The 52nd meeting of the European Pancreatic Club was organized and conducted online in Paris on July 2–3, 2020. It is the first time the Congress took place online, with about a thousand of pancreatologists having participated in it. The high scientific, organizational and technical level of the congress should be noted. This review presents the most interesting research results in the following sections: anatomy of the pancreas, acute early chronic, autoimmune pancreatitis, cancer and other malignant pancreatic diseases, functional pancreatic insufficiency, enzyme replacement therapy, pancreatic steatosis, microbiota in pancreatic pathology. Dugic et al. (Sweden) conducted a systematic review “The effect of anatomical variants of the Wirsung’s duct on exocrine function and risk of pancreatic pathology”. Studies of the MEDLINE database from 1960 to 2019 were analyzed; data of 3234 patients were included. A classification of anatomical variants of the pancreatic duct system was compiled. A lecture by T. B. Gardner (Great Britain) on pancreatic steatosis drew great attention. The problem of pancreatic steatosis is surrounded by a number of unresolved issues; the terminology of pancreatic steatosis itself is unclear. Under conditions of oxidative stress, cytokines released from adipocytes trigger the local inflammation and dysfunction of the affected pancreatic cells. The pathogenesis of pancreatic steatosis requires further studies. The symposium on exocrine pancreatic insufficiency in pancreatic cancer played the central role in the congress. Professor E. Dominguez-Munoz (Spain) gave a lecture within the framework of the symposium. 80% of patients with pancreatic cancer have sarcopenia and/or cachexia. Sarcopenia and cachexia in pancreatic adenocarcinoma are the most obviousamong all tumor localizations. The pathogenesis of cachexia and sarcopenia in pancreatic cancer was analyzed in detail; the necessity of enzyme replacement therapy with Creon was substantiated. Particular attention was paid to the pathogenesis of pancreatic insufficiency after surgical treatment (pancreatic resections, pancreatectomy); the features of replacement therapy were highlighted. The identity of the Evangelical Movement comes from the Puritans, from the revival movements, but specially from the milleniarisms that marked the final of the nineteenth century and the beginning of the twentieth century. The fundamentalism concepts emerged to support the scatologic longing of these groups. The evangelical identity hás been formed from the fundamentalism attempt to diminish the impact of the Darwinism theory in the United States. The evangelicals organized themselves through conferences and seminars, magazines and evangelistic efforts that strenthgthened them throughout the world, specially in Latin America. Even though they showed a more flexible way in interacting with the culture, the evangelicals kept their millenarist and fundamentalist concepts. In Latin America , the evangelicals had a very relevant participation in the International Evangelization Conference in Lausanne, 1974. They proposed that the church mission should include social responsibility with the same importance as the proclamation of the faith contents. Even having arrived late in Brazil, young leaders mobilized themselves around the Integral Mission proposition. However, the question about what should be considered priority was not totally answered causing disappointment and discouragement among the evangelicals.(AU)
A identidade do Movimento Evangélico vem dos puritanos, dos movimentos avivalistas, mas principalmente dos milenarismos que marcaram o final do século XIX e o começo do século XX. Os pressupostos do fundamentalismo foram articulados exatamente para dar sustentação ao anseio escatológico desses grupos. A identidade evangélica se formou a partir dos vexames do fundamentalismo que tentou diminuir o impacto do darwinismo nos Estados Unidos. Os evangélicos se organizaram e mostraram capacidade de mobilização. Seminários, revistas, conferências e eventos evangelísticos tornaram os evangélicos uma força no cenário mundial, principalmente na América Latina. Embora tenham demonstrado maior flexibilidade em interagir com a cultura, os evangélicos mantiveram os pressupostos milenaristas e fundamentalistas. Na América Latina, conseguiram relevante participação no Congresso Internacional de Evangelização em Lausanne, 1974. Foi proposto que a missão da igreja incluísse responsabilidade social com a mesma relevância que a proclamação dos conteúdos da fé. Mesmo tendo chegado tarde ao Brasil, lideranças jovens se mobilizaram em torno da proposta da Missão Integral. Entretanto, a questão sobre o que deve ser considerado prioritário não foi totalmente respondido, gerando decepção e desencorajamento entre evangelicais.(AU)

Neste trabalho de dissertação de mestrado, serão discutidos incentivos e desincentivos gerados pela estrutura legislativa do Congresso Nacional para o aparecimento e proliferação institucional das frentes parlamentares. . In this work, it will be discussed incentives generated by the Brazilian National Congress legislative" structure to the rising and proliferation of a transforming legislative mechanism: the Parliamentary Front. These incentives are analyzed from the Rational Choice perspective of Institutions It is investigated what is the role of those institutions on the parliamentary decision making process, in an attempt to draw lines for understanding its impact on decision made among political parties, government and society.

Abstract:
La mejora de la descripción de contenidos de recursos especializados en general, y de astronómicos en particular, es todavía una asignatura pendiente de las Ciencias de la Documentación. Actualmente existe gran cantidad de información astronómica histórica de interés recogida en diversos tipos de documentos que se conservan en archivos y bibliotecas astronómicas de todo el mundo. Entre estos documentos se encuentran los denominados catálogos y atlas de estrellas, así como imágenes astrofotográficas, todavía compilados en la actualidad aunque en formatos bien diferentes y con datos mucho más precisos. Sin embargo, las medidas procedentes de observaciones varios siglos atrás siguen atrayendo a buena parte de la comunidad científica. No en vano, grandes descubrimientos en Astronomía han sido posibles gracias a la comparación de datos históricos y contemporáneos. Actualmente existe una extensa lista de parámetros por los que los investigadores en Astronomía y Astrofísica suelen buscar en bases de datos especializadas, las cuales ofrecen un amplísimo abanico de opciones de búsqueda posibilitando la recuperación de casi cualquier dato que deseen entre todas las fuentes disponibles. El problema surge cuando estos investigadores quieren consultar el OPAC de la biblioteca de forma similar a como lo hacen en las bases de datos mencionadas. El principal obstáculo que encuentran es la propia interfaz de búsqueda, que no les permite realizar consultas especializadas. Esto sucede debido a que los estándares de catalogación (MARC 21, ISBD, RDA, etc.) son muy generales y no permiten realizar descripciones suficientemente especializadas. Esto se traduce en que los fondos no pueden ser adecuadamente explotados por los investigadores. Por tanto, esta memoria persigue un doble objetivo: (1) la búsqueda de nuevos campos de descripción para catálogos y atlas de estrellas así como imágenes astrofotográficas; y (2) mostrar la importancia de determinados campos presentes en las reglas de catalogación que no están siendo ampliamente utilizados por parte de los catalogadores en las descripciones bibliográficas. Para ello, se ha llevado a cabo un estudio de una muestra de catálogos y atlas de estrellas de los siglos XVIII, XIX y XX procedentes del Real Instituto y Observatorio de la Armada (San Fernando), con el fin de conocer los datos científicos más frecuentemente proporcionados. En el caso de las imágenes astrofotográficas, se ha analizado el software Google Sky y las bases de datos astronómicas a las que enlaza, con el fin de conocer los parámetros más consultados por los investigadores en la búsqueda de objetos celestes que pueden encontrarse en dichas imágenes. Como resultado del estudio, se ha extraído un conjunto de parámetros de descripción que puede clasificarse en tres grupos: (1) parámetros que ya se encuentran presentes en los estándares empleados en archivos y bibliotecas; (2) nuevos parámetros que podrían ser registrados en algunos de los campos de dichas normativas; y (3) nuevos parámetros que sólo podrían tener cabida en campos generales de notas, y que serían susceptibles de convertirse en nuevos campos de los citados estándares. En esta memoria se analizan en detalle las limitaciones existentes en torno a la inclusión en las normas de los parámetros de los grupos 2 y 3, lo cual lleva a la propuesta de un modelo de datos para este tipo de recursos. Las conclusiones indican que los estándares de catalogación no están preparados para abordar una adecuada descripción de los recursos astronómicos históricos, a pesar de los grandes esfuerzos que se han venido realizando desde las agencias de normalización en los últimos años. Por tanto, esta propuesta de parámetros de descripción se presenta como una alternativa real para satisfacer las necesidades de información histórica de los investigadores.
The general improvement in the content description of specialised resources, astronomical in particular, is still a pending issue in the field of Library and Information Science. There is currently a huge amount of useful historical astronomical information stored in different type of documents which are preserved in libraries and archives all over the world. Star catalogues and atlases are found among these documents, as well as astrophotography images, that are still collected nowadays, although using different formats and more accurate data. Nevertheless, measurements coming from observations carried out several centuries ago are still attractive to a large part of the scientific community. Indeed, most astronomical discoveries throughout history have been possible due to comparisons between old and contemporary data. There is currently a long list of parameters by which astronomers and astrophysicists are used to querying their specialised databases, that offer a large amount of search options, thus making it possible a very satisfactory information retrieval among the available sources. However, serious difficulties arise when researchers want to query library OPACs in a similar way as they do in the aforementioned databases. The main obstacle they find is the user graphical interface, which does not provide with tools for specialised queries. The reason is that cataloguing standards (MARC 21, ISBD, RDA, etc.) are too generic, hence specialised descriptions are not possible in many cases. As a consequence, researchers cannot exploit collections preserved in libraries and archives. Thus, the goal of this Memoir is twofold: (1) searching for new description fields for star catalogues and atlases as well as celestial objects in astrophotography images; and (2) to show the importance of some existing fields which are not being widely used by cataloguers in bibliographic descriptions. To do this, a sample of historical star catalogues and atlases (18th, 19th and 20th centuries) from the Royal Institute and Observatory of the Spanish Navy has been selected in order to identify the most frequently supplied scientific information. In the case of celestial objects with presence in astrophotography images, the software Google Sky and its linked databases have been analysed in order to know the most consulted parameters by researchers when searching for these celestial objects. As a result of this analysis, a whole set of description parameters has been found, which can be classified in three groups: (1) parameters that can already be described by cataloguing standards; (2) new parameters that could be recorded in current description fields; and (3) new parameters that could be only recorded in general note fields. Furthermore, the existing limitations concerning the inclusion in the standards of the parameters from group 2 and 3 are also analysed in detail, which lead to the proposal of a data model for this type of resources. Conclusions show that cataloguing standards are still not ready to address adequate descriptions of historical astronomical resources, despite libraries and associations involved in the creation of these standards having made great efforts to describe, in general, the bibliographic universe during the last few years. Thus, this proposal of description parameters is presented as a real alternative to satisfy the historical information needs of researchers.

Abstract:
This study traces the rise and fall of the first, all-India, Hindu nationalist or supremacist political party, the Hindu Mahasabha. It seeks to situate the Hindu Mahasabha in the political and social landscape of India by documenting the Mahasabha's actions and interaction with the British colonial regime, the Indian National Congress and other political forces. By so doing, it seeks to draw out what social and political groups gravitated toward Hindu nationalism and toward what end. A key conclusion is that the Hindu Mahasabha's late 1930's transformation from an organization ostensibly dedicated to Hindu unity and uplift into a political party advocating Hindu Raj was not simply a product of increasing communal-political polarization. The Mahasabha's transformation was also bound up with fears among India's propertied classes as to the emergence of socialist currents in and around the Congress and growing worker and peasant struggles. This study documents the close collaboration between the Hindu Mahasabha and the British colonial regime during World War II and the Mahasabha's subsequent involvement in the attempts of the landlords, princes and other elite layers to oppose India's emerging bourgeois-democratic political order. It shows that in 1947-48 and again in 1950, the Hindu Mahasabha emerged, in the named of Hindu Raj and Akhand Hindusthan , as the ideologue of ethnic-cleansing. Much of this dissertation is devoted to untangling the complex relationship between the Mahasabha and the Indian National Congress. It argues against facile approaches which either deny any antagonism between the two parties or maintain that the Congress was a secular organization that resolutely and consistently resisted Hindu nationalist pressure.

Abstract:
Excessive unobserved firepower expenditures by Allied forces during the Vietnam War defied the traditional counterinsurgency principle that population protection should be valued more than destruction of the enemy. Many historians have pointed to this discontinuity in their arguments, but none have examined the available firepower records in detail. This study compiles and analyzes available, artillery-related U.S. and Allied archival records to test historical assertions about the balance between conventional and counterinsurgent military strategy as it changed over time. It finds that, between 1965 and 1970, the commanders of the U.S. Military Assistance Command, Vietnam (MACV), Generals William Westmoreland and Creighton Abrams, shared significant continuity of strategic and tactical thought. Both commanders tolerated U.S. Army, Marine Corps, and Allied unobserved firepower at levels inappropriate for counterinsurgency and both reduced Army harassment and interdiction fire (H&I) as a response to increasing budgetary pressure. Before 1968, the Army expended nearly 40 percent of artillery ammunition as H&I – a form of unobserved fire that sought merely to hinder enemy movement and to lower enemy morale, rather than to inflict any appreciable enemy casualties. To save money, Westmoreland reduced H&I, or “interdiction” after a semantic name change in February 1968, to just over 29 percent of ammunition expended in July 1968, the first full month of Abrams’ command. Abrams likewise pursued dollar savings with his “Five-by-Five Plan” of August 1968 that reduced Army artillery interdiction expenditures to nearly ten percent of ammunition by January 1969. Yet Abrams allowed Army interdiction to stabilize near this level until early 1970, when recurring financial pressure prompted him to virtually eliminate the practice. Meanwhile, Marines fired H&I at historically high rates into the final months of 1970 and Australian “Harassing Fire” surpassed Army and Marine Corps totals during the same period. South Vietnamese artillery also fired high rates of H&I, but Filipino and Thai artillery eschewed H&I in quiet areas of operation and Republic of Korea [ROK] forces abandoned H&I in late 1968 as a direct response to MACV’s budgetary pressure. Financial pressure, rather than strategic change, drove MACV’s unobserved firepower reductions during the Vietnam War.

Abstract:
The Bell OH-58 Kiowa helicopter was first introduced in 1969 and has undergone several retrofits to the present OH-58D Kiowa Warrior (KW) model. The KW has become heavily loaded with electronics for communications, weapons and sensors to enhance its overmatch capability against the enemy. However, the ability to cool the heating load of these systems is being stretched thin, especially in current hot operational environments. As a result, electrical component failure has resulted in reduced operational availability and extended maintenance periods. This paper presents a theoretical study performed by cadets and faculty at the U.S. Military Academy, in support of a request by Army PEO Aviation to explore alternatives. The thermal and flow characteristics of the current KW electronics bays are analyzed to identify weaknesses and potentials for quick retrofits. Several novel solutions are proposed and assessed, including redirection and enhancement of the flow, as well as cooling of the intake air or direct cooling of the electronics through mechanical, thermoelectric, evaporative and heat pipe methods.
