This thesis examines the Special Assessment of Historic Property Program, a property tax incentive available to owners of historic properties in the U.S. State of Oregon. While several studies and task force reports have been prepared since the Program was signed into law in 1975, none have included the thorough chronological context that this thesis intends to provide. Additionally, with the numerous changes to the Special Assessment Program since the early 1990s, this thesis aims to provide a current evaluation of the incentive provided to participating property owners and governments to preserve significant historic resources. Documents, case studies, and interviews were used to provide a better understanding of a program that has come under repeated criticisms in years past. This thesis will provide a baseline for future research and criticism--both positive and negative--of the Special Assessment Program, a hallmark of the historic preservation movement in Oregon.

Abstract:
This thesis provides a critical analysis of the suitability of mixed-use waterfront revitalisation as a setting for social housing schemes. Although the latter have become increasingly common on British waterfronts in recent years, it can be argued that for a variety of reasons the waterfront may be an inappropriate location in which to create new, and possibly vulnerable, social housing communities. This proposition is tested through three empirical investigations. Each of these assesses resident satisfaction with respect to the housing itself, the immediate revitalised environment and the regenerated waterfront's degree of integration with the city and its services. A variety of research methods was employed, including desk-top studies involving literature searches, qualitative investigations to assist questionnaire design, the use of self-administered questionnaires by sample populations, postal proformas and postal and telephone correspondence. The empirical results are presented and discussed against the background of introductory chapters reviewing processes of waterfront decline and revitalisation. the evolution of UK social housing policy and approaches to the analysis of waterfront regeneration. The concluding chapter reviews results, proposes a conceptual model for the analysis of todays regenerated waterfronts and outlines a research agenda. The main findings were that anticipated problems were greatly over-estimated by the hypotheses adopted, and that mixed-use waterfronts have substantial appeal for the large majority of social housing tenants. This reflects a complex range influences. Despite high satisfaction levels, however, the work also demonstrated that potential problems should not be ignored. To a great extent their avoidance depends on successful design at the micro-scale, but the overall morphology of the waterfront may also be important in terms of its ability to isolate communities from inner-urban problems.

Abstract:
Several aspects of butyl acrylate/vinyl acetate (BA/VAc) polymerizations were investigated in this thesis. Polymerization process monitoring is a key factor in obtaining high quality products with prespecified properties. Therefore, a considerable part of this work was devoted to the real-time monitoring of BA/VAc emulsion polymerization reactions. An Attenuated Total Reflectance - Fourier Transform Infrared (ATR-FTIR) spectroscopy sensor was used for monitoring conversion and copolymer composition. Due to the novelty of this technique, in the first part of the study, the suitability of this technique for polymerization monitoring was investigated. In the second part of this thesis, the knowledge obtained from the off-line monitoring of the solution polymerizations was employed for the real time monitoring of six high-solids BA/VAc emulsion polymerizations. Finally, the latexes obtained in the second part of this thesis were characterized for a variety of polymer properties of interest to adhesive industry. Among the properties investigated were particle size, rheology, dynamic mechanical properties of the dry polymers and the shear and tensile strength of adhesive bonds when hard maple wood is used as a substrate. Abstract:
This research is an attempt to determine the reasons for the problems currently being experienced in Dubai in the implementation of the Dubai Law Concerning Ownership of Jointly Owned Properties.  Although the Dubai Law has applied to Dubai for almost three years and is a very young law, most of the shortcomings can be attributed to the delay in the promulgation of the envisaged implementing regulations including the Master Community Declaration, the Building Management Statement and the Association Constitution.  This has motivated the writing of this thesis which seeks to examine and analyse the entire system of jointly owned property ownership in the Emirate of Dubai.  The emphasis is on the establishment of the jointly owned property schemes, the physical division of jointly owned property schemes into units and common areas, the allocation of share units in jointly owned property schemes, the rights and obligations of unit owners with regard to their units and the common areas, the enforcement of financial and social obligations, settlement of disputes and finally the management of jointly owned property schemes. An examination of the differences between the Dubai Law and several other systems has been made to find out why one works better than the other.  Does the problem lie in the nature of the governing legislation, the procedures of the Competent Authority namely, the Land Department and the Real Estate Regulatory Agency for applying and obtaining registration of a jointly owned property plan, the laws and practices relating to the development, construction, financing and conveyancing of jointly owned property or a combination of all these factors?  The insights gained by the examination of the jointly owned property industry, reveal whether the problems and issues currently faced on the ground have been the result of the law or have been caused by other factors beyond the scope of solutions prescribed by the law. The present legislation in force for jointly owned property in Dubai has provided an adequate legal structure for all the matters discussed above.  From my evaluation of the various aspects of the Dubai Law Concerning Ownership of Jointly Owned Properties, it appears that there is room for improvement in virtually every aspect examined in order to keep up with the rapid growth of jointly owned property schemes in Dubai and all over the United Arab Emirates.  In addition, the housing delivery system in Dubai must change.  Officials involved in the approval and registration of jointly owned property schemes have to be properly trained in order to ensure that they have the required knowledge of the law and care should be taken to recruit more qualified personnel in the related Offices.

Abstract:
Polycrystalline diamond (PCD) is used as a cutting tool in many industries because of its superior wear resistance compared to single crystal diamond. Engineers who design new PCD materials must have an understanding of the tradeoffs between material properties in order to tailor a product for different applications. Two competing material properties that are often encountered in PCD are transverse rupture strength and thermal-resistance. Thermal-resistance is directly related to the cobalt content of PCD, and is the ability of the material to withstand thermally induced degradation. In this thesis, we characterize the tradeoff boundary between transverse rupture strength and cobalt content of PCD. We also characterize the tradeoff boundary between cost and cobalt content, and show how both of these tradeoff boundaries can be used to manage product development, which adds value for managers in both engineering and business. In order to characterize these tradeoffs, empirical models are developed for each material property in terms of the design variables of sintering pressure and diamond grain size, where the pressure ranges from 55 kbar to 77 kbar and the grain size ranges from 12 μm to 70 μm in diameter. Then the models are used as optimization objectives in the normal constraint method to generate the tradeoff boundary. Finally, the tradeoff boundary is validated through additional experiments. The tradeoff boundary shows that the relationship between transverse rupture strength and cobalt content is not linear. It also shows that the optimal PCD designs can occur over a wide range of pressures and grain sizes, but pressures above 66 kbar and grain sizes between 20 and 30 μm appear to offer the best compromise between these material properties. These results are compared to the wear rates of PCD compacts in rock cutting tests. The rock cutting test results confirm that the designs with the best compromise between transverse rupture strength and cobalt content also have the highest wear resistance. In general, the designs that offer the best compromise between the properties are also the most expensive to manufacture.

Abstract:
A detailed evaluation of the suitability of the Iosipescu specimen tested in the modified Wyoming fixture is presented. An experimental investigation using conventional strain gage instrumentation and moire interferometry is performed. A finite element analysis of the Iosipescu shear test for unidirectional and cross-ply composites is used to assess the uniformity of the shear stress field in the vicinity of the notch, and demonstrate the effect of the nonuniform stress field upon the strain gage measurements used for the determination of composite shear moduli. From the test results for graphite-epoxy laminates, it is shown that the proximity of the load introduction point to the test section greatly influences the individual gage readings for certain fiber orientations but the effect upon shear modulus measurement is relatively unimportant. A numerical study of the load contact effect shows the sensitivity of some fiber configurations to the specimen/fixture contact mechanism and may account for the variations in the measured shear moduli. A comparison of the strain gage readings from one surface of a specimen with corresponding data from moire interferometry on the opposite face documented an extreme sensitivity of some fiber orientations to eccentric loading which induced twisting and yielded spurious shear stress-strain curves. In the numerical analysis, it is shown that the Iosipescu specimens for different fiber orientations have to be modeled differently in order to closely approximate the true loading conditions. Correction factors are needed to allow for the non uniformity of the strain field and the use of the average shear stress in the shear modulus evaluation. The correction factors, which are determined for the region occupied by the strain gage rosette, are found to be dependent upon the material orthotropic ratio and the finite element models. Based upon the experimental and numerical results, recommendations for improving the reliability and accuracy of the shear modulus values are made, and the implications for shear strength measurement discussed. Further application of the Iosipescu shear test to woven fabric composites is presented. The limitations of the traditional strain gage instrumentation on the satin weave and high tow plain weave fabrics is discussed. Test result of a epoxy based aluminum particulate composite is also presented. A modification of the Iosipescu specimen is proposed and investigated experimentally and numerically. It is shown that the proposed new specimen design provides a more uniform shear stress field in the test section and greatly reduces the normal and shear stress concentrations in the vicinity of the notches. While the fabrication and the material cost of the proposed specimen is tremendously reduced, it is shown the accuracy of the shear modulus measurement is not sacrificed.

An increase in the property tax rate of a school district creates an increase in local revenues for the district (Missouri Department of Elementary and Secondary Education. [MODESE], 2017). The overarching question becomes: Do increases in the local tax levy compare to improved student performance? The purpose of this quantitative study was to examine the difference between property tax rates of Missouri public school districts to student performance as viewed through the lens of benefit tax theory (Duff, 2004). Secondary data were obtained via the MODESE which included property tax rates and information from the Annual Performance Reports for public school districts for academic years 2014–2015, 2015–2016, and 2016–2017. The categories examined from the Annual Performance Reports were: academic achievement, subgroup achievement, career and college, attendance, and graduation. Public schools with higher tax rates were found to have the best attendance rates and the highest graduation rates. Overall, public school districts with higher tax rates realized higher Annual Performance Report scores.

This thesis takes as its starting point the beliefs that government should be neutral between the conceptions of the good life of its citizens; that it should take as one of its foremost goals the maximization of their freedom, and with a tentative acceptance of the view that individuals have natural rights. It attempts to answer the following questions: 1. Is there a natural right to property? 2. can an individual acquire exclusive control over an object independently of the actions or acquiescence of others? 3. Do private property rights infringe or protect freedom? 4. Is equality a desirable goal? If so, what form of equality should a society pursue? 5. Is a free society compatible with an egalitarian society? 6. Does it make sense to speak of distributive justice? In answer to the first two questions the author discusses and rejects John Locke's Labour Theory of Acquisition; in response to the others she discusses the theories of Karl Marx, G A Cohen, Robert Nozick, Michael Oakeshott, John Rawls, Alan Ryan and Ronald Dworkin and attempts conceptual analyses of "freedom", "equality", "justice" and "property". Finally, it is concluded that: 1. There is no natural right to property. 2. The form of property rights adopted requires the hypothetical consent of concerned parties. 3. Private property rights in areas of everyday contact are valuable - for privacy, autonomy and individuality. Security of property rights on a large scale, on the other hand, can threaten the freedom of others. 4. Equality is desirable. Rawls's version, that no inequality be permitted unless it improves the position of the worst-off, or a variant of this, best conforms to the constraint of 2. 5. This version of equality is compatible with freedom. 6. There are deep and conflicting intuitions regarding distributive justice.

This research evaluates the existing housing provision and Government housing policies in Benin City, Nigeria. It evaluates subsidized public housing, sites and services, and upgrading schemes; and the low income groups' level of affordability, through the application of economic demand models - hedonics and the present value techniques. While the hedonics is used as a predictive technique for policy evaluation, the present value technique is used to evaluate and assess the Government's low income housing policies and the target population's (low income group) level of affordability respectively. After the evaluative and the assessment exercise, it was found that the sites and services is the preferred policy option, although its successful implementation would not be possible unless Mortgage Financing is introduced and the bottlenecks and constraints inherent with the low income housing market is removed. Through the Mortgage Financing Model constructed by the researcher, it was possible to determine the amount of mortgage grant affordable by households on different income grades. It was also found that, apart from the SPSSX computer package hitherto used for the analysis of hedonics, a micro software package modified by the researcher from Davis (1973) Fortran Program developed for Geological and Engineering Surveys could be used for analysing the hedonics technique. This is an advantage to most developing countries where a large SPSSX computer package may not be easily accessible. The research was concluded by highlighting areas for further investigation.

Abstract:
This master thesis presents a hierarchical modelling workflow in a slope canyon of the turbidite sandstone reservoir in the Formation X at the PA field in the Gulf of Mexico. The Formation X with approximately 400 m thick was deposited during Late Paleocene to Late Middle Eocene and composed of alternating shale and sandstone intervals. Depositional lithofacies, petrophysical well characteristics, 3D seismic data and geological facies models have been used for characterizing and evaluating of this turbidite reservoir. The reservoir properties and heterogeneities are typically controlled by facies architecture. Depositional lithofacies have been interpreted using core description in few wells, and have been tried to link with the predicted electrofacies from well logs. Two main logs representing depositional heterogeneity -GR and Vsh- have been interpreted using neutron and density logs and have been used to predict electrofacies in the Formation X. Three electrofacies have been predicated and considered as facies associations. The facies associations include sand, shaly-sand and shale. The core descriptions, regional studies and seismic data are valuable data to understand the conceptual geological model that can be used a guide to distribute the facies associations between the wells. Well tops from well logs have been interpreted by variations in depositional characteristics and have been tied to seismic surfaces in order to construct the stratigraphic framework. A total of eight surface resulted in defining seven geological zones to populate reservoir properties.The geological grids have been defined according to the possible depositional heterogeneities in lateral and vertical directions. Well data including facies and porosity in a scale of 15 cm have been scaled-up to geological grids with 1 m thick. Due to uncertainty in the conceptual depositional model two different alternative facies modelling methods have been tried in order to learn the modelling processes and to understand the challenges which may influence the final results. Object-based models have been used to model the sand facies as channel, shaly-sand facies as overbank and shale facies as background. The pixel-based facies models have been built based on random distribution of the facies according to the results from data analysis in available wells.Petrophysical models have been constrained to the pixel-based facies models using random function simulation algorithm. According to data analysis and the results from modelling, the depositional facie control reservoir properties. Sand facies have higher porosity values than shaly-sand and shale facies.The result from geological description, petrophysical evaluation, seismic interpretation and property modelling has shown that the Formation X is a complex turbidite system. Such complexities results in higher uncertainty in the results and thus uncertainty assessments are necessary in this kind of reservoirs.

Because of the acute shortage of housing in Algeria, resulting from a high birth rate and the migration of the rural population to the cities, large mass housing programmes have been launched since the late 1970s, providing the urban population with dwellings and housing facilities just outside the existing urban perimeters. The urgency of unmet housing needs has meant that certain qualitative aspects of dwelling design, such as its adaptability to users' needs and its social adequacy, have generally been overlooked or somewhat ill considered. The present thesis investigates residents' reactions to the design of their housing environment in four selected estates in Algiers. The research methodology is based on a combination of questionnaires, interviews, photography and records of physical traces. A sample of 128 housewives has been interviewed and different indicators have been used in order to assess their evaluation of the various physical and non-physical features of their housing environment. Adaptive changes made to the original design of the dwellings have been recorded, as well as the space use patterns of the main living areas. The relationship between residents' satisfaction with their dwelling and their perception of the various features of their housing environment has also been investigated. The research findings have resulted in a number of recommendations which are applicable to the programming, the design and the management of future mass housing estates in Algeria

Abstract:
My work has been focused on compliant mechanisms, origami engineering, and rapid prototyping. Two of the projects that I worked on were focused on compliant mechanisms and origami engineering. The similar goal of both of those projects was to create an origami membrane whose kinematics mimic that of an existing mechanism. The first project created an origami membrane to mimic the kinematics of a planar shape-changing mechanism. This mechanism was a square shaped unit-cell which could shear, compress, and expand in its own plane. In addition to waterproofing the mechanism, the first project also sought to optimize the dimensions of the mechanism in order to reduce internal stresses during actuation. The results of the optimization portion of this project were a reduction of internal stresses by more than 22%. The results of the origami synthesis portion of the project was the creation of a membrane with an origami pattern whose kinematics mimic that of the shape-shifting surface. The origami membrane is capable of being folded into each of the various positions that the shape-shifting surface is able to fold into. The second project sought to create a similar type of origami fold pattern, but for a Shape Morphing Space Frame (SMSF). This project created an origami membrane designed to mimic the kinematics of a mechanism that had been developed in a different previous project. The mechanism consisted of a series of Linear Bistable Elements (LBEs) which were assembled to form a cylinder. When the LBEs were actuated the cylinder would deform to a hyperboloid. This project created an origami membrane whose kinematics mimic that of the shape-morphing space frame and was able to change side length by more than 30%. The origami membrane was able to fold to each of the SMSF’s states. This project also developed a method for synthesizing an origami fold pattern with shape-morphing triangles. Both of the first two projects that comprise this dissertation sought to develop an origami fold pattern whose kinematics mimic that of an existing mechanism. In each of these projects one of the future goals for the project was to create a prototype where the mechanism and the origami are fabricated together as one integrated prototype. Possible methods of accomplishing this goal include rapid prototyping. Thus, the mechanics of rapid prototyping are of concern for future work on these projects. The third project developed a part which could be printed from a Fused Deposition Modeling (FDM) machine to test certain material properties (yield strength and elastic modulus) after it had been processed through the FDM. This would allow the material properties to be tested without the use of expensive test equipment. This project developed eight parts which could be used to bracket certain material properties of rapid prototyped parts after processing. The parts developed in this project were capable of bracketing the material properties of the materials in question, and were able to do so when tested across multiple FDM machines. The results of this work were stress-strain data which indicates the behavior of the part under load, and a method for inexpensively testing the material properties of rapid prototyped parts after processing.

The environment in which we live relentlessly threatens to decay or destroy our built cultural heritage through climatic and man-made means. Fire presents the most severe threat to the fabric and content of historic buildings. The destruction, when it occurs is extremely swift, the loss caused is often complete and the indirect damage from smoke and water can also be significant. The incidences of fires in churches is currently exceeding those in all other historic building types. This trend is destroying irreplaceable national treasures as arguably, England and Wales contains the greatest collection, in terms of number and antiquity, of ancient parish churches in the world. This thesis presents an investigation into the fundamental principles underlying fire safety in parish churches. It identifies that the danger to life from fire is not high, due to the fact that the natural layout of churches facilitates good evacuation routes and travel distances. The threat to church property, however, is considerable as churches generally possess very limited fire safety measures. In addition, problems of building isolation, restricted access and limited water supply means that early intervention is unlikely. Such evidence prompted the need for a decision making tool to aid the custodians of churches in the management of fire safety and in the allocation of scarce resources. The aims of this thesis were to develop a prototype fire safety evaluation procedure for the property protection of parish churches and to examine, using a sample of churches, the effectiveness of the methodology. This has been achieved by developing a 'points scheme' technique to enable the judgement on the adequacy of fire safety to be undertaken. The work involved assigning numerical values to qualitative descriptions of events, techniques and processes by a group of experts representing the interests of those involved in the use, management, and preservation of churches as well as fire safety engineering. The opinions gathered were brought to a consensus in a series of Delphi group meetings, through discussion and matrix manipulation. A 'collated norm' was established, from a collection of fire safety guidance documents for places of worship, against which technical value judgements are made and the acceptable level of fire safety is adjudicated. The procedure is unique in its evaluation configuration, in that it balances the level of fire safety against the vulnerability of property fabric and content. The assessment is undertaken through an 'observational survey'. This is conducted by an expert, knowledgeable in ecclesiastical building construction and fire safety, observing all parts of the building and making judgements on the adequacy of eighteen identified fire safety components. Features of the building which are highlighted through the assessment as being a high fire risk can receive a more in-depth survey, beyond the scope of this evaluation procedure. The practical operation of the evaluation procedure has been tested on ten churches. The outcome shows a broad spread of results. An independent qualitative observational assessment by experts support the outcome of the evaluation procedure in nine out of ten cases. Preliminary repeatability application trials have also been conducted. They showed an encouraging level of consistency, illustrating further that the developed procedure is of positive value and utility. The versatility of the evaluation procedure enables a direct link to be made between potential improvements in the assessment score and the actual cost of making fire safety improvements. This facility enables decision makers to evaluate fire safety upgrade options.
