Abstract:
Access to justice through the court system for non-disabled persons is trampled upon every day in Nigeria. One can then imagine the plight of the disabled persons most of whom live in abject poverty and constant discrimination from their respective families, religious congregation, educational sectors, Judicial practices and the ineffectiveness of the government policies, which clearly plummeted people’s confidence in the social justice system as well as the entire political structure. Against this backdrop, this study presents the findings of the analyses of these discriminations and Injustices; stemming from basic amenities to prevailing cultural vices, religious practices and lack of commitment on the part of the government. To attend and implement the needs of the disabled persons, which are hindrances to access to justice for the disabled persons in Nigeria. Thus this writer used Therapeutic Day Care Centre (TDCC) as a case study by interviewing the people that work with them as well as primary and secondary data. The conclusion points to the needs of these ‘special’ groups or disabled persons that were explicitly listed herein to be strictly adhered and for the Nigeria Bar Association (NBA) to take a proactive stand to redress the lawful inadequacies so as to enhance their access to justice. Abstract:
Accessibility can be refer as the "ability to access" and benefit from some system or entity. The concept access facilities focuses on enabling barrier free environment for persons with disabilities, or enabling access through the use of assistive technology brings overall development in accessibility and benefits to everyone. All human beings are physically disabled for some time in their lives. But those who remain healthy and without disability all their lives are very few. Thus, public buildings should be accessible and barrier-free to both able body and disabled population as well. Persons with disability find it difficult to gain access into and operate freely without assistance in many public buildings in India. This publication is an attempt to provide information an inventory of facilities required for disabled people in public places.It is an observational study covered the identification and ascertaining the functional state of access facilities available including schools etc. A total of 10 such public buildings samples were observed. The results show that major facilities required by disabled people are lacking in many public places. Some of the access facilities identified in few public buildings are in poor state of operation. However, absence of such key facilities restricts the activities of normal population as well as physical disability people. Hence, they cannot work freely in such environment and become productive as tax-paying members of the nation. Due to shortfall or perhaps total neglect in provision of such access facilities, the movement, competence and talents are being restricted for the disabled population. Hence, equal opportunity and non-discrimination brings good equation for every citizen in this developing country constitute a barrier free environment for the development of their abilities. At last, the society at large is deprived of the abilities and talents in people with disabilities.

The aim of the research is to conduct comparative analysis to the Criminal Procedure Laws of the Republic of Lithuania, of the Republic of Latvia and the Ukraine on the rights of protection of disabled persons who became victims of criminal acts (crimes and misdemeanours). Directions of elaboration of the policy of social and economic adaptation of disabled persons in Ukraine are analyzed within the article. Current trends in the implementation of the state policy in the field of social and economic support of disabled persons are analyzed. Detailed attention is paid to the definition of basic provisions of the institutional regulation of social and economic provision of disabled persons, justification for such regulation measures, which were combined into two groups: active and passive. In addition, within the article, main measures for the formation of an inclusive educational space are defined and substantiated, issues of the access to education for disabled persons, formation of the policy of their professional training, retraining and advanced training are considered, In particular, an analysis of the peculiarities of the existing system functioning of vocational training of unoccupied population and unemployed disabled persons is conducted.

Frederick L. was identified as a learning disabled person in need of special education. Because the school district did not operate appropriate programs for students at or above grade 5, he was deprived of a program to meet his needs. The parents initiated a class action suit in the federal courts seeking an appropriate remedy. Throughout the course of litigation, the federal court has served a key role as mediator in effecting sweeping changes in programs for learning disabled students. These changes have provided for special education of the learning disabled from school entry to age 21 and include provisions for equal access to vocational training for exceptional persons.

Article 14 of the Constitution of the Republic of Slovenia (1991) quotes: “In the Republic of Slovenia everyone is granted the same human and universal rights regardless of nationality, race, gender, language, religion, political beliefs, education, social status, disability or any other personal circumstance”. Reality isn’t always like that and with my paper I would like to point out a group of people that encounters various problems when executing their right of free movement (access to public spaces) and their right to retrieve, receive and spread information (access to- and usage of archives). When building or reconstructing Archives we shouldn’t think only about how to protect archival material but also about how to enable people with disabilities to move freely inside of premises and access archives.

The sexual citizenship of disabled persons is an ethically contentious issue with important and broad-reaching ramifications. Awareness of the issue has risen considerably due to the increasingly public responses from charitable organisations which have recently sought to respond to the needs of disabled persons—yet this important debate still struggles for traction in academia. In response, this paper continues the debate raised in this journal between Appel and Di Nucci, concurring with Appel’s proposals that sexual pleasure is a fundamental human right and that access to sexual citizenship for the severely disabled should be publicly funded. To that endeavour, this paper refutes Di Nucci’s criticism of Appel’s sex rights for the disabled and shows how Di Nucci’s alternative solution is iniquitous. To advance the debate, I argue that a welfare-funded ‘sex doula' programme would be uniquely positioned to respond to the sexual citizenship issues of disabled persons.

Abstract:
Inequality, discrimination and transformation remain the key challenges which most employers are faced with in the South African labour market. Key among such challenges has also been employers' ability to ensure that persons with disabilities access the labour market. In this paper I highlight employment discrimination experienced by persons with disabilities in South African workplaces, which often prohibits them from accessing employment opportunities. I argue that employers need to consider employing persons with disabilities and also reasonably to accommodate them within South African workplaces. I further illustrate efforts by the legislature to eradicate forms of unjustified discrimination against persons with disabilities through the enactment of the Employment Equity Act 55 of 1998. I argue that all of us need to understand how cultural, social, physical and other barriers continue to prevent persons with disabilities in South Africa from enjoying their constitutional rights to equality, freedom and human dignity, and further, that it is desirable that society at large and government work together towards eradicating barriers which prevent persons with disabilities from accessing the labour market.

Conservatively, there are approximately about two million persons in Nigeria who may be referred to as persons with intellectual disabilities. These persons suffer from several challenges ranging from economic to non-inclusion in the society. In the paper, the discussion focuses on persons with intellectual disabilities and the effective access to justice as a fundamental right. The paper finds that even though Nigeria has adopted and ratified the United Nations Convention on the Rights of Persons with Disabilities, the Federal Government of Nigeria has not been proactive in supporting the persons with disabilities in the country to enjoy these rights. Furthermore, despite the provision in the 1999 Constitution of the Federal Republic of Nigeria to ensure freedom from discrimination, there is no direct effect on procedure to ensure that the rights of the disabled persons are protected. The paper proposes for a framework for the protection of the person with intellectual disability which includes legal protection, legal awareness, legal aid, adjudication and for civil society oversight of the access of persons with intellectual disabilities to justice.

Now that China has become a signatory party of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, it would be significant if China could amend its copyright laws so as to end the “book famine” for a huge population with a print disability. The objective of this paper is to evaluate the effectiveness of Chinese copyright exceptions for the print disabled and propose amendment options for China's copyright law to ensure compliance with its signatory obligations. To this end, the paper provides an overarching examination of China's copyright exception arrangements for the print disabled, identifies the gap between Chinese copyright laws and the Marrakesh Treaty, and analyses previous proposals on copyright law reform.

Abstract:
Objective: to develop an algorithm for customized selection of a wheelchair for the disabled persons with limited mobility followed by design of a software allowing to automate the process of wheelchair selection. Materials and methods. Analytical review of English literature was performed to address the issues in prescription and utilization of the assistive devices and technologies (ADT). The regulatory documents governing the ADT prescription in the Russian Federation (RF) were studied. Russian market of the wheelchairs for the disabled persons was analyzed. Ten disabled persons with traumatic spinal cord injury to the department of medical rehabilitation of the Centre were examined to pilot the software for automated wheelchair selection. Results. After the literature review results were structured, the major groups of factors that should be considered when selecting a wheelchair were identified: 1) anthropometric measurement, 2) physical and functional capabilities of the disabled person, 3) level of everyday activity, 4) availability and physical capabilities of the caregivers, 5) particularities of the environmental factors. The algorithm for customized selection of wheelchair was designed. The database comprising the technical characteristics of 141 wheelchair models that are taken as a basis of the software was developed. IBM-compatible computer was used to develop the software. Programming language: Delphi, data base management system: Microsoft Access 2013. Piloting results showed the effectiveness of the software. In all cases appropriate wheelchairs were selected. Conclusion. Within current study the software for automated process of customized wheelchair selection was piloted. The software takes into consideration the level of activities and participation of the disabled persons and significant environmental factors which allows to customize the ADT prescription.

As Canada moves toward the passage of a federal statute assuring access and inclusion for disabled persons, inevitable comparisons arise between the statutory environments for people with disabilities in Canada and the USA. In previous research, we have used daily time use as a macro indicator of the degree of integration of people with disabilities into the wider society. If statutory protection of disabled persons is effective, activity participation should be similar between persons with and without disabilities in jurisdictions that are favorable to full participation. This paper provides the analysis of national survey data on time use in the United States and Canada for 2010. It shows that the dissimilarity of time use by persons with and without disabilities is smaller for Canadians than for Americans. This finding shows that disabled Canadians are more integrated into their wider society than disabled Americans. Paid work is one activity where Canadians and Americans with and without disabilities are most dissimilar. Regression analysis of time spent in paid work indicates that, with demographic and economic descriptors held constant, the American residency does not promote an advantage in paid work which is a key indicator of integration. This casts doubt on the effectiveness of statutory protections for persons with disabilities.

Abstract Introduction: Unemployment is one of the major challenges facing persons with disabilities worldwide. Persons with disabilities experience significantly high rates of unemployment compared with the general population, and are often employed in low-paid jobs. This could indicate a missing link in identifying employment opportunities and impeding factors to the opportunities. This study examined access to employment opportunities for persons with disabilities in the Nairobi County in Kenya. Method: An exploratory study design, using qualitative methods, was conducted with three categories of persons with disabilities: the physically disabled, the visually impaired, and the hearing impaired. A convenient sampling was used to recruit 30 participants from five constituencies in Embakasi in the Nairobi County. Findings: The study found that access to employment for persons with disabilities in the study area was limited. Factors responsible for the high unemployment include inaccessible information on employment, negative attitudes, inaccessible physical environment, low educational attainment of persons with disabilities, and ineffective legislation on employment. Conclusion: The lack of employment opportunities for persons with disabilities in Kenya suggests that poverty reduction among persons with disabilities will be difficult. Therefore, efforts should be made through implementation of effective policies to remove barriers hindering access to employment for persons with disabilities in Kenya.

The definition of «social protection of persons with disabilities» is contained in the Federal Law «On Social Protection of Persons with Disabilities in the Russian Federation», which means a system of economic and legal measures, as well as social support measures that are guaranteed by the state, and are aimed at providing people with disabilities with conditions to overcome and replace restrictions life, and also aimed at creating equal conditions with other citizens and opportunities for participation in society. Since ratification, the UN Convention on the Rights of Persons with Disabilities, the Russian Federation has undertaken to take appropriate measures to ensure that persons with disabilities have access, on an equal basis with others, to the physical environment, to transport, as well as to other facilities and services open or provided to the public, as appropriate normative legal acts. At the same time, in the Russian Federation there is no normative legal act containing a clear mechanism for implementing measures aimed at adapting social infrastructure facilities to ensure unhindered access for people with disabilities and other people with limited mobility, which allows officials to evade the implementation of measures creation. The purpose of this study is to study and analyze the legal regulation of the basic rights of persons with disabilities and administrative responsibility for their violation. To achieve this goal, the following tasks were set. Firstly, to analyze the judicial practice for dealing with complaints regarding the implementation of the rights of persons with disabilities. Secondly, to establish typical shortcomings in the consideration of these complaints and determine the causes of their occurrence. The study was carried out using the methods of materialistic dialectics, statistical, comparative, as well as formal legal. The study revealed the shortcomings of legal regulation in the field of protection of the rights of persons with disabilities, as well as formulate recommendations for addressing these shortcomings.

Abstract:
The need for comprehensive core curricula in medical education regarding the health of persons with disabilities has been identified by disability scholars for many years and was recently reinforced by our research indicating Canadian physicians lack knowledge of the social model of disability, and their legal duty to ensure accommodation for persons with disabilities to have equal access to health. The purpose of the current research is to investigate the existence of core medical education curricula devoted to the health of persons with disabilities and determine whether persons with disabilities were involved as curricular designers and educators. A comprehensive literature search of all academic sites found few papers reporting on such curricula, and the time devoted to these curricula was small. Only one medical school internationally was found to have persons with disabilities playing a major role as curricular designers. Further problematic was that “disability” tended to be portrayed by non-disabled professional actors hired as standardized patients (SPs), and only occasionally by actors with disabilities but in scripted SP roles distant from their lived experience. We contend that if persons with disabilities designed medical curricula, non-disabled SPs would be replaced by persons with disabilities as medical educators, sharing their own lived experiences. Another alternative in replacing professional able-bodied actor SPs is the novel education method of digital storytelling, with disabled persons sharing their lived experiences. Another immediate opportunity exists in Canada in the newly developing competency-based curricula for prominent core competencies to be designed and taught by persons with disabilities.

At the end of the analysis, therewere 83 non-governmentalorganizations belonging to the institutions providing social and recreational services for the disabled, and theywere selectedfor filling inanonymous questionnaires. The questionnaire consisted of 12 closed questionswhichaimed atclarifyingthetype of services provided bytheinstitution,activitiesforpersons with disabilities andthecontingent ofprofessionalsworking in thefield.The questionnairehad2 open questionsin order toclarifytheorganization problemsregarding theleisure forpersons with disabilities.Of all thequestionnaires,32werereturned.Resultsof the study.Socialservices areprovidedto people with vision,hearing, intellectualand movement(motility)disabilitiesintheinvestigated institutions. Most institutions (93.75%)providegeneralsocial services, andonly 56.25% of the investigatedinstitutionsprovideleisure activities services for people with disabilities. The biggestproblem is thedeficiency offinancial institutions (funds) and because of that institutions are not able to recruitqualified professionals. The institutions point out thattheydonot have enough space andequipmenttoorganizeactive leisure for persons with disabilities.

Introduction: An emergency is a serious, unexpected situation which may lead to injury, loss of life and damage to property and often needs urgent interventions. Emergency calls can bring urgent life-saving intervention in such situations. Although access to emergency lines for all persons of a society is one of the effectiveness indexes of this critical service, in most countries, these lines are not accessible for disabled people.Case presentation: This study examined the issue of emergency number accessibility for disabled people in the I.R. of Iran. Two persons who had been poisoned by carbon monoxide died because their deaf-mute father could not communicate with the Emergency Medical Service Center (EMSC). This led to the Emergency Medical Service Management Center (EMSMC), in collaboration with Iranian Society of Deaf People Family (ISDPF), developing a system that is a combination of short message system (SMS) and location-based information (LBI) to facilitate the communication of such disabled persons with EMSMCs. The system did not receive any emergency message until this report is provided. Conclusion: Because emergency call service has not been available for disabled people in Iran until now, emergency service organizations should take a proactive approach in developing a reliable and easy to use a method with the current technologies. These organizations should also provide information about the installed systems for end-users.

This gloss is critical and addresses the issue of establishing local legal acts by a municipality limiting access for disabled persons in wheelchairs to public transport and questioning the solutions adopted by the supervisory body - the Voivode. As a result of the analysis, the Author finds several violations by both the municipal body, the Voivode and, above all, the administrative court. Individual violations can be attributed a significantly different importance. The author proves that the solutions (restrictions) adopted by the municipality are unjustified and may lead to social exclusion of some disabled people.

The disability agenda has only gained adequate attention in the public administration discourse after the United Nations (UN) Convention on the Rights of PWDs (CRPD) was enacted on 13 December 2006, followed by the launching of the Sustainable Development Goals (SDGs) in 2015 which included Goal No. 3 on Good Health and Well Being, and Goal No. 10 on Reduced Inequalities. In the Philippines, Republic Act 7277 known as the Magna Carta for Disabled Persons and Republic Act 10070 which provided for the creation of Persons with Disabilities Affairs Office (PDAO) in local government units are among the laws currently governing disability affairs matters. This paper looks into the status of the implementation of RA 10070 in the Provincial Government of Camarines Norte, Philippines. The researcher used qualitative methodology including key informants’ interview, focus group discussion case analysis and documentary analysis. The paper ends by the establishment of a framework, the Disability-Inclusive Theory or ACCESS Theory, that discusses the conditions and elements affecting the formulation of policies and enactment of local laws that provide access and other means to eventually empower PWDs and enable them to become more active participants in their respective communities.

The development of Optical Character Recognition and other data input technologies is providing disabled individuals access to occupations in electronic data processing. Many of these technologies require proofreading of previously captured data for prolonged periods of time. Research using other tasks requiring sustained attention has demonstrated steep performance decrements over time by many functionally impaired populations. Previous investigations have suggested that gains in proofreading performance may be achieved by increasing the error density in the material to be proofread. Thus, the present study was designed to assess the performance of a heterogeneous group of 12 disabled persons on a computerized proofreading task. Errors were embedded in alphanumeric code. The subjects included individuals with a broad range of physical or psychological impairments. After extensive training, all subjects participated in a 6-hr. proofreading task. The subjects corrected 96.6% of the errors embedded in 50,000 characters. Error detections were stable across six hours of proofreading. Implications for proofreading in applied settings are discussed.

An estimated 1.6 million people die from diarrheal diseases each year due to lack of access to safe water and sanitation, and persons with physical disabilities face additional barriers. In Cambodia, approximately 5% of the population is disabled, presenting substantial obstacles in accessing these basic services. The purpose of this study was twofold: first, to identify the challenges facing persons with physical disabilities in accessing safe household water and basic hygiene in rural Cambodia; and, second, to use these results to generate policy and practice recommendations for the water and sanitation hygiene sector implementing water treatment system interventions in rural settings. Fifteen field interviews were conducted with persons with physical disabilities. Thematic analysis was used to identify six main themes. The results indicated that environmental barriers to access were greater in the workplace than household settings and those persons with disabilities had greater awareness about safe drinking water compared to basic hygiene. Additionally, lack of physical strength, distance to water, and lack of financial means were noted as common access barriers. The findings support ongoing research and offer insight into the particular challenges facing persons with physical disabilities in rural areas in accessing safe drinking water and basic hygiene.

European policies and programs aimed at protecting one of the most vulnerable groups of human society aim to ensure the full exercise of fundamental human rights, among which are the subjective rights related to human health and the improvement of the quality of life.One of the most important acts in this direction is the European Disability Strategy with a programming period 2010-2020 in which it is set cooperation on concerted action at national and European level in specific areas of public life, one of which is healthcare.The most common problems of people with disabilities in the field of public health are unequal treatment, limited access to health care and medical treatment, the lack or deficit of specific health and rehabilitation services and access to appropriate medical equipment, corresponding to the health status of the persons with disabilities, as well as insufficient financial support from the state.All listed disadvantage inherent in most health systems lead to the violation of one of the most important social rights of people with disabilities, namely: their right to health.In order to overcome the barriers identified by persons with disabilities in the exercise of their subjective rights,In order to overcome these barriers which people with disabilities face when exercising their subjective rights, in the Strategy of the European Union is indicated that the community will support national health measures taken to provide accessible and quality health services, appropriate rehabilitation services for people with disabilities, the promotion of mental health services and the development of early intervention services and the assessment of the needs of vulnerable persons, including equal treatment.The stride of the European Community to ensure the highest possible protection of the civil, health and other basic rights of persons with disabilities needs to be actively supported by the governments of the Member States, since only through joint efforts and synchronized common policies could be achieved, the objectives set out in the strategic document.

A través de análisis de las tres fundamentales leyes generales, nosotros argumentamos como es el marco legal español para discapacidad –arraigado en su Carta Constitucional- formuló a nivel nacional y local la mayor legislación supranacional de UN y EU en esta materia. Además, presentamos las principales partes implicadas que facilitan el acceso de personas con discapacidad a los servicios que el gobierno nacional y local proporcionan a los discapacitados. Finalmente, los puntos 4 y 5 ejemplifican respectivamentelas medidasconcretas de ayudasy beneficios para persona con discapacidad y las políticas para el deporte y la actividad física. Understanding how persons with disabilities access Web-based content is critical to accessible design. Recent research supports the use of a database-driven model for library Web development. Existing technologies offer a variety of tools to meet disabled patrons’ needs, and resources exist to assist library professionals in obtaining and evaluating product accessibility information from vendors. Librarians in charge of technology can best serve these patrons by proactively updating and adapting services as assistive technologies improve.

In recent years, the media in the United States have re-ported on such notable events as: students at the nation's only college for the deaf stage a successful protest campaign to have a deaf individual ap-pointed president of their institution; a book by a disabled British physicist on the origins of the universe becomes a best seller; a pitcher with only one arm has a successful rookie season in major league baseball; a motion-picture actor wins an Oscar for his portrayal of a wheelchair-bound person, beating out another nominee playing another wheelchair-bound person; a cancer patient wins an Olympic gold medal in wrestling; a paralyzed mother trains her children to accept discipline by inserting their hands in her mouth to be gently bitten when punishment is due; and a paraplegic rock climber scales the sheer four-thousand-foot wall of Yosemite Valley's El Capitan. Most significantly, in 1990, the United States Congress passed an important bill – the Americans with Disabili-ties Act – extending to disabled people employment and access-related protections afforded to members of other disadvantaged groups by the Civil Rights Act of 1964.

Although the United Nations’ Convention on the Rights of Persons with Disabilities enshrines the right to health for all persons with disabilities (PDs), PDs face health disparities in terms of access to rehabilitation resources, which is important for service supply. This study aimed to explore the trends and distribution of rehabilitation resources for PDs in China from 2014 to 2019, explore the main factors that influence equity, and provide suggestions for policymakers. Data were obtained from the annual China Statistical Bulletin on the Development of Disabled Persons and the database of the China Disabled Persons’ Federation. Six types of rehabilitation resources were chosen to measure the trends in allocation and equity. Data on disparities were analyzed based on western, central, and eastern regions. The Health Resource Density Index and Theil Index were calculated to determine the degree and density of unfairness. The findings show a steady increasing trend in the amount of rehabilitation resources in China from 2014 to 2019. The density and equity of allocation of rehabilitation resources have improved greatly in recent years. Regional disparities were principally caused by differences within the regions. Suggestions including expanding investment in rehabilitation resources and developing rehabilitation systems were put forward.

Purpose – This study aims to determine the state of library services to people with disabilities in the USA since the last study conducted in 2008. Social capital theory provides a lens to reconceptualize equal access in a global context, and to offer insights on the effects of new information technologies for re-envisioning universal access. Strategic alliances with education and human–computer interaction researchers are proposed. Design/methodology/approach – Librarians serving the National Library Service for the Blind and Physically Handicapped (NLS/BPH) were surveyed. Questions addressed clientele, services, technologies, career opportunities, leadership, library and information science (LIS) education and librarian demographics. Findings – Human resources, leadership, outreach and out-of-the-box solutions applying mainstream technologies are identified as major challenges to the future of information access for disabled persons through the NLS/BPH system. Research limitations/implications – The survey was limited to librarians serving the NLS/BPH. A similar survey distributed in other nations could expand the possibilities of future research and collaboration. Practical implications – Information from this survey can aid information professionals planning delivery of information services to disabled patrons. Suggestions for shifting from special access to universal access philosophy ensure access for all. Results can also help LIS educators prepare graduates to serve an aging population that will challenge standard methods of information access and services. Originality/value – This study provides the current perspective of services to persons with disabilities compared to findings by the researchers in 2008. Since the first survey in 2008, the service has been updated through a national effort of digitization. This study is the first comparative study of the NLS.

They faced with problems that could not make them work longer. This paper examines the relationship between organizational climate and their job embeddedness. It reveals that disabled employees must be supported by an appropriate organizational climate to ensure their embeddedness with the company. The Affordable Care Act1 (ACA) promises to improve access to coverage and care for two vulnerable groups: low-income persons who are excluded by a lack of resources and chronically ill and disabled people who are excluded by the dysfunction of our existing insurance and care delivery systems. ACA’s sprawling provisions raise a wealth of implementation challenges that are exacerbated by the compromises required to move reform through Congress. Abstract:
Rehabilitation professionals and front-line staff are presented with daily evidence of the value of enhancing the quality of life (QOL) of people with developmental disabilities; they are also presented with evidence of the fact that community service programs do not invariably do so. A considerable amount of energy has been exerted toward determining what constitutes QOL and how it may be assessed and fostered in different settings. In the process, the need for rehabilitation professionals to be knowledgeable of, and able to access, community resources has received increasing recognition. This paper draws upon ethnographic research to assess the QOL of noninstitutionalized developmentally disabled persons and to propose a means of enhancing not only the quality of their lives but also that of their neighbors.

Most hotels in Lebanon, built before 2011, do not provide access to disabled persons in light of 220/2000 law. This is due to: 1/ a misconception that a Disabled Friendly Facility (DFF) would be on behalf of hotel guests’ satisfaction and consequently, would reduce hotel’s popularity and revenue; 2/ a fear that the unforeseen demand for DFFs will be offset by expenses and, in best-case scenarios, would not generate enough profits to pay back initial investments. In brief, hotel-business investors are not sure about the convenience of a DFF and about the number of DFFs to provide in light of 7194/2011law. The objective of this paper is, on the first hand, to demonstrate the financial feasibility and the economic convenience of a DFF and, on the other hand, to test its impact on the satisfaction of hotel guests. Abstract:
This article outlines the existing provisions in Italy for inclusion in workplaces for persons with disabilities. It reports available statistics on the numbers of persons with disabilities in paid employment by sector, those seeking work and drawing pensions and those employed according to educational qualification. It considers the different channels, both formal and informal, through which persons with disabilities are able to gain access to paid employment and the concrete effects of Law 68/1999 on access to work and collocamento mirato (targeted work placement). One of the problems with the Italian legislation on compulsory work placement of disabled persons is that it applies only to employers who have at least 15 employees, whereas the vast majority of employers in Italy have fewer than 10. Lastly, the article reflects on the current situation and the challenges posed by new ways of conceiving of disability and of work. Work needs to be understood not simply as an occupation or position for which one receives payment but as a set of social relations between people, which has value in itself.
