Abstract:
The article considers a new mechanism for the formation of the Russian budget. This work is a continuation of the study of the draft budget for 2015 and the planning period 2016 and 2017. The new budget rule is aimed mainly at stabilizing the economy. The purpose of the rule is to reduce the dependence of the budget on market incomes. The new budget rule will be applied from 2018 onwards. The main directions of the new budget plan are defined, among which the development of the defense, space and nuclear industries is traditionally. The possible consequences of an increase in tax rates are considered. In this regard, the emphasis is on the main changes in the draft budget. The decision to change the budget rule is due to the fact that the current mechanism has a positive feedback, that is, it can contribute both to excessive strengthening of the ruble, and to its excessive weakening. The conclusions of the impact of the new budget rule on macroeconomic indicators and the ruble exchange rate have been made. Progressiveness of taxation in the oil sector will remain, but with the growth of oil prices, the ruble rate will no longer react so much. This means that the economy of oil projects will move along with oil prices. At the same time, the course’s stability will stabilize the situation for the non-oil part of the economy.

The article examines features of the socio-economic development of the Republic of Crimea in 2018-2020; in the article the main problems that have a negative impact on the socio-economic processes in the republic are highlighted. Using the method of statistical data analysis, the most and least economically prosperous municipalities of the Republic of Crimea are identified. Problems, that have a negative impact on the socio-economic processes in the republic, include a low GRP per capita, high prices for food products, too fast growth rates of prices for utilities, significant differentiation of municipalities of the republic in terms of average wages of the population and the level of unemployment. In conclusion, in the article the recommendations for reducing the overall level of social tension in the republic are given.

Cultured meat is one of a number of alternative proteins which can help to reduce the demand for meat from animals in the future. As cultured meat nears commercialization, research on consumers’ perceptions of the technology has proliferated. We build on our 2018 systematic review to identify 26 empirical studies on consumer acceptance of cultured meat published in peer-reviewed journals since then. We find support for many of the findings of our previous review, as well as novel insights into the market for cultured meat. We find evidence of a substantial market for cultured meat in many countries, as well as markets and demographics which are particularly open to the concept. Consumers mostly identified animal- and environment-related benefits, but there is plenty of potential to highlight personal benefits such as health and food safety. The safety of cultured meat and its nutritional qualities are intuitively seen as risks by some consumers, although some recognize potential benefits in these areas. Evidence suggests that acceptance can be increased with positive information, as well as frames which invoke more positive associations. We conclude by arguing that cultured meat will form one part of a varied landscape of future protein sources, each appealing to different groups of consumers to achieve an overall reduction in conventional meat consumption. We acknowledge a range of pro-cultured meat messaging strategies, and suggest that framing cultured meat as a solution to existing food safety problems may be an effective approach to increase acceptance. In the long-term, objections based in neophobia and norm violation will decrease, and widespread acceptance will depend in large part on the price and taste.

Esse estudo teve como objetivo descrever indicadores epidemiológicos e aspectos clínicos dos novos casos de hanseníase no município de Juazeiro-BA. Trata-se de um estudo ecológico, abrangendo o período de 2018 a 2020. Foram notificados em Juazeiro, 374 novos casos. Nota-se uma redução do número de casos ao longo dos anos. Em relação às características coletadas, houve maior frequência entre homens, em níveis de escolaridade mais baixa e entre jovens e adultos. A faixa etária mais acometida foi a de 40 a 59 anos, a zona mais presente foi a urbana, a forma clínica mais identificada foi a dimorfa e o grau de incapacidade física 0 foi o mais predominante. Os dados apresentados neste estudo revelam que os casos novos de hanseníase ocorridos em Juazeiro-BA entre 2018 a 2020 possuem características similares às observadas nacionalmente. Sob o olhar das variáveis analisadas, observa-se uma redução no número de notificações, um enfoque nos indivíduos analfabetos ou com ensino fundamental incompleto, uma predominância na área urbana; e na forma clínica dimorfa pela maior instabilidade. A faixa etária mais vista é a adulta e no que concerne à detecção, é notada uma hiperendemia. O empenho das políticas públicas e inclusivas devem visar a divulgação e elucidação dos casos, na tentativa de solucionar as iniquidades em saúde, tendo em vista a complexidade em curso, o da hiperendemia.

Bats are the ancestral reservoir host for lyssaviruses, and at least three different lyssaviruses have been found in bats from Germany. Across Europe, novel lyssaviruses were identified in bats recently and occasional spillover infections in other mammals and human cases highlight their public health relevance. Here, we report the results from an enhanced passive bat rabies surveillance that encompasses samples without human contact that would not be tested under routine conditions. To this end, 1236 bat brain samples obtained between 2018 and 2020 were screened for lyssaviruses via several RT-qPCR assays. European bat lyssavirus type 1 (EBLV-1) was dominant, with 15 positives exclusively found in serotine bats (Eptesicus serotinus) from northern Germany. Additionally, when an archived set of bat samples that had tested negative for rabies by the FAT were screened in the process of assay validation, four samples tested EBLV-1 positive, including two detected in Pipistrellus pipistrellus. Subsequent phylogenetic analysis of 17 full genomes assigned all except one of these viruses to the A1 cluster of the EBLV-1a sub-lineage. Furthermore, we report here another Bokeloh bat lyssavirus (BBLV) infection in a Natterer’s bat (Myotis nattereri) found in Lower Saxony, the tenth reported case of this novel bat lyssavirus.
