The problem of setting, balancing, and determining priorities of design targets among the subsystems constituting an engineering system, i.e., managing the targets, is addressed. A new norm-based benchmarking approach is proposed to relate the system-level design objectives to subsystem design targets. The proposed approach provides a systematic means of setting and balancing subsystem design targets to deliver the desired system performance and ranks the priorities of the subsystem targets. Furthermore, the use of system norms, rather than output signal norms, to quantify system and subsystem performance reduces the number of design targets in multi-input multi-output (MIMO) systems. The approach is illustrated on a vehicle example, consisting of a frame, body, and body mounts as the subsystems.

Abstract:
The article describes the management model of complex socioeconomic systems, based on the synthesis of information that characterizes economic systems. To summarize the information, it is proposed to use the Rasch model for estimating latent variables. The management structure of complex economic systems is considered on the basis of generalization of system indicators according to the Rasch model. The mathematical basis for solving the problem is described, including taking into account the importance of the criteria. The case is considered when the values of indicators of the economic system are obtained from a variety of information sources. The results of computational experiments are presented, which allow analyzing the main properties of estimates of generalized indicators of economic systems. Computational experiments have shown that estimates of generalized indicators of objects are measured on a linear scale, are highly accurate and resistant to changes in the source data.

Purpose: scientific substantiation of social security based on the principles of management of complex systems and an example of the application of mathematical modeling to determine internal risks in a complex social system.. Methods: use of elements of mathematical modeling, in particular the theory of optimal control and linear programming; analysis of the content of the concept of “security paradox”, logical-determinant assessment of this concept. Results: it is proposed to apply the principles of management of complex systems to ensure the social security of groups of people and society. An example of the application of mathematical modeling to determine internal risks in a complex social system is given. In order to ensure the proper functioning of risk mitigation measures in complex social systems, it is proposed to introduce compensatory risks, which may be penalties or other measures that can be considered as specifically introduced risks for individuals. The introduction of external protection against a number of dangers can provoke the emergence of a “security paradox”, the essence of which is to reduce the personal activity of counteracting risk by relying on external protection. Effective social security requires the development of a culture of security, morality, worldview and legislative measures.. Scientific novelty: the use of elements of mathematical modeling for risk assessment in the social security management system is proposed; introduced the concept of “security paradox”, which arises when security is moved from the individual to the collective level. The use of principles of management of complex systems for social security is offered. Practical significance: The use of a systematic approach and principles of management of complex systems in ensuring the security of society will identify the most important risks and focus on their prevention, prevention or reduction. An example of mathematical modeling is proposed to assess the internal risks of the social system.

At present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

Purpose The paper will present the case study of preventive and planned conservation applied to the Royal Villa and Park of Monza, which is one of the pilot projects within the general framework of Monza and Brianza Cultural District. Starting from an in-depth analysis of the Royal Villa, which represents a recent conservation and valorisation intervention developed by both public and private subjects, the purpose of this paper is to define an operative model for the management of complex properties, at communicating good practices for the maintenance of the built heritage and at identifying the priorities for the interventions. Design/methodology/approach The research project foresaw a first collection of data and information related to the previous conservation activities executed upon the case study, the design of a conservation plan in all its parts (technical handbook, conservation programme, economic budget, user handbook) through an information system dedicated to the conservation of built cultural heritage, and its fulfilment. In the meantime, a context analysis of the Royal Villa and Park of Monza was developed, with a specific attention to the diversified historical buildings located in the park. Findings The action research carried out has been evaluated in the framework of upstream perspective theories. This enabled to highlight the importance of an integrated approach; of the need of sharing the collection of data in order to set up evidence-based policies; and of the need to enhance the skills of involved professionals and decision makers. Originality/value A progress in protection measures, the understanding of conservation and valorisation as preventive activities, effectiveness of private business models for maintenance, dissemination of good practices, and creation of a network of local stakeholders.

Abstract:
Within the framework of this article, we have studied the management of complex systems. The issues of classification of systems and management of complex systems depending on their specifics are considered. The questions of features of management of complex systems, principles of decomposition, mechanisms of management of complex systems depending on their specificity are considered. A review of the set of management functions that are performed in the system during changes in the environment, called the management cycle. When performing cyclic operations sequentially, the state of complex systems approaches the target state. At the same time, data about the current state of the system is received from the control objects to the control system. The control system monitors its validity, conducts accounting and analysis in order to monitor deviations from the target state and analyze the need to change the type of control action. Based on the results of the analysis, one of the main management tasks is selected, operational and technical management (regulation) is performed, which involves coordinating the actions of the management object, which is associated with the development of solutions that involve keeping the system in the target state, or goal-setting tasks are solved (goal adjustments are made), then the system is transferred to a new state through forecasting and planning. Thus, a correctly implemented control system allows you to effectively coordinate the work of complex systems.

The thermal management of a complex electro-optical system aimed for outdoor application is challenging task due to the requirement of having an air-sealed enclosure, harsh working environment, and an additional thermal load generated by sunlight. It is essential to consider the effect of heating loads in the system components, as well as the internal temperature distribution, that can have influence on the system life expectancy, operational readiness and parameters, and possibility for catastrophic failure. The main objective of this paper is to analyze internal temperature distribution and evaluate its influence on system component operation capability. The electro-optical system simplified model was defined and related thermal balance simulation model based on Solid Works thermal analysis module was set and applied for temperature distribution calculation. Various outdoor environment scenarios were compared to evaluate system temperature distribution and evaluate its influence on system operation, reliability, and life time in application environment. This work was done during the design process as a part of the electro-optical system optimization. The results show that temperature distribution will not be cause for catastrophic failure and malfunction operation during operation in the expected environment.

Abstract:
There are different kinds of multiple classifiers in complex recognition systems in pursuit of better recognition capabilities. To exploit the classifiers' potential as individual ones sufficiently and enable them to work cooperatively for the best classification results, they need to be considered as a whole and be dynamically managed according to the changing recognition occasions. In this paper, we present the conception of distributed Multiple Classifiers Management (MCM) and a self-adaptive recursive MCM model based on Mixture-of-Experts (ME). A control subsystem is consisted in the model, which allows the classification progress to be controlled by the systems' priori information when necessary. The model adjusts its parameters dynamically according to the current recognition state and gives the recognition results by combining the current individual classifiers' results with the previous combination result under priori information's control. An algorithm based on one step error correction is presented to acquire the model's parameters dynamically. It takes the previous times' ensemble classification results as true and corrects the current weights of the classifiers. At last, an experiment on the recognition of space objects is simulated. The experiment results show that the MCM model in this paper is effective for complex recognition system containing heterogeneous classifiers on improving the recognition rate and robustness.

Abstract:
Complex system governance (CSG) is an emerging field encompassing a framework for system performance improvement through the purposeful design, execution, and evolution of essential metasystem functions. The goal of this study was to understand how the domain of asset management (AsM) can leverage the capabilities of CSG. AsM emerged from engineering as a structured approach to organizing complex organizations to realize the value of assets while balancing performance, risks, costs, and other opportunities. However, there remains a scarcity of literature discussing the potential relationship between AsM and CSG. To initiate the closure of this gap, this research reviews the basics of AsM and the methods associated with realizing the value of assets. Then, the basics of CSG are provided along with how CSG might be leveraged to support AsM. We conclude the research with the implications for AsM and suggested future research.

A Model Management System (MMS) for vehicle dynamic system modeling is described, including lessons learned from a pilot implementation at Ford Motor Company. For complex vehicle systems, early phases of product development (requirements analysis and high-level conceptual design) drive innovation, cost, quality, and timing. These phases have received little attention relative to product lifecycle management. Selected system model architectures are reviewed with elements of model configuration and application to hybrid electric vehicle development. The examples establish MMS requirements, leading to a reference information model promoting collaboration, reuse, and process autonomy.

The locked plate systems provided adequate fixation of osteoporotic fractures of the proximal humerus in the elderly. But is the PHILOS plate adequate for stabilization of high-energy fractures, and fracture-dislocations of the proximal humerus in relatively younger age populations? In this retrospective study, performed at a referral, academic supervised, level III-trauma center, all high-energy trauma patients under the age of 55 years, with closed, 3 part, 4 part fractures, and/or fracture dislocations, were included in this study. Patients with open fractures, osteoporotic low-energy fractures, as well as patients older than 55 years were excluded. Fifty-nine patients entered and completed the study. They were all managed by open reduction and internal fixation using the PHILOS plate system. Patients’ age ranged between 31-52 years, with a mean of 42 years. A minimal follow-up period of two years was a mandatory inclusion criterion in this study. All the patients who did not complete the follow-up period were excluded from the study. The results were evaluated using the Constant, Neer and DASH scoring systems, which revealed favorable results in 41 patients (69.5%). The results were comparable to the recent articles published in the literature in relatively older age groups. It was concluded that, despite the relatively high rate of complications encountered in the management of these complicated high-energy fractures, the PHILOS plating system could be considered an adequate management of polytrauma patients.

The company can schedules the daily work with the help of Enterprise resource planning software solutions. It also manages the finance well. This allows the company to have communicate with the clients. It is a very cost-effective system and the benefit are better than investment. This helps in long-term planning and management.

Modern systems analysis and management is a whole complex of activities based on a system of ideas, methods and models of effective organization management. Modern management does not have exact recipes for correct decisions, cannot be based on rigid management schemes, because the modern management system is rather a "philosophy of management activity" – a kind of system of views and methods of research, cognition of economic phenomena, solving management problems, achieving strategic goals. Such a set of measures is called a complex control system. Each system, regardless of the scale and number of its constituent elements, is subject to changes, and any change requires research and the adoption of an appropriate management decision. Decision making in these types of complex systems is carried out by a technical device or a person and is based on the comparison and assessment of options for action. The study of decisionmaking procedures and the proper organization of the system is an urgent problem in the creation and operation of complex systems. Making such decisions is impossible without a systematic analysis. This circumstance determines the relevance of this article.
