Abstract:
To evaluate geotechnical variability on a general basis that will facilitate the use of reliability-based design procedures, it is necessary to assess inherent soil variability, measurement error, and transformation uncertainty separately. The inherent variability and measurement error are addressed in a companion paper, and transformation uncertainty is addressed herein. A second-moment probabilistic approach is applied to combine these uncertainties consistently based on the manner in which the design soil property is derived. The design properties considered in this paper are undrained shear strength, effective stress friction angle, in situ horizontal stress coefficient, and Young's modulus. This paper concludes with specific guidelines on the typical coefficients of variation for these common design soil properties as a function of the test type and the type of correlation used.Key words: transformation uncertainty, undrained shear strength, friction angle, in situ horizontal stress coefficient, Young's modulus, geotechnical variability.

Fiber metal laminate (Glare) made of 2014-T6 aerospace aluminum alloy sheets adhesively bonded with E-glass fiber based composite prepregs is investigated in the paper. The fabrication procedure of the laminate is explained. Chemical composition, macrostructure and residual stress of aluminum alloy are obtained. Mechanical properties of the laminate viz. tensile, flexural and shear strengths are measured.

Abstract:
Transmittance is the key factor to the quality of solar glass. At present visible light transmittance (380-780 nm) and solar direct transmittance (300-2500 nm) were used to evaluate the light transmission property without considering the specificity of solar glass. In this work a new parameter of effective transmittance in the 380-1200 nm region which was consistent with the spectral response range of solar cells was proposed and calculated to evaluate the property. The value of effective transmittance lies between that of visible light transmittance and solar direct transmittance. Using effective transmittance instead could reflect the performance of solar glass on real applications properly.

This thesis examines the Special Assessment of Historic Property Program, a property tax incentive available to owners of historic properties in the U.S. State of Oregon. While several studies and task force reports have been prepared since the Program was signed into law in 1975, none have included the thorough chronological context that this thesis intends to provide. Additionally, with the numerous changes to the Special Assessment Program since the early 1990s, this thesis aims to provide a current evaluation of the incentive provided to participating property owners and governments to preserve significant historic resources. Documents, case studies, and interviews were used to provide a better understanding of a program that has come under repeated criticisms in years past. This thesis will provide a baseline for future research and criticism--both positive and negative--of the Special Assessment Program, a hallmark of the historic preservation movement in Oregon.
