Abstract:
Most Bangladeshi schools, colleges and universities rehearse the old conventional and manual accommodation management procedures. Accommodation management in a manual way is a tedious paperwork process since it involves unnecessary time consumption and lots of unwanted errors. This manual procedure lingers the seat management process (allocation-deallocation, room shifting (reallocation), etc.) and slows down the overall work speed for both the hall managerial bodies and students. We have explored the feasibility studies and requirement analysis considering all the manual accommodation management processes. We have proposed and designed a web-based Abdus Salam Hall Accommodation Management System (ASHAMS) according to the outcome obtained. Tools used to implement the system are Microsoft Visual studio and ASP.net framework as the front-end and SQL Server as the back-end server database. We proposed ASHAMS as a pilot project, and further implementation depends on the success of this project. We collected data from Bhasha Shahid Abdus Salam Hall, Noakhali Science and Technology University (NSTU), Bangladesh, for the entire development purpose of ASHAMS. Using ASHAMS, Hall (dormitory/hostel) authority can easily manage the hall details, room details, seat management process and reduce human errors. Hopefully, ASHAMS will overcome the shortcomings of conventional accommodation management procedures; improve the service quality, productivity, personnel efficiency, reliability, and transparency in the organization.

Abstract:
The article explores the provision of accommodations in the process of learning academic courses in higher education institutions (hereinafter - HEIs) using a comparative approach. The relevance of the study is due to a number of contradictions between the growing demands of society to take into account the individual characteristics of students in the context of the war in Ukraine and the limitation of such accommodations in HEIs by didactic approaches; the strategy of individualization of the educational process defined at the legislative level and the lack of units in HEIs responsible for ensuring equal access to education for students; the need to study foreign experience in training students in HEIs and the state of development of the topic. The purpose of the study is to conduct a comprehensive analysis of the system of providing accommodations in the study of academic courses in US HEIs and to outline ways to implement the American experience in Ukraine. The research methodology is based on the qualitative comparative research methodology. The research data was obtained by analyzing empirical data collected from pedagogical observation, analysis, synthesis and generalization of data. The study sample included 11 US HEIs that accommodate students by provising Letters of Accommodation. The results of the study identify ways to implement such accommodations, describe the departments responsible for creating conditions for equal access to education and accommodation, define eligibility criteria, describe the procedure for obtaining accommodation for academic courses, and ways faculty implement the accommodation recommendation. It is found that the three main ways to implement accommodations are the introduction of universal design into the development of course materials and class activities, changes in the physical space of the classroom and classroom management, and the use of didactic ways to ensure accommodations. The prospects for implementing the American experience in Ukraine are the establishment of departments that would deal with issues of equal access to education and provide recommendations on accommodation for students; the introduction of screening and diagnostic procedures in higher education institutions in cooperation with relevant experts to determine the need for accommodation for students; and the introduction of universal design principles into the content of academic courses.

Abstract:
BackgroundPatients in remote communities who risk premature delivery require transfer to a tertiary care centre for obstetric and neonatal care. Following stabilisation, many patients are candidates for outpatient management but cannot be discharged to their home communities due to lack of neonatal intensive care unit (ICU) support.ProblemWithout outpatient accommodation proximal to neonatal ICU, these patients face prolonged hospitalisation—an expensive option with medical, social and psychological consequences. Therefore, we sought to establish an alternative accommodation for out-of-town stable antepartum patients.MethodsQuality Improvement approaches were used to identify process strengths and opportunities for improvement on the antepartum ward in a tertiary care centre. Physician and patient surveys informed outpatient accommodation programme development by a multidisciplinary team. The intervention was implemented using a plan–do–study–act cycle. Barriers to patient discharge and enrolment in the programme were analysed by completing thematic and strengths–weaknesses–opportunities–threats (SWOT) analysis.ResultsPhysicians broadly supported safe outpatient management, whereas patients were hesitant to leave the hospital even when physicians assured safety. Our alternative accommodation was pre-existing and cost-effective, however, we encountered significant barriers. The physical space limited family visits and social interaction, lacked desired amenities, and the programme proved inconvenient to patients. The thematic and SWOT analysis identified aspects of the intervention which can be optimised to develop future actionable strategies.ConclusionThe utilisation of acute care beds is costly for the healthcare system and must be allocated judiciously. Patient needs, experience and health system barriers need to be considered when establishing alternative outpatient accommodations and strategies for stable antepartum patients.

Abstract:
The purpose of the study is to develop recommendations for Russian hotels on the formation of a system of staff motivation to improve the quality of service. The relevance of the study is dictated by the fact that at present, in the harsh conditions of functioning and competition, only those accommodation facilities that have highly qualified and motivated staff will survive, since the provision of a high-quality and competitive hotel product depends on the staff in the hospitality industry. Far from all hotel managers pay attention to the issues of effective personnel management, which is not true, since hotel employees, interacting with guests, in fact, directly form the consumer's attitude towards the accommodation facility and the quality of service. Therefore, the most far-sighted hotel management understands that in order to increase the efficiency of the hotel, it is necessary to invest finances and efforts in employee training, improvement of motivational programs, development of corporate culture, teamwork methods. This indicates the practical significance of the work. The article clarifies the definitions of the concepts "staff motivation" and "staff motivation system", considers the principles on the basis of which the motivation system is developed and implemented. The classification of types of personnel motivation is presented. Practical recommendations are given to accommodation facilities on the use of various forms of material and non-material incentives, taking into account modern trends that attract people when looking for work in the hotel sector of the economy.

Abstract:
Finding the place of accommodation is one of the most crucial issues during a journey. This study aims to support the decision-making of tourists for choosing the optimal accommodation by combining fuzzy analytic hierarchy process (FAHP) and geographic information system (GIS) techniques. The adopted criteria are the cost per room, the distance from the center, the level of security, the place rating, and the availability of free cancellation and breakfast. Due to some uncertainty and diversity of criteria, the FAHP approach is applied to consolidate tourists’ decisions by applying criteria weighting, while the GIS is used to overlay the weighted criteria and to visualize the ranked places of accommodation on a map. The combined technique is applied on a case study in Budapest City, where the analysis is conducted on 364 places of accommodation. The results show that half of the places are recommended for tourists, and more than fifth of the accommodations are highly recommended. Furthermore, it can be concluded that the cost per room was the highest influential criterion with 0.233 importance weight, followed by the security level with 0.205. The lowest factor affecting the choice of accommodation was the free cancellation service. It was demonstrated that the rating weight importance was 0.182, while the breakfast and the distance from the center had approximately the same importance. As a recommendation, some improvements on the accommodation, such as decreasing the cost per room, enhancing the services, or developing the quality of the places, would increase their attractiveness for tourists.

Abstract:
A survey of the degree of importance consumers attach to the food safety management in accommodation facilities offering food was carried out. Consumers, that is, potential guests, without exception, attach importance to food safety comparable to the importance they attach to sensory properties of food, nutritional value of food and efficiency of service, which from the aspect of business success further emphasizes the need for transparent management of food safety in accommodation facilities offering food. With the aim of comparing the complexity, challenges and importance of food safety management in accommodation facilities that provide combined tourist accommodation and catering services depending on the type of facility, analysis of the complexity of food safety issues was performed depending on the type of facility. The obtained results suggest that the complexity of food safety management depends on the type of facility and is most pronounced in facilities such as hotels and motels. For the case of accommodation facilities with complex food offer, such as hotels, the challenges of food safety were considered through interviews with responsible staff in hotels. The challenges of managing food safety in these facilities are numerous and conditioned by various factors, starting from the diversity of the raw materials, through the compactness of the space, to the challenges related to the establishment of a traceability system. In the complex environment of food safety management in hotels, the knowledge of staff is invaluable.

Abstract:
Purpose – The purpose of this study is to find a concept for optimizing cost and revenue from providing private accommodation services. The aim is to display how linking all participants who provide private accommodation services into a logistics network will result in better and higher quality service for the guest and in reduced cost for the private accommodation provider. Design – This study researches private accommodation providers in the Primorsko - Goranska County. Primorsko - Goranska County has great potential for providing private accommodation services, but it does not have a well-organized system which could improve the quality of the provided services. Methodology – To prove the study’s thesis, scientific methods of analysis, synthesis, methods of induction and deduction, as well as historic and statistical methods have been employed. Furthermore, it includes data from the Department of Tourism, Office of the Croatian Government in Rijeka, as well as data obtained from the local Association of Private Accommodation HGK – PGŽ (Croatian Chamber of Economy in the Primorsko – Goranska County), data from the statistical yearbook, Institute for tourism as well as data from the Croatian Ministry of Tourism and other scientific and professional literature. Approach – The authors aim to prove that by linking all participants in the process of providing private accommodation into a logistics network would increase the quality of the service and simultaneously optimize the costs. The logistic solution which will be proposed in the “Results” section will provide answers to the suggestion whether private accommodation providers should enter into a system with its business surroundings, i.e. travel agencies, local administration community systems, tourist boards, commercial service associations, state institutions, etc. Findings – This research has reached the conclusion that private accommodation providers do not satisfy the principles of the logistic concept and that other participants in the process of providing private accommodation services (institutions) do not adequately support them. The logistic concept is not the final solution, but a foundation for further research. Originality of the research – This paper represents a valuable contribution to research into private accommodation as a phenomenon in the accommodation structure and accommodation services at the level of the Primorsko – Goranska County as well as the Republic of Croatia as a whole. A logistic concept is provided which could solve the problem of poor organization that many private accommodation owners face and it could also possibly have a practical effect on both private accommodation owners and managers. The paper also enriches the overall amount of scientific literature in the field of logistics, organization and management in tourism.

Abstract:
Purpose – The purpose of this study is to investigate the problem of fault accommodation in bilinear dynamic systems. Design/methodology/approach – Solution to this problem is related to constructing the control law which provides full decoupling with respect to the fault effects. The so-called logic-dynamic approach will be used to solve this problem. The main steps of this approach are: replacing the initial bilinear system by certain linear one, solving the problem under consideration for this linear system by well-known linear methods with some restrictions, taking into account the bilinear term to correct the obtained linear solution. Findings – Existing conditions of the fault accommodation problem in a form of rank equalities and inequalities are formulated. Calculating relations for the control law and the auxiliary systems are given. Practical implications – The suggested method allows determining such a control law that preserves the main performances of the system in the faulty case, while the minor performances may degrade. Originality/value – The main advantage of the logic-dynamic approach is a possibility to solve the problem of fault accommodation for nonlinear systems by linear methods without decreasing the main properties of the obtained solution.

Abstract:
Tourism is a sector that accounts for about 10% of European GDP and represents a powerful engine of local development and employment in the European Territory. Europe is the main tourist destination in the world, with 671 million international arrivals in 2017 and Italy is the fourth country in Europe for accommodation facilities. To guarantee "sustainable" accommodation facilities, it is necessary to invest in innovation and technologies that enable energy savings. To support investments in terms of improving the energy efficiency of accommodation facilities, the sector can use the incentive and tax relief system, such as: thermal account, restructuring bonus, eco bonus for energy efficiency, the Tax credit for redevelopment.

Abstract:
This paper presents findings relating to the territorial processes underlying the distribution and location of P2P accommodation in rural parts of Catalonia by establishing a system for classifying rural municipalities based on the volume and growth rate of the supply of this tourist accommodation, its share of the total supply of tourist accommodation, the pressure on the local population, and the function of this supply of accommodation in the regional tourism context. According to the findings, there are three distinct types of rural municipality: (a) Rural municipalities where the volume and growth of the supply of this accommodation are striking, these municipalities are located in the coastal hinterland and in high mountain areas, both of which enjoy high levels of tourism. This supply of accommodation plays a key role in the expansion of the areas of influence of well-established tourist destinations, (b) rural municipalities where this supply of accommodation presents an average volume and growth rate, located in inland areas of Catalonia and in high mountain regions with non-mass tourism development models specializing in rural tourism. This supply is helping boost tourism by expanding and diversifying the range of accommodation, and (c) rural municipalities where no tourist accommodation was available before the arrival of P2P accommodation. These are municipalities in inland areas with a strong agricultural presence, where P2P accommodation is paving the way for tourism.

Abstract:
<em>A smart visitor management system replaces the traditional paper-based record by introducing the centralized digital ledger maintained in databases. It enables the institution or company to organize the guests, visitors and own employees under the same roof. Digital check-in helps the front desk to improvise the visitor&#39;s gestures, history and security features. This application mainly focuses on tracking and monitoring the guest and employee check-in and check-out and also provides the metadata for entry-level access information, the purpose of visits and finding the frequencies of various interactions. The model improvises guest detail maintenance for a better networking option. Advanced invitees to the guest before they visit the institution will be identified. Through this system, the higher authorities will get SMS alerts and notifications, from the people who want to visit them. The proposed approach needs to be implemented in the institutional network with all access privileges and it&rsquo;s tested. Nowadays most universities follow the manual system and still some of the standard universities follow automated systems for students&rsquo; accommodation. The special features of this system are allowing users to generate reports of visitors, view notification lists, generate instant messaging to the visitors, and easy print methods. In future, this system will help the management to provide easy accommodation.</em> &nbsp;

The Americans With Disabilities Act poses unique challenges for public and private sector organizations. The Act requires reasonable accommodation for a variety of physical and emotional disabilities, but it does not specify what constitutes “reasonable.” If organizations rely on ad hoc decisions regarding protected individuals, they risk unsystematic decisions and exposure to liability under the law. This paper describes a way to systematize decisions about A.D.A. An accommodation cost assessment system, based on a job analysis, can help guarantee that employment and promotion decisions are fair and defensible under the Act.

Abstract:
e-Government is a global project of technology transfer taking designs from one context into a different context. Using examples of ‘e-transparency’ projects, this paper finds that the context of design inscribed into e-government systems in both explicit and implicit ways can produce a mismatch with the context in which it is deployed. This creates a contextual collision that can often lead to e-government failure. In other cases, there is some form of accommodation between the two contexts: users may appropriate inscribed elements to their own purposes or there may even be a reciprocating accommodation leading to a viable system. Factors that shape either failure or accommodation are identified, as are the networks of interests that determine the design inscription and deployment accommodation processes. Conclusions are drawn about policy on e-government project design and development of e-government capacities; and about the relevance of developing/transitional economy cases for the literature on the sociology of technology.

Abstract:
Purpose: a comparative assessment of the quality of life (QOL) of patients with symptoms of computer vision syndrome (CVS), depending on the type of accommodative asthenopia: habitual excessive accommodation stress (HEAS) and the asthenic form of accommodative asthenopia (AFAA). Material and methods. 60 patients aged 22–34 engaged in visually extensive work who had typical asthenopic complaints were examined. The main criterion for diagnosing the type of asthenopia was the coefficient of ciliary muscle microfluctuation, measured by objective accommodation on a Righton Speedy-I device (Japan). The patients were divided into two groups of 30 people each with similar age and sex distribution, corresponding to the two forms of asthenopia studied. The main method of QOL examination was the study of an innovative CVS-22 questionnaire filled in by the testees. Results. The comparative assessment of the overall test indicator revealed no significant differences between the examined groups of patients with HEAS (QOL = 40.2 ± 1.2 pts) and AFAA (QOL = 42.2 ± 1.0 pts), p &gt; 0.05. For some of the complaints, certain differences were found, partly associated with the pathogenesis of HEAS and AFAA, however, they do not fully reflect the “specificity” of the main types of accommodative asthenopia. Conclusion. The results obtained indicate the absence of reliable subjective diagnostic criteria of CVS. The fact may be associated with a wide range of risk factors for the development of functional disorders of the body in general and the visual system in particular when the patients is engaged in activities requiring the use of electronic systems in information management.

Abstract:
AbstractThis article examines how non-local frameworks and interventions have set the parameters of the local exercise of agency in regard to the use and valuing of resources in the upland valley of Lindu. Exploiting opportunities opened up by contemporary interventions, the indigenous To Lindu have revitalised their local custom (adat) as a community resource management system under the aegis of furthering conservation. This move has elicited various reactions from the migrants who have settled in Lindu in the last five decades. While largely accommodating their practices to customary regulation of fishing in Lake Lindu by the indigenous Lindu adat councils, these migrants have nevertheless continued to contest the imposition of customary restrictions on land ownership and limits on individual cultivation of land. These strategies of imposition of customary regulation by the indigenes and corresponding accommodations and contestations on the part of the migrants are also embedded in divergent definitions of Lindu as a locality, including whether resources should be governed on the model of a commons or open access regimen. The balancing through negotiations of these various valuations of Lindu and its resources — as customary territory, as open access land for development, as an enclave within a national park — will depend not only upon local initiatives, but also upon such external interventions as impending agrarian legislation that may grant national recognition to customary land. However, such external interventions will be complemented by local strategies of imposition, accommodation and contestation in forging new senses of locality.

A critical process for the timely development and delivery of highway construction projects is the early identification and depiction of utility interests that may interfere with proposed highway facilities. The effective management of such utility interests or conflicts involves utility adjustment (or design changes), inspection, and documentation. The large number of stakeholders and the magnitude of the process result in enormous amounts of data. Despite substantial data exchange among utility accommodation stakeholders, few standards exist for exchange and management of utility data in the project development process. With sample data provided by the Texas Department of Transportation, research described in this paper addresses the issue of utility conflict management by analyzing specific utility conflict data flows and data needs of stakeholders. The paper presents the product of this analysis, which is a prototype system for managing utility conflict data called the Utility Accommodation and Conflict Tracker.

An online response management (ORM) system is a customer service system that is supported by information technology. A significant gap exists regarding literature on the management of online reviews at accommodation establishments in Cape Town. The aim of the study was to understand how hotels manage their online reputation when responding to online platforms visitor reviews, focusing on guests’ online reviews (OLR) and how hotels respond and use ORM systems to manage these reviews. This exploratory research employed a qualitative methodology, whereby seven 4-star rated accommodation establishments, within the Cape Metropole were sampled. Data were collected via face-to-face interviews, and online interviews and electronic mail were also accepted due to Covid-19 restrictions. The study presents the following assumptions drawn from existing research: (1) hotels are equipped to respond to online reviews during a pandemic, and (2) hotel management perceives negative and positive reviews to be impactful. The results reveal that hotels are aware of how negative and positive ORLs impact the brand of the establishment, and how ORM systems are used to monitor and maintain their reputation online. A contribution of the study was the adoption of positive response actions to an existing review response framework.

Abstract:
Tourism is a dynamic system essentially connected to all aspects of human and natural environments. Among these tourism systems and products, providers of tourist accommodation stand out. Within this context, water provision is crucial for tourist accommodation. Unfortunately, climate variability, and therefore, water availability, can and does impact tourism systems and tourism products, perhaps disproportionately so. In South Africa generally, and in an established tourism destination region such as the Cape Winelands in particular, guest houses are key role-players in the tourist industry. Nonetheless, from 2015 to 2018, this destination region experienced a crippling long-lasting drought, leading to fears of an imminent “Day Zero” – a point at which taps run dry. This would have been calamitous for tourism. To avert this, various water management strategies were implemented by Stellenbosch guest houses – the focal point of the Cape Winelands tourism region – to cope with and adapt to the drought. This study sought to examine the water management strategies manifested in the study region. It is concluded that various strategies were followed, and some appear to be permanent, rather than once-off responses. While these strategies might lead to more responsible water management strategies in tourist accommodation going forward, it appears that adopting sustainable water use practices was only done under duress and serious resistance from some guests resulted. It may be that water supply augmentation is the only way to preserve the tourism industry.

Abstract:
The provision of student&rsquo;s hostel is a crucial supplement to education of higher learning, as this is expected to enhance students&rsquo; well-being and overall performance. Using a cross-sectional design survey, the study assessed the management of the students&rsquo; hostel in Ajayi Crowther University, Oyo, a private institution. Through interviews, focused group discussion and questionnaire administration, the study evaluated those responsible for the management of student&rsquo;s hostel, it examined the management strategies deployed, the challenges in the management, as well as analysed the level of student&rsquo;s satisfaction with the management strategies employed. The study adopted descriptive statistical approach in the analysis of the data collected. Findings in this study shows that emergency management approach (EMA) to management issues was adopted as against the predictive, corrective and preventive maintenance and management strategy. It was shows that both the Hostel supervisors and the students were strongly dissatisfied with the management strategy adopted in the management of the hostels. The challenges encountered was the bureaucratic process of obtaining permission from the Hostel providers before repairs were carried out on the facilities. The lack of the proper allocation of responsibilities between the service providers and the university management as to who should handle what, posed a great challenge in the management of the student&rsquo;s facilities and of course non-remittance of funds to the hostel providers. The gradual dilapidating state of some of the hostel facilities led to some antisocial behaviours of some students within and around the hostels. Other notable challenges that affected the management strategy of these student&#39;s hostel accommodation were dual ownership and lack of proper and detailed working memorandum of understanding. Others were lack of effective supervisors&rsquo; complaint system about deficiencies in the facilities and delay in response to repairs, even emergencies. The paper recommends a total overhauling of the facilities as well as outsourcing the management of such property to Estate Surveyors and Valuers who were competent, skilful and trained in the art and science of real estate management, to avert a total collapse and retain the integrity of the properties. A standard hostel facility with good management strategy put in place, will attract more patronage and enhance academic performance.

Abstract:
This paper presents accurate orbit determination (OD) of the Iran University of Science and Technology Satellite (IUSTSAT) from Global Positioning System (GPS) data. The GPS position data are treated as pseudo-measurements within an onboard orbit determination process that is based on the numerical integration of the equations of motion using an earth gravity model and applying an Extended Kalman Filter for the data processing. In this paper, through accurate tuning of GPS duty cycle and on/off time intervals, a solution is suggested to achieve the desired OD accuracy despite power constraints. Moreover, a new scheme for automatic fault management in the orbit determination system is derived that provides fault detection and accommodation features.

Abstract:
The article aims to determine the indicators and the algorithm for evaluating the effectiveness of the management of marketing activities of accommodation facilities. The main approaches to defining the concepts of ‘efficiency of marketing activity management’ and ‘effectiveness of marketing activity management’ are analysed. The study considers the organisational-economic mechanism used in the organisational, financial, and economic management of accommodation facilities. It defines the features and conditions of using the qualimetry methodology to evaluate the effectiveness of the organisational and economic mechanism for managing the marketing activities of an enterprise. It analyses the key performance indicators of marketing management. The authors provide recommendations on the criteria for evaluating the effectiveness of the current mechanism for managing the marketing activities of hotel enterprises and a scale for assessing performance indicators. They provide formulas for determining the absolute indicator of evaluating the effectiveness of the organisational-economic mechanism of enterprise marketing activity. The article describes creating a factor-criterion evaluation model as a process of finding out the importance of each factor, carried out by ranking by experts. It considers the conditions for conducting a group expert evaluation. It further proposes a factor-criterion model for evaluating the effectiveness of enterprise marketing activities. The priority of evaluating the criteria for the effectiveness of the mechanism of marketing activities in the hotel industry is in the following order: in the first place is the level of relations effectiveness; in the second place are the level of efficiency of levers and the criterion of compliance with the principles; in the third place is the level of effectiveness of the marketing information system; in the fourth place – the level of effectiveness of the regulatory framework; in the fifth place – the criterion of effectiveness of methods. Based on the results of the calculations, the state of efficiency of the existing organisational and economic mechanism of marketing activities at the hotel enterprise is determined, estimated at 68 %, and considered satisfactory. Abstract:
The Hybrid Control Accommodation (HCA) strategy was proposed to improve the water-asset management of hydraulic systems by resource allocation and setpoint assignment. Hydraulic system dynamics are taken into account during the setpoint assignment step which consists in controlling gates for large operating conditions. For hydraulic systems subjected to strong disturbances, transfer delays are variable, thus different operating modes must be considered. A multimodelling method, associated to a selection technique of transfer delay, allowing for the determination of the number of models, is proposed. The simulation results on the first reach of the Neste canal show the effectiveness of the HCA strategy.
