Abstract:
Introduction. To date, every entity has faced accounts receivable and payable. There are times when debt becomes overdue. An entity cannot repay its debt because debtors do not repay their debt. In fact, receivables and payables are closely linked, which in turn has a negative effect on the balance sheet and financial performance of any counterparty. This article discusses cases of arrears and ways of overcoming (reducing) accounts receivable and payables. The purpose of the paper is to study the factors that influence the increase in accounts receivable and payable within the internal and external activities of the enterprise. Results. In today's economic environment, a large number of Ukrainian enterprises went bankrupt and liquidated because they were unable to pay their debt to creditors. Also this situation arose due to a certain amount of cash, which was in circulation and in time did not enter the current account of the enterprise for payment of accounts payable. On the balance sheet receivables and payables account for a large percentage of both their and others' debt. We'll look at how and under what conditions debt can be reduced. Conclusion. It is advisable to balance receivables and payables in order to control the debt at the enterprise. The constant cash flow should not stop. The debt of the debtors goes to pay off the debt to the creditors. The optimal ratio is when the accounts payable exceeds accounts receivable by 10-20%.

Abstract:
Today, payables are one of the fundamental elements necessary to assess the efficiency and profitability of any enterprise. The proposed study is concerned with the issues of accounting and analysis of accounts payable at domestic enterprises. The article substantiates the theoretical foundations and analyzes the practical experience of accounting for payables in Ukraine in accordance with the main goal. The differences and similarities in the interpretation of the concept of «accounts payable» by a large number of scholars and researchers are outlined. The conditions of shortcomings of increasing the level of accounts payable to a level higher than a normed one are analyzed. The procedure for analyzing accounts payable is examined. The model of payables management in the enterprise is distinguished. The methodological legal principles of management of this type of obligations in Ukraine are described. The article also demonstrates the positive prospects for conducting an efficient analysis of accounts payable. Statistical changes in the dynamics of current accounts payable at enterprises of various forms of ownership and size, including large, medium, small and micro businesses of Ukraine during 2013-2020, were computed. Based on the trend of increasing the level of payables and the available official information on this issue, assumptions have been made about the dynamics of current accounts payable during 2021-2022. A list of proposals for improving the organization of analytical accounting of settlements with borrowers is also outlined. The direction of further research work is the search for new ways to constantly improve the process of payables management at domestic enterprises, which will contribute to the development of the economy in general.

Abstract:
The subject of the study is accounts receivable and accounts payable. The purpose of the study is to consider the state of receivables and payables in modern economic conditions, problems and methods of its management. The objectives of the study are to study the dynamics of the debt of economic entities, methods and methods of managing it, identifying problems of non-repayment in a timely manner and in full. The novelty of the study: the theoretical foundations of the management of receivables and payables, the problems of its occurrence are disclosed, and the dynamics and structure of debt are reflected on the basis of statistical information. Conclusions: the excess of accounts payable over accounts receivable, formed by enterprises operating in the country, was revealed; the problems of debt management and the need to improve methods of monitoring the fulfillment of obligations by counterparties are disclosed.

Abstract:
The article shows the organizationsaccounts payableof the Republic of Kalmykia as one of the most important elements of financial analysis as a separate organization, industry and the whole region. The dynamic changes in accounts payable on the basis of statistical datawere analyzed. It was revealed that the vast majority of overdue accounts payable was formed in housing and communal services. We carried outthe structural analysis of overdue debt composition and revealed the ways of its control. In order to identify the most "vulnerable" areas of economic activity from non-payment, the share of overdue debt to the total amount of debt by industry was considered. To assess the timeliness of payments of enterprises on obligations and the quality of accounts payable, we performed the analysis of the share of overdue accounts payable in its total volume. On thatbasiswe found out the approaches to optimizing the management of accounts payable, leading to the growth of financial results and further development of the economy of the Republic of Kalmykia. To analyze financial stability, it is important to consider not only the status of accounts payable, but also the ratio of accounts receivable to accounts payable. The analysis showed that the proportion is irrational; it is obvious that companies have attracted significant borrowed resources, but currently use of them in their current activitiesinefficient. The article concludes that the financial situation of enterprises and organizations of the region is extremely unstable when there is an annual growth of accounts payable and accounts receivable. In order to stabilize the financial condition of enterprises and organizations of the Republic of Kalmykia, improve their solvency and strengthen the settlement and payment discipline we explored the possibility of restructuring of accounts payable, which requires an analysis of each creditor separately, including all components of the debt-principal amount, interest and penalties.

Крайне внимательно относиться к расчетам с кредиторами, вовремя погашать им долги, в противном случае предприятие будут иметь штрафные санкции по расчетам с контрагентами – все это объясняет актуальность этой проблемы. Для повышения эффективности использования дебиторской и кредиторской задолженности нами разработаны мероприятия по управлению дебиторской задолженностью. A company must control accounts receivable and accounts payable, be sure to monitor repayment rates, not allow unreasonable growth of debtors and the amount of their debts, take timely measures to recover overdue debts, and actively work with debtors. It is also necessary to be extremely attentive to settlements with creditors, repay their debts on time, otherwise the company may lose the trust of its suppliers, banks and other creditors, will have penalties for settlements with counterparties – all this explains the relevance of this issue. To improve the efficiency of the use of accounts receivable and accounts receivable, we developed measures on managing accounts receivable.

Trade credit is important as a funding source for companies having a liquidity shortage. Trade credit comprises of both accounts receivable and payable. The financial literature has discussed the impact of accounts receivable or payable on a company’s financial performance. However, there is a lack of studies on the effects of accounts receivable and payable on each other and further its effect on the financial performance of small-cap companies. Financial performance is determined using the profitability and value of the company. The researchers examined the financial performance implications of offering and receiving trade credit for a sample of 193 BSE small-cap manufacturing companies in India during the period 2011–2019. Granger causality test, Levin, Lin and Chu Unit root test, correlation and regression have been used for data analysis. The finding suggested that accounts receivable influenced the use of accounts payable. The aftermath of accounts payables is that it negatively and significantly affected the profitability and had an insignificant relationship with the value of the company. The result implies that effective management of accounts receivable can influence the application of accounts payable that improves a company’s profits and value. The current study is useful for SMEs’ managers in determining the financial performance and capital structure.

Therefore, with inefficient management of receivables and payables, poor-quality accounting and analysis, there is a risk of loss of solvency, profit, and sometimes bankruptcy of the enterprise. Introduction. The share of receivables and payables in the structure of the balance sheet has a high percentage, which certainly affects the production process as a whole. Every receivable is someone's accounts payable and vice versa. Each company faced non-payment of debts in any direction. In this article, we will consider the control over settlements with counterparties and the procedure for writing off and forming bad receivables and payables. The purpose of the paper is to study the audit process at the enterprise in the section of receivables and payables. Identify the processes of writing off bad debts. Results. The audit of accounts payable and receivable is relevant in connection with the introduction of the International Accounting Standards in the management of the enterprise, the constant change in the legal framework of Ukraine. Settlements with debtors and creditors for goods and services have a significant impact on the functional activities of the enterprise, so when the audit firm checks all the nuances of accounting in this area, the main factor of fair conclusions is the provision of reliable information. The main source of information is financial statements, where receivables have a significant share in the assets of the balance sheet, and accounts payable in the liabilities of the balance sheet. Conclusion. Debt write-off is an important component in settlements with counterparties. More often than not, we are faced with bad debts. For the correctness of the display of information and write-off of receivables, the company creates a reserve of doubtful debts, which is reflected in account 38 "Reserve of doubtful debts". To write off accounts payable, the company must have important evidence, documents that are approved in accordance with the law.

Accounts payable are the charges arising from the purchase of raw materials, supplies, or merchandise are made on credit to other parties for which payment is deferred until the debt matures. Loose debt policy could result in higher amount of debt a company has, so it can increase the risk of inability to pay , which in turn can lower the profit achievement. For that the company needs to establish appropriate policies to manage its debt. The results of the analysis of trade payables and pengeruhnya on sales at PT. Goodyear Indonesia Tbk. and PT. Gajah Tunggal Tbk. shows that the value of r = 0.630 approaching +1, meaning accounts payable has a strong and positive relationship to sales, this means that an increase in accounts payable each will be followed by an increase in sales. T-test results of the processing of the data above , provide information that amounted to 1,404 t , while t table at the confidence level α ( alpha ) by 10 % or 0.1 and degrees of freedom (df) equal to 3 is 2.353. It can be concluded that t is smaller than t table or 1.404 < 2.353, this means accounts payable does not have a significant impact on sales, in other words, accounts payable does not have a significant effect on sales. Value of r = 0.630 shows values approaching +1, meaning accounts payable has a strong and positive relationship to sales. The article is devoted to the issues of strengthening the financial and economic security of critical infrastructure enterprises of Ukraine under martial law. It is proved that the optimality of the volumes of receivables and payables, their balance, and timeliness of repayment are the basis for ensuring liquidity, solvency, financial independence, and safe functioning of the business entity as a whole. The article analyzes the dynamics, structure, ratio and indicators of turnover of accounts receivable and accounts payable of the critical infrastructure object of JSC “POLTAVAOBLENERGO”. The influence of accounts receivable on the liquidity of the enterprise, its profitability and financial stability is determined. The influence of accounts payable on the financial independence of an enterprise and its solvency is substantiated. The indirect impact of accounts payable on the profitability of an enterprise is proved. It is established that the uncertainty and variability of the business environment, especially under martial law, complicates the process of making management decisions. The level of their validity and effectiveness depends on the ability of management to foresee possible scenarios. Therefore, forecasting is rightly recognized as an integral part of determining the directions of debt optimization. On the basis of forecasting, the risk of debt growth of the researched enterprise is identified and directions for optimizing the amount of receivables and payables are proposed, which will not only improve financial stability but also strengthen the financial and economic security of the enterprise as a whole. The priority measures to optimize the accounts payable of JSC “POLTAVAOBLENERGO” are as follows: introduction of a system of control over accounts receivable and accounts payable at the enterprise; introduction of control over the quality of services provided to consumers; monitoring of settlements with creditors for deferred or overdue debts and identifying reasons for non-compliance with the terms of the contract; obtaining state support under martial law.

The financial performance of Kenyan universities has been declining to recent time where most of the universities reported deficits in their income statement, following the dwindling revenues universities are in a deep financial crisis that can possibly lead some of them to a halt. Auditor General declared 11 universities insolvent in a report to Parliament for financial year (2017/2018). Proper Accounts receivable management is essential for any organizational survival. This is because an institutions’ inability to identify relevant accounts receivable management practices can be its source of inability to perform. The general objective of this study was to determine the Effect of Accounts payable management on financial performance of public universities in Kenya, which was guided by the following independent variables; effect of account payable turnover management on financial performance of public universities in Kenya, effect of account payable day ratio management on financial performance of public universities in Kenya, effect of coverage ratio management on financial performance of public universities in Kenya. The study was anchored on trade off theory, operating cycle theory, liquidity theory. The scope of the study was based on public universities in Kenya for period between years 2016 to 2019. Existing literature was reviewed in details in chapter two of the study. Quantitative research design was used in this study. The study population was 31 accredited public universities in Kenya. Secondary data was collected from the auditor general’s office. The study found that accounts payable turnover management, accounts payable day ratio management, coverage ratio management as measures of accounts payable collective and individually affects financial performance of public universities in Kenya. The study revealed that student enrolment moderates the relationship between accounts payable management and financial performance of public universities in Kenya. Coefficient of determination R2 = 0.563 shows that 53.6 percent of the variation in financial performance are accounted for by the changes in accounts payable management of public universities in Kenya. The study concluded that accounts payable management plays a significant role in financial performance of public universities in Kenya. The study therefore recommended that all public universities embrace accounts payable management in order to have sound financial performance. Further it is recommended that more research can be done on private universities in Kenya to facilitate generalization.

The system that has been used is developed to computerize based (towards computerization) by using online web and using the waterfall development system method and by using designtools DFD ( Data Flow Diagram ). The testing is done by using Black box test which gives result that the web run as expected. The testing user who gives result agrees thet the system of the receivable payable information is feasiable and could help the user knowing the amount of the due date receivable payable. The conclusion of we-based receivable payable system is, that application could facilitate easilythe owner, suppliers, costomers of XYZ Company to know the receivable payable.

Accounts Payable (AP) is a resource-intensive business process in large enterprises for paying vendors within contractual payment deadlines for goods and services procured from them. There are multiple verifications before payment to the supplier/vendor. After the validations, the invoice flows through several steps such as vendor identification, line-item matching for Purchase order (PO) based invoices, Accounting Code identification for Non- Purchase order (Non-PO) based invoices, tax code identification, etc. Currently, each of these steps is mostly manual and cumbersome making it labor-intensive, error-prone, and requiring constant training of agents. Automatically processing these invoices for payment without any manual intervention is quite difficult. To tackle this challenge, we have developed an automated end-to-end invoice processing system using AI-based modules for multiple steps of the invoice processing pipeline. It can be configured to an individual client’s requirements with minimal effort. Currently, the system is deployed in production for two clients. It has successfully processed around ~80k invoices out of which 76% invoices were processed with low or no manual intervention.

Abstract:
The purpose of this article is to investigate the accounts payable management practices of small, medium and micro enterprises (SMMEs) in the Cape Metropolis. The study is motivated by a lack of research on payable management practices of SMMEs in South Africa. Data are collected from a sample of 200 SMMEs by means of a closed-ended questionnaire and analyzed using descriptive statistics and inferential statistics. The findings of the study indicate that 70% of the sampled SMMEs purchase only on cash basis. Of the sampled SMMEs, 22% purchase on both cash and credit, while 8% purchase only on credit basis. Of those that purchase on credit, 72% pay their creditors promptly to take advantage of discount facilities. To manage their accounts payable, 52% of the SMMEs use computers. Only 43% settled accounts payable on the last day that the payment is due. The results further indicate that a lack of personnel and time are the main factors that inhibit the SMMEs from managing their accounts payable effectively. The above results suggest that SMMEs are inclined towards purchasing on cash or paying promptly when they purchase on credit, which could indicate that they had a lower bargaining power relative to that of suppliers who may have viewed these entities as risky ventures to which they were reluctant to extend credit terms. Based on the above findings, this study recommends that the SMMEs decision-makers be educated on the competitive advantages gained by buying on credit, most important of which are improving cash flow and building supplier relationship. In addition, the decision-makers may be trained, perhaps through Government intervention, on how to overcome the factors that inhibit them from managing their accounts payable effectively, by using computers. The Government may also provide guarantees to SMMEs’ suppliers to relax the credit terms extended to these entities. This study makes several original contributions to literature. It is the first study to investigate the accounts payable management practices of SMMEs in the Cape Metropolis. Entities whose management of accounts payable had up till now been neglected appeared in the prior research to their peril. Secondly, this study provides a unique insight into SMMEs management of their liquidity by focusing on their management of most immediate obligations (accounts payable), which are critical for these entities’ survival given their limited access to finance. The proposed study thus fills the gap in research on the accounts payable management practices employed by SMMEs in South Africa. Although various studies have been published on the accounts payable management practices on SMMEs in other countries, no study was found within the South African context. This study therefore contributes to the debate on the accounts payable management practices of SMMEs in a unique context of South Africa and inspires other researchers to investigate the same in other Metropolis in the country

For the study, I used analysis and synthesis, and the methods of correlation and regression analysis. Results. The article identifies and describes the financial reasons for the growth of accounts payable in the Russian economy. Conclusions. The identified main financial reasons for the growth of accounts payable in the Russian economy inform the authorities about the possibility of converting accounts payable into bonds and further into shares with the transfer of interest on debts to shareholders.

Introduction. The amount of accounts payables of an enterprise largely depends on the quality and efficiency of accounting and analysis of settlements with suppliers and contractors. It is an important component for successful cooperation and providing complete, truthful and impartial information on the financial position, company performance and cash flow of the enterprise for making management decisions. The purpose of this paper is to find ways to improve the accounting and analysis of accounts payable with suppliers and contractors by summarizing the theoretical and practical aspects of the selected topics. Results. One of the most important components of current liabilities is accounts payable with suppliers and contractors. As practice shows, accounting, analysis and control of payments with counterparties have so far received insufficient attention. We consider it is necessary to improve the accounting of settlements by using additional analytical accounts on terms of debt repayment. Also, the authors propose to introduce an analytical table of control and management of accounts payable, the register of documents for payment and statement of settlements with suppliers and contractors into the accounting system to facilitate the accounting and analysis of settlements. An important element of the management of liabilities to suppliers and contractors is the correct and timely analysis, which is carried out to obtain prompt and objective information on accounts payable. Therefore, it is necessary to conduct a comprehensive financial analysis of accounts payable using various indicators and methods. Conclusion. Therefore, summarizing all of the above, we can conclude that settlements with suppliers and contractors are an important element of the economic mechanism of any enterprise. At the moment, we are all watching with attention the increased impact of the Coronavirus (COVID-19) outbreak, which has, by now, affected many countries globally, including Ukraine. There is a trend of deterioration of the financial situation of domestic enterprises. This situation is a threat to their future existence. If corporations begin to announce large defaults on payments, businesses stop working and many people lose their jobs, there will be the real catastrophe. Therefore, if businesses want to operate normally and be able to withstand external circumstances, they should reasonably manage accounts payable with suppliers and contractors to be solvent and independent at such a difficult and unstable time.

Due to the martial law and the introduction of a curfew, the logistics between counterparties has significantly worsened, which reduces the turnover of sales and purchases and negatively affects all indicators of the enterprise. The uncontrolled growth of accounts payable for goods, works, and services in the conditions of the existing problem of non-payments may become even larger. Therefore, one of the important tasks in the conditions of their occurrence is the systematic analysis of the company's payables, as a factor of ensuring business continuity, a basic assumption in the concept of accounting. Purpose. The purpose of the work is to study the influence of accounts payable on ensuring the continuity of business activities on the basis of a system of analytical indicators, cluster analysis, which is extremely important in the conditions of martial law. Method (methodology). To achieve the goal, general scientific, economic and mathematical methods and approaches, analytical procedures and tools were used, in particular, horizontal and vertical analysis, cluster analysis, formalization and generalization of the influence of accounts payable on ensuring continuous activity in the conditions of martial law. The results. The impact of commercial payables on ensuring business continuity under martial law conditions has been studied. The introduction into the theory and practice of accounting analysis as a component of economic analysis of economic activity (business) based on the additional involvement of accounting information, which is not directly reflected in financial statements, is argued. It is proposed to use a system of indicators, procedures for analytical justification of management decisions, focused on the implementation of business continuity.

Purpose This paper aims to test for a potential target accounts payable ratio and the determinants of accounts payable ratio. Design/methodology/approach The author use data from 104 firms over the period 2000-2014 and analyse these data using the system-generalised method of moments methodology. Findings The author find that Jordanian firms have a target accounts payable ratio and more than 65 per cent of the deviation from target is closed within a year. He find a positive impact of growth, positive growth and supply of credit on the accounts payable ratio. Furthermore, large firms use less trade credit to finance their purchases. Research limitations/implications A number of limitations affect this study to be considered in future research. Future researchers could cover longer period of time. To generalise the results, non-listed firms may be included in the sample. Practical implications In addition to extending the finance literature, this study has managerial implications regarding trade credit policy. There is strong evidence that the trade credit policy is affected by firm’s access towards capital market funds. Thus, regulators and policy maker should bear in mind that the banking system should help firms to achieve their target accounts payable ratio. In addition, firm’s management should be aware of the importance of trade credit to finance sales growth. All of these results should assist firm managers to find the factors that affect the target accounts payable ratio, which ultimately may affect the firm value and performance. Originality/value To the best of author’s knowledge, this is the first study on the partial adjustment model and determinants of accounts payable in Jordan. Thus, the authors aim to contribute to the existing literature, as there are very few studies test for target trade credit policy.

The article substantiates the necessity of building a forecast of the economic entity's accounts payable in the context of financial management, proposes forecasting based on a time series model, and reveals methodological aspects of preparing a pro forma balance sheet of debt movement to creditors. Conclusions and Relevance. Accounts payable forecasting as a financial management tool is one of the stages in the formation of the cash budget and pro forma balance sheet of an economic entity. This research analyzes the impact of certain factors upon the accounts receivable from chemical enterprises. The subject of this article is the accounts receivable, while the object is the Russian chemical enterprises. The goal lies in building a regression model of the dependence of accounts receivable from chemical enterprises on the explanatory factors selected in the course of analysis. The internal factors include sales revenue, net profit, accounts payable, management expenses, return on total assets, etc. The external factors include gross domestic product, monetary supply, and Networked Readiness Index. The author creates an econometric model based on the financial report data for 44 enterprises, and statistical information for the period from 2015 to 2019. The result of modeling reveals a considerable impact of such indicators as monetary resources, accounts payable, and management expenses upon the size of accounts receivable. The conclusion is made on the expansion of digital components of management expenses in the context of the goal of research. The novelty of this article is substantiated from the perspective of application of the acquired results for forecasting the level of accounts receivable and more effective management of the payables policy of the enterprise. It is noted that the internal financial and economic indicators have most impact upon the size of accounts receivable from chemical enterprises.

The optimal one is not the complete absence of debts from a market entity, but the presence of an optimal amount of accounts payable. The main indicator is the timeliness of its repayment. In this case, borrowed funds contribute to the development of production. Overdue accounts payable generates illiquidity, the insolvency of a market entity.

The study evaluated the effect of current liabilities on profitability of consumer goods firms in Nigeria. The specific objectives of the study were to assess the effects of accounts payable, income tax payable and dividend payable on profit for the year of firms in the consumer goods industry in Nigeria. Data were collected from annual reports and accounts of sampled firms within the industry to test the major null hypothesis that selected current liabilities do not affect profit for the year significantly. Multiple regression was the tool of analysis using panel data set covering 30 observations from three firms in the consumer goods industry. The findings revealed that Accounts Payable (AP) has a negative (Coefficient -0.106881) but significant effect (p-value 0.0004) on Profit for the Year (PFY), Income Tax (IT) has a positive (Coefficient 2.103591) and significant effect (p-value 0.0000) on Profit for the Year, while Dividend payable (DP) has negative (Coefficient -0.302978) and non-significant (p-value 0.2772) effect on Profit for the Year in consumer goods firms in Nigeria. The implication of the findings is that the effect of current liabilities on profit for the year in the industry depends on factors of environment, credit policies, nature of products, distribution channels and corporate governance mechanisms. The study concluded that trade creditors and dividend payables should be reduced while income tax be allowed to flow in tandem with the accounting profit for the year. The study recommended that firms should reduce the list and amount of trade creditors, government should judiciously invest tax revenues in infrastructural development and firms’ growth should be pursued through retained earnings.

Based on the analysis and synthesis of the results obtained by the authors in previous studies, a set of recommendations was proposed. The method of combining ABC analysis with accounts receivable aging reports, which gives a full picture of creditors and debtors, was described.

The article aims to highlight the elements of economic diagnostics of the organization's debt in the internal control system and develop methodological approaches to the assessment of accounts receivable and payable. Methods. For the study, we used analysis and synthesis, induction and deduction, as well as comparison, logical generalization, systemic reasoning, and analytical forecasting tools. Results. The article presents an author-developed methodology of economic diagnostics of resources in settlements in the internal control system of the organization. It is based on an algorithm for assessing the dynamics of the turnover of accounts receivable and payable and monitoring their mutual ratio, identifying debt collection reserves, monetizing and forecasting the repayment of current debts. Also, for the operational systematization of information and effective control over the rate of change in accounts receivable and payable, the article offers developed forms of management reporting. Conclusions and Relevance. The developed methodology for economic diagnostics of accounts receivable and payable helps, on the basis of information on the changes in mutual turnover of obligations in the context of counterparties, identify available financial resources, determine possible reserves for debt collection, and make payment predictions. The results of the study can be applied when organizing the internal control system of accounts receivable and payable in the context of assessing the financial condition of the organization.

Based on this, organizations carry out various types of transactions, which are entered into from two sides: both the debtor and the creditor, which generates the formation of accounts receivable and accounts payable. This study examines the impact of working capital management on the financial performance of Savings and Credit Cooperative Societies (SACCOs) in Sheema Municipality, Uganda. SACCOs play a vital role in Uganda's economic development, contributing to the country's GDP and providing financial services to a significant portion of the population. However, SACCOs have faced challenges in managing their working capital, particularly in cash management, accounts receivable management, and accounts payable management. The study employed a descriptive research design with a sample size of 106 respondents. The data was collected using questionnaires, and the study used multiple regression analysis to analyze the data. The findings indicated that cash management and accounts payable management had an insignificant effect on financial performance, while accounts receivable management had a significant effect. The study recommends the implementation of automated systems, effective internal controls, and staff training to improve SACCOs' working capital management. The research is valuable for government policymakers, scholars, and SACCO management teams. This issue has many opinions among scholars of interpretation, both regarding the recording order and the problem of determining the criteria for witnesses in conducting debt and credit transactions. To get a deeper understanding, it is necessary to conduct a study of accounts payable, so that it can be seen how the criteria for witnesses for recording accounts payable according to the commentators and how the accounts payable according to the commentators are recorded. This study uses library research as a basic scientific perspective on interpretive scholarship, while the approach used in this research is a qualitative approach using the mauḍu'i (thematic) method. The main data sources used are the book of Tafsir al-Munīr, afwat al-Tafāsir, Tafsir al-Marāghī, the Koran and its commentary, while the supporting data sources are literature related to research titles such as books, books, dictionaries, encyclopedias, journals, as well as articles. The results of this study state that the criteria for witnesses according to the commentators in recording accounts payable, have almost the same opinion, not much different, namely Wahbah al-Zuhaili mentions that the criteria for witnesses are Islam, fulfill the obligation of prayer, have good and fair morals. And Ali al-Ṣābūnī mentions that the criteria for witnesses must be fair and firm, while al-Marāghī mentions that the criteria for witnesses must be of good religion and fair nature. The commentators have different opinions regarding the recording of accounts payable in QS. al-Baqarah: 282-283, unlike contemporary scholars who are very well known in this century, according to Wahbah al-Zuhaili the order to record accounts payable is obligatory and al-Marāghī recording debts and receivables is mandatory for avoid disputes in the future. Meanwhile, according to Ali al-Ṣābūnī, the recording of accounts payable is only a recommendation, not mandatory.

Abstract:
Purpose. The aim of this article is to substantiate of methodical approaches to formation of accounting and analytical information concerning accounts receivable and payable in the context of ensuring business communication of the municipal company. Methodology of research. General scientific and special methods of cognition are used in the research process, in particular: methods of theoretical generalization and comparative analysis – for the analysis of scientific works and practical experience of improvement of communications in accounting; system approach, methods of analysis and synthesis – for substantiation of methodical approaches and suggestions for the formation of accounting and analytical information; methods of econometric modeling – for the construction of a model of net profit of municipal companies. Findings. The relationship between the problems of accounting for accounts receivable and payable and the principles of business communications are established. Changes in the financial statements of municipal companies, which are consistent with the principles of effective communication and improve the information of internal and external users on accounts receivable and payable and their impact on the financial stability of the company, are proposed. Originality. Methodical approaches to restructuring of notes to financial statements in terms of accounts receivable and payable are substantiated, which, in contrast to the existing ones, provides improved communication in financial statements of municipal companies. Practical value. Theoretical and methodical provisions of the research are brought to the level of specific proposals for the formation of accounting and analytical information on accounts receivable and payable of the municipal company. Abstract:
Purpose: The objective of this study is to ascertain the nexus of accounts payable turnover and firm performance of quoted manufacturing firms in Nigeria. Research methodology: This study adopted an ex-post facto research design. The sample comprised seventy-five non-financial firms quoted on the Nigerian Exchange Group (NGX). The study purposively selected all available non-financial firms during the study period: 2010-2019. This study utilized secondary sources of data, i.e., computed financial ratios from annual financial statements downloaded from the MachameRatios® database. The data were analyzed using multiple regression techniques. Results: There is a non-significant positive effect of the accounts payable turnover ratio on ROA (p=0.9729) and ROE (p=0.2669); and; a significant negative effect of the accounts payable turnover ratio on Tobin’s Q (p=0.0140). Limitations: The limitation of the study is the failure to account for endogeneity concerns in firm performance studies. Contribution: The study contributes to the working capital management literature and specifically to the credit management axiom. It also showed a differential effect of APT on various firm performance proxies which have significant implications for managers, e.g., finance officers in corporations that intend to utilize the accounts payable turnover as a strategy to grow the performance of the firm in the short and long term. Practical implication: The practical implication of this research is that managers can alter their firm performance from responsible accounts payable turnover management. Novelty: The study uses a unique dataset of non-financial firms within a framework of robust control variables to examine the relationship between APT and firm performance proxies.

Indebtedness is an economic phenomenon, the appearance of which is due to objective reasons during the financial and economic activity of the enterprise and its relations with counterparties. The state of accounts payable is important for enterprises of all industries and forms of ownership. On the one hand, indebtedness stimulates the growth of business activity, as it allows buyers to obtain resources with deferred payment, and sellers - to accelerate sales. On the other hand, indebtedness causes a temporary withdrawal of assets, and this can worsen his financial condition. Therefore, payables have an ambiguous influence on the company's activities, so the analysis of their influence on the enterprise’s financial state is of high relevance.

Gross working capital and net working capital are the two components that can be used to establish the working capital concept. Between current liabilities and current assets, there is a difference called net working capital. Accounts receivable, cash, and inventory are examples of current assets because they are easily convertible into cash; on the other hand, current liabilities are those that are owed to the company right away, such as accounts payable, bills payable, and other financial instruments. Thispaper appraises the interactions between working capital management in terms of cash, inventories, receivables, and payables management in relation to financial performance. The study also highlights two theories relating to working capital management: the liquidity preference theory and the cash conversion cycle. The study concludes that different working capital components have varying effects on the financial performance of manufacturing enterprises. Some studies reveal a favorable association between the components of working capital, whereas others reveal a detrimental relationship.

Design of the system is used the method of ASAP (Accelarated SAP). By using this method, the authors conducted an analysis of the business processes that are running on the company and analysis of business processes in SAP ERP application. Then based on the results of the gap/fit analysis, will performed design proposal and design of business processes to SAP applications that have been compared to the needs of the company. The results from this study is an SAP Accounts Payable system that has been design and integrated with the company needs can be easier for companies to conduct cross-section of the existing Accounting. Abstract:
The article discusses the issue of the validity of the criminalization of evasion from repayment of accounts payable, provided for in article 177 of the Criminal Code of the Russian Federation. Noting that the question of the expediency of criminalizing acts in the sphere of economic activity is one of the most debatable in modern criminal law in Russia, the authors cite different views of scientists and practitioners. The problem of applying article 177 of the Criminal Code of the Russian Federation is identified due to the absence of the concept of malicious evasion from repayment of accounts payable in the current legislation. The methods of committing this crime are considered. In addition, the data of judicial practice on cases of debt collection on accounts payable are presented. Attention is drawn to the issues of the effectiveness of the norm provided for in article 177 of the Criminal Code of the Russian Federation. The results of the study indicate in favor of leaving malicious evasion from repayment of accounts payable in the criminal law system. The authors come to the conclusion that not only the regulatory framework for countering malicious evasion from repayment of accounts payable needs to be improved, but also law enforcement practice.

Abstract:
This study empirically examined the impact of operational expenses, sales volume, and accounts payable on net income in Indonesian mining businesses. With a quantitative approach, this study employs both descriptive and verification approaches. Using a purposive sampling technique, 35 financial statements from 7 mining businesses were selected from a population of 100 financial statements. The results show that operational cost significantly affected net profit with negative relations, sales volume significantly affected net profit with positive relations, and payable significantly affected net profit with positive relations. The conclusion of this study states that net profit is more dominantly influenced by sales volume compared to operational costs and accounts payable. The impact of this research is that mining companies consider how to reduce operating costs and accounts payable and increase sales volume in company operations.

The paper considers the issues of how to manage the accounts receivable and accounts payable based on the findings of analysis of thereof. The authors propose to sort out definite stages in debt management and suggest ways to calculate the working capital amount to be allocated to accounts receivable; to assess the company financial performance, subject to the provision of onemonth and three-month discounts to debtors, and to evaluate the effect of the increase in accounts receivable in the upcoming period. All the above help to enhance efficiency of the company’s credit policy and of the accounts payables management and also allow to reduce financial losses related to attracting additional sources of capital.

В работе предложено выделение сегментов на основе метода 5W, а также описаны направления анализа сегментированной информации о задолженности предприятия. Реализация функции контроля по сегментам позволит повысить эффективность применения комплаенс-процедур и обеспечить лиц, принимающих решения, релевантной информацией. The expediency of detailing information about accounts receivable and accounts payable in accounting accounts based on the principles of segmentation is substantiated in the article. The allocation of segments based on the 5W method is proposed, and also the directions for analyzing segmented information about the company's debt are described. The implementation of the segment control function will improve the effectiveness of compliance procedures and provide decision makers with relevant information.

In this study the authors found two institutions that have differences in the handling of accounts payable. Therefore, the author is interested in finding out more about the differences between the two institutions. The purpose of this study is to find out the differences in how to handle accounts payable. To find out the difference in the way of handling accounts payable to customers who died and customers who were affected by the disaster, To find out how the Islamic perspective in handling accounts payable. Al-Qardh is property that is cut to help people in need and then returned to the debtor in full as he received it. In this study there are differences in the handling of accounts payable. This research includes descriptive qualitative research that focuses intensively on a particular object to study it as a case and reveals events or facts, circumstances, phenomena, variables and circumstances that occurred during the research by writing down what actually happened. The results of this study are the findings of 2 differences between BNI Syariah Banks that use insurance in each of their financing as a protection system to benefit both parties. And KSPPS BMT Fajar does not use insurance in every financing because the BMT thinks that insurance is the same as gambling, the system is gharar. However, from the two institutions, the implementation is in accordance with sharia principles. Based on the research, it can be concluded that there are differences in the handling of accounts payable in the protection system at BNI Syariah Bank while BMT Fajar does not use a protection system. However, both institutions are in accordance with Islamic law.
