Abstract:
International cybersecurity is arguably one of the most serious, complex and recent security-issues of our time. The connectivity between EU member states regarding cybersecurity due to the borderless nature of cyber, together with increasing threat-levels, has made the need for a common response widely acknowledged in the EU for several years. Even so, a common EU cybersecurity response involves problems such as reluctance of member states to share information, that cybersecurity management is linked to national security and therefore touches upon sovereignty, and different levels of cybersecurity development between member states. Despite this, the Network and Information Security Directive was adopted by the European Council in May 2016, involving EU-wide binding rules on cybersecurity. This thesis examines and explains, through a neo-functionalistic approach, how and why this development towards supranational management of cybersecurity in the EU has happened. The author finds that cybersecurity management seems to have institutionalized from a nascent phase during 2013, moving towards an ascendant phase during the end of 2013 and 2014, to end up between an ascendant and a mature phase during 2015 and 2016 – which makes the adoption of the NIS-directive logical. The neo-functionalistic explanation to the development of supranational cybersecurity management in the EU highlights the role of the Commission as a ‘policy entrepreneur’ and the publication of the EU cybersecurity strategy, accompanied by the proposal for the NISdirective in 2013. These regulatory outputs sparked further institutionalization by providing many opportunities and venues for member states to interact and build networks on cybersecurity issues, by initiatives with normative impact to foster an EU ‘cybersecurity community’, by the continuous strengthening of supranational cybersecurity actors such as ENISA, and by supranational cybersecurity cooperation platforms, such as the NIS-platform and the European Private Public Partnership on cybersecurity. Between 2013 and 2016, 21 EU Member States published national cybersecurity strategies, almost all referring clearly to their commitment to EU cybersecurity initiatives. This provides an indicator of a high level of legitimacy of supranational cybersecurity management. However, the thesis also finds that the strongest supporters of EU cybersecurity management are not the most powerful member states but rather the smaller ones. While not expressing a strong commitment to EU initiatives in cyber policy documents, the most powerful member states still agreed to the NIS-directive. This supports the neo-functionalist notion about the “stickiness” of an institutionalization-process, and the possibility that powerful states might have double paths, committing to EU regulation and institutionalization while still continuing their own way.

Introdução: Os principais serviços disponibilizados nos aeroportos foram convertidos em indicadores pelo Conselho Internacional de Aeroportos (ACI), uma organização global comercial de autoridades aeroportuárias, e mensurados nos aeroportos brasileiros a partir da FIFA World Cup 2014. Objetivo: Comparar os indicadores de qualidade de desempenho operacional dos serviços prestados aos usuários de 15 aeroportos brasileiros, no período 2013- 2016. Métodos: Os 48 indicadores de qualidade de desempenho operacional de serviços aeroportuários, avaliados pelos usuários segundo escala Likert de 5 pontos, foram agregados em dez índices intermediários e, após, em cinco índices de desempenho operacional (tangibilidade, agilidade, confiabilidade, garantia e empatia). Resultados: No quadriênio de 2013 a 2016, entre os dez índices intermediários, Competência foi o item melhor avaliado pelos usuários (média de 4,42) e Custos foi o pior (média de 2,61). Entre os cinco índices, Agilidade e Confiabilidade foram os melhores avaliados (médias de 4,25 e 4,15, respectivamente), enquanto que Empatia recebeu a pior avaliação (média de 3,82). Na avaliação dos cinco índices de desempenho conforme os setores aeroportuários, as companhias aéreas e os órgãos públicos foram os setores mais bem avaliadas, enquanto o setor de aeroporto comercial foi o pior avaliado. Curitiba foi o aeroporto de melhor avaliação (4,29), seguido de Campinas (4,15) e Natal (4,12), ao passo que o aeroporto de Cuiabá apresentou a pior avaliação pelos usuários (3,64), seguido de Guarulhos/SP (3,79). Conclusão: Os índices de desempenho dos serviços aeroportuários na média das categorias foram melhor avaliados pelos usuários, nas categorias de pequeno e grande porte na gestão privada dos Aeroportos Internacionais de Natal e Brasília, respectivamente. Entre os aeroportos de médio porte, a gestão pública do Aeroporto de Internacional de Curitiba apresentou uma melhor avaliação nos índices de desempenho de prestação de serviços aeroportuários aos usuários, sendo seguida pelos aeroportos sob gestão privada.<br>Introduction: The main services provided at airports were converted into indicators by the International Airport Council (ACI), a global commercial organization of airport authorities, and measured at Brazilian airports starting with the FIFA World Cup 2014. Objective: To compare the quality indicators of operational performance of services provided to users of 15 Brazilian airports in the period 2013-2016. Methods: The 48 indicators of operational performance quality of airport services, evaluated by users in 15 airports under study, according to a Likert scale of 5 points, were aggregated in ten intermediate indices and, in a second time, five operational performance indices (tangibility, agility, reliability, guarantee and empathy). Results: In the four-year period from 2013 to 2016, among the ten intermediate indices, Competence was the item best evaluated by the users (average of 4.42) and Costs was the worst (average of 2.61). Among the five indexes, Agility and Reliability were the best evaluated (averages of 4.25 and 4.15, respectively), while Empathy was the worst evaluation (mean of 3.82). In the evaluation of the five performance indices according to the airport sectors, airlines and public agencies were the sectors best evaluated, while the commercial airport sector was the worst evaluated. Curitiba was the airport with the best evaluation (4.29), followed by Campinas (4.15) and Natal (4.12), while Cuiabá airport presented the worst evaluation by users (3.64), followed by Guarulhos / SP (3,79). Conclusion: The performance indexes of the airport services in the average category were better evaluated by the users, in categories I and III of small and large ports in the private management of the International Airports of Natal and Brasilia, respectively. Among category II airports, the public management of the Curitiba International Airport presented a better evaluation of the performance indexes for the provision of airport services to users, followed by airports under private management.

Abstract:
<p> In the past five years, there have been numerous newspaper reports on police-involved deaths (PID) in the U.S, many of which have involved African American males as victims (Shane, Lawson, &amp; Swenson, 2017). Police-involved deaths (PID) is defined as a death of an individual that results from police action (i.e., by firearm, by electroshock weapon [commonly known as a Taser&copy;], or by vehicle). Given the amount of coverage of police-involved deaths, it is important to investigate which PID victims receive the most coverage in U.S. newspapers. This study merges three databases (<i>Fatal Encounters </i>, the <i>Washington Post</i>, and the <i>Guardian </i>) which collect information about PID cases that occurred in the U.S. Once a list of PID victims was compiled, Nexis Uni (formerly Nexis Lexis) was used to obtain U.S. newspapers that covered PID incidents. In this study, I examine the race, age, region, and manner of death to distinguish which of these independent variables are the strongest predictors of the number of words and articles used in describing PID incidents. Using a linear regression model, the findings indicate that PID incidents involving African American males had significantly more articles and words written about them than PID incidents involving non-African American males and this effect remained after controlling for other correlates of PID incidents. Additionally, PID incidents involving firearm deaths received significantly more media attention as well. Given the amount of newspaper coverage on PID victims, the ways in which the media portray the victims in those contexts can influence the criminal process for officers involved in the killing. In addition, media portrayals of these incidents can impact policies that revamp the ways in which officers communicate with people of color, specifically African American men (i.e., cultural sensitivity training).</p><p>

It seeks to understand their influences and developments in municipal legal documents and 0–5 year old children public education. It focuses on this stage of elementary education — its importance and social role — as a necessary action, as it has been more assistive — aimed at sanitary matters — than educational. This was build up data from legal documents (Federal Constitution, statute for child and adolescent; law of education guidelines; national curricular references and national curricular guidelines for child education; basic infrastructure parameters for child education institutions; national quality parameters for children education; Caiapônia’s education plan and constitution; observations of school infrastructure; semi structured interviews, and questionnaires. Theoretical and conceptual foundations for the research and the recognition of children — which at least legally leaves its assistive tendency to the educational sphere — included authors such as Arce and Jacomeli (2012), Kuhlmann Júnior (1998), Saviani (2013), Faria (1999), Rosemberg (1994; 2002) and Kramer (1987). Results reveal challenges: ensuring quality education for 0–5 year old children and making national public policies reach schools and being discussed as an important achievement of child education by professionals so that to enable them to confront those national policies with its local interface, for assistance marks Caiapônia’s educational documents. In fact, there were theoretical and legal advances in children education; but there is still discrepancies between what law imposes as public educational policies and what really happens as to guarantee the legal right of children to have quality education.<br>Este estudo enfoca a análise de políticas públicas educacionais nacionais para Educação Infantil que se efetivaram no município de Caiapônia, GO, no período 2013–16, Busca compreender suas influências e os desdobramentos em documentos municipais e no atendimento a crianças de 0 a 5 anos de idade tendo como objeto de estudo a Educação infantil. A reflexão incide nessa etapa da educação básica — sua importância e seu papel social — como ação necessária, pois a princípio ela desempenhou papel assistencialista, direcionado a problemas de ordem sanitária, e menos educacional. A reflexão considerou dados advindos de documentação legal (Constituição Federal; Estatuto da Criança e do Adolescente; Lei de Diretrizes e Bases da Educação Nacional; Referencial Curricular Nacional para a Educação Infantil; Diretrizes Curriculares Nacionais para a Educação Infantil; Parâmetros Básicos de Infraestrutura para Instituições de Educação Infantil; Parâmetros Nacionais de Qualidade para Educação Infantil; plano municipal de educação e lei orgânica municipal). Trata-se de uma pesquisa qualitativa com entrevistas semiestruturadas para funcionários e questionários para os pais das instituições que atendem crianças de 0 a 5 anos. A fundamentação teórico-conceitual da pesquisa e do reconhecimento da Educação Infantil — que ao menos no corpo da lei passa do caráter assistencial para a esfera educacional — incluiu autores como Arce e Jacomeli (2012), Kuhlmann Júnior (1998), Saviani (2013), Faria (1999), Rosemberg (1994; 2002) e Kramer (1987). Os resultados revelam que garantir educação de qualidade à faixa etária 0–5 anos e fazer as políticas públicas nacionais chegar às instituições e ser compreendidas como uma conquista importante da Educação Infantil a fim de possibilitar que as profissionais as confrontem com sua interface municipal, pois se nota assistencialismo nos documentos educacionais de Caiapônia. De fato, houve avanços teórico e legal na Educação Infantil; mas ainda há descompasso entre o dito e o feito em relação à implementação de políticas públicas educacionais que garantam de fato o direito das crianças a ter educação de qualidade.

Abstract:
The following commentary details aspects of my recent compositions attempting to bring about intersections between subjects and objects. I demonstrate how my compositions highlight an interplay between the poles of subjectivity vs objectivity, human vs nonhuman and nature vs culture. Various musical precedents rooted in objectivity form the basis of this endeavour, such as the inaudible cosmic vibrations proposed by the Pythagoreans' Musica universalis, the chance procedures of mid twentieth-century experimental music, and the Platonic forms of Tom Johnson. However, although these standpoints do attempt to broaden the scope of music beyond the human sphere, they remain most often framed by transcendent discourse without explicitly addressing the subjective implications of such work. I propose an approach to composition that distances itself from a transcendental perspective, instead choosing to highlight the effects that objectivity elicits in human beings, while maintaining the presence of an external reality that remains inscrutable. Thus, my portfolio addresses the precise ways in which subjectivity remains present even within an objective musical discourse, whether through exploring psychological responses to chance, the existential boredom brought on by unchanging forms, subjective reactions to the objecti�cation of the human body, and the input of the imagination in the face of withdrawn or speculative musical objects.

Esta tese apresenta um estudo sobre o processo de produção da Mídia Ninja tendo por guia teórico-metodológico a Teoria Ator-Rede (TAR). A investigação procurou compreender as redes de mediação e o papel dos objetos técnicos na ação do coletivo, bem como relacionar o tipo de trabalho realizado pela Mídia Ninja com os estudos de comunicação e jornalismo. O método de pesquisa utilizado foi inspirado na etnografia, aplicando a técnica da observação participante em dois momentos distintos (maio e junho de 2015, fevereiro de 2016), aliado à documentação em texto, vídeos, fotos e entrevistas de momentos significativos do coletivo em 2013. Em sua primeira parte, a tese apresenta algumas das principais noções da TAR, como a relação de simetria entre sujeitos e objetos, e as aproxima com a mídia e jornalismo. Na sequência, foi descrito o início da Mídia Ninja como coletivo de mídia estabelecido a partir do Fora do Eixo, uma rede de produção cultural com diversos pontos espalhados pelo país, e tornado mundialmente conhecido a partir da cobertura das manifestações de junho de 2013 no Brasil. Na segunda parte, a análise rastreou três momentos entre junho e julho de 2013 para acompanhar o processo de início do uso de um software de transmissão ao vivo, o TwitCasting, e perceber quais foram os deslocamentos produzidos na produção de narrativas ao vivo no coletivo. Depois, a descrição focou nos fluxos de produção da redação Ninja, realçando os espaços, os modos de convivência e a organização ao mesmo tempo fixa e volátil de seus participantes. Por fim, foi possível perceber alguns objetos técnicos como mediadores determinantes no processo de produção de informação da Mídia Ninja, e a dificuldade de definir previamente o "mosaico de parcialidades" da ação Ninja enquanto jornalismo ou ativismo, já que tudo é performado de acordo com a situação envolvida e o movimento realizado pelos atores.<br>This thesis presents a study about the production process of the Mídia Ninja having Actor- Network Theory (ANT) as a theoretical-methodological guide. The investigation sought to understand mediation networks and the role of technical objects in the collective action, as well as to relate the kind of work done by the Mídia Ninja with the studies of communication and journalism. The research method used was inspired by ethnography, applying the technique of participant observation in two different moments (May and June 2015, February 2016), allied with documentation in text, videos, photos and interviews of significant moments of the collective in 2013. In first part, the thesis presents some of the main notions of ANT, such as the relation of symmetry between subjects and objects, and approaches them with media and journalism. In the sequence, the beginning of the Mídia Ninja was described as a media collective established from Fora do Eixo, a cultural production network with several points spread throughout the country, and made known worldwide from the coverage of the manifestations of June 2013 in Brazil. In the second part, the analysis tracked three moments between June and July 2013 to follow the process of beginning to use a live streaming software, TwitCasting, and to perceive the displacements produced in the production of live narratives into the collective. Then, the description focused on the production flows of the Ninja newsroom highlighting the spaces, the ways of living together, and the organization that is both fixed and volatile of its participants. Finally, it was possible to perceive some technical objects as determining mediators in the production process of the Mídia Ninja information, and the difficulty to define previously the "mosaic of partialities" of the Ninja action as journalism or activism, since everything is performed according to the situation involved and the movement carried out by the actors.

Magíster en Gestión y Dirección de Empresas<br>Este trabajo aborda la planificación estratégica del Holding Colores del Pacifico, controlado por la familia Izquierdo Menéndez, el cual aglutina las marcas de pinturas Ceresita, Sipa, Chilcorrofin y Soquina. Cabe destacar que este grupo se consolida como líder en ventas de la industria. Inicialmente, Ceresita fue adquirida por sus actuales accionistas, el grupo familiar Izquierdo Menéndez. Posteriormente, la familia adquiere las empresas Pinturas Soquina S.A. y Sociedad Química Chilcorrofin, para finalmente, fusionarse con Pinturas Sipa S.A. Cada una de estas empresas destina sus esfuerzos en producir y comercializar pinturas tanto al sector decorativo como industrial. El crecimiento del grupo y su participación de mercado, son el resultado de estrategias de crecimiento inorgánico, basado en sucesivas fusiones y adquisiciones. El estudio está estructurado en base a las siguientes etapas: análisis de la organización, descripción y análisis del entorno en la cual se describe el atractivo de una industria de ciclo lento, se identificar competidores, la relevancia de los distribuidores y atributos de diferenciación competitiva, orientado a la excelencia en el servicio -en términos del suministro de productos en el lugar y momento adecuado-, favoreciendo la descomoditización del producto y fortaleciendo relaciones de largo plazo con los principales distribuidores. Posteriormente, se elabora el diagnostico de la situación actual evaluando la coherencia de la estrategia de negocios con las oportunidades del mercado y atributos estratégicos de los competidores, se analiza la cadena de valor y la solidez de las ventajas competitivas. A partir del análisis descrito, se despliega la propuesta de desarrollo a través de la formulación estratégica alternativa a la vigente, incluyendo declaraciones estratégicas, estrategia de negocio, elementos de diferenciación basada en el modelo Delta y estrategia de adquisiciones. A continuación y para apoyar el proceso de implementación de la estrategia de excelencia en el servicio, se incluye una definición de etapas cronológicas, cambios en la estructura organizacional e indicadores claves para el control basado en el cuadro de mando integral en función de los objetivos estratégicos identificados en la etapa de formulación. Finalmente y para facilitar la toma de decisiones relacionada con la implementación del proyecto, se incluye una evaluación económica la cual compara beneficios y costos incrementales del proyecto respecto de la situación actual. Résumé : Depuis les années 1990, l’essentiel des travaux scientifiques sur l’impact des événements sportifs s’est focalisé sur les impacts économiques. Mais, depuis, quelques années, les effets immatériels relatifs à la dimension sociale sont de plus en plus étudiés. Dans ce contexte, la thèse porte sur la compréhension des impacts des événements sportifs récurrents sur le territoire parisien. À partir d’un recensement extensif, ce travail analyse 9 études de cas représentatives de la diversité observée des événements sportifs parisiens. La collecte de données s’appuie sur des séquences d’observation in situ (11), des entretiens semi-directifs (41) et de l’analyse documentaire. Fondée sur la théorie ancrée, posture qui part du terrain pour générer un cadre théorique, l’analyse montre que la compréhension des enjeux locaux ne peut se faire que par une contextualisation précise des situations locales et des volontés politiques.Ce cheminement inductif ouvre sur deux volets analytiques. Le premier construit une analyse des jeux d'acteurs qui révèle la centralité de l’acteur public dans les processus de mise en réseau. Le second éclaire la relation immatérielle qui s'organise entre l'événement et son territoire hôte, à travers la notion d'ancrage territorial. Ces développements conduisent à la proposition d’un « modèle des dynamiques locales », qui ambitionne d’appréhender tout ce qui se joue autour de l’événement sportif : ce qui lui permet d’émerger, autant que ce qu’il génère. En conclusion, considérant la fonction déterminante de l’acteur public dans l’événementiel sportif parisien, une approche plus globale est envisagée où l’agrégation des dynamiques locales pourrait se muer en une dynamique territoriale, initiée par un portefeuille d’événements sportifs complémentaires<br>Since the 90s, scientific works on the impact of sports events has been mainly focusing on economics. However, for some years now, intangible effects related to social dimension of these events are increasingly studied. In this context, this work aims to understand the impacts of recurring sports events based in Paris. Started from an extensive census, this work analyzes 9 case studies representative of the observed diversity of sporting events in Paris. Data collection is based on in situ observations (11), semi-directives interviews (41), and documentary analyses. Based on grounded theory which uses a fieldwork approach to yield a theoretical framework, the analysis demonstrates that the understanding of local stakes can only be achieved through a precise contextualization of local situations and political willingness.This inductive pathway launches two analytical determinations: (1) to build a way to analyze interplays of actors that reveal the centrality of the public entity in the networking process (2) to highlight the intangible relationship between the event and its host territory, through the concept of “territorial anchorage.” These developments lead to the proposal of a “model of the local dynamics”. This model aim to apprehend all that revolves around the sporting event: from what allows it to emerge to what it generates. In conclusion, regarding the decisive role of the public entity within Parisian’s sporting events, a more global approach is envisaged where the aggregation of local dynamics could evolve into a territorial dynamic, beginning with a portfolio of complementary sports events

La presente tesis aborda el tema de los comedores populares del Programa de Complementación Alimentaria en el distrito Huaraz, provincia del mismo nombre del departamento de Ancash. El estudio asume la focalización como un factor estratégico en el cumplimiento de objetivos de los programas sociales subsidiados por el Estado, aun cuando afirmar que la focalización es determinante en el éxito de los programas sociales sea una postura discutida en los ámbitos académicos, de la gestión pública, así como de las organizaciones sociales. La información difundida respecto a resultados de los programas sociales permite saber que, en la mayoría de los casos, los recursos no se distribuyen en sincronía con las necesidades. Filtraciones por pobreza monetaria de hasta 8% en comedores populares ocasionarían pérdidas que ascienden a la tercera parte de lo que se invierte con la consiguiente subcobertura de población en necesidad. Este estudio se avoca a conocer la influencia del proceso de focalización de usuarios en la cobertura de población vulnerable de los comedores populares que el municipio provincial de Huaraz ha implementado en el distrito de Huaraz entre los años 2013 al 2016. La parte central del estudio se estructura en cuatro secciones, a partir de las cuales se pretende deslindar la importancia de la focalización, a saber: i) la cobertura de atención de los comedores populares respecto a la población vulnerable; ii) la adecuada focalización y selección de usuarios de los comedores populares; iii) son los usuarios que ya atienden los comedores populares realmente población vulnerable; iv) la percepción de los actores del programa sobre el funcionamiento de los comedores. El documento cierra con conclusiones y recomendaciones para cada sección de la estructura de contenidos, abogando por revisar, por un lado, los aspectos instrumentales, procedimentales y normativos y, por otro lado, los aspectos financieros vinculados al costo del subsidio alimentario, de manera que se garantice la inserción de población más vulnerable desde un enfoque inclusivo, alineando lo operacional con los objetivos y los grupos meta consignados en la concepción del programa, reconociendo que los grupos vulnerables son prioritarios y no pueden ser relegados a la opción marginal de cupos y recursos residuales del programa. Se alerta, además, sobre la importancia de atender la sostenibilidad en el tiempo de los comedores, lo cual, implica prestar atención a las consecuencias de operar bajo un sistema de subsidios complementarios que, eventualmente, podrían endilgar a las organizaciones sociales de base responsabilidades que extralimitan sus competencias. Cabe anotar que, desde una perspectiva analítica, con este estudio se aspira a contribuir en los esfuerzos de la gerencia social como disciplina orientada a analizar y optimizar las políticas sociales, para que estas sean más efectivas y para que la gestión institucional se exprese en una mejor calidad de los servicios y proyectos que se operan desde los programas sociales, lo cual permitirá alcanzar mejores impactos en las condiciones de vida, sobre todo, de la población más vulnerable del país. Esta contribución devendrá del énfasis que este estudio pone en la discusión y revisión de la focalización, un factor de la gestión social que es determinante en el desarrollo y la efectividad de los programas sociales, a los cuales, en muchos casos, por su larga vigencia a través de los años se les endilga un carácter taxativo que los exime de ser revisados.<br>This thesis deals the theme of the popular soup kitchens of the Food Complementation Program in the district of Huaraz. The study assumes that the targeting is a strategic factor in meeting the objectives of the social programs subsidized by the State. Although, statement that the targeting is determinant in the success of social programs is a point in discussion in the academic, however information disseminated about the results of social programs indicate that most of the resources are not distributed in synchrony with needs. This study is aim to know about the influence of the targeting process in the coverage of the vulnerable population of the popular soup kitchens, that Huaraz provincial municipality has implemented in the district of Huaraz, among the years 2013 to 2016. Essentially the study has four sections: i) the coverage of attention of the popular soup kitchens with respect to the vulnerable population; ii) adequate targeting and selection of users of the popular soup kitchens; iii) users served in popular soup kitchens are truly vulnerable; iv) the perception of the program actors in the operation of the popular soup kitchens. The document closes with conclusions and recommendations for each section, advising to the reviewing of the tools, process and normative in a way that guarantees the insertion of the vulnerable population from an inclusive approach. Aligning the operational with the objectives and the target groups of the program conception, recognizing that vulnerable groups are priority and cannot be relegated to the marginal option of vacancies and residual resources of the program.<br>Tesis
