Abstract:
This article aims to discuss some differences between Mahmud Shaltut and Siradjuddin Abbas in interpreting the verses about the death of prophet Isa. This paper also seeks to investigating of how they interpret, what methods they use, and what factors influence these differences. The results of the study reveal that Mahmud Shaltut interpretes the term of the tawaffa (Q.S Âli ´Imrân [3] verse 55) and tawaffaitanî (Q.S. al-Maidah [5] verse 117) in accordance with the original meaning of “death”. On the contrary, Siradjuddin Abbas exegetes the term of tawaffa by “grasp”. These differences are because Siradjuddin Abbas uses the method of tafsir bi al-riwayah and consideres them as hadith[s] sahih. On the contrary, Mahmud Shaltut uses the method of tafsir bi al-ra’yi and does not use such hadith[s]. As a figure of reformer in Egypt, the interpretation of Mahmud Shaltut is affected by Muhammad Abduh’s opinion who refuses the use of Ahad Hadith in belief/akidah discussion while Siradjuddin Abbas, as a traditional Islamic figure in Indonesia, attempts to counter Muhammad Abduh’s opinion because it contradicts to the understanding of ahl al-sunnah wa al-jamaah that he followed.

This article discusses the theory of education and emancipation of women in view of Abbas Mahmud al - 'Aqqad, an Egyptian thinker, poet, philosopher and journalist scholars in the late - 19th and early 20th century. According to al - 'Aqqad, women have equal footing with men in education and all social roles. But the natural differences between women and men demanding the division of different roles, so that the relationship of women and men should be a partnership. Conservative viewsof ' Aqqad theory based on the Koran, the Hadith position and role, even to the character and intellect. Abstract:
Sarah’s novel is a unique masterpiece of an author dubbed as Imlaq al-'Arab (The Giant), ‘Abbas Mahmud al-‘Aqqad. This novel is unique because it is the only of his work written in the form of novels among his works. It's pretty awesome because al-'Aqqad has written about 83 books in various fields of science and 10 anthologies of poetries. The presence of this novel provokes some responses of various groups of litterateurs, writers, and readers, either a positive or a negative response, particularly when it is associated with al-‘Aqqad’s side of life as well as the condition of society in his time of life. To review this novel, the author uses the Reception Theory in Literature. The theory emphasizes the reader's reception of a literary text as an important factor in the interpretation of literature. In fact, the reader as interpreter presents diversity of meaning in accordance with the Horizon of Expectations as Hans Robert Jauss said. In addition, the diversity of reader reception is also based on characters of literature itself. It always presents 'open plek' according to Walfgang Iser. It will be filled and solidified differently by the readers. The method used is the Critical Approach that aims to discuss the reception developments of review, criticism, commentary, analysis, or other forms of research such as graduating papers, theses, and dissertations. Reader’s reception toward the novel of Sarah published in1964 up to 2005 shows on three receptions feature. First, the novel is supposed as a novel presenting the women's psychological analysis. Second, Sa>rah novel is as an autobiographical novel that describes the author's love story. Third, Sarah novel is a realist novel depicting the reality of class conflict and describing the attitude of women leaders and scholars of Egypt in facing of modernization.

This article examines the lead-up to the recent Palestinian legislative elections, looking especially at the Fatah's long-brewing internal crisis, born of Fatah's inability to reconcile its role as a national liberation movement with that as ruling party of the Palestinian Authority. The author assesses the impact of the new reality presented by Hamas's victory on Hamas, Fatah, and the international community, specifically addressing the post-election strategy put forward by certain Fatah elements, and backed by the United States, to undermine Hamas's victory by shifting power away from the Hamas-dominated legislative branch to the executive under the presidency of Mahmud Abbas.

Abstract:
Taha Hussein (1889-1973) and Abbas Mahmud al-Aqqad (1889-1964) are two prominent contemporary scholars in Egypt. This article delivered the comparison of both thoughts regarding to the Greek philosophy, while extensively influenced by the Greek philosophical tradition with two different responses. Thaha Husein so fascinated to the Greek philosophical traditions in which he developed appreciatively as found on his works. While al-Aqqad, he almost concerned on reviewing the value of the Greek philosophical tradition. His interaction to them feels more rigid because he used to accentuate his Arabian color and manifested his resistence when interacting with the Greek philosophical tradition. On several occasions, Al-Aqqad more often criticized them as compared to Thaha Husain. Well-known as westernized, Thaha Husain, instead of being uncritical of Greek philosophy, to him, the beginning of Greek philosophy formulation somehow indicated through their interaction with the Eastern culture. As said, East in the past became a source and reference, albeit limited to the physical aspect. With the launch of the UN International Decade for Water on 22 March 2005, awareness is raised in the international community of the growing demand and scarcity of water for people throughout the world. Water is a particularly scarce resource in both Israel and the Palestinian Territories. The use of the water resources of the West Bank and Gaza has been part and parcel of the Israeli–Palestinian peace negotiations. With the beginning of new peace negotiations under Palestinian President Mahmud Abbas, the topic of water and its allocation to Palestinians and Israelis is back on the negotiation table. The present article will point to the water crisis in Israel and the Palestinian Territories and analyse core provisions of international law which govern the use of water resources. Finally, it will outline how an allocation of water rights according to principles of international law could take place.

Abstract:
This article aims to study the development of Arabic poetry from its early phase to its modern one. Having used a historical-diachronic study of form and content of Arabic poetry, this article concludes that Arabic poetry, as the oldest genre in the Arabic literary tradition, has hardly developed. Not until the 20th century, more commonly known in the history of Arabic literature as As}r al-Nahd}ah, that the awareness of the absence of creativity in Arabic poetry and external factors due to the interaction of Arab with the West have given birth the seeds of modern Arabic poetry. At least, there are five schools of modern Arabic poetry, namely: Neo Classical (al-Muhāfizun) with such its central figures as Mahmud Sami and Ahmad al-Barudi Syauqy; Western Romanticism, which was pioneered by Khalil Mutran; Madrasah Dīwān, which was propagandized by Abd al-Rahman Shukri, Abbas Mahmud al-'Aqad, and Ibrahim Abd al-Qadir al-Mazini; Madrasah Apollo, which was carried by Ahmad Zaki Abu Syadi; and Madrasah al-Muhajir, which is pioneered by Jibran Khalil Jibran. Each has contributed their part in Arabic poetry formally as well as contentially. Those schools have became a tradition of modern Arabic poetry. The emergence of modern Arabic poetic tradition has been accompanied by three general pattern- the influence of literary patterns of the more advanced cultures, the escapism, and the search for identity.

[URGENCY OF THE SCIENCE OF MUKHTALIF AL-HADITH IN IJTIHAD: STUDY THE LAW OF JAMA' AND QADHA PRAYER]. This study examines the hadith which explains about praying without hindrance and reciting it for the dead. This research aims to find out how the law and how to perform 'prayers without hindrance and compare it for the deceased based on the evidence of hadiths, as well as the analysis of fiqh scholars. The method used is tahlili and muqarin, which is to analyze the hadiths that contradict the explicit meaning, then compared between the hadiths with reference to the science of mukhtalif al-hadith. Figures using the tahili method include: Ibn Hajar al-'Atsqalaniy, Al-'Abbas Syihab al-Din Ahmad bin Muhammad al-Qastalani, Syams al-Din Muhammad bin Yusuf bin 'Ali al-Kirmani, Muhammad bin' Abd al-Baqi 'bin Yusuf al-Zarqani. Those who use the method of muqarin are Imam Nawawi and Badr al-Din Abu Muhammad Mahmud bin Ahmad. Differences of opinion among the scholars of fiqh (khilafiyah), because there is no explanation in qath'i both in the Qur'an and Sunnah. From here comes the ijtihad of scholars whose truth is relative (zhanniy). In the matter of the law of praying 'prayers without hindrance, and its qadha for the dead are found hadiths whose explicit meaning contradict each other. The science of mukhtalif al-hadith is a solution in ijtihad to compromise and get legal conclusions. The output of this study makes a positive contribution for Muslims to obtain legal clarity as a practical reference in practice.

The death of Yasir Arafat in November 2004 has given newly elected PA president Mahmoud Abbas the chance to pursue his strategy of cease-fire (with Israel), reform (of PA institutions), and negotiations (over the Quartet-sponsored road map and final status issues). In assessing the prospects of success for this strategy, the author examines three main obstacles: opposition from Hamas and other Palestinian groups; disunity within Abbas's own Fatah movement; and Israeli prime minister Ariel Sharon's agenda, which is totally at odds with the PA's vision of a Palestinian ““state.”” The dilemma facing Abbas is that the final status issues must be confronted as soon as possible if there is any chance for a viable state, but the kind of struggle necessary to negotiate successfully requires thorough-going reform, which takes time the Palestinians do not have.

The Israeli-Palestinian conflict attracts much scholarly and diplomatic attention. However, despite Secretary of State John Kerry’s determination during the 2014 round of negotiations, the parties are no closer to reaching a negotiated agreement over twenty years after the signing of the Oslo Accords. This article explores an under-examined aspect of negotiation, the decision to enter into talks, using poliheuristic theory. We examine the decision-making calculus of Palestinian president Mahmoud Abbas in his bid for Palestinian statehood at the United Nations, a decision to not negotiate. We ask not only why did Abbas choose to bypass us-mediated negotiations, but why he chose to pursue Palestinian statehood at the un. In our analysis and discussion, we identify gaps in the existing decision-making and negotiation literatures and ways to better incorporate questions of power asymmetry and the complexity of context into poliheuristic theory.

This study provides a contrastive critical discourse analysis of the speeches of the Israeli Prime minister Benjamin Netanyahu and the Palestinian President Mahmoud Abbas to the United Nations General Assembly regarding the Gaza War (2014). The analysis explores the representation of the “Self” and the “Other” in relation to the war. Van Dijk’s ‘Ideological Square’ theory is adopted to explore the group polarization of Us versus Them dichotomy. Moreover Halliday’s Systematic Functional Grammar is utilized in the analysis to study how the polarization of the “Self” and “Other” is constructed via particular grammatical transitivity choices. The results indicated that the representation of the “Self” and “Other” in the speeches reflects two different opposing ideologically-governed perspectives on the Gaza conflict. Both speakers present the “Self” as ‘strong’, ‘human’ and ‘honorable’ in contrast to the “Other” that is deemed to be a ‘dire threat’ and an ‘agent of destruction’.

Abstract This study provides a synthesized perspective on the functions and ideological orientation of time adverbials as (re)situated in their socio-political contexts in five speeches by the Palestinian President Mahmoud Abbas at the UN. By analysing adverbials of truncated, extending, and fixed time references, the study reveals some systematic ideological formulations of conflict and resolution in the Palestinian political discourse. Adverbials of truncated and extending time are incongruous and generate a sense of interpretive dissonance. The truncated sense is embedded and more particular, thus counteracting the extending time which is established as more progressive, perseverant and consistent. This represents power asymmetries and different ideological orientations to conflict and resolution. Adverbials of fixed time, however, are transformative; they grant an end to a clash of ideologies due to the conflict between truncated and extending temporalities, and therefore resurrect a discourse that is based on equity and justice.

Mangkunegara IV thought, about four types of worship, among others; worship, caution (heart), worshiping the soul, the flavor is a synchronization between fiqh reasoning with sufism. His thoughts on the model of the application of the Shari'a of the Prophet (s), in harmony with the Mahmud Salthut, Shah Waliyullah, Ibn 'Abbad, and al-Kalabadzi, and the naqliah arguments which are used as references. The worldview of Sufism and Fiqh keeps the Qur'an and Hadith as a reference, but there are differences on the priority scale, Sufism is more emphasis on the inner aspect, while the Fiqh are more in the external aspect. At this point, Sufism and Fiqh are often different about the concept of right and wrong, and of course differ in the treatment of people of differing opinions, both within the same religious community, let alone different ones. This update summarizes bilateral, multilateral, regional, and international events affecting the Palestinians and Israel. It covers the quarter beginning on 16 May 2017 and ending on 15 August 2017: U.S. president Donald Trump continued working on a largely undefined peace initiative with little success. Violence in the Old City of Jerusalem interrupted U.S. diplomatic efforts and the Israeli government imposed new security measures at Haram al-Sharif. These restrictions sparked a wave of unrest across the occupied Palestinian territories and a Muslim boycott of the sanctuary, testing the nascent U.S. initiative. Palestinian Authority president Mahmoud Abbas increased pressure on Hamas to relinquish control of Gaza to the PA. The 1,500-plus Palestinian prisoners who declared a mass hunger strike last quarter secured key concessions from the Israeli authorities and brought their strike to a close. Saudi Arabia, Egypt, Bahrain, and the United Arab Emirates enacted a diplomatic and economic boycott of Qatar.

Abstract:
This is part 135 of a chronology begun by the Journal of Palestine Studies in Spring 1984, and covers events from 16 May to 15 August 2017 on the ground in the occupied Palestinian territories and in the diplomatic sphere, regionally and internationally. U.S. pres. Donald Trump continued work on a largely undefined peace initiative without much progress. Violence in the Old City of Jerusalem interrupted U.S. efforts, and the Israeli government imposed new security restrictions at Haram al-Sharif, sparking a wave of unrest across the occupied Palestinian territories and a Muslim boycott of the sanctuary that put the nascent U.S. initiative to the test. Palestinian Authority president Mahmoud Abbas increased pressure on Hamas to relinquish control of Gaza to the PA. The 1,500-plus Palestinian prisoners who declared a mass hunger strike last quarter secured key concessions from the Israeli authorities and brought their “Dignity Strike” to a close. Saudi Arabia, Egypt, Bahrain, and the United Arab Emirates enacted a diplomatic and economic boycott of Qatar.

This update is a summary of bilateral, multilateral, regional, and international events affecting the Palestinians and Israel, compiled from a survey of more than 100 print, wire, television, and online sources providing U.S., Israeli, Arab, and international independent and government coverage of unfolding events. Regional events figure heavily in developments from 16 August 2017 to 15 November 2017 as the Saudi Arabian crown prince steps out of the shadows of secret meetings with Israeli and U.S. officials; Lebanese prime minister Saad Hariri announces his resignation under mysterious circumstances in Riyadh; and Prince Mohammad bin Salman summons PA president Mahmoud Abbas to the Saudi capital just two days later. These actions come soon after representatives from Hamas and Fatah sign a new reconciliation agreement in Cairo, prompting Israeli prime minister Benjamin Netanyahu to threaten to upend Trump's peace initiative. Netanyahu and his right-wing coalition continue to quarrel internally over settlement growth and annexation. They also continue their crackdown on the Israeli opposition, Palestinian citizens of Israel, and supporters of the Boycott, Divestment and Sanctions movement. Earlier in the quarter, U.S. president Donald Trump asks the Palestinians to delay unilateral moves at international forums while he puts together a plan for restarting Palestinian-Israeli peace negotiations.

Abstract: This article deals with analyzing the place and the political Islam occupies on the Palestinian territories. The author tries to prove that despite the “Arab spring” and growing popularity of Islamism in the neighbor Arab countries its popular support among Palestinians is low. The main reason for this is Israeli total control of political, economic and - partially - social processes taking place in the West Bank. Position of the officials in Ramallah who together with Tel-Aviv strictly contain spread of Islamism throughout the West Bank also has a strong suppressing effect. Central Palestinian leadership may be called one of the few secular political establishments that are still in power in the Arab countries. The main explanation for this is the desire to make a positive effect on the international community, which Palestine totally depends on in political and financial terms. Also one should keep in mind secular beliefs of the current political elite in Palestine. President Mahmoud Abbas with his counterparts from FATAH and PLO represent old type of Arab nationalist politicians, almost all of who were stripped from power after the beginning of “Arab spring” in 2011. Finally, Palestinian society itself still feels united by the idea of national liberation from the Israeli occupation. This helps Palestinians to put aside the issue of religious self-identification. According to the surveys, most of Palestinians still rank their national identity number while describing their identity, while religion comes only second (despite the strong stable tendency for growing Islamization of their views). The only Palestinian enclave where political Islam has gained ground is isolated Gaza Strip. However ruling there “Islamic Resistance Movement” (HAMAS), despite declared anti-Zionism and Islamism, in reality show pragmatic readiness for certain coordination of its actions with Israel and central government in Ramallah. Nowadays one can witness the deepening conflict within the Islamist camp - between HAMAS and more radical Salafists, who support “Islamic State” in Iraq and Syria. In the final end the fate of Political Islam in Palestine will depend on the success of Middle East peace process.

L'Église catholique a toujours eu au Québec une telle importance qu'on a été naturellement porté à confondre histoire du Canada français et histoire de l'Église catholique canadienne. Nos orateurs « patriotiques » l'ont souvent rappelé en faisant de la Providence l'explication ultime de l'histoire canadienne : à ce propos, vous me permettrez de citer Mgr Laflèche qui disait en 1865 : « Si les quelques familles sorties de la vieille France il y a quelque deux cents ans, et qui sont venues s'asseoir sur les bords du Saint-Laurent, sont devenues aujourd'hui une nation d'un million d'âmes, ce n'est point l'effet d'un hasard capricieux, ni d'une force aveugle; mais c'est bien l'œuvre d'une Providence toute miséricordieuse. Elle a voulu se servir de nos pères pour apporter la lumière de l'Évangile et les principes de la régénération chrétienne aux infortunées peuplades qui étaient depuis tant de siècles plongées dans les ténèbres de l'infidélité et assises à l'ombre de la mort dans cette belle et fertile vallée. » Nos premiers historiens n'ont pas voulu être en reste et ont cru, avec Parkman et en le répétant à satiété : « Un grand fait se détache en plein relief dans l'histoire du Canada, c'est l'Église de Rome. Plus encore que la puissance royale, elle a modelé le caractère et le destin de cette colonie. Elle a été sa nourrice, et, pour tout dire, sa mère. » Enfin, même les sociologues l'ont reconnu et M. Jean-Charles Falardeau écrivait en 1952: « La société canadienne-française a été, depuis les débuts même de son établissement, à tel point circonscrite, contenue et dominée tout entière par le clergé et les chefs ecclésiastiques, que son histoire se confond en tout point avec celle de l'Église canadienne. [...] L'histoire du Canada français, c'est l'histoire de l'Église au Canada, et réciproquement.» Il ne faut pas se surprendre que la production historique québécoise donne une place privilégiée aux hommes et aux œuvres d'Église. Ne remontons pas au déluge ni au régime français; regardons plutôt le XIXe siècle. Les premiers historiens, même laïcs, font une large part à l'action des missionnaires et du clergé; ils le font ordinairement avec sympathie car, s'ils se permettent la moindre critique du passé clérical, ils s'attirent, comme F.-X. Garneau et Benjamin Suite, les foudres vengeresses des historiens ecclésiastiques. Ceux-ci en effet — Les Ferland, les Casgrain, j'ose dire les Chapais (il ne lui manque que l'habit !) — n'ont pas assez de mots et d'images dithyrambiques pour chanter l'œuvre providentielle en terre d'Amérique. Il y a une exception, l'abbé Brasseur de Bourbourg, qui publie en 1852 son Histoire du Canada, de son Église et de ses missions... où il fait preuve d'un non-conformisme scandaleux: le clergé et surtout les évêques de Québec y passent un mauvais quart d'heure. L'abbé soutient que le choix des évêques par les autorités britanniques eut « pour objet les membres de ce clergé les moins capables de soutenir le poids de l'épiscopat » ; il s'apitoie sur Mgr Hubert tout en racontant méchamment que « dans les derniers temps de son épiscopat, son caractère habituellement faible et indécis, ébranlé encore par les oppositions de toute espèce qu'il avait rencontrées autour de lui, se trouvait réduit à une espèce d'enfance morale, accrue surtout par l'habitude abrutissante des boissons spiritueuses, que le malheureux évêque avait contractée insensiblement pour échapper à la conscience de ses fautes et de son chagrin ». Ces aménités (et d'autres de même farine) avaient fait bondir les « bons bourgeois » de Québec et les Messieurs du Séminaire; et l'abbé Ferland avait répliqué vertement dans ses Observations sur un ouvrage intitulé Histoire du Canada. Avec lui, l'histoire apologétique reprenait le dessus pour longtemps. Plus nuancée peut-être devait être l'œuvre de l'abbé Auguste Gosselin qui esquissa, sans la terminer, une des premières synthèses d'histoire de l'Église catholique au Canada ; elle annonçait les études plus scientifiques du XXe siècle. Pendant toute la première partie du XXe siècle, l'abbé Lionel Groulx domine l'historiographie canadienne-française. Il aborde tous les sujets, de Nos luttes constitutionnelles au Canada français missionnaire, une autre grande aventure ; mais il revient assidûment à l'étude du rôle de l'Église, car pour lui l'enseignement de l'histoire est une forme d'apostolat. Il le dira dans son testament: «... je n'avais choisi, ni ma carrière, ni mon devoir. J'ai accepté le choix qu'en ont fait pour moi mes supérieurs ecclésiastiques. Une autre de mes consolations, ce fut la conscience de travailler pour la survivance du Canada français : petit pays et petit peuple qui parce que catholiques, m'ont toujours paru la grande entité spirituelle en Amérique du Nord.» '' L'abbé Groulx n'est évidemment pas seul, mais il n'est pas question de rappeler, même brièvement, ce qui a pu s'écrire d'intéressant jusqu'en 1950. Je me permets cependant de noter deux événements qui préparent les changements futurs. En 1933 est fondée la Société canadienne d'histoire de l'Église catholique qui chaque année invite ses membres à une session d'étude et publie en un rapport les communications des conférenciers (section française et section anglaise). En quarante ans ont été ainsi publiées des études d'inégale valeur qui forment cependant un ensemble respectable et utile. Si au début la Société sert de tribune à des historiens reconnus, à majorité ecclésiastiques — l'abbé Groulx, Mgr Olivier Maurault, le père Charland, les abbés Maheux et Honorius Provost —, de plus en plus, pendant les dix dernières années, elle attire la collaboration de laïcs et déjeunes historiens. Le deuxième événement que je veux signaler est la fondation, en 1947, de l'Institut d'histoire de l'Amérique française et de la Revue d'histoire de l'Amérique française. Celle-ci veut fournir aux chercheurs « un centre, un foyer où exposer, échanger le fruit de leurs travaux et de leurs recherches ». L'histoire religieuse, comme les autres domaines, en profite beaucoup. Pendant les vingt-cinq premières années, 16.5% des articles sont consacrés à l'histoire religieuse, mais ce pourcentage monte à 22.9% de 1955 à 1963. Il ne faut donc pas se surprendre de trouver dans cette revue un bon nombre des meilleures études sur l'histoire de l'Église canadienne. Elles reflètent aussi l'élan nouveau donné à l'histoire par la fondation des Instituts de Montréal et de Québec. C'est en songeant à ces événements que j'ai choisi de faire un bilan de l'histoire de l'Église à partir de 1950. C'est une tâche immense que rend difficile la multiplication des études et des publications, et aussi l'extrême diversité des thèmes abordés par les historiens. Pour simplifier la présentation, j'aborderai les œuvres en les groupant selon la période qu'elles concernent : le régime français, le XIXe siècle, le XXe siècle.

The quadrilateral meeting at Aqaba, intended to ““kick off implementation”” of the road map, was attended by King Abdallah, Prime Minister Abbas, Prime Minister Sharon, and President Bush. All four leaders made statements at the end of the meeting, but only those by Abbas and Sharon are reproduced below. President Bush's statement was noteworthy for its mention of Israel as a ““vibrant Jewish state”” (““America is strongly committed and I am strongly committed to Israel's security as a vibrant Jewish state””) and of Palestinian ““hopes”” for a ““viable”” state, and for reiterating that the Arab states ““have promised to cut off assistance and the flow of money and weapons to terrorists groups and to help Prime Minister Abbas rid Palestinian areas of terrorism.”” The statements by Abbas and Sharon were drafted with U.S. officials prior to the meeting. Though Abbas did not comply with the Israeli demand of Palestinian acknowledgment of Israel as a ““Jewish state,”” his speech provoked indignation in the occupied territories for its reference to ““the suffering of the Jews”” without mention of Palestinian suffering, its reiterated call for ending the ““armed intifada,”” and its ““renunciation”” of terrorism. Sharon resisted U.S. suggestions to refer to ““settlements,”” but did mention ““unauthorized outposts.”” In reference to Sharon's mention of ““territorial contiguity”” for a ““viable”” Palestinian state, a spokesman indicated that the contiguity would be ensured by ““bridges and tunnels.”” The text of the statements, transcribed by eMediaMill- Works and carried by the Associated Press, was posted on the Washington Post's Website.

Around mid-November 2002, PLO Executive Committee secretary Mahmud Abbas (Abu Mazin), who is often named as a possible successor to Yasir Arafat, delivered a controversial speech to a closed meeting of the heads of the popular committees of the Gaza Strip refugee camps in which he criticized the course taken by the al-Aqsa intifada and called for abandonment of the armed struggle. The transcript of Abbas's speech was published by al-Hayat on 26 November, enlivening public debate as to what the Palestinian strategy should be (for another perspective see the Azmi Bishara piece in this issue). By late August, the crisis that had been brewing between the prime minister and president came to a head; Abbas's government, though backed by the United States, had been undermined during its four months in office by deterioration on the ground and continuing tensions with Arafat, which centered in particular on control of the Palestinian security forces. Abbas's letter of resignation, published in al-Hayat on 9 September, was translated in Mideast Mirror the same day.
