Abstract:
Many countries in the world have in recent years developed measures to increase accessibility to the built environment for persons with disabilities. Of particular concern are facilities such as roads, railways and public premises. The United Nations Convention on the Rights of Persons With Disabilities (CRPD) confers accessibility as a right and gives responsibility to state parties to ensure to persons with disabilities (PWDs) a barrier free environment. The Constitution of Kenya (2010) states that PWDs have a right to facilities including educational that integrate their needs. The Person With Disabilities Act (2003) provides for mechanisms through which such enforcements can be enacted. The body responsible for implementing the Act has developed minimum accessibility guidelines to inform this endeavor as part of Kenya‟s dream of becoming a middle income economy by the year 2030. This research report/treatise details the findings of a pilot baseline survey study conducted in Nairobi, Kisumu and Mombasa Cities.

Abstract:
In this policy-relevant thesis, the findings also revealed implications in conservation practice. Conservation importance takes precedence over the importance of Accessibility in the regulative framework of development control process, although Accessibility is placed with some importance. This is the main result of the findings from a triangulated study using a Single Case study to validate the findings obtained from the Survey Method using Interviews and Delphi Method conducted on the mechanisms of development processes on the Development Control Process in England and Wales. Accessibility to Historic and Listed Public Buildings involves the practice of conservation, which is accommodating the needs of disabled people to access and use of the facilities provided in historical premises. The implications also include aspects of design, management and operations of the historic building and its services. My study took into account the Accessibility and Inclusive Design development in the United Kingdom since the start of the Disability Discrimination Act 1995 until 2005 when the data collection stage was completed. This was when governmental initiatives to include disabled people in mainstream public activities were implemented by the adoption of the Social Model of Disability in U.K. government policies, the establishment of the rights based legislation and the creation of influential financial support for the active reusing of historic buildings by including access plans in applications for the Heritage Lottery Fund. Concurrently, the efforts in adding the value of accessibility to existing historic buildings in many urban regenerated areas in England and Wales involved the stakeholders, local government, the client and their representatives to the development process including heritage service providers. The research aim of my thesis is to ascertain whether the mechanisms used in the development control process and the non development control process were able to contribute in achieving accessibility to historic public buildings in England and Wales.

Från en tidigare studie angående tillgängligheten vid Högskolan i Gävle för personermed rörelsehinder rekommenderades det att en liknande studie för personer med nedsattorienteringsförmåga borde göras. Syftet med denna studie är att undersöka omHögskolan i Gävles entréer är tillgänglighetsanpassade för personer med nedsattorienteringsförmåga. Inventeringen grundas från BBR:s kapitel om tillgänglighet ochdess allmänna råd. I studien inventeras tolv utvalda entréer på Högskolan i Gävle.Studien presenterar även ändringsförslag i form av ritningar för att visa hur entréernakan bli tillgänglighetsanpassade samt en kostnadskalkyl för ändringarna angående deutvalda entréerna. För att få en helhetsbild över problemen utfördes det även enlaboration samt en intervju med Gävle kommuns tillgänglighetssamordnare. Resultatetav studien visade att Högskolan i Gävles entréer har brister i tillgängligheten förpersoner med nedsatt orienteringsförmåga. Ett stort problem som upptäcktes varavsaknaden av skyltar vilket försvårar orienteringen på Högskolan i Gävles område. Detpåvisades även att kontrastmarkeringarna för skolans entréer var slitna, liksombristfällig belysning. Resultaten visar att Högskolan i Gävle behöver vissaförbättringsåtgärder för att få skolan tillgänglig för alla. Avgränsningar som gjorts istudien är att det är enbart de tolv största entréerna på skolan som undersökts och attsvårigheten att hitta testpersoner till laborationen medförde att den fick utföras av osssjälva.<br>From a former study, regarding the accessibility for persons with reduced mobility, itwas recommended that a similar study regarding the accessibility for persons withorientation disabilities should take place. The aim of this study is to investigate if theentrances of the University of Gävle are accessible for persons with orientationdisabilities. The inventory of the study is based on BBR’s accessibility chapter and itscommon advice. In the study, twelve of the entrances at the University of Gävle wereexamined. The study also presents proposals to change the entrances in form of floorplans to illustrate how to make them accessible. The study also includes an estimatedcost for the whole change. In the study, a laboratory and an interview with theaccessibility coordinator of the Community of Gävle also occur. The result of the studyshowed that the entrances of the University of Gävle have flaws with the accessibilityfor persons with orientation disabilities. One of the main problems that was discoveredwas the lack of signs which makes the orientation more difficult. Another problem thatwas discovered was the condition of the contrast markings. They were all worn. It wasalso observed that the lightning of the building was inadequate. The results show thatthe University of Gävle has some improvements to do, to get the school accessible foreveryone. Delimitations that have been done to this study is that there are only thetwelve main entrances that have been examined. It was also difficult to find test personswith orientation disabilities to the experiment. Therefore, we performed the experiment.

Abstract:
Syftet med studien var att beskriva erfarenheter av tillgänglighetsarbete hos personer somvarit delaktiga i byggprocessen för två nyuppförda byggnader med publika lokaler. En kvalitativ forskningsansats valdes som metod för att få en helhetsförståelse för de tankar som ligger till grund för tillgänglighetsarbetet vid uppförandet av byggnader med publika lokaler. Semistrukturerade intervjuer genomfördes och materialet analyserades med kvalitativ innehållsanalys. Tre kategorier utkristalliserade sig i resultatet: Vem förväntas ha kunskap om tillgänglighet och när, Prioriteringar i byggprocessen samt Tillgänglighetsåtgärder är komplexa trots lagar och riktlinjer. Resultatet tydde på att kunskapen om tillgänglighet och om målgrupper med olika typer av funktionsnedsättningar varierade samt att det fanns en otillräcklig kunskap om användbarhet, vilket skulle kunna leda till sämre delaktighet för målgrupperna. Synen på vilka tillgänglighet är till för var ofta begränsad till personer med rörelsehinder och synnedsättning. Den slutsats som kunde dras var att ett aktivitetsperspektiv på tillgänglighet, det vill säga användbarhet, skulle kunna bidra till ökad delaktighet för fler grupper i samhället.<br>The purpose of the study was to describe the experiences of persons working with accessibility and participating in the building process of two newly constructed buildings containing public spaces. A qualitative study was chosen as method, to obtain a holistic understanding of the ideas that are the foundation/basis of accessibility work in the construction of public buildings. Semi-structured interviews were used and the material was analyzed with qualitative content analysis. Three categories was the result: Who are expected to have knowledge and when, Priorities in the building process and Complex accessibility despite laws and regulations. The result showed that the knowledge of accessibility and targetgroups with different types of impairments varied, and that the knowledge of usability was insufficient, which could lead to a lack of participation for target groups. The view on who accessibility was for was often limited to people with mobility impairments and people with visual impairments. The conclusion drawn was that an activity perspective on accessibility, i.e usability, could contribute to the participation of more target groups in society.

Abstract:
There is a great determination towards an increased accessibility in today’s society.  This creates some problems, when the building in question is a historic building of cultural significance, due to legislations and protective regulations. This thesis is executed as research for The National Property Board Sweden (SFV), who deals with these kinds of difficulties daily. The objective of this theses was to explore the influence of accessibility adaptation on cultural values in historic buildings from the 19th century, with a focus on doorways. The aim is also to identify possible faults and weaknesses that could cause a loss in cultural values. The study is based on a literature review and observations of eight doorways in the historical buildings Gamla Riksarkivet, Kungliga Operan, Linneanum and Uppsala Universitetshus. For each doorway actions and procedures have been identified and categorized based on the affected cultural values using two different evaluation models. The visual changes are, according to the result, the most frequent reason behind the affected cultural values that has been studied. The increase in social reforms and legislation about accessibility are the result of a changing society that has altered its preceptions of disabilities. This could be traced back as one of the major reasons that might be behind the loss of cultural values. Accessible environments are important, we should however consider that the cultural heritage is poorly accessible for a reason. It has been discovered that the studied archive files and documents have a lack of information, what actions and procedures the building had endured are vague. The amount of details explaining the procedures and justification of the actions are also limited, especially in the permit applications from SFV and its resolve from RAÄ. In order to facilitate the issue of how the legislation for accessibility and cultural values should ​​be interpreted, policy documents of how the laws should relate to each other are required.<br>I dagens samhälle finns en stark drivkraft för att göra samhället så tillgängligt som möjligt för människor med olika funktionsnedsättningar. Det skapar en problematik när det kommer till Sveriges kulturarv, som skyddas av olika lagar, förordningar och skyddsföreskrifter. Arbetet utfördes åt statens fastighetsverk, som är en av Sveriges största myndigheter, vad gäller förvaltning av kulturfastigheter och dagligen brottas med denna problematik. Syftet med arbetet var att undersöka hur kulturvärden i dörrmiljöer hos statliga byggnadsminnen från 1800-talet påverkas i samband med åtgärder för att förbättra tillgängligheten. Målet var även att identifiera eventuella brister eller oväntade anledningar till att kulturvärden kan gå förlorade. Studien grundas på dokument- och fallstudier, som genomförts på totalt åtta dörrmiljöer i byggnaderna Gamla Riksarkivet, Kungliga Operan, Linneanum och Uppsala Universitetshus. För varje dörrmiljö har åtgärder och ingrepp som utförts identifierats. Därefter har en värdering och tolkning genomförts, utifrån två olika värderingsmodeller, av vilka kulturvärden som påverkats. Resultatet visar, att det är de visuella förändringarna, som påverkat kulturvärdena hos dörrmiljöerna i de flesta fall. Förändringarna i samhället och vår uppfattning av funktionsnedsättningar har drivit igenom de sociala reformer, som ursprungligen lett till förlusterna av kulturvärden. Samtidigt som tillgänglighet är en viktig fråga, bör vi ta hänsyn till faktumet att kulturarvet är dåligt anpassat för funktionshindrade av en anledning. I dokumentation och arkivhandlingar, som studerats, finns en tydlig brist kring vilka ingrepp som genomförts på byggnaderna sedan dess uppförande. Det är även en mycket låg detaljeringsnivå på de förklaringar och motiveringar, som finns i de tillståndsansökningar och beslut, som studerats från SFV och RAÄ. För att underlätta problematiken kring hur lagstiftningen för tillgänglighet och kulturvärden tolkas, bör bestämmelser och styrdokument för hur de olika lagstiftningarna ska förhålla sig till varandra tas fram.

Parallel to this increase, special projects have been developed for aged people in the developed countries, but with these projects aged people were often excluded from society. People with disabilities were already living isolated from society. With the effect of raising awareness in the public after the adoption of the Universal Declaration of Human Rights in 1948, in the course of the last sixty years studies have been realized and new standards and principles have been developed for elderly people and people with disabilities to benefit from the social life equally together with everyone and to raise their quality of life. Starting with the barrier-free design approach, a new period improving and changing the view point of design from general and private design to design for all, to inclusive and/or the universal design has begun. In the thesis, this period has been reviewed through the summarized definitions of these stages. The effects of these improvements have been related to the design and construction of the built environments and buildings. Therefore, people with disabilities started to participate in the society more than ever. The implementation of principles of the Universal Design in the public buildings, especially to hospitals, cultural centers and shopping centers has gained more importance in order to advance full social integration of people with disabilities to the society. Number of shopping centers in Turkey increased rapidly after 1995. In this thesis, two examples were examined and evaluated in the light of universal design principles. The problems faced in these buildings were examined in order to design more inclusive buildings and environments. A brief history of shopping centers was presented. Brief information about some examples of old bazaars from Anatolia and shopping centers from different countries were given.

It involves theoretical research and of field. The theoretical research developed through the literary revision on the conceptualization of physical deficiency or reduced mobility, the conceptualization of public and private space, the falling, the accessibility and the social inclusion with emphasis in two areas: education and culture. The field research was carried through in two overthrown public buildings, with the application of interviews halfstructuralized with controllers and servers, whose proposal was to investigate the question of the social inclusion for people with physical deficiency or reduced mobility to the place that, for being tumbled, possess specific legislation of conservation, what it can make it difficult the necessary adaptations and the elimination of barriers. Over all, the field research was an indispensable tool to analyze the atitudinal question of controllers and servers in relation to the attendance and the promotion of the accessibility for the people with physical deficiency or mobility reduced in its dependences. The data gotten for the field research had been classified, selected and collated with the theoretical research, becoming after that the analyses. The research concludes that falling cannot be confused with plastering and evidences the necessity and importance of the information, the knowledge and the interactions with people with deficiency as elements facilitators of the felt accessibility in its amplest one.<br>Este trabalho propõe estudar a inclusão social da pessoa com deficiência física ou mobilidade reduzida em edifícios públicos tombados na cidade de São Paulo. O trabalho envolve pesquisa teórica e de campo. A pesquisa teórica desenvolveu-se através da revisão literária sobre a conceituação de deficiência física ou mobilidade reduzida, a conceituação de espaço público e de espaço privado, o tombamento, a acessibilidade e a inclusão social com ênfase em duas áreas: educação e cultura. A pesquisa de campo foi realizada em dois edifícios públicos tombados, com a aplicação de entrevistas semi-estruturadas com dirigentes e servidores, cuja proposta foi investigar a questão da inclusão social para pessoas com deficiência física ou mobilidade reduzida ao local que, por serem tombados, possuem legislação específica de conservação, o que pode dificultar as adaptações necessárias e a eliminação de barreiras. Sobretudo, a pesquisa de campo foi uma ferramenta indispensável para analisar a questão atitudinal de dirigentes e servidores em relação ao atendimento e a promoção da acessibilidade para as pessoas com deficiência física ou mobilidade reduzida em suas dependências. Os dados obtidos pela pesquisa de campo foram classificados, selecionados e confrontados com a pesquisa teórica, fazendo-se em seguida as análises. A pesquisa conclui que tombamento não pode ser confundido com engessamento e evidencia a necessidade e importância da informação, do conhecimento e das interações com pessoas com deficiência como elementos facilitadores da acessibilidade em seu mais amplo sentido.

Abstract:
Detta arbete har genomförts för att visa att det går att kombinera tillgänglighet och frångänglighetslösningar i ett skyddat kulturminne, i detta fall just Kalmar residens, utan att förvanska byggnaden.  Arbetet utfördes som en fallstudie. Genom att studera lagar, förordningar och regler samt intervjua sakkunniga och jämföra lösningar på andra byggnadsminnen skall residenset bli tillgängligt. Målet med detta arbete är att leverera ett lösningsförslag. Förslaget skall också kunna användas som inspiration till framtida projekteringar av liknande komplexa slag.  Studien resulterade i att det finns behov av mer lagar samt regler om frångänglighet och att tillgänglighet är en aspekt som borde tas mer hänsyn till i kulturarvsbyggnader. Det är viktigt att alla skall kunna ta del av samhället på samma villkor.<br>This analysis has been conducted to show that it is possible to combine accessibility, accessible evacuation and cultural heritage buildings, in this case especially Kalmar residence, without distorting the building.  The study was performed as a case study. By studying laws, regulations and rules as well as interviewing experts and comparing solutions with other buildings, the residence will become accessible. The aim of this work is to deliver a solution proposal. This proposal should also be used as an inspiration for future projects of similar complex types.  The study has come to the conclusion that there is a need for more laws and rules on accessible evacuation and that accessibility is an aspect that should be taken more into consideration in cultural heritage buildings. It is important that everyone can take part in society on an equal basis.

Abstract:
Satisfactory public transportation (PT) should enable people to reach attractive destinations and desired activities fast, comfortably, safely, and affordably. When PT fails to do so it will have negative effects on the overall accessibility in a society. Evaluating a PT system essentially means measuring to what extent the demand from the users is met, and for such an analysis understanding the concept of accessibility is paramount. Whether an individual will experience a high or a low level of accessibility will likely depend on their personal capabilities, as well as on the surrounding environment. Barriers obstructing an individual from using PT could for example be of physical of phycological nature or come in the shape of public space management disproportionally favoring certain groups of society. Low accessibility can thus be linked to social exclusion, since when a person cannot reach important destinations, their chances to participate in society will be subdued. To measure the accessibility of a PT system, and how a PT system affects the overall accessibility of a destination, it is common practice to use indicators that can represent different categories of social exclusion. This approach was the basis for constructing the performance measurement tool called Bus Stop Ranking Algorithm (BSRA) which was created in the QGIS application Graphical Modeler. BSRA calculates the usefulness of bus stops by counting the number of vulnerable groups, the number of workplaces, and the total population within comfortable walking distance from bus stops, as well as comparing travel times by car and bicycle from residential areas to important locations. The tool was ordered by a private PT company which will use it to make decisions regarding e.g., creating new bus stops, or for relocating, removing, or redesigning existing bus stops or bus routes. The Swedish municipality Lidingö was used as the study area to demonstrate how to use BSRA and how to interpret its output. Using equal weights for all indicators, it was discovered that 9 bus stops in the southern part of Lidingö could be regarded as particularly useful compared to the other 207 bus stops in the municipality. Variables such as the space-temporal component, i.e., changes during the day were not used. Socio economic factors such as segregation were also not highlighted, since all indicators had the same effect on the total scores. Adjusting the weights for some indicators could expose underlying dynamics affecting the total scores for the bus stops and help the PT company make design changes where they will be needed the most.

Abstract:
Syfte: Dagens urbanisering ger behov av förtätning av stadskärnor vilket kan leda till borttagande av parkering, grönområden och solljus. Att bygga och bo i innerstäder är dyrt på grund av höga markpriser, komplicerade projekt och en hög efterfrågan på bostäder. Bostäder idag utformas utefter regelverken SIS och BBR vilket i innerstäder kan få komplikationer. Målet med arbetet är därför att ifrågasätta vissa regler kring tillgänglighet, rumshöjd och ljusförhållanden i syfte att förenkla förtätning och skapa ett nytt förslag av en planerad infill-fastighet där en varierad lägenhetsstruktur uppnåtts tillsammans med en potentiell ekonomisk vinst.   Metod: Arbetets undersökningsmetoder är kvalitativa och består av litteraturundersökningar, dokumentanalyser och intervjuer. Dessa utfördes för att analysera dagens förtätning och resultera i en skissning där byggregler avskaffats för att förenkla viss förtätning.   Resultat: Arbetets skissning visar att en mångfaldig lägenhetsstruktur är uppnåbar via avskaffande av vissa BBR-krav som skapat olika lägenhetstyper, intressanta volymer, tvåvåningslägenheter och yteffektiva planlösningar. Avskaffandet av regler för att förenkla förtätning påverkar inblandade på ett eller annat sätt.   Konsekvenser: Att avskaffa byggkrav i förtätningssammanhang kan ta bort kvalitéer som dagsljus och tillgänglighet i bostäder. Kortsiktiga lösningar på parkeringsbristen finns men förtätning med levande bottenvåningar utförs för att lösa parkeringsbristen långsiktigt genom att skapa tillgångar geografiskt nära människor som minskar behovet av bil. Att avskaffa regler kan leda till enklare projektering och bidra med viss ekonomisk fördel, men dyr nybyggnation tillsammans med hög efterfrågan på centrala bostäder kan försvåra för låga budgetar och prissänkning av bostäder.   Begränsningar: Det generella resultatet av arbetet gällande regelavskaffande fungerar i förtätningssammanhang i andra täta städer men då undersökningen är baserade på Jönköpings innerstad och erfarenheter och åsikter kopplade dit kan generella giltigheten ifrågasättas. To build and live in inner cities is expensive because of high land prices, complicated projects and a high demand for housing. Homes today are designed according to the regulations SIS and BBR, which in the inner cities leads to complications, especially regarding accessibility qualities and light conditions. The aim of this work is therefore to abolish certain rules regarding accessibility, room height and lighting conditions in order to simplify densification and create a new proposal of a planned infill property where a varied apartment structure has been achieved together with a potential financial gain.   Method: The research methods of this work are qualitative and consist of literature studies, document analyzes and interviews. These were performed to analyze today's densification and result in a sketch where building rules were abolished to simplify some densification.   Findings: The work outline shows that a multiple apartment structure is achievable via the abolition of certain BBR requirements that have created different types of apartments, interesting volumes, two-storey apartments and surface-efficient floor plans. Abolition of rules to simplify densification affects people in one way or another.   Implications: Abolishing construction requirements in densification contexts can remove qualities such as daylight and accessibility in homes. Short-term solutions to the parking  shortage exist but densification with living ground floors is performed to solve the parking shortage in the long term by creating assets geographically close to people which reduces the need for car. Removing rules can lead to simpler planning and contribute with some economic advantage, but expensive new construction together with a high demand for central housing can make it difficult for low budgets and price reductions in housing.   Limitations: The general result of this work on the elimination of rules works in densification contexts in other dense cities, but since the survey method is based on Jönköping's inner city and experiences and opinions linked to it, the general validity can be questioned. Dagens samhälle sägs vara byggt för alla, trots det stöter många med funktionsnedsättningar på problem i vardagen som hindrar dem från att känna sig som en i mängden. Högskolan i Gävle har visat sig ha brister gällande tillgängligheten. Detta uppenbarade sig bland annat i undersökningar som gjordes av studenter i Byggnadsingenjörsprogrammet på Högskolan i Gävle 2011. Examensarbetets mål är att identifiera vilka problem som finns vid ramper och entréer. För att underlätta undersökningen valdes de större entréerna på skolan ut. Teorimaterialet är uppbyggt av BBR 2014, Bygg ikapp och hemsidor med relaterat material. Sökandet efter vetenskapliga artiklar gjordes på webbsidor såsom Taylor &amp; Francis Online, Academic Search Elite och Web of Science. Dessa hittades på databasen som Högskolan i Gävles bibliotek ställer till förfogande och de sökningar som gjordes var då efter relevant litteratur som kretsar kring funktionsnedsättningar och framkomlighet i byggnader. Undersökningen grundar sig på två laborationer som namngetts till laboration 1 och 2. I laboration 1 uppmättes ny mätdata och jämfördes med tidigare framtagen litteratur-data som beskriver vad som är acceptabelt då man ska ta sig fram med rullstol. Mätdatat består av mått och kontroll av befintliga hjälpmedel på plats. Laboration 2 bestod av ett rullstolstest som utgick från en tidigare upprättad kontrolleringsmall. Detta test gick ut på att själv uppleva problemen och genomgå testen utifrån en verklig upplevelse. Resultaten från båda laborationerna visade att många entréer har stora brister på de flesta punkterna.<br>It is claimed that the modern society is built for everyone, yet many individuals with disabilities encounter problems in their everyday life that prevent them from feeling like a part of society. University of Gävle has been proven to have insufficiencies regarding availability. This has been exposed in surveys conducted by students in the Building Engineering Program. This thesis aims to identify the problems that exist at the ramps and entrances. To facilitate the investigation, the major entrances to the school were selected. The theoretical material consists of BBR 2014, Bygg ikapp 2014 and websites with related content. To find scientific articles websites such as Taylor &amp; Francis Online, Academic Search Elite and Web of Science was used. These articles were discovered in the database in the library of The University of Gävle and the searches related to relevant literature that revolves around disabilities and accessibility in buildings. The study is based on two labs that has been named lab one and two. In lab one, the entrances were measured and this data was compared with previously established literature-data that describes what is acceptable when you are using a wheelchair. This data consists of measurements but also an inspection of existing resources. Lab two consisted of a practical test with a wheelchair and was based on an existing template used in checking accessibility. The purpose of the second test was to experience the problems firsthand and undergo these tests as a real-life experience. The results from both labs were very poor and many entrances showed major flaws at most checkpoints.

As a field intricately connected to human experience and interaction, technical and professional communication (TPC) is historically, ethically, and practically tooled to address issues of equality, diversity, and access. While these important issues have not always been the focal point of TPC, the recent turn toward social justice has scholars asking critical questions about how users access information, how specific design practices may privilege some and disenfranchise others, and how we can be more inclusive across our communication practices. In this dissertation, I argue that it is within reach of TPC to address the specific problem of access—the gap between what we believe to be accessible and what is actually accessible—and to begin to change specific norms (beliefs, standards, guidelines, etc.) that guide our practices. We change norms, or the typical way we do things, by exposing them, disrupting them, and developing new, more inclusive practices. I argue that we can create new norms that are liberated from unjust assumptions of embodied ability and include accessibility as a normalized part of the design process.

There are multiple laws to consider during reconstructions. In practice, some of these laws are challenging to combine, which inevitably sometimes leads to deviation. BBR 29 and PBL (2010:900) requires accessibility adaptation during reconstructions and that some exceptions are allowed during specific circumstances. The purpose of this paper is to examine accessibility adaptation throughout Boverket’s building process and the priorities made when conflicting regulations give contrary outcomes. What are the challenges and what exceptions to the rules are acceptable? More precisely, this paper will examine accessibility adaptation of culturally valued buildings, since it is not unusual that these laws collide. The study includes a literature study, qualitative interviews and a case study. Based on the data, it is clear that each project is unique and has individual characteristics and challenges. Thus, it is not possible to draw general conclusions. However, the practical examples emerging in the data, as well as the case study, indicate some patterns. The majority of the accessibility adaptation is done during the third stage of the building process. Many deviations are necessary due to discovering challenges too late or due to unforeseen practical implications during the development of accessibility solutions. If experts are involved earlier, as well as continuously consulting during the entire process, less deviations could be necessary. This is supported by the case study where an expert was included much earlier, before final decisions on accessibility solutions were made, and the collaboration continued throughout the full project. The constant access to expertise and added time for accessibility solutions, resulted in creative solutions in favor of accessibility adaptation. Few deviations were made. The study indicates that when buildings with a cultural value must be protected, it often makes it difficult for accessibility adaptation in practice. In these cases, the deviation is more often made from accessibility rather than cultural value preservation.<br>Det finns flera styrande lagkrav vid en ombyggnation. Dock kan det hända att tillämpningen av vissa lagkrav i praktiken är utmanande att kombinera vilket kan leda till att avsteg måste göras. BBR 29 och PBL (2010:900) är exempel på lagar och föreskrifter som ställer krav på tillgänglighetsanpassning vid ombyggnation och det får endast göras avsteg från dessa under vissa omständigheter. Syftet med studien är att undersöka hur tillgänglighetskraven värderas i byggprocessen mot andra lagkrav, där de båda ger motstridiga utfall för att kunna ta reda på vilket som prioriteras och vilket som görs avsteg ifrån. Mer specifikt har det för studien valts att undersöka hur tillgänglighetsarbetet går till i byggprocessen vid en ombyggnation av en kulturmärkt byggnad. Studien avgränsas till Skåne och funktionsnedsättning i form av nedsatt rörelseförmåga då detta kräver en större insats för byggnadstekniska lösningar. Frågeställningarna är formulerade för att ta reda på hur tillgänglighetsarbetet går till vid en ombyggnation av en kulturmärkt byggnad då två områdens lagkrav ska kombineras. Det undersöks hur tillgänglighetsarbetet i byggprocessens olika skeden utförs, vilka de vanligaste utmaningarna är och hur de hanteras samt vilka som är de mest förekommande avstegen. Studien genomförs med hjälp av litteraturstudier inom området för tillgänglighet, kvalitativa intervjuer med sakkunniga TIL samt en deskriptiv fallstudie av ombyggnationen av det Gamla polishuset på Davidshall i Malmö. Av insamlad data framgår det att tillgänglighetsarbetet är unikt och individuellt för varje projekt, därav är det inte möjligt att göra generella slutsatser. Praktiska exempel från intervjuerna samt fallstudien tyder dock på några samband. Merparten av tillgänglighetsarbetet sker under projekteringsskedet i byggprocessen. Utmaningarna varierar beroende på projektets karaktär och många avsteg förekommer då utmaningarna upptäcks för sent eller för att tillgänglighetsanpassningar i praktiken stött på oförutsedda hinder. Att koppla in sakkunnig TIL i ett tidigt skede, samt utöka deras involverande kontinuerligt genom byggprocessen, skulle kunna minska avstegen från tillgänglighet som behöver göras. Detta framgår också i fallstudien där sakkunnig TIL har varit inkopplad från början i projekteringsskedet vid framtagandet av system- och bygglovshandlingar. Kommunikation mellan sakkunnig TIL och antikvarie har löpt parallellt genom projekteringen samt produktionen i fallstudien. Detta har i sin tur resulterat i att det funnits tid och kunskap till att hitta kreativa lösningar som är till fördel för tillgängligheten och att få avsteg har gjorts vid ombyggnationen. Med bra planering, kreativitet och samarbete kan utmaningar och avsteg från tillgängligheten minskas och fler lösningar hittas. Studien tyder på att när det finns ett förvanskningsförbud som gör att tillgänglighetsanpassning rent praktiskt inte är möjligt att genomföra, görs avsteg från tillgängligheten snarare än från kulturvärdet. Det är vidare fortfarande otydligt hur och vilka avsteg som får göras i praktiken. En stor del av beslutet om vilka lagkrav som avsteg görs från är upp till beslutande myndighet, där det beror på var och utav vem beslutet tas. Utöver att tydlighet i tillgänglighetsarbetet i byggprocessen kan minska behovet av att göra avsteg, kan en tydligare prioriteringsordning mellan lagkraven underlätta det praktiska arbetet.

Within the project Maps without Barriers realized under Charta 77 Foundation - Barriers Account, in 2015 we intend to map accessibility of buildings and its premises from the perspective of people with limited mobility. We plan to inspect nearly 600 castles, palaces and other tourist attractions in the Czech Republic. The acquired data will be gathered and published as an on-line map in form of open and machine-readable data. It will also appear as Linked Open Data. However, the project will not end with mapping premises, the main objective is to provide a solid foundation for a unified database of accessibility of buildings and its premises. Negotiations with institutions and organizations interested in mapping are in progress and we try to offer them our project platform for publication of their data. The required RDFS vocabulary will be designed and carried out as part of this diploma thesis. It will be tested on the data from a number of forms describing existing objects. The data will be gathered by means of services designed in terms of this theses and provided for purchasers and users equally.

There are several aspects which need to be considered while planning a building to achieve sustainable environment for people's well-being. One of the significant aspects is social sustainability which is largely about promoting everyone regardless of the circumstances. In a socially sustainable city, there should be access to meeting places to improve social life. The Park Paradiset and the Broparken in Vallastaden were designed to improve socializing between people. The parks in this work are examined based on social aspects; interaction and identity. In addition, a park should be designed based on different aspects to suit different people. This work considers aspects such as recreation/ leisure, cultural identity, accessibility and safety. Beyond these aspects, the stormwater management in the parks is also studied. These studies were conducted with systematic literature studies, site visits, survey and qualitative interviews. A site visit was in Vallastaden, where the authors explored the district and handed out survey to the resident. The interview for the Park Paradise was conducted with Ulrika Gunnman from White Arkitekter and the interview for the Broparken was conducted with Lina Moström from 02landskap. The result shows that the architects worked differently to achieve the social aspects. It can be concluded that Park Paradiset fulfills the aspects better than the Broparken based on survey results, site visits and the interviews. The results further show that the stormwater management for the parks consists of open systems. Open systems have even been current in the Park Paradiset. The open ditches in the park leads the water in the transverse dikes to a longitudinal dike. It can be concluded that the architects utilized stormwater management better in Broparken compared to the Park Paradiset, when the architects transformed the ordinary ditch into something attractive and gave the park a character.

Purpose: It is necessary for disabled people to be treated equally, according to regulation 2001:526 § 1, therefore must everyone have the same terms and conditions. It is important to know people's different conditions and needs in order to create an accessible and useful environment. The Swedish standard contains both normal level and an increased level of accessibility. Studies have shown that normal levels of accessibility are not enough for a comfortable home for disabled persons. Ignorance and economic factors are the reason why there is lack of improvements in accessibility. The aim of the study is therefore to develop knowledge about accessibility that can be used to develop effective floor plans or improve existing floor plans. Method: The methods that is used in this study are poll survey, interviews, literature study and document analysis. Literature study and document analysis increased the writer's knowledge about this subject. Interviews and poll surveys increased the writer's information about the experiences and improvement of comfort in homes for people with disabilities. Findings: The majority of disabled individuals from the interview survey are satisfied with usefulness thanks to housing adjustment measures. Improvements in usability that are desired are, for example, threshold-free areas, installation of automatic doorway, height-adjustable kitchen cabinet and kitchen counter. The study showed that the majority of disabled individuals want increased accessibility in bathroom, kitchen and the hallway in order for the home to be comfortable and useful. An ideal home should have movable and open surfaces with a turning radius of at least 1.5 meters. The dwelling must have an open floor plan with a division into a private and social zone. Implications: The conclusions from this study are that one should strive for well thought-out planning solutions from the beginning in order to avoid large costs afterwards. In addition, big focus should be placed on the kitchen, the bathroom and the hallway, as these rooms are used most and are given high priority. For a usable housing for disabled individuals, these rooms should be built according to the height level of accessibility. A closet/storage room is also required for extra storage. In addition, big focus should be placed on the functions of housing, that is, how the different rooms are linked to each other. For instance, it is better to have an open floor plan because there are fewer partitions, which gives the feeling of an open space and larger housing. Limitations: To limit the study, only accessibility indoors is examined. Ground requirements and technical property requirements are not investigated in the study. The focus is on individuals with reduced ability to move, where mental disabilities are not discussed in this study. Improvements to Vätterhems’ floor plans are only made for the apartment with 3 REK. When sketching the ideal floor plans, the focus has only been on designing an apartment with 2 REK.<br>Syfte: Eftersom alla människor ska kunna leva med samma villkor och samma förutsättningar, enligt förordning 2001:526 § 1, krävs det att funktionshindrade behandlas på lika sätt. För att skapa en tillgänglig och användbar miljö är det viktigt att känna till människors olika förutsättningar och behov. Svensk standard innehåller både normal nivå och höjd nivå på tillgängligheten. Undersökningar har visat att normalnivå inte är tillräcklig för att en bostad ska vara bekväm för funktionshindrade individer. Orsaken till bristande förbättringar på tillgänglighet är okunskap och ekonomiska faktorer. Målet med studien handlar därför om att ta fram kunskap om tillgänglighet som kan användas för att ta fram effektiva planlösningar eller förbättra befintliga planlösningar. Metod: Enkät, intervjuer, litteraturstudie och dokumentanalys har använts som metod till denna studie. Litteraturstudie och dokumentanalys ökade skribenternas kunskap inom ämnet. Intervjuer och enkäter bidrog med ökad information om funktionshindrades upplevelser och önskemål i bostaden Resultat: Majoriteten av funktionshindrade individer från intervjuundersökningen är nöjda med användbarheten tack vare bostadsanpassningsåtgärder. Förbättringar av användbarheten som önskas är exempelvis tröskelfria områden, installation av automatisk dörröppning, höj- och sänkbart köksskåp och köksbänk. Studien visade att majoriteten av funktionshindrade individer vill ha utökad tillgänglighet i badrum, kök och hallen för att bostaden ska vara bekväm och användbar. En ideal bostad ska ha rörliga och öppna ytor med en vändningsradie på minst 1,5 meter. Bostaden ska ha en öppen planlösning med en uppdelning på privat och social zon. Konsekvenser: Slutsatserna som undersökningen har tagit fram är att man ska sträva efter välgenomtänkta planlösningar redan från början för att slippa stora kostnader i efterhand. Dessutom ska det läggas stor fokus på köket, badrummet och hallen eftersom dessa rum används mest och prioriteras högt. För en användbar bostad till funktionshindrade individer ska dessa rum byggas enligt hög tillgänglighetsnivå. Det krävs även en klädkammare/förråd för extra förvaring. Dessutom ska det läggas stor fokus på bostäders funktioner, det vill säga hur de olika rummen är kopplade till varandra. Det är exempelvis bättre med en öppen planlösning för det är färre mellanväggar vilket ger en känsla av en öppen yta och större bostad. Begränsningar: För att begränsa studien undersöks endast tillgängligheten inomhus. Tomtkrav och tekniska egenskapskrav utreds inte i studien. Fokuset ligger på individer med nedsatt rörelseförmåga där psykisk funktionsförmåga ej avhandlas i denna studie. Förbättringar på Vätterhems planlösningar utförs endast för bostaden med 3 ROK. Vid skissning av de ideala planlösningarna har fokuset endast varit att designa en bostad med 2 ROK.

The subject of this technological preparation of construction is to find out scope of work needed for reconstruction of former miners school in Dubňany.In Czech Republic exits plenty of these abandoned places and this master thesis should serve as an example of reconstruction of some theirs parts.Within this project I would like to valorize the experience gained from excursion to foreign countries, where the passive and low-energetic buildings are common.Missing project documentation of some part of this facility was replaced by 3D modelling based on my own laser measurement.The main object SO 01 has been already rebuilt into passive apartment building but without building-technological study and proper project documentation.Due to missing foundations and confidential internal documentation of the construction company is impossible to compare the real material, human and financial resources with those mentioned within this thesis. Purpose: This thesis investigates the accessibility in the existing housing stock in Jönköping. The inventory was carried out with the help of the handbook Accessibility in Existing Housing abbreviated as TIBB.  The aim is to investigate the extent of accessibility problems based on the selection in Jönköping city with TIBB, and to calculate costs for eliminating these problems. This provides a basis that contributes to improving social sustainability. To achieve the goal, the following questions were asked: (1) How many multi-family houses from the selection of 40, 50 and 60s in Jönköping, have problems with accessibility according to TIBB? (2) What is the occurrence of different types of accessibility problems in the surveyed apartment buildings? (3) What might the cost estimate be to meet the requirements of TIBB, with and without subsidization for an elevator? Method: The main method that was used for this thesis where a case-study with observation. A total of 15 real estate’s where investigated and gave data that was analyzed and gave results through data processing. A document analysis was made for cost estimate to use the same calculations to obtain generalizable figures, as well as compare costs. To give background to the problem a literature study has been accomplished which confirms that there are accessibility problems in the existing housing stock. Findings: The findings that shows that all investigated multifamily housing in the city of Jönköping have accessibility problems. Since they only reach the lowest level in TIBB. The most common accessibility problems for the investigated housing are that the lowest and highest step of stairs aren’t marked, no place for a walker outside and inside the entry, no elevator and the thresholds are higher than 15 mm. To address accessibility problems with the highest possible accessibility level for each property, the cost was estimated to amount to approximately SEK 20.0 million without subsidization when installing an elevator. The cost amounts to approximately SEK 10.4 million with subsidization when installing a elevator. Implications: The conclusions drawn are that the identified the accessibility problems based on the selection in Jönköping's city must be addressed to accommodate housing for the increasing proportion of elderly people in the future. Real estate companies may raise the rent by a maximum of SEK 450 per month if an elevator is installed. For real estate companies to be able to adapt their properties, which contributes to improved social sustainability, the proposal for subsidization when installing an elevator needs to go through, otherwise property companies will lose at a loss if they address accessibility problems. Limitations: Limitations in the thesis is for the year’s forties, fifties and sixties and only five multifamily houses from each decade has been inventoried. Costs relate to many different factors from a socio-economic perspective and will be limited to reasonable rent increases according to the property managers.<br>Syfte: Detta arbete undersöker tillgängligheten av det befintliga bostadsbeståndet i Jönköping stad. Inventeringen utfördes med hjälp av handboken Tillgänglighet i befintligt bostadsbestånd, TIBB.  Målet är att undersöka omfattningen av tillgänglighetsproblem utifrån urvalet i Jönköping stad med TIBB, samt att beräkna kostnader för att eliminera dessa problem. Detta ger ett underlag som bidrar till en förbättring av den sociala hållbarheten. För att uppnå målet ställdes följande frågeställningar: (1) Hur många flerbostadshus utifrån urvalet från 40-, 50- och 60-tal i Jönköping stad, har problem med tillgängligheten enligt TIBB? (2) Vad är förekomsten av olika typer av tillgänglighetsproblem i de undersökta flerbostadshusen? (3) Vad kan kostnadsuppskattningen vara för att uppfylla kraven i TIBB, med och utan subventionering för en hiss?  Metod: Antalet fastigheter som undersökts var 15 stycken. En fallstudie med observation gav rådata som analyserats och gett resultat genom databearbetning. En dokumentanalys gjordes inför kostnadsuppskattningen för att använda sig av samma beräkningar för att kunna få fram generaliserbara siffror, samt jämföra kostnader. För att ge bakgrund till problemet har en litteraturstudie utförts vilket bekräftar att det finns tillgänglighetsproblem i det befintliga bostadsbeståndet.  Resultat: Resultatet utifrån arbetet visade att samtliga undersökta flerbostadshusen i Jönköping har problem med tillgängligheten då de endast uppnådde den lägsta nivån enligt TIBB. De vanligaste tillgänglighetsproblemen för de undersökta flerbostadshusen är att trappans nedersta och övertas steg är ej markerade, avsaknad av uppställningsplats för rollator utanför och innanför entrén, hiss saknas samt är trösklarna över 15 mm. För att åtgärda tillgänglighetsproblemen med högsta möjliga tillgänglighetsnivå för respektive fastighet beräknades kostnaden fram till cirka 20,0 miljoner kronor utan subventionering vid installation av hiss. Kostnaden uppgår till cirka 10,4 miljoner kronor med subventionering vid installation av hiss.  Konsekvenser: Slutsatserna som dras är att de identifierade tillgänglighetsproblemen utifrån urvalet i Jönköpings stad måste åtgärdas för att tillgodose bostäder för den ökande andelen äldre människor i framtiden. Fastighetsföretagen får höja hyran med max 450 kronor i månaden om hiss installeras. För att fastighetsbolagen ska kunna tillgänglighetsanpassa sina fastigheter, vilket bidrar till en förbättrad social hållbarhet, behöver förslaget till subventionering vid installering av hiss gå igenom, annars kommer fastighetsbolagen gå med förlust om de åtgärdar tillgänglighetsproblemen.  Begränsningar: Avgränsningar i arbetet är utifrån årtal, 40-, 50- och 60-talet samt att enbart fem objekt från varje tidsepok inventeras. Kostnader berör många olika faktorer inom ett samhällsekonomiskt perspektiv och kommer i arbetet begränsas till rimliga hyreshöjningar enligt fastighetsförvaltarna.

The purpose of the study was to evaluate the impact of implementing capacity building strategies on the provision of health services in the central region of Malawi. The study intended to determine why a lack of quality services is still prevailing in the health services in the central region despite implementing capacity building strategies aimed at improving the delivery of health services. In addition to this, to come up with recommendations to improve the implementation of the existing capacity building strategies so that the implementation results in the intended impact, that is efficient and effective provision of health services in the central region of Malawi. The studies reviewed what various scholars have written on capacity building in order to ground capacity building in Public Administration and provide the study with a conceptual, theoretical and legislative framework. This enabled the researcher to describe the nature and place of capacity building in Public Administration. It was evident from the review that the implementation of capacity building strategies is a systematic process which requires that chief officials follow all the steps in order to effectively and efficiently implement the capacity building strategies so that the intended impact is achieved. In this regard, capacity building is a management function which requires that chief officials play an enabling role by providing the necessary resources (both human and financial) and policies that support the implementation of capacity building strategies. The study used both quantitative and qualitative research methods whereby thirty-five respondents composed of political office-bearers and chief officials from Lilongwe, Dedza, Mchinji and Dowa districts and Ministry of Health Headquarters in the central region of Malawi were given self-administered questionnaires to complete. Face-to-face interviews and document analysis were also used as research methods. The intention was to determine the problems that are being experienced in the implementation of the existing capacity building strategies and find out if the strategies are resulting in the intended impact. The study findings confirmed that there are indeed problems being experienced in the implementation of the existing capacity building strategies, namely: inadequate human and financial resources, corruption, political interference, lack of consultation with stakeholders and lack of political will to make sure that the implementation of the capacity building strategies is effectively and efficiently done. It was also revealed that the implementation of the existing capacity building strategies is impacting negatively on the provision of health services in the central region of Malawi, hence indicating a need to change in approach. The study concludes that in order for the capacity building strategies to achieve the intended impact there is a need to broaden the scope of the legal framework on health capacity building strategies in Malawi, enforce the use of performance standards and improve the operational framework to gain efficiencies and effectiveness from current investments in capacity building.

The diploma thesis deals with an urban study on the territory of Červený kopec, specifically in the part of the territory of Stráň. It is a locality stated as a brownfield Kohnova cihelna. The proposal aims to make the most of the potential of this site, which lies in its proximity to the city center, the neighborhood of the national natural monument, a significant area of greenery and the views that this place provides due to its topographic situation. A new city district is proposed on the area of 18 hectares, which would cover one of the "brownfield holes" on the map of the city of Brno and at the same time help against the outflow of population to the outskirts of the city and against the creation of urban satellites. Numerous public opinion polls show that they would like to live close to the city, but at the same time especially young families long for their own house in a quiet countryside location. Therefore, a compact development of terraced houses, terrace villas and blocks of flats with private courtyards is proposed here, complemented by quality public space and civic amenities. This new city district would offer housing for about 3,500 new residents.

Vad händer när en äldre person vill sälja bostaden och flytta till något som är lättare skött? Finns det möjligheter för äldre människor att bo kvar på landsbygden i samma by som innan? Vilka möjligheter finns för äldre personer som vill flytta till en mindre bostad? Kan ett koncept tas fram just för detta uppdrag? Detta examensarbete behandlar problematiken kring hur äldre personer står inför en utmaning att komma till ett enklare boende som är mer anpassat för den äldre i funktions- ochunderhållssyfte. Examensarbetet bygger på ett pågående projekt som äger plats i Norr Amsberg, en liten by tre kilometer norr om Borlänge.Detta examensarbete bygger på en kvalitativ metod då inga beräkningar skall utföras. Faktaunderlag för denna studie kommer från intervjuer, forskningsartiklar och statistik.Sex intervjupersoner har intervjuats under detta arbete, två forskare som finns stationerade i Falun, tre äldre personer som har passerat sextiofem år och slutligen eldsjälen som startat igång projektet gällande seniorbostäder i Norr Amsberg. Detta ger en bred grund att stå på för att dra de slutsatser som har upprättats i rapporten.Ett koncepthus har att ritats fram under tidensgång där hänsyn har tagits till de intervjuades önskemål som utseende, funktionskrav och platsplacering. Huset uppfyller allatillgänglighetskrav som en modern bostad innehåller. Byggnaden som tas fram är ett koncept och inte den färdiga produkten.Viktiga slutsatser som har framkommit under denna studie är hur viktigt boendets utformning är och hur den påverkar äldre betydligt mer än vad man allmänt tror och att behovet kommer öka markant gällande anpassade boenden i framtiden. Are there opportunities for older people to live in the same city asbefore? What opportunities are there for elderly people who want to move to a smallerresidence? Can a concept be drawn up just for this assignment?This degree project will address the problem of how elderly people face a challenge to get toa simpler accommodation that is more suited to the elderly for functional and maintenancepurposes. The thesis is based on an ongoing project that takes place in Norr Amsberg, a smalltown three kilometer north of Borlänge.In this degree project, a qualitative method will be used which means no calculations isneeded. Thus, facts will be gathered from interviews, research articles and statistics.Six people have been interviewed during this project. Those who have been interviewed aretwo scientists who are stationed in Falun, three older people who have passed sixty-five yearsof ages and finally the enthusiast who started whole project in Norr Amsberg. This provides abroad ground for the conclusions drawn in the report.A concept house has been drawn up during this time, taking account of the wishes of theinterviewees as appearance, functional requirements and location. The house has allaccessibility requirements that a modern home will have. The building that is produced is aconcept and not the finished product.Important conclusions that have been made during this study are how important the housingdesign is and how it affects the elderly significantly more than is generally believed and thatthe need will increase significantly in terms of custom housing in the future. The importanceof housing design and how it affects older people are some major key factors that allmunicipalities learn to address when planning a type of "senior housing" for elderly people.

Pour réduire les émissions de gaz à effet de serre et la consommation d'énergie dans les zones urbaines, il est essentiel de comprendre les performances énergétiques et les modes de consommation des bâtiments pour pouvoir mettre en œuvre des stratégies efficaces de gestion de l'énergie et d'efficacité énergétique à l'échelle de la ville. La mise en œuvre à grande échelle de tels plans nécessite des informations sur la manière dont les demandes en énergie peuvent changer dans le cadre d'interventions spécifiques. Les modèles énergétiques de bâtiments à l'échelle urbaine (UBEM) sont des outils proposés pour estimer la demande énergétique actuelle et future des bâtiments. Ces modèles reposent sur une approche ascendante (bottom-up approach) combinant à la fois des techniques statistiques et des méthodes basées sur la physique thermodynamique. Cette étude vise à fournir une approche de modélisation améliorée simulant la demande énergétique des bâtiments à haute résolution spatiale et temporelle, ce qui peut aider à évaluer les stratégies de gestion de l'énergie et les politiques énergétiques décisionnelles. La méthodologie est appliquée pour la ville de Beyrouth, représentative de la région méditerranéenne, où la similarité des technologies de construction et des préoccupations climatiques de ses villes est prononcée. Les objectifs principaux de la thèse sont de développer, étudier et calibrer un outil de modélisation énergétique ascendante à l'échelle urbaine ; fournir des preuves de la pertinence de l'outil pour soutenir les directives pour les interventions futures ; et enfin, étudier l'impact de la compacité de la ville sur la disponibilité de la lumière du jour et donc sur le bien-être des citoyens. Dans cette étude de cas basée sur deux quartiers différents de la ville, un modèle énergétique de bâtiment à échelle urbaine approximativement, applé BEirut Energy Model BEEM, est généré pour estimer la consommation d'électricité du stock de bâtiment. Afin de réduire le temps de modélisation et de calcul, une classification archétypale des bâtiments basée sur leurs types et leurs périodes de construction est adoptée. Les informations supplémentaires requises pour générer le modle 3D des bâtiments sont le nombre d'étages, la superficie des bâtiments et une carte topographique des zones d'étude. En couplant les modèles aux conditions météorologiques horaires, le modèle thermodynamique de 3,630 bâtiments est simulé dans EnergyPlus. Such plans' implementation at large scale requires information on how the energy demands may change under specific interventions. Urban Building Energy Models (UBEM) are proposed tools to estimate current and future building's energy demand. These models rely on a bottom-up approach, combining both statistical techniques and physics-based methods. This study aims at providing an enhanced modeling approach that simulates buildings' energy demand at high spatial and temporal resolution, which can help in evaluating energy management strategies and decision-making energy policies. The methodology is applied for the city of Beirut, representative of the Mediterranean region where the similarity of buildings technologies and climatic concerns among its cities is pronounced. The main objectives of the thesis are to develop, investigate and adjust a bottom-up energy modeling tool at urban scale; to provide evidence of the tool's suitability to support guidelines for future interventions; and finally to investigate the impact of the city's compactness on daylight availability and thus citizens' well-being. In this case study based on two different districts within the city, a near-city-scale building energy model, BEirut Energy Model BEEM, is generated to estimate the building's stock electricity consumption. To reduce the modeling and computation time, an archetypal classification of the buildings based on their types and periods of construction is adopted. The additional information required to generate the 3D model of the buildings are the number of floors, buildings' areas and a topographic map of the study areas. By coupling the models to the hourly weather conditions, the thermodynamic model of 3,630 buildings is simulated in EnergyPlus. Adapting the model to Beirut's occupancy and users' behaviors is crucial to enhance the reliability of BEEM. The availability of metered electricity data allows the model calibration, which is based on buildings' clustering and finding the clusters' coefficients representative of specific energy patterns. After the training phase, the model's accuracy in predicting electricity consumption is improved. Comparing the actual consumption and the calibrated results, the averaged absolute percentage error of the electricity consumption was reduced from 310% to 41% in district A and from 326% to 39% in district B. The calibrated model is combined with Geographic Information System (GIS) for a spatiotemporal distribution of energy demand patterns, which can help in assessing the most suitable intervention technologies

The city has to accommodate these differences and be adapted architectonically to enable the integration of all its dwellers. The idea driving this project is the belief that architectural planning is a potential ally in furthering the social inclusion of people with a disability or reduced mobility. This study thus deals with issues related to their access to cultural facilities, particularly by raising questions concerning the specific legislation and technical standards created to help people with disabilities. Specifically, the aim was to analyze accessibility in seven municipal cultural institutions in São Carlos city in upstate São Paulo, two of which are in outlying municipal districts. Public cultural buildings were chosen for study in the belief that a person with disability should have the same opportunities to participate in cultural life as any other person, thus becoming integrated into society. Cultural spaces should be duly adapted and accessible to the various forms of perception, locomotion and communication characteristic of an inclusive society. All cultural buildings in the chosen area were visited and, using a checklist stipulated by the Brazilian Association of Technical Standards (NBR 9050, 2004), the public spaces were classed as adequate or inadequate with respect to their accessibility to people with a disability (either visual or physical).The data collected was subjected to quantitative analysis by scoring the commonest accessibility resources, according to their adequacy, as well as the resources not installed. The results show that in all the items analysed, both in the internal and external spaces of the buildings under study, there is a need for adaptations, installations or the building of equipment that allows the physically or visually disabled to interact with the environment in the cultural spaces they choose. By indicating the state of the art in the chosen city, this study contributed to the body of knowledge in the area of accessibility.<br>Ser acessível é a condição que cabe a um ambiente, espaço ou objeto para ser utilizado por todas as pessoas, já que a diversidade é característica dos seres humanos. A cidade precisa respeitar estas diferenças e deve ser de seu interesse estar adequada arquitetonicamente, de modo a facilitar a integração de todos os indivíduos que nela residem. Considerando o planejamento arquitetônico como aliado na promoção da inclusão social da pessoa com deficiência ou pessoa com mobilidade reduzida, esta pesquisa tratou de questões relacionadas ao acesso aos bens de cultura pelo deficiente, levantando questões referentes à legislação e as normas técnicas, criadas para beneficiar a pessoa com deficiência. Teve-se por objetivo fazer uma análise da acessibilidade em sete instituições municipais de cultura da Cidade e dois Distritos Municipais de São Carlos, interior do Estado de São Paulo. A escolha por edifícios públicos de cultura se deu pelo direito da pessoa com deficiência participar na vida cultural, em igualdade de oportunidades com as demais pessoas, se integrando a sociedade. Todos os prédios foram visitados e, através de um checklist baseado nas Normas da Associação Brasileira de Normas Técnicas NBR9050, 2004, foram registrados os espaços adequados e inadequados em relação à acessibilidade de pessoas com deficiência física e visual. Após a coleta, os dados passaram por análises quantitativas, pontuando os recursos de acessibilidade mais comuns, sua adequação e os recursos não instalados. Os resultados mostram que em todos os itens avaliados nos espaços externos e internos dos edifícios, são necessárias adequações, instalações ou construções de facilitadores que permitam ao deficiente físico e visual a interação com os ambientes nos espaços culturais escolhidos. Este trabalho contribuiu com a construção de conhecimento na área, apontando o estado da arte na cidade estudada.

Människor lever längre och den äldre generationen är också generellt mer aktiva än tidigare. Det medför att behovet av anpassade bostäder som klarar dessa krav också ökar. Ett exempel på ett sådant boende är trygghetsboende. Det finns regler och krav för hur ett trygghetsboende ska utformas. Det innebär dock inte att boendet automatiskt uppnår syftet det är menat för, alltså ett boende som kan öka livskvaliteten, skapa gemenskap, kännas tryggt och där äldre kan trivas. Syftet med arbetet är att skapa ett trygghetsboende som bidrar till ökad livskvalité och som upplevs trivsamt och tryggt. Målet är att identifiera vilka faktorer som bidrar till detta för att sedan exemplifiera dem i ett gestaltningsförslag. En kvalitativ metod i form av fallstudie med intervjuer genomfördes för att kunna uppnå mål och syfte. Centralt läge och tillgängligt utformad inom- och utomhusmiljö var faktorer som bidrog till trivsel och trygghet medan självständighet, god hälsa, social samvaro och närhet till vänner och familj höjde livskvalitén. Faktorer som bidrar till ökad livskvalité och till vad som är trivsamt och tryggt är väldigt subjektivt. Alla människor är olika och ett tryggt boende kan innebära många skilda ting. Faktorerna som framträdde i resultatet stämmer dock väl överens med vetenskapliga studier som gjorts inom området. Det gör att arbetets resultat kan tillämpas som stöd vid nybyggnation eller ombyggnation av en befintlig byggnad till ett trygghetsboende.<br>People live longer and the older generation is also generally more active than before. This also increases the need for custom housing that meets these demands. An example of such accommodation is secure housing (trygghetsboende). There are rules and requirements for the design of a secure housing, but it does not automatically mean that the accommodation reaches the purpose it is intended for, an accommodation that can enhance the quality of life, contribute to togetherness, feel safe and an accommodation to enjoy. The purpose of this study is to create a secure housing that contributes to an increased quality of life and is experienced pleasantly and safely. The goal is to identify which factors that contribute to this, and then exemplify it in a design proposal. A qualitative method in the form of a case study with interviews was conducted to answer the goal and purpose behind this study. Central location and accessible designed indoor environment and outdoor environment were factors that contributed to well-being and security while independence, good health, social cohesion and proximity to friends and family raised the quality of life. Factors that contribute to increased quality of life and to what is comfortable and safe are very subjective. All people are different and safe living can mean many different things. However, the factors that emerged in the results are consistent with scientific studies made in the area. This means that the results of this work can be used as support for new construction or conversion to a secure housing.

The intense urban modification process that has been going on in Natal since at least the 1980s, has engendered the formation of long axial lines which express the expansion dynamics and some of the forces subjacent to it. Avenida Roberto Freire has been an iconic example of an urban thoroughfare where architecture becomes primarily a communication support that can be perceived by fast moving passers-by, what brings it close to the venturian concept of strip (Venturi at al, 1972). The building types that line the road not only respond to the dynamics in process but also contribute to intensify it, as they house a variety of uses which attract people and generate more movement. The dynamics is further strengthened by the action of the real estate business which benefits from the increase of highly accessible locations, and from the private and public investments and incentives to tourism that aim to insert this city into the globalized world. Although the intention of reconstituting part of the history of density increase on this avenue in a diachronical perspective was attempted within the limits of the available references and documentation, the central contribution of this study is to understand the relations between topological accessibility and the typological nature of the building ensemble. By observing the synchronic morphological frame resulting from the spatial configuration analysis pertinent to this avenue (cf. The aim of diploma thesis is elaborate the project documentation to execution of a new building home for the elderly. The building is detached and situated in a sloping terrain on the selected piece of land in the cadastral area of Smíchov in Prague 5. This new building is designated for permanent housing for persons of retirement age with a good level of their ability to perform routine daily tasks and take care of themselves, but also for people without this ability. Home for the Elderly offers a 40 beds in single and double rooms. The building has three above grounds and one underground floor. The entire building is expected movement of persons with reduced mobility. Entry to the first functional part is located on the north side of the home. It consists of a reception room and each floors with rooms. In the home for the elderly is 30 rooms with private bathroom. The second function of the operation home is located in the basement floor, entrance is possible from the south or staircase or elevator from the first floor. All floors are connected by two staircases, and three elevators. The object is designed in a technology of Porotherm system. Roof structure consists of single-layer flat roof with a classic sequence of layers, combined DUO and extensive green. The project documentation which is needed for a realization of a new home for the elderly is worked up with eight structural details including in a computer program AutoCAD.

Do residents find value in smart home functions? How should these functions be designed to offer user benefit? These were the governing questions of this study that involved nearly 200 families in three different housing projects during five years of occupancy. The housing units were equipped with advanced smart homes solutions, electronic and digital devices to control them, and a set of functions to increase comfort, safety and security in the homes. The evaluations of the residents' use and benefits were accomplished in two different phases, i) evaluation of the user expectations' before and direct after occupancy and ii) long-term experiences after 3-5 years. A third phase of the study represents a radical shift in view. Issues related to innovation and organisation of service delivery were brought into the fore. The research is founded on the multiple case-based methodology. Literature studies were effected. Data acquisition was based on interviews and questionnaires. Theoretical models from different research areas were used in order to analyse observations and to arrive to grounded conclusions. Important conclusions include the fact that smart home functionalities must be developed as close as possible out of the users' genuine needs as experienced in their daily lives. Failure to attain accessibility to a certain function will cause disappointment and will be forsaken. To gain and over time preserve the user's trust in smart home functions or in a system as a whole is conclusive for the their use. Another conclusion is that a viable business model for smart homes must include the occupancy phase. Surveillance and maintenance of smart home systems must be secured over time. It is argued that the failure of establishing a viable long-term service to homes to the benefit to the user depends highly on the market’s ability to supply the homes with appropriate services over time. Possible ways to mediate revealed shortcomings are outlined and what role and responsibility the housing construction industry has to consider with the further development of smart homes.<br>QC 20100809

A presente dissertação tem como objectivo focar-se num caso de estudo específico, a reabilitação e reconversão da casa senhorial da quinta da Conceição em escola de música localizada em Leça da Palmeira. Actualmente, muitos edifícios antigos encontram-se em mau estado de conservação e a necessitar de obras de recuperação e reabilitação. Neste contexto, atendendo às exigências atuais no que diz respeito à igualdade nos acessos, a questão da acessibilidade é uma exigência incontornavel. Porém, as alterações que são necessárias introduzir nos edifícios para responder a esta questão têm que ser ajustadas à preservação dos valores patrimoniais, em especial no património classificado onde, intervenções menos cuidadas, se podem transformar numa perda de valor, arquitectónico e cutural. No entanto, é preciso desenvolver os projectos com base nas normas nacionais estabelecidas para as intervencões em edifícios antigos, por forma a adptar os mesmos às regras de acessibilidade previstas nos dias de hoje. Esta dissertação procura, desta forma, com foco num edifício especifíco, demonstrar que é possível estabelecer um conjunto de soluções arquitetonicas que garantem a acessibilidade de todos os cidadãos aos edifícios reabilitados sempre com suporte numa prática que respeite as características e componentes do valor arquitectónico destes imoveis.<br>Portugal has a large heritage of buildings as it is a country with great historical roots - this thesis aims to focus on a specific case study, the restoration and conversion of “Conceição Farm House” into a Music School located in Leça da Palmeira. Currently, most of the urban and rural fabric is in poor condition, which makes the renovation of the same relevant, firstly through the reformation of all these dwellings to today's standards, fundamentally the informal access for all. Though, this new changes cannot be done without a detailed study of the heritage buildings, but instead through an adjusted intervention that conserves the heritage values of the same. These sites are often historical - not renewable, so any small careless change to the existing can easily transcend into a social, architectural and cultural loss. However, it is necessary to develop a project based on the standards established for intervention in old buildings both inside and outside the country, in order to adequately adapt them to today’s accessibility rules. Therefore, this dissertation seeks to focus on one specific building and establish a survey that will provide a set of intervention solutions that ensure equal access to all citizens into renovated buildings, always supporting a practice that respects the architectural characteristics and components of these constructions.

A preocupação com a questão da acessibilidade não deixa de emergir, visto a crescente exigência da sociedade de melhores condições das habitações quanto ao desempenho, conforto e segurança, aliado às necessidades das pessoas com necessidades especiais e ao fenômeno do envelhecimento cada vez mais notório, que tem colocado a problemática em grande evidência na sociedade atual. Inevitavelmente, estas questões têm demandado maiores ações de promoção da acessibilidade nos edifícios, sejam novos ou antigos. As regulamentações de acessibilidade, assim como outros domínios, foram elaboradas para aplicação nas construções novas, e não em intervenções no parque edificado. Dessa forma, a adoção de práticas de reabilitação tem incorporado constrangimentos e dificuldades de caráter tecnológico, arquitetónico e económico e, com isso, tem causado destruição parcial ou integral dos valores patrimoniais do edifício em si e da sociedade. A dissertação estuda as regulamentações de acessibilidades em vigor em Portugal, na Espanha e na Escócia e procura encontrar as principais facilidades na aplicação destas regulamentações em edificado existente, e as propostas que já foram constatadas para as adaptações com vista à promoção da acessibilidade. Com o estudo anterior concluído, as soluções encontradas em Portugal, na Espanha e na Escócia são aplicadas a um caso de estudo nacional e posteriormente realizado um diagnóstico de análise dos impactos dessa aplicação. Como resultado desta análise, pôde-se perceber que a complexidade das construções antigas, aliado ao nível de exigência quanto à questão da acessibilidade, dificultam ou impedem que muitas adaptações sejam feitas. Algumas sugestões e propostas não deixam de servir para uma importante reflexão do projetista acerca das decisões que podem ser tomadas. Cabe a eles analisar particularmente cada edifício, o grau de intrusão a que pode ser submetido, os recursos financeiros disponíveis e os valores que se devem preservar. Esta dissertação pode, futuramente, auxiliar no desenvolvimento de um documento específico para intervenções em edificado existente em Portugal.<br>The rapid pace of urban growth, the fast occupation of urban areas, the generation of waste and the exploitation of increasingly important natural resources have gradually given way to the practice of building rehabilitation and conservation in the construction sector. Concern about the issue of affordability does not fail to emerge, given the society's growing demand for better housing conditions for performance, comfort and safety, coupled with the needs of people with special needs and the increasingly has placed the problem in great evidence in today's society. Inevitably, these issues have called for greater actions to promote accessibility in buildings, whether new or old. Accessibility regulations, as well as other domains, have been developed for application to new buildings, not interventions in the built-up park. In this way, the adoption of rehabilitation practices has incorporated constraints and difficulties of a technological, architectural and economic character and, as a result, has caused partial or total destruction of the patrimonial values of the building itself and of society. The dissertation studies accessibility regulations in Portugal, Spain and Scotland and seeks to find the main facilities in the application of these regulations in an existing building, and the proposals that have already been verified for adaptations with a view to promoting accessibility. With the subsequent study concluded, the solutions found in Portugal, Spain and Scotland are applied to a national case study and subsequently carried out a diagnostic analysis of the impacts of this application. As a result of this analysis, it was possible to perceive that the complexity of the old constructions, together with the level of exigency regarding the accessibility issue, hinder or prevent many adaptations to be made. Some suggestions and proposals do not fail to serve for an important reflection of the designer on the decisions that can be made. It is up to them to analyze in particular each building, the degree of intrusion it can undergo, the financial resources available and the values that must be preserved. This dissertation may, in the future, assist in the development of a specific document for interventions in an existing building in Portugal.

abstract: Libraries provide a needed third place for students to engage with their peers and faculty, both academically and socially. Staff behavior, knowledge, and skills in providing an accessible and inclusive environment are key to helping students with disabilities feel that they belong in the libraries. This makes training in disability and accessibility awareness a necessary component of the overall program for the library. This study assessed a locally-developed, online training program for staff of all levels that was intended to improve staff knowledge and skills in disability etiquette, library services and spaces that support people with disabilities, and the policies that govern this work. The program used the four-part Deines-Jones (1999) model for its content and the core principles of andragogy for its instructional design. Assessment focused on changes in beliefs and knowledge using an adapted standardized scale, and evidence for learning from responses to training program questions, focus group discussions, and survey responses. Further development of the training program was informed by the principles of andragogy. Participants in the training program improved their scores in the knowledge domain but had no change in their beliefs domain. Learning was most evident in spaces where it engaged with previous knowledge and supportive customer service approaches. Participants identified and, in several cases, independently pursued new questions that were prompted by the training program. Dissertação de Mestrado em Reabilitação de Edifícios apresentada à Faculdade de Ciências e Tecnologia<br>A reabilitação de edifícios é uma ação de gestão essencial na contemporaneidade, tem como objetivos a organização urbana, a salvaguarda de bens patrimoniais, a sustentabilidade e a melhoria de espaços funcionais e ambientais. A acessibilidade nas intervenções de reabilitação é fundamental para garantir a segurança e a autonomia de locomoção de todos os indivíduos. O Decreto-Lei nº163/2006 assegura os direitos das pessoas com necessidades especiais (deficiências permanente ou temporária de ordem intelectual, sensorial, física ou comunicacional), eliminando barreiras e adotando medidas para a plena participação cívica. Contudo, edificações correntes estão sujeitas ao regime geral e comum às novas construções - o que pode acarretar perda da sua autenticidade e como consequência a extinção de valores intrínsecos. Nesta circunstância, surge o desafio de questionar o emprego do regime de acessibilidade, enquanto existirem valores patrimoniais em causa. A dissertação estava a acessibilidade no edificado corrente, localizado no centro histórico da cidade de Viseu, em Portugal. O trabalho tem o como objetivo mais lato refletir e analisar o regime português relativo à acessibilidade quando aplicado a arquitetura comum, a fim de verificar seu impacto sobre os valores patrimoniais aqui existentes. Para tal, realizam-se estudos de caracterização de 26 edifícios inseridos no núcleo histórico de Viseu: em seguida, aplicando as condições de acessibilidade vertidas no decreto-lei referido, procede-se à identificação e dos riscos apresentados aos valores patrimoniais num caso concreto de estudo na Rua Direita, n°226.<br>The rehabilitation of buildings is an essential management action in the contemporaneity, whose objectives are the urban organization, the safeguarding of patrimonial assets, the sustainability and the improvement of functional and environmental spaces. Accessibility in rehabilitation interventions is fundamental to guarantee the safety and freedom of movement of all individuals. Decree-Law n°. 163/2006 ensures the rights of people with special needs (permanent or temporary disabilities of an intellectual, sensorial, physical or communicational nature), eliminating barriers and adopting measures for full civic participation.However, current buildings are subject to the general scheme and common to new constructions - which can cause loss of their authenticity and as a consequence the extinction of intrinsic values. In this circumstance, the challenge of questioning the use of the accessibility regime arises, as long as there are patrimonial values in question.The dissertation was the accessibility in the current building, located in the historic center of the city of Viseu, Portugal. The work has as its broad objective to reflect and analyze the Portuguese regime regarding accessibility when applied to the common architecture, in order to verify its impact on the patrimonial values existing here.To this end, characterization studies are carried out on 26 buildings located in the historic center of Viseu: then, applying the accessibility conditions set out in the aforementioned Decree-Law, the risks and risks presented to the patrimonial values in a concrete case of study at Rua Direita, n°. 226.

Residential buildings are buildings used for dwelling purposes with two identified types which are Houses and Multi-story buildings. The national disability rate in Canada is 14.65 per cent, with statistics expecting 25 per cent of the population to be 65 years old and more in 2051; the accessibility and usability of residential building for wheelchair users is not guaranteed under the National Building Code (NBC), which means a significant part of the population do not have suitable buildings to live in. Universal Design (UD) Concept raises the idea of a different attitude towards design; which is consistent with human needs with all their variety and diversity. The present thesis argues that Occupant Accessibility (OA) is one of the objectives of the National Building Code (NBC) in Canada. The analysis of the related articles illustrates that wheelchair users face barriers in their path to residential units. A list of recommendations is proposed to be adopted by NBC to have real Barrier-free requirements without any need for adaptation or segregation, and where occupants, with all their variety and diversity, get a decent habitation. The present research also highlights on Building Information Modelling (BIM) as a revolutionary approach in the construction industry that deals with a building's life-cycle phases in a new way of thinking and execution. A proposal for the integration of Universal Design (UD) concept into the Building Information Modelling (BIM) ideology to be part of its database is suggested by creating new universal design (UD) families in Revit software which is a main BIM tool.

Orientação: Nora Cavaco ; co-orientação: Jorge Lemos<br>O presente trabalho tem por objetivo conhecer o impacto que as obras de requalificação escolar levadas a cabo pela Parque Escolar E.P.E., tiveram ao nível das acessibilidades e dos equipamentos específicos para os alunos com necessidades educativas especiais. Para tal foi realizado um inquérito por questionário junto das escolas intervencionadas no Distrito do Porto. Foi também realizada uma revisão da literatura, focando o apoio aos alunos com necessidades educativas especiais e as boas práticas de construção escolar, particularmente ao nível da escola inclusiva. Foi possível constatar que houve melhorias generalizadas ao nível das acessibilidades, embora tenham sido identificados alguns problemas. O mesmo não se verificou ao nível dos equipamentos específicos, relativamente aos quais não houve melhorias. Ficou claro que as obras estudadas focaram apenas a acessibilidade física e não tiveram uma preocupação mais inclusiva, mais orientada para o design inclusivo ou universal, ao contrário das melhores práticas internacionais. Por outro lado, as funções de algumas escolas só foram definidas após o arranque das obras, levando à realização de adaptações insatisfatórias. A suspensão das obras, além de ser um problema, constitui também uma oportunidade para corrigir os problemas identificados e permitir a criação de uma escola mais inclusiva.<br>This study aims to understand the impact of the school redevelopment works undertaken by Parque Escolar E.P.E., in terms of accessibility and specific equipment for students with special education needs. An inquiry by questionnaire was addressed to the Oporto district schools that were redeveloped. A literature review was also performed, focussing the support for students with special education needs and the school construction best practices, particulary in terms of inclusive school. It was found that there were major accessibility improvements, although some problems have been identified. Nevertheless there were no improvements in terms of specific support equipments. It was clear that the redevelopment works studied focused only physical accessibility and did not addressed a more inclusive or universal design, like international best practices. On the other hand, the role of some schools was only defined after works started, leading to unsatisfactory adaptations. The suspension of the redevelopment works, although being a problem, is also an opportunity to correct the problems identified and to allow the creation of a more inclusive school.

Building new cyber-human systems with simple integrated interfaces while keeping in mind the specific requirements of the target users would help alleviate their mundane yet significant daily needs. Navigation is one such significant need that forms an integral part of everyday life and is one of the areas where individuals with visual impairment face the most discomfort. There is little technology out there to help travelers with navigating new routes. A number of research prototypes have been proposed but none of them are available to the general population. This may be due to the need for special equipment that needs expertise before deployment, or trained professionals needing to calibrate devices or because of the fact that the systems are just not scalable. Another area that needs assistance is the field of education. Lot of the classroom material and textbook material is not readily available in alternate formats for use. Another such area that requires attention is information delivery in the age of web 2.0. Popular websites like Facebook, Amazon, etc are designed with sighted people as target audience. Abstract:
According to Section 29(1) of the Constitution of the Republic of South Africa, 1996 everyone is entitled to and has the right to basic education. “Everyone” includes disabled learners. The international framework regarding the right to basic education and the accessibility of the infrastructure for physically disabled learners in public schools was examined to determine whether or not South Africa complies with the formalities and obligations prescribed and what the implications are, if the state does not comply. To reach the purpose of the above statement made there has to be determined which legislation is applicable to disabled learners and a definition needs to be provided for the term „physical disability‟ (Chapter 1). Secondly the core of the research question concealed in the above statement and its applicable articles will be discussed as seen in General Comment No. 13 of the International Covenant on the Economic, Social and Cultural Rights (Chapter 2). Thereafter international legislation will be discussed with the focus on basic education, disability, the accessibility of the infrastructure and the obligations placed on the state (Chapter 3 and 4). The focus will then be moved to the regional framework and the provision made with regards to the right to basic education and disability (Chapter 5). The relevant constitutional sections will then be investigated before reaching a conclusion. The sections that will be taken into account are sections 7, 9, 28, 29, 36, 39 and 233 of the Constitution of the Republic of South Africa, 1996. The purpose of the investigation of the constitutional sections is to determine what basic education entails and if there is a uniform definition thereof. A further purpose with the investigation of the constitutional provisions is to determine whether there is an infringement of disabled learners„ rights to equality and to basic education. Another purpose is to determine to which extent South African schools are accessible to disabled learners in the provision of infrastructure of school buildings as it is now and the obligation that rests on the state to adapt the infrastructure (Chapter 6). After the discussion of the above mentioned chapters a conclusion will be reached on to what extent the state complies with its constitutional and international obligations to realize disabled children„s right to basic education can be come to (Chapter 7). Dissertação de Mestrado em Ambiente, Saúde e Segurança.<br>Desde sempre que o problema dos incêndios nos centros históricos urbanos preocupou as populações devido aos riscos de perdas de vidas humanas, assim como de valores patrimoniais e culturais, dos quais os edifícios são parte integrante. A localização, constituição e o estado de conservação dos edifícios existentes, aliada à morfologia dos locais onde se inserem, são algumas das características que os tornam mais frágeis e vulneráveis à deflagração de um incêndio, bem como à sua propagação a edifícios vizinhos. Estes factos justificam a necessidade de se avaliar e conhecer o risco de incêndio em meio urbano o que condiciona possíveis intervenções para melhorar a segurança contra incêndios desses centros. Esta dissertação aborda o tema do risco de incêndio em centros históricos, urbanos fazendo a sua caracterização e avaliação. Com base numa metodologia simplificada, desenvolveu-se no Núcleo Histórico de Ponta Delgada (NHPDL), uma avaliação do risco de incêndio a qual teve em consideração três fatores; a acessibilidade ao local, a disponibilidade de água para combate a incêndios e o estado geral de conservação do edificado, instrumento de trabalho que permitiu avaliar a maior ou menor dificuldade de combate a um incêndio que os Corpos de Bombeiros podem vir a ter nos arruamentos do NHPDL. A metodologia em causa foi aplicada a 107 ruas inseridas no NHPDL, resultando na sua caracterização e atribuição de um grau de risco. Por fim, sistematiza-se as principais conclusões, retiradas de todo o trabalho desenvolvido, bem como a sistematização de um conjunto de medidas gerais de segurança contra incêndios destinadas a ultrapassar os principais problemas existentes.<br>ABSTRACT: Fires on urban historical centers have always been a matter of concern to populations due to the risks to human life losses as well to cultural heritage. The location, composition and conservation status of existing buildings, coupled with the morphology of the places where they belong, are some of the features that make them more fragile and vulnerable to fire outbreak, as well as the spread to neighbouring buildings. These facts justify the need to fire risk assessment which will condition possible interventions to improve fire safety on these centres. This dissertation addresses the issue of the risk of fires in historic centers, making its characterization and fire risk assessment. Based on a simplified methodology as the risk matrix, an evaluation was developed on the Historic Center of Ponta Delgada (NHPDL), taking into account three factors; the accessibility to the place, the water availability for fire fighting and the general state and the general state of repair of the buildings. This working tool allowed us to evaluate the greater or minor difficulty that fire brigades are likely to experiment on the NHPDL. This methodology was applied to the 107 streets on the NHPDL, resulting on its characterization and classification of the risk level. Finally, the main conclusions are presented as well as the systematization of a set of general measures of fire safety in order to surpass the main existing problems.

Abstract:
The research is based on the belief that the Earth's survival is reliant on an understanding of the interconnectedness between people and the planet. The premise that creative expression is an inherent need in human beings and a powerful agent for social change is at the core of this study. The arts permeate all aspects of life and can play a positive pro-active role in economic and social upliftment. The study therefore explored a contemporary public context in which artists intervene in society to provide practical and functional social spaces but also, with the ecological crisis of the planet, to create an awareness of the interconnectedness of life. Place-making was of specific concern and one of the aims was to examine ways of re-shaping the appearance and meaning of public spaces. An equally important issue was the role and responsibility of both the artist and the commissioning process in a social context and the relevance of individual expression as modes of addressing social concerns and as a tool of public empowerment within a new democratic South Africa that can have a genuine impact on community well-being and social inclusion. The research therefore exists in between the arts, social sciences and the ecology of place: that is, the understanding of the role of creative intervention within social spaces. The study provides a historical context and development of new trends in public and collaborative community arts, contextualises the notion of public and argues for a repositioning of assessment criteria for the arts within a social public domain and in the interest of the people. It is based on a critical survey of international collaborative arts and its potential as a guide to alternative solutions and implementation within a South African context for creative interventions and regeneration of public spaces and empowerment and capacity building of its citizens. The research discusses the relevance and the position of the arts and craft industry as a means of poverty alleviation, job creation and empowerment in South Africa.
