Abstract:
The conditions of ensuring electromagnetic compatibility of radio electronic means of mobile radio service have been analyzed. The stages of such analysis are outlined and a list of measures to be taken at each stage is given. The types of scenarios (paired, group) of interfering radio electronic means of mobile radio service are described. The technical specifications of the radiocommunication service equipment and antennas, which provide a statement of validation of the electromagnetic compatibility of the radiocommunication electronic means radiocommunication, are provided. An algorithm for determining the electromagnetic environment is proposed and recommendations for providing electromagnetic compatibility are offered.

Abstract:
The article deals with the study of electronic segment in the criminal procedural law in Armenia. It proves the use of specialized electronic tools and information systems within the framework of criminal process in Armenia. Among them: a special computer system for recording, archiving data and protecting the system; technical means for controlling and intercepting telephone and other types of communications. The author identifies a number of non-specialized electronic tools applied in criminal proceedings, in particular: audio-visual, video recording, electronic or telegraph technical means; electronic media; means of communication; computer; phone; technical means, etc. The paper also presents the requirements for electronic recording of individual investigative ac-tions carried out by means of photographic work, audio-recording, video-recording, filming. Criminal-Procedural Code of Armenia separately specifies the requirements for electronic recording of interrogation, examination, exhumation, witnessing, person identification by a photograph, submitting a corpse for identi-fication, search, mail monitoring, telegrams and other means of communication, inspection and withdrawal of correspondence, wiretapping of telephone conversations, investigatory experiment, obtaining samples for carrying out expert research. The study focuses on the right of the suspect immediately after his / her deten-tion to notify of his / her whereabouts and the reasons for his / her detention using phone or other means of communication. However, it is possible to delay the effectuation of this right for up to 12 hours, if there is a reasonable assumption that immediate exercise of this right may obstruct crime prevention or will result in destroying or damaging the evidence. Moreover, petition for permission to apply measures of procedural coercion may be sent to the court and supervising prosecutor in electronic format. Procedural actions within criminal proceedings in Armenia are recorded in electronic format through the prism of the procedural action protocol. The hearing is accompanied by electronic recording of its progress and results. Electronic communication is also employed in terms of international cooperation.

Written journals, as a means of enhancing communication between teachers and students, are espoused quite extensively in the literature. But on the university level, where classes do not usually meet every day, the rate of exchange of the journals between an instructor and his or her students can be slowed considerably, thus limiting the benefits usually associated with this form of communication. To increase the exchange rate of journals, it was proposed that electronic mail be utilized as the medium by which the journal entries were transmitted. Eighty students in three sections of a general education required computer literacy course participated in this study. Results from the study found that the students who used electronic journals wrote significantly longer entries than the students who wrote in traditional written journals. No differences were found, though, between treatment groups as to computer-related knowledge and attitudes.

This study aims to examine the influence of e-communication (e-meetings and e-conferences) on the communication skills of managers and leaders (decision making, problem solving, consistency, productivity and better work flow). Quantitative approach was employed to achieve the aim; 150 managers and leaders responded to a self-administered questionnaire, which was tackled later using SPSS.The results of the study confirmed an undeniable influence of e-communications on communication skills of managers and leaders within Jordanian mining and manufacturing industries; the most influenced variable was decision-making process associated with the real-time data that e-communication means can provide to decision makers (data, information, figures and numbers), which facilitated a faster ability to take decisions and avoid risks among organizations. The study also demonstrated that electronic meetings and conferences are based on transmitting voice over internet protocol (VoIP), which allows voice to be transmitted over the Internet, which is key to facilitating real-time electronic meetings. The study recommended adopting more electronic means of communication as an approach to avoid loss of time and efforts in face-to-face communication.

The article characterizes the need to use modern information and communication technologies in the work of future translators. The analysis of modern software tools that contribute to the automation and simplification of translation operations, the generalization of work with individual words and fragments of foreign text. The article reveals the peculiarities of the use of translation programs and electronic dictionaries in the training of future translators in the higher education system and their role in the thorough formation of translation competence in future professionals. The research reveals a number of advantages of using electronic translation tools in the work of a translator, defined as modern electronic software helps to select the most accurate equivalents of translation and lexical equivalents. Specialized software is a translator's assistant that automates basic actions, helps to structure and systematize translation activities. The main programs-translators are described. They give the opportunity to instantly translate a sentence or a fragment of text into many languages. Online dictionaries contain a large database of words. They are multilingual. But the final translation of a foreign text depends on the translation actions and transformations of a specialist, electronic software only automates general actions.

What we understand is dependant on how we understand, by what means. With this in mind the electronic communication environment impact can be understood differently. The author singles out and interrelates lineality and simultaneity as the two competing modes of reasoning, whose application leads to strikingly contrasting results. The figure/ground approach, as it is practiced by contemporary researchers, allows to operate in the field more adequately. This fact is very important to know taking into consideration both its managerial potential and the educational promises. To add, the students today are known to be greatly influenced by the synchronous mode of perception and thinking as it is readily offered by electronic gadgets. On the other hand, they are often seen being estranged by the literary establishment's approaches still in use. In other words, there have emerged whole clusters of new problems in this respect both for the teachers and the studies themselves. To deal with them successfully, our task is to increasingly concentrate on renovating our electronic experiences communicating with the students to overcome the forthcoming difficulties in the process of promoting the new educational agenda and getting them adequately prepared for the new challenges of the electronic communication world. At to the notions which may be of great importance with this in mind, they include information retrieval, pattern recognition and interfacing, to name for the beginning just a few of them.

EU law sets out some requirements in respect of data processing for direct marketing purposes. These requirements are included in particular in Regulation 2016/6791 and Directive 2002/58/EC2. The use of electronic communications means for direct marketing purposes has an impact on both the entrepreneurs and their clients’ rights, therefore, accurate interpretation of EU law in this respect and an appropriate implementation of EU law into national law in Member States as well as its appropriate application in practice, are essential. This article provides an analysis of the conformity of Polish law with EU law in respect of the use of electronic means of communication for the direct marketing of products or services similar to products or services previously sold or provided by the same entity. There are a lot of doubts in this regard. The correct evaluation of Polish law with the use of pro-EU rules interpretation is crucial, because Polish law provides severe sanctions for the infringement of provisions concerning the use of electronic means of communications for direct marketing purposes.

The purpose of the article is to explore the issues of electronic means of proof in the civil process of Ukraine and foreign countries, the problems of application, as well as to identify possible ways to improve them. Relevance of research is due to that the issue of electronic evidence is gaining new importance at the present stage during the rapid development and improvement of electronic means of communication and media which causes the emergence of new theoretical and practical problems in their application. In this regard, a comparative analysis of the legislative consolidation and practice of application of this topic in civil proceedings of foreign countries and Ukraine will provide an opportunity to identify further ways to modernize electronic evidence in general. Also, the problematic issues concerning their application during the trial have not been fully resolved and the peculiarities of other countries have not been singled out. Therefore, effective use of the achievements of scientific and technological progress has become an important issue in the judiciary due to the continuous computerization and informatization. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material and the formulation of relevant conclusions and proposals. The following general scientific methods of cognition were used during the research: dialectical, terminological, logical-semantic, system-structural, logical-normative, comparative. The issues of legislative regulation of electronic evidence in Ukraine and other countries, their key differences, as well as the author’s ways to improve electronic evidence by borrowing best practices from other countries, including the United States. Problematic aspects of legislative consolidation of electronic evidence have been identified, the possibility of introducing forensic methods into the civil process to establish the authenticity of the provided electronic evidence and application of the blockchain system in order to prevent their destruction has been assessed. The current legal positions from judicial practice were given and analyzed on the issues under consideration. The results of the study can be used in lawmaking and law enforcement activities for the use of electronic evidence in civil proceedings.

In a driving simulator experiment, male and female college students received turn-by-turn driving directions and cognitive tasks while interacting with an experimenter via an audio communication system. In an Enhanced condition ( n = 29), lower speech frequencies (containing the speech fundamental frequency) were routed to participants' left ears (with right cerebral-hemisphere processing) and verbal frequencies above the speech fundamental frequency were routed to right ears (with left hemisphere processing). A control group ( n = 31) heard unfiltered communications in both ears. Compared to those in the Control condition, participants in the Enhanced condition were significantly less likely to crash and had nonsignificantly lower rates of driving errors (speed infractions, improper lane position, and following distance errors). The results suggest a means of alleviating cognitive load pressure and mitigating crash risk when complex equipment is operated concurrently with two-way electronic communications (cell phone communication while driving, air-to-air and air-to-ground communications, etc.).

Over the years, the overdependence on Wireless Fidelity (Wi-Fi) for data transmission necessitated the need for an alternate and more reliable means of communication, hence, Light Fidelity (Li-Fi). It involves the use of Light Emitting Diode to transmit data by blinking (i.e. switching them on and off) at a speed not noticeable to the eye. This paper proposed the development of the Li-Fi system using off the shelf electronic components. This would make the system an indispensable means of communication in the nearest future. This data transmission system is different from those in existence because expensive components were not in the design, invariably reducing the overall cost of the implementation. In the article the means of musical communication and their evolution are considered in the historical and analytical aspect. There are two types of communication tools: acoustic, using the airspace as a channel for transmitting encoded information, and visual, which include stage design, allowing to perceive music as a kind of theatrical performance, and musical notation, graphically fixing all the components of the musical text. As the earliest means of nonwritten communication, the oral method is put forward, a vivid example of which is folklore, often called the musical memory of generations. Other examples of oral communication are cult music, improvisation and musical meditation. It is stated that musical writing, in particular, musical notation, and later printing tools created conditions for overcoming spatial and temporal barriers to the spread of music. The next step is the invention of technical sound recording, which opened a new era in the development of communications. Magnetic recording of the visual series made it possible to create concert films and opera films. The emergence of electronic and mechanical means of music recording contributed significantly to greater involvement of people in the process of musical communication.

PDIUSBD12 IC is USB interface device with parallel bus. In the paper, hardware circuit is described, USB driver program is depicted in detail based on the µC/OS-Ⅱ operation system, and the ways and means of debugging the data communication card are given. It has been experimentally validated that the data communication card is applied successfully and works steadily in high speed digital electronic engraving machines.

Images and reports were available through the usual communication channels and through a PACS workstation in the ICU. Data were obtained to determine how quickly and by what means ICU physicians first viewed images and received radiologists' reports of chest radiographs. Peak information demand occurred within 4 h of the examination. The most rapid means of communication was for the physician to visit the radiology department. Image viewing and report receipt were tightly coupled, usually for images which were first viewed as hard copy. PACS performance suffered from unreliable film digitization and delayed report transcription. Integration of computed radiography and digital dictation into a PACS could markedly reduce the delays in ICU physicians' access to radiological information.

To achieve the goal were used to theoretical, historical comparative methods and logical analysis; application of dialectical method allowed to reveal the meaning of concepts "electronic evidence The article presents the most common methods of communication in the sale of drugs, psychotropic substances, their analogues or precursors through such means of communication as messengers, social networks, online games, proprietary programs. It is established that the main causes of drug trafficking crimes include: insufficient legal regulation of cyberspace, the lack of geographical boundaries, the spread of information about drugs on the Internet, especially in Darknet), the uncontrolled development of the cryptocurrency market. The development of electronic communication brings to rapid language and speech-communicative changes. These changes make the scientific task of their timely conceptualization urgent. The purpose of this study is to generalize and analyze the research results on the onyms functioning in the electronic environment and Internet communication. The analysis highlights two the main areas of the research that have developed in science to date. The functioning of the proper name in the Internet discourse is the study object of the first group. The Internet environment is mainly a source of language material according to this group research, which is analyzed considering the electronic communications features (its polycode, informality, interactivity). The feature of this group research is that its’ the main object is represented either by specific linguistic phenomena or special types of discourse, while electronic communication is a secondary feature for its highlight. The second research direction involves the study of new onomastic phenomena that owe their existence to the context of the electronic environment and its communicative, pragmatic, and technical features. This research direction implies both the detection of new types of onyms that were generated by Internet communications, and the description of their characteristic semantic, pragmatic, stylistic, and formal grammatical features. A special status among the objects studied in the second direction is given to such a phenomenon as a nickname, which implements a whole set of features that allow us to talk about its principal novelty and uniqueness. A nickname is the result of autonomy in terms of pragmatic and communication. This contributes to its use as a means of self-presentation and expression; also, a nickname has noticeable formal features that represent the ways of its construction (free choice of motivational bases, language play, active use of non-alphabetic characters). There is also noted an impact of new phenomena in Internet onomastics on the onomastic system and emphasized the need for closer attention to this influence.

The intensive development of information and control technologies, as well as their integration into a single information space, leads to an increase in the role of such technologies in the processes of control of troops (forces) and weapons, including high-precision ones. At the same time, the electronic material base of the information infrastructure created within the concept of network-centric warfare is potentially vulnerable to electronic warfare. In this article, the authors analyze the approaches to the impact of electronic warfare on network-centric control systems. In the course of the study, the authors solved the following interrelated tasks: identified information restrictions on the implementation of the network-centric war concept; the prospects for the development of electronic warfare systems that are focused on disruption of the operation of network-centric systems of military control and the prospective scientific and methodological approaches to substantiate the methods of radio-electronic impact on network-centric control systems. In the course of this research, the authors used the basic principles of electronic warfare theory, signal theory, communication theory, queuing systems and classical methods of scientific cognition – analysis and synthesis. According to the results of the study, the following conclusions can be drawn: perspective directions for the development of radio-electronic impact, oriented on the transport layer of communication networks, can be implemented as complexes of territorially distributed means of electronic control, implementing fundamentally new methods of suppression, and special software and bookmarks software (viruses) that are introduced into the telecommunications network equipment. It should be noted that the use of all the above radio-electronic effects is advisable only against packet networks with advanced topology. The use of such impacts against networks with tree topology is pointless since there is a possibility of attaining the suppression effect by“classical” channel suppression.

Non-specialized electronic tools of criminal proceedings are also provided, including: video equipment; electronic media; audio and / or video recording facilities; means of communication; scientific and technical means; video conferencing system; technical means; technical means of communication; technical means of fixation and the like. The use of electronic evidence has been investigated. In particular, it provides for the announcement of the testimony of the accused, the victim and the witness, the reproduction of a sound recording, video recording or filming of his testimony; announcement at the hearing of the protocols of investigative actions; inclusion in the expert's opinion of photos confirming the expert's conclusions. The electronic form of the procedural document is indirectly reflected through the indication in the criminal procedural law of the method of its production. The prism of the investigative action protocol regulates the separate issues of their electronic fixation. Transcripts, filming, sound recording and video recording can be used to ensure the completeness of the protocol. The general issues of regulation of electronic fixation of investigative actions are studied, and through the lens of the protocol of investigative action - separate issues of electronic fixation of investigative actions. The requirements for electronic fixing of the examination, examination of the corpse, exhumation, investigative experiment, arrest of postal and telegraph and other items, their inspection and seizure, listening and recording of negotiations, interrogation, presentation for examination are described in the Criminal Procedure Code of the Republic of Belarus on-site testimony. Refereed journals perform a crucial role in the formal dissemination of new knowledge. Significant to the communication process are editors and editorial board gatekeepers. These gatekeepers were surveyed to learn their views on supplanting paper-formatted journals with journals in electronic formats. The survey showed that editorial gatekeepers, although generally supportive of the creation of electronic journals, are still very enamored of the paper format as both a means of publishing and a medium for archiving academic writing. It is suggested that editorial gatekeepers may view electronic journals as an extension of the informal communication system of the disciplines rather than as a medium for supplanting the traditional paper format of academic journals.

The paper proposes a dynamic model of multiple nonlinear electromagnetic interactions when using the radio resource of a group of radio-electronic means of the 5G-NewRadio mobile communication network. The model describes the electromagnetic environment of multiple nonlinear interactions of a group of electronic means in the state space based on n-elements of a complex system, which considers the nature of interelement connections and phase states, taking into account the intensity of its elements. The analysis of phase states of a grouping of 5G-NewRadio electronic means depending on the intensity of nonlinear interactions of its elements at which the network will function without deterioration of qualitative indicators in the conditions of optimum distribution of a radio resource is carried out. The dynamics of nonequilibrium states of groups of 5G-NewRadio mobile networks at different values of the intensity of interactions of electronic means, the cumulative nature of which is displayed by the normalized value of the signal/(interference+noise) ratio, is demonstrated. It is shown that the nonequilibrium state of the 5G-NewRadio mobile communication system occurs at a normalized value of the interaction intensity greater than 1.4. The article results show that with the help of the proposed mathematical model, which demonstrates the dynamics of multiple electromagnetic nonlinear interactions of electronic means of grouping at different parameters and the nature of the intensity of their interactions, it is possible to analyze the state of 5G-NewRadio network in the future.

The objective of the article is to analyse theoretical and methodological approaches to the development of academic literacy skills in students, which is the key to education quality, competitiveness in the professional environment and the field of international scientific communications. It has been determined that in modern conditions, with the increase of the use of digital communication technologies in the educational process and their availability, the blended learning model acquires large-scale significance and can stipulate the integration of educational activities and the introduction of digital communications for the development of communication competence in applicants. The basis of academic literacy is comprised of the following skills: operation of diverse languages, understanding of differences between these languages, and comprehension of the languages. Feedback allows students to realize and adjust their activity in accordance with the optimal activity strategy in an artificially created environment. Based on the communicative interaction, students and teachers discuss creative projects, use digital tools and web services to design multimedia electronic educational resources of Moodle system (an educational university portal). In order to improve professional training effectiveness of applicants and the quality of the higher education system, the educational environment should create a new academic community with academic literacy, academic integrity, and, in quarantine conditions, pay great attention to effective online communication. To do this, higher education institutions need to create a system of comprehensive development of academic literacy, academic integrity at all stages of education. That requires activation of discussion on these issues in foreign publications with an impact factor, professional periodicals, at scientific conferences, forums, seminars, webinars and trainings.

The largest alternative activity taking place in Israel is targeted to the orthodox and Haredi (ultra-orthodox) population, mainly through advanced technological means, such as the internet and satellite transmissions. The article deals with the electronic segment in criminal procedural law in Latvia. It analyses both specialized electronic tools of criminal procedure in the form of information system (judicial information system) and non-specialized electronic tools of criminal procedure. The author studies the requirements for electronic recording of specific investigatory actions (interrogation of a juvenile victim and witness, questioning, exhumation, line-up for identification). The research focuses as well on the electronic component of special investigatory actions (correspondence control, communication facilities control, data control in an automated data processing system, content control of the transmitted data, audio or video location control, individual audio control). It provides further evidence for the possibility of implementing procedural actions using technical means (telephone conference, videoconference) if the interests of criminal proceedings so require. It is made clear that it is the duty of individual subjects of criminal proceedings at the request of the person who administers the proceedings to immediately notify in writing postal or e-mail address for managing written communications. The author outlines the terms for sending notifications in criminal proceedings and subpoenas to the individual’s email address. The article also investigates the procedure for publishing electronic images of a detainee, suspect, victim and witness in the media. It studies the regulations for recording the course of a court hearing in full size using audio, video or other technical means, as well as recording the parole by means of electronic surveillance. According to the results of the study, the author proposes to take into account a number regulations in criminal procedural law in Latvia when developing proposals for improving domestic criminal procedural law, including: interrogation of a minor using technical means and a psychologist in another room; the obligation to provide in writing postal or e-mail address for managing written communications and the possibility of sending a notification as for the decision with the enclosed copies to that e-mail address; sending summons to an email address; the procedure for the publication in the media of images of the suspect, victim and witness taken during the proceedings; arranging the parole using electronic surveillance.

This research studies the acceptance of e-mail for communicating official messages among citizens in Bahrain. It also examines the relationships between citizens’ age, educational level, gender, occupation, and organization type and e-mail as an official communication channel. A descriptive and quantitative research approach was applied to test hypotheses pertaining to the idea of using e-mail as an official and reliable communication tool. The findings show that e-mail can be used as an official and reliable tool to communicate information between citizens and the government in Bahrain. The findings also show that e-mail will be more widely used when specific security requirements are met. Thus, reliable electronic mail can provide an advanced means of communication and enhance the recently developed e-Government program. This study contributes to existing research by proposing new construct for examining the acceptance of email as an official communication tool.

Abstract:
Civil society is emerging as a real subject of influence on the electoral processes in Ukraine. Thanks to the skillful and creative use of the latest information and communication technologies, the election races in recent years have given rise to Internet projects, made elections more transparent and open, and narrowed the field for outright manipulation and election fraud in Ukraine.In this article, the author reveals the technological and organizational mechanisms for ensuring the participation of civil society institutions in electoral communication. These mechanisms improve information and communication support of the electoral process, promote the introduction of new digital means, communication services and open platforms for the development of new innovative solutions, expand political participation of the public and involve citizens in elections, contribute to increasing the level of trust, transparency and accountability in a democratic system.These mechanisms of information and communication support of the electoral process are also one of the directions for accelerating the implementation of electronic elections in Ukraine, improving the quality of electoral communication of voters with candidates for positions in public authorities.At the same time, the author characterizes the electoral communications that are actively carried out today thanks to the innovative development of information and communication support for electoral processes, including electronic and digital resources. Public institutions also strengthen and contribute to ensuring the formation of mechanisms for information and communication support of the electoral process in the field of public activity in order to consolidate the efforts of the authorities with the public in order to improve the quality of electoral communication and the introduction of electronic elections in Ukraine.Therefore, according to the author, the study of organizational and technological mechanisms of information and communication support of the electoral process in the field of public activity in the context of modernity is relevant, which led to the choice of the topic of the article.
