Abstract:

The development of library cooperation in the Philippines, particularly among academic, school, and special libraries, started in the early 1930s and was known under different names (Ladlad, 2003), such as resource sharing, partnership, consortium, linkage, library cooperation, and networking. Libraries usually come together in the form of consortia to supplement existing resources by providing access to information available in other libraries. Through cooperation, libraries are able to withstand the skyrocketing prices of information resources as well as budget cuts by means of consortium/cooperative purchasing. Likewise, library cooperation has proven to be an effective way of presenting smart solutions to common library problems/concerns through communities of practice. This chapter provides an overview of major library consortia in the Philippines. The compiled list is as exhaustive as possible. However, due to scarcity of sources, some active consortia may not have been included in the list. The information provided in this chapter was gathered mostly from published Websites. A comparative study, in terms of aims/objectives and activities being carried out by the different consortia, was also included and can be found at the end of this chapter.

With information explosion, there has been a rapid increase in the number of e-resources published across the world. In addition to this, the cost of e-resources has risen steeply. This has resulted in libraries finding it difficult to acquire all the required information resources from the budget available from its parent body. The problem of libraries is compounded by the growing costs of maintaining both print and online subscription and issues related to ‘perpetual' electronic access to back files. The print industry in the world is said to be on the decline. People prefer the electronic versions of the reading materials, because they are more portable, accessible and affordable. But there are many challenges/hurdles to this path, which we have to overcome with time, effort and ingenuity. There are certain challenges relating to their selection, acquisition, maintenance and preservation, etc., which need joint efforts of library professionals and associations. Electronic publishing of scholarly journals, emerging of consortia, pricing models of the publishers give new opportunities for libraries to provide instant access to information. Consortium, formed by a group of libraries, is a unique program to facilitate electronic access to scholarly databases and journals. The beneficiaries will be faculty, researchers, students and neighbor institutes engaged in pursuing higher education. Consortia will minimize the financial burden and pave the way for an enormous amount of saving of time, money, and manpower.

This chapter critically assess digital library functions and services in Nigeria academic libraries. It highlighted the roles of Information and Communications Technologies (ICTs) that brought about digital libraries. It is a collection of digital contents that is housed electronically and made available to users. The advantages of digital library were also discussed such as improved access, improved information preservation, it improved information sharing, it enhances library functions and services. Nigerian academic libraries has benefited from the enormous benefits of digital library. The chapter stressed that effort should be improved consortium building so as to improve the services Nigerian libraries render to their patrons. The chapter concludes that Digital library has come a long way in Nigeria, and 21st century libraries cannot afford to render services to users without digital contents added to the prints resources. Therefore, Nigeria libraries and information centres must cooperate in a formal consortia building; this will go a long way to reduce the burden of all participating libraries.

Continuing education for librarians and library staff is a need all libraries must consider for the effective professional development of their human resources and the functioning of their libraries. Similar concerns regarding the needs and barriers to obtaining ongoing continuing education are found across different types of libraries and in different regions of the country. Although studied separately and in different regions of the country, among concerns of library school media specialists documented in studies, results are similar to those revealed in a survey of Inland Northwest Library Council (INCOL) librarians in public, academic, and special libraries. Consortia offering continuing education are not well documented in the literature, but examples that exist reveal a feasible, collaborative, effective resource as a means to provide for these needs in member libraries. The history of these consortia is not only important as a means of documentation of their existence, but more so of their value and usefulness proven over a long time period. INCOL, in the Inland Northwest region of the Pacific Northwest of the United States, is a model of such a consortium that continues to be relevant after more than 30 years of offering ongoing continuing education to its constituency.

Consortia-based initiatives have been launched for pooling electronic information resources on cost-beneficial platforms. The ever-increasing diversified needs of the user community in the face of diminishing budget and increasing cost of resources, consortia based subscription is key to survive for the academic libraries. Consortia are need of the hour for the Indian libraries, as the situation in India is compounded by the devaluation of rupee against the major foreign currencies, resulting in steep decline in procurement of international scholarly journals. The rapid increase of e-resources together with several value-based applications has been gradually superseding the traditional means of communication in almost all parts of the world. The transformation enforced government-funded consortia to build ICT environments in academic institutions and created a pressing demand on the libraries for increasing their acquisitions. The bundled (packages) resources available to libraries through several means are raising issues about their usefulness, real benefit as per user’s preferences, and also the usage. Issues of the kind invariably require thought, exceptional policy decisions, and implementing standard procedures for the optimum utilization of expensive resources and their management.
