Abstract:
This chapter describes the relationship between the Organisation pour l’Harmonisation en Afrique du Droit des Affaires (OHADA; the Organization for the Harmonization of Business Law in Africa) and the Hague Principles. OHADA is an African supranational organization which was created on October 17, 1993. As per the Preamble and Article 1 of the OHADA Treaty, OHADA aims at creating simple, modern, and harmonized business law rules in Africa. To achieve this goal, OHADA has five institutions: (i) the Conference of Heads of State and Government; (ii) the Council of Ministers; (iii) the Common Court of Justice and Arbitration; (iv) the Regional Training Centre for Legal Officers; and (v) the Permanent Secretariat. Uniform Acts are the main instrument of OHADA. To understand the rules governing choice of law in commercial international contracts under OHADA law, it is important to examine the relation between the acts of OHADA (Uniform Acts and regulations) and the domestic law of the Member States. Meanwhile, there is no uniform codification of private international law under OHADA law. The chapter then explains that the Working Group on the Preliminary Draft Uniform Act on the Law of Obligations in the OHADA Region in 2015 did not use the Hague Principles, and why this omission should be reversed.

The unique feature of miracles is their violation of the laws of nature. However, this very feature makes it difficult to justify belief in miracles because the laws of nature have been confirmed through solid and uniform scientific observation. If belief in miracles cannot be justified, what are the closest acts to miracles that we can rationally believe in? ‘Can there be miracles without the supernatural?’ considers altruistic acts, concluding that extremely altruistic acts are as close to miracles as any acts one can perform within the laws of nature and belief. This chapter explores the origins of immigration law in the United States. Until the late nineteenth century Congress created few rules to govern immigration, beyond setting a uniform rule for naturalization. Instead, presidents facilitated immigration through the negotiation of commercial treaties that ensured reciprocal protections for foreign nationals in the United States and Americans abroad—first with nations in Europe, and later with China during the California Gold Rush. State and local governments simultaneously acted as de facto regulators through the use of their inspection and taxation powers. In the 1880s, however, circumstances changed. In response to growing resentment of Chinese immigration on the West Coast and pressure from eastern seaboard states struggling to manage immigrant flows, Congress finally enacted significant legislation, passing the Chinese Exclusion Acts and beginning the American experiment with immigration restriction. By the close of the twentieth century, foreign affairs and national defense were no longer necessary contexts for the assertion of broad presidential leadership or power. Presidents continued to rely on their foreign affairs powers to significant effect through World War II, and diplomacy remains relevant to immigration policy today. But the rise of the administrative state and the President’s role in steering an ever-expanding bureaucracy ultimately became the preeminent source of executive authority to control immigration law.

The browser war is far from over, and the HTML5 &lt;video&gt; tag has not improved video access despite its promises to work without specifying a plug-in. This chapter discusses m-learning with respect to video. It outlines the m-learning paradigm in conjunction with the technical aspects of video display in browsers, when varying media formats are used. The &lt;video&gt; tag used in this work renders videos from two sources with different MIME types. Feeds from the video sources, namely YouTube and UCT Matterhorn, are pulled by a Website that acts as a content aggregator. The content aggregator presents the various user-generated contents and lectures from the two repositories to both lecturers and students as a single source. By leveraging on HTML5, CSS3, and JavaScript, the application should render uniform video display and gather comments among various students, who use various personal mobile devices. Results show that a uniform display cannot be achieved when developing an application for personal mobile devices.

Feeds from the video sources, namely YouTube and UCT Matterhorn, are pulled by a Website that acts as a content aggregator. The content aggregator presents the various user-generated contents and lectures from the two repositories to both lecturers and students as a single source. By leveraging on HTML5, CSS3, and JavaScript, the application should render uniform video display and gather comments among various students, who use various personal mobile devices. Results show that a uniform display cannot be achieved when developing an application for personal mobile devices.

Abstract:
This chapter explores how several factors during World War II made hitchhiking widely accepted and commonly practiced on the home front. Gasoline and tire rationing, increased volunteerism during the war effort, and the fact that most hitchhikers were now servicemen in uniform instead of unemployed transients led many Americans to look more favourably upon the practice. Even critics of hitchhiking during the Depression years came to see offering soldiers lifts to and from their bases—as well as civilians heading to work—as a patriotic duty. As a result, the media, government regulators, and law-enforcement officials typically looked past periodic acts of violence associated with ride solicitation—focusing instead on ideas of duty and sacrifice in the name of the war effort.

Abstract:
The direct adaptive dynamic regulation of unknown nonlinear multi variable systems is investigated in this chapter in order to address the problem of controlling non-Brunovsky and non-square systems with control inputs less than the number of states. The proposed neuro-fuzzy model acts as a universal approximator. While with the careful selection of a Lyapunov-like function, the authors prove the stability of the proposed control algorithm. Weight updating laws derived from the Lyapunov analysis assure the boundedness of the closed-loop signals incorporating the well-known modified parameter hopping. In addition, the proposed algorithm shows robustness when facing modelling errors, and therefore, the state trajectories present uniform ultimate boundedness. The proposed dynamic controller proved to control those general nonlinear systems, which are difficult or even impossible to control with other algorithms. Simulation results on well-known benchmark problems demonstrate the applicability and effectiveness of the method.
