Abstract:
Abstract The International Chemistry Olympiad (IChO) is an annual competition for the world’s most talented chemistry students at the secondary school level. The goals for IChO are to promote international contacts in chemistry, friendships between young scientists of different nationalities, and the exchange of pedagogical and scientific experience in chemistry. The first Olympiad took place in Prague, Czechoslovakia, in 1968, with delegations from three countries. The number of participating countries has grown ever since. Thailand first participated in the 22nd International Chemistry Olympiad, held in Paris, France, in 1990. Then, in 1999, Thailand received the great honor to host the 31st International Chemistry Olympiad. Held in Bangkok, the 31st IChO welcomed 196 students from 51 countries. In 2017, as part of the celebrations for Professor Dr. Her Royal Highness Princess Chulabhorn Mahidol’s 60th birthday, Thailand hosted the 49th International Chemistry Olympiad welcoming this time nearly 300 students from from 76 countries. The auspicious event was held 6-15 July 2017 at Mahidol University’s Salaya Campus in Nakhon Pathom.

Abstract:
In 1978, some 40 years after the practice of opinion polling first arrived in France, the country’s newspapers and magazines informed their readers that 76% of the French approved of Charles de Gaulle’s role in World War II, that 77% did not consider the pope’s moral instructions binding, that 83% never participated in winter sports, and that 36% thought Michel Rocard would be a good finance minister. Anyone who could not remember those findings for long might be forgiven, for they were but drops in an ocean of polling data, a tidal wave of information that swept over France each year. For many, this onslaught of polling data is deeply disturbing, given their belief that opinion polls have undermined elected representatives’ ability to use their judgment in making political decisions and have silenced other, more authentic expressions of popular opinion (for example, see Champagne 1990). Even those who welcomed les sondages d’opinion as a new means of bringing the people’s voice into arenas of power might still have felt overwhelmed by the sheer number of them published in France by that time–well over 500 in a typical year, according to one 1984 estimate–and many began to characterize the country’s apparently insatiable appetite for polls as sondomanie, or “poll mania” ( Jaffré 1985). Perhaps it was only to be expected that France, one of the pioneers in the creation of modern democracy, would be among the countriesmost interested in using polls to proclaim the will of the people to the humble and the powerful alike.

Abstract:
On the centenary of General de Gaulle's birth in November 1990, hundreds of historians, politicians and statesmen gathered in Paris to discuss his life. Their deliberations were published in seven volumes running to several thousand pages. The participants included former opponents who now declared themselves ‘posthumous Gaullists’ or ‘remorseful’ ones. The whole occasion seemed to fulfil André Malraux's prediction: ‘Everyone is, has been or will become Gaullist.’ Of those who were not, never had been, or would never become Gaullist, little was said.

Abstract:
Abstract:Most medical schools in France have chairs in Biostatistics and Medical Informatics to coordinate the teaching of these two disciplines both within the regular curriculum of the medical studies and as a specialized teaching. This paper describes the current medical informatics specialized program offered at the Paris Universities. Since 1968 the program has comprised a Master of Science and a Ph.D. degree. At the Master Level, despite several reforms and in-depth program revisions the curriculum is still organized as a set of modules of 100 hours teachins with a large freedom for the medical faculties to define the contents of the courses and for the students to organize their studies and combine medical informatics, biomathematics and biostatistics training. Since 1990, an intensive one-year full-time course is offered, called Advanced Study Diploma in Medical Informatics, which is strongly research oriented. This program seems a good strategy to form medical informatics special1 ists who have initially received a broader education in informatics and statistics.

Abstract:
During the period of reunification of the two German states in the declining period of the Cold War, France and Poland collaborated on issues related to the reunification conditions, in particular the borders of the united Germany. France’s policy was based on political calculations and was a continuation of the line taken by Paris with regard to the German issue after 1945. A certain similarity of the positions of the two states on the final shape of the borders was visible even before the beginning of the 2 + 4 process. France has not withdrawn from its border declarations of the 1950s. At the crucial moment, when Germany was being reunited, it made efforts to take the voices of Germany’s neighbours into account and held regular consultations with Poland.

Abstract:

Philosophie et économie(Paris, Presses universitaires de France, 1990, p. 45), Jean Mathiot asked :«Should then one wonder that his [Smith’s] audacious stand became the historical grounding stone for political economy, then bringing recognition as an objectively-grounded field of knowledge?»Mathiot’s text and thought have been little debated to this day; this essay is meant to fill that gap, in particular with regard to the history of Smith’s reception in France. Mathiot sought to understand better the “impartial spectator” using a new character whom he claimed Smith was implicitly sketching, and whom he called “the impartial laborer”. To Mathiot’s mind, from theTheory of moral sentiments(1759) to theWealth of Nations(1776), the link is nothing else than Smith’s own philosophy.

Abstract:
This article explores the interactions between French and Soviet leaders at the end of the Cold War when they were confronted by German reunification. This important dimension of the events of 1989–1990 has been largely neglected up to now. Although allegations of Franco-Soviet collusion against German reunification have long been widespread, the evidence presented here from declassified French, Soviet, and West German sources shows that the two countries in fact failed to cooperate to shape the modalities and outcome of these processes despite the close relationship that by then prevailed between French President François Mitterrand and Soviet leader Mikhail Gorbachev. Although for decades Paris and Moscow had shared the objective of avoiding a disruptive settlement of the German question, and although both leaders were initially deeply troubled by the pace of events, they did not agree about the fundamental issue of German self-determination and did not share an understanding of the international conditions required for German reunification. Even more critically, they had different visions of the transformation of the European security system that should accompany it.

Abstract:
With the aim of understanding the insertion of higher education into a new context of organization of society and State, which is managed according to the New Public Management, this work presents a comparative historical study of the organization of French and Brazilian higher education. It is concluded that the French adherence to the New Public Management is based on the knowledge economy, while the Brazilian one is based on State size reduction along the lines of the Washington Consensus; in addition, higher education institutions in both countries are organized to participate in competitions: in France, the international competition promoted by rankings, and in Brazil, the market competition. Keywords: Brazilian higher education, French higher education, New public management, University.ReferencesAEBISCHER, S.
