Citizen engagement with open government data (OGD) can enhance the effectiveness of governments and improve not only the quality of public policy making but also public services provisioning and ability to address societal problems. Although previous research gives insight into citizen's drivers and inhibitors for engaging with OGD, they have not yet been integrated into a single conceptual model. The aims of this study are twofold: 1) to systematically review the literature on individual citizens' drivers and inhibitors for engaging with OGD and 2) to develop a conceptual model of citizen eng

This article is about the emergence of new forms of active citizenry, empowerment, and self-help that meet in the so-called citizens’ contract. Based on Danish social policy, the article shows how the articulation of the citizen as ‘fellow citizen’ has led to the current contractualization of the relationship between the administration and the individual citizen. Citizens’ contracts are employed not only to commit clients to a specific behavior, but first and foremost to commit them to a particular inner dialogue about obligation and freedom. That ability requires efficient expertise. In line with the overall competence, competence can also determine problem solving in learning. Environmental citizenship is positioned as a platform where the rights of social and environmental justice converge with civic engagement and responsibility. As industrialized economies continue to exhaust the limits of finite natural resources and exacerbate conditions of global climate change, scholars have questioned if environmental citizenship models offer a method for deepening obligations to a sustainable movement. In the material culture enjoyed by Western civilizations, existing research supports that an individual's purchases are seen as an indicator of their values and identities.
