The Government of Pakistan prepared the second Perspective Plan in 1987- 88 for the next ftfteen years to set the long-term social and economic policy framework. The Plan identifted that the long-term objectives could only be achieved if the education, skills, nutrition and health of the people were improved. These objectives have recently been operationalised in the donor supported Social Action Programme (SAP). However, there is general recognition of the resource constraint within which these objectives are to be achieved, especially given the low priority that has been attached traditionally to allocations to the social sectors. Therefore, the p{ogramme envisages the expansion of primary infrastructure through an accelerated school construction programme using cost -effective approaches to delivery including need-based criteria for school location and changes in the pattern of allocation of funds among sector inputs.

Abstract:
Purpose: The purpose of the study is to analyse non-native adults’ self-drive and ways that has influenced towards the development of Malay language programme in which the programme caters to their needs, expectations and self-drive in University of Malaya for Continuing Education.
 Methodology: This study aims to analyse non-native adults’ self-drive in an informal adult education at a higher learning institution in Malaysia using an action research method comprising 58 non-native adult learners which was implemented from January 2014 to December 2017. The evidence gathered through feedback, observation and continuous assessment.
 Findings: The outcome of this study reveals that strong self-drive among non-native adult learners encouraged and increased the effort towards the introduction of a Malay language programme that suits their needs and expectations.
 Research Limitations/Implications: It was reported that the development of new Malay programme would have been more successful and benefits more language instructors and academicians. Their involvement would provide more support and critical views in the research in order to validate the formulation of the Malay programme.
 Social Implications: The improvement in teaching and learning process undertaken has also accelerated adult learners’ attainment and competency in Malay language. As a result of non-native adult leaners’ excellent attainment has reinforced the Malay language educator to attract and increase the enrolment for continuing education at higher learning institutions that offer Malay programme as lifelong learning programme.
 Originality/Value: The study on self-drive among non-native adults and how it has influenced towards the development of a Malay programme that caters to their needs, interests and expectations is still new, and it is a first-hand study of its kind. The results will be useful for those who are involved in adult teaching and in steering Malay as Modern Foreign Language programme at higher education.

Abstract:
This paper looks at the difficulties experienced by both government and industry with the imposition of an accelerated defence programme in the early 1950’s. Shortages in manufacturing capacity, labour and resources forced government to interfere in industry at a time when it was believed that in order to regenerate Britain’s export potential industry had to be freed from the legacy of wartime controls. The impact was not, however, evenly spread but tended to cluster around the engineering industries. Apart from the obvious damage that this would cause to the export drive there was the added and less easily quantifiable problem that directing defence manufacturing to these industries rigidified a regional industrial structure despite government’s realisation of the need for a reevaluation of Britain’s industrial/regional heritage. This paper questions the thesis that the impact of the defence programme was marginal. While accepting the evidence that industry was at times reluctant to observe direction from Government and that indeed much of the programme was not fulfilled, examination of material from the government departments concerned with the programme shows that a confusion of aims may well have helped to undermine industry’s development in this crucial phase of post-war reconstruction.

The aim of this study is to investigate the effectiveness of the accelerated development training program by using a pre and post-tests in order determine whether learning transfer actually took place-that is, whether competencies developed. The research focused on the following competencies: action orientation; planning and organising; analysis and problem solving; relationship building; and impact and influence. From the statistical analysis conducted, significant differences were obtained for three competencies: action orientation, problem solving and impact and influence. The results could not be attributed directly to the training programme though as the separation of variables proved problematic. The results are discussed as well as the design of the evaluation being critically reviewed. Abstract:
The national program for the development of next and new generation academic professionals (NGAP) aims to help Universities to diversify their academic teaching staff to be more reflective of the national demographics of the country. Through NGAP and policies of redress, a Historically White University would predictably introduce young black women into their academic teaching staff. This is a category of the population who would have been most affected by the exclusionary hiring policies that would have generally been in use in historically white universities before 1995, the year following the first democratic elections. The selection of staff according to criteria that has historically been used to exclude them is a policy which is widely considered to be a useful and necessary way to institute redress. While this half thesis does not disagree with this social and moral imperative, I find interest in the lack of focus on the emotional, psychological, spiritual and otherwise personal toll of the implementation of such a policy on those who are introduced through it and related policies. I believe there is a need to problematise the highly normative environments in which staff (to benefit from redress) are required to function. This half thesis examines the narrated experiences of three such staff members at Rhodes University with specific interest in their everyday experiences in an institution which has historically been tailored for (and in many cases is still run by) white, older male academics. The thesis indicates that the emotional and psychological effects and 'taxes' of being on an accelerated development programme may be worth noting and appreciating in order to think about the retention of black woman academics. The findings show that the complexity of younger black women's experiences within historically white universities such as Rhodes University requires equally complex and multifaceted strategies and programmes. These programmes should not only support these academics but also undermine existing exclusionary institutional cultures in order to facilitate true, deep transformational practice in historically white universities such as Rhodes University.

In an attempt to address the challenges relating to the lack of well-trained and skilled workers, which directly impacts on the quality of products delivered by the construction sector, this study focuses on an assessment of the Accelerated Professional Trade Competency Development Programme within the Department of Public Works in the province of the Eastern Cape in South Africa. The main focal area of the study is the OR Tambo Region. These challenges manifest themselves through, among others, backlogs in the delivery of housing by the Eastern Cape Department of Housing and Local Government where the majority of houses demonstrate poor workmanship. Hence the Department of Public works has introduced the Accelerated Professional Trade Competency Development Programme. This study investigates the effectiveness of the implementation of the Accelerated Professional Trade Competency Development Programme. Particular attention is paid to the extent to which the Programme contributes towards the development of qualified artisans and what improvement areas can be effected to achieve its objectives.

Thi s study aims to assess the implementation of the National Development P lan (NDP) and the impact it has had on the provision of human settlements in Gauteng. Th is dissertation has used qualitative research methodology. This nuanced approach has enabled an e laborate exploration and understanding of the NDP as a policy strategy and provided the tools to measure its impact on the provision of human settlements in Gauteng. For this research, the participants were selected purposively based on their expertise in the field of human settlements. The researcher conducted in depth interviews with 15 senior policymakers in the Gauteng Department of Human Settlements and South Africa’s National Department of Human Settlements and collect ed data on human settlements, wh ich fed, into the findings and recommendations of the dissertation This study has argued that housing policies in South Africa have evolved since 1994, moving away from redress and distribution to an approach of creating sustainable integrated human settl ements. It has also assessed how the Gauteng Department of Human Settlements set out to generate inclusive and integrated settlements through the creation of “new towns”. The building of these “new towns” is in line with the provincial government’s mandate of delivering integrated human settlements in the province. South Africa’s Department of Human Settlements and the Gauteng provincial government introduced the Megaprojects in 2014 as a R100billion economic corridor investment, which aims to provide 800 0 00 housing opportunities across five corridors in Gauteng. Despite these initiatives, the provincial Department continues to face several constraints such as population growth, migration, unavailability of land, housing backlogs, a high rate of informal settlements, corruption, poor implementation of policies, and a lack of economic growth and budgetary constraints. The dissertation’s findings suggest that t hese challenges need to be tackled at the policy level the Department of Human Settlements must pr ioritise implementation, good governance and promote greater professionalism within the housing sector in order to achieve these targets . The study further found that p olicymakers must also view housing as a specialised field that requires extensive consul tation and implementation plans that are carefully tailored to address any challenge s that the Department of Human Settlements could potentially encounter during the implementation phase . Fusion powers the Sun and stars, and is potentially an environmentally responsible and intrinsically safe source of essentially limitless energy on earth. Experiments at the Joint European Torus (JET) in the UK, which has produced 16MW of fusion power, and at other facilities, have shown that fusion can be mastered on earth. Fusion power is still being developed, and will not be available as soon as we would like. We are confident that it will be possible to build viable fusion power stations, and it looks as if the cost of fusion power will be reasonable. But time is needed to further develop the technology in order to ensure that it would be reliable and economical, and to test in power station conditions the materials that would be used in its construction. Assuming no major surprises, an orderly fusion development programme— properly organized and funded—could lead to a prototype fusion power station putting electricity into the grid within 30 years, with commercial fusion power following some ten or more years later. A fusion power station is effectively a tiny ‘artificial sun’. Reactions between light atomic nuclei in which a heavier nucleus is formed with the release of energy are called fusion reactions. The reaction of primary interest as a source of power on Earth involves two isotopes of hydrogen (Deuterium and Tritium) fusing to form helium and a neutron: . . . D + T → 4He + n + energy (17.6 million electric volts [Me V]) (7.1) . . . Energy is liberated because Helium-4 is very tightly bound: it takes the form of kinetic energy, shared 14.1 MeV/3.5MeV between the neutron and the Helium-4 nucleus (a chemical reaction typically releases ∼1 eV [electron volt], which is the energy imparted to an electron when accelerated through 1 volt). To initiate the fusion reaction (1), a gas of deuterium and tritium must be heated to over 100 million◦C (henceforth: M◦C)—ten times hotter than the core of the Sun. At a few thousand degrees, inter-atomic collisions knock the electrons out of the atoms to form a mixture of separated nuclei and electrons known as a plasma.

The aim of the research was to study the experience of companies in the transition to remote work during the COVID-19 pandemic. The development of information and communication technologies in the 21st century has transformed everyday work and life, and it was expected that, over time, teleworking would become a common practice in most companies. However, it was slower than initially expected due to various social and organizational factors. The COVID-19 pandemic accelerated the shift to forced remote work, creating problems and challenges for both employers and employees. This proves that new approaches and solutions are not only possible, but also useful and necessary. In order to find out what challenges employers have faced in the transition to remote work and what experience they have gained in order to solve them, two focus group discussions were organized with employers of Vidzeme region from different sectors. In order to compare the experience of employers and employees, a survey of 495 remote-working respondents was conducted between September and October 2020. The research data were collected in the framework of the National Research Programme project “Life with COVID-19", during the first wave of the pandemic. The study reveals that the main challenges were to adapt business processes to the constraints of the emergency and the work organization of remote work, which requires new knowledge and skills such as how to sell, communicate, motivate, teach remotely and ICT skills. Teleworking during the COVID-19 pandemic posed challenges such as occupational safety risks, health risks, separating work from leisure time and acquiring new knowledge and skills in a short time.

&lt;p&gt;The IStructE Pai Lin Li Travel Award funded the author for an investigation into current practice precast concrete construction in the USA. The Federal Highways Administration (FHWA) in the USA has invested heavily in research into precast concrete construction through its Accelerated Bridge Construction (ABC) programme. The FHWA’s research has had a focus on innovative techniques for joining structural precast concrete elements together.&lt;p&gt;Grouted splice couplers and Ultra-High Performance Concrete are the two key enabling techniques that were investigated in this research. The replacement of 6 36m span bridges over Interstate 78 in Pennsylvania used these techniques and completed each bridge replacement in 40 days. This paper investigates the development of these techniques, the benefits they could have on the UK construction industry and what actions need to be taken to realise those benefits.

Sellafield is a former Royal Ordnance Factory used since the 1940’s for the production and reprocessing of fissile materials. Leaks and spills from these plants and their associated waste facilities has led to radioactive contaminated ground legacy of up to 20 million m3. Consideration of land contamination at Sellafield began in 1976, following discovery of a major leak from a waste storage silo. Over the past three decades there has been a programme of environmental monitoring and several phases of characterization. The latest phase of characterization is a £10million contract to develop second generation conceptual and numeric models.
