Access to health care is a serious problem in Sierra Leone, more so in rural areas where living standards are low and there is absence of health care facilities. Health insurance, it is argued, will play an important role in giving access to medical care and reducing the high out of pocket (OOP) health expenditure, thus preventing unnecessary deaths and increasing well-being. It is however difficult to know the exact value households place on health and health care as they are not generally exchanged in the market place. Abstract:
The development of synthetic active matter requires the ability to rationally design materials capable of harnessing energy from a source to carry out work. Nature achieves this using metabolic cycles in which energy released from an exergonic chemical reaction, e.g. ATP hydrolysis, is used to drive endergonic biochemical processes. Extensive theoretical and experimental studies on synthetic molecular machinery have demonstrated that energy and information ratchet mechanisms play an essential role in transferring energy from the energy source to the system. Recently, it has been understood tha

We have previously reported that patients with Glanzmann’s Thrombasthenia (GT) fail to adhere to a carbon-formvar surface and undergo contact-induced shape change in a non-flow system. The ability of ADP to reverse this adhesion defect suggested that it may be secondary to defective dense granule release rather that a direct requirement for GPIIb-IIIa. To further assess the role of GPIIb-IIIa in adhesion, we examined the effect of two mouse monoclonal antibodies to the GPIIb-IIIa complex, AP2 (IgG, kappa) from T. Abstract:
Financial frictions are a central element of most of the models that the literature on emerging markets crises has proposed for explaining the Sudden Stop phenomenon. To date, few studies have aimed to examine the quantitative implications of these models and to integrate them with an equilibrium business cycle framework for emerging economies. This paper surveys these studies, viewing them as ability-to-pay and willingness-to-pay variations of a framework that adds occasionally binding borrowing constraints to the small open economy real-business-cycle model. This paper is about sub-national accountability and planning, where accountability is the central focus and planning is considered an instrument for achieving accountability. The paper aims to understand major issues that affect sub-national planning’s ability to advance accountability and then to draw key lessons for the decentralisation and deconcentration (D&D) reform, whose main objective is to promote sub-national accountability so as to achieve and sustain democratic development. The findings suggest that the ability of sub-national planning to promote accountability has been continu

We conduct a randomized controlled trial in Mexico City to determine willingness to pay (WTP) for SMS air quality alerts and to study the effects of air quality alerts, reminders, and a reusable N95 mask on air pollution information and avoidance behavior. At baseline, we elicit WTP for the alerts service after revealing whether the household will receive an N95 mask and participant compensation, but before revealing whether they will receive alert or reminder services. While we observe no significant impact of mask provision on WTP, higher compensation increases WTP, suggesting a possible cas

The research problem: Pseudomonas syringae pv. tomato (Pst) and Xanthomonas campestrispv. vesicatoria (Xcv) are the causal agents of tomato bacterial speck and spot diseases, respectively. These pathogens colonize the aerial parts of the plant and cause economically important losses to tomato yield worldwide. Control of speck and spot diseases by cultural practices or chemicals is not effective and genetic sources of resistance are very limited. In previous research supported by BARD, by gene expression profiling we identified signaling components involved in resistance to Xcvstrains. Follow u

The ability of countries in Latin America to achieve net zero greenhouse gas (GHG) emissions by mid-century, the target set by the Paris Agreement, will depend critically on citizen support. To gauge this support, we administered a contingent valuation survey to representative samples in seven of the regions leading GHG emitting countries and in the United States, which is used as a comparator. The survey elicits respondents willingness to pay (WTP) for achieving net zero by 2050 and uses a split sample design to test whether WTP is affected by the distribution of decarbonization costs across

This paper uses teachers’ contract choices and a randomized controlled trial of performance pay with 7,000 teachers in 243 private schools in Pakistan to study whether performance pay affects the composition of teachers. Consistent with adverse selection models, we find that performance pay induces positive sorting: both among teachers with higher latent ability and among those with a more elastic effort response to incentives. People with low incomes often have poor access to health services and limited ability to pay for medical care. For such individuals and households, substantial out-of-pocket healthcare expenditure may have catastrophic financial consequences and worsen poverty. This report lays out principles to help California policymakers identify an optimal rate structure for a road-user charge (RUC). The rate structure is different from the rate itself. The rate is the price a driver pays, while the structure is the set of principles that govern how that price is set. We drew on existing research on rate setting in transportation, public utilities, and behavioral economics to develop a set of conceptual principles that can be used to evaluate rate structures, and then applied these principles to a set of mileage fee rate structure options.
