period. Th e research of an extensive necropolis of the Umrevinsky ostrog and analysis of the metal composition of those cross pendants discovered in the territory of the monument allowed attributing the chronology of its appearance and existence. Th e appendix dwells in detail upon the written sources related to the Umrevinsky ostrog and academic missions of the fi rst half of the 18th century, during which the fi rst items of the archaeological heritage in the territory of Novosibirsk region were found. Th e publication is meant for archaeologists, ethnographists, historians, local historians, museum employees, teachers, and students of the departments of history of higher education establishments.

La prevalencia de la FRVIH en las personas que iniciaron un tratamiento antiretroviral de primera línea (farmacorresistencia previa al tratamiento o FRP) fue del 6,8% en el 2010, y los cálculos basados en encuestas recientes representativas a nivel nacional indicant niveles de FRP situados por encima del 10% para los fármacos ARV de primera línea recomendados por la OMS que son ampliamente utilizados en muchos países […] Este plan de acción mundial se elaboró con la participación plena de los asociados clave (por ejemplo, los CDC, el Fondo Mundial y el PEPFAR). This book offers a novel perspective on British elections, focusing on the importance of increasing electoral volatility in British elections, and the role of electoral shocks in the context of increasing volatility. It demonstrates how shocks have contributed to the level of electoral volatility, and also which parties have benefited from the ensuing volatility. It follows in the tradition of British Election Study books, providing a comprehensive account of specific election outcomes—the General Elections of 2015 and 2017—and a more general approach to understanding electoral change.We examine five electoral shocks that affected the elections of 2015 and 2017: the rise in EU immigration after 2004, particularly from Eastern Europe; the Global Financial Crisis prior to 2010; the coalition government of the Conservatives and the Liberal Democrats between 2010 and 2015; the Scottish Independence Referendum in 2014; and the European Union Referendum in 2016.Our focus on electoral shocks offers an overarching explanation for the volatility in British elections, alongside the long-term trends that have led us to this point. It offers a way to understand the rise and fall of the UK Independence Party (UKIP), Labour’s disappointing 2015 performance and its later unexpected gains, the collapse in support for the Liberal Democrats, the dramatic gains of the Scottish National Party (SNP) in 2015, and the continuing period of tumultuous politics that has followed the EU Referendum and the General Election of 2017. It provides a new way of understanding electoral choice in Britain, and beyond, and a better understanding of the outcomes of recent elections.

Відносини між Російською Федерацією (РФ) та Україною визначаються насамперед міждержавним конфліктом із збройною складовою в Донецькій та Луганській областях. Спроба незаконної анексії Росією території Автономної Республіки Крим і м. Севастополя в 2014 р. та їх окупації, збройне протистояння на Донбасі зумовлюють довгостроковий характер міждержавної конфронтації. Цей конфлікт є асиметричним. Для України наслідки протистояння з РФ – життєво важливі, а перебіг конфлікту впливає майже на всі значущі соціальні процеси. Натомість керівництво Росії розглядає Україну переважно одним з полів конкуренції із Заходом задля «утвердження позицій Російської Федерації як одного з впливових центрів сучасного світу». Пострадянський простір визначений пріоритетом зовнішньої політики Росії, водночас більше значення надається співробітництву з державами, які беруть участь у російських інтеграційних проєктах. Стратегією економічної безпеки РФ на період до 2030 року, ухваленою в 2017 р., пріоритетом розвитку російської економіки визначено створення умов для реалізації стратегічних національних пріоритетів РФ. Так констатується підпорядкування економіки реалізації насамперед стратегічних цілей, визначених політичним керівництвом. Економічний тиск Росії, який був важливим інструментом її політики щодо України й до 2014 р., після початку агресії набув якісно нового рівня. Так само як і застосування воєнних інструментів, обмеження українського експорту, припинення транзиту українських товарів російською територією, спрямоване, зокрема, на виснаження економічних ресурсів України та обмеження її розвитку, а також примушення політичних лідерів нашої держави до прийняття вимог Кремля. Російська Федерація продовжує докладати зусиль для максимального послаблення залежності від економічної співпраці з Україною. Йдеться про зменшення ролі України як транзитної держави для експорту російських енергоносіїв, розірвання усталених коопераційних зв’язків, насамперед у сфері військово-промислового комплексу. Російська політика практично не зважає на інтереси російського бізнесу, які зберігаються на території України, попри суттєве зменшення відповідної активності порівняно з максимальними рівнями, досягнутими на початку 2010-х років. Головним пріоритетом є прагнення утримати Україну в орбіті свого впливу, що в майбутньому має забезпечити компенсацію нинішніх втрат, зокрема й економічних.

When the UN Security Council (UNSC) created the International Tribunals for the former Yugoslavia (ICTY) in 1993, and Rwanda (ICTR) in 1994, it had in mind that the Tribunals were ad hoc and should have a brief life, enough only to bring to justice those responsible for serious violations of international humanitarian law in those countries. In 2010, as a part of the Completion Strategy, the UNSC established the Mechanism for International Criminal Tribunals as a new ad hoc body, with the purpose of making sure that the Tribunals conclude their missions timely and successfully. The ICTR was officially closed on 31 December 2015. The ICTY will finish its work at the end of 2017. In this article is the analysis of the cases decided by the ICTY in 2015, providing the relevant facts of each case, the reasoning and the decision issued.

Conservative plans for a coalition government, a snap General Election, Prime Ministers considering whether to resign after an electoral or referendum defeat, and the contemplation of both Labour and Conservative deals with the Liberals, SNP and Northern Ireland Unionist parties, are all aspects readily identifiable in British politics since 2010, and once again following the hung parliament in June 2017. However, secret plans for all these different scenarios were drawn up by British political leaders and advisers in the 1970s. These documents challenge the mythology that dominates historical accounts, documentary films, and television news programmes, in particular, the contention that the minority governments of this era were weak, unthinking aberrations, alien to Britain’s otherwise strong majoritarian political traditions. Using declassified internal party files, this book provides new perspectives of the strategic response to minority government during the Wilson and Callaghan Administrations of the 1970s, reveals a previously unrecognized distinct British tradition of minority government that goes beyond established international minority government theory and practice, and shows how these antecedents might apply to minority government at Westminster in 2017. Employing a new model which includes historical-political interparty comparison, this work examines how both Labour Governments and Conservative Oppositions confronted challenges ranging from legislative management and electoral timing to planning for future minority or coalition governments. This study will be invaluable to all interested in minority government and British political history, from policymakers, students, and journalists to the general public.

La Organización Mundial de la Salud (OMS) estima que las principales geohelmintiasis —por lombriz intestinal (Ascaris lumbricoides), por tricocéfalo (Trichuris trichiura) y por uncinarias (Ancylostoma duodenale y americanus de Necator)— acarrearon en el 2010 en el mundo la pérdida de 5,18 millones de años de vida ajustados en función de la discapacidad. A nivel mundial, unos 820 millones de personas están infectadas por lombrices intestinales, 460 millones por tricocéfalos y 440 millones por uncinarias. Porquê este interesse pela instituição do casamento? Talvez precisamente por se tratar de uma situação de tal maneira convencional que até a sua subversão (ou traição) é lugar-comum: do “boy meets girl” ao “felizes para sempre” ou nem por isso, entre casar e cansar, este é um tema estafado a partir do qual as variações já foram todas experimentadas. [...] O casamento é uma fórmula narrativa de que MCC se serve menos para lhe desmontar a ideologia do que para dispensar a própria necessidade de uma narrativa – e assim usar o tempo de outra maneira. A escrita de MCC pratica um certo desrespeito pelas instituições, a começar pelas da própria escrita.

En el presente documento se comunica el progreso logrado en la Región hacia la eliminación de la transmisión maternoinfantil del VIH y la sífilis entre los años 2010 y 2017. Se trata también del primer informe regional sobre la eliminación de la transmisión maternoinfantil y durante la primera infancia de la hepatitis B y la enfermedad de Chagas congénita. Los resultados principales son los siguientes: El acceso de las embarazadas a la atención prenatal y del parto es alto en la Región de las Américas. El tamizaje de la infección por el VIH y la sífilis en las embarazadas sigue siendo alto, pero se han logrado pocos avances para salvar las brechas; por otra parte, el tamizaje de la enfermedad de Chagas en las embarazadas es muy variable, dado que oscila entre 7% y 55% en los pocos países que presentan informes al respecto. El tratamiento de la infección por el VIH y la sífilis en las embarazadas seropositivas sigue en aumento. La vacunación contra la hepatitis B se ha estabilizado en 87% de los menores de 1 año que completan su tercera dosis, aunque continúa en aumento la adopción de políticas de administración de una dosis al nacer de la vacuna contra el virus de la hepatitis B a todos los recién nacidos. Durante mucho tiempo se ha observado una disminución continua de la transmisión maternoinfantil del VIH, pero comienza a estabilizarse. Los casos de sífilis congénita están en aumento. Se considera que la transmisión maternoinfantil causa más de 20% de los casos nuevos de enfermedad de Chagas. This document reports the progress made in the Americas towards the EMTCT of HIV and syphilis between 2010 and 2017. It is the first Regional report regarding elimination of mother-to-child and early childhood transmission of hepatitis B and congenital Chagas disease. The main findings are as follows: Access to prenatal and delivery care for pregnant women is high in the Americas. Screening of pregnant women for HIV and syphilis remains high but little progress has been made in closing the gaps; meanwhile, screening of pregnant women for Chagas disease varies widely, ranging from 7% to 55% among the few reporting countries. HIV and syphilis treatment of seropositive pregnant women continues to increase. Vaccination for hepatitis B has stabilized at 87% of children under one year old who completed their third dose, and policies for universal timely hepatitis B vaccine birth dose are increasingly being adopted. MTCT of HIV experienced longstanding reductions but has begun to stabilize. Congenital syphilis cases are on the rise. Mother-to-child transmission is estimated to cause over 20% of new cases of Chagas disease.

The Nazis and their cohorts stole mercilessly from the Jews of Europe. In the aftermath of the Holocaust, returning survivors had to navigate unclear and hostile legal paths to recover their stolen property from governments and neighbors who often had been complicit in their persecution and theft. While the return of Nazi-looted art and recent legal settlements involving dormant Swiss bank accounts, unpaid insurance policies and use of slave labor by German companies have been well-publicized, efforts by Holocaust survivors and heirs over the last 70 years to recover stolen land and buildings were forgotten. In 2009, 47 countries convened in Prague to deal with the lingering problem of restitution of prewar private, communal, and heirless property stolen during the Holocaust. The outcome was the Terezin Declaration on Holocaust Era Assets and Related Issues, aiming to “rectify the consequences” of the wrongful Nazi-era immovable property seizures. This book sets forth the legal history of Holocaust immovable property restitution in each of the Terezin Declaration signatory states. It also analyzes how each of the 47 countries has fulfilled the standards of the Guidelines and Best Practices of the Terezin Declaration. These standards were issued in 2010 in conjunction with the establishment of the European Shoah Legacy Institute (ESLI), a state-sponsored NGO created to monitor compliance. The book is based on the Holocaust (Shoah) Immovable Property Restitution Study commissioned by ESLI, written by the authors and issued in Brussels in 2017 before the European Parliament.

This book provides a concise account of general elections during more than five tumultuous decades in British politics. Beginning in 1964, when partisan allegiances in the UK were relatively stable, it ends in 2019 when the volatility of voters was illustrated by the success of Conservative Party candidates in constituencies which had previously been ‘safe’ for Labour. The book describes the changing influences on voting behaviour—from the early 1960s, when allegiances were largely based on social class, to the 2020s when factors such as impressions of party leaders and new media outlets such as Facebook seem far more important. The electoral contests of these years produced dramatic results, ranging from Labour’s landslide victory in 1997 to the three closely fought battles of 2010, 2015, and 2017. These elections have taken place against a background of concern arising from the low turnout of voters, reaching its nadir in 2001 when less than 60 per cent of the electorate participated. Yet, in recent years, competition for the support of volatile voters has been complicated by issues like devolution to Scotland, Wales, and Northern Ireland—not to mention the question of EU membership, which cut across long-established party lines and has helped to raise political passions to unprecedented levels. Apart from its analysis of electoral campaigns and outcomes, the book describes the most relevant developments between elections (including the EU referendum of 2016) which help to explain the dilemmas facing the system of liberal democracy in contemporary Britain.

This is the first representative edition in English of Ernst-Wolfgang Böckenförde’s writings on religion, law, and democracy. As a historian, legal scholar, and former judge on Germany’s Federal Constitutional Court, Böckenförde (1930–2019) has shaped legal and political discourse in twentieth-century Germany like few others. Doing so, he combined three normative orientations writings as a political liberal, as a social democrat, and as a Catholic. The included articles discuss the place of religion in modern democracy, the role of the Catholic Church in the Nazi seizure of power in 1933, the Copernican revolution of Vatican II in embracing religious freedom and accepting the modern secular state, the history of the concept of freedom of conscience, the relation of religion and state in Hegel’s writings, democratic models of secularism, theological reflections on the character of secular law, models of political theology, the need for canon law reform, and bioethical issues, such as the regulation of abortion, genetic screening, and in vitro fertilization in light of the constitutional principle of human dignity. This is the second of two volumes, of which the first, published in 2017, brought together articles in constitutional and political theory. O termo Bioma refere-se a uma área do espaço geográfico representada por um tipo uniforme de ambiente, dentro do qual é possível identificar características similares de macroclima, fitofisionomia, solo e altitude (WALTER, 1986). Dentro dessas áreas espécies surgiram e se desenvolveram em resposta à essas características do ambiente. Tal processo permite que por exemplo, dentro dessas áreas os vegetais apresentem aspectos, formas e processos fisiológicos característicos (CRAWLEY, 1989). Dessa maneira, a manutenção desses biomas, com suas características ambientais únicas, é de fundamental importância para a manutenção da biodiversidade e dos serviços ecossistêmicos que ali ocorrem (regulação climática, ciclo de matéria, segurança alimentar, entre outros) (PBMC/BPBES, 2018; JOLY et al., 2019). O Brasil é formado por seis grandes biomas: Amazônia, Caatinga, Cerrado, Mata Atlântica, Pampas e Pantanal (IBGE, 2019). Dentro desses ambientes são encontrados uma grande diversidade de fauna e flora e características únicas de relevo e clima. Essa variedade de biomas está relacionada a grande extensão territorial do Brasil e a sua posição geográfica. Todas essas características fazem do Brasil o maior detentor de biota continental do mundo, sendo estimado um valor entre 15% e 20% das aproximadamente 1,5 milhões de espécies descritas no planeta. Só de plantas vasculares os números mais recentes citados são de 56108 espécies, com 12400 (22%) endêmicas. Esses dados representam aproximadamente 22% do total mundial (LEWINSOHN; PRADO, 2002; SHEPHERD, 2002; HUBBELL, 2008; GIAM et al., 2010). Dentro desse contexto, os biomas Cerrado e Pantanal se integram por meio dos rios que nascem nos planaltos do Cerrado. Esses rios contribuem na formação do Pantanal, nas planícies inundáveis da bacia do Paraguai (BRASIL, 2007). No Domínio Cerrado, a dinâmica ambiental é proveniente de uma marcada sazonalidade climática com duas estações bem definidas, o período seco e o período chuvoso (ASSAD, 1994; SILVA, 2011). Essa sazonalidade climática modifica constantemente as propriedades do solo, da flora e da paisagem e a reestruturação de muitas comunidades (AMARAL et al., 2013; MALHEIROS, 2016). No Pantanal as áreas conhecidas como planícies de inundação se caracterizam pela presença de hábitats que variam de aquáticos a terrestres, de acordo com o grau de comunicação com o rio principal (PAZ; TUCCI, 2010). Os ciclos de secas e cheias são um importante fenômeno hídrico para a região, criando um sistema complexo e dinâmico (JUNK; DA SILVA, 1999; RESENDE, 2008). O Cerrado é uma das 25 áreas do mundo consideradas críticas para a conservação, devido à riqueza biológica e à alta pressão antrópica a que vem sendo submetido (MYERS et al., 2000). O Pantanal, por sua vez, é reconhecido mundialmente pela abundância de sua fauna (MITTERMEIER et al., 1990; HARRIS et al., 2005) e é considerado Reserva da Biosfera e Patrimônio Natural da Humanidade pela Unesco (BRASIL, 2018). O conhecimento dos aspectos que envolvem a fauna, a flora e as características dessas paisagens são de extrema importância para a sua conservação e preservação. As áreas de transição entre esses dois biomas, chamadas áreas de ecótono, se fazem presentes no estado do Mato Grosso do Sul. Nessa região, os biomas Cerrado e Pantanal possuem correlações quanto aos aspectos geomorfológicos e fitogeográficos (RODRIGUES et al., 2017). Na região o encontro entre o Planalto de Maracaju-Campo Grande e a Planície Pantaneira é uma área comum de elementos bióticos e abióticos entre o planalto e a planície (FILHO et al., 2009). A transição entre dois ecossistemas implica a existência de uma área com valores intermediários para diversos parâmetros ambientais (NEIFF, 2003). Por um lado, a área de transição pode gerar um aumento na biodiversidade, dado o fato dessas áreas apresentarem representantes de fauna e flora dos dois ecossistemas (VELOSO et al., 1991). Contudo, essas áreas de transição podem também representarem barreira ou área de isolamento com ecossistemas vizinhos (MALANSON, 1997). Desta forma, uma análise voltada para as áreas de ecótono entre esses dois biomas faz-se necessária, uma vez que a preservação de um depende da preservação do outro. Sobretudo para o entendimento de que essas paisagens de ecótono podem ser responsáveis pelo isolamento e amortecimento das alterações dentro dos biomas Cerrado e Pantanal. Este E-book traz estudos desenvolvidos na área de ecótono Cerrado Pantanal no município de Aquidauana (MS) e entorno. O município está localizado a 130 Km a oeste da capital Campo Grande. Aquidauana por se tratar de um município com influência dos biomas Cerrado e Pantanal, abriga uma grande biodiversidade, sendo citada pelo Ministério do Meio Ambiente (BRASIL, 2002) como área prioritária para conservação da biodiversidade. Na mesma via, o município se destaca por sua vocação turística e agropecuária, o que demanda atenção, devido ao processo de intensa ocupação e exploração antrópica dos recursos naturais. Dessa maneira, o conhecimento de suas características ambientais e dos processos ecológicos desempenhados por sua fauna e flora contribuem para sua preservação e manutenção.
