ABSTRACT The first Van de Graaff particle accelerator in Latin America was installed at the Universidad Nacional Autóónoma de Mééxico (UNAM) in 1952. This event marked the beginning of experimental nuclear physics, exclusively for peaceful purposes, in Mexico. The acquisition of this accelerator was fundamental for placing other accelerators into operation, which were used for both research and the resolution of national problems.

Traditional and automated cartographic methods were used to compile a comprehensive map of environmental problems in Mexico. The map is part of the recently published Atlas Nacional de Mexico. This paper outlines the procedures followed during the collection and analysis of data through to its cartographic expression. The recent increase in the publication of environmental maps at regional, national and global scales may increase awareness of the threatening effects of man-induced environmental disturbances.

Abstract:
This article examines how some Catholic women, through their participation in an Acción Católica campaign, protested what they believed was the immoral nature of an expanding consumer culture: the movies, magazines, fashions, and comic books that inundated Mexico—particularly Mexico City—in the 1950s. Through this campaign, these women sought to construct an ideal form of Catholic womanhood that was both modern and moral—one that embraced modesty and sexual purity as a way for Mexico to modernize and progress. While the campaign had its roots in papal directives and was part of transnational discourses about morality, the Mexican women who participated saw their actions, nevertheless, in nationalistic terms. A modern Mexico, they argued, needed to have a strong moral base in order to be economically and politically successful; thus the morality they espoused centered on constraining women’s sexual expression.

El trabajo representa en el ser humano no solamente la manera en que obtiene un ingreso monetario a cambio de producir algún bien o prestar algún servicio, es una forma de autorrealización, de modo de vida e incluso, es la manera en la que el individuo al generar riqueza por y para sí mismo alcanza cierto nivel de bienestar para auto satisfacer sus necesidades. La línea de vida de las personas cruza por una etapa crucial en la formación del ser humano, la juventud, donde se tiene fuerza, deseo y capacidad para generar esa riqueza. El problema se presenta cuando una importante cantidad de jóvenes se ve imposibilitada para trabajar, por circunstancias ajenas a ellos mismos como lo son las fallas del mercado de trabajo. Y se hace referencia aquí a la juventud no únicamente en razón de cuán determinante es para el desarrollo de las personas, sino por la cantidad de jóvenes que hoy en día conforman la estructura demográfica de países como México, así como por la magnitud en que les afecta el desempleo: la tasa de desempleo al primer trimestre de 2015 para el agregado de la economía fue de 4.23%, mientras que para los jóvenes fue de 8.44%, 4.21 puntos porcentuales mayor. Es decir, la tasa de desempleo juvenil para dicho periodo representó el 199.42% del desempleo total en México (INEGI, 2015). El presente trabajo de tesis forma parte del proyecto de investigación intitulado: “Desempleo juvenil por entidad federativa, 2005-2013”, que cuenta con registro ante la Secretaría de Investigación y Estudios Avanzados de la Universidad Autónoma del Estado de México (clave: 3799/2014/CID) la cual financió la citada investigación. Este proyecto se encuentra en el marco de la línea de generación y aplicación del conocimiento: “Economía, Mercado de Trabajo y Educación” del Cuerpo Académico: “Desarrollo Económico, Social y Regional” de la Facultad de Economía de la misma Institución.

This study aims to analyze the Mexican celebrations, particularly the Bicentenary of Independence and Centenary of Mexican Revolution’s celebrations, occurred in the year of 2010, specially those related to the government’s oficial’s visions for civic and patriotic events, that have composed the mexican’s ephemeris, searching for the understanding and to analyze the data collected in the first moment – the period that preceded the celebrations – and those collected during and after the realization of those, in order to contextualize the oficial’s visions, and confront them with another perspectives. In order to, we performed a comparison with the celebrations of the First Centenary of Independence, in 1910, from a theoretical analysis about concepts like Identity, Celebration, Memory and Uses of the Past.
O presente estudo tem por objetivo analisar as celebrações mexicanas, em especial as do Bicentenário de Independência e do Centenário da Revolução Mexicana, ocorridas no ano de 2010, sobretudo com relação às visões oficiais do governo federal para com os eventos cívicos e pátrios, que compuseram as efemérides mexicanas, buscando compreender e analisar os dados levantados no primeiro momento da pesquisa – o período que antecedeu as festas – e aqueles levantados durante e após a realização destas, de forma a contextualizar as visões oficiais, e confrontá-las com outras perspectivas. Para tanto, realizamos uma comparação com as festas do Primeiro Centenário da Independência, em 1910, a partir de uma análise teórica sobre conceitos como Identidade, Comemoração, Memória e Uso do Passado.

La Organización Internacional del Trabajo como se sabe es el organismo internacional que regula y vela por las condiciones de los trabajadores. La promoción y construcción de la seguridad social y de pisos de protección social. Eficiencia, eficacia y transparencia de la legislación y justicia laboral, en la aplicación de las Normas Internacionales del Trabajo. Como resultado es conocer los medios procedimientos y asistencia técnica para la aplicación de dichos instrumentos, así como la aplicabilidad de los instrumentos en México.

La Universidad Nacional Autónoma de México tiene las siguientes funciones sustantivas: la docencia, la investigación y la difusión de la cultura. Sin embargo, hasta la fecha la Universidad no dispone de indicadores que den a conocer el grado de desarrollo al que ha llegado la investigación que se lleva a cabo en ella. Por tanto, se intentó determinar el desempeño de los investigadores universitarios en el periodo 1995-2003 a través de un análisis bibliométrico. Para la construcción de los datos empíricos se recurrió a la Web of Knowledge. Se identificaron 9903 artículos que lograron acumular 65291 citas, publicados la mayoría de ellos en disciplinas correspondientes a las ciencias duras. Se concluye que los investigadores de la UNAM tienen que esforzarse aún más para que la investigación se refleje en publicaciones que lleven a su incorporación a un mercado de la ciencia visible.
The National Autonomous University of Mexico has the following functions: teaching, research and popularization of culture. The University has been recognized by its outstanding performance and has been considered the most relevant institution of higher education at the national level and one of the best at the international level. However, so far, there are no indicators that show the direction into which the research activity is moving. Therefore, this investigation intended to determine the University's research performance from 1995 to 2003 using bibliometric techniques. The Web of Knowledge was used to identify cited papers and citations attracted. In order to determine the visibility of the communication channels used for the publication of research results, we used the Journal Citation Reports (JCR). We also tried to determine the global publication rate (GPR) of the researchers and an approximation of the cost of published articles by university departments.We identified 9903 articles that accumulated 65291 citations. We found that scientists in the hard sciences are more active and more cited than their colleagues in other areas. Three disciplines were the more active: space sciences, physics and microbiology.We concluded that researchers at the University have to work harder in order to be taken into account by the science that counts, i.e. the science that is visible.

Isabel Galina is a researcher at the Instituto de Investigaciones Bibliográficas, a research institute for bibliographic studies at the National Autonomous University of Mexico, UNAM. The university is also home to the Biblioteca Nacional, Mexico’s national library. Isabel Galina discusses the emergence of digital humanities and her views on how DH works within this particular structure and related issues to do with understanding national bibliographical collections in the digital age, in particular regarding e-legal deposit and digital preservation. She discusses the difficulties in identifying, selecting, and incorporating born-digital materials. In the interview, Isabel Galina also describes how she got involved in DH, the creation of the Red de Humanidades Digitales (RedHD), and other DH developments in Mexico and Latin America. Finally, the conversation examines university and government support for DH as well as a look at DH works in Mexico in collaboration with other countries, and in particular hosting the international Digital Humanities conference in Mexico City in 2018.

This chapter provides an overview on how policy analysis is done in Constitutional Autonomous Agencies (CAAs) in Mexico, with a particular focus on two of them: the Instituto Nacional de Evaluacion para la Educacion (INEE, or National Institute of Evaluation for Education); and the Instituto Federal de Telecomunicaciones (IFT, or Federal Telecommunications Institute). The CAAs represent a new kind of public agency for the Mexican politico-administrative system. From an international perspective, CAAs are similar to non-majoritarian institutions existing in other jurisdictions: they are formally independent; their heads are neither elected nor hierarchically accountable to the executive power; and their internal life is not tied to political cycles. The chapter describes the legal background and organizational features of both INEE and IFT; analyses how these institutions gather information, assess policy options, and make decisions; and underlines the main challenges that both institutions are currently facing for developing their policy analytical capacities and performing their broader policy tasks.

Abstract:
Drought is the most significant natural phenomenon that affects the agriculture of northern Mexico. The more drought-prone areas in Mexico fall in the northern half of the country, in the states of Chihuahua, Coahuila, Durango, Zacatecas, and Aguascalientes (figure 10.1). The north-central states form part of the Altiplanicie Mexicana and account for 30.7% of the national territory of 1,959,248 km2. This area is characterized by dry and semidry climates (Garcia, 1981) and recurrent drought periods. The climate of Mexico varies from very dry to subhumid. Very dry climate covers 21%, dry climate covers 28%, and temperate subhumid and hot subhumid climates prevail in 21% and 23% of the national territory, respectively. About 20 years ago, almost 75% of Mexico’s agricultural land was rainfed, and only 25% irrigated (Toledo et al., 1985), making the ratio of rainfed to irrigated area equal to 3. However, for the northern states this ratio was 3.5 during the 1990–98 period (table 10.1). Because of higher percentage of rain-fed agriculture, drought is a common phenomenon in this region, which has turned thousands of hectares of land into desert. Though the government has built dams, reservoirs, and other irrigation systems to alleviate drought effects, rain-fed agriculture (or dryland farming) remains the major form of cultivation in Mexico. In Mexico, there is no standard definition for agricultural drought. However, the Comisión Nacional del Agua (CNA; i.e., National Water Commission), which is a federal agency responsible for making water policies, has coined its own definition for drought. This agency determines whether a particular region has been affected by drought, by studying rainfall records collected from the national climatic network. The national climatic network is spread throughout the country and is managed by the Servicio Meteorológico Nacional (SMN; i.e., National Meteorological Services). The CNA determines, for a municipal region, if the rainfall is equal to or less than one standard deviation from the long-term mean over a time period of two or more consecutive months. If it is, then the secretary of state declares drought for the region.

Abstract:
The objective of the chapter is to assess distance education in times of COVID-19 through the implementation of the Virtual Plan for Academic Continuity of the Instituto Politécnico Nacional (IPN) in order to identify good educational practices at the postgraduate level. A quantitative methodology with an exploratory-descriptive scope was used. The participants of the study were students who were pursuing a graduate degree during confinement. The main results are a positive assessment of distance education in terms of the incorporation and continuous use of digital resources, the use of continuous evaluation, the usefulness of technological tools, as well as an interaction with the teaching staff to review the academic progress of the student.

Abstract:
This paper documents the process, the outcomes and the lessons learned from two design courses aimed at incorporating environmental, economic and social concerns during the product development process. These courses are co-taught by professors of the Engineering and the Industrial Design Schools of the Universidad Nacional Autónoma de México (UNAM). Each course lasts one academic semester and includes engineering graduate and undergraduate students from industrial design and engineering. The two courses are “New Product Development” (NPD) and “Design for Sustainability” (DS). The NPD course runs in collaboration with the University of California at Berkeley (UCB) and it has been taught at UNAM since 2008. The course fosters the development of product concepts that address particular user needs related to sustainability issues and enhance user’s experience and innovation. The DS course is aimed at introducing students to the most representative approaches, methodologies and tools related to sustainability. DS takes the NPD process as a background, i.e. takes the NPD product concept produced by students and evaluates its environmental impact, and its technical and economic feasibility. Some issues on entrepreneurship and social responsibility are also covered. For both courses design projects are paramount. Some of the projects carried out by the students during the courses are proposed by students themselves and some others are put forward by companies. The first part of this paper includes some background information on representative sustainability courses reported in the literature. Then the complete process model comprised by the NPD and DS courses is presented. Some details of the actual courses contents and lecture activities are also described. Representative projects developed within the courses, one of which is now a startup company, are presented. Finally, insights and lessons learned are discussed.

Abstract:
This paper describes the final results of a project aiming at addressing climate change by creating a GHG reduction platform for businesses with carbon management needs in global markets. The project was carried out during a New Product Development course in a bi-national program between The University of California at Berkeley (UCB) and the National University of Mexico (Universidad Nacional Auto´noma de Me´xico, UNAM) in Mexico City. The program features collaboration between the Engineering and Design Schools at UNAM and Engineering and Business Schools at UCB and the College of Architecture CCA. The project, The Carbon Collaborative (TCC) is aimed at consolidating and managing the wide variety of policies and instruments created by governments and environmental organizations to mitigate climate change, and the anthropogenic gas emissions emitted by industry in particular in the US and Mexico. Based on a web platform TCC will provide companies with information on carbon legislation and a centralized location to find transparent and certified methodologies for carbon emission assessment. The differences between the US and Mexican markets lead to advantages for each part. The US market is full of developed consulting enterprises, which is not the case in the Mexican arena, giving to TCC the opportunity of being pioneers to regulate and manage large and small emitters, government environmental agencies and ERP (Enterprise Resource Planning) companies.
