Abstract:
The concept «rotary point» of world economic development is entered. Turning Point reflects the phenomenon of transition from one type to another type of development of the world economy. Passing of a rotary point is a loss of stability of world economic system. Identification of turning points — is to identify anomalies dispersion indices reflecting the performance of the economy. The long-term periods between rotary points are characterized as «the accelerated growth», or as «the slowed-down growth. Research allowed to establish two rotary points of development of world economy. It is a point of the middle of the 1970th — the beginnings of the 1980th of 3 g and a point of 2007–2011. Econometric analysis shows that up to a turning point of the mid-1970s, early 1980s is a period of accelerated growth. The period after passing of this rotary point is the period of the slowed-down growth. Modeling Kondratieff Wave allowed to associate with the rapid growth of the ascending and slow growth — with the descending branch of the wave. At the invariable period of a cycle of Kondratiev in the next years it is possible to expect the accelerated growth of world economy.

Abstract:
This article is devoted to the study of the results of rapid economic growth on the example of the People's Republic of China. Forty years have passed since the beginning of the openness reforms in China. They are characterized by the rapid growth of China's economic power, the improvement of the well-being of the inhabitants of that country, as well as the strengthening of the state's place in the international arena. With the support of foreign investment in the early stages, China itself becomes an investor. Techno-intensive industries hold an important share of China's exports. Despite the rapid growth of economic indicators, China is facing new challenges for developing countries. The accelerated development of the state has serious environmental, political and economic consequences, from pollution to corruption and the lag of certain regions from the overall pace of the country's development. These problems are expected to be addressed through a number of measures taken by the Government in the coming decades: investment market reforms, reorientation of international trade to developing countries, green economies, market reform real estate, addition to the legislative framework, the creation of new controls and reform of existing ones and so on. The reform process is inevitable and is the key to the successful development of the People's Republic of China.

Abstract:
This paper argues that weak national institutions cannot be relied upon to produce successful restructuring and reform packages that can lead to accelerated national development and higher living standards for the Nigerian people. The paper further identifies weak national institutions, the pursuit of pecuniary individual and group interests, ethnic cleavages and intra-ethnic rivalries among the elite class, including the extractive nature of politics and economic pursuits, as major factors militating against successful restructuring and meaningful institutional reforms in Nigeria, which are hinged on accelerated technological innovation, political development and wealth creation. The paper concludes that only strong and functional institutions, inclusive political and economic policies, and innovative leadership can bring about accelerated national development in Nigeria.

Abstract:
The relationship on leadership quality and its impact on skewed economic development in Ghana have been investigated. This investigation has been carried out in Ghana and its neighbouring countries that attained independence around the same time, under similar pattern of political governance. A comparative analysis is used to differentiate between these countries economic policies and their leadership styles used. It reveals that Ghana remains static and underdeveloped for many years despite changes in leadership and political governance. Evidently, while at the time of their independence, Ghana’s per capital income in 1960 was higher than Nigeria, India and Egypt. Ghana’s development has been sluggish whilst the rest of the countries have accelerated at a faster rate with fantastic economic policies combined with good leadership skills.

Pakistan achieved high rates of economic growth from the mid-1970s. Growth was faciitated by the external circumstances that relaxed the balance-of-payments constraints. However, growth was not accompanied by an improved social development Moreover, as the external circumstances worsened, the underlying macroeconomic imbalances emerged and the growth slowed down. The paper assesses how the domestic and international economic policies might be adjusted to attain a more sustainable pattern of development.

Abstract:
Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions.

The article deals with the problems of strategy development of regional economic systems in the conditions of the acceleration of postindustrial transformation. The article highlights the imperatives behind switching to strategic planning and management at the regional and local levels in the market. Presented regional strategy neoindustrialization as the quintessence of regional policy for one of the regions of the country – Krasnodar region. The strengths and the weaknesses of the regional economy were analyzed and identified, some problems that prevent the region from reaching a new stage of development, offered ways of their solution.

The initial conditions for digital transformation and modernization of Russian industrial production are creating negative and positive factors. The negative factors include the de-industrialization of Russia, its high technological dependence on imports, and insufficient investment. The positive factors are the high intellectual level of specialists; maintaining, and in some fundamentally new directions, advanced positions in the defense industries; abundant and unique raw materials and territorial resources and opportunities for industrial and digital infrastructure development; maintaining the potential preservation of opportunities for accelerated solutions to the problems of intellectual property development and commercialization and for the integration of the considerable potential of scientific and technological developments into the digital transformation of industrial production. Methods: the research is based on logical methods of analysis and induction, empirical methods of description and interpretation. Purpose: to determine negative and positive factors in the digitalization and modernization of industry of the Russian Federation. Results: the authors identify the main problems, drivers and points of growth for accelerated development and diversification in this area of the economy, and they formulate some proposals aimed at creating legal and economic conditions conducive to solving the identified problems.

Abstract:
This study attempts to explain the various economic potentials created as a result of the domino effect of the development and development of the Mandalika Special Economic Zone in Central Lombok Regency, West Nusa Tenggara Province by mapping regional potentials whose development can be accelerated with capital assistance from foreign and domestic investment processes ( PMA and/or PMDN), which consists of data on several potential sectors that can be developed and built by expecting funding sources from investment or investment from outside. This study uses a qualitative approach with data collection methods using literature studies and interviews. The results show that there are several sectors that have the potential to support the development of the Mandalika Special Economic Zone in Central Lombok Regency. These sectors include tourism, agriculture, marine and fishing, where the agricultural, marine, and fishing sectors are the buffers of the tourism sector in the supply of raw materials for the food and beverage industry. The findings also explain that, although developing quite rapidly, tourism-supporting industries such as accommodation and F&B have not been able to meet the needs of the tourism sector in Central Lombok, so the potential for economic development is still very wide open. Therefore, the right strategy by utilizing economic network incentives from the existence of SEZs in attracting investment can be relied upon to accelerate the development of existing economic potential.

Traffic disruption from bridge construction has been reduced to several hours through the development of methods characterized as accelerated bridge construction. Associated risks and additional activities involved in the accelerated construction increase initial project cost. This additional cost is offset by the benefits of reduced mobility impact time. Traditionally, the savings in user cost from reduced mobility impact time are used to justify the additional cost of accelerated construction implementations. This paper presents a comprehensive cost model for bridge construction that incorporates the economic impact on surrounding communities and businesses. This economic impact model incorporates user costs, environmental costs, and business revenue changes. The M-100 over the CN Railroad bridge replacement project in Potterville, Michigan, is presented here as a case study to demonstrate the application of economic impact analysis concepts and procedures. This bridge replacement was the third slide-in (i.e., lateral slide) project completed by the Michigan Department of Transportation. Economic impact analysis revealed the benefits of the implementation of the lateral slide bridge construction method at this site.

Abstract:
Local economic growth is inextricably linked to natural and human resource optimization. This study aims to examine how natural and human resource potential functions as a factor of Iraq's economic growth. Additionally, it investigates the impact of natural resources, human capital, community culture, and legislation on Iraq's economic progress. The research technique employed is a hybrid model, which combines quantitative and qualitative methodologies. Observation, survey, and documentation were used to collect data. The study's findings indicate that maximizing natural resource usage without investing in human resource development leads to minimal contribution to economic growth in Iraq, posing a barrier to accelerating economic development. In addition, natural resources, human capital, and community culture significantly impact Iraq's financial success. Therefore, this research advises that Iraq's economic growth be accelerated by optimizing resource potential and developing human resource capability via technology and changes in community culture.

Abstract:
The leading and modern types of innovation structures in the economy are considered in this paper. The development of integration processes between the structures contributes to the formation of full-fledged, effectively functioning national innovation model of the economy. Their selection is based on the characteristic feature of modern world economic development − the transition of leading countries to a new stage in the of innovative society formation, building the economy based primarily on the generation, dissemination and use of knowledge. Ukraine's place in the world innovation processes does not correspond to the existing business innovation and intellectual potential in the country. Therefore, it is noted that the development of relationships between the elements of the innovation system will accelerate the innovative ideas introduction into the economy and increase the innovation coverage in various sectors of the economy. It is substantiated that the basis of innovation-integrated structures functioning at the present stage of economic development is a coordinated system of production-technological, intellectual, communication and financial relations between all its participants. Based on the analysis of foreign experience in the formation of development institutions in the diverse institutional environment, and taking into account the specifics of the innovation system in Ukraine, possible successful version of interaction of its main participants: government, industry and academia, intermediate financial and nonfinancial institutions is proposed. The approaches to the organization of innovation activity with the participation of the innovation cluster and the innovation ecosystem, which are typical for the developed foreign countries in this direction, are indicated. Due to this, it is possible to obtain the following positive effects: increase of investment attractiveness; accelerated development of the innovative sector of the economy; growth of enterprises productivity; ensuring the development of business and institutional infrastructure; small and medium business development; job creation and employment growth; improvement of the population life quality and the international economy competitiveness.

The years since the Oslo agreement have seen a marked deterioration in Palestinian economic life and an accelerated de-development process. The key features of this process have been heightened by the effects of closure, the defining economic feature of the post-Oslo period. Among its results are enclavization, seen in the physical separation of the West Bank and Gaza; the weakening of economic relations between the Palestinian and Israeli economies; and growing divisions within the Palestinian labor market, with the related, emerging pattern of economic autarky. In the circumstances described, the prospects for sustained economic development are nonexistent and will remain so as long as closure continues.

Abstract:
In modern conditions, sustainable development of the economy of the country and regions inherently corresponds to the principle of innovation. The principle postulates the need to accelerate the development of innovation in the process of constant changes in a non-equilibrium economic system. The authors propose to ensure the accelerated development of innovations by implementing a scientifically based innovation strategy of regional enterprises. In this case, the concept of the development of strategies of the enterprise and the region, according to the authors, should be based on adapting the foresight methodology to the processes of self-organization of the system, including methodological tools for creating regional “points of innovation growth” taking into account the specifics of the region.

Abstract:
his paper aims to introduce Professor Shi Zhengyi’s theory that the minority regions in western China should develop faster to reduce the regional development disparities within China. Significant accomplishments have been achieved in the economic and social development of China’s ethnic minority regions since the establishment of the People’s Republic of China. However, there is still a significant gap between the minority regions in western China and the developed regions regarding socio-economic growth. Professor Shi Zheng yi sug gested that the “accelerating development” policy needs to be upgraded as an “accelerating strategy” in western minority regions based on a thorough analysis of the actual socio-economic development situation in ethnic minority regions. He suggested elevating the “accelerating approach” to the status of “accelerating policy” in the western minority regions.

Abstract:
In this article the translog cost function with non-neutral parameter shifts is used to study the import demand functions of agricultural commodities which African countries export in competition with other developing regions of the world. It is shown that there has been a systematic bias against the import of these commodities from Africa in favor of importing them from other developing regions. It is then argued that these results support the apprehensions of many African leaders regarding the adoption of a policy of agriculture-based, export-led growth to accelerate economic development on the continent.

Globalization has brought new challenges and changes, in terms of both new risk and new opportunities. It is one of the key drivers of economic and environmental change. The impact can be both positive and negative. This paper explains the impact of globalization and the fundamental issues and current controversies related to globalization (trade, investment, the IMF and the World Bank, technology, media, culture, education, development, migration, health, the role of women, human rights). Introduces the impact on economics, culture, communication, work productivity, ect. This paper explains also the role of multinational enterprises, because they are key vectors of globalization and they have become key actors in the globalization process. Globalization contributes to accelerated economic growth, particularly through increased trade and investment activity and stimulates economic development by integrating emerging economies into the global economy. Advances in communication and transportation technology, combined with free-market ideology, have given goods, services, and capital unprecedented mobility and it is one of the reason globalization. This paper analyzes economic issues globalization, and examines how it might be resisted or regulated in order to promote sustainable development.

Abstract:
Emerging trends point to good governance as a panacea towards accelerated development in economic, political and social sectors of nations. Nigeria, wishing to realize, promote or maintain economic, political and social strides, should strive to embrace good governance. Efficient political and economic strands promote social order. The leaders and the led should embrace the good governance philosophy if development administration is to meet the underlying rationale it stands for. Both the leaders and the led have their (individual) roles to play to embrace good governance and strengthen development administration. Good governance in development administration is showcased in government‘s ability to design, formulate and implement policies and programmes which are development oriented and committed to the improvement of the quality of life of the citizens. It is especially accepted, that to promote good governance, the civil society should be obedient to the policies or constitutional dictates expected of them. However, the government through its arms should lead while the citizens follow.

Abstract:
The role of technology in business and society has grown at an accelerated pace in both developed and developing markets in the recent past. This has led to the study and use of digital technologies in a variety of fields, ranging from industry, finance and government policies to education, healthcare and social communication. Many authors have examined the link between new technologies and society in the context of what is referred to as the ‘digital divide’ between rich and poor countries. It has been postulated frequently that productivity effects of technology are moderated by country factors, and increased affordability and accessibility of technology has been instrumental in socio-economic growth across social classes, regions and economies. Education and healthcare play a critical role in socio-economic development. With special emphasis on India, this article examines how innovative technology at various levels of complexity influences societal growth, through its contribution to education and healthcare, in emerging economies. The need for and contribution of different players such as the private sector, NGOs and the government in the past few decades in India has also been discussed with emphasis on these two major contributors to development. With support of some examples of innovative entrepreneurial effort, the article discusses the efforts such as extension of use of digital technology to lower socio-economic strata and its impact on education and healthcare.

Abstract:
The output per worker of Indonesia has been on a downtrend since 2010, with total factor productivity (TFP) and capital stock largely stagnant if not declining. This paper discusses stylized facts that may explain recent trends in the productivity and growth potential of Indonesia. The decomposition of output per worker reveals the declining contribution of human capital, which is also most negative among peer countries. The growth in labor productivity has been concentrated within sectors, implying room for gains from labor reallocations. A substantial share of employment and credit in Indonesia has shifted to the relatively unproductive service sectors, particularly wholesale and retail trade. In terms of firm dynamics, the contribution of large firms in Indonesia has been lackluster compared to regional peers while the productivity of micro, small and medium enterprises remains stagnant. Considering that human capital and TFP measures of Indonesia are lagging behind middle-income peers, there is wide scope for Indonesia to catch up. However, the potential output of Indonesia also faces new risks from the COVID-19 pandemic. We expect that the short-term effect of the pandemic on capital accumulation and the long-term effect on human capital pose the highest risk while labor inputs appear to be more resilient. Meanwhile, the potential productivity gains from accelerated digital adoption and sectoral reallocations are more uncertain.

Abstract:
The article presents the results of the analysis of the dynamics of the investment flows in fixed capital (FC) in the East of Russia and their economic efficiency for the period 2011–2018. Special attention is paid to the sectoral structure of FC investments in the regional economy, their importance for creating conditions for the accelerated socio-economic development of the Eastern border regions of Russia – the subjects of the Far Eastern Federal District and the Baikal Region. The purpose of this study is to assess the economic effects generated by the investments in the economy of the Eastern border regions of the Russian Federation. As a hypothesis, we consider the assumption that attracting investment to the region is a key factor of not only accelerated, but also sustainable development of the regions under consideration. The factors hindering the sustainable development of the economies of these regions are considered. It is shown that there are multidirectional trends in the socio-economic development of the considered regions. Analysis of investment flows and indicators of socio-economic development of the Eastern regions of the Russian Federation for the period 2011–2018 allows to confirm the conclusion that the existing institutional environment does not yet ensure sustainable economic development of the East of Russia. The integration processes here are hampered by excessively strong dependence on the federal centre and a focus on specific investors. Therefore, the Eastern Russian regions are forced to build their economic policy, focusing on creating attractive conditions for large investors. The stability of economic growth can be ensured only through stable growth of the region population and an improvement of the human capital quality. For the successful implementation of large-scale development plans for the East of Russia, it is necessary to stop the processes of depopulation of the territory and maintain optimal proportions between the economic and demographic reproduction

For a decade, the Shanghai port has retained the world’s leading positions not only in terms of economic indicators, but also in terms of equipping the port facilities with the latest achievements of science and technology. Due to its advantageous geographical position since ancient times, it has been an important port for external transport and internal trade of China. Shanghai was historically destined to become the world’s largest transshipment base. But natural factors bear fruit only in the presence of a competent and planned economic policy. The economic success of the port in recent years has been preparing for many decades. Anthropogenic factors, namely the reform and restructuring of the economic system, attracting foreign capital, advanced foreign technologies and management methods, accelerated the development of the port. Technological progress, globalization and political will have made the port the world’s largest industrial port complex. This article is devoted to the analysis of modern achievements and the prospects for the further development of the port of Shanghai.

Abstract:
The development level of businesses and their competitiveness has a significant effect on the growth of an economic region. The improvement in comparative advantage for regional social and economic development will contribute to the strengthening and expanding possibilities for farm owners as well as to encouraging the authorities of the province to pay a special attention to an accelerated farm transformation in the agriculture of Tay Nguyen region. Farm economy development is considered to be an inevitable trend and its effectiveness does not rely too much on laws and market practice but on the understanding of the regional structure taking into account the demands and peculiarities of this economic agent. Using the methods of descriptive statistics and the analysis of secondary data, this paper is devoted to the analysis of the essence of farm economy of Tay Nguyen region. A special place has analysis of the theoretical basis of economic zones and the identification of comparative advantages of the region in farming development. The results of this empirical research aim to discover the specificity of formation and development of farm economy in the Tay Nguyen region nowadays.

Abstract:
This research focuses on the problem of large scale disproportion of success in the development of the banking sector and mostly unsuccessful development of the real sector of the economy. It should be noted that this disproportion is a subject of consideration in contemporary economic literature and our research is an attempt to broaden the issue and share ideas inside the international scientific circles. The main problem in the research is the impact of the banking sector's credit portfolio and the functioning of credit markets on the economic growth of the country. In this regard, it is very important to identify, study the macroeconomic stabilization and accelerated economic growth of the country and analyse the impact mechanisms of the credit market factors on economic growth. The conclusion that combines many of the research and opinions given in the survey can be as follows: From the economic point of view, the main function of banks is to increase the financing/lending of funds as the core point to increase investments in the economy. Thus, the development of the country in economic terms depends on the increase of investments. At present, it is in the hands of the banking sector whether to lead us to economic immobility or to accelerate the country's economic development through efficient allocation of resources.

Abstract:
The Government of Pakistan, like many other developing countries, has opted for tax holidays as an important fiscal measure to encourage rapid industrialisation in the backward areas. This concession is also supplemented by several other economic and non-economic measures including import duty, and depreciation allowances. Mintz (1990) discusses the efficacy of tax holidays in the presence of accelerated depreciation allowances concludes that tax holidays which are designed to increase capital formation may end up penalising capital formation. Mintz’s (1990) conclusion is based on the assumption that if the assets are long-lived, and the income tax system allows deductibility of accelerated depreciation but cannot be deferred, then the tax holidays, by preventing depreciation deduction in the early period may actually penalise investment during the tax holiday period. If on the other hand the depreciation allowance is deferred till the end of tax holiday period, the tax system is genuinely generous and provides a real incentive for capital formation.

Abstract:
The severity of the 2007–2008 economic crisis and the spatial heterogeneity of its impact have accelerated the study of regional economic resilience. The economic crisis has affected most parts of the world, and its impact is highly heterogeneous within China. The aim of this study was to explore the determinants of regional economic resilience across 284 Chinese cities from 2003–2018. Both nation-based and province-based regional economic resilience were examined. A multilevel logistic regression model was established, finding a disparity of provincial effects on regional performance during the economic crisis. Regional economic resilience is significantly affected by provincial trajectories, economy size, and resources. There are five significant determinants of economic resilience: income inequality, innovation, government intervention, human capital, and financial development. The results provide evidence for the government to design region-based policies, taking into consideration the size and the resources of the region’s economy to build a resilient wall to defend against external shocks and to form a basis for sustainable development.

Abstract:
The aim of the article is to analyze the structural and dynamic characteristics of the processes of digital transformation of national socio-economic systems. Methodology. The theoretical and methodological basis of the study are the scientific works of scientists in the study of the digital transformation system. To achieve the goal set in the work, the following research methods were used: theoretical generalization – the main directions of digitalization; methods of statistical analysis – to characterize the structural and dynamic trends in the development of the information and communication technology sector in Ukraine. Results. In the context of accelerated digital transformation of global processes, the competitiveness of both the national economy as a whole and individual business entities depends on the ability to create, implement and effectively use digital technologies in all areas of operation. The analysis showed that Ukraine, despite the relatively late development of digital transformations and the definition of digital development as one of the priorities of public policy, has a high level of potential for the development of IT technologies. This is confirmed by the presence of highly qualified specialists in demand in the world’s leading countries, the growth of exports of IT services, the accelerated growth of the internal market of information and telecommunications, the presence of sufficiently extensive communication infrastructure. A significant obstacle to the development of the national economy and accelerated digital transformation of business, in particular in the real sector, is the reduction of direct production of devices, devices and digital media (their specific weight in the industrial structure is only 2.5 % and halved during 2012–2019). This causes a significant dependence of Ukraine on imported media, equipment for digital technologies and partially digital content, as well as the preservation of the low level of technological structure of the country as a whole. More positive are the trends in the digitalization of the services sector, which is more mobile in this context and focused on the continuous introduction, improvement and use of digital technologies, including the creation of intelligent market services, the specific weight of which is growing every year. Examining the development of digital technologies in Ukraine, we can identify the following main trends that combine macro-, meso- and micro-levels of socio-economic systems in Ukraine and contribute to the accelerated transformation of the economy and society: the development of e-commerce; development of digital banking services and administration of public services. These areas are developing at an accelerated pace in recent years, outpacing the pace of their development, even in some EU countries. Practical meaning. Data from the analysis of structural and dynamic trends in the development of the information and communication technology sector in Ukraine, which can be used by scientists, teachers and students. Prospects for further research. Overcoming certain major barriers to the development and dissemination of digitization processes in national systems.

Abstract:
Investment in large-scale infrastructure, after a lull, has accelerated in the last decade, where roads in particular feature predominantly in development initiatives globally. While conventionally academic interventions have primarily focused on infrastructure in relation to economic development processes and its promises of modernity, more recently these arguments extended to diverse processes of environmental, economic, political and social change. Scepticism surrounding road infrastructure development interrogates whether this form of infrastructure development is justifiable. In particular, the faith placed on roads to catalyze trade, create profitability, enhance economic opportunities of local communities living adjacent to new road infrastructure projects and its ability to mitigate environmental concerns are noted concerns. Our review draws together and extends these arguments, claiming that while social, political and economic processes, and consequences of road development have undergone recurrent assessment, gaps in addressing environmental and energy aspects prevail. Given the central import of climate and environmental change at the current juncture, thus, there is also a pressing need to articulate and examine this in future work.

Abstract:
The article presents the results of the implementation of national strategic goals within the framework of official concepts and programs for the development of the Russian Far East. Periodization has been carried out and the characteristic features of structural-economic and socio-humanitarian transformations in the economy of the macroregion, carried out for 100 years: from 1922 to the present, have been allocated. The target orientation and criteria for selecting investment projects depending on the stage of paradigm shift in the development of the Far East have been substantiated. It is shown that each historical period and the corresponding type of transformations were characterized by its own ratio between the criteria of social utility, economic and commercial efficiency. It has been determined that the current stage of modernization is distinguished by the socio-humanitarian orientation of state (budgetary) investments, in contrast to the structural and economic transformations carried out mainly at the expense of the corporate sector of the economy. Scenarios of potential states in the field of socio-humanitarian and structural-economic modernization depending on the possibilities of the state budget and the isolation of the national economy have been formed. A forecast assessment of the trajectories of investments in fixed assets in the Far Eastern Federal District until 2030 with inertial and accelerated development scenarios is presented. On the basis of the investment forecast, an assessment of the value of the welfare of the population is carried out and it is substantiated that in the case of the implementation of the accelerated scenario of investment dynamics, the potential increase in welfare will be 15.4%, and in the inertial scenario, «losses» of 12.7% are guaranteed

The submitted paper analyses the development of food industry in the Czech Republic in 2000–2006, its position (in 2006) and development trends of main economic indicators compared to the development of manufacturing industry. In comparison with the dynamic development of Czech manufacturing industry, key position of food industry has decreased. The monitored food sector has heterogeneous structure with regard to branches. In connection with these differences, development trends of separate branches are fluctuating but labour productivity of the food sector as a total has markedly accelerated.

Abstract:
The purpose of the study is to assess the possibilities and degree of advancement of the predominantly resource-based economy of the Far East towards the socio-ecological and economic sustainability of the macroregion. The article discusses the issues of formation and practical use of indicators for assessing development sustainability at the regional level. The dynamics of individual economic, social and environmental indicators of the development of the regions of the Far Eastern Federal District in 2013–2020 is studied against the background of the implementation of the tasks of the state policy of accelerated development of the macroregion. It is shown that the effect of preferential regimes was an increase in the resource dependence of the regional economy. On the example of the Far Eastern regions with a diversified and mono-resource economy, a certain decrease in sustainability parameters in terms of social indicators was revealed with a positive dynamics of economic and relative stability of environmental indicators. Estimates of implementation results in 2013–2020 state policy for the accelerated development of the Far East showed that investment activity and the positive direction of traditional indicators of economic growth are not a guarantee of sustainable socio-economic development of the region. The relevance and scientific significance of the development of methodological and methodological support for assessing socio-ecological and economic sustainability and the formation of its indicators as indicators of the transition from a growth trajectory to a development trajectory at the regional level is confirmed

Abstract:
The accelerated development of the Russian Far East is among the country’s national priorities. Since the ultimate goal is to increase the well-being of the population, it is important to create a healthy environment. The article presents the comprehensive assessment results of the welfare of the Eastern regions in the context of achieving the strategic goals of the state policy for the development of the Russian Far East. The research aims to assess the character of socio-economic development, as well as to obtain quantitative characteristics of socio-ecological and economic well-being of the Eastern regions using a multiplicative model based on Sen’s extended welfare function. It is hypothesised that environmental factors play an important role in the quality of life in the Eastern regions, meaning that the inclusion of the corresponding component in the multiplicative model will lead to a decrease in the assessment of their welfare. For some regions, the study identified such negative trends as the strengthening of the raw material orientation of economic development, a decrease in the share of manufacturing industries, continuing resource export. The inclusion of the environmental component into the multiplicative model significantly affected the assessment results: in most of the Eastern regions, environmentally adjusted characteristic of regional development was significantly lower than the indicator that does not consider this aspect. Moreover, some border regions showed the worst dynamics of the examined indicators. Advantages of the border situation and accelerated development mechanisms currently implemented in the Far East have not yet contributed to a noticeable increase in the welfare of these regions. The research results can be used in the public administration practice for developing strategic planning documents, socio-economic and environmental programmes, as well as for evaluating the effectiveness of implemented accelerated development mechanisms.

Abstract:
The Yangtze River Delta region is one of the regions with the highest economic development dynamics in China, and the importance of its transportation hub status is self-evident. This paper selects the indicator of traffic accessibility and adopts the weighted time cost method to analyze the traffic accessibility and equilibrium of major cities in the Yangtze River Delta region, and draws the following conclusions: (1) the improvement of traffic accessibility can drive the economic development of the city (2) the highway accessibility of cities in the Yangtze River Delta is high, which proves that the city roads in the region are well paved and the road travel is convenient; (3) the railroad accessibility of the Yangtze River Delta city cluster is low, so the railway paving needs to be accelerated in the regional city development planning, and thus the shortage of road travel needs to be completed. accessibility is low, so in the regional urban development planning, railroad paving needs to accelerate the pace, and then make up for the shortcomings.

Abstract:
This document explains and demonstrates which should be taken in Xinjiang mode of development in the current water shortage situation. Using scenario analysis method and IPAT model(Impact, Population, Affluence, Technolog), the article demonstrates seven possible development scenarios and analyzes each scenarios for the future use of water resources in oasis. By comparing and analysising, the scenario 4 (accelerated economic growth, adjusting the industrial structure, strengthen water-saving water consumption of the weak control) and the scenario 7 (accelerated economic growth, adjusting the industrial structure, strengthen water-saving water consumption of the strong control) can be the most executive mode. This document will play a positive guiding significance in the actual work of water resources in Xinjiang Oasis on some degree.

Aim. Substantiation of the thesis on the need to increase the annual growth of the EAEU economy by 6–8% through the implementation of a unified strategy for the accelerated development of target indicators as the level of economic development converges, their sustainable convergence and the activation of the existing production and scientific and technical potential of the Union Member States. At the same time, the nationally oriented financial policy of the Bank of Russia should play an important role.Tasks. Rationale:– the need to supplement the target development scenario presented in the Guidelines for the Economic Development of the EAEU until 2030 with a strategy for accelerated development and solving national security problems;– formation of a nationwide macroeconomic policy, including its monetary component;– carrying out deoffshorization of the economy and stopping the unauthorized export of capital;– supplementing the Eurasian economic integration with monetary, monetary, educational, scientific and technical policies and the transition to national currencies in mutual trade and investment in the EAEU, CIS, BRICS, SCO.Methods. Macroeconomic modeling, methods of mathematical statistics, big data analysis, demographic analysis.Results. The necessity of a significant refinement of the main directions of the unified state monetary policy of Russia, which ensures its entry into the sixth technological order and the irreversible convergence of the production and scientific and technical potential of the EAEU member states, is substantiated.Conclusion. The proposed comprehensive approach will make it possible to fully implement the adopted Strategic Directions for the Development of Eurasian Economic Integration until 2025, lay the foundations for a new stage of integration with the achievement of significant milestones set in the interests of the countries and peoples of our integration association.

Abstract:
The First World War is perhaps the least studied period in the historiography of European settlement in Kenya. This paper reverses the previously held view of settler economic decline and disarray. Despite apparent problems of shipping shortages, closure of markets and loss of white manpower, settler products were grown and exported in ever-increasing quantities during the war years. The grain and livestock industries were stimulated by new wartime markets whilst plantation crops, chiefly sisal and coffee, continued the impetus of pre-war activity and substantial new planting took place. Prosperity and development, not reversal and decline, were the keynotes of the settler wartime economy. With this new evidence and understanding, it is possible to re-interpret much of the early history of colonial Kenya. The fundamental vulnerability and stuttering growth of white settlement before 1914 gave way to the gradual assertion of the settler economy over the African, with state support, during and after the war. But this assertion and growth was founded upon abnormal economic circumstances: on cheap and available labour, insatiable markets and a pre-occupied colonial state. The post-war crises of labour and market contraction, and the pre-eminence of the settler sector after 1920, therefore must be traced to this accelerated and artificial growth in the settler economy in 1914–18.

Abstract:
The process of digitalization of the economy is accelerated by the development of the legislative framework. The author of the article analyzes the short stories of regulatory legal acts regulating the emission and circulation of digital financial assets and digital money in the Russian Federation, identifies various types of digital money and determines their specificity, as well as analyzes the accumulated law enforcement practice of digital currency circulation.It is concluded that digital money has not only a commodity, but also a credit, legal and informational nature.
