The problem which prompted the undertaking of this study was that of increasing absenteeism amongst student nurses at one South African Nursing College. The information, obtained from individual and group interviews, was analysed to identify the perceptions developed by student nurses. Absenteeism is shown to be a behavioural response to environmental and other factors in the world of the student nurse. A theoretical model is proposed to explain three main types of absenteeism and the factors which contribute to absenteeism and attendance.

A pandemic influenza outbreak could cause serious disruption to operations of several critical infrastructures as a result of worker absenteeism. This chapter focuses on freight transportation services, particularly rail and port operations, as an illustration of analyzing performance of critical infrastructures under reduced labor availability. It develops models to assess the likely impacts of varying levels of worker absenteeism on the capacity of these critical systems. Using current data on performance of specific rail and port facilities, we reach some conclusions about the likelihood of severe operational disruption under varying assumptions about the absentee rate. Other infrastructures that are more dependent on information technology and less labor-intensive than transportation might respond to largescale worker absenteeism in different ways, but the general character of this analysis can be adapted for application in other infrastructures.

In June 1940 the legal status of Soviet workers changed dramatically. Absenteeism and unauthorized job-changing became criminal offenses. Six months after the German invasion, the severity of the penalties escalated: workers in defense sectors who left their jobs were branded “labor deserters” and subject to long prison terms. More than seven million workers were convicted for absenteeism or illegal quitting. Yet coercion had its limits. Despite the draconian penalties, millions of vocational trainees and workers defied the law and fled, prompted by painful working and living conditions. Authorities showed themselves either unable or unwilling to enforce the law, thus weakening the threat of punishment. Barely half of those who fled were convicted, and of these only 40 percent were ever found and made to serve a sentence. Collective farms welcomed the return of mobilized workers. Coercion proved ineffective in practice.

To satisfy the demands for production peak, reduce personnel costs for labor, limit the increase of employees in enterprises, and focus on corporate specialty to develop the competitive advantage, enterprises would generally apply human resource flexibility strategy to achieve the objectives. The practice of human resource flexibility strategy would change work-related characteristics; besides, the effect of the system on employees would decide the effort, absenteeism, or turnover. Aiming at supervisors and employees in ecotourism, as the research objects, a total of 500 copies of questionnaire are distributed, and 351 valid copies are retrieved, with the retrieval rate of 70%. The research results reveal positive and significant effects of 1. human resource flexibility strategy on organizational citizenship behavior, 2. organizational citizenship behavior on organizational performance, and 3. human resource flexibility strategy on organizational performance. According to the results, suggestions are eventually proposed, expecting to provide essential assistance for the human resource flexibility strategy in ecotourism and assist in the sustainable development.
