Abstract:
Access to justice through the court system for non-disabled persons is trampled upon every day in Nigeria. One can then imagine the plight of the disabled persons most of whom live in abject poverty and constant discrimination from their respective families, religious congregation, educational sectors, Judicial practices and the ineffectiveness of the government policies, which clearly plummeted people’s confidence in the social justice system as well as the entire political structure. Against this backdrop, this study presents the findings of the analyses of these discriminations and Injustices; stemming from basic amenities to prevailing cultural vices, religious practices and lack of commitment on the part of the government. To attend and implement the needs of the disabled persons, which are hindrances to access to justice for the disabled persons in Nigeria. Thus this writer used Therapeutic Day Care Centre (TDCC) as a case study by interviewing the people that work with them as well as primary and secondary data. The conclusion points to the needs of these ‘special’ groups or disabled persons that were explicitly listed herein to be strictly adhered and for the Nigeria Bar Association (NBA) to take a proactive stand to redress the lawful inadequacies so as to enhance their access to justice. Abstract:
Accessibility can be refer as the "ability to access" and benefit from some system or entity. The concept access facilities focuses on enabling barrier free environment for persons with disabilities, or enabling access through the use of assistive technology brings overall development in accessibility and benefits to everyone. All human beings are physically disabled for some time in their lives. But those who remain healthy and without disability all their lives are very few. Thus, public buildings should be accessible and barrier-free to both able body and disabled population as well. Persons with disability find it difficult to gain access into and operate freely without assistance in many public buildings in India. This publication is an attempt to provide information an inventory of facilities required for disabled people in public places. It is an observational study covered the identification and ascertaining the functional state of access facilities available including schools etc. A total of 10 such public buildings samples were observed. The results show that major facilities required by disabled people are lacking in many public places. Some of the access facilities identified in few public buildings are in poor state of operation. However, absence of such key facilities restricts the activities of normal population as well as physical disability people. Hence, they cannot work freely in such environment and become productive as tax-paying members of the nation. Due to shortfall or perhaps total neglect in provision of such access facilities, the movement, competence and talents are being restricted for the disabled population. Hence, equal opportunity and non-discrimination brings good equation for every citizen in this developing country constitute a barrier free environment for the development of their abilities. At last, the society at large is deprived of the abilities and talents in people with disabilities.

With this contribution I would like to give a general account of new attempts in the Federal Republic of Germany (FRG) to provide suitable jobs for emotionally handicapped people. It concerns jobs in enterprises on the general labour market which have been especially created for the emotionally handicapped in order to make social access possible for them. Just as certain physical changes in environment, transport, building etc. allow social access to public life for the physically disabled, the above mentioned group of people need certain social places which take their special needs into account.

Current demographic situation, characterized by a change in the structure of the morbidity rate and rapid aging of the population, has led to an increase in the number of disabled people in the world. Existing international legal norms, activities of international organizations and non-governmental organizations (NGOs), as well as the implemented state policy are not fully able to overcome restrictions on the realization of the rights of disable persons, especially with regard to access to essential medicines. The article analyzes the system of the drug provision organization for disabled people in the Russian Federation, formulates recommendations on the systematization of approaches to the organization of this process with a view to improving the effectiveness of medical and social rehabilitation of disabled people

Frederick L. was identified as a learning disabled person in need of special education. Because the school district did not operate appropriate programs for students at or above grade 5, he was deprived of a program to meet his needs. The parents initiated a class action suit in the federal courts seeking an appropriate remedy. Throughout the course of litigation, the federal court has served a key role as mediator in effecting sweeping changes in programs for learning disabled students. These changes have provided for special education of the learning disabled from school entry to age 21 and include provisions for equal access to vocational training for exceptional persons.

Article 14 of the Constitution of the Republic of Slovenia (1991) quotes: “In the Republic of Slovenia everyone is granted the same human and universal rights regardless of nationality, race, gender, language, religion, political beliefs, education, social status, disability or any other personal circumstance”. Reality isn’t always like that and with my paper I would like to point out a group of people that encounters various problems when executing their right of free movement (access to public spaces) and their right to retrieve, receive and spread information (access to- and usage of archives). When building or reconstructing Archives we shouldn’t think only about how to protect archival material but also about how to enable people with disabilities to move freely inside of premises and access archives.

Full text
Abstract:
This thesis examines possible synergies and points of friction between understandings of disability that emphasise its social contingency and jurisprudential debates on substantive equality and access to social security in the context of the promotion of access to work for disabled persons in South Africa. In consequence of an analysis of theoretical debates in the field of disability studies and how these find application in the sphere of employment equity law, it is concluded that, while social understandings of disability mostly focus on structural changes that would see people with disabilities who can and want to work gain access to such work, the positive obligations imposed on employers and the state in terms of equality rights and employment equity legislation are of limited depth and breadth. It is proposed that one potential course of action to address the limited scope of equality law would be to emphasise the state's obligations in terms of socio-economic rights where these rights are relevant to work inequality. Particular emphasis is placed on how the interpretation and application of the right to access to social security could be used to activate government's duties in respect of unemployment protection and work creation. The conclusion reached is that while this strategy poses risks and has its limitations, it can be used to improve information gathering in respect of disabled work seekers that will aid planning and enforcement; to facilitate support for disabled work seekers who experience discrimination; to compel government to improve the implementation and enforcement of employment equity laws in respect of disabled work applicants; to catalyse a holistic approach to social security that considers the interrelationship between social assistance and promoting unemployment protection for disabled persons who are willing and able to work; and to provide different forms of support to disabled people who do not operate in the formal labour market, but who can and do perform work that falls outside the scope of traditional labour market regulation.

Abstract:
The absence of the theme access and quality of attention to health, concerning People with Disabilities, under all the research priorities of the Ministry of Health, illustrates the invisibility of this population. Still, more invisible are the People with Multiple Disabilities in need of pervasive support, elected as participants of this study. Based on this assertion, the access of People with Multiple Disabilities in need of pervasive support to oral health services was analysed in light of the following dimensions: perceived necessity, availability of services, use of health services, acceptability, accessibility, functional adequacy and financial status. To reach the goal, a regional, descriptive, cross-sectional field research was performed, which developed into Association of Parents and Friends of Disabled People of São Paulo state, equipped with Daily Care Unit or similar, in the municipalities taking part of the Regional Health Department VI - Bauru. The study had the participation of 71 parents and/or guardians of People with Multiple Disabilities in need of constant or high intensity pervasive support, in different environments. The research was conducted by applying a questionnaire with open and closed questions to parents and/or guardians. For statistical analysis SPSS V17 software, Minitab 16 and Excel Office 2010 were used. Data were analyzed using three statistical tests - Equal Test of Two Proportions; Mean Confidence Interval and P-value. The results, in light of the dimensions, denoted high prevalence of perceived need of dental care by parents and/or guardians for People with Disabilities and Multiple and presence of accessible public oral health services in the territory. However, parents\' confidence concerning the ability of these services to promptly address the need for oral health of people with multiple disabilities was expressed by 1,42 ±0,58. More than seventy per cent of parents and/or guardians informed that the People with Multiple Disabilities do not use dental services regularly. Acceptability was related directly to the professional profile and the organizational characteristics of the services. Accessibility was hampered by human, architectural (means of transport) and financial obstacles. Most parents voiced inability to afford the cost of a dental treatment, unless they received help from someone or some benefits. It is concluded that People with Multiple Disabilities, in need of pervasive support for oral health services, attending APAES with UCD in DRS VI - Bauru, are not regular or timely, and do not achieve the best possible results for the specificities of disabled people. The access were mediated, primarily, by attitudinal and programmatic barriers, i.e., by attitudes, behaviors and reactions of parents and/or responsible for People with Multiple Disabilities, in relation to the dentist and to the characteristics of oral health services, as well as the attitudes, behaviors and reactions of the dentists and oral health services in assisting people with disabilities and their caregivers.

Abstract:
This essay deals with a study of technological aids for the physically disabled with reduced mobility. In today's society technology develops in a very fast pace, but the technology should be available to everyone including those with disabilities. The main aim of this study is to investigate the following research issue: Which are the opportunities for motoric disabled adolescents to take advantage of the technological developments in terms of interaction with computers? Our conducted interview study showed that the users were using touch pads and eye tracking. However, the study also showed that they were not fully satisfied with the aforementioned aid tools. Recent research studies discuss other existing aid tools, and that they could be more beneficial for the users. Furthermore, recent research results also show that there are guidelines to be followed when developing technical aid tools for adolescents with motoric disabilities.

Abstract:
We were approached by an amputee diabetic to build a device that could test blood sugar with the use of only one arm. Originally, this product was client based only. It was designed for an elderly diabetic amputee such that the device would allow him to single-handedly manage his blood glucose testing without any extra assistance from other persons. Although this was originally a client-specific device, it is expected to have a broader market based on the prevalence of arm amputations among the diabetic patient population. Statistics reveal that over 80,000 amputations are performed each year in the United States on people with diabetes. [1] The target audience is also intended for older individuals who suffer from having limited fine motor coordination due to conditions such as arthritis. Diabetic patients must test their glucose level several times a day, and therefore it is absolutely critical to have a glucose-testing device that allows a user to test his or her glucose-level with no trouble. This device would provide these diabetic patients with access to a more convenient and user-friendly system that would allow an individual to test his or her blood glucose level with ease.

Abstract:
Rural tourism has great potential for attracting people with different interests, but it requires close cooperation in the planning and implementation of strategic development directions and measures related to tourism. At present time, the social model of integration of the disabled is becoming more and more established. A person with a disability needs adapted infrastructure to travel. Actions should be implemented in accordance with the principle that people with disabilities, like all people, need access and integration. Therefore, it is important to study the accessibility of rural tourism services for the disabled in Lithuania.

Abstract:
In Japan, many facilities have been modified for ease of use by socially disadvantaged people because of construction and barrier-free access laws. Currently, however, these modifications are largely limited to public facilities within Tokyo. This research examines the problems for people with hearing disabilities visiting bathing beaches, which attract the maximum number of visitors and which have numerous barriers for people with disabilities, and also proposes measures for resolving some of these problems. People with hearing disabilities do not evoke caution because there is no way to tell them apart based on external appearances. This therefore creates problems such as being unable to recognize warnings regarding dangers and cautions, and being slow to take action to avoid dangers. It has thus become clear that systems for communicating information suitable for people with hearing disabilities have yet to be established. As one of the authors has a hearing disability, methods for resolving these problems are proposed by addressing the problems from the viewpoint of a hearing disabled person.

Full text
Abstract:
This paper examines gender among other factors that may constrain older persons in Southeast Asia from meeting their health-care needs when sick based on data from Cambodia, the Philippines and Viet Nam. It finds that while women in Cambodia and the Philippines are more likely to seek treatment than men, the gender difference is reversed in Viet Nam where stigma associated with some diseases may more strongly deter women than men. Household survey data from these countries show that the probability of seeking treatment rises with age more sharply for women than men. Yet, for the subsample of elders, the gender difference is not significant.
