The other aspect of the accumulation of capital concerns the relations between capitalism and the non-capitalist modes of production which start making their appearance on the international stage. Its predominant methods are colonial policy, an international loan system—a policy of spheres of interest—and war. Force, fraud, oppression, looting are openly displayed without any attempt at concealment, and it requires an effort to discover within this tangle of political violence and contests of power the stern laws of the economic process. These two aspects of accumulation, she argues, are ‘organically linked’ and ‘the historical career of capitalism can only be appreciated by taking them together’. Luxemburg rests her analysis upon a particular understanding of the crisis tendencies of capitalism. The problem, she argues, is underconsumption, a general lack of sufficient effective demand to soak up the growth in output that capitalism generates. This difficulty arises because workers are exploited and by definition receive much less value to spend than they produce, and capitalists are at least in part obliged to reinvest rather than to consume. After due consideration of various ways in which the supposed gap between supply and effective demand might be bridged, she concludes that trade with non-capitalist social formations provides the only systematic way to stabilize the system. If those social formations or territories are reluctant to trade then they must be compelled to do so by force of arms (as happened with the opium wars in China).

The places where mass populations enjoy high material standards of living are in developed countries. Other countries are either very poor and economically stagnant, or aspiring to transform into fully fledged capitalism. The chapter identifies the political project to transform in this way as developmentalism. This argument is elaborated through references to Tanzania. It then sketches the substance of developmentalism in the following properties: a strong political support for expended accumulation, the conflation of development with state sovereignty, the construction of legitimacy, and the disciplining of business.

We then discuss their intermediate outcomes in terms of: (1) sovereign debt accumulation and possible cuts in public health spending, (2) the slowing of economic growth and labour mobility; and (3) bank zombie lending, to arrive at the COVID-19 pandemic severity in terms of infection and death rates and the difficulties in designing and implementing economic support policies.

This chapter reviews the contrasting experiences of Rwanda and China. It does so to show how an early-stage and late-stage capitalist transformation might reveal risk involved in developmentalism. Rwanda’s post-genocide government is analysed as early-developmentalist. Here the focus is on agricultural transformation. An analysis of Rwanda’s developmentalism focuses on the insecurity of the elite, the insecurities of the region, and the challenges of reconstruction. The Chinese case starts with the accession to power of the Chinese Communist Party. It looks at the violence of the Great Leap Forward and then the post-Mao period. It analyses the sources of growth in China since 1978, showing how the state’s legitimacy shifted from socialist nationalism to a growth obsession in which capitalist accumulation became the source of legitimacy. It emphasizes China’s massive nut incomplete progress in poverty reduction and transformation.
